Most contemporary political science researchers are advocates of multimethod research, however, the value and proper role of qualitative methodologies, like case study analysis, is disputed. A pluralistic philosophy of science can shed light on this debate. Methodological pluralism is indeed valuable, but does not entail causal pluralism. Pluralism about the goals of science is relevant to the debate and suggests a focus on the difference between evidence for warrant and evidence for use. I propose that case (...) study research provides evidence for use through providing information that bears on the applicability of causal generalizations and risk assessment. (shrink)

In its most recent form, the debate about the relationship between quantitative and qualitative methodology in political science has been shaped by the publication of Designing Social Inquiry: Scientific Inference in Qualitative Research by Gary King, Robert O. Keohane, and Sidney Verba in 1994 (hereafter DSI). The focus of this debate has been case study research. DSI advocates that qualitative research, particularly case study research, be modeled on the template of quantitative research. The authors claim that all research (...) has the same logic of inquiry and that this is most clearly exemplified in quantitative work. I argue that the underlying philosophy of science of DSI is monistic and positivistic in ways not productive for understanding various different purposes that political science knowledge may have. Different methodologies have different strengths and so are suited to different ends. I examine this in relation to Julian Reiss’s discussion of different concepts of causality and argue that case study research is suited to understanding causal mechanisms in ways that make such research better suited to inform policy decisions. I finish with an example using David Fearon’s 2006 Congressional Testimony on Iraq. (shrink)

Political methodologists have long sought to develop standards that can guide political scientists in the process of concept formation. Yet, the methodology literature has struggled to provide satisfactory solutions to the fundamental problem of conceptualization: for any given concept, there are a large number of attributes one could postulate as its defining characteristics, and it is unclear how to adjudicate between different possible definitions. We leverage the fact that the theory within which a concept appears places important restrictions (...) on concept formation: conceptualizations entail ontological claims that need to be consistent with those of the theories in which they appear. Political science research, particularly in international relations and comparative politics, has increasingly become dominated by statistical and formal approaches. The promise of these approaches shifted the methodological emphasis away from case study research. In response, supporters of case study research argue that case studies provide evidence for causal claims that is not available through statistical and formal research methods, and many have advocated multimethod research. I propose a way of understanding the integration of multiple methodologies in which the (...) causes sought in case studies are treated as singular causation and contingent on a theoretical framework. Interpretive Political Science is the second of two volumes featuring a selection of key writings by R.A.W. Rhodes. Volume II looks forward and explores the 'interpretive turn' and its implications for the craft of political science, especially public administration, and draws together articles from 2005 onwards on the theme of 'the interpretive turn' in political science. Part I provides a summary statement of the interpretive approach, and Part II develops the theme of blurring genres (...) and discusses a variety of research methods common in the humanities, including: ethnographic fieldwork, life history, and focus groups. Part III demonstrates how the genres of thought and presentation found in the humanities can be used in political science. It presents four examples of such blurring 'at work' with studies of: applied anthropology and civil service reform; women's studies and government departments; and storytelling and local knowledge. The book concludes with a summary of what is edifying about an interpretive approach, and why this approach matters, and revisits some of the more common criticisms before indulging in plausible conjectures about the future of interpretivism. Case study research was once the primary methodology of research in political science. The shift to other methodologies in recent decades suggests has led to a devaluing of these approaches. This article explores six roles for case studies in the social sciences and argues that an understanding of the multiple aims of research supports a methodological pluralism that includes case study research.

This special issue of Human Rights Review is devoted to an exploration of the current human rights research agendas within the political science discipline. Research on human rights is truly an interdisciplinary quest in which various epistemologies can contribute to each other and form a larger dialogue concerning rights and wrongs. This special issue is devoted to an expansive understanding of the state of research on human rights in the political science discipline. One common theme throughout (...) these contributions is the need for a more nuanced conceptualization of human rights, tools to promote these rights and as social scientists, methodologies employed to study these rights. A second theme is the policy relevance that can be derived from our empirical analysis. This volume demonstrates that the integration of theoretically and normatively rich concepts, empirical social science, and policy relevance do not have to be mutually exclusive when studying human rights. Though scholars have long acknowledged the vital role of affect in politics, recent research has sought to more thoroughly integrate emotions into models of political behavior. Emotions may prove to be the missing piece in a variety of puzzles with which political scientists have struggled for decades. At its core, democracy poses a collective action problem. For each individual citizen, the cost of productive political engagement often outweighs the additional policy benefits to be gained from such behavior. (...) However, for a variety of reasons, emotions appear to motivate citizens to at times break out of “cold” individual utility calculation and engage in politics. Still, emotions may also bias information processing, so scholars should keep this in mind as we continue to build on our understanding of emotion’s role in politics. (shrink)

