The paper focuses on the semantics of distributivity, grammatical number, and cardinality predicates. I argue that constructions involving so-called ‘dependent plurals’, i.e. plurals lacking cardinality predicates occurring in the scope of certain quantificational items such as all and most, pose a challenge to familiar semantic frameworks that distinguish between two sources of multiplicity: mereological plurality and distributive quantification. I argue that dependent plural readings should be analysed as distinct both from cumulative readings and distributive readings, in the classical sense. DECLARATION CONCERNING THE RIGHTS OF PERSONS RELATED TO NATIONAL OR ETHNIC, RELIGIOUS OR LEGAL MINORITIES Resolution 47/135 of the General Assembly of the United Nations of 18.12.1992.

This article explores how scholarship can be put to work by specialists penning evidence-based policies seeking peaceful resolutions to long-standing, complex, and so-far intractable conflict in the Malay-Muslim dominated provinces of South Thailand. I contend that more is required than mere empirical data, and that the existing analysis of this conflict often lacks theoretical ballast and overlooks the wider historical context in which Bangkok pursued policies impacting its ethnolinguistically, and ethnoreligiously diverse citizens. I demonstrate the utility of both interacting with (...) what social theorists have written about what “religion” and language do—and do not—have in common, and the relative importance of both in sub-national conflicts, and comparative historical analysis. The case studies that this article critically introduces compare chapters of ethnolinguistic and ethnoreligious chauvinism against a range of minorities, including Malay-Muslim citizens concentrated in the southern provinces of Pattani, Yala, and Narathiwat. These include Buddhist ethnolinguistic minorities in Thailand’s Northeast, and Catholic communities during the second world war widely referred to as the high tide of Thai ethno-nationalism. I argue that these revealing aspects of the southern Malay experience need to be contextualized—even de-exceptionalized. (shrink)

One of the fields of protecting human rights within the framework of standards of the Council of Europe is the protection of national minorities – with the special issue of their linguistic rights. An intensification of actions aimed at adopting legal measures in this field happened in the 1960s. The concern for a proper range and level of regulation was expressed at the level of the Parliamentary Assembly and the Committee of Ministers. National experts formulated detailed resolutions to (...) include the goals of international organizations such as CSCE and the United Nations concerning this matter. The fact that the framework convention was chosen as the means bears witness to a significant provision that the guarantee of rights were realized in the most flexible manner, including the designations and capacities of State parties. This article includes an analysis of three stages of work connected with ensuring linguistic rights for national minorities, with a special emphasis on the linguistic rights in the education system. On the one hand, actions which resulted in the acceptance of the Framework Convention for the Protection of National Minorities are shown. On the other hand, the goals and details of this Convention are described. The third section concerns the analysis of mechanisms for monitoring the realization of the rights included in the Convention. Due to limitations in the terms of reference for this work, the analysis of the convention guarantees, and their realization, was limited to linguistic rights in the education system. The practice of these actions was shown through examples in Poland and Lithuania. The right to education for national minorities including knowledge about their culture, traditions, and their input into the development of the society of a given country is one of the rights clearly stated in the Framework Convention. By the same token are linguistic rights in an education system – the right to teach the language of a national minority or to teach in the language of a minority. As practice in Poland and Lithuania shows, the situation of education of national minorities is different, although some of the problems are common: an example for that would be access to proper coursebooks in the languages of national minorities, or properly trained teachers. Despite the declarations of international documents on minority language rights, provision is patchy for supporting minority languages in the UK, where since the 1980s governments have deliberately or unwittingly greatly raised the profile and comparative standing of English. The partial exception to this trend has been the treatment of indigenous/regional minority languages, stimulated by policies of devolution intended to revive or create a sense of national identity, and to redress perceived historic linguistic injustices. In a multicultural state or region (...) these apparently reasonable goals appear to conflict with current views of citizenship that argue for inclusiveness and equal treatment for all under the law. In particular, the question arises why indigenous minority languages should receive official support and funding that is denied to speakers of minority ethnic languages. In this article, I examine various justifications offered for this, including higher population levels, the geographical concentration of indigenous speakers, the long historical ties between regional language and culture, and the notion of promotional rights. I attempt to show each argument lacks force and ignores the fact of natural language change. I argue for an approach to indigenous languages that weights support and funding according to a range of factors including the number of minority speakers, their perceived need and the benefits that