The evolving Ebola epidemic in West Africa is unprecedented in its size and scope, requiring the rapid mobilization of resources. It is too early to determine all of the ethical challenges associated with the outbreak, but these should be monitored closely. Two issues that can be discussed are the decision to implement and evaluate unregistered agents to determine therapeutic or prophylactic safety and efficacy and the justification behind this decision. The architecture of mosques in West Africa, specifically southwestern Nigeria, evidences the input of Africans who were involved with the design of the Baroque churches of Bahia, Brazil.

Driven by population pressures on natural resources, peri-urban pastoralists in the Far North Province of Cameroon have recently intensified livestock production in their traditional pastoral system by feeding their cattle cottonseed cakes and other agricultural byproducts to cope with the disappearance of rangelands typically available through the dry season. Although the crop–livestock interactions in this altered intensive pastoral system seem similar to alterations recently named in mixed-farming systems in West Africa, they are distinctly different and would require a (...) different type of agricultural development support. It is known that the text of the Qur'an is artistic prose that has reached an unprecedented level in terms of its unique style, superiority, and robustness. Likewise, it can be said for hadith texts reach the peak of eloquence and beauty. Scholars have paid attention to the Qur'an and Hadith texts for centuries in their scientific studies. There are also poets among those who care. Inspired by both texts, they tried to use their style in their odes and literary (...) products through quotation, reference, compensation, and similar arts. From this point of view, our research aims to examine the phenomenon of religious intertextuality in African Arabic poetry -on the condition that the study is limited to the West African region- and to explain its places. In addition to learning to what extent the African poet was influenced by the style, language structure, and methods of the Qur'an and hadith texts, it also explores the relationship adopted between his literary references. What gives this study important is that it attempts to apply one of the modern critical theories (intertextuality) to Arabic poetry from West Africa, which many researchers do not know about. This research will prove the rooting of the art of Arabic poetry in West Africa through its intertextuality with the ancient Arab heritage, as well as the validity of its use as a scientific material for contemporary theories. During the research, it was determined that various religious intertextuality was used in the poems of African poets. The poets did not adhere to a certain form in their poems, on the contrary, they used different methods at every stage of their poems. This revealed their culture and knowledge of Arabic literature and poets and showed the extent of their devotion to the Qur'an and Sunnah. Likewise, by referring to historical events and religious people with a religious dimension, they revealed creativity in their poems. For this reason, they were able to paint the most beautiful artistic paintings, which impressed both the reader and the listener. (shrink)

Community engagement in research, including public health related research, is acknowledged as an ethical imperative. While medical care and public health action take priority over research during infectious disease outbreaks, research is still required in order to learn from epidemic responses. The World Health Organisation developed a guide for community engagement during infectious disease epidemics called the Good Participatory Practice for Trials of Emerging (and Re‐emerging) Pathogens that are Likely to Cause Severe Outbreaks in the Near Future and for which (...) Few or No Medical Counter‐Measures Exist (GPP‐EP). This paper identified priorities for community engagement for research conducted during infectious disease outbreaks drawing on discussions held with a purposive sample of bioethicists, social scientists, researchers, policy makers and laypersons who work with ethics committees in West Africa. These perspectives were considered in the light of the GPP‐EP, which adds further depth and dimension to discussions on community engagement frameworks. It concludes that there is no presumptive justification for the exclusion of communities in the design, implementation and monitoring of clinical trials conducted during an infectious disease outbreak. Engagement that facilitates collaboration rather than partnership between researchers and the community during epidemics is acceptable. (shrink)

This paper examines how people in West Africa are reacting to the Ebola virus disease, an epidemic presently prevalent in the region. Certain lifestyle changes are suggested. Additionally, the heart of the paper focuses on the request by governments to be allowed access to experimental drugs, such as Zmapp and TKM-Ebola, for their infected populations. The author argues that granting such a request would circumvent research ethics procedures, which could potentially constitute significant risk to users of the drugs. (...) Social and political scientists, historians and others, have put forward a number of widely differing views concerning the ‘character’ of Islamic millenarian and/or Mahdist movements in Africa. The same is true of course with regard to the opinions ofscholars concerning the transformative capacity of Islam as an ideology. In this paper I want to look at one aspect only of Islamic millenarianism in the West African context, viz. its allegedly revolutionary character.

