We report on the deliberations of an interdisciplinary group of experts in science, law, and philosophy who convened to discuss novel ethical and policy challenges in stem cell research. In this report we discuss the ethical and policy implications of safety concerns in the transition from basic laboratory research to clinical applications of cell-based therapies derived from stem cells. Although many features of this transition from lab to clinic are common to other therapies, three aspects of stem cell (...) biology pose unique challenges. First, tension regarding the use of human embryos may complicate the scientific development of safe and effective cell lines. Second, because human stem cells were not developed in the laboratory until 1998, few safety questions relating to human applications have been addressed in animal research. Third, preclinical and clinical testing of biologic agents, particularly those as inherently complex as mammalian cells, present formidable challenges, such as the need to develop suitable standardized assays and the difficulty of selecting appropriate patient populations for early phase trials. We recommend that scientists, policy makers, and the public discuss these issues responsibly, and further, that a national advisory committee to oversee human trials of cell therapies be established. **NB we did not reccommend a NAC, we think it might be appropriate**. The scientific, ethical, and policy issues raised by research involving the engraftment of human neural stem cells into the brains of nonhuman primates are explored by an interdisciplinary working group in this Policy Forum. The authors consider the possibility that this research might alter the cognitive capacities of recipient great apes and monkeys, with potential significance for their moral status.

Patients have received experimental pharmaceuticals outside of clinical trials for decades. There are no industry-wide best practices, and many companies that have granted compassionate use, or ‘preapproval’, access to their investigational products have done so without fanfare and without divulging the process or grounds on which decisions were made. The number of compassionate use requests has increased over time. Driving the demand are new treatments for serious unmet medical needs; patient advocacy groups pressing for access to emerging treatments; internet platforms (...) enabling broad awareness of compelling cases or novel drugs and a lack of trust among some that the pharmaceutical industry and/or the FDA have patients’ best interests in mind. High-profile cases in the media have highlighted the gap between patient expectations for compassionate use and company utilisation of fair processes to adjudicate requests. With many pharmaceutical manufacturers, patient groups, healthcare providers and policy analysts unhappy with the inequities of the status quo, fairer and more ethical management of compassionate use requests was needed. This paper reports on a novel collaboration between a pharmaceutical company and an academic medical ethics department that led to the formation of the Compassionate Use Advisory Committee. Comprising medical experts, bioethicists and patient representatives, CompAC established an ethical framework for the allocation of a scarce investigational oncology agent to single patients requesting non-trial access. This is the first account of how the committee was formed and how it built an ethical framework and put it into practice. (shrink)

The Networks of Centres of Excellence programme is perhaps Canada's most dramatic science policy innovation since theFirst World War. This article traces its development, using documentary analysis and interviews with the policy actors responsible for conceiving and implementing the programme.Established in 1989, the networks were explicitly designed to change the norms of science. The intention was to instil an approach to long-term fundamental research that considered possibilities of use from the start. This article aims to examine the Lithuanian housing policy system, with a special emphasis on social housing issues. This study is based on 20 semi-structured interviews with the decision makers and recipients of social housing. The analysis reveals the issues related to access to social housing, management and administration issues, problems related to stigmatisation of social housing recipients, and their overall satisfaction with the provided support.The study shows that accessing social housing and living (...) in social housing is not an easy task. Social housing recipients have to wait in queues for a long time, experience stigmatisation and constant fear that they may lose their social housing due to a strict income monitoring. On the other hand, the municipality tries to provide friendly strategies to solve individual cases and looks for the best solutions possible to meet the needs of social housing recipients. The findings show that massive privatisation in Lithuania created a dualistic housing market favouring home ownership and marginalising social housing as a safety net for the most vulnerable people. At the same time, a massive home ownership society formed a safety net for many, with family ties playing a crucial role. Housing safety is offered as a part of social assistance programs for the most vulnerable parts of the population. (shrink)