would flow from funding. The article discusses the rights of minorities in the system of the International Covenant on Civil and Political Rights. It establishes a conceptual distinction between universal rights, specific rights of minorities in general and specific rights of particular minorities. Universal rights correspond to all individuals (e,g,, “no one shall be subjected to torture”) or all groups of a certain class (e.g., “all families are entitled to protection”). Minority groups and their members are entitled to these rights in (...) the same way as any other individual or group. Specific rights of minorities in general are granted to minority groups (e.g., “minority groups have the right to speak their own language”) or their members (e.g., “persons belonging to a minority group have the right to speak the language of the group”). Finally, specific rights of particular minorities are granted to specific groups identified by their characteristics (e.g., “the linguistic minority X has the right to speak the X language”) or their members (e.g., “any member of the linguistic minority X has the right to speak the X language”). Treaties and international declarations often refer to universal rights and specific rights of minorities in general. However, these rights are usually recognised in broad terms, and their implementation may lead to the recognition of specific rights in favour of particular minorities or their members. Protection of minorities (in the broad sense of the expression) is based on two pillars: on the one hand, the protection against discrimination; on the other hand, the protection of minorities in the strict sense. The first pillar is an aspect of the general principle of nondiscrimination and requires respect for both formal and substantive equalities. The protection of minorities in the strict sense involves the preservation of their particular identity. The purpose of the equality in a formal sense is achieved through universal rights, to the extent that these are granted to minority groups and their members. On the contrary, to achieve equality in a substantive sense, it could be necessary to implement positive measures. The implementation of these measures will usually lead to the recognition of specific rights of minority groups or their members. Finally, the protection of the distinctive characteristics of the minorities will also be done through specific rights. Thus, on the one hand, there are rights, which are intended to protect the minority forms of life (i.e. to protect differences), and, on the other hand, those that are intended to allow minorities equal access to different uniform social goods (i.e. to protect equality). Whereas the former ones seek to protect and promote the particularities of the minority culture (e.g., the right to receive education in their own language), the latter ones are recognised to overcome the disadvantages that minority groups and their members face and are not intended to promote peculiarities, but rather to permit equal access to resources and social opportunities. Article 27 of the International Covenant on Civil and Political Rights enshrines specific rights of minorities intended to protect and promote their own forms of life. Although economic rights are not mentioned (the article refers to the rights “to enjoy their own culture, to profess and practise their own religion, [and] to use their own language”), they may stem from the explicitly recognised rights. The rights recognised by the Covenant are not collective, but individual rights (“in those States in which ethnic, religious or linguistic minorities exist, persons belonging to such minorities shall not be denied the right [...]”). The rights recognised in the Declaration of the United Nations General Assembly on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities are of the same nature. The principle of equality and non-discrimination is contained in Articles 2.1 and 26 of the Covenant. This principle forbids direct and indirect discrimination, be it de iure or de facto. As this is a universal right, minorities can also benefit from it. According to the Human Rights Committee, Article 27 imposes on States the adoption of positive measures that exceed an attitude of mere abstention. In the same way, positive measures may be necessary to make the principle of equality and non-discrimination effective. Although neither Article 27 nor Articles 2.1 and 26 refer to individuals belonging to a specific minority, the concrete implementation of these articles through positive measures may produce specific rights for persons belonging to particular minority groups. This study linked background TV and socioeconomic status to minority children’s Persian vocabulary development. To this end, 80 Iranian preschool children from two minority groups of Arabs and Turks were selected using stratified random sampling. They were simultaneous bilinguals, i.e., their mother tongue was either Arabic or Azari and their first language was Persian. Language sample analysis was used to measure vocabulary development through a 15-min interview by language experts. The LSA measures included total number of utterances, total number of (...) words, total number of new words, and mean length of utterance. A series of independent-samples t test, paired-samples t test, and repeated measures MANOVA tests were ran to examine data. Results showed significant improvements in children’s vocabulary scores from pretest to posttest for all children. In addition, high-SES children scored higher on the vocabulary measures in pretest and posttest. Moreover, background TV was associated with higher means in the TNW and the NDW in groups. The researchers concluded that background TV may be related to higher vocabulary scores in low-SES families as it may compensate for some linguistics gaps in these families including lower amount of child-parent