SUMMARYThis paper offers practical guidance for empirical interpretation in the history of political thought, especially uncovering what authors meant and why they wrote what they wrote. I thus seek to fill a small but significant hole in our rather abstract methodological literature. To counter this abstraction, I draw not only on methodological theorising but also on actual practice—and on detective-work, a fruitful analogy. The detective analogy seeks to capture the intuition that we can potentially find right answers but must (...) handle fragmentary evidence that different people can plausibly read in different ways. Placing the focus on evidence, and on combining different types of evidence, suggests that orthodox categories like ‘contextualist’ and ‘Marxist’ too often accentuate differences between scholars. In _The New Order and Last Orientation,_ Eric Voegelin explores two distinctly different yet equally important aspects of modernity. He begins by offering a vivid account of the political situation in seventeenth-century Europe after the decline of the church and the passing of the empire. Voegelin shows how the intellectual and political disorder of the period was met by such seemingly disparate responses as Grotius's theory of natural right, Hobbes's _Leviathan,_ the role of the Fronde in the formation of the (...) French national state, Spinoza's _Tractatus Theologico-Politicus,_ and Locke's _Second Treatise,_ the blueprint of a modern middle-class society. By putting these responses and the thought of Montesquieu, Hume, and others in the context of the birth pains of the national state and the emergence of a new self-understanding of man, Voegelin achieves a brilliant mixture of political history and profound philosophical analysis. Voegelin's verdict of modernity is pronounced most powerfully in the opening part of "Last Orientation," in the chapter entitled "Phenomenalism." His discussion of the intellectual confusion underlying the modern project of scientistic phenomenalism is the most original criticism leveled against modernity to date. It is at the same time the first step toward a recovery of reality through philosophy conceived as a science of substance in the spirit of Giordano Bruno. Voegelin's first example of such an effort at recovering reality is the chapter on Schelling, one of the spiritual realists who has not been affected by the prevailing rationalist or reductionist creeds that are part of the modern disorder. Schelling's indirect yet powerful influence on Schopenhauer, Nietzsche, and Freud more than justifies Voegelin's interest in his philosophy and character, even though Voegelin would later distance himself from some of Schelling's positions. The volume's concluding chapter, "Nietzsche and Pascal," applies the understanding gained from the study of Schelling to the thought of the most powerful critic of the age, Nietzsche. Nietzsche's self-avowed affinity with Pascal provides the key to an analysis of the strengths and weaknesses of his thought and reaffirms the connection that links the beginning of modernity with its most recent crises and the efforts to overcome them. It is not clear to me that there is any longer the institutional will to train students, as both Henry and I were trained, in the languages, histories and philosophies that enable one to approach the texts of classical, medieval and renaissance intellectual history in particular. Today a student who is drawn to a study of pre-modern ideas and historical settings will be asked why on earth such an irrelevant subject matter should attract any interest or indeed, funding. Even (...) in Politics Departments there has been a tendency to keep alive only small pockets of normative theorists who have neither interest in nor knowledge of the history of their own discipline or of the languages they use with such confidence. For this reason, I want to say something about what I take to be the importance of studying the history of political thought in a modern university, because I think that we are gradually losing sight of a range of ways of thinking and speaking that will have, and is already having, dire consequences for the more everyday world we live in. The article analyses different forms of the theoretical paradigm of German Begriffsgeschichte. It focuses on the coherently formalized proposal made by Reinhard Koselleck, showing its relevance for the main Italian schools of interpretation. Koselleck is able to move beyond the historicist framework of Begriffsgeschichte on the basis of a theory of the Sattelzeit or Schwellenzeit--located between the eve of the seventeenth and the beginning of the eighteenth century--capable of orienting the reconstruction of the history of political concepts. This presupposition, (...) which refers to a theory of the 'Vorgriff' or historical conceptual reconstructions, draws upon and elaborates a key theme of the logic of the social sciences that was put forth by Max Weber. The possibility to adhere or not to this residual Weberian moment explains the two different modalities in which conceptual history has been interpreted in Italy: one pointing at the reconstruction of the conceptual framework of the nineteenth century, the other aiming at the philosophical-political reconstruction of the genesis, the historic limits and the crisis of the political concepts of Western modernity. Well-known for his work on absolutism, divine right theory, and his contextual reading of Hobbes’ ideas, Sommerville also published successful critical editions of Sir Robert Filmer and King James vi and I’s political writing. Sommerville’s engagement in key historiographical debates on early- modern British history, involving “opposing camps” of revisionists and post-revisionists, is less explored. Here, I focus on the question whether pre-Civil War England was immune to ideological conflict or, instead, featured a confrontation between King and Parliament based (...) on ideas of power, liberty and obedience. I also highlight the continued relevance of Sommerville’s innovative account of English political thought as deeply shaped by European theories. His work reminds us of the role of the history of political thought in rectifying false claims and unchecked opinions, so commonly expounded in our divided world. In conclusion, I advance my own critical interpretation of Sommerville’s views on absolutism and patriarchalism. (shrink)

