Fraud in medical publications is an increasing concern. In particular, disciplines related to perioperative medicine—including anaesthesia and critical care—currently hold the highest rankings in terms of retracted papers for research misconduct. The dominance of this dubious achievement is attributable to a limited number of researchers who have repeatedly committed scientific fraud. In the last three decades, six researchers have authored 421 of the 475 papers retracted in perioperative medicine. This narrative review reports on six cases of fabricated publication in perioperative (...) medicine that resulted in the paper’s retraction. The process that led to the unveiling of the fraud, the impact on clinical practice, and changes in regulatory mechanisms of scientific companies and governmental agencies’ policies are also presented. Fraud in medical publications is a growing concern that affects perioperative medicine requiring a substantial number of papers to be retracted. The continuous control elicited by readers, by local institutional review boards, scientific journal reviewers, scientific societies and government agencies can play an important role in preserving the ‘pact of trust’ between authors, professionals and ultimately the relationship between doctors and patients. The article is devoted to identifying the concept of the meaning of life in the critical philosophy of A.I. Vvedensky, where special attention is paid to the methodological foundations and the historical and philosophical context. The formulation of the question about the meaning of life is one of the ultimate questions in philosophy, the answer to which makes it possible to determine the motives of human activity. In Vvedenskyʼs philosophy, the problem of goal-setting in life is revealed in the prism (...) of a key research intention – the construction of a scientifically revised worldview based on the principles of criticism. As a result, the question of life and its purpose is reduced to the formulation of the question of the logical permissibility and boundaries of questioning. The article attempts to reconstruct the philosopherʼs reasoning and identify the most significant definitions, which include morality, mental life, and the purpose of life. The disclosure of the concept of life in Vvedenskyʼs philosophy invariably requires consideration of the context in which the development of the philosopherʼs ideas takes place. Based on a comprehensive analysis, it is concluded that the concept of life is an extension of the main goal of Vvedenskyʼs research – the disclosure of the conditions for the formation of a reliable worldview, focused on the principles of scientific knowledge in accordance with moral values. Another important consequence is the provision on the priority of morality in relation to scientific and philosophical knowledge. The foundations of morality, to which the meaning of life belongs, can be presented only in a special form of applicability of critical reason – critical faith. Thus, the question of the specifics of critical metaphysics and the importance of differentiation of types and forms of faith in the work of the Russian neo-Kantian are clarified. (shrink)

Predmet ovog rada su eticki aspekti agresije NATO na SRJ, odnosno Srbiju, sprovodjene od marta do juna 1999. godine. Rad je koncipiran kao svojevrstan kriticki dijalog sa J. Habermasom, odnosno njegovim stavovima iznesenim u tekstu?Bestijalnost i humanost - rat na granici prava i morala?. Nakon kraceg prikaza Habermasovog stanovista, u uvodnom delu rada autorka razmatra moralne implikacije njegovog stava o hirurskoj preciznosti bombardovanja i principu postede civilnog stanovnistva kao karakteristikama ove agresije od, kako tvrdi ovaj autor, visokog legitimirajuceg znacaja. Potom se usredsredjuje na kljucni, deklarativno moralni argument kojim se agresija opravdavala - zastita ugrozenih ljudskih prava kosmetskih Albanaca i sprecavanje humanitarne katastrofe kojoj su, kako se tvrdilo, bili izlozeni. Temeljnom analizom ovog argumenta, koju autorka sprovodi u nekoliko koraka, ona zakljucuje da agresija nije bila, kako je Habermas tvrdio, rat na granici prava i morala, vec s onu stranu i prava i morala, situirana duboko u domen interesno motivisanih oruzanih akata americke spoljne politike. In the immediate post-Sputnik era, the member governments of theAtlantic community were deeply concerned about the growingquantity and quality of scientists and engineers in the SovietUnion, which threatened to outstrip the supply of manpower in theUnited States and Western Europe. One of the main tasks of theNATO Science Committee, formally established in December 1957,was to redress this educational imbalance. Its preferredinstruments were international scientific exchange and trainingin fields of basic science. This paper charts the actionsundertaken by this committee to strengthen (...) In the past two decades, Ukraine has significantly deepened its relations with NATO. Following Russia’s seizure of Crimea and instigation of conflict in the eastern Ukrainian region of Donbas in 2014, Ukraine’s interest in NATO entry has particularly intensified. According to public opinion polls in Ukraine, membership in the Alliance is critical to the country’s security. On the other hand, Russia presents the further expansion of NATO to the east as the main threat to its national security. (...) The current developments on the ground and the ongoing war between Ukraine and Russia will affect NATO’s attitude towards Ukraine’s membership prospects in the Alliance. The potential for further escalation of the war in Ukraine is significant, although it is more likely that the war will flare up and target Ukrainian forces and the civilian population, but the likelihood of the involvement of the Western Allies in the conflict is also more certain. Ukrainian authorities will have to limit their expectations for NATO membership and focus only on maximum cooperation with the Alliance. (shrink)

A disturbing question is whether NATO’s action implies that states endowed with the advanced military assets that were brought to bear against Serbia will adopt a casual policy on the conduct of limited war, a policy at odds with the lessons of the twentieth century.

