Lifelong learning has become a key concern as the focus of educational policy has shifted from mass schooling toward the learning society. The shift started in the mid 1960s and early 1970s under the impetus of a group of writers and adult educators, gravitating around UNESCO, with a humanist philosophy and a leftist agenda. The vocabulary of that movement was appropriated in the 1990s by other interests with a very different performativist agenda emphasizing effectiveness and economic outcomes. (...) The ‘learning society’ expresses principles of a universal humanity and a promise of progress that seem to transcend the nation. The paper indicates how this society is governed in the name of a cosmopolitan ideal that despite its universal pretensions embodies particular inclusions and exclusions. These occur through inscribing distinctions and differentiations between the characteristics of those who embody a cosmopolitan reason that brings social progress and personal fulfilment and those who do not embody the cosmopolitan principles (...) of civility and normalcy. Mapping the circulation of the notion of the ‘learning society’ in arenas of Swedish health and criminal justice, and Swedish and US school reforms is to examine the mode of life of the citizen of this society, the learner, as an ‘unfinished cosmopolitanism’ and also directs attention to its ‘other’—those that are outside. In this article, the author rethinks critiques of the learning society using Giorgio Agamben’s theory of potentiality. Summarizing several major contributions to our understanding of the limitations of the discourse of learning, the author proposes that critics thus far have failed to fully pinpoint the exact danger of learning. Importantly, learning is not only a rejection of the democratic or political dimension of education but it is first and foremost predicated on a false ontology of (...) potentiality. What is put at risk in learning is a sacrifice of our (im)potential, our capacity to be or not to be this or that within the order of things. In such a society we seem to live permanently under the threat of social exclusion, being permanently put in the position of learners (...) or problem-solvers, without the right of appeal. This book looks at how the notion of the learning society has developed over the years, and how, and why, flexibility has become a more central concept in much policy and academic debate.

A recent critique by Hughes and Tight argued that the 'Learning Society 'and related notions of productivity and change are 'myths'. In response, it is argued here that myth should not be confused with ideological distortion. The rhetorical dimension of current initiatives is a necessary feature of theoretical formulation, intended to influence public discussion and policy-making. The concepts of productivity and change are reconsidered in a wider historical dimension and the communitarian aspects of the project are shown to (...) have a more positive significance in the light of, for example, recent work by Beck and Giddens on 'reflexivity 'and 'risk'. It is acknowledged that faith in the application of technological solutions to societal learning challenges is frequently misplaced. But fear that the project's aims might be subverted by interests hostile to humane educational values is insufficient reason for such scepticism, which is too narrowly grounded and is misdirected. This article critiques certain notions of a learning society. These are framed largely in economic and humanist frameworks of competitiveness and social exclusion. This overlooks the implications of information, communications and media technologies, and the linguistic turn in social theory. These suggest a learning society can be framed as a 'society of signs'. Some of the possible implications of the latter are outlined.

