Automatic incident detection plays a vital role among all the safety-critical applications under the parasol of Intelligent Transportation Systems to provide timely information to passengers and other stakeholders in smart cities. Moreover, accurate classification of these incidents with respect to type and severity assists the Traffic Incident Management Systems and stakeholders in devising better plans for incident site management and avoiding secondary incidents. Most of the AID systems presented in the literature are incident type-specific, i.e., either they are designed for (...) the detection of accident or congestion. While traveling along the road, one may come across different types of traffic incidents, such as accidents, congestion, and reckless driving. This necessitates that the AID system detects and classifies not only all the popular traffic incident types, but severity as well that is associated with these incidents. Therefore, this study aims to propose an efficient incident detection and classification framework for smart cities, by incorporating the efficacy of model stacking, to classify the incidents with respect to their types and severity levels. The experimental results showed that the proposed E-IDC framework achieved performance gains of 5%–56% in terms of incident severity classification and 1%–14% in terms of incident type classification when applied with different classifiers. We have also applied the Wilcoxon test to benchmark the performance of our proposed framework that reflects the significance of our approach over existing individual incident predictors in terms of severity and type classification. Moreover, it has been observed that the proposed E-IDC framework outperforms the existing ensemble technique, such as XGBoost used for the classification of incidents. (shrink)

According to the most influential contemporary reading of John Locke's Letter Concerning Toleration, his main argument against religious persecution is unsuccessful. That argument holds that coercion is ineffective as a means of instilling religious beliefs in its victims. I propose a different reading of the Letter. Locke's main consideration against persecution is not the unsuccessful belief-based argument just outlined, but what I call the sincerity argument. He believes that religious coercion is irrational because it is ineffective as a means of (...) inculcating the right intentions in people. Once this alternative argument is placed at its centre, the Letter is seen to be a more fertile source of political argument than is suggested by alternative readings. In particular, the sincerity argument gives us a powerful reason for rejecting state moral paternalism, the doctrine that the state may use coercion to make people morally virtuous. If moral virtue depends upon people having the right intentions, and if coercion is ineffective as a means of instilling the right intentions in people, then state moral paternalism is ineffective and hence irrational. In this paper we ask whether liberal egalitarians can endorse workfare policies that require that welfare recipients should work in return for their welfare benefits. In particular, we focus on the fairness-based case for workfare, which holds that people should be responsible for their own welfare since they would otherwise impose unfair costs on others. Two versions of the fairness-based case are considered: The first defends workfare on the grounds that it would form part of an unemployment insurance scheme that (...) individuals would endorse under certain hypothetical conditions that are salient for the purposes of determining just public policy. The second appeals to the notion of reciprocity in order to justify the requirement that people work for their benefits. We cast doubt on both of these arguments for workfare. Neither argument shows that the unconditional provision of welfare benefits is unjust; hence, the fairness case for workfare is inconclusive. (shrink)

Palimpsests of Themselves is an intervention in current discussions about the fate of philosophy in postclassical Islamic intellectual history. It takes up the most advanced logic textbook of Muslim South Asia, The Ladder of the Sciences, as a case study and engages its legacy in three ways. In addition to presenting the first full translation and extended commentary in English, Asad Q. Ahmed offers detailed assessments of the technical contributions of the work, explores the social and institutional settings of (...) the vast commentarial response it elicited, and develops a theory of the philosophical commentary that is internal to the tradition. The technical, social, and theoretical approaches to the commentarial text complicate presuppositions upon which questions of Islam's intellectual decline are erected. While there has been much discussion of how the scientific establishment’s culture can engender research misconduct and scientific irreproducibility, this has been discussed much less frequently with respect to the medical profession. Here the authors posit that a lack of self-criticism, an encouragement of novel scientific research generated by the recruitment policies of the UK Royal Training Colleges along with insufficient training in the sciences are core reasons as to why research misconduct and dishonesty prevail within the medical community. Furthermore, (...) the UK General Medical Council’s own data demonstrates a historic inattentiveness to the ease with which doctors can engage in research misconduct. Suggestions are made as to how these issues can be investigated and alternative incentives for career advancement are adumbrated. (shrink)

