China declared a long-term commitment at the United Nations General Assembly in 2020 to reduce CO2 emissions. This announcement has been described by Reuters as “the most important climate change commitment in years.” The allocation of China’s provincial CO2 emission quotas is crucial for building a unified national carbon market, which is an important policy tool necessary to achieve carbon emissions reduction. In the present research, we used historical quota data of China’s carbon emission trading policy pilot areas from 2014 (...) to 2017 to identify alternative features of corporate CO2 emissions and build a backpropagation neural network model to train the benchmark model. Later, we used the model to calculate the quotas for other regions, provided they implement the carbon emission trading policy. Finally, we added up the quotas to obtain the total national quota. Additionally, considering the perspective of carbon emission terminal, a new characteristic system of quota allocation was proposed in order to retrain BP including the following three aspects: enterprise production, household consumption, and regional environment. The results of the benchmark model and the new models were compared. This feature system not only builds a reasonable quota-related indicator framework but also perfectly matches China’s existing “bottom-up” total control quota approach. Compared with the previous literature, the present report proposes a quota allocation feature system closer to China’s policy and trains BP to obtain reasonable feature weights. The model is very important for the establishment of a unified national carbon emission trading market and the determination of regional quotas in China. (shrink)

With 500+ papers and 20+ books spanning many scientific disciplines, Mark Burgin has left an indelible mark and legacy for future explorers of human thought and information technology professionals. In this paper, I discuss his contribution to the evolution of machine intelligence using his general theory of information (GTI) based on my discussions with him and various papers I co-authored during the past eight years. His construction of a new class of digital automata to overcome the barrier posed by the (...) Church–Turing Thesis, and his contribution to super-symbolic computing with knowledge structures, cognizing oracles, and structural machines are leading to practical applications changing the future landscape of information systems. GTI provides a model for the operational knowledge of biological systems to build, operate, and manage life processes using 30+ trillion cells capable of replication and metabolism. The schema and associated operations derived from GTI are also used to model a digital genome specifying the operational knowledge of algorithms executing the software life processes with specific purposes using replication and metabolism. The result is a digital software system with a super-symbolic computing structure exhibiting autopoietic and cognitive behaviors that biological systems also exhibit. Now, we can draw a conclusion on the matter of the necessity of angādhikāra in Pā $$ \underset{\raise0.3em\hbox{$\smash{\scriptscriptstyle\cdot}$}}{n}$$ ini's grammar. We have seen that angādhikāra constitutes a very important section of the grammar where the relation of the suffixes and their bases is crucial. We also have observed that the concept of anga cannot be separated from Pā $$ \underset{\raise0.3em\hbox{$\smash{\scriptscriptstyle\cdot}$}}{n}$$ ini's system due to its being a part of many sūtras as well as many paribhā $$\underset{\raise0.3em\hbox{$\smash{\scriptscriptstyle\cdot}$}}{s}$$ ās. We have also (...) seen that at least three exclusive prayojanas exist for the justification of angādhikāra. Another justification can be given in the form of preventing the double samprasāra $$ \underset{\raise0.3em\hbox{$\smash{\scriptscriptstyle\cdot}$}}{n}$$ a in forms like vavraś which we discussed while determining the limit of angādhikāra. We saw that three important paribhā $$\underset{\raise0.3em\hbox{$\smash{\scriptscriptstyle\cdot}$}}{s}$$ ās, which are accepted by Patañjali, depend on angādhikāra. Finally we saw that an alternative suggested by Patañjali for angādhikāra is in no way better, but actually defective.Kātyāyana's use of angādhikāra in other sections to counter some objections has been shown too. Patañjali's apparent rejection of angādhikāra on the basis of Kātyāyana's vārtika on ‘angasya’ (6-4-1) is not supported by his own treatment of the subject in other places. So, we conclude that Patañjali did not really intend to refute the angādhikāra and the view which appears in his commentary on 6-4-1 should not be taken as his siddhānta on this matter. This essay probes the aniconic and iconic elements that pervade Indian visual culture and, more specifically, the aniconic impulse that has structured, for nearly two millennia, the cultivated indifference of Indian, especially Sanskrit, reflective traditions toward the plastic arts. Over the last hundred years, inquiries have concentrated largely on the historical and formal aspects of Indian temples, idols, and images. These attempts, however, are based entirely on the conceptual-theoretical frameworks of the Western tradition. By drawing on Sanskrit reflective traditions, I (...) analyze the relations between symbol, icon, desire, and the body, in order to show the epistemic contrasts between the European and the Indian reflective traditions and their implications for differential modes of being. A critical literature on mulitnational corporate social responsibility has developed in recent years. Many authors addressed the issue in the Third World countries. This paper reviews the literature, focusing on the relationship between the multinational corporations (MNCs) and Third World governments in fulfilling the social responsibility, based on the underlying ethical imperative.There is a growing consensus that both corporations and governments should accept moral responsibility for social welfare and individual interests in their economic transactions. A collaborative relationship is proposed where (...) the MNCs share information based on global experiences and offer input into host government developmental policies, and aid their implementation. The government, in turn, provides a reasonable regulatory environment. This calls for ongoing interactions among officials at all levels of the two institutions, with the local corporate subsidiary playing a pivotal role. The desired conduct of the parties is reinforced by international organizations and other constituents, representing common human concerns across cultures. These relationships are examined and an agenda for policy and action by the MNCs and the Third World governments is developed. (shrink)

