Fragile states have been raising increasing concern among donors since the mid-2000s. The policies of the Global Fund to fight HIV/AIDS, Malaria, and Tuberculosis have not excluded fragile states, and this source has provided financing for these countries according to standardized procedures. They represent interesting cases for exploring the meaning and role of measurement in a globalized context. Measurement in the field of HIV/AIDS and its treatment has given rise to a private outsourcing of expertise and auditing, thereby creating a (...) new form of value based on the social process of registration and the creation of realities produced by the intervention itself. These “scriptural economies” must be questioned in terms of the production of knowledge, but also in terms of social justice. Governing HIV/AIDS treatments by numbers in a fragile state is explored in this article through the experience of the Central African Republic in terms of epidemiology and access to antiretroviral drugs. The unexpected effects of performance-based programs in this context underline the need for global health governance to be re-embedded into a social justice framework. (shrink)

Sex differences in physical and indirect aggression have been found in many societies but, to our knowledge, have not been studied in a population of hunter-gatherers. Among Aka foragers of the Central African Republic we tested whether males physically aggressed more than females, and whether females indirectly aggressed more than males, as has been seen in other societies. We also tested predictions of an evolutionary theory of physical strength, anger, and physical aggression. We found a large male (...) bias in physical aggression. Controlling for anger, we found an adult female bias in indirect aggression. Physical strength predicted anger, which predicted hitting, although results were sensitive to the inclusion or exclusion of traditional healers, who were physically and emotionally distinct from other Aka. With some important caveats, our results generally support the predicted sex differences in physical aggression and indirect aggression, and the predicted relationships among anger, strength, and aggression. Several studies have suggested a matrilateral bias in allomaternal (non-maternal) infant and child caregiving. The bias has been associated with the allomother’s certainty of genetic relatedness, where allomothers with high certainty of genetic relatedness will invest more in children because of potential fitness benefits. Using quantitative behavioral observations collected on Ngandu 8- to 12-month-old infants from the Central African Republic, I examine who is caring for infants and test whether certainty of genetic relatedness may influence investment by (...) allomothers. Results indicate a matrilateral bias in caregiving by extended kin members, but this does not affect the total level of care infants receive when fathers and siblings are included in the analysis. These results replicate a previous study done among an adjacent foraging population and emphasize the importance of examining children’s complete social environments when addressing caregiving and child development. The themes and views expressed in the opening dialogue of Plato’s Republic (328b - 331d) serve to introduce some of the core ideas of the Republic. I start with an analysis of (...) the opening dialogue and then I proceed to discuss the significance of Plato’s views on poverty and wealth in the context of the Republic. Through this analysis I want to establish the claim that Plato argues for the following: [1] that justice, in the sense of the morality of individuals and societies, is far more important than the acquisition of wealth, [2] that moderate wealth is important for its function to enable humans to live a moral life, [3] that poverty and excessive wealth have negative consequences for both individuals and societies, and [4] that desiring and possessing excessive wealth disrupts and destroys moral integrity and internal harmony in individuals and societies. Central African highland farmers' perceptions of common bean disease were investigated using both phytopathology and anthropological techniques. Farmers rarely mentioned diseases as production constraints in formal questionnaires. More participatory research showed farmers often related disease symptoms to the effects of rain and soil depletion for fungal diseases, or to varietal traits for bean common mosaic virus. Rain or moisture is divided into numerous forms through which it can damage plants, both physically and through putrefaction. Most conditions associated with (...) putrefaction appear to be linked to pathogens. Farmers have an understanding of plant health closely related to their concept of human health. In plants, this understanding is based on the prior state of plant health. Conceptually, local disease management strategies are based on prevention by managing the conditions that promote good plant health rather than by treating disease symptoms. The significance of teaching to the evolution of human culture is under debate. We contribute to the discussion by using a quantitative, cross-cultural comparative approach to investigate the role of teaching in the lives of children in two small-scale societies: Aka foragers and Ngandu farmers of the Central African Republic. Focal follows with behavior coding were used to record social learning experiences of children aged 4 to 16 during daily life. “Teaching” was coded based on a functional (...) definition from evolutionary biology. Frequencies, contexts, and subtypes of teaching as well as the identity of teachers were analyzed. Teaching was rare compared to observational learning, although both forms of social learning were negatively correlated with age. Children received teaching from a variety of individuals, and they also engaged in teaching. Several teaching types were observed, including instruction, negative feedback, and commands. Statistical differences in the distribution of teaching types and the identity of teachers corresponded with contrasting forager vs. farmer foundational cultural schema. For example, Aka children received less instruction, which empirically limits autonomous learning, and were as likely to receive instruction and negative feedback from other children as they were from adults. Commands, however, exhibited a different pattern suggesting a more complex role for this teaching type. Although consistent