This paper describes the matrimonial and reproductive behaviour of Italians who migrated to Belgium after the Second World War. Migrants were either already married, or later became married, to other Italians. Among the children of migrants, men equally chose Italian or Belgian wives but women tended to prefer Italian partners. Italian-Belgian marriages were more frequent among the better educated groups. Family size is smaller among migrants marrying after migration and in heterogamous marriages. Significant differences in birth (...) intervals are found when marriage occurred before or after migration, between generations, and between homogamous and heterogamous marriages. (shrink)

The article explores the place of women and migrants in Italian Neorealist and New Migrant cinema, arguing that New Migrant cinema continues and reworks key Neorealist tropes and tendencies. It intends to render explicit how an ensemble of films challenge the stereotypes concerning gender, national and cultural identities. Among the figures that are scrutinized are the borgatari, extracomunitari, popolane and terrone. Its main objective is to demonstrate how the cinematic expression of these figures in Italian Neorealist and New (...) Migrant cinema enhanced the reinvention of italianità and the generalised understanding of gender. It also aims to explain why the cross-fertilisation between migration studies, urban studies and gender studies is indispensable for comprehending this reinvention. Particular emphasis is placed on the shared interest of Roberto Rossellini’s Roma città aperta and Vittorio De Sica’s Il tetto in the plight over housing and the special character of the urban landscape of Rome. The article also sheds light on certain common concerns of Italian Neorealist and New Migrant cinema, especially as far as national and gender narratives are concerned. Pivotal for the reflections developed here are the roles of Anna Magnani in Roberto Rossellini’s Roma città aperta, Luchino Visconti’s Bellissima and Pier Paolo Pasolini’s Mamma Roma. (shrink)

Writing Migration through the Body builds a study of the body as a mutable site for negotiating and articulating the transnational experience of mobility. At its core stands a selection of recent migration stories in Italian, which are brought into dialogue with related material from cultural studies and the visual arts. Occupying no single disciplinary space, and drawing upon an elaborate theoretical framework ranging from phenomenology to anthropology, human geography and memory studies, this volume explores the ways (...) in which the skin itself operates as a border, and brings to the surface the processes by which a sense of place and self are described and communicated through the migrant body. Through investigating key concepts and practices of transnational embodied experience, the book develops the interpretative principle that the individual bodies which move in contemporary migration flows are the primary agents through which the transcultural passages of images, emotions, ideas, memories - and also histories and possible futures - are enacted. This article explores the policies of discrimination and oppression towards Protestant communities in interwar Italy exercised by the state authorities and often incited by the Catholic Church. In particular, the circumstances in the multi-ethnic north-eastern region, the Julian March, are analysed in the context of so-called Border Fascism. The Protestant Churches had had in the past a prevalently ethnic character, but with the annexation to Italy, their background had been in several cases either concealed or, through migrations, Italians eventually became (...) majorities. Another significant characteristic is that Slovene and Croatian minorities only rarely adhered to Protestantism, other than the relatively few Seventh-day Adventists and ‘Fratelli’. Based on the archival documents, oppressive actions of the Fascist authorities against Adventists in Trieste as a response to a complaint by the Catholic curia accusing them of proselytism are reconstructed. The investigations and harassments of Adventists show all basic similarities to the episodes of oppression against certain Protestant minorities in other parts of Italy, while the nationality of their members was a crucial factor in determining why of all minority religions, aside from the Jewish, it was this community which experienced the most oppressive police treatment in the Julian March region. The advent of the Italian Second Republic coincides with a phase of uncertainty about national identity. The 1990s was the decade in which Italy was no longer a country of emigration but became a land of immigration. Italian cinema registered this right away, and films on the topic of immigration continue to grow steadily. Paola Randi’s Into Paradiso is a rare comedy about immigration; this article shows how the film presents migratory dynamics and a ‘post-national’ feeling of identity. (...) The analysis focuses on the representation of space and stereotypes of masculinity, as well as the representation of those ‘Italian vices’ which have been, throughout the ages, an integral component of the Italian national identity project. Starting symbolically from a place of transit and