The conceptual history of politics in post-WWII (West-) Germany is connected to the history of academic political science. From the Bundestag plenary debates (beginning in September 1949) both the controversies on the political science itself and the contributors of both contemporary scholars and the ‘classics’ of the understanding of politics can be studied. The digitalisation of parliamentary debates opens up new chances for conceptual research in this regard. The article studies the conceptual commitments in the use (...) of the discipline titles (Politikwissenschaft, Politische Wissenschaft, Politologie, Politikforschung, Politische Theorie, also political science) and actors (Politologe, Politikprofessor, Politstudent etc), and looks at who is mentioned in debates, for example, political scientists in early West Germany (Dolf Sternberger, Theodor Eschenburg, Wilhelm Hennis), and political theorists (Max Weber, Carl Schmitt, Hannah Arendt), Formulae from Weber’s Politik als Beruf seem to be most frequently evoked in the Bundestag. The purpose of this article is to explore some of the non-obvious characteristics of the social science research-social policy (SSRSP) paradigm. We examine some of the underlying assumptions of the readily accepted claim that social science research can lead to the creation of rational social policy. We begin by using the framework of meta-analysis as one of the most powerful means of informing policy by way of empirical research findings. This approach is critiqued and found wanting in several (...) ways. Several conceptual and definitional issues connected to the term “policy” are explored as well. A central argument is that even the best social science research is no guarantee of enlightened policymaking because the very (inductive) basis of empirical research militates against the possibility of going from research findings to policy. This claim is explored within the context of a central paradox. This paradox is explored in some depth. Finally, within the SSRSP claim, we analyze related issues such as the possibility of utilizing Mixed Methods and the politics of policymaking. We conclude that the SSRSP framework is, at best, a subjective one which ironically is needed, but one which is constrained by the very methods that is uses to formulate policy. (shrink)

Integrity ought logically to be a particularly important concept within political science. If those acting within the political system do not have integrity, our ability to trust them, to have confidence in their actions, and perhaps even to consider them legitimate can be challenged. Indeed, the very concept of integrity goes some way towards underwriting positive views of political actors. Yet, despite this importance, political science as a discipline has perhaps focused too little on (...) questions of integrity. Where political science has looked at the subject of integrity, it has often done so without using the specific linguistic formulation “integrity”. Most commonly, the focus has instead been on “corruption”—a strand of research which has produced results that cannot always be translated into discussions of integrity, by virtue of its narrower focus upon the “negative pole” of public ethics. Other measures, such as “Quality of Government”, focus on positive attributes, notably impartiality, but this also fails fully to capture the notion of integrity: dishonesty can be impartial. Specific formal “codes” used within public life and among political practitioners can be much more nuanced than the most widely used measures, and can be much closer to what we understand—academically—as “integrity”. This paper argues that the hard conceptual and empirical work of elaborating integrity into a fully operationalizable concept offers the potential reward of an analytical concept that is more closely aligned with political reality. This article concerns the relevance of postfoundationalism, including the ideas of Michel Foucault, for political science. The first half of the article distinguishes three forms of postfoundationalism, all of which draw some of their inspiration from Foucault. First, the governmentality literature draws on Marxist theories of social control, and then absorbs Foucault’s focus on power/knowledge. Second, the post-Marxists combine the formal linguistics of Saussure with a focus on hegemonic discourses. Third, some social humanists infuse Foucauldian themes into the (...) New Left’s focus on culture, agency and resistance. The second half of the article then describes a research program that may bring together these varieties of postfoundationalism. This research program includes aggregate concepts that overtly allow for the constitutive role of meanings in social life and the contingent nature of these meanings. The concepts are: situated agency, practice and power. A postfoundational research program also needs concepts that demarcate a historicist form of explanation, that is, concepts such as narrative, tradition and dilemma. Finally, this research program contains specific empirical focuses to link these aggregate and explanatory concepts back to governmentality, post-Marxism and social humanism. (shrink)