with claims that teaching is relatively rare in small-scale societies, this evidence supports the conclusion that teaching is a universal, early emerging cognitive ability in humans. Work-themed play may allow children to learn complex skills, and ethno-typical and gender-typical behaviors. Thus, play may have made important contributions to the evolution of childhood through the development of embodied capital. Using data from Aka foragers and Ngandu farmer children from the Central African Republic, we ask whether children perform ethno- and gender-typical play and work activities, and whether play prepares children for complex work. Focal follows of 50 Aka and 48 Ngandu children were conducted with (...) the aim of recording children’s participation in 12 categories of work and work-themed play. Using these data, we test a set of hypotheses regarding how age, gender, ethnicity, and task complexity influence children’s activities. As hypothesized, we find performance of work-themed play is negatively correlated with age. Contrary to our hypothesis, children do not play more than they work at complex tasks, but they work more than they play at simple ones. Gender and ethnicity are associated with play and work at culturally salient activities, despite availability of other-gender and other-ethnicity social partners. Our findings show that ethnic and gender biases are apparent in the play and work behavior of Aka and Ngandu children. Moreover, our results show that play helps both forager and farmer children learn complex skills, consistent with play having an adaptive learning function. (shrink)

This paper analyzes the complex historical and regional factors that contribute to the escalation of destruction from 2003 on in Darfur. Darfur is not an isolated case that suddenly erupted in violence. It is the most recent case in a long history of repeated violations by the Sudanese state against its citizens. From the use of proxy militias (the Janjaweed) to signing peace agreements that fragment and weaken the opposition, destruction in Darfur continues government strategies of divide and rule. At (...) the same time, complex regional dynamics especially between Sudan, Chad and the Central African Republic add to violence and instability within states and across borders. The paper emphasizes the speed with which during 2003–2005 over 2.4 million were uprooted from their homes and the ongoing vulnerability of internally displaced persons to attacks, disease and malnutrition. This restructuring of the population in Darfur is part of a strategy to control the populace and redistribute land and other resources. The multicausal origin of the conflict and its increasing complexity points to the difficulty of providing security for the people in Darfur and resolving the conflict. (shrink)

Cameroon is a Central African country lying at latitude 6°N and longitude 12°E. The country has a surface area of circa 475,442 square kilometers, and is bordered by several other African countries: Nigeria, Chad, the Central African Republic, the Republic of Congo, Equatorial Guinea, and Gabon. With a population of nearly 20 million inhabitants, Cameroon is a very diverse country, geographically, culturally, and linguistically.

In recent years, corporate social responsibility (CSR) of Multinational Corporations (MNCs) in developing countries has received more attention. However, in this literature, Africa is much less well represented than other regions, and existing studies about Africa have mainly focused on South Africa and Nigeria. This focus has resulted in scant research on other African countries where MNCs are located as well, and where their presence is notable. Settings largely unexplored include conflict-ridden areas in Central Africa where a limited (...) number of usually large MNCs can potentially have a large impact on the local situation and play a role in addressing the huge problems with which these countries are confronted. Moreover, the MNCs themselves face large CSR dilemmas, related to the contribution they can (or cannot) give in the different setting compared to their home countries as well as their attitude vis-a-vis ongoing conflicts. In order to help shed light on these issues, this article explores how MNCs report on CSR and conflict in three Central African countries (Angola, Democratic Republic of the Congo, and Republic of the Congo). Our analysis of company information reveals that opportunities are widely seen and that most MNCs report on their economic and social impacts. However, CSR reporting is fairly generic, and the specific context seems to bear little influence on the type of CSR activities. The conflict dimension also receives limited attention, although some companies show awareness and outline the limitations of their power and the dilemmas inherent to their presence in these countries. The potential for MNCs' involvement in (co)creating sustainable economies is recognised, and needs further research attention in the coming years. (shrink)

Black theology, which is linked to black power in the context of the United States of America and black consciousness in the context of South Africa is often regarded as having nothing to do with spirituality, faith and salvation. It is often regarded by critics as radical, militant and political. In some circles its theological character is questioned. Advocates of liberation theology, past and present are accused of mixing religion with politics. The article traces the history of black theology, as (...) part of liberation theology, which started in the 1960s in three contexts, namely Latin America, United States of America and South Africa. The article argues that spirituality, faith and salvation are central to black theology of liberation. The critical theological reflection that black theology of liberation is all about happens in the context of the spiritual journey of the poor believer and oppressed.Contribution: The contribution that this article makes is to serve as a corrective discourse that rebuts the mistaken accusation that black liberation theology has nothing to do with spirituality and faith. The article makes a direct link between spirituality and faith on the one hand and on the other hand liberating Christian praxis of the poor in their spiritual journey, in the context of South Africans as they struggle to liberate themselves amid poverty, service delivery struggles and COVID-19 and its implications. The Kimbanguists, whose