interaction, play, and parents’ level of literacy. Fifty years ago, on 12 September, 1963, the association agreement between the European Economic Community (EEC) and Turkey was signed in Ankara. However, in contrast to many other countries who applied later on, Turkey has not yet become a member of the EU. Nevertheless, Turkey’s candidacy to join the EU is still one of the most considerable and controversial topics within the European political arena. Within the accession negotiations, apart from human rights and the Kurdish and the Cypriot issues, one (...) of the greatest challenges to Turkey’s successful candidacy is the issue of respect for and protection of minorities. It might indeed represent an unsolvable problem, which will ultimately block Turkey joining the EU. Neither the EU nor Turkey has really come to terms or dealt with what the EU sees as an “unsatisfactory” protection of minorities in Turkey. What lies at the root of this disagreement is what the term “minority” actually means. Due to Turkey’s own nation state concept as being a united and undivided country and to the terms of the Treaty of Lausanne signed in 1923, which defined Turkey as a nation, the country only recognises non-Muslim minorities. Moreover, contrary to the wording of the minority protection clauses in the Treaty of Lausanne, Turkey restricts its recognition of non-Muslim minorities only to the Greek, Armenian and Jewish religious populations. Although being a non-Muslim group as well, the Assyrians are excluded from the Turkish concept of minorities and, therefore, also from minority protection. In contrast to that, the EU’s concept of minority includes ethnic, linguistic and religious minorities, which means that according to the EU’s concept of minorities, also ethnic minorities like the Kurds, linguistic minorities like the Laz and religious minorities like the Alevis are included in the term “minority” and, therefore, these minorities should benefit from specific minority protection rights. To find a common basis for discussing the unsatisfactory issue of minority rights in Turkey, the concept of “ethnic groups” is introduced by the author as the most promising approach to deal with this unreconciled conceptual difference. According to this concept, ethnic groups could form a sub-identity of Turkishness and help build a legal basis to the treatment of minority groups founded on human rights, which would be compatible with both Turkish and EU Law. In today's conditions of Ukraine's development, strengthening its legal foundation and establishing a democratic civil society is an urgent problem of the person's ability to exercise the rights and freedoms guaranteed by the constitution and other legislative acts. Recently, in the world, cases of human rights violations in connection with religious, racial, linguistic and other differences have become more frequent and more frequent in the world. The ambiguity, the antagonistic nature of the definitions and the relation between the concepts (...) of various social groups, such as the national, religious minority, etc., often leads to speculation and aggravation of the ethnopolitical situation. In recent years, increasing attention has been devoted to the underrepresentation, exclusion or outright discrimination experienced by women and members of other visible minority groups in academic philosophy. Much of this debate has focused on the state of contemporary Anglophone philosophy, which is dominated by the tradition of analytic philosophy. Moreover, there is growing interest in academia and society more generally for issues revolving around linguistic justice and linguistic discrimination (sometimes called ‘linguicism’ or ‘languagism’) (see e.g. Van Parijs (...) 2011). Globalization and the increasing adoption of English as global linguistic vehicle or lingua franca push these issues at the forefront of much of the world’s attention. The convergence of these two trends suggests the appropriateness of an analysis of the condition of non-native speakers of English in analytic philosophy. (shrink)

The world is full of situations of asymmetric bilingualism: the members of one linguistic group learn the language of another without the latter reciprocating. In such a situation, the cost of learning is borne by one group, whereas the benefit is enjoyed by both. This paper first argues that, in the absence of any cost-sharing device, such situations are unjust. Next, it critically examines four potential criteria of linguistic justice, each of which offers a distinct answer to the (...) question of how to allocate between two linguistic groups the cost of one of them learning a second language. Criteria suggested by Church and King, Jonathan Pool and David Gauthier are spelled out and rejected in favour of a criterion of equal ratios of benefit to cost. Lastly, the paper sketches some policy implications concerning what is owed by English natives to the rest of mankind as a result of English being adopted as a worldwide lingua franca. Being professionally interested in African languages, there is no way in which we could try to hide our rather selfish motive in hoping for the survival of African languages, and as many as possible at that. The disappearance of any African language means to us scholars the final, irrecoverable loss of an important empirical resource, not only for linguistic studies, but also for studies on the history and culture of a people. Literature on epistemic injustice has grown tremendously as an increasingly rich and diverse body of work in recent years. From the point of view of intercultural and anticolonial discussions, contemporary contributions have also helped to illuminate how epistemic injustice and other forms of cultural domination might be related to essential processes within the structures of colonial and racial supremacy. -/- This proposal aims to contribute to such relevant