Karl-Otto Apel occupies a pre-eminent place among the German philosophers of the first post-war generation. His groundbreaking achievement, which has been unjustly overshadowed by the tenacious debate over the ‘ultimate justification’ of ethics, consisted in disclosing a new dimension in the philosophy of language and thereby completing the ‘linguistic turn’. He made the transition from formal semantics, which concentrates on the structure of propositions, to ‘transcendental’ pragmatics of language, which focuses on the formal aspects of the use and interpretation of (...) linguistic expressions. In pursuing this path, he also laid the foundations for discourse ethics. The essay traces the stages of this ‘transformation of transcendental philosophy’ leading from the late Heidegger to Apel’s conception of ‘transcendental hermeneutics’ inspired by Peirce. Continuing the lifelong discourse with my friend Karl-Otto, I will conclude by addressing some problems raised by his justification of discourse ethics. (shrink)

This is a revised edition of Hans Radder’s Habermas-inspired study of scientific experimentation and realism. The previous English edition (1988) has been out of print since 2004 (The book first appeared in Dutch in 1984). The author (together with the editors of the Boston Studies in the Philosophy of Science) has deemed it worthy of resuscitation. Perhaps it is. There are certainly a number of lasting elements of continuing interest, some of which indeed strike to the heart of (...) the contemporary debate on scientific realism. But even with the support of some revisions and a new thirty-page postscript, for a mainstream philosopher of science, the book falls short of seriously advancing the current debates, feeling quite dated overall and lacking purposeful engagement with the past 25 years of research.There is more novelty on offer for those looking for an alternative, “continental” fix on the philosophy of science. In this, the second of two articles outlining a theory of communicative competence, the author questions the ability of Chomsky's account of linguistic competence to fulfil the requirements of such a theory. ?Linguistic competence? for Chomsky means the mastery of an abstract system of rules, based on an innate language apparatus. The model by which communication is understood on this account contains three implicit assumptions, here called ?monologism?, ?a priorism?, and ?elementarism?. The author offers an outline of a theory of (...) communicative competence that is based on the negations of these assumptions. In opposing the first two assumptions he introduces distinctions, respectively, between semantic universals which process experiences and those that make such processing possible, and between semantic universals which precede all socialization and those that are linked to the conditions of potential socialization. Against elementarism, he argues that the semantic content of all possible natural languages does not consist of combinations of a finite number of meaning components. Differences in systems of classification preclude this, and such differences can be seen to infect all respects of intercultural comparison. Using the notion of ?performative utterance?, the author elucidates the role of dialogue?constitutive universals as part of the formal apparatus required of a?; speaker's capacity to communicate. In Between Facts and Norms, Jürgen Habermas works out the legal and political implications of his Theory of Communicative Action (1981), bringing to fruition the project announced with his publication of The Structural Transformation of the Public Sphere in 1962. This new work is a major contribution to recent debates on the rule of law and the possibilities of democracy in postindustrial societies, but it is much more. Soren Kierkegaard’s Lutheran existentialism represents a distinctively postmetaphysical philosophy of religion, focused in particular on a Christian vision of ethical authenticity. His philosophy continues to pose challenging questions for postmetaphysical philosophers in contemporary pluralistic settings. In this, the first of two articles outlining a theory of communicative competence, the author shows how the requirements of such a theory are to be found in an analysis not of the linguistic competence of a native speaker, but of systematic distortion of communication of the kind postulated by psychoanalytic theory. The psychoanalyst's hermeneutic understanding of initially incomprehensible acts and utterances depends on the explanatory power of this understanding, and therefore rests on theoretical assumptions. After a preliminary delineation of (...) the range of incomprehensible acts and utterances dealt with in psychoanalysis, the author presents an account of psychoanalysis as linguistic analysis. He then explicates the key theoretical assumptions underlying the analytical procedure, in particular those relating to the notion of ?scenic understanding?, and concludes by indicating the place of explanatory understanding in a theory of communicative competence. This article contains reflections on the further structural transformation of the public sphere, building on the author’s widely-discussed social-historical study, The Structural Transformation of the Public Sphere, which originally appeared in German in 1962 (English translation 1989). The first three sections contain preliminary theoretical reflections on the relationship between normative and empirical theory, the deliberative understanding of democracy, and the demanding preconditions of the stability of democratic societies under conditions of capitalism. The fourth section turns to the implications of digitalisation (...) for the account of the role of the media in the public sphere developed in the original work, specifically to how it is leading to the expansion and fragmentation of the public sphere and is turning all participants into potential authors. The following section presents empirical data from German studies which shows that the rapid expansion of digital media is leading to a marked diminution of the role of the classical print media. The article concludes with observations on the threats that these developments pose for the traditional role of the public sphere in discursive opinion and will formation in democracies. (shrink)