Based on seventeenth- and eighteenth-century accounts written by and for slavers, this article investigates the provisioning of the French Middle Passage. As the transatlantic trade in African captives developed, foodstuffs for the feeding of both Europeans and Africans figured prominently in a specifically Atlantic system of commodity exchanges. The trade in foodstuffs depended most heavily on African subsistence systems encountered along the coasts of West Africa, but a surprising quantity of French and other European foodstuffs were embarked specifically (...) for the Middle Passage, revealing, I argue, the precariousness of conditions of trade and of European slaving factories. As a key element of Atlantic political economy, the study of food and its transatlantic provisioning networks sheds light not only on the governance and regulation of the networks themselves, but also on the ability of early modern states to establish and maintain metropolitan control, on the growth of local, colonial forms of autonomy and authority, and on the complex systems of ‘national’ and colonial interdependence that lay behind the expansion of every Atlantic colony. I conclude that this study of provisioning demonstrates that however fractured and differentiated, imperial power was an irrefutable aspect of colonial continuity. (shrink)

Aldo Leopold’s draft essay “Some Fundamentals of Conservation in the Southwest” from 1923 shows that his initially expressed moral concerns were primary to his view of conservation. In addition, this early essay also challenged dominant perceptions of environmental degradation in the southwestern United States in the 1920s. For these reasons, it provides a framework for examining conservation as a moral issue in South and West Africa, especially in the nations of South Africa and Ghana, building on J. (...) Baird Callicott’s summaries of Yoruba and San environmental ethics in Earth’s Insights . In the context of poverty, traditional community taboos may have already supplied the social norms of conservation that Leopold desired, but they are marginalized by modernization. As in Leopold’s essay, mainstream perceptions of environmental degradation viewed through the lens of political ecology suggest that international market forces may be more ecologically disruptive than traditional peasant agriculture. Land ethics similar to Leopold’s are implicit within the political philosophies of two of the regions’ most respected recent leaders, Nelson Mandela , who promoted land reform, and Kwame Nkrumah , who promoted pan-Africanism over neocolonialism. Community-based solutions to conservation issues illustrate the successes, failures, and the challenging complexity of modernization in these subregions. (shrink)

Collaborative research practices in the field of plant genetic resources must follow the principles of fairness and equity as defined in the Convention on Biological Diversity (CBD) and in the International Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA). In this context the concepts of fairness and equity generally refer to the substantive and procedural dimensions associated with sharing the benefits of this research. But neither term is clearly defined by these international treaties, and the meanings attributed to (...) the concepts vary among different societies. This paper looks at the question of how to account for the diversity among value systems when conducting research that implicates diverse stakeholders and respects the requirements of fairness and equity. We incorporated an auto-ethnography method developed as part of a multi-stakeholder network involved in research projects on plant genetic resources in West Africa. A theatrical device was used as a framework for testing the principles of fairness and equity, helping us to collectively identify feelings of injustice, and explore the conditions for making collaborative research practices more ethical in ways that respect the perspectives of different stakeholders. In an environment of extensive political and socio-cognitive inequality, this approach makes it possible to explain the criteria relating to interactional justice and expectations in terms of socio-political and socio-emotional benefits. It also invites us to consider the principles of fairness and equity in a framework of ethical competence that goes beyond international directives. (shrink)