and illuminating discussions by focusing on the role that language and culture might (...) have in phenomena of epistemic injustice, particularly, hermeneutical injustice. Despite the central role played by semantics in epistemic injustice studies, the question about whether certain languages could also themselves be the recipients of epistemic injustice has been rather undertheorized. Simultaneously, recent movements to advocate for minority language rights, such as the Linguistic Human Rights Movement (LHR), raise important questions in this connection. -/- In the present paper, I argue that attending to the intercultural context reveals a new sort of hermeneutical injustice, one that, surprisingly, has never been articulated before. In particular, I am referring to a kind of HI that is essentially “linguistic” and “culture-specific”. I will be presenting two different subtypes for this kind of hermeneutical injustice: The first concerns the possibility of considering certain languages themselves as genuine objects of hermeneutical injustice, while the second has to do with certain specific culturally-established expressions or forms of talking. The description of minority or threatened languages with a view to documenting the linguistic consequences of language contact and restriction has now emerged as a distinct area of investigation within sociolinguistics. In this book, Raymond Mougeon and Édouard Beniak present a series of analyses of the impact that contact with English on the one hand, and language-use restriction on the other, have had on the evolution of the French dialect spoken in the predominantly English-speaking province of Ontario, Canada. As (...) a background to the analyses, the authors provide sociohistorical and sociolinguistic information on the Franco-Ontarian community, and make comparisons with other varieties of French both within and outside North America. They address fundamental theoretical issues such as the interplay between linguistic and extralinguistic causes of structural change and the mechanisms of linguistic change in bilingual as opposed to unilingual speech communities. Language policies are increasingly acknowledged as being a necessary component of many decisions taken in the areas of the labor market, education, minority languages, mobility, and social inclusion of migrants. They can affect the democratic control of political organizations, and they can either entrench or reduce inequalities. These are the central topics of this book. Economists, philosophers, political scientists, and sociolinguists discuss – from an interdisciplinary perspective – the distributive socio-economic effects of language policies, their impact on justice and inequality (...) at the national or international level, as well as the connection between language choices and an inclusive access to public services. The range of social and economic issues raised by linguistic diversity in contemporary societies is large, and this requires new approaches to tackle them. This book provides new input to design better, more efficient, and fair language policies in order to manage linguistic diversity in different areas. Topics covered include: theoretical models of linguistic justice and linguistic disadvantage; the assessment of the socio-economic consequences of language policies; the evaluation of the costs, benefits, and degree of inclusion of language planning measures; the politics of migrants’ linguistic integration; as well as multilingualism and economic activities. In the article, the vocabulary related to the wedding ceremony in the Pamiri languages is discussed. In particular, vocabulary reflecting the wedding ceremony in Ishkashimi language is almost unknown. In the Pamiri languages are still preserved all the traditional wedding ceremonies. The vocabulary associated with them is well-kept in full and is indigenous and sometimes borrowed. For the most, the terminology applied in the ritual is borrowed. Often the term is borrowed from Badakhshan dialect of the Tajik language. At the (...) same time, some Tajik words are used in specific meaning that is typical only to the dialect of Badakhshan and Dari language of Badakhshan in Afghanistan. This is mainly the vocabulary associated with traditional ways and procedures of the wedding ceremony. Some other words, such as sarbьzьrg ’to give respect, attention to mourners’, can be observed only in classical Persian literature. In view of the Islamization of the region the Arab terms are frequently used in rituals; they are associated with official terminology applied during the marriage process and designate its legal aspects. There are also Turkic lexis that was included into the dictionary because of language and cultural contacts in the region. It is significant that in the lexicon predominate metaphorical and descriptive ways of designation of the ceremonies. Remarkable specific vocabulary with original meaning is of particular use in the local minor Iranian languages in comparison with such major written national languages as Tajik language of Tajikistan and Dari Afghanistan. For example, in Ishkashimi language the word dumod is used only in the sense of ‘son-in-law‘, and in the meaning of ‘bridegroom‘ - only Å¡amard. Since the marriage and wedding ceremony has a special place in the spiritual culture of the people, the symbolic function is included into almost all the rites and ritual objects of it. During the ceremony, people wish of fertility, happiness, coming together and family well-being for the whole family and for the newlyweds. Thus, the terminology associated with these rites is preserved for a long time in the language; equally strong are numerous ritual prohibitions related to marriage. (shrink)