The subject of the current study is the process of implementing the social housing policy and its impact on increasing the quality of life of vulnerable people. The analysis is related to the Social Housing Program introduced by the city of Gdańsk. The study has been carried out using the case study method with the use of document analysis, analysis of existing data, and five in-depth interviews with program managers. The theoretical framework has been developed around three (...) major explicatory perspectives: multi-level governance, QOL, and social exclusion. Meeting the housing needs is one of the primary tasks of local governments. If such a policy is to be called positive, it should be combined with social policy tasks related to social inclusion, and it should be carried out through partnerships forming housing cooperation networks. A characteristic feature of the cooperation is the cross-sectoral nature of the actors. The results have revealed a significant positive relationship between the use of social housing tools and the quality of satisfying the living needs of the residents. This study contributes to the discussion by revealing the role of social work and social and professional activation in meeting housing needs. The results suggest that a combination of housing and social policy measures can help vulnerable people develop social competencies conducive to housing maintenance and increase the social cohesion of local environments. This book is intended to address key issues in housing policy through the lens of the philosophical concepts that underpin them.

ABSTRACT Asset‐market bubbles occur dependably in laboratory experiments and almost as reliably throughout economic history—yet they do not usually bring the global economy to its knees. The Crash of 2008 was caused by the bursting of a housing bubble of unusual size that was fed by a massive expansion of mortgage credit—facilitated, in turn, by the longest sustained expansionary monetary policy of the past half century. Much of this mortgage credit was extended to people with little net wealth (...) who made slender down payments, so that when the bubble burst and housing prices declined, their losses quickly exceeded their equity. These losses were transmitted to the financial system—including banks, investment banks, insurance companies, and the institutional and private investors who provided liquidity to the mortgage market through structured securities. It seems that many of these institutions became insolvent; it is certain that they became illiquid. Liquidity loss and solvency fears created a feedback cycle of diminished financing, reduced housing demand, falling housing prices, more borrower losses, and further damage to the financial system and eventually the stock market and the real economy. There are important parallels with the housing and financial‐market booms that led up to the Crash of 1929 and the Great Depression. (shrink)

Safe and healthy housing conditions are critical to improving population health, particularly for the most vulnerable – young children, senior citizens, and individuals with chronic illnesses and disabilities – who spend more time at home and are more susceptible to illness and injury. Across the country, millions of Americans are exposed to lead, radon, asbestos, volatile organic compounds, pests, mold, carbon monoxide, and tobacco smoke in the home, affecting the air they breathe and the water they drink. These household (...) hazards are also associated with a wide range of illnesses and injuries, including asthma, cancer, falls, respiratory infections, and mental health issues. Legal and policy interventions can assist communities grappling with the adverse impacts of poor housing conditions and improve the health and safety of all residents, including vulnerable populations. Practical implementation of notions such as patient-orientation, client-centredness, and demand-driven care is far from straightforward in care and service supply to elderly clients living independently. This paper aims to provide preliminary insights into how it is possible to bridge the gap between policy intent, which reflects an increasing client orientation, and actual practice of care and service provision. Differences in personal objectives and characteristics generate different sets of needs among elderly clients that must have an appropriate response in the (...) daily routines of care and service providers. From a study of the available literature and by conceptual reasoning, we identify several important operational implications of client-oriented care and service provision. To deal with these implications the authors turn to the field of operations management. This field has deepened the understanding of translating an organisation’s policy into daily activities and working methods. More specifically, we elaborate on the concept of modularity, which stems from the field of operations management. With respect to elderly people who live independently, this concept, among others, seems to be particularly useful in providing options and variation in individual care and service packages. Based on our line of reasoning, we propose that modularity provides possibilities to enhance the provision of demand-based care and services. Furthermore, our findings offer direction on how organisations in housing, welfare and care can be guided in translating demand-based care to their operational processes. (shrink)