mobility such as the Galleria in Naples, I look at the pace of immigration movements to Italy from both ex-colonial territories and other countries. Precarity characterizes the migrant condition in Italy: entrance and stay permits; work and housing, which are difficult to obtain and always temporary; bureaucratic control is severe and the right to citizenship is distant. The collective amnesia of the colonial enterprise obscures the fact that at least some of the (...) guests of today were the hosts of yesterday. I analyse these, and other aspects, in the literature of migration that in recent decades has emerged in Italy, focusing on women's writing and confronting the problem of how long it will take for this literature to receive recognition in the Italian literary canon. In women's narratives, precarity emerges in the journey of emigration, described as a real odyssey; in tensions over identity and language; in contrasting cultures of departure and cultures of destination; in the problematic concept of ‘home’. Racial and gender differences subsumed in the colour of skin are a recurrent motif. For women, hardships may be more deeply felt: isolation and loneliness is augmented by the distance from children and family; the relationship between past and present more troublesome as it often leads to a double oppression. independence is more fiercely fought for in the affirmation of identity. Finally, I show that, alongside conditions of isolation and despair, strength and hope in the new life emerge from these writings, touching on the importance of writing in Italian and on the motives leading to this choice. On June 29, 2019, Carola Rackete docked the rescue ship Sea-Watch 3 on the Sicilian island of Lampedusa, in defiance of a ban imposed by Italy's Interior Minister Matteo Salvini. The migrants rescued by the Sea-Watch 3 had been blocked at sea for the previous two weeks, making it to international headlines and sparking a heated debate around sovereignty and humanitarianism in the face of the European migration crisis. On her arrival, Rackete was arrested for refusing to obey a (...) military vessel and aiding illegal immigration.This paper investigates social media and international news discourses around the Sea-Watch 3 docking, to be regarded as a critical incident capable of catalysing attention and generating a significant media resonance. Results show how both social and traditional media contributed to the proliferation of misogynous attacks against Captain Rackete, at the intersection between right-wing populist discourses of Italian ‘sovranism’ and European anti-immigrationism. By triangulating the role of the media, intersectional hostility and populist ideology, this paper sheds light on how these three factors feed into each other in the discursive construction of the ‘Fortress Europe’ of present times. In the late 19th and early 20th centuries, more than 4 million Italians migrated to the United States of America (U.S.), which they regarded as a utopia. The film _The Legend of 1900_, which was inspired by Alessandro Baricco’s monologue _Nocecento_ and directed by Giuseppe Tornatore, tells the story about the genius pianist 1900, an orphan, who is fostered by Danny, a black coalman in the boiler room of an ocean liner, and whose parents are presumably Italian immigrants. Due (...) to immigration law, 1900, a man with neither identity, visa, nor legal papers, cannot legally set foot on American soil. As a genius pianist, his existence is nothing more than that of musician—an entertainer to passengers on the gigantic trans-Atlantic liner Virginian, the only place he is permitted to live. According to Michel Foucault’s notion of heterotopia, a ship is “a piece of floating space, a placeless place”—a vessel transporting people to the land of their dreams. However, 1900, who has no legal status, will never arrive in utopia aboard Virginian. He can only construct a heterotopia—a mirror of utopia—so that it to him is a utopia. In the eyes of the law, 1900 is a legally non-existent person on Virginian, a placeless place. However, it is this lawless heterotopia and isolation that create a genius. In this paper, I illustrate how Virginian, as a place outside the law of land, metaphorically gives birth to a pianist, 1900, and why 1900 at the end chooses not to leave the ship, while also discussing the meaning behind the film and the relationship between law and space. The Italian architectural historian Manfredo Tafuri developed a distinctive Marxist approach of critical analysis, which has prompted extensive responses. The reception of his work in the United States in the 1970s and 80s – the intervention of Fredric Jameson, especially – forms an important moment of historiographical mutation, in which the status of Tafuri’s politics holds an intriguing place: it was eviscerated in the very act of its affirmation. At stake is not simply the problems attending the transatlantic (...) class='Hi'>migration of a body of architectural theory, but also a question lying at the heart of Tafuri’s analysis: the problems of achieving social reforms, above all, in ‘working-class housing’. The difficulties encountered by projects to improve accommodation – from Weimar Germany and Red Vienna in the 1920s to the programmes