Epistemologies and research methods are not free of metaphysics. This is to say that they are both, supported by (or presumed by), and support (or presume) fundamental ontologies. A discussion of the epistemological foundations of "multimethod" research in the social sciences—in as much as such research claims to unearth "causal" relations—therefore cannot avoid the ontological presuppositions or implications of such a discussion. But though there isn’t necessarily a perfect correspondence between ontology, epistemology, and methodology, they do constrain each other. As (...) such it is possible to make methodological choices that are at odds with one’s (implicit) ontology or argue from an ontology that is inconsistent one’s choice of methods.Yet lack of recognition of this fact has hampered methodological discussions in political science, especially with respect to the discussion on the merits of multimethod research. The ontology implicitly accepted in such discussions is "reductionist" and "regularist," that is, one that respectively defines causes in terms of noncausal relations and states of affair and affirms that such noncausal relations are regularities in nature. This article will argue that any attempt to fit "multimethod" research (where "multimethod" signifies some combination of inferential statistics and case studies) within this narrow ontology is destined to fail since such a metaphysics logically cannot accord case studies a necessary or sufficient role in the in the establishment of causal relations. However, there are metaphysical positions within the ambit of an empiricist philosophy of science that can accommodate multiple methods without contradiction. The article discusses two such ontologies and suggests ways in which they might allow the establishment of a coherent epistemological foundation for multimethod research, however, within a decidedly empiricist philosophy of science. Many journals in the physical sciences require authors to submit assurances of compliance with human subjects and other research ethics standards. These requirements do not cover all disciplines equally, however. In this paper we report on the findings of a survey of perceptions of ethical and managerial problems from journal editors in political science and related disciplines. Our results show that few journals in political science require assurance statements common to journals for other scientific disciplines. The Milgram obedience experiments called into question the limits of obedience to authority figures. The perverse consequences of concerns over the Milgram experiments are that researchers must now submit to the authority of ethics review boards and that researchers are considered prima facie to be threats to participants. These assumptions are questioned widely by social science researchers, but this article argues that these assumptions seem to have blinded analysts to the possibility that there may be a group of participants (...) that might also be threatened by the power of authority figures in a research situation—researchers. Regarding the second point, social science researchers “interviewing up” may themselves be threatened, whether overtly or covertly, by their participants’ relative authority and power. In cases where researchers work with extraordinarily powerful respondents, what might IRBS and the researchers they work for learn from the Milgram experiments? (shrink)

Contrary to economics or history, for example, there does not exist an organized field dedicated to the philosophy of political science. Given that the philosophical issues raised by political science research are just as pressing and vibrant as those raised in these more organized fields, fostering a field that labels itself Philosophy of Political Science (PoPS) is important. PoPS is advanced here as a fruitful meeting place where both philosophers and practicing political scientists (...) contribute and discuss—with philosophical discussions that are close to and informed by actual developments in political science, making philosophy of science continuous with the sciences in line with contemporary naturalist philosophy of science. Political science and economic science . . . make use of the same language, the same mode of abstraction, the same instruments of thought and the same method of reasoning. (Black 1998, 354) Proponents as well as opponents of economics imperialism agree that imperialism is a matter of unification; providing a unified framework for social scientific analysis. Uskali Mäki distinguishes between derivational and ontological unification and argues that the latter should serve as a constraint for the former. (...) We explore whether, in the case of rational-choice political science, self-interested behavior can be seen as a common causal element and solution concepts as the common derivational element, and whether the former constraints the use of the latter. We find that this is not the case. Every year, an increasing number of scholarly and popular works on issues relating to the relationship between the fields of religion and politics appear around the world, especially in the English-speaking world. This shows, on the one hand, the growing importance and relevance of these problems, and on the other, the great interest of researchers in such issues. These works focus primarily on the connections and processes that take place in the world of Islam, in particular at the junction of (...) the Islamic Christianity. Based on this, we can say that in our eyes a new scientific discipline is being created, which, on the model of existing religious disciplines, can be called the political science of religion. Decentralized autonomous organizations (DAOs) are a new, rapidly-growing class of organizations governed by smart contracts. Here we describe how researchers can contribute to the emerging science of DAOs and other digitally-constituted organizations. From granular privacy primitives to mechanism designs to model laws, we identify high-impact problems in the DAO ecosystem where existing gaps might be tackled through a new data set or by applying tools and ideas from existing research fields such as political science, computer science, (...) economics, law, and organizational science. Our recommendations encompass exciting research questions as well as promising business opportunities. We call on the wider research community to join the global effort to invent the next generation of organizations. (shrink)