Iran, as a country that has never been colonized, underwent a rapid modernization process, which arose from its internal pressures. Starting from 1945, with the rise of globalism at the end of World War II, a new stage of modernization began in Iran which continued to grow and foster the culture of mass consumption. Globalization also led to the rise of different maternities in the housing sector. Focusing on Tehran, the dominant tendency to create a modern society based on (...) nationalism and modernism values, led to the creation of a very new image of the city, at odds with its introverted urban form till early of the twentieth century. The majority of urban policies were based on the need to create a major change in public life and to revolutionize the socio-political aspects of Iranian society. This chapter has been divided into three chronological periods. The first section Planning the Metropolis aims to focus on the idea of Tehran as a modern capital back in the 1950s and late 1960s with a special focus on class segregation and housing politics. The second part of this chapter Housing as a Revolution has a special focus on the transformation of housing strategies in Iran after the 1978-79 Islamic revolution. The third part Post-Revolution focuses on the current policies for the housing sector and construction economy. As a result of the imposition of US sanctions on the Iranian economy after unilaterally abandoning the Iran nuclear deal, the country’s economy has been hit hard by Tehran’s inability to export oil. Inflation has also hit the housing sector. In general, this chapter aims to bring forward the idea of housing as politics in modern Tehran through a critical and historical perspective. (shrink)

The renewed interest in the issue of black reparations, both in the public sphere and among scholars, is a welcome development because the racial injustices of the past continue to shape American society by disadvantaging African Americans in a variety of ways. Attention to the past and how it has shaped present-day inequality seems essential both to understanding our predicament and to justifying policies that would address and undermine racial inequality. Given this, any argument for policies designed to pursue racial (...) justice must be, at least in part, backward-looking, justifi ed partly as compensation for the effects of the wrongs of the past. However, some arguments about black reparations, both pro and con, are focused too far in the past. An unspoken assumption of much of the debate about black reparations is that these would be reparations for slavery. This, we argue, is a mistake. Racial inequality in the United States today may, ultimately, be based on slavery, but it is also based on the failure of the country to take effective steps since slavery to undermine the structural racial inequality that slavery put in place. From the latter part of the nineteenth century through the fi rst half of the twentieth century, the Jim Crow system continued to keep Blacks “in their place,” and even during and after the civil rights era no policies were adopted to dismantle the racial hierarchy that already existed. An important part of the story of racial inequality today is the history of housing and lending discrimination in the second half of the twentieth century (McCarthy 2002; 2004). Home equity, for many Americans, is a very important source of wealth, and the decades after World War II were ones of rapid home equity growth. They were the decades that saw the creation of a large, mostly suburban, middle class. But the middle class that was created was also mostly White, and this was due largely to government policies that (in many cases intentionally) excluded Blacks from the opportunities to get into the home market and benefi t from home equity growth. In this paper we argue that recent housing and lending discrimination constitutes an important basis for black reparations.. (shrink)

The inaugural southwest medical debate, between Exeter and Plymouth medical schools and respective health services, was held on the 3rd December 2014. Plymouth proposed the motion “This house believes the NHS should be privatised?” In an increasingly political climate, the National Health Service has become a constant topic for discussion in the media. On this occasion, all those debating were involved in the medical profession with roles encompassing clinical medicine, education, ethics, economics and policy. The authors examine the internal and external motivating factors behind the actions of the House Committee on Ethics members by looking at the procedural efficiency of the Committee on Ethics (or lack thereof), as a natural consequence of the committee members' implicit public policy actions.

The Trafficking Victims Protection Act legislation has established the US as a global humanitarian leader on the issue of human trafficking. Through the use of formulaic victim narratives, appeals to masculinist protection, and invocations of slave abolitionism, legislators frame the law as a work of compassion and protection of migrant people. On the other hand, legislators often take a suspicious and unsympathetic approach to irregular migrants. This article describes the humanitarian posture adopted by the US in relation to anti-trafficking, contrasting (...) it with an anti-immigration sentiment, evidenced in two attempts to limit or rescind the benefits of anti-trafficking legislation for migrants. When considered together the humanitarian and anti-immigration focus of anti-trafficking law and policy make for an internally inconsistent approach to tackling trafficking. (shrink)

This book offers a unique insight into the long history of the housing crisis, focusing on the development of the politics of the property-owing democracy, the growth of housing finance, the history of property crashes, and the rise and fall of a different vision of housing policy, which enabled far more people to realize their right to housing.