of postwar Italy – provide the concrete material for Tafuri’s analysis while remaining a significant blind-spot within most of the commentary. Tafuri is here reappraised in the light of the political debates over the ‘neorealist architecture’ of the 1950s and the reform-policies of the Italian centre-Left in the early 1960s. Proceeding as if this formative moment never happened, Tafuri’s critics often engage in debates which confuse his critique of the building projects with political despair, and which appeal to enclave-building despite Tafuri’s explicit questioning of such strategies. Many studies have highlighted a substantial "bureaucracy domination" in procedures relating to migrants’ access to territory. This form of domination is marked by highly discretionary and arbitrary practices, enacted by the administrative authorities of the state. Only minor attention, however, has been devoted to the arbitrariness of judicial decisions and to the judicial role in general in the numerous proceedings that increasingly affect the path of migrants. This path is the main object of this paper. The study focuses on (...) class='Hi'>Italian case law in expulsion and detention proceedings of irregular third country national citizens and asylum seekers and presents qualitative empirical research on decisions issued by the competent national authorities. The results have been analysed using a selection of theoretical tools, all referable to the general concept of the rule of law. The judicial decisions on pre-removal detention proceedings in two case studies are examined: the jurisprudence on detention of irregular migrants, in different offices of the Justice of the Peace in Italy; and the case law on detention of asylum seekers in the Ordinary Tribunal of Rome. The assumption underlying the research is that various conceptions of the rule of law may have different explanatory power when it comes to explaining the empirical results. To verify this hypothesis, the study proposes an overview of the main rule of law doctrines in the Western tradition of political and legal thought and applies the method of historical-conceptual analysis. As a result, the explanatory power of six theoretical models of the rule of law was verified against the data with the view to highlight the virtues and vices of the respective explanatory frameworks. This article reaches a two-fold conclusion. First, as far as the explanatory frameworks are concerned: the results of the two case studies cannot be fully explained by any of the models considered in this study. This fact alone casts doubts on the explanatory power of these theories and calls for further research on judicial decision-making more generally. Secondly, a key finding of the study regarding the notions of discretion and arbitrariness is that the judicial approach which assures the highest protection of rights is also the one that is most easily influenced by arbitrariness. The author argues that this paradox can be easily dissolved by paying attention to the plural dimensions of arbitrariness. If we consider arbitrariness from a legal point of view, i.e. as an illegal decision, it is unsurprising that the authority that most uses its discretionary powers is also the one most at risk of abusing these discretionary powers and hence of exercising arbitrary power. However, if we consider arbitrariness from the point of view of philosophical-political theory, i.e. as a form of domination characterised by the absence of sufficient justification, it is unsurprising that the judicial approach which assures the highest protection of rights is also the one that takes its own role as guarantor of these rights and of the constitutional democratic legal order as such most seriously. This judicial approach thus most often risks exercising its power in criticisable ways, as compared to an authority much more in line with the requirements of law enforcement agencies. This chapter discusses the theological affinity between the Elizabethan church and Peter Martyr Vermigli, the Italian reformer who spent his later career in Zurich. Vermigli’s thought did not simply migrate from the continent to England. The discussion notes that Vermigli’s English experience as an exile was formative for the development of his political theology and that the English monarchy left an imprint on his subsequent Old Testament commentaries on the subject of kingship. Scottish Covenanters and English puritans in the (...) early seventeenth century nonetheless continued to find the work of Zurich reformers useful for refuting episcopacy. If the political theology of Vermigli was agreeable to the Elizabethan church, conformists associated Calvinism with political sedition on the grounds that reformation in Geneva was born out of revolution. Como testemunhou migrações em massa, expulsões forçadas e reconfigurações etnogeográficas sem precedentes, sabia o quanto uma fronteira pode ser carregada de significado cultural que transcende sua dimensão espacial. Ter esse tipo de consciência era ainda mais urgente tendo em vista ser esse um período histórico de transição, reconstrução e abertura, quando as políticas linguístico-culturais poderiam ser um meio de promover integração e aceitação do "estrangeiro". Esta contribuição parte desse