Existing research on developing countries emphasizes the decisive power of teacher unions in education politics. Yet that power varies, and a full understanding of the roots of union power and the sources of cross-national variation requires deeper analysis of organizational dynamics within unions. This analysis supports four arguments. First, teachers have a range of advantages in overcoming obstacles to collective action. Second, unions are not all alike; they vary widely, from interest groups to powerful political machines. Third, the source of (...) this variation lies in factors that shift power within unions from members to leaders in political-machine unions. Fourth, analyzing the dimensions of variation helps explain the different outcomes of recent reforms to teacher careers in Latin America, especially in highlighting the staunch opposition from political-machine unions. Many recent gene knockout experiments cause anatomical changes to the jaw region of mice that several investigators claim are evolutionary reversals. Here we evaluate these mutant phenotypes and the assertions of atavism. We argue that following the knockout of Hoxa-2, Dlx-2, MHox, Otx2, and RAR genes, ectopic cartilages arise as secondary consequences of disruptions in normal processes of cell specification, migration, or differentiation. These disruptions cause an excess of mesenchyme to accumulate in a region through which skeletal progenitor cells usually (...) migrate, and at a site of condensation that is normally present in mammals but that is too small to chondrify. We find little evidence that these genes, when disrupted, cause a reversion to any primitive condition and although changes in their expression may have played a role in the evolution of the mammalian jaw, their function during morphogenesis is not sufficiently understood to confirm such hypotheses. This paper explores the relation of order and welfare for Han Fei's philosophy. It will be claimed that the Legalist did indeed show concern for the overall quality of life of society, claiming that his model state would lead to a substantial increase for the individual's welfare. On the other hand, although he acknowledges (and cares) for these positive consequences, Han Fei does not attach any value for legitimizing the system he proposes to them. Even if there were any value (...) attached to benefitting the people, it would be indirect. For Han Fei, a welfare does not legitimize the system but is a consequence of the ‘right system’. He is not concerned with letting the people live better for the sake of the people, but rather with having healthy and motivated subjects, as these are at the same time consequences of, and requirements for, a strong and stable state. The novelty of this paper is to interpret Han Fei's philosophy as welfare-maximization through a specific understanding of the role of virtue. (shrink)