This article surveys various topics that link questions about housing with considerations of economic justice. Housing has received increasing attention from philosophers within the last decade. In political philosophy, some aspects of a topic attract more attention than others. Presently, philosophical reflection focuses on the value of a home; homelessness; gentrification; segregation; and spatial justice, with a substantial body of literature developing on these interconnected themes. We highlight some of the recent contributions to the field of housing (...) justice while also identifying areas that have received less attention. Specifically, we emphasize the importance of further philosophical exploration into how macroeconomic factors, like fiscal and monetary policy, impact housing justice. Additionally, we advocate for normative approaches that underscore justice issues not readily addressed by frameworks prioritizing human flourishing or relational equality. (shrink)

The motive of Clodius in attacking the validity of Caesar's laws in the latter part of 58 B.C. has been the subject of many conjectures on the part of modern historians. In a recent article1 Pocock has propounded a new theory as to the position and policy of the turbulent tribune, which is highly suggestive and deserving of a careful consideration. In the first place Pocock, in opposition to all previous historians, flatly denies that Clodius made any such attack (...) at all, and offers a new explanation of the passage in Cicero's speech for his house where this is asserted. In the oration in question Cicero declares that Clodius called Bibulus before the people and by the testimony of the former consul showed that all Caesar's laws had been passed in disregard of the auspices, drawing from this the conclusion that they should all be annulled by the senate. If the conscript fathers would do this, Clodius offered to bring Cicero back on his own shoulders as the saviour of his country.2 Pocock believes that Cicero has flagrantly misrepresented Clodius and wilfully distorted his meaning. Some of Cicero's friends had denied the legality of Clodius' tribuneship and hence of the great orator's exile, and what Clodius did was to demonstrate that this denial logically involved the repudiation of all the Julian legislation. His offer to bring back Cicero was an ironical difiance, and amounted to telling the nobles that they had better not raise such a question unless they had the courage to cancel all Caesar's laws, something which he knew that they would not dare to do. ABSTRACT The financial crisis was in large part caused, prolonged, and worsened by a series of government actions and interventions. The housing boom and bust that precipitated the crisis were enabled by extraordinarily loose monetary policy. After the housing boom came to an end, the Federal Reserve misdiagnosed financial markets' uncertainty about the location and value of risky subprime mortgage‐backed securities as being, instead, a liquidity problem, and it took inappropriate compensatory actions that had side effects that (...) included raising the price of oil. Finally, in mid‐September 2008, the government's ad‐hoc bailouts, and the unpredictable terms of the proposed tarp legislation, appear to have caused a sharp spike in uncertainty in the financial markets. The housing sector is currently under pressure: demographic shifts, urbanisation as well as the availability and costs of housing have led to increasing prices. Concerns are being raised that these rising housing costs could lead to intergenerational conflicts. While older generations often live in their privatelyowned dwellings, younger cohorts struggle to become homeowners, moving the field of housing into the spotlight of national debates. We analyse the importance of housing for Europeans using data from Eurobarometer. (...) Results show that the relevance of housing increased between 2008 and 2018. However, generational differences were found: while older and younger people see housing as an important topic at the country level, only the younger generation seems to be affected personally. Discharging a homeless patient from hospital raises ethical issues which are compounded when the patient is from outside the United Kingdom. This article begins with an extended case study of a 30-year-old homeless man from Lithuania describing his complex medical and social needs. It is best practice for all homeless patients to have their housing needs planned for prior to discharge, but this is made more difficult by the United Kingdom’s ‘hostile environment’ policy which creates a subclass of (...) homeless people who are not eligible for support. This means healthcare professionals discharge patients back to homelessness, even when this is likely to adversely affect their health and dignity both directly and indirectly through impairing access to care for chronic conditions. Policies in health and social care which compel professionals to treat some patients with second-class care undermine the ethics of healthcare professions. (shrink)