quadro histórico-conceitual e busca analisar um fenômeno cultural de grande interesse na literatura italiana contemporânea: a presença "intrusa" crescente de escritoras das antigas colônias que escolheram escrever suas obras em uma língua estrangeira, o italiano, usando a escrita como um campo de experimentação, hibridismo cultural e criação de um espaço discursivo público que traz o olhar da mulher migrante.ABSTRACT In the midst of the Soviet Perestroika process, Yuri Lotman wrote his reflections on the concept of boundary. Having witnessed massive migrations, forced expulsions and unprecedented ethno-geographical reconfigurations, he knew how much a border can be loaded with a cultural meaning that transcends its spatial dimensions. To be aware of this was all the more urgent at a historic time of transition, rebuilding and opening, when linguistic-cultural policies could be a means of promoting integration and accepting the "foreigner." I added that this was the basis for a lesson in alterity that Europe can use (...) to define more uniquely its power (or lack of power—"puissance" vs. "im-puissance") in the world today. This idea might appear to be excessively optimistic, if not a delusion, but I wish to clarify what it means by examining the ideas of two Italian sociologists, Alessandro Dal Lago and Sandro Mezzadra. These two scholars have for a long time been engaged in analyzing the effects of postcolonial immigration in a Europe caught up in the process of globalization.In their essay "I confini impensati dell'Europa," they examine the way in which, in today's Europe, two meanings associated with "frontier" conflict with each other. They are referring to what Italian calls confini (which I would translate into French as frontières [English "frontiers"]) and frontiere (which I would translate into French as confins [English "confines"/"outer reaches"]).2 The end of the Cold War and the nullification of the Yalta agreements have reopened a historical and philosophical question with respect to the the very meaning we attach to the name "Europe." In the bloody wars that followed the disintegration of former Yugoslavia, that question took on a particularly dramatic form and prefigured other events of the same kind.Dal Lago and Mezzadra place this question in the context of the changes undergone by imperialism. The fight by the capitalist powers to control world resources and to impose a "Western-style" economic model upon the rest of the world is now becoming a full-scale battle that includes all the social, demographic, and humanitarian aspects that tend to impose a global constraint against the movement of peoples. This constraint is particularly felt in those "frontier-zones" in which political control coexists alongside military control (as in Yugoslavia), but where the two are violently separated. In these zones, men are at once displaced, forced into migration, yet also confined to house arrest. Here we are touching upon the profoundly equivocal nature of the "European" project:We can thus state that the frontiers of Europe have multiplied and diversified. As a consequence, the political concept of Europe has also significantly [End Page 36] fragmented. We might say that today there are as many distinct Europes as there are functions undertaken on the international stage by that nebulous continental entity. [...] This multiplication, however, cannot hide the chasm that separates on the one hand ideological or utopic pretentions to self-determination for the whole of Europe, and on the other the inescapable need strategically to align itself with the center of the Western empire, namely the USA. Recent global wars—such as the Gulf and Afghanistan wars—periodically remind us of this reality.[145]Dal Lago and Mezzadra go on to describe the self-fulfilling prophecy inherent in European discourse on identity and security, an ever more insistent discourse since the 1990s.3 This is true for the supporters of "populism" who, from Austria to Italy to Denmark have built their electoral successes on the concept of "unassimilable difference" and insecurity. It is also to be seen in the practices of European governments today and in the way civil societies are "conditioned." True, constructions that define identity (constructions identitaires) following the end of the Cold War have established nothing positive with respect to European identity, but they stigmatize a group of excluded people in order to mark the difference between Europe and the rest of the world. Essentially these refugees and migrant workers occupy that slot in society, both imaginary and real, of internal or domestic political enemies4 who are nothing more than a construct of the State. Migration und Armut sind eng miteinander verbunden. Für die meisten Migrant*innen ist Armut der Grund, ihre Heimat zu verlassen, um anderswo ein günstigeres wirtschaftliches Umfeld zu finden. Der Internationalen Organisation für Migration zufolge lag die Zahl der sogenannten Arbeitsmigrant*innen im Jahr 2015 weltweit bei 150,3 Millionen, bei einer Gesamtzahl von 247,6 Millionen Migrant* innen. Diese Zahlen erfassen Migrant* innen mit offizieller Arbeitserlaubnis und es ist anzunehmen, dass die Zahl von Arbeitsmigrant*innen ohne legale Dokumente deutlich höher ist.