Strawson has been a major and influential spokesman for ordinary language philosophy throughout the late twentieth century, studying the relationship between common language and the language of formal logic. This reissue of his collection of early essays, Logico-Linguistic Papers, is published with a brand new introduction by Professor Strawson but, apart from minor corrections to the text, these classic essays remain original and intact. Logico-Linguistic Papers contains Strawson's major essay, 'On Referring', in which he disputed Bertrand Russell's (...) theory of definite descriptions, distinguishing between referring to an entity and asserting its existence. The book contains twelve essays in all, grouped by subject matter. The first five are concerned with the topic of singular reference and predication and the last three are all responses to J.L. Austin's treatment of the topic of truth. Strawson disputes the correspondence theory of truth, maintaining that facts are what statements state. The remaining papers deal with meaning, speech acts, logical truth and Chomsky's views on syntax. (shrink)

By the beginning of the twenty-first century essentialism is giving way to the constructivist paradigm in the field of social sciences and humanities. However, linguistic essentialism survived all the shocks and received a classical form in the Sapir-Whorf hypothesis of linguistic relativism. The application of this hypothesis to the analysis of linguistic communities puts majority and minority languages in different positions: it makes strong languages even stronger, and simply kills small ones. The task of preserving minority languages (...) in programs built using this methodology turns out to be impossible. In our humble opinion, two research paradigms are more adequate for the purpose. One of them is associated with the pragmatic turn in the analytical philosophy of language and represents a transition from the analysis of the structure of the language itself to the analysis of the conditions of communication, taking into account all the sociocultural components of this process. The second methodology is Erving Goff man’s concept of social face and performative behavior. (shrink)

Claims by minority groups to use their own languages in different social contexts are often presented as claims for “linguistic justice”, that is, justice as between speakers of different languages. This article considers how the language of international law can be used to advance such claims, by exploring how international law, as a discourse, approaches questions of language policy. This analysis reveals that international legal texts structure their engagement with “linguistic justice” around two key concepts: equality and culture. (...) Through a close examination of the way in which these concepts function within international legal discourse, the article suggests that this conceptual framework may sometimes constrain, as well as enlarge, the possibilities for justice for minority language speakers. Thus while international law may provide a language for challenging injustices in the linguistic sphere, limitations inherent in this discourse may also restrict its emancipatory potential. (shrink)

This article argues that linguistically endangered minority groups often face endangerment due to structural linguistic injustice that arises from past injustices and ongoing unjust social processes. Language revitalization is often a justified way of reforming unjust social structures. I connect this discussion to another debate, namely, whether historical injustice (and the requirement for its correction) may be superseded. I ask: which changing circumstances might lead to the supersession of structural linguistic injustice? Of the many reasons to reform unjust (...) social structures, I focus on dignity-based concerns. Historically-sensitive dignity-based concerns are relevant for judging whether supersession of structural linguistic injustice has occurred. My view is largely present-oriented, but history still plays a role in deciding the strength of justificatory bases for structural reformation. (shrink)

Rapid Automatized Naming is considered a universal marker of developmental dyslexia and could also be helpful to identify a reading deficit in minority-language children, in which it may be hard to disentangle whether the reading difficulties are due to a learning disorder or a lower proficiency in the language of instruction. We tested reading and rapid naming skills in monolingual Good Readers, monolingual Poor Readers, and MLC, by using our new version of RAN, the RAN-Shapes, in 127 primary school students. (...) In line with previous research, MLC showed, on average, lower reading performances as compared to mGR. However, the two groups performed similarly to the RAN-Shapes task. On the contrary, the mPR group underperformed both in the reading and the RAN tasks. Our findings suggest that reading difficulties and RAN performance can be dissociated in MLC; consequently, the performance at the RAN-Shapes may contribute to the identification of children at risk of a reading disorder without introducing any linguistic bias, when testing MLC. This paper focusses on the Belgian constitutional and legal regulations which are clearly and relatively directly linked to minority protection as welt as their relevance for South Africa by way of analogy, taking into account South Africa's specific circumstances.Generally, what seems to be highly relevant for South Africa is the different kind of solutions in Belgium for its three categories of minorities as related to a different degree of territorial concentration. Going from an emphasis on territorial federalism, providing autonomy, (...) for the highly territorial concentrated linguistic groups, over the use of the relative concentrations of the ideological and philosophical groups in certain federated entities, to a combination of individual human rights and group rights without a territorial connection whatsoever for the religious groups which are highly dispersed