Abstract:The increasing needs for housing in Ghana is a result of urbanisation which is also a sign of improvement in the socio-economic lives of the people. Building of houses usually replaces prime vegetation land. The rate of indiscriminate devegetation for housing purpose in Ghana is as a result of the lack of a comprehensive land use policy implementation in the country. It is clearly stated in the country's land use policy that ‘the principle of optimum usage (...) for all types of land uses will be assured by the state and that, the state will ensure every socioeconomic activity is consistent with sound land use through sustainable land use planning in the long-term. But, evidence in the country is contrary to what is stipulated in the land use policy document. The study therefore, contributes to the environment-spatial land use conflict debate. It does this by focusing on the fast rate at which agricultural land at the fringes of urban Ghana is mainly used for housing purposes. It uses Accra and Tamale as examples to argue that if the content of the land use policy is not implemented to minimise the excessive devegetation for housing, the country stands the chance of losing utterly, its natural vegetation, especially, the forest vegetation. With the help of old maps, GIS and researchers’ observations, the study describes how the land use cover in areas close to the cities of Accra and Tamale has largely been replaced by housing. It ends by advocating sound sustainable housing typologies which will reduce the rate of devegetation in the country. (shrink)

Abstract:This essay criticizes recent trends in disability policy as restrictive of individual liberty and informed by too narrow a definition of what constitutes human flourishing. I defend the value of intentional community settings as one legitimate residential option for people with intellectual and developmental disabilities. Recent federal regulations (HCBS Final Rule) define intentional communities or disability-specific housing as presumptively institutional in nature, misunderstanding the positive, noninstitutional features of intentional, integrated communities created by and for people with developmental disabilities. In addition, current disability policy, despite its stated concern for the autonomy of people with intellectual and developmental disabilities, limits individual liberty by strictly defining the types of settings eligible for Medicaid waiver funding, expressly excluding agricultural communities, disability-specific residential settings, and intentional communities. A robust commitment to the autonomy of people receiving Medicaid waiver services would allow them to choose to direct their program dollars, recognizing that some individuals may choose a life in intentional community or with others facing similar challenges to themselves over an illusory “integration” into a wider society that remains too often unwelcoming and difficult to navigate. For too long, bioethics has followed law in reducing “conscience” to “conscientious objection,” in other words, to laws and policies permitting and protecting refusal. In “Reframing Conscientious Care: Providing Abortion Care When Law and Conscience Collide,” Mara Buchbinder and colleagues draw our attention to one dimension of the problem of reducing conscience to refusal to provide certain forms of medical care: what about the conscience problems experienced by the professionals who are attempting to provide safe, effective health care that includes (...) services that others associate with conscientious objection? In seeking to disrupt a specific medical practice—one that is legal, desired by the patient, and conducted in accordance with medical standards—North Carolina House Bill 854, The Woman's Right to Know Act, and laws like it, appear to be designed to produce moral distress in physicians and other professionals involved in the provision of abortions. For abortion providers in North Carolina and other states, conscientious objection to the mandates of laws like HB 854 isn't a realistic option. So what can bioethics offer to professionals bound by such laws? We can start by reclaiming the idea of “conscience” as something that can say “yes” to providing health care. (shrink)

Recent research has emphasized the negative effects of finance on macroeconomic performance and even cautioned of a “finance curse.” As one of the main drivers of financial sector growth, mortgages have traditionally been hailed as increasing the number of homeowners in a country. This article uses long-run panel data for seventeen countries between 1920 and 2013 to show that the effect of the “great mortgaging” on homeownership rates is not universally positive. Increasing mortgage debt appears to be neither necessary nor (...) sufficient for higher homeownership levels. There were periods of rising homeownership levels without much increase in mortgages before 1980, thanks to government programs, purchasing power increases, and less inflated house prices. There have also been mortgage increases without homeownership growth, but with house price bubbles thereafter. The liberalization of financial markets might after all be a poor substitute for more traditional housing policies. (shrink)