church is based on the healing and proclamation ministry of Simon Kimbangu in 1921 in the Belgian Congo, challenge colonially defined borders and identities in multiple ways. Anticolonialism is in the DNA of Kimbanguism, yet in a manner that contests the colonially inherited dichotomy between religion and politics. Kimbanguists draw from holistic Kongo traditions, where the spiritual and material/political are inherently interwoven. Kimbangu’s home village, Nkamba, is the centre of the world for them, and Kongo culture and (...) the ancient kingdom form the backdrop of the Kimbanguist view of the new eschatological order to come. The reunification of the kingdom from the two Congo states and Angola will mark the inauguration of the new era. This will not, however, mean a splintering of the Democratic Republic of Congo but rather a removal of the colonial borders. That hints towards a Pan-African vision of a united Africa and even a universally united Black race that will play a central role in the eschatological salvation historical drama. The Kimbanguist vision also contains global dimensions, and their view of borders and identities is like Nkamba-centred ripples in water. This vision wipes away colonial borders and relativises ethnic, national and racial identities whilst strongly subscribing to a salvation historical narrative that places Africa and Africans in the centre. Contribution: This article contributes to the study of nationalism as well as of African Instituted Churches. The analysis of how the Kimbanguists relate to (Kinshasa) Congolese nationalism, Kongo ethnic identity and Pan-Africanism as well as of their global missional views reveals layers and complex patterns of relationship between all these. What facilitates the simultaneous subscribing to all these layers is an openness of identities (Kimbanguist national, ethnic, etc.), as well as a tendency to see the world as consisting of interdependent areas and human communities with their holy city, Nkamba, in the centre. I investigate the African philosophical foundations of a pneumatological controversy inside the Church of Central African Presbyterian in Malawi. While apparently the conflict consists in difficulties in embracing both the New Pentecostal Theology and the Reformed Calvinist Theology within CCAP, it is rooted in the philosophical conflict between communitarianism and individualism. CCAP fully embraced the African communitarian philosophy mixed with Christian communism as its essence, while adherents of NPT followed individualism. Consequently, this affected the interpretation of (...) the fundamental doctrines such as sola scriptura, sola grazia, and other practices. I suggest a philosophical solution constituting in rebuilding African identity and a theological solution in promoting a new pneumatology based on the concept of enculturation. Tal questão será resolvida dentro da problemática em que se insere através de uma correta interpretação sobre o que significa o conhecimento da Forma do Bem à filosofia platônica bem como de uma correta compreensão da concepção de educação que norteia Platão em sua obra.: In this paper we try to show how to read the main argument of Plato’s Republic, that proclaims the philosopher as the truly virtuous person and political chief of the just city, in order to avoid the criticism of recent scholars who declare that the general characterization of the philosophical education described in the pedagogical scheme of the Republic is unable to provide the philosopher with the essential element of his high moral and political status: the practical wisdom to guide his own moral life and govern the just city. This question will be clarified along with all the issues involved in the correct interpretation of the meaning of the knowledge of the Form of Good in the platonic philosophy and a correct understanding of Plato’s general conception of education. Complex environmental problems require well-researched policies that integrate knowledge from both the natural and social sciences. Epistemic differences can impede interdisciplinary collaboration, as shown by debates between conservation biologists and anthropologists who are working to preserve biological diversity and support economic development in central Africa. Disciplinary differences with regard to 1) facts, 2) rigor, 3) causal explanation, and 4) research goals reinforce each other, such that early decisions about how to define concepts or which methods to adopt may tilt (...) research design and data interpretation toward one discipline’s epistemological framework. If one of the contributing fields imposes a solution to an epistemic problem, this sets the stage for what I call disciplinary capture. Avoiding disciplinary capture requires clear communication between collaborators, but beyond this it also requires that collaborators craft research questions and innovate research designs which are different from the inherited epistemological frameworks of contributing disciplines. Human security is being threatened as a consequence of climate change. However, the human security paradigm still needs to be addressed as a cause and effect of environmental degradation. Therefore, this article aims to comprehend the impacts of climate change in fragile states regarding food security and human development. The article is a comparative case study of the five most vulnerable countries in Africa: Somalia, South Sudan, Central African Republic, Sudan, and Congo (Dem. Republic). This research (...) contends that climate change is detrimental to the agricultural sector and effects economic growth and basic human needs. Moreover, it is threatening human development due to food and water shortages. This scenario also triggers conflicts among the vulnerable populations of fragile states, disrupting food availability and people’s access. This article suggests that international measures connecting environmental degradation and human security must be implemented in order to improve the quality of life in Africa. Scholarship on the French Atlantic empire traditionally and uniquely focuses upon Africa as a source of slave labour for the American colonies. However, this article explores how, in the second half of the eighteenth century, Africa emerged as a viable alternative for colonial expansion. Uncertainties about a colonial future in the New World directed French expansionist attention away from the Americas and towards the African continent, expanding its role beyond a source of labour. The intellectual underpinnings for a transfer (...) of empire first surfaced within the Physiocratic School of political economy. The article examines the emergence of such ideas and their reception within the colonial administration of the Ancien Régime. It also shows how expansion into Africa became central to the imperial agenda of the first French Republic. Exploring Africa as a substitute to colonial America helps expand the lens through which Africa is examined as part of the Atlantic World. It also reveals continuities between Ancien Régime colonialism and later French republican imperialism. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:Sacrificial "As-If" and Avuncular HilarityLiving by MéconnaissanceWiel Eggen (bio)INTRODUCTION: THE CURIOUS QUESTIONAt my departure for anthropological fieldwork in the Central African Republic (RCA), just after Girard's seminal work La Violence et le sacré had come to upset my structuralist tutors in Paris, I was given a list of penetrating questions to probe in the field, since my research was to be conducted in an area known (...) for its a-cephalous traditions with little or no political or religious centralization.1 The prime critique concerned Girard's apparent return to a bluntly utilitarian vision of myth and religion as the mental framework of society's ritual foundations, in line with Durkheim's functionalist analysis of archaic religion, which was finely reworded in Lord Raglan's recent preface to a cluster of Hocart's articles titled The Life-Giving Myth.2 The approach had come to dominate, as a way of unraveling outdated transcendentalist claims, and also underpinned Freudian and Marxist attacks on religion. After Kant's Critique of Pure Reason had given the lie to any claims of access to transcendent realms, the deontological view of religion as society's functionalist toolbox for orderly [End Page 69] conduct became dominant. But, inspired also by such "masters of suspicion" in human sciences, structuralism had set out even beyond that utilitarian perspective. In a decisive bolt of relativism, it took myths to be a mere mental ordering of daily observations into a logical frame, independent of any ritual or social utility. So, how could Girard once again declare social control via rituals to be religion's true aim, allot a prime role to sacrificial rites, and, most alarmingly, thereby raise the suspicion of aiming to rehabilitate Christian dogmas?I was urged to go and check this theory on sacrifices, scapegoating, social rivalry, and on the shaping of archaic society, its forms of authority, and even sacred kingship. Reflecting on the questions, though, I noted that they overlooked a critical point in Girard's hypothesis, which I read as reverse functionalism. In fact, Girard viewed religion's social function and the issuing cultural regulations as rooted in a radical "lie," or in what he labels méconnaissance. Worded in evolutionary terms, he hypothesized not so much a kind of Darwinian utilitarian adaptation, but rather the alternative of "exaptation," or what has been called an oblique functionalism.After I had learned enough of the Banda language to start my research, though, my schedules were thrown in disarray on my first evening in the village that was to be my starting point. It presented me with a curious quandary. The village of Wademi, some 25 km north of Ippy, in the sparsely populated wooded savannah, was home to two exogamous patrilineal clans that straddle a little river and sit on a dirt road constructed by the colonial power for the collection of cotton. To oversee this two-clan unit a chief had been appointed with the title of makonji, a loanword from the national Sango language. This gentle, friendly man had offered to host me in his own cemented house and organized a welcome for me in the customary way of staging a pleasant storytelling session, punctuated with joyous songs and dances, lasting well into the night. Most of the stories and songs figured Tere, the famous trickster figure, who resembles Ture in neighboring Azande-land, well documented by E. Evans-Pritchard.3 The enjoyable, moonlit session was shot through with outbursts of laughter. It brought the two clans together, including the women and children. Before turning in, the makonji's junior son, who had been assigned my assistant and interpreter, came to convey his father's sincere but puzzling query, whether Tere actually was the same as Jesus Christ. Actually, his French name in Banda phonetics implied so: Christ Jésu = Tre se te jesu; and "Jesu Christ = Jesu Tre."4 Taken by surprise and much in need of some rest after a rather demanding day, I politely asked to let the issue rest till the morning.This question was all the more disturbing, as Christians were wont to call Jesus the Lord, and relate this to chieftaincy... The paper conceptualizes five basic developmental paths the post-Soviet republics followed. The conceptual framework of this paper is expanded theory of real socialism in non-Marxian historical materialism, namely proposed the model of secession from socialist empire. The first developmental path was followed by societies in which an independent civil revolution took place. This path of development bifurcates into two furhter sub-variants. Namely civil revolutions in the Baltic republics (Latvia, Lithuania, Estonia) resulted in the independence and stable democracies. Civil revolution in (...) Caucasus republics (Armenia, Gergia) were partially succesfull because civil movement in these societies were unable to build stable democracies. Countries such as Azerbaijan, Belarus, Moldova and Ukraine followed next developmental path. Its characteristic feauture is active participation of republican communist nomenclatures in seceding from the Soviet Union and gaining state independence. In this variant of development, democratization - characteristic for the first period of independence was counterbalanced by the growing autocratization of political system. This path of development was divided into two developmental variants: in one group of countries (Ukraine) the growth of autocratization caused civil resistance (Ukraine), in the rest societies of this group (Azerbaijan, Belarus, Moldova) - not. Finally the countries of Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan) followed the fith developmental path. In these societies, independence permitted to preserve dictatorship of local communist nomenclatures. (shrink)