The Dearing Report emphasised the idea of a 'learning society' as the new context of UK higher education, but conceived this on a model of adaptivity to economically- and technologically-driven change. While there are real shifts in their social relations here with which universities have to reckon, they can also be understood on a much richer model of exploratory social intelligence. Both ‘philosophy’ and ‘the child’ are notions that seem to have an everlasting presence in our daily vocabulary. What is less common and perhaps lacking is any reflection on the relation between them, which is rarely a focus of the researcher’s attention. We believe that it is precisely this relation that is at stake in increasingly popular notions such as ‘philosophy for/with children’, or even in philosophy of education as such. In this article we will expand upon this claim by (...) exploring the meeting place(s) of both notions. An extensive elaboration of this relation would need not only more space than the average journal article offers, but also much more extensive research. Both ‘philosophy’ and ‘the child’—if we were to do justice to the wealth these terms offer—should each form separately the object of further research, in order to be able to pick the fruits of their shared household. We will bypass a labyrinthine study of this sort, however, and instead offer some thoughts on the cross-section of both these terms, seeking as it were what could be philosophical about the child, and where philosophy becomes childish. We hope that the reader would be so kind as to step into this brief, and somewhat associative, reasoning and find something of value in this wordplay, knowing that the more extensive treatise that the interconnection of these two realities demands is to be found elsewhere. The article is focused on some aspects of development adult learning and education policy in Ukraine from stakeholders` perspective, and active role of the Ukrainian civil society in this discourse. This was facilitated by conducting analytical research and further advocacy activities on the protection and representation of interests in Ukraine in 2018-2019. Adult learning and education following the change in UNESCO’s terminology from «adult education» to «adult learning and education» (abbreviated - ALE), is interpreted as a (...) permanent activity aimed at acquiring, recognizing and applying key skills. Acquisition of new skills, abilities and knowledge by adults usually occurs after they receive basic education and enter the labour market. In European practice, this covers formal, non-formal and informal forms of adult learning. Stakeholders were involved in the analytical re- search through a survey of experts; participation in a practical seminar on peer review workshop, which was held in the format of a progress meeting to present the Policy Research Report and discuss the preliminary results; virtual discussion of analytical documents. Usually, adult learning policy promotes social well-being and integration, employment and active civil participation. Ukraine lack of consolidate active state adult learning policy during the whole period of its independence since 1991. The problem-solving options proposed in the research and validated by stakeholders are presented in this article. The article will be interesting for social philosophy, educational & learning academic and non-academic researchers, policy-makers and practitioners. (shrink)

I present a game-theoretical multi-agent system to simulate the evolutionary process responsible for the pragmatic phenomenon division of pragmatic labour (DOPL), a linguistic convention emerging from evolutionary forces. Each agent is positioned on a toroid lattice and communicates via signaling games , where the choice of an interlocutor depends on the Manhattan distance between them. In this framework I compare two learning dynamics: reinforcement learning (RL) and belief learning (BL). An agent’s experiences from previous plays influence his (...) communication behaviour, and RL agents act in a non-rational way whereas BL agents display a small degree of rationality by using best response dynamics . The complete system simulates an evolutionary process of communication strategies, which agents can learn in a structured spatial society. The significant questions are: what circumstances could lead to an evolutionary process that doesn’t result in the expected DOPL convention; and to what extent is interlocutor rationality necessary for the emergence of a society-wide convention à la DOPL? Abstract:When people reason on the basis of moral rules, do they suppose that in the absence of a prohibitory rule they are free to act, or do they suppose that morality always requires a justification establishing a permission to act? In this essay we present a series of learning experiments that indicate when learners tend to close their system on the basis of natural liberty and when on the principle of residual prohibition. Those who are taught prohibitory rules tend (...) to infer natural liberty while those taught permission rules tend to infer residual prohibition. In mixed cases, where learners are taught both types of rules, there is some tendency to suppose that natural liberty is the default. Both natural liberty and its denial can be learned; is there a reason to adopt one system of moral rules or the other? We argue that systems of social morality based on a principle of natural liberty have a striking advantage over their competitors: they are well adapted to effectively exploring the constant novel circumstances that arise in open, dynamic, societies. Society is facing uncertainty on a multitude of domains and levels: usually, reasoning and decisions about political, economic, or health issues must be made under uncertainty. Among various approaches to probability, this chapter presents the coherence approach to probability as a method for uncertainty management. The authors explain the role of uncertainty in the context of important societal issues like legal reasoning and vaccination hesitancy. This discussion applies a “scholarship of teaching and learning” (SOTL) perspective with regard to the authors’ introduction of “learning or wisdom circles” inbusiness ethics and business & society courses. Building upon the use of wisdom circles conducted at the 2005 and 2006 International Association of Business and Society (IABS) meetings and descriptions of “circles of trust” or learning circles for college classes found in several academic disciplines, we have set aside significant class time during academic (...) semesters for undergraduate students to participate in these circles or trust-based dialogues. We provide a pedagogical and philosophical rationale for an “inside-out” approach to teaching ethics from the heart, followed by an overview of one of the authors’ planning, implementation, and assessment of student learning circles. In the spirit of SOTL, we seek feedback from peers concerning the perceived effectivenessof these teaching methods as part of a more comprehensive learning strategy for ethicsrelated business courses. The Society for the Protection of Science and Learning was begun in London in 1933, and became a key agency in the international effort to rescue refugee scholars. The SPSL also raised political awareness among British scientists, uniting many voices in the struggle against the Nazi assault on academic freedom. This paper traces the evolution of the Society from 1933 to 1939.