throughout the country.An analogous differentiation ofseveral types ofminority protection could bedivised in South Africa as the genera! lack of territoria! concentration of thecountry's several population groups bas a different degree for the ethnic/linguistic groups as compared to the religious ones. Lexical and morphological knowledge of school-aged children are correlated with each other, and are often difficult to distinguish. One reason for this might be that many tasks currently used to assess morphological knowledge require children to inflect or derive real words in the language, thus recruiting their vocabulary knowledge. The current study investigated the possible separability of lexical and morphological knowledge using two complementary approaches. First, we examined the correlations between vocabulary and four morphological tasks tapping different aspects of morphological (...) processing and awareness, and using either real-word or pseudo-word stimuli. Thus, we tested the hypothesis that different morphological tasks recruit lexical knowledge to various degrees. Second, we compared the Hebrew vocabulary and morphological knowledge of 5th grade language minority speaking children to that of their native speaking peers. This comparison allows us to ask whether reduced exposure to the societal language might differentially influence vocabulary and morphological knowledge. The results demonstrate that indeed different morphological tasks rely on lexical knowledge to varying degrees. In addition, language minority students had significantly lower performance in vocabulary and in morphological tasks that recruited vocabulary knowledge to a greater extent. In contrast, both groups performed similarly in abstract morphological tasks with a lower vocabulary load. These results demonstrate that lexical and morphological knowledge may rely on partially separable learning mechanisms, and highlight the importance of distinguishing between these two linguistic components. The study analyses the issues of protection of national minorities from the perspective of international law. The study consists of three parts. In the first part, the author reveals the understanding of a national minority on the basis of objective and subjective features. This part focuses on such problematic issues as national minorities and citizenship, non-dominant position of a national minority. The second part of the study concentrates on international minorities as subjects of international law. The author (...) analyses international legal subjectivity of national minorities. A question is raised whether the rights of national minorities are individual or collective rights. The third part of the study focuses on the analysis of normative basis for the protection of national minorities. The author notes that the monist system exists in the Republic of Lithuania regarding the relation of international and national law. Under this system, the international treaties ratified by the Lithuanian Parliament (Seimas) are seen as an indivisible part of the legal system of the Republic of Lithuania. Therefore, the Convention for the Protection of National Minorities is an international treaty that is directly applicable in the legal system of the Republic of Lithuania. The fourth part of the study focuses on the question whether Lithuania should become a party to the European Charter for Regional or Minority Languages. Although this issue is complex and includes the problems of political, economic, legal and other nature, the author focuses on the legal analysis of the problems related to the participation in the Charter. It is emphasised that the Charter is not the only document that ensures the linguistic rights of national minorities. Under the Law on International Treaties of the Republic of Lithuania, while considering participation in the Charter, the right of treaty initiative should be implemented, and the question of efficiency of the treaty must also be solved. This study investigates the strategies for learning Cantonese that are adopted by non-Chinese English-speaking ethnic minority university students in Hong Kong. The aim is to identify the challenges these students face in applying their strategies to learn Cantonese and to explore their learning experiences when implementing them. Drawing on questionnaire surveys and semi-structured interviews with 30 EM students at a university in Hong Kong, this study identifies these learners’ strategies, elicits their views on the use of these strategies and examines (...) their learning experiences. The findings suggest that EM students are “medium strategy users,” with social strategies being their most commonly used types of learning strategies, followed by compensation and metacognitive strategies. The more proficient Cantonese users tend to use metacognitive strategies that promote planning and are goal-oriented. Taken together, this study sheds light on the complex interplay of sociocultural variables in shaping EM university students’ Cantonese learning experience in Hong Kong. It also highlights the importance of analysing EM students’ linguistic repertoire and the local language ecology in understanding Cantonese learning in a multilingual context like Hong Kong. In this article, I investigate to what extent future generations that belong to language minorities are entitled to group rights that protect their linguistic identity. In particular, I assess whether these future generations are entitled to assistance rights, symbolic claims, self-government rights and exemptions from the law. To address this I outline three arguments supporting group rights for current generations and raise the question of whether these arguments, which are true for current generations, will also be true for (...) future generations. The answer defends the entitlement of future generations to group rights against two counterarguments. The first is that future generations have no interest in preserving their language and therefore there is no normative justification for group rights. The second is that there is a duty to eliminate group rights in order to avoid malign consequences of these rights for future generations. (shrink)

