Some recent state formations are offshoots of religious societies where the elite clothed the state with religious apparel. Diverse communities and their beliefs compel many modern nations to adopt a secular state ideology in order to avoid religious domination of time. Constitutionally, Islam is the official religion in Malaysia, while the state has maintained peaceful co-existence among its religious groups with an emphasis on religious tolerance and improved wealth distribution. Conversely, Nigeria, constitutionally a secular (...) state with shared populations of mainly Christians and Muslims, is embroiled in yearly religious conflicts. This article aims to show how Nigeria’s secular state status is engulfed in religious bigotry due to institutional inadequacies. This is unlike Malaysia’s state-centered influence on religion, yet its wealth distribution policy makes room for peaceful co-existence in its polity as against more severe challenges of corruption in Nigeria. The paper argues that leadership and institutional failures have exacerbated religious conflicts in Nigeria and hence the state totters in the face of tension. A theoretical debate unveils our proposition on religious practices in both countries. We rely on secondary data and empirical evidence in unveiling issues and conclude with modest recommendations. This paper argues that Kant’s distinction between “civil union” and “ethical community” can be of great value in dealing with a problem that causes considerable trouble in contemporary political and social philosophy, namely the question of the normative significance and role of religion in political and social life. The first part dwells upon the third part of Kant`s Religion within the Boundaries of Mere Reason with the intention of exposing the general features of ethical community. It highlights the fact that (...) Kant considers publicity, and indeed public authority, to be constitutive of the ethical community. The second part discusses his argument that we have a unique ethical duty to enter into an ethical community. This discussion clarifies the constitutive purpose of ethical community and sets forth why Kant thought that the ethical community should have a religious form. The third part presents an account of the constitutive purpose of the state in light of the Doctrine of Right. Throughout these steps, as is concluded, the essentials of a model for the relations between law, ethics, and religion emerge, which shows the way in which both religious and secularist worries can be met on a principled basis. The debate concerning the secularism of the state always returns to the regulation of certain issues, such as same-sex marriage or embryonic stem cell research. In this study, we analysed the effects of political orientation, Catholic identity, and religious orientations on the desire to have a secular state. Participants were 209 Italians who completed a questionnaire containing measures of the investigated constructs. The results showed that secularism of the state is negatively correlated with Catholic identity, extrinsic (...) and intrinsic orientation, and right-wing political orientation, and is positively correlated with quest orientation. Moreover, the application of dominance analysis showed that intrinsic orientation dominates all other variables. (shrink)

Hòa Hảo Buddhism belongs to that traditional lay and frugal buddhism encouraging practicing at home (tu tại gia) while being engaged with the world (nhập thế). It appeared in Southern Vietnam at the end of the 1930’s. Obviously, colonial contest and economic depression have played the part of a powerful catalyst in the spread by a young charismatic and reformist character of this millenarianism. Then, during three decades of postcolonial and cold wars (1945–1975), this New Religious movement hardly expressed its (...) Buddhist ethic of social statements in order to lend moral support and material protection to the local peasantry. Eventually, at the end of the war, this autonomous Buddhist community finally tried to morph again into a legal religion at a time when the Vietnamese Communist Party had to urgently impose a new sovereign socialist republic (1976). In other words, the new regime had to reunify the Nation and build a new secular state. In the southern part of the country, the replacement of a former liberal regime (Republic of Vietnam) by a socialist republic (called formerly a Democratic Republic in Northern Vietnam) completely changed the nature of the State-Church relations. Therefore, many religious groups’ agencies suffered a drastic blow as these groups were subordinated to the Patriotic Front and its mass organizations. Nevertheless, in 1991, the reorientation of the religious policy officially reaffirmed the religions’ social utility. Since then, new debates emerged to define the nature of the social actions of religious groups and then to delineate the legal sphere of their activities in this secular state. This essay intends to question how the two notions of being engaged with the world (nhập thế) and that of the secular state (nhà nước trung lập thế tục) interacted during these last decades. To tackle this pivotal issue, we focused on the specific implementation of Hòa Hảo social activism, from 1940’s until now, to underline how this activism evolved under different political regimes and how a new culture of social service has been promoted since the Hòa Hảo official church was recognized in 1999 and achieved years later. It questions more generally