This paper is a contribution to a discussion in philosophy of technology by focusing on the epistemological status of the example. Of the various developments in the emerging, inchoate field of philosophy of technology, the “empirical turn” stands out as having left the most enduring mark on the trajectory contemporary research takes. From a historical point of view, the empirical turn can best be understood as a corrective to the overly “transcendentalizing” tendencies of “classical” philosophers of technology, such as Heidegger. (...) Empirically oriented philosophy of technology emphasizes actual technologies through case-study research into the formation of technical objects and systems (constructivist studies) and how they, for example, transform our perceptions and conceptions (the phenomenological tradition) or pass on and propagate relations of power (critical theory). This paper explores the point of convergence of classical and contemporary approaches by means of the notion of the “example” or “paradigm.” It starts with a discussion of the quintessential modern philosopher of technology, Martin Heidegger, and his thinking about technology in terms of the ontological difference. Heidegger’s framing of technology in terms of this difference places the weight of intelligibility entirely on the side of being, to such an extent that his examples become heuristic rather than constitutive. The second part of the paper discusses the methodological and epistemological import of the “example” and the form of intelligibility it affords. Drawing on the work of Wittgenstein (standard metre), Foucault (panopticism), and Agamben (paradigm), we argue that the example offers an alternative way of understanding the study of technologies from that of empirical case studies. Plagiarism is increasingly evident in business and academia. Though links between demographic, personality, and situational factors have been found, previous research has not used actual plagiarism behavior as a criterion variable. Previous research on academic dishonesty has consistently used self-report measures to establish prevalence of dishonest behavior. In this study we use actual plagiarism behavior to establish its prevalence, as well as relationships between integrity-related personal selection and workplace deviance measures. This research covers new ground in two respects: (a) That (...) the academic dishonesty literature is subject to revision using criterion variables to avoid self bias and social desirability issues and (b) we establish the relationship between actual academic dishonesty and potential workplace deviance/white-collar crime. The current study surveys practising Canadian public accountants in Canada in both Big 4 and non‐Big 4 firms to determine their orientation with respect to Machiavellianism, defined as ‘attending to one's interests much more than to others'. Results indicate that while there are no significant differences in Machiavellianism between public accountants in the upper‐level positions (managers and partners), partners are significantly less Machiavellian than seniors. These results are consistent with previous studies on Canadian public accountants.

In the first part, the problem which Russell faced (and as an answer to which he proposed his theory) is isolated from several garbled versions of it that came to be taken as issues of his concern. The familiar presumably Russellian solutions offered by others to what was assumed to be his problem, and are claimed to be better than the one offered by him, are shown to be neither Russellian nor better in virtue of their shifting his problematic or (...) in virtue of rejecting his basic presuppositions. Martin Buber was an eighteenth-century European thinker, philosopher and scholar. Buber’s thoughts are very relevant and contemporary, even in today’s advanced digital, informational and technological age. We live in a time of heightened tensions and conflict; the article discusses geopolitical realities and the importance of dialogue. It goes over Martin Burrell’s ideas on dialogue. Further, it discusses understanding geopolitics in the light of dialogue. This article concludes that advanced technology is affecting core issues of geopolitics. Only dialogue can provide answers (...) to humanity’s challenges in this changing era. In such a time, the core principles of Martin Buber’s dialogue are more relevant than ever for a way forward that the entire world is looking for in relation to present geopolitical realities.