This paper examines the moral case for a right to religious accommodation, which requires that religious conduct be free of any serious burdens placed on it by the state. Two different types of normative argument for this right are outlined and rejected. The first appeals to religion as a ‘basic good’, and the second to religion as an ‘intense preference’. In place of these, I suggest that a third type of argument has greater prospects of success. Religious accommodation is justified (...) on the grounds that religious conduct is a ‘derivative good’— that is, it derives its value from its being necessary for something else, namely, the integrity of the religious person. One of the most distinctive features of Ronald Dworkin’s egalitarian theory is its commitment to holding individuals responsible for the costs to others of their ambitions. This commitment has received much criticism. Drawing on Dworkin’s latest statement of his position in Justice for Hedgehogs (2011), we suggest that it seems to be in tension with another crucial element of Dworkin’s own theory, namely, its endorsement of the importance of people leading authentic lives – lives that reflect their own values. We (...) examine this tension between responsibility and authenticity, and some strategies Dworkin does and could deploy to defuse it, which we think are unsuccessful. We then propose a solution for reconciling the demands of responsibility and authenticity, which is, so we claim, friendly to Dworkin’s fundamental commitments but which leads to a revisionist interpretation of the demands of equality of resources. This article develops the argument that the state must provide parental subsidies if, and to the extent that, individuals would, under certain specified hypothetical conditions, purchase ‘insurance cover’ that would provide the funds they need for adequate childrearing. I argue that most citizens would sign up to an insurance scheme, in which they receive a guarantee of a means-tested parental subsidy in return for an obligation to pay a progressive income tax to fund the scheme. This argument from insurance bolsters (...) the weaker case that proponents of parental subsidies might offer were they to rely exclusively on arguments from fair play and efficiency. (shrink)

Mining social network data and developing user profile from unstructured and informal data are a challenging task. The proposed research builds user profile using Twitter data which is later helpful to provide the user with personalized recommendations. Publicly available tweets are fetched and classified and sentiments expressed in tweets are extracted and normalized. This research uses domain-specific seed list to classify tweets. Semantic and syntactic analysis on tweets is performed to minimize information loss during the process of tweets classification. After (...) precise classification and sentiment analysis, the system builds user interest-based profile by analyzing user’s post on Twitter to know about user interests. The proposed system was tested on a dataset of almost 1 million tweets and was able to classify up to 96% tweets accurately. (shrink)

This article examines how a just society must address the needs of its imprudent members. I defend compulsory insurance as an answer to this question. It has been assumed that compulsory insurance can only be justified on paternalistic grounds. I argue that this assumption is incorrect, and defend non-paternalistic compulsory insurance. To display the merits of NPCI, I identify a trilemma that arises for views about how to address the needs of the imprudent, including libertarian and so-called ‘ luck -egalitarian’ (...) views. I then suggest that NPCI enables us to escape the trilemma. (shrink)

This paper provides a critical examination of the strongest defenses of the pure lifetime view, according to which justice requires taking only people's whole lives as relevant when assessing and establishing their distributive entitlements and obligations. The paper proposes that we reject a pure lifetime view and replace it with an alternative view, on which some time-specific considerations--that is to say, considerations about how people fare at specific points in time--have nonderivative weight in determining what our obligations are to them.

Polanyi's book, The Great Transformation, provides an analysis of the emergence and significance of capitalist economic structures which differs radically from those currently universally taught in economic textbooks. This analysis is based on a methodological approach which is also radically different from existing methodologies for economics, and more generally social science. This methodology is used by Polanyi without explicit articulation. Our goal in this article is to articulate the methodology used in this book to bring out the several dimensions on (...) which it differs from current approaches to social science. Among the key differences Polanyi provides substantial scope for human agency and capability to change the course of history. He also shows that the social, political and economic spheres of human existence are deeply interlinked and cannot be analysed in isolation, as current approaches assume. (shrink)