It reveals the major problems and challenges brought about by the profound reforms to these societies and economies. It also offers some results of surveys looking at public opinion on morals and ethics, as well as on current business practices. In order to give a complex picture, it presents brief lessons from the history of particular countries. This article is the attempt of an historically oriented analysis focused on the role of Nigerian music as a cultural hub for the export of African cultural influences into the Black diaspora in the United States and its anticipation by the Free Jazz/Avantgarde-scene as well as the import of key-values related to the Black Power-movement to the African continent. The aim is to demonstrate the leading role and international impact of Nigeria's cultural industry among sub-saharan African nation (...) states and its specific ability to absorb and incorporate elements of Western culture. -/- After a short discussion of African influences on jazz music in general and the socio-political, cultural, and artistic context in which Free Jazz emerged, examples for the articulation of African consciousness among influencing key figures such as saxophonist John Coltrane or the Art Ensemble of Chicago are being presented. Furthermore, the personal and ideological links between the Avantgarde Jazz-scene and the Black Power-movement - especially the Black Panther Party - are made transparent. -/- In a second step the central influence of the Nigerian drum-pioneer Babatunde Olatunji on the Africanization of US-Jazz musicians, his personal and creative impact on John Coltrane, as well as the Black Power-movement is being highlighted. On the other hand, Coltrane, Free Jazz, and the Black Panther Party are being portrayed as a central creative and ideological turn in the career and work of Fela Kuti and towards political activism and his efforts to implement and apply the Africa-inspired Black Power -struggle of the US on the African continent in order to fight post-colonial forms of oppression. -/- . We will explore ecumenical collaboration for the sake of mission in the 21st century in this region. In this sense, we will consider ecumenical relations, theological education, migration and diaspora, and present challenges, and will try to identify the vision of the future. We will do this by focusing on four countries from the region as critical studies: the Czech Republic, Poland, Romania, and Serbia.

In its ideal conception, the post-apartheid education landscape is regarded as a site of transformation that promotes democratic ideals such as citizenship, freedom, and critical thought. The role of the educator is pivotal in realising this transformation in the learners she teaches, but this realisation extends beyond merely teaching the curriculum to the educator herself, as the site where these democratic ideals are embodied and enacted. The teacher is thus centrally placed as a moral agent whose behaviour, in the classroom (...) space particularly, should, ideally, represent and communicate the values we aspire to cultivate in post-apartheid South African society generally. Thus, this notion of what teaching encompasses fits broadly into the conception of a “practice” in the sense developed by Alasdair MacIntyre, in that it is a transformative activity the enactment of which not only benefits the practitioner, but also extends to and benefits the broader community as well. Furthermore, practices are grounded in features of social or moral life we hold to be significant and, importantly, it is only through their active cultivation that they can be made tangible and further developed. MacIntyre’s theory of virtue is based on a three-fold interrelationship between practices, how they meaningfully narrate and shape an individual life, and how, in turn, this builds and sustains our moral and social traditions. Using these ideas to analyse post-apartheid South Africa, and the structural transformation paradox it is in, reveals the difficult and complex nature of a society that is in this transitional space. The claim is that attentiveness to practices in the educational space, and to the way they shape and inform moral and social traditions, is necessary to more fully understand and guide this societal transformation. The Rhodes‐Livingstone Institute , founded in Northern Rhodesia in 1937, was the first social science research institute in Africa. This book is a history of the RLI from its earliest beginnings with emphasis on the years up to 1960. The author, who identifies herself as a historian, supplemented her archival research with periods of fieldwork mainly devoted to oral history but including shorter spells of anthropological participant observation in association with African assistants employed by the institute. She is therefore (...) well equipped to comment on the activities of the RLI, which consisted principally of field research in social anthropology and sociology.She organizes her data in terms of “field generations,” cohorts of researchers who, although they worked alone or with one assistant at their field sites, nevertheless developed a collective identity through visits to each others' sites and through participation in seminars and conferences arranged by the successive RLI directors. Many published histories of research institutions focus on theoretical assumptions, but Lyn Schumaker instead looks more at the methods and practices of field research. Indeed, she tends to treat the divisions between theory and practice, and between theoretical and applied research, as unproblematic, while successfully avoiding any naïve positivism. She demonstrates her expertise as a historian by providing abundant details of the diversity of conflicting interests that influenced the choice of topics for investigation and of the modes of collecting data in the field. With over seven hundred footnotes, fifty interviews, and more than three hundred bibliographic items, the book serves anthropologists well.The book's title indicates its main theme. The institute started in a colonial environment in which white anthropologists who had trained in Britain, the United States, and South Africa carried out anthropological research, mainly in rural areas, using African assistants as interpreters and language teachers. Over the years more of the inquiries were made in towns than in villages, with teams of African assistants working more and more autonomously. During the same time, the colonial