This paper is addressed to a specific question: why did Oakeshott fail to follow his own methodological prescriptions when he wrote and delivered his lectures on the history of political thought? In that respect it is about the manner of his studying the history of political thought rather than about its substantive content. I will briefly characterise the architecture of his characterisation, and contend that his view of the history of political thought, at least at the philosophical (...) level,is shared by many historians and philosophers alike, including John Rawls. It is contended, however, that the subject matter of Oakeshott's lectures encompassed much more than his triadic conception of political thought was meant to capture. His ideal characters of Enterprise Association and Civil Association o not supersede or replace the triadic conception. The triadic conception is meant to encompass purely philosophical reflection, whereas his ideal associative characters may encompass reflection at all three of the levels he discusses. Had the subject-matter of the lectures been more restricted, would he have employed his recommended methodology? I suggest that he would not have done, and go on to ask whether we too should abandon the idea of conceiving the history of political thought in terms of the three master traditions he recommended. Voegelin recognizes the emergence of the constitutional political tradition as the most positive development of this period. He is at his best when explaining the difference between the presence of a representative institution and the growth of communal consciousness. Voegelin's study of the English political pattern is matched only by his unique perspective on the German imperial zone, culminating in a fitting conclusion on Nicholas of Cusa—the one political thinker with the ability to evoke the unity of mankind beyond fragmentation. _The Later Middle Ages_ is at once a brilliant examination of the symbols that characterized medieval society and a remarkable predecessor to Voegelin's study of the modern world, beginning with the Renaissance and the Reformation. It remained unpublished during his lifetime, and it came to light through the American edition and the now completed Portuguese edition. Being the author of the first world edition of an abridged version of the History of Political Ideas ; the translator of the first three volumes of the 2012-2018 Portuguese edition; and the author of The civil philosophy of (...) Eric Voegelin I consider that the History of Political Ideas challenges the present climate of opinion: it subverts the dominant corrosive forces of moral relativism, intolerant neo-positivism, end-of-history obsessions, postmodernist deconstructions, agnosticism, nihilism, new age religions, and the all-pervasive ideology of money. Eric Voegelin achieves all this leading his readers from Antiquity to Modern Age. His monumental work begins with the “spiritual disintegration” of the Greek world, after the peak of Plato and Aristotle, a disintegration that ushered a long process of transition in the self-understanding of man in the Mediterranean world. The series goes through Middle Ages, R enaissance and Reformation as Voegelin analyzes the collapse of imperial Christianity, which led to the rise of autonomous reason and sectarian revolts that reached full development in later centuries. A new form of modern human consciousness replaced the Christian understanding of a divinely created closed cosmos. The collection ends - in a suspensive way - with “The Crisis and the Apocalypse of Man” focused on thinkers such as Comte, Bakunine and Marx; although they experienced true epiphanies, they become self-obsessed to the detriment of the world to which they refer. Reaching into our own time, _Crisis and the Apocalypse of Man_ confronts the disintegration of traditional sources of meaning and the correlative attempt to generate new sources of order from within the self. Voegelin allows us to contemplate the crisis in its starkest terms as the apocalypse of man that now seeks to replace the apocalypse of God. The totalitarian upheaval that convulsed Voegelin's world, and whose aftermath still defines ours, is only the external manifestation of an inner spiritual turmoil. (...) Its roots have been probed throughout the eight volumes of _History of Political Ideas,_ but its emergence is marked by the age of Enlightenment. In our postmodern era, discussions of the collapse of the "enlightenment project" have become commonplace. Voegelin compels us to follow the great-souled individuals who sought to go from disintegration of the present toward evocations of order for the future. Such thinkers as Comte, Bakunin, and Marx suffered through the crisis and fully understood the need for a new outpouring of the spirit. They resolved to supply the deficiency themselves. As a consequence they launched us irrevocably on the path of the apocalypse of man. One of the great merits of Voegelin's analysis is his exposition of the pervasive character of this crisis. It is not confined to the megalomaniacal dreamers of a revolutionary apocalypse; rather, echoes of it are found in the more moderate Enlightenment preoccupation with progress to be attained through application of the scientific method. Faith in the capacity of instrumental reason to answer the ultimate questions of human existence defined men such as Voltaire, Helvétius, Diderot, D'Alembert, and Condorcet. It remains the authoritative faith of our world today, Voegelin argues, demonstrated by our continuing inability to step outside the parameters of the Enlightenment. Are we condemned, then, to oscillate between the rational incoherence of a science that never delivers on its promises and a now discredited revolutionary idealism that wreaks havoc in practice? This is the question toward which Voegelin's final volume points. While not direct, his response is evident everywhere. _Crisis and the Apocalypse of Man_ could have been written only by a man who had reached his own resolution of the crisis. (shrink)

Reaching from the decline of the Greek Polis to Saint Augustine, this first volume of Eric Voegelin's eagerly anticipated History of Political Ideas fills the gap left between volumes 3 and 4 of Order and History.