Policies that shift the costs of higher education from the taxpayer to the university student or graduate are increasingly popular, yet they have not been subjected to a thorough normative analysis. This paper provides a critical survey of the standard arguments that have been used in the public debate on higher education funding. These arguments are found to be wanting. In their place, the paper offers a more systematic approach for dealing with the normative issues raised by the funding of (...) higher education. This approach is drawn from the political theory of John Rawls, whose view seeks to reconcile the values of equality, efficiency, and liberty. I show that, contrary to what we may think at first, an egalitarian approach like Rawls’ does not in principle rule out policies that shift the funding burden from taxpayers to students or graduates. Which funding policy that approach selects as most fair will instead depend on the likely impact on the lifetime income prospects of the worst-off group in society, and this is a question which will need to be settled by empirical evidence. Bringing culture and personality in a combination with emotions requires bringing three different theories together. In this paper, we discuss an approach for combining Hofstede’s cultural dimensions, BIG five personality parameters and PSI theory of emotions to come up with an emergent affective character model.

The purpose of the current study was to investigate the effect of two types of repeated reading on incidental vocabulary learning of Iranian English as a Foreign Language learners. In so doing, a sample of 45 intermediate EFL students from two intact classes of a language institute were selected as the participants. The two classes were randomly assigned to an unassisted group who were required to just read and an assisted group who were asked to read and listen to 24 (...) short texts several times. The assisted group employed their smartphones to listen to the audio files of the short stories. The data were gathered via a researcher-made vocabulary test and vocabulary learning self-efficacy scale. The results of ANCOVA revealed that although both types of repeated reading contributed to enhancing vocabulary learning of the participants, assisted repeated reading led to significantly greater EFL vocabulary gains. Additionally, the findings revealed that both assisted and unassisted repeated reading improved vocabulary learning self-efficacy of the participants and there was not a significant difference between the two types of interventions. The findings of the present study have implications for EFL researchers and practitioners. (shrink)

It is thought that determining which methods and techniques are used by teachers to teach concepts, which is one of the important dimensions of religious teaching, will contribute to the science of religious education and practice of religious teaching. In this context, the problematic of the study is based on the question of the methods preferred by the Religious Culture and Moral Knowledge teachers in their concept teaching activities. Therefore, the aim of the study is to try to reveal the (...) qualities of the methods preferred by the Religious Culture and Moral Knowledge teachers in the concept teaching process with a descriptive perspective. To serve this purpose, a case study was preferred as one of the qualitative research methods in the methodology of the study, and 20 Religious Culture and Moral Knowledge teachers were selected in the study group with maximum variation sampling, which is one of the purposeful sampling methods. Since the study focused on teachers' opinions, a semi-structured interview technique is used as a data collection tool, and descriptive analysis method, envisaging coding of the data according to the pre-determined themes and titles in the context of the problematic of the study, has been preferred. As a result of the study, it has been observed that teachers preferred that supporting teaching methods such as story and game, induction in line with the approach of reaching definition with students, deducting from the definition. In addition, despite the teachers' attempts to enrich the concept teaching process and increase the quality of the process, it has been found that their knowledge and skills regarding concept teaching methods and techniques were not sufficient. RésuméCet article se penche sur la réception des théories avicenniennes du mouvement au VIe/XIIe siècle. Avicenne a conçu des façons innovantes de comprendre le mouvement, répondant à la fois aux défis et conditions établis par la tradition philosophique antérieure et à ceux qui naissent de sa critique interne. Le mouvement est pour lui soit le mode d’être entre deux termes, soit le passage ou l'intervalle, le premier étant le type de mouvement extra-mentalement réel, tandis que le second est un produit (...) de l'imagination. Au VIe/XIIe siècle, la critique implicite conduite par certains savants prééminents aboutit, dans certains cercles, à l'adoption de la thèse selon laquelle le mouvement-passage est extra-mentalement réel. Cette position était jugée viable aussi bien par les tenants de l'atomisme que par ceux de la théorie de la continuité des corps. (shrink)