regime was replaced after bitter struggle by indigenous political independence. The first Zambian director was appointed in 1973, by which time the institute's research had shifted from anthropology and sociology to psychology.Schumaker uses the concept of “work culture” to explore the significance of the pattern of daily activity of researchers and assistants, thus exposing data usually neglected in anthropological monographs. She draws attention to the vigorous collective interaction that distinguished the RLI from many other research organizations: the RLI, for example, depended significantly for its success on its symbiotic link with Manchester University, where Max Gluckman, its director from 1941 to 1947, became Foundation Professor of Anthropology. Schumaker is, however, careful to point out that her book is not a history of the Manchester department, whose activities extended far beyond the RLI.The author sometimes ranges widely to relate aspects of the RLI story to topics in the literature on the history of science. For instance, she links the problems faced by Elizabeth Colson, the only female RLI director, to wider discussions of the impact of gender on professional careers. Likewise, she discusses the frequently made claim that anthropology was the “handmaid of colonialism.” Her book supplies more than ample ammunition to refute this claim and gives us an impressive and well‐documented account of how a social science research institute operated in a colonial society undergoing radical transformation. During the Communist regime, after Poland was officially proclaimed the People’s Republic of Poland, the aim of the Polish Communist government was to control all aspects of society. Communist ideals were enforced in books and other publications; censorship was introduced on all published materials. This paper aims to present the situation of media in People’s Poland, as well as to provide a background and description of Polish censorship. Additionally, this paper will exposit and examine the socio-political role of Tygodnik (...) Powszechny in Polish society. As TP is a Catholic weekly, an outline of the unique socio-political role of the Polish Roman Catholic Church in communist Poland will accompany the above analysis. This paper is based on the research conducted by the author in partial fulfillment of the requirements for the Master of Arts degree written and defended at the Central European University in Budapest in 2012. This paper examines how innovative skills and knowledge are transmitted and acquired among adolescents in two hunter-gatherer communities, the Aka of southern Central African Republic and the Chabu of southwestern Ethiopia. Modes of transmission and processes of social learning are addressed. Innovation as well as social learning have been hypothesized to be key features of human cumulative culture, enhancing the fitness and survival of individuals in diverse environments. The innovation literature indicates adult males are more innovative than (...) children and female adults and therefore predicts that adolescents will seek out adult males. Further, the mode of transmission should be oblique. Thus, learning of innovations should be oblique or horizontal rather than vertical, with adolescents paying particular attention to “successful” innovative individuals. The social learning literature indicates that complex skills or knowledge is likely to be learned through teaching, and therefore that teaching will be an important process in the transmission of innovations. In-depth and semi-structured interviews, informal observations, and systematic free-listing were used to evaluate these hypotheses. The study found that cultural context patterned whether or not adolescents sought out adult male or female innovators; oblique modes of transmission were mentioned with greater frequency than horizontal or vertical modes; knowledge and skill bias was notable and explicitly linked by the adolescents to reproductive effort; and teaching was biased toward same-sex individuals and was an important but not an exclusive means of transmitting complex skills and social knowledge. Spearheaded by pan-Africanists around the beginning of the twentieth century, the pan-African movement hosted a series of Pan-African congresses. Though the main objectives of the First Pan-African Congresses were to fight against the colonisation of Africa and the oppression of black people, the messages behind pan-Africanism have evolved over time. The central theme behind these Congresses, however, is to reiterate calls that African unity is the most potent force in combating the malignant forces of neocolonialism (...) and entrenching Africa’s place in the global hierarchy. These calls have clamoured for the solidarity of Africans both on the continent and in the diaspora through associated paradigms such as ‘Afrocentrism’, ‘postcolonialism’, ‘African indigenous knowledge systems’ and ‘African solutions to African problems’. Despite this, contemporary societies are characterised by the encroachment of Westernisation, which has become synonymous to globalisation. This article reassesses the relevance of the pan-African discourse within the context of the contemporary world. (shrink)

This paper argues that the republican ideal of non-domination, central in Bergès’s paper, rests on affective conditions that often go unnoticed. In this context, I introduce the notion of affective independence to shed light on the affects akin to the spirit of socio-economic and political independence in between aristocratic pretentiousness and vanity on the one hand and servility towards superiors on the other. In the Letters on Sympathy, Sophie de Grouchy dismisses Adam Smith’s key notion of propriety and thoroughly (...) rejects deferential manners. Her critical gaze cuts even deeper. Anticipating critiques of democratic demagoguery, she reclaims the early modern notion of enthusiasm, linked to religious fanaticism, to account for uncritical admiration towards populist leaders. The pedagogical technique of the playful Plato, especially his ability to create living discourses that directly address the student, is the subject of Plato the Teacher. “The crisis of the Republic” refers to the decisive moment in his central dialogue when philosopher-readers realize that Plato’s is challenging them to choose justice by going back down into the dangerous Cave of political life for the sake of the greater Good, as both Socrates and Cicero did.