This article will first of all present a brief literature review on media use and identity construction and integration. This overview will be given in light of two phenomena: The concepts of ‘social quality’ and ‘cultural participation’ and the role played by the media in this on the one hand, and the multicultural composition of Dutch society on the other. The present contribution looks at the four largest ethnic minority groups in the Netherlands: Turkish, Moroccan, Surinamese and Antillean youngsters, and (...) adults. The key issue is ‘integration’ with its six dimensions, among which the extent to which ethnic minorities endorse norms and values of Dutch society, and the minorities’ motivation with respect to integration. We also focus on related features, such as religious outlook and linguistic fluency. The measure of participation or integration in Dutch society is related to the use of four kinds of media: Radio, television, print media, and the Internet. The present contribution addresses the following question: To what extent are, on the one hand, bonding or, on the other, bridging predictors of media use among ethnic minorities? We will address the relative importance of these four media in terms of media time and their twofold ‘bridging’ and ‘bonding’ capacities; for each of these media we check the extent to which ethnic minorities favor media from their native country and use applications which focus on their country of origin or their own group. In this paper, I discuss some of the criteria that liberal states have used to choose between potential immigrants. While overtly racist policies have been widely condemned and abolished, many states have still in the recent past selected immigrants based on their ethnicity and/or language competency. I argue that even apparently more benign examples of ethnic and linguistic selection are unacceptable because they tend to express a morally problematic message that members of certain ethnic groups within the territory—the people (...) who are really from there— occupy a privileged position within the political community. And this means, I argue, that they unjustly exclude members of other ethnic groups. Finally, I address some special features of linguistic selection that are sometimes thought to make it justifiable, including the de facto inevitability of promoting some languages more than others, the fact that languages can be learned voluntarily, and the fragility of minority languages in territories where there is another language that is more universally known. A large proportion of nursing home residents in developed countries come from ethnic minority groups. Unmet care needs and poor quality of care for this resident population have been widely reported. This systematic review aimed to explore social conditions affecting ethnic minority residents' ability to exercise their autonomy in communication and care while in nursing homes. In total, 19 studies were included in the review. Findings revealed that ethno‐specific nursing homes create the ideal social condition for residents to express their (...) care needs and preferences in a language of choice. In nonethno‐specific nursing homes, staff cultural competence and nursing home commitment to culturally safe care are crucial social conditions that enable this group of residents to fulfil their autonomy in communicating and in participating in their care. In contrast, social conditions that undermine residents' ability to express their care needs and preferences include low levels of staff cultural awareness and cultural desire, negative attitudes towards residents and limited organisational support for staff to improve culturally responsive and culturally safe care. In conclusion, it is important to optimise the social conditions to support ethnic minority residents to communicate their care needs and preferences. (shrink)

In the present Belgian situation the three major ethnic groups share the belief that they are culturally, economically and/or politically dominated by the other linguistic community. This article expounds the thesis that these minority feelings are embedded in different interest which are legitimized by a discourse on democracy. Both Flemings and Francophones defend their own perceived interests and thereby develop a view on their interethnic relations that is either of a 'regulated democracy ' or of a 'liberal democracy ' (...) kind, according to the situation. This political 'war of words' is nowadays concentrated on those are as that were left 'untouched' by the recent decentralization and federalization of the country which was designed to defuse the ethnic tinder-box. These remaining stumble blocks concern the position of the Flemings within the Brussels Region and that of the Francophones in the Brussels periphery and along the language border. The article starts with a short historical overview of the Belgian intergroup conflict to provide a better understanding of the present-day democracy discourse. (shrink)