El presente artículo rastrea el rol de la lengua siríaca en el movimiento de traducción que derivó en la medicina islámica medieval a partir de la identificación de los paralelos literarios existentes entre la receta de la Hierá de Archigénes de El libro de las medicinas en lengua siríaca y los textos griegos y árabes que contienen testimonios de la misma receta. Esta receta, que es un compuesto de variada actividad terapéutica, es una de las tantas evidencias halladas que argumenta (...) a favor de la temprana labor de los cristianos de lengua siríaca como traductores de textos médicos clásicos, precediendo a quienes lo hicieron en lengua árabe, que habrían traducido sus textos farmacéuticos a partir del siríaco. The article traces the role of the Syriac language in the translation’s movement that led to medieval Islamic medicine from the identification of the literary parallels between the recipe of the Hiera of Archigenes of The book of medicines in language Syriac and the Greek and Arab texts that contain testimonies of the same recipe. This recipe which is a compound of varied therapeutic activity is one of the many evidences found that argues in favor of the early work of the Christians of the Syriac language as translators of classical medical texts, preceding those who did it in the Arabic language. Ce texte, écrit à la suite des attentats du 11 septembre 2001, tente de redéfinir les notions de laïcité et de sécularisme en marge des grands récits de sécularisation. La modernité laïque n’est ni la simple séparation du politique et du religieux, ni ce qui reste lorsque la religion décline ou s’efface. Dès lors que le concept de « religion » renvoie lui-même à une construction historique qui diffère selon les espaces politiques, l’on doit affirmer que la modernité laïque est (...) la production d’un nouveau partage entre le religieux et le politique, d’une redéfinition de ce qu’est censé être la « religion » et, avec elle, l’éthique et la politique. Le texte discute ensuite le libéralisme politique de Charles Taylor de façon critique. L’unité de la modernité politique n’est pas factuelle, c’est l’unité d’un projet moderne : elle a un but politique dont l’hégémonie se lit dans le fait que les peuples extra-européens sont perpétuellement invités à s’y mesurer. Cette analyse dessine enfin la voie d’une anthropologie du sécularisme défini comme une doctrine qui cherche à émanciper la sphère publique d’un religieux oppressif, mais aussi et surtout comme une forme de vie laïque : un ensemble d’attitudes spécifiques, un certain rapport au corps et à la souffrance ainsi qu’un modèle de subjectivité. Racial profiling appears to be morally more troubling when the racial group that is the object of the profile suffers from background injustice. This article examines two accounts of this intuition. The responsibility-based account maintains that racial profiling is morally more problematic if the higher offender rate within the profiled group is the result of social injustices for which other groups in society are responsible. The expressive harm based account maintains that racial profiling is more problematic if it makes background (...) injustice vivid and thereby causes the profiled to feel resentment. I raise problems with both accounts and suggest a third account. On the humiliation-based account, individuals who are subjected to racial profiling in a context of background injustice are placed in a situation in which they cannot prevent appearing to onlookers in a demeaning way. L’islamisme est-il une forme religieuse de nationalisme? Asad répond en montrant que l’islamisme et le nationalisme partagent un même souci de l’État moderne. Ils se différencient néanmoins profondément dès que l’on envisage les modalités de ce rapport. L’islamisme résulte d’une traduction de la tradition qu’il investit dans une situation dominée par l’État moderne et par une politisation des sphères sociales qu’il régule. Il entre ainsi en concurrence avec le marxisme sur le terrain de l’antiétatisme.

This article reconstructs the main arguments in John Locke’s first political writings, the highly rhetorical, and often obscure, Two Tracts on Government . The Tracts support the government’s right to impose religious ceremonies on its people, an astonishing fact given Locke’s famous defense of toleration in his later works. The reconstruction of the Tracts developed here allows us to see that rather than a pessimistic view of the prospects for peace under religious diversity, what mainly animates the young Locke is (...) a desire to defend the rule of law against an anarchical conception of religious freedom. The article also argues that the evolution of Locke’s thinking on religious freedom was in large part governed by Locke’s attempt to interpret religious freedom in a way that avoids its having anarchical implications. How, exactly, must we strike the balance between security and equality? Must we insist, out of respect for the equality of persons, that the police refrain from using ethnic profiling and opt for some other strategy in their pursuit of terrorists, or must we allow the police to continue with this policy, which seems to sacrifice equality for the sake of security? This paper assesses the ethical status of ethnic profiling from the perspective of the ideal of equality. The paper (...) shows how the ethical status of ethnic profiling changes depending on how exactly we specify the egalitarian ideal. Furthermore, it argues that on a plausible interpretation of the ideal of equality, ethnic profiling is not in principle objectionable. (shrink)