Social scientific evidence suggests that labor migration can increase resilience to climate change. For that reason, some have recently advocated using labor migration policy as a tool for climate adaptation. This paper engages with the normative question of whether, and under what conditions, states may permissibly use labor migration policy as a tool for climate adaptation. I argue that states may use labor migration policy as a tool for climate adaptation and may even have a duty (...) to do so, subject to two moral constraints. First, states must also provide acceptable alternative options for adaptation so that the vulnerable are not forced to sacrifice their morally important interests in being able to remain where they are. Second, states may not impose restrictive terms on labor migrants to make accepting greater numbers less costly for themselves because doing so unfairly shifts the costs of adaptation onto the most vulnerable. Pourtant, l’appel à la main d’œuvre immigrée devient à nouveau stratégique avec le développement de la « silver economy » (économie des têtes argentées, autrement dit, du soin), le « réarmement industriel, technologique et scientifique », le besoin de travailleurs agricoles saisonniers. Le pacte européen sur la migration (...) et l’asile va à rebours : il s’agit d’empêcher les étrangers de fouler le sol des États membres par une « procédure à la frontière ». Les demandes d’asile seront désormais filtrées et examinées en amont des frontières européennes. En attendant, les migrants seront détenus dans un sas. Ce qui cimente les pays de l’Union, c’est le partage « équitable » du fardeau de la gestion de ces migrants, en passant des accords avec des pays prêts à gagner de l’argent pour ce gardiennage. This book offers a new approach to these and related questions. It identifies a particular vision of how we might apply the notion of justice to migration policy - and an argument in favor of expanding the ethical tools we use, to include not only justice but moral notions such as mercy.

This article argues that vehicles, roads and routes merit a much more central place in theorizations of migration politics. This argument is developed in terms of three theses. First, the study of migration politics should examine how vehicles feature in the public mediation of migration and border controversies. Second, it is important to analyze vehicles as mobile sites of power and contestation in their own right. Third, an understanding of the materiality of transportation helps to explain how (...) the vehicle can sometimes become a site of strategic political action. These arguments are in turn used to develop a concept of viapolitics as a contribution to literatures on migration, mobilities and power. Viapolitics orients us to see migration from the middle, that is, from the angle of the vehicle and not just the state. It also seeks to connect migration studies to the history of problematizations, cultural types and the mythopoetics of the road. (shrink)

This study investigates whether and how the corporate social responsibility (CSR) profile of a company transfers to another company when an executive leaves a firm. We integrate upper echelon and institutional theories, and develop a novel measure of CSR profiles to explore this issue with a longitudinal data set of executive migrations over a 14-year period. We find that migrated executives assimilate elements of their old firms’ CSR profiles into their new firms (i.e., narrowing the distance between the two firms’ (...) CSR profiles), and this is true for both CSR and corporate social irresponsibility (CSiR). This relationship is stronger when the migrating executive comes from a bigger firm with better social and financial performance than that of the new firm. We also find that the potential for improvement in CSR profiles in migration holds true for CSiR, but not CSR. Our findings have import for upper echelon theory and the managerial discretion afforded to executives regarding CSR decisions. (shrink)

It is often argued that development aid can and should compensate the restrictions on migration. Such compensation, Shachar has recently argued, should be levied as a tax on citizenship to further the global equality of opportunity. Since citizenship is essentially a ‘birthright lottery’, that is, a way of legalizing privileges obtained by birth, it would be fair to compensate the resulting gap in opportunities available to children born in rich versus poor countries by a ‘birthright privilege levy’. This article (...) sets out a defence of three theses. The first states that equality of opportunity is incompatible with, and cannot be achieved in, segregated territories. The second posits that to believe that material equality compensates the injustice of restrictions on movement is to commit a ‘sedentarist mistake’. The third affirms that any citizenship levy, including the egalitarian and non-sedentarist formula I’m proposing, would be better understood as a penalty rather than a tax. (shrink)