how religious groups can negotiate with the state for the emergence of a civil society or, at least, for the acceptance of their own tribute to the prosperity of the Nation. This paper provides a theoretical discussion with point of departure in the case of Denmark of some of the theoretical issues concerning the relation liberal states may have to religion in general and religious minorities in particular. Liberal political philosophy has long taken for granted that liberal states have to be religiously neutral. The paper asks what a liberal state is with respect to religion and religious minorities if it is not a strictly religiously neutral state with full (...) separation of church and state and of religion and politics. To illuminate this question, the paper investigates a particular case of an arguably reasonably liberal state, namely the Danish state, which is used as a particular illustration of the more general phenomenon of “moderately secular” states, and considers how one might understand its relations to religion. The paper then considers the applicability to this case of three theoretical concepts drawn from liberal political philosophy, namely neutrality, toleration and recognition, while simultaneously using the case to suggest ways in which standard understandings of these concepts may be problematic and have to be refined. This paper considers the relationship between women, religion and the Australian state via an examination of federal anti-discrimination law. Much of the social research into religion-state relations over the last ten years, particularly with the rise of neo-liberalism, demonstrates that religious groups and ideas are actively involved in public debate, policy formation and implementation. While this has been examined by some scholars in social policy, particularly education, there has been little research on the relationship between women’s rights and (...) post-secular politics. This essay will address this gap by firstly locating women’s rights in the context of global forms of neo-liberalism and specifically by examining Australian federal anti-discrimination legislation, which seeks to protect religious freedom by allowing religious groups general exemption from adhering to non-discriminatory employment and training protocols. This is a timely book in its central theme, appearing as it does in the midst of the bicentennial celebration of the U. S. Constitution and also a time of spirited controversy over the substance of the Constitution in relation to the Supreme Court and the Executive. It is also a philosophical book of more permanent interest in its careful elucidation of meanings as it closely documents supporting grounds and arguments in a clear, pointed style without the preachy rhetoric of (...) politicians, ecclesiastics, and even Supreme Court decisions. In motivation and achievement the book reflects its author’s membership on the national board of the American Civil Liberties Union chairing its Church-State Committee, his work as Professor of Social Ethics at St. Paul School of Theology, and his previous publications on education and the politics of liberation. Cécile Laborde's important book, Liberalism's Religion, attempts to develop an ethic governing political officials that requires that they only use, and be responsive to, accessible reasons. Laborde's accessibility requirement articulates her unique approach to the role of religion in liberal politics. This article challenges Laborde's accessibility ethic on three grounds: (1) the ethic suffers from a lack of idealisation, (2) there is little reason to prevent inaccessible reasons from defeating coercion, and her ecumenical approach to exemptions recognises this in effect, (...) and (3), the question of whether the accessibility ethic is true is partly empirical, but Laborde does not supply us with an adequate empirical argument. Almost all scholars of the Enlightenment consider Hobbes, Spinoza, and Locke as the founding theorists of the “secular modern state.” In contrast to the widely held view of the modern state, I argue that far from being “secular” it was the product of the sacralization of politics, which resulted from the way these philosophers interpreted the Scriptures as part of their philosophical inquiries. The analysis of the “linguistic turn” in their biblical interpretations reveals how they tried (...) to undermine the power of the Church to claim greater freedoms for the state. Their philosophical inquiries initiated the secularization of the Christian religion and the sacralization of politics as two correlative developments, rather than the secularization of the state per se, as is usually supposed. This article explores the recurrent global claim by indigenous peoples for their spiritual concerns to be taken seriously and given appropriate effect in public policy. The secular liberal state's commitment to ideals of religious neutrality and equal treatment of all faiths and none is clearly tested to the degree it privileges traditional indigenous religion in the name of fostering indigenous culture. This dilemma has been acutely raised in New Zealand where Maori metaphysical concerns—the appeasement of taniwha (spiritual monsters) (...) and the evils of mingling the mauri (life-force) of human and non-human species in genetic engineering—have been subjected to judicial scrutiny. Quite apart from issues of justiciability, the legal acknowledgment of indigenous spirituality raises questions about the continued secularity of the