A child is a developing person with evolving capacities that include autonomy, mental capacity and capacity to assume responsibility. Hence, children are entitled to participatory rights in South Africa as observed in the Children’s Act 38 of 2005. According to section 129 of the Act a child may consent to his or her own medical treatment provided that he or she is over the age of 12 years and is of sufficient maturity and decisional capacity to understand the various implications (...) of the treatment including the risks and benefits thereof. However, the Act does not provide a definition for what qualifies as ‘sufficient maturity’ nor does it stipulate how health professionals ought to assess the decisional capacity of a child. In addition, South Africa is a culturally diverse country. The Western liberal notion of autonomy may not necessarily find equal prominence in the mores of people with a different worldview. Hence we demonstrate a few salient comparisons between legal liberal moral theory and African communitarianism as pertinent to the autonomy of the child. Children are rights-holders by virtue of their humanity. Their dignity as individual human persons affords them the entitlement to human rights as contemplated under the Constitution of the Republic of South Africa. However, contrary to the traditional Western notion of individual autonomous persons African societies hold a communalistic notion of person hence there is less regard for individual autonomy and rights with more emphasis on the communal good and maintaining the continuity of relationships and interdependencies shared within a community. A child considered in this view is not regarded as a full person. This implies that decisions concerning the child, including consent to medical treatment are discussed and determined by the community to which the child belongs. Lastly, in this article, we draw on the notion of capacity for responsibility to produce a pragmatic definition of sufficient maturity. It seems reasonable to suggest a move away from a general legal age of consent for medical treatment toward more individualised, context-specific approaches in determining the maturity of a child patient to consent to medical treatment. Perhaps, decision-making with respect to consent to the medical treatment of a child belonging to a traditional African community where the notion of a person is embedded in communitarianism ought to involve the child’s parents/guardians/caregivers where possible provided that the best interests of the child are awarded priority. Rorty's Neopragmatism and the Imperative of the Discourse of African Epistemology Pragmatism, as a philosophical movement, was a dominant orientation in the Anglo-American philosophical circles in the late nineteenth century and early twentieth century. Pragmatism, as expressed by its classical advocates, namely, Charles Sanders Peirce, William James and John Dewey, emphasized the primacy of practice or action over speculative thought and a priori reasoning. The central thesis of pragmatism (though there exist other variants) is the belief that the (...) meaning of an idea or a proposition lies in its "observable practical consequences", And as a theory of truth, it diverges from the correspondence and coherence theories which see truth in terms of correspondence of a proposition to facts and coherence of propositions to other propositions within the web respectively, but instead contends that "truth is to be found in the process of verification". In other words, pragmatists would emphasize the practical utility or "cash value", as it were, of knowledge and ideas as instruments for understanding reality. Neopragmatism is used to refer to some contemporary thinkers whose views incorporate in a significant way, though with minor differences bordering on methodology and conceptual analysis, the insights of the classical pragmatists. Our intention in this paper is to explore Rorty's neopragmatism, particularly his critique of analytic philosophy and then argue that his views have potential for the establishment of African epistemology as an emerging discourse within the African philosophical tradition. Power-sharing agreements, despite their disappointing history, are still the prevailing tool used for diffusing intrastate conflicts in Africa. One element that requires additional analysis is the role of third-parties in power-sharing negotiations. An analysis of the role of France in power-sharing negotiations in Chad, Mali, Central African Republic, Rwanda, and the Ivory Coast, suggests a biased approach that harmed the outcomes and sustainability of those negotiations. A better approach is to increase the power of third-parties like the (...) African Union (AU). Currently, this organization lacks the executive capacity to guarantee the implementation of power-sharing negotiations. Empowering the AU’s executive arm through the formation of a military force, should allow for enhanced capacity in power-sharing negotiations. (shrink)

Michurinist biology was introduced to China in 1948; granted a state supported monopoly in 1952; and reduced to parity with western genetics from 1956. The Soviets exported it through the propaganda agencies Sino Soviet Friendship Association (SSFA) and VOKS (Cultural Relations with Foreign Countries). China's Ministry of Agriculture achieved broad public awareness and acceptance of Michurinist biology through a translation, publication, and Soviet guest speakers campaign – all managed by a team of agriculturalists led by Luo Tianyu, a veteran CCP (...) (Communist Party) cadre. The campaign grew exponentially, but did not affect university or Chinese Academy of Sciences biology. Luo Tianyu's failed attempt to force Michurinist biology on a Beijing university triggered its second stage: monopoly status and a ban on "Mendelist-Morganist" biology in teaching, research, and publication. The