Nursing migration: global treasure hunt or disaster‐in‐the‐making?International nurse migration — moving from one country to another in the search of employment — is the focus of this article. The majority of member states of the World Health Organization report a shortage, maldistribution and misutilisation of nurses. International recruitment has been seen as a solution. The negative effects of international migration on the ‘supplier’ countries may be recognised today but are not effectively addressed.Nurse migration is motivated by (...) the search for professional development, better quality of life and personal safety. Pay and learning opportunities continue to be the most frequently reported incentives for nurse migration, especially by nurses from less‐developed countries. Career opportunities were considered key incentives for nurses emigrating from high‐income countries. Language was reported to be a significant barrier. The positive global economic/social/professional development resulting from international migration needs to be weighed against a substantial ‘brain and skills drain’ experienced by supplier countries. The vulnerable status of migrant nurses is also of concern in certain cases. The focus on short‐term solutions as opposed to resolving the problem of a worldwide shortage of nurses causes great concern. Recent initiatives attempt to curb or channel international recruitment. The delicate balance between recognising the right of individual nurses to migrate and a collective concern for the health of a nation’s population must be achieved. (shrink)

Climate change intersecting with complex socio-economic and political processes has produced distinctive patterns of crisis migration. However there exists a significant gap in understanding and theorizing these forms of migration creating significant policy challenges. Using a case study of an interstate migrant settlement in Bengaluru, India this article unpacks migration as an adaptation strategy through the lens of emotions. The article offers significant insights into how emotions affect the choice of migration as an adaptation strategy and (...) shapes the differential experiences of risks and vulnerability for different groups of people. Emphasizing such relational aspects of migration, the article calls for more research that develops a nuanced understanding of the emotional landscapes of migrants across migration pathways. In this chapter, I bring non-ideal theory to bear on the ethics of immigration. In particular, I explore what the obligations of liberal states would be if they were to attempt to implement migration arrangements that conform to liberal-cosmopolitan principles. I argue that some of the obligations states have are feasibility-insensitive, while some are feasibility-sensitive. I show that such obligations can have as their content both the inclusion and exclusion of prospective immigrants, and that they can be grounded in (...) the requirements of liberal justice, mere capacity to assist, as well as past or foreseeable contribution to harm. The chapter therefore explores the possibility of an international migration regime that takes human rights seriously whilst avoiding the twin pitfalls of strict immigration restrictions and the complete liberalization of immigration. Zur Begrundung dieser These wird zunachst die neuere Debatte um Migration anhand dreier Theoriestrange vorgestellt, die diese massgeblich strukturieren: der Kommunitarismus, der egalitaristische Kosmopolitismus und der liberale Nationalismus. Anschliessend werden die fur die Migrationsdebatte (...) entscheidenden Theoriegange in Kants politischer Philosophie erschlossen. Auf dieser Grundlage wird schliesslich die Produktivitat und systematische Relevanz von Kants Theorie fur die Hauptfragen der gegenwartigen Debatte herausgearbeitet und eine rechtsmoralische Migrationstheorie entworfen. This article sets out the principal ethical considerations for a just immigration policy. Advocates of a more liberal immigration regime have called for open borders or at least a more relaxed immigration policy. They argue that it is incompatible with basic rights such as freedom of movement, association, and opportunity. Furthermore, the use of coercion to prevent needy people from seeking opportunities abroad sits uneasily in a world of massive inequalities divided along geographical and state lines, as well as the (...) large number of refugees. At the other end of the spectrum, many individuals and groups protest immigration levels and their real or imagined effect on jobs, wages, and culture. The article briefly discusses the causes of migration and the implications of moral theory for immigration policy. It gives special consideration to the case of refugees and addresses the difficult question of how states should treat guest workers and undocumented immigrants. (shrink)