state. This essay traverses the varying responses to indigenous spirituality, especially criticisms that such recognition constitutes government countenancing of primitive superstition, a fostering of paganism or naked religious favouritism. Ora, esta contraposição entre as esferas religiosa e política perdeu qualquer sentido no mundo atual, pelo menos, no Ocidente. Official secularism has often assumed the denial of transcendent values, under cover of State neutrality. This position can be explained in view of the origins of the secular State as a reaction against the hegemonic social influence of Christian Churches prior to the French Revolution. The opposition between the religious and political spheres, however, has lost all meaning in today's world, at least in the West. In fact, as this article intends to show, the cultural changes arising precisely from the secularization of society require a new model of secular State, wherein the State should not seek to impose on its citizens a certain worldview which, although purportedly scientific, would in fact be ideological. On the contrary, it should promote the participation of all of civil society, and of the nation's religious communities in particular, in the public debate about issues of common interest, especially regarding their ethical aspects. RESUMO Este artigo apresenta abordagens teóricas que discutem as categorias descritivas esfera pública e esfera privada, as noções de laico/laicidade, o paradigma da secularização e o secular. Objetivamos contribuir para uma analítica sobre o uso desses termos no tratamento de questões que envolvem a (...) relação entre Estado e religião. Após a delimitação desse quadro teórico pretende-se subsidiar epistemologicamente o debate sobre ensino religioso nas escolas públicas do Estado brasileiro. Considerando a relação com diferentes lugares sociais e tempos históricos, estamos interessados nos sentidos dessas noções produzidos histórica, política e culturalmente. Para além de indicar a incompatibilidade do fato religioso na esfera pública ou apontar sua centralidade para a sociedade, propomos pensar a relação entre Estado e religião na modernidade marcada pela reinvenção de ambas. Nesse sentido, entendemos que o exercício de repensar categorias descritivas e sistemas de classificações seja positivo para a elaboração de um tipo de ensino religioso que contemple a complexidade de nossa realidade social. Laicidade.This article presents theoretical approaches that discuss the descriptive categories of the public and private spheres, the meaning of the terms laic and laicity, the paradigm of secularization and the meaning of the term secular. This article aims to contribute for an analysis about the use of these terms in the treatment of questions that involve the relation between State and religion. After the delimitation of this theoretical frame, we intend to subsidize epistemologically the debate about religious education in the public schools of Brazilian State. Considering the relation with different places and historical times, we are interested in the meanings of these notions historical, political and culturally produced. Apart of indicate the incompatibility of the religious fact on public sphere or indicate its centrality to society, we propose to discuss the relation between State and religion in the modernity marked by both. In this sense, we understand that the exercise of rethinking descriptive categories and classification systems is positive for the elaboration of one kind of religious education that contemplates the complexity of our social reality. On what model should a modern multi?cultural democracy work? Spinosa et al. have argued that the political order should be sustained by a set of common values instilled in the citizens, without, however, any common rank order among these values. I argue that the multi?cultural state should rather conform to what I call the Secular Model, according to which the citizens need not share any basic values at all. On the Secular Model, people individually stick to the (...) existing constitution (only) as long as they each feel that they have good reasons to do so. To be sure, each citizen of a multi?cultural state does need a feeling of community identity, a ?we? ideology, but it is desirable that each individual can have more than one such identity. It is also important that each individual can shift as he or she pleases, from one such identity to another. So this kind of identity should not be moulded by the state, but by various different free associations, independent of the state. (shrink)

White American voters have realigned among the two dominant parties by income and education levels. This article argues that the interaction of education and income provides a more insightful—and stark—display of this change than treating them individually. Each group of voters is associated with distinctive “first dimension” views of economic redistribution and “second dimension” preferences concerning salient sociopolitical issues of civic and cultural liberties, race, and immigration. Macro-level hypotheses are developed about the changing voting behavior of education-income voting groups along (...) with micro-level hypotheses about the propensity of vote switching. The hypotheses are tested with data from the American National Election Studies 1952–2016. A profound realignment is revealed between white voters and the two main US parties that is consistent with the theoretical expectations developed in the article. (shrink)