Evolution and learning are two analytically distinct concepts. People learn yet evolution (`change') does not necessarily take place. To clarify this problem the concept of learning is explicated. The first problem addressed is the question of who is learning. Here a shift from the single actor perspective to an interaction perspective is proposed (using Habermas and Luhmann as theoretical arguments for such a shift). Both, however, idealize the preconditions that interactants share while learning collectively. Against rationalist (...) assumptions it is argued that in order to learn people need a narratively based shared world. What do they learn? They acquire knowledge and they learn how to learn. This still does not solve the problem why they learn. Learning, it is argued, does not guarantee evolution but provides the mutations for evolutionary processes to take place. (shrink)

Teaching ethics is always challenging, and it is especially challenging in a pluralistic society. One reason is that the participants in an ethical dispute frequently have different fundamental interests and perspectives, and they may not be fully aware of the extent to which they have, or share, or fail to share certain interests. It is a difficult task simply to sort out the various interests, both conscious and subconscious, that participants in a dispute bring to a table. And, partly (...) because that is such a difficult task, we tend to forget that there are other causes of ethical disagreement, and that one particularly troublesome cause is the different level of commitment people may have to using words to settle ethical disputes in the first place. The relevance of the chosen direction of research is that e-learning at the present stage of development of society is one of the most popular forms of organization of the educational process. This primarily applies to vocational and postgraduate education. Its main advantage is that it focuses on creating a barrier-free learning environment, ensuring the availability of quality education without separation from work and family and regardless of the place of residence. The article analyzes the features of (...) updating the education system in the postmodern era and the urgent problems of the education system that need to be addressed. Features of e-learning as a means of meeting the demand for educational services, its advantages and disadvantages are characterized. The peculiarities of functioning of open educational resources as prospects of e-learning development are analyzed. Twenty years ago our great teacher and leader Chairman Mao published "On the Correct Handling of Contradictions Among the People," an epoch-making piece of Marxist literature. In this brilliant piece, Chairman Mao applied the fundamental law of the universe, the law of the unity of opposites, to sum up comprehensively the historical experience of China's socialist revolution and construction and the international Communist movement and to analyze profoundly the nature, peculiarities and laws of socialist society. He was the first (...) in the history of the development of Marxism to point out clearly that the fundamental contradictions of socialist society are still the contradiction between the productive forces and production relations and the contradiction between the superstructure and the economic base. He was the first to demonstrate clearly that even after the system of ownership of the means of production has been transformed into that of a socialist country there still exist classes, class struggle, and the danger of capitalist restoration. He was the first to indicate clearly that there exist two different kinds of contradictions in socialist society which must be rigorously distinguished and correctly handled, for which he established the great theory of continuing revolution under the dictatorship of the proletariat. On the basis of the unity of theory and practice, he resolved the issue of preventing and combating revisionism, consolidated the dictatorship of the proletariat, and stymied the threat of capitalist restoration. It was an important essay for our time concerning carrying the cause of socialist revolution through to the end, a great enrichment and development of Marxism-Leninism. Each year since 1983 the American Council of Learned Societies has invited one of America's leading scholars to deliver the Haskins Lecture, in honor of Charles Homer Haskins, a distinguished scholar and teacher who was instrumental in the founding of the ACLS.