A new semiotic model for the generation of musical texts is introduced in this article. The idea of a generative grammar is here understood in the sense of the generative trajectory, a model elaborated by A. J. Greimas. Four levels are chosen from his trajectory for the study of musical texts, namely, those of isotopies, spatial, temporal and actorial categories, modalities and semes or figures.As an illustration, the G minor Ballade by Fr. Chopin has been examined through all these levels. (...) The most formalized aspect of the analysis is constituted by what has been called a modal grammar of the piece (the term modality understood here in its philosophico-linguistic sense). The analysis tries to show how the musical form emerges from its inner processual traits, kinetic, epistemic and other aspects of a modal nature. It thus approaches for instance the problem of segmentation from the processual and dynamic nature of musical works. Moreover, the analysis is also an attempt to study the narrativity in music, since the narrative content of a piece like Chopin's G minor Ballade is clearly seen as the result of its modal processes. This volume provides an overview of experimental methods, approaches, and techniques used by field linguists of the Russian school, and highlights the fieldwork experience of Russian scholars working in regions with a range of languages that differ genetically, typologically, and in the degree of their preservation. The collection presents language and sociolinguistic data relating to fieldwork in diverse languages: Uralic, Altaic, Paleo-Siberian, Yeniseian, Indo-European Iranian, Vietic, Kra-Day, and Mayan languages, as well as pidgin. The authors highlight the fieldwork techniques they (...) use, and the principles underlying them. The volume’s multidisciplinary approach covers linguistic, ethnolinguistic, sociolinguistic, educational, and ethnocultural issues. Karen Barad develops a view she calls ‘posthumanism,’ or ‘agential realism,’ where the human is reconfigured away from the central place of explanation, interpretation, intelligibility, and objectivity to make room for the epistemic importance of other material agents. Barad is not alone in this kind of endeavor, but her posthumanism offers a unique epistemological position. Her aim is to take a performative rather than a representationalist approach to analyzing ‘socialnatural’ practices and challenge methodological assumptions that may go unnoticed in some (...) disciplinary fields. Yet for all the good of the challenge, Barad must support it with sound epistemological theorizing, theorizing that would apply to any methodology, whether that be sociological, historical, anthropological, or philosophical. Thus, where one might critique Barad on her assessments of sociological, historical, or anthropological incorporations of humans and the nonhuman, I critique Barad’s epistemology on its sense of objectivity and dismissal of the centrality of the human. I argue that Barad’s epistemology must retain a particular form of humanism, a humanism that stakes human subjectivity as the locus of rationality and objectivity, without which it creates intractable problems. To recuperate Barad’s challenge to contest assumptive distinctions while avoiding her epistemological problems, I offer some parting reflections. (shrink)

The Apostle Paul exercised his ministry in the Roman provinces of Galatia and Asia. An unknown presbyter of the second century wrote the Acts of Paul. An important part of this text consists of the Acts of Paul and Thecla. Although sometimes these Acts circulated as a separate text, they recount the vicissitudes of the virgin Thecla, native of the city of Iconium. The events take place mainly in the cities of Iconium of Licaonia and of Antioch of Pisidia, two (...) neighboring regions in the heart of Anatolia in the Roman province of southern Galatia. The article intends to offer the historical, geographical, linguistic and cultural background of the Acts of Paul and Thecla of the second half of the second century. (shrink)

This study integrates corpus-assisted text analysis with frame semantics to study a social problem. Taking a cognitive-linguistic approach to critical discourse studies, in this article I examine the linguistic construction of minors in a corpus of 489 articles from the Uruguayan newspaper El País in the context of the so-called ‘Criminal Imputability Referendum’. Throughout, I focus on the construal operation of framing and identify a host of discursive patterns via which minors and adolescents are recurrently placed within the (...) semantic frame CRIME, and within this, they profile the frame elements of perpetrators of violent crimes rather than victims. I argue that, in the context of the referendum, these discursive strategies run the risk of facilitating the consolidation of a strong conceptual link whereby youth become readily associated with criminality, and are subservient to the political views of groups supporting a lower cut-off age for criminal responsibility and more stringent punishments. The observations arrived at in this instance set the foundations for a future experimental study testing whether the discursive patterns unearthed here have an effect on how readers conceptualize minors outside the texts. Given the instructional challenges posed by the influx of minority-language children in North America, this article attempts to examine early childhood bi- or multilingualism in one of the fastest growing ethnic minority groups in Canada, Korean-Canadians. By drawing on a Vygotskian perspective, the article focuses on the affective and social aspects of learning for culturally and linguistically diverse (CLD) children and their families. With an emphasis on the integration of language and thought, this article first identifies the instructional applications of (...) Vygotskian perspectives and then describes iterative phases of design-based research aimed at developing technology-mediated collaborative learning environments for trilingual Korean-Canadian children. The technology-mediated collaborative learning environment supported young CLD children's affective, social and cognitive needs and created meaning-centered collaborative learning environments. The paper concludes with a consideration of implications of this technology-mediated collaborative learning environment so as to assist teachers who might be confronted with the educational needs of the growing population of CLD children.