In a way true of no other political system, Japan's greatness has the potential to enliven and reform almost all the main branches of Western Political Science. David Williams criticizes Western social science, Anglo-American Philosophy and French Theory and explains why mainstream economists, historians of political thought and postculturalists have ignored Japan's modern achievements. Philosophers of social science have emphasized mechanistic approaches to causal inquiry for some time now, showing why focusing on the mechanisms behind correlations is preferable to focusing on correlations alone (cf. Johnson 2006, Little 1991, Reiss 2007, 2009, Steel 2004, see also King, Keohane, and Verba 1994 for an example of purely correlational research). In Process Tracing: from Metaphor to Analytic Tool, political scientists Andrew Bennett and Jeffrey Checkel present a concrete method for finding evidence of causal mechanisms, (...) process tracing. Process tracers give evidence for causal relations in terms of the observable implications of the underlying causal mechanisms through which a putative cause affects some effect of interest. Such observable implications often take the form of a chain of events, or process, which connects cause and effect. Though Process Tracing contains applications of mechanistic reasoning unfamiliar to philosophers, and as such will be of interest to those working in the mechanist tradition, Bennett and Checkel’s own discussion of the philosophical foundations of process tracing is limited. The reader will have to delve deep into the volume’s contributed chapters for links between the literature on causation and this new method. (shrink)

Jürgen Habermas’s theories have received enormous attention in the public sphere as well as in political science. It is therefore surprising that his method, rational reconstruction, is not more debated. In political science the method is of particular interest because of its ambition to bridge the gap between empirical and normative approaches. In this article the author traces Habermas’s interest in rational reconstruction by going back to his writings on theory and practice and subsequently shows what (...) the method’s main principles are. He then specifies how this methodological conception is used in Habermas’s political theory. Finally, the introduction of an empirical design allows the author to discuss one of the fundamental tensions in Habermas’s approach: the hypotheses arrived at through rational reconstruction are empirical hypotheses but cannot be tested by empirical means. Evidential pluralism has been used to justify mixed-method research in political science. The combination of methodologies within case study analysis, however, has not received as much attention. This article applies the theory of evidential pluralism to causal inference in the case study method process tracing. I argue that different methodologies for process tracing commit to distinct fundamental theories of causation. I show that, problematically, one methodology may not recognize as genuine knowledge the fundamental claims of the other. By (...) evaluating the epistemic reliability of these fundamental claims, we can find a way out of such conflicts and rescue pluralism. (shrink)

In this chapter, I review different ways of dealing with values in science that philosophers have developed. I also examine how these play out in practice in contemporary political science debates. In particular, I scrutinize transparency (analyzing the Data Access and Research Transparency (DA-RT) debate in political science), representativeness (using research on central banking as an example), and, citizen engagement (considered in International Political Economy) as three conditions to make the influence of values in (...) science justifiable. Doing so, I defend strategies of dealing with values that go beyond the individual researcher, rather focusing on the role social-epistemic processes play in improving our collective epistemic practices and outputs. Hopefully, this chapter will engage political scientists to reflect on their strategies of dealing with value influences in science as well as help philosophers further developing these strategies – which would benefit from more social and political analysis. Research Ethics, Volume 18, Issue 1, Page 24-38, January 2022. Are social science, cross-border research projects, where recruitment and data collection are carried out remotely, required to follow similar ethical and data-sharing procedures as ‘on-the-ground’ studies that use traditional means of recruitment and participant engagement? This article reflects on our experience of dealing with this question when we had to switch to online data collection due to the restrictions posed by the COVID-19 pandemic, such as the inability to travel (...) or work in person with local communities and collaborators. Using social media platforms and online data collection when conducting research brings many advantages, such as being able to communicate remotely but directly with gatekeepers and collaborators, and in reaching potential participants on a global scale. However, neither the guidelines and advice for conducting ethically sound internet-based research, nor the academic literature focussed on building equitable research partnerships between the Global North and the Global South, offer much information regarding the ethical concerns, or address the grey areas, posed by this type of digital and distanced transnational research. In our experience, conducting research remotely made negotiations of access very challenging due to the politics of positionality between Global North and South researchers, lack of clarity on ethical processes and perceptions of gatekeepers who we could not meet in person. We hope the reflections on, and discussion of, our experience encourage deliberation on the present ethical challenges posed by online and social-media-disseminated data collection, particularly in cross-border circumstances. Polar research is used to show how politics may intermingle with science to safeguard national interests in times of dramatic international change.

Natural experiments are an increasingly popular research design in political science. This popularity raises a number of questions. First, what are natural experiments and why are they appealing? Second, what makes a good natural experiment? And finally, are natural experiments able to provide resources