Any case raising the profile of ‘assisted-dying’ and public policy naturally causes consternation, excitement, heated debate and concerns from different parties, worried that the law is unclear, unfair, too conservative, too permissive, neglectful of ‘the vulnerable’ or indifferent to the proper scope of freedom for ‘the competent’. It was unsurprising, then, that much attention focused on the litigation between Debbie Purdy and the Director of Public Prosecutions .1–4 Ms Purdy has muscular sclerosis, and would like to be free, at (...) a time of her choosing, to travel to receive assisted suicide in a jurisdiction that permits this. To do so, she will need the help of her husband. In contrast with the famous Pretty case,5 Ms Purdy did not seek a proleptic immunity from prosecution under the Suicide Act 1961. Rather, she invoked her human right to respect for private and family life, and argued that the DPP should publish guidance detailing the basis on which he exercises his discretion to bring a prosecution for the crime of aiding, abetting, counselling or procuring a suicide in England and Wales. Her case, when heard in the House of Lords, was successful. 3A decision to prosecute cases of assisted suicide pivots on the satisfaction of two key issues: the ‘evidential test’—is there sufficient evidence to justify bringing a prosecution?; and the ‘public interest test’—is it in the public interest to bring a prosecution? The establishment of mosques is an incentive for public discussions on Islam and the presence of Muslims in Western European societies. This article critically reconstructs Public Policy discourses on mosque establishment in the Dutch city of Rotterdam. It shows how urban-planning discourses, and their specific frames, which came to dominate mosque establishment as a policy issue in Rotterdam from the 1980s onwards, created their own set of meanings. The article analyses these discourses in terms of their enabling and (...) constraining roles during a period in which local authorities became more involved in the improvement and placement of new mosques in the Rotterdam area. On the one hand, the urban renewal framework allowed for a substantial improvement in the housing of Islamic religious and cultural practice. On the other hand, urban planning policy discursive practices gave less attention to issues such as visibility and presence that are now at the heart of the heated debates about Muslim populations in Dutch society. More recent discussions on the aesthetics and location of mosques in Rotterdam illustrate how these dominant discourses are not only contestable but are also being contested from all quarters. The current debate on U.S. housing policy focuses on the role of the government in supporting the mortgage market. Existing organizations (Fannie Mae/Freddie Mac) are in conservatorship status, and Congress is considering alternative structures and guarantees including the Johnson‐Crapo bill, to provide catastrophic insurance in support of the coverage from private companies. The resolution of this issue is complicated by the various activities involved in the issue—investment securities, public policy, macroeconomics, accounting, and insurance. This article reviews the (...) impact of these activities on U.S. housing, with a discussion of the feasibility of creating a catastrophic insurance program similar to that of the Federal Deposit Insurance Corporation. The federal government has successfully operated catastrophic insurance programs in support of private sector initiatives, and this experience—while certainly not perfect—may be a reasonable approach to the current Fannie/Freddie dilemma. Despite projected devastating impacts on human communities, the US still lacks comprehensive national policies aimed at reducing greenhouse gas emissions. This vacuum has provided the space for a surge of promising sustainability and climate action planning efforts at the state and local level. Meanwhile, according to the National Low Income Housing Coalition’s (2015) Out of Reach Report, ‘there is no state in the US where a minimum wage worker working full time can afford a one-bedroom apartment at the fair (...) market rent’. We are calling for a reimagining of local climate action planning that encourages policies and programs designed to reduce GHG emissions from the built environment while explicitly and comprehensively addressing the affordability component. With equitable local climate action planning, we can address both environmental and social justice issues. (shrink)