Voegelin's magisterial account of medieval political thought opens with a survey of the structure of the period and continues with an analysis of the Germanic invasions, the fall of Rome, and the rise of empire and monastic Christianity. The political implications of Christianity and philosophy in the period are elaborated in chapters devoted to John of Salisbury, Joachim of Flora, Frederick II, Siger de Brabant, Francis of Assisi, Roman law, and climaxing in a remarkable study of Saint Thomas Aquinas's mighty (...) thirteenth-century synthesis. Although _History of Political Ideas_ was begun as a textbook for Macmillan, Voegelin never intended it to be a conventional chronological account. He sought instead an original comprehensive interpretation, founded on primary materials and taking into account the most advanced specialist scholarship—or science as he called it—available to him. Because of this, the book grew well beyond the confines of an easily marketable college survey and until now remained unpublished. In the process of writing it, Voegelin himself outgrew the conceptual frame of a "History of Political Ideas," turning to compose _Order and History_ and the other works of his maturity. _History of Political Ideas_ became the ordered collection of materials from which much of Voegelin's later theoretical elaboration grew, structured in a manner that reveals the conceptual intimations of his later thought. As such, it provides an unparalleled opportunity to observe the working methods and the intellectual evolution of one of our century's leading political thinkers. In its embracing scope, _History of Political Ideas_ contains both analyses of themes Voegelin developed in his later works and discussions of authors and ideas to which he did not return or which he later approached from a different angle and with a different emphasis. _The Middle Ages to Aquinas_ has withstood the test of time. Schelling's indirect yet powerful influence on Schopenhauer, Nietzsche, and Freud more than justifies Voegelin's interest in his philosophy and character, even though Voegelin would later distance himself from some of Schelling's positions. The volume's concluding chapter, "Nietzsche and Pascal," applies the understanding gained from the study of Schelling to the thought of the most powerful critic of the age, Nietzsche. Nietzsche's self-avowed affinity with Pascal provides the key to an analysis of the strengths and weaknesses of his thought and reaffirms the connection that links the beginning of modernity with its most recent crises and the efforts to overcome them. Comparative studies -- The interdependence of modernities.

The program of the Geschichtliche Grundbegriffe, formulated primarily by Otto Brunner, Werner Conze, and Reinhart Koselleck, calls for relating conceptual change to structural transformations of government, society, and economy in German-speaking Europe. J. G. A. Pocock, of Cambridge, identified the range of alternative and competing political discourses available to early modern writers, while Quentin Skinner, also of Cambridge, treated political theories in terms of those historical contexts and linguistic conventions which both facilitate and circumscribe legitimations of political arrangements, and he (...) described such theories as intentional speech acts. Despite the differences in the German and Anglophone modes of treating political language, however, there are no major obstacles in bringing them together. The GG could profit from Pocock's technique of analysis and comparison in identifying early modern political languages, and the issues raised by Skinner about political thought and theorizing as forms of linguistic action, as well as the effect of general linguistic conventions upon available modes of legitimating political arrangements. The Anglophone mode might profit from considering the GG's non-reductive use of social history in conjunction with that of concepts, and from the GG's systematic use of contemporary sources of language and linguistic definitions.