'Playing God' is the metaphor commonly used for this self-transformation of the species, which, it seems, might soon be within our grasp. (...) Since its appearance in English translation in 1996, Jurgen Habermas's Between Facts and Norms has become the focus of a productive dialogue between German and Anglo-American legal and political theorists. The present volume contains ten essays that provide an overview of Habermas's political thought since the original appearance of Between Facts and Norms in 1992 and extend his model of deliberative democracy in novel ways to issues untreated in the earlier work. In his recent writings on religion and secularization, Habermas has challenged reason to clarify its relation to religious experience and to engage religions in a constructive dialogue. Given the global challenges facing humanity, nothing is more dangerous than the refusal to communicate that we encounter today in different forms of religious and ideological fundamentalism. Habermas argues that in order to engage in this dialogue, two conditions must be met: religion must accept the authority of secular reason as the (...) fallible results of the sciences and the universalistic egalitarianism in law and morality; and conversely, secular reason must not set itself up as the judge concerning truths of faith. This argument was developed in part as a reaction to the conception of the relation between faith and reason formulated by Pope Benedict XVI in his 2006 Regensburg address. In 2007 Habermas conducted a debate, under the title ‘An Awareness of What Is Missing', with philosophers from the Jesuit School for Philosophy in Munich. Husserl saw as a reason for the crisis of a positivistic science its dissociation from practical interests. His remedy was to institute a purely contemplative attitude which should not only release the sciences from the grip of the illusion that the world is a ready?made universe of facts to be grasped in purely descriptive terms, but also, by its own therapeutic powers, lead to ?a new kind of practice?. Even though phenomenological description would effectively dispel the illusion of objectivism, objectivism in no way prevents science from influencing practice; what was needed was not to restore the practical significance of the sciences by making them finally break with interest, but rather to reveal the true relationship of knowledge and interest which the objectivistic attitude conceals. After outlining the fundamental interests guiding the respective scientific enterprises, the author summarizes in five theses what he takes to be the basic aspects of the relationship between knowledge and interest. Erling Skjei's criticisms (Inquiry 28, this issue) of my account of communicative action in The Theory of Communicative Action are based on a misunderstanding of the role of the analysis of speech acts in that work. I begin by restating the terms of my analysis, and after dealing with Skjei's objections to my claims for the explanatory power of illocutionary acts, draw attention to a problem with imperatives that I haven't yet done justice to.

James Bohman has succeeded in reinvigorating the old debate over explanation and understanding by situating it within contemporary discussions about sociological indeterminacy and complexity. I argue that Bohman's preference for a paradigm based on Habermas's theory of communicative action is justifiable given the explanatory deficiencies of ethnomethodological, rational choice, rule-based, and functionalist methodologies. Yet I do not share his belief that the paradigm is preferable to less formalized models of interpretation.

Jürgen Habermas's program in formal pragmatics fulfills two main functions. First, it serves as the theoretical underpinning for his theory of communicative action, a crucial element in his theory of society. Second, it contributes to ongoing philosophical discussion of problems concerning meaning, truth, rationality, and action. By the "pragmatic" dimensions of language, (...) Abstract: Human rights developed in response to specific violations of human dignity, and can therefore be conceived as specifications of human dignity, their moral source. This internal relationship explains the moral content and moreover the distinguishing feature of human rights: they are designed for an effective implementation of the core moral values of an egalitarian universalism in terms of coercive law. This essay is an attempt to explain this moral-legal Janus face of human rights through the mediating role of the (...) concept of human dignity. This concept is due to a remarkable generalization of the particularistic meanings of those "dignities" that once were attached to specific honorific functions and memberships. In spite of its abstract meaning, "human dignity" still retains from its particularistic precursor concepts the connotation of depending on the social recognition of a status—in this case, the status of democratic citizenship. Only membership in a constitutional political community can protect, by granting equal rights, the equal human dignity of everybody. (shrink)