This article gives a practice-based and theoretical overview of the transformation from a traditional hierarchical organization in the care and cure sector towards a so-called Community-driven organization providing human happiness to 6000 elderly people. The actual case study is intertwined with conceptual information for better understanding of the innovative transition which took place at Humanitas. The case description includes its initial situation, its new core values, mission and objectives and shows the sequence of emerging policies and interventions that resulted in (...) a stakeholder oriented business model for the care sector. The selected concepts are Graves' Emerging Cyclical Level of Existence Theory (or Spiral Dynamics), Ken Wilber's Four Quadrant Model, Roberts Simons' Four Levers of Control and various elements from the European Corporate Sustainability Framework sponsored by the European Commission. The conclusion marks the match between theory and practice in transforming Humanitas Rotterdam into providing cure, care, housing and well-being to elderly people. (shrink)

The policy adopted by housing authorities of denying prospective tenants with a criminal record access to housing is an important barrier to ex-offenders seeking somewhere to live. The policy is legal, but are there any good reasons in favor of it when we know that having no, or limited, access to secure and affordable housing increases the probability of recidivism? The primary aim of this article is to critically discuss two central reasons that have been (...) given for denying people with criminal records access to housing: that doing so will prevent crime, and that the policy reduces fear of crime. We also try to evaluate an argument for the conclusion that current law, and the policies that follows wrongfully discriminate against people with criminal records. The general thrust of the article is that arguments for this practice turning on its crime preventive effect, and its role in reducing or preventing fear of crime, are unpersuasive. We then explained why, in our view, excluding ex-offenders from housing amounts to wrongful discrimination against them. Our analysis suggests that ex-offenders, apart from a few excemptions, ought to be allowed access to housing to the same extent as other people. (shrink)

This investigation will involve a selective examination of seventeenth-century writings before looking at again selective Enlightenment texts. The essay is deliberately wide ranging, but it aims to pick out the emergence or crystallization of political economy by noting how theorists sought to establish it as a subject matter and in the process develop ways of studying it that aimed to uncover regularities and exhibit generality, systematicity, and (...) precision. Together these supported its pretensions or claims to be a science that would in a Baconian manner be useful and free of the perceived shackles of a moralistic classical disparagement of economic activity. The material effects of austerity in the UK have generated a resurgence of activist initiatives in the field of housing central to which is ACORN that has developed into a federated organisation contesting housing practices and policies at both local and national levels. ACORN is used to expand the examination of housing activism in Europe beyond the cases in Spain and Germany to the United Kingdom. This article also utilises the qualitative methodology of a comparative case study (...) and the framework of ideological and social backgrounds, political repertoires and political logics to present and analyse ACORN. While ACORN displays striking similarities to other cases, it also represents a different trajectory in housing activism that combines direct action with an engagement with party politics as social democracy seeks to return to its roots. In 2015, the predominantly visible minority immigrant community of Herongate, in Ottawa, Ontario, was slated for redevelopment by its landlord, Timbercreek Asset Management. This redevelopment involved mass eviction of the incumbent tenants, demolition of the existing affordable housing and its replacement with luxury rentals, which, by all indications, are beyond the financial reach of the former Herongage tenants. This paper seeks to problematize large-scale residential real estate redevelopment in Canada and examine its impact, using the Herongate situation as a (...) case study. Among other things, it profiles the Herongate community, its history and present redevelopment, and explores the legal framework, and the limits thereof, constraining mass evictions of this type in Ontario. The findings indicate that the selection of Herongate for redevelopment was not fortuitous; generally, racialized and immigrant communities like Herongate are disproportionately likely to be selected for large-scale redevelopment projects, and thus subjected to mass-evictions. Further results suggest that the dissolution of the Herongate community – and the attendant dislocation of its members – has exacted a pronounced social and economic toll and compounded the racial discrimination already experienced by the former Herongate residents, most of whom are visible minorities. The paper concludes with an appeal to imbue the redevelopment process with a greater regard for social justice, and a right to housing as a policy solution to address the injustice caused by real estate redevelopment. What explains the continuing hardship of so many black Americans? A distinguished group of scholars analyzes the long, complex structural and environmental causes of discrimination and their effects on African-Americans. The authors examine the impact of poverty, poor health, poor schools, poor housing, poor neighborhoods, and few job opportunities—and demonstrate how multiple causes reinforce each other and condemn African-Americans to positions of inferiority and poverty.