The history of computers is embedded in military research and training. Its increased role in education to access and exchange information, and to connect teachers, parents, and community, has not diminished its potential for military or industrial intelligence. Therefore, computers have deep political, social, and cultural implications for countries with no control over software and hardware production. In francophone West Africa, computer adoption is very slow. This article establishes the extent to which computers are used in education and (...) research and critically examines some of the challenges their adoption poses. Drawing arguments from cultural critics concerned with the quality of our lives, it argues that the present slow pace of their adoption may be more of a blessing than a disadvantage if they cannot promote diverse literacies, indigenous forms of knowledge, and local cultures, and if they cannot help break the scientific isolation of those countries. The African philosophy of Ubuntu is typically characterised as a communitarian philosophy that emphasises virtues such as compassion, tolerance and harmony. In recent years there has been growing interest in this philosophy, and in how it can be applied to a variety of disciplines and issues. Several authors have provided useful introductions of Ubuntu in the field of business ethics and suggested theoretical ways in which it could be applied. The purpose of this paper is to extend this discussion by (...) providing a more critical analysis of Ubuntu and business ethics with the aim of clarifying the role that Ubuntu can play, and providing guidance for further research in this area. The analysis consists of three sections. In the first, certain problems are identified within the existing literature. This is followed by a consideration of alternative perspectives and interpretations of Ubuntu. The last section, following from the first two, identifies specific areas requiring further research, both empirical and non-empirical, as well as ways in which Ubuntu could be fruitfully applied. A wide range of decision-making models have been offered to assist in making ethical decisions in the workplace. Those that are based on normative moral frameworks typically include elements of traditional moral philosophy such as consequentialist and/or deontological␣ethics. This paper suggests an alternative model drawing on Jean-Paul Sartre’s existentialism. Accordingly, the model focuses on making decisions in full awareness of one’s freedom and responsibility. The steps of the model are intended to encourage reflection of one’s projects and one’s situation and (...) the possibility of refusing the expectations of others. A case study involving affirmative action in South Africa is used to demonstrate the workings of the model and a number of strengths and weaknesses are identified. Despite several weaknesses that can be raised regarding existential ethics, the model’s success lies in the way that it reframes ethical dilemmas in terms of individual freedom and responsibility, and in its acceptance and analysis of subjective experiences and personal situations. BackgroundThe West African Ebola virus epidemic from 2014 to 2016 is unprecedented in its scale, surpassing all previous and subsequent Ebola outbreaks since 1976. This epidemic provoked a humanitarian emergency that extended to different spheres of life, making visible ethical challenges in addition to medical, economic, and social ones. The present article aims to identify and differentiate the scope of ethical issues associated with the Ebola epidemic.MethodsAn online media analysis was performed on articles published from March 2014 to September (...) 2015 in ten preselected academic journals (scientific press) and two online newspapers (lay press). Two methodological approaches were combined: a systematic literature search and a qualitative content analysis. An additional keyword search was conducted on the PubMed database for the period after the end of the Ebola epidemic (2016-2020) to obtain an overview of research dealing with medical ethics due to the epidemic and to compare these results with the identified ethical challenges.ResultsA total of 389 articles dealing with the subject fields “Ebola epidemic” and “ethics” were researched. For qualitative content analysis, the time span with the highest article density was selected and a total of 64 articles were included (15 scientific articles, 49 popular articles). Five core ethical challenges of the Ebola epidemic emerged: 1. Responsibility and Accountability, 2. Spillover Effects, 3. Research and Development, 4. Health Communication, and 5. Resource Allocation. Articles in academic journals were dominated by the discussion of normative aspects in the area of “research and development”, while newspaper articles focused on aspects of “responsibility and accountability”.ConclusionAn ethical discussion of the Ebola epidemic requires an examination of as many of the ethical dimensions involved as possible. The presented investigation of the two types of media with regard to the Ebola epidemic offers this possibility of a more comprehensive insight into this diversity as a basis for ethical discussions. A participatory rural appraisal inthree West African countries examined thepossibility for replacing chemical pesticidesto control locusts and grasshoppers with abiological control method based on anindigenous fungal pathogen. The fungus iscurrently being tested at different sites inthe Sahel and in the humid tropics of WestAfrica. Structured group interviews, individualdiscussions, and field visits, were used toobtain farmers' perceptions of locust andgrasshoppers as crop pests, their quantitativeestimation of crop losses, and theirwillingness to pay for locust control. Farmersas well as plant protection officers (...) generallyperceived locusts and grasshoppers as importantpests that cause significant damage. Farmerswere aware of some of the risks of the use ofchemical pesticides, but not of the potentialalternatives. The use of the fungus in anoil-formulation and standard Ultra Low Volume(ULV) equipment was demonstrated, and theresults discussed with farmers. Theirimpressions of biological control werefavorable, and they expressed an interest inusing the technology. Farmers' expressedwillingness to pay for locust control is small,but not negligible. Locusts and grasshoppersare very visible pests and thus amenable topressure from farmers to local administrators,as well as by farmers' relatives in the city onthe national government. Therefore, politicalpressure for locust control is strong, althoughnational governments spend little on it,depending mostly on foreign donors. Donors areincreasingly worried about the environmentaleffect of the large amounts of chemicalpesticides used on locust control, and arepushing for more benign alternatives. Theresults of the present survey indicate thatthere may be a potential market for abiopesticide against grasshoppers and locustson cash crops in the humid areas. The potentialmarket in the Sahel depends on a reduction ofcosts or a subsidy of its price. This subsidycould be justified by the expected reduction inenvironmental and health costs when replacingchemical pesticides. Since donors are thecurrent purchasers of chemical pesticides forthe Sahel, they would also be expected to beinvolved in the purchase of the biologicalproduct. (shrink)