Kljub temu, da je bil Louis Rossel eden vodilnih akterjev v francoski državljanski vojni, se ga veliko manj spominjamo in je tudi veliko manj spoštovan kot vodilni misleci komune. Tu analiziram njegovo sodelovanje pri tem dogodku in pri predhodni kampanji Nacionalne obrambe, opirajoč se pri tem tako na biografijo Edith Thomas kot na Rosslova lastna posthumna dela. Prevladujoča domneva, da je Rossla motivirala lastna ambicioznost, ki naj bi bila pogubna za usodo komune in nasprotujoča njenim revolucionarnim egalitarnim načelom, se na (...) podlagi obstoječih dokazov zdi poenostavljena. Še več, takšni domnevi lahko nasprotujemo z interpretacijo komune in državljanske vojne v Franciji kot drame, še posebej če se navežemo na dela Jeana-Pierra Vernanta in Pierra Vidala-Naqueta o grški tragediji. In the late 1950s the North-Atlantic Treaty Organization (NATO) made a major effort to fund collaborative research between its member states. One of the first initiatives following the establishment of the alliance's Science Committee was the creation of a sub-group devoted to marine science: the Sub-committee on Oceanographic Research.This paper explores the history of this organization, charts its trajectory over the 13 years of its existence, and considers its activities in light of NATO's naval defence strategies. In particular (...) it shows how the alliance's naval commands played a key role in the sub-committee's creation due to the importance of oceanographic research in the tracking of enemy submarines. The essay also scrutinizes the reasons behind the committee's dissolution, with a special focus on the changing landscape of scientific collaboration at NATO. The committee's fall maps onto a more profound shift in the alliance's research agenda, including the re-organization of defence research and the rise of environmentalism. (shrink)

This book presents 12 essays that focus on the analysis of the problems prompted by cyber operations. It clarifies and discusses the ethical and regulatory problems raised by the deployment of cyber capabilities by a state’s army to inflict disruption or damage to an adversary’s targets in or through cyberspace. Written by world-leading philosophers, ethicists, policy-makers, and law and military experts, the essays cover such topics as the conceptual novelty of COs and the ethical problems that this engenders; the applicability (...) of existing conceptual and regulatory frameworks to COs deployed in case of conflicts; the definition of deterrence strategies involving COs; and the analysis of models to foster cooperation in managing cyber crises. Each essay is an invited contribution or a revised version of a paper originally presented at the workshop on Ethics and Policies for Cyber Warfare, organized by the NATO Cooperative Cyber Defence Centre of Excellence in collaboration with the University of Oxford. The volume endorses a multi-disciplinary approach, as such it offers a comprehensive overview of the ethical, legal, and policy problems posed by COs and of the different approaches and methods that can be used to solve them. This research paper emphasizes the importance of NATO’s adaptation to non-traditional threats in maintaining stability and security in the changing security environment. It highlights the need for NATO allies to prioritize the development of strategies and action plans that address emerging issues such as new technologies, energy security, climate change, hybrid threats, and cyber threats. The paper suggests that in order to effectively counter these non-traditional threats, NATO must remain current with the latest technological advancements. As such, (...) the paper recommends that NATO allies develop new strategies and action plans without delay to counter these threats and ensure security. The relevance of NATO can only be ensured through its transformation and adaptation, which in turn makes its existence self-justified. (shrink)

The article is an attempt to answer the question about the state of Poland’s security after the first decade of the twenty-first century, what are its determinants, what kind of challenges Poland faces and which of them may turn into a threat and which into an opportunity, or what Polish potential is and which of its components determine its position on the international arena. It is achieved through a detailed analysis of actions undertaken by Poland in the international arena to (...) strengthen its international position as well as the level of its security. Thus, the aim is to identify those determinants which may contribute to establishing a stronger position and which can create problems and become a formidable challenge in the context of various aspects of security, and even develop into a threat. Unfortunately, the picture which comes out of the above mentioned analysis is not optimistic and the impression is that Poland did not use the chance it was given after the accession to the NATO and the EU. El noúmeno se erige en límite ideal de conocimiento para la progresión de la razón hacia lo incondicionado, con valor, entonces, no cognoscitivo sino regulativo. Sobre esa tesis kantiana versal, la irrealidad de lo cognoscible en su comisión objetiva (la objetualidad de lo sólo (...) óntico transluce su ontologización como irreal - fenomenológico) y la transfenomenalidad del en sí agostado en la apariencia (despliegue del ser en el espectro completo de manifestaciones ante conciencia que detrae la realidad al noúmeno, relegado a mera ficción), el libro ensaya patrones de lectura del hiato objeto - sujeto, procurando cauces a la metafísica e imponiendo barreras indelebles a la ciencia, en un recorrido que arranca en el mythos y en la anáfora filogenética del enigma de Edipo. La topología freudiana del aparato psíquico servirá de base para una división de las edades del espíritu que reelabora la propuesta de Comte, asociando el super - yo a la era teocrática de prominencia de la faz acognitiva (vivencia del noúmeno como realidad metafísica significativa en sí misma, no puro ideal, con la jerarquía y envolturas del mundo medio como consecuencia sociológica y el supra - egocidium místico, implosión del superyo decisiva para el renacer -teorema de Thomas-), el yo a la era crítica (inflación utópico - normativa del noúmeno y restrictiva adhesión epistemológica a lo fenoménico en una época que conserva la ilusión transcendental), ambas, etapas de bipolaridad con quiásmica descompensación facial, y el ello, en fin, al orden positivista unifacial surgente con la revolución industrial y el vitalismo que, en sus directrices primarias, sanciona el estatuto canónico del noúmeno, abonándose al fenómeno y abrazando la inmanencia como única solución de fe.