CCP Central Committee supported this policy believing that Michurinst biology would increase agricultural production for the forthcoming first Five Year Plan; whereas, western genetics had no practical value. Michurinist biology flourished at all levels of education, research, and science literature; Western genetics was completely shut down. This only began to change when the CCP Central Committee became wary of China's dependency on Soviet technical expertise and failure to fully utilize that of China. Change was further promoted by significant attacks on Michurinist biology by Soviet and East German biologists. Soon, these developments informed China's "genetics question," which became a test case for larger questions about the definition of science and the relationship between scientists and the state. Under the guidance of Lu Dingyi's Central Committee Propaganda Department, the CCP eventually decided that, henceforth, science controversies would only be resolved by the science community; and that monopolies or ideological orthodoxies would not be imposed on science. At the same time, the CCP rescinded Michurinist biology's monopoly and the ban on western genetics. By the mid-1960s western genetics had successfully restored itself, largely due to the leadership of C. C. Tan, a former student of Dobzhansky. An instance of the use of a version of the analytic method known as the “ordinary-language approach” in African philosophy is characterised by a systematic examination (for the purpose of clarity) of philosophically significant concepts in an African language as used in ordinary discourse contexts among a local linguistic community. Central to this approach is the idea that the meaning of concepts depends on the ways ordinary people use them, and that this may form the basis of (...) a philosophy. This article examines Barry Hallen and Olubi Sodipo’s critical engagements with the epistemological concepts of ìmọ (knowledge) and ìgbàgbọ (belief) as an instance of this analytic methodological orientation in African philosophy. The article finds the resultant analysis of these Yoruba concepts theoretically faulty because it defeats both the rational structure of complex concept formation in Yoruba language and the logical presupposition embedded in every language. The article concludes that in order to correct this, African philosophy needs to evolve its own unique method of analysis, or otherwise reject altogether the analytic method and erect in its place its own peculiar method suitable for what it does, and consistent with the general nature of philosophy. Pouco foi escrito sobre as irmandades de negros. As análises têm se restringido a observar que desempenharam um importante papel na manutenção das crenças religiosas africanas. Com a República, o processo de romanização empreendido pela Igreja teve por objetivo a desvalorização do catolicismo laico, com o desmantelamento das antigas irmandades e sua substituição por novas organizações leigas. Impõe-se (...) caracterizar o papel desempenhado pela resistência, sem o quê seria difícil entender a existência atual da Irmandade Nossa Senhora do Rosário dos Homens Pretos de São Paulo, fundada em 1711, na região central da cidade. Sua história se confunde com a história das irmandades de negros em geral, mas oferece exemplo de como continuou a ser repositório da tradição popular, calcada em prática religiosa católica 'branca' e prática religiosa 'negra', pensada a partir do patamar da escravidão. Palavras-chave : religião; poder; laicidade.The Catholic Church legitimized practical and theoretically the Brazilian colonial system and had a predominantly lay character by virtue of the institution of patronage. Little has been written about the brotherhoods among black people. The analysis have been restricted to noting that they have played an important role in maintaining the religious African beliefs. With the Republic, the romanization process undertaken by the Church has aimed the devaluation of the laic Catholicism, with the dismantling of old brotherhoods and their replacement by new lay organizations. It is necessary to characterize the role played by resistance, without which it would be difficult to understand the actual existence of the Irmandade Nossa Senhora dos Homens Pretos de São Paulo, founded in 1711, in the central region of the city. Its history is mixed with the history of black people brotherhoods in general, but provides an example of how it continued to be the repository of folk tradition, grounded in the 'white' catholic religious practice and the 'black' religious practice, seen from the porch of slavery. This volume, the fourth in the Edinburgh Leventis Studies series, comprises a selection of papers from the conference held in Edinburgh March 2005 in conjunction with Professor Terry Penner's tenure of the A. G. Leventis Visiting Research Chair in Greek. It brings together contributions from leading Plato scholars from Britain, Europe and North America on a closely defined topic central to Plato's thought and to Ancient Philosophy--Plato's Form of the Good. The importance of the collection lies in the combination (...) and presentation in one place of a range of different approaches to the good in Plato's Republic, and different solutions to the problems posed and proposed by these approaches. The two central issues, which form an underlying thread throughout the collection, are: first whether Plato's Republic is centred on what is good for individual humans, or on some quasi-moral good; and secondly, what the Form of the Good is. Pursuing the Good goes beyond recent studies in the field, and will appeal to classicists and philosophers alike. To the advanced student, it represents a wide-ranging introduction to central issues of Plato's philosophy; for the academic it will provide stimulus through antithetical and controversial solutions to questions old and new.