Given the predominance of multilingualism in many countries there is great need for a new, interdisciplinary approach to the problem. Sociolinguistics—or the sociology of language—provides such an approach and can help to shed new light on a phenomenon which is often discussed in terms that tend to create more problems than they solve. In order to demonstrate how sociolinguistic theory and practice can contribute to the study of multilingualism this paper will attempt to outline briefly some of the basic premises (...) of sociolinguistic theory which appear relevant to the understanding of the phenomenon of multilingualism and also to define multilingualism as a social behaviour in response to a contact situation. In the book The Stolen Bible: From Tool of Imperialism to African Icon (2016) the author provided a detailed analysis of Robert Moffat’s translation practice. In this article the author takes that analysis further, using the theoretical framework provided by Nathan Esala in this PhD thesis and forthcoming book, namely ‘translation as invasion’. Esala traces the colonial history of Africa-based translation practice, theorising the practice as ‘translation as invasion’. This article draws on Esala’s theorising in re-analysing Moffat’s translation practice (...) among the BaTlhaping. The article then goes on to argue for forms of decolonial ‘re-translation’, focussing on two forms of decolonial translation, Contextual Bible Study (CBS) as translation (as advocated by Esala) and Julius Nyerere’s use of indigenous Tanzanian poetics for translating the gospels. The article uses Michel Foucault’s notion of ‘heterotopic space’ and Sithembiso Zwane’s notions of ‘invigorated space’ and ‘invented space’ to theorise CBS and Nyerere’s poetics as forms of decolonial space for African-led re-translation, with potential implications for African community-based participatory development. Contribution: The article demonstrates how translation as a form of colonial invasion is practised by the missionary Robert Moffat, and how such forms of translation are being resisted through indigenous African reception of the Bible through re-translation practices. Violent conflicts in emerging democracies or societies in transition threaten the stability of state governance institutions, which brings about insecurity of lives, property and deepens the vicious cycle of poverty and criminality in Africa. The first responsibility of any government is to provide security of lives and property. At no time since Nigeria’s civil war has the country witnessed the resurgence of violence and insecurity that claims hundreds of lives weekly. It is a sectarian insurgence of multiple dimensions. This (...) article makes the case that Boko Haram is not just a religious phenomenon but a reflection of a so- cio-political, economic and ethnic problem caused by bad governance. As a result, Boko Haram has witnessed a cross-border influence and impact which has expanded its frontiers beyondNigeriato neighboring countries in the West African region. The theoretical framework employed in this article posits that Boko Haram has its roots fundamentally in poverty caused by bad governance in the Northern Moslem bend, in Nigeria and the West African Region where corruption, human rights violations, marginalization of cultural, political and religious groups have created the situation whereby weak state structures have abysmally failed to deliver on the development promises made during elections. So the emergence of Nigeria’s Boko Haram violence, as a result of the street poverty and the rise of unemployed street beggars, popularly known as Almajiris, and their use for electoral and party violence, was encouraged by the neglect and abandonment of the masses by the governors and other elected leaders. The expansion and consolidation of the Boko Haram insurgence to other parts of the country and neighboring West African nations was made possible by the already existing failed state institutions, bad governance and corruption and the existing band of small criminal sectarian groups that depend upon their survival on aids from Al Quaeda, drug gangs and sea piracy. The religious dimension is a marginal factor fueled by fundamental socio-economic and political variables which have been thrown up in the first place by bad governance and leadership in Nigeria. This article attempts to discern an economic narrative remnant amidst the dominant ethno-religious narrative concerning the division of the united monarchy. Historical-critical comparison of the MT and LXX highlights the source-critical dimensions of the stories of the division of the united monarchy after the death of Solomon. This is clearly a moment of ideo-theological contestation, as the four variant accounts demonstrate. However, within each of the larger ‘division of the kingdom’ narratives, there is an economic narrative remnant. The focus of (...) this article is on identifying and delimiting this economic narrative remnant within each of the two variant accounts in the MT and the two variant accounts in the LXX. Having identified these four variant narratives, literary-narrative analysis is used in order to delimit an economic narrative remnant (1 Ki 12:1–18, 2 Chr 10:1–18, 3 Reigns 12:1–18, and 3 Reigns 24:12p-t), with a special emphasis on 3 Reigns 24:12p-t. The article then turns to a preliminary socio-historical ideo-theological analysis of 3 Reigns 24:12p-t, in order to situate this variant remnant socio-historically. Finally, the article argues that this particular economic-oriented remnant narrative (3 Reigns 24:12p-t) provides critical resources with which to engage aspects of South Africa’s contemporary post-colonial economic struggle. Contribution: The article identifies an LXX source text within a textual variant, 3 Reigns 24:12p-t, and argues that this source text offers a unique and early emphasis on economic contestation in the division of the ancient Davidic-Solomonic kingdom. Although largely similar in content, the codes also feature important differences that are strongly related to the composition of the groups that wrote them. Moral principles or the rules of conduct are based in the society. If the purpose of ethics in research is to take into consideration the needs and the rights of the experimental subject, his social milieu must then largely determine the ethical considerations of a projected study. The inability to comprehend such rights may often be due to ignorance, disease and his societal values. Blood letting, biopsy and post-mortem examinations may so conflict with local beliefs that so called 'consent' to (...) these is much more than a surrender of the rights of the individual. It is difficult to conform with the highest principles of ethics in research in any uniform society. It is more so when the many variables are further complicated by cultural demands and social taboos. The best custodians of ethical standards must relate intimately with the norms of the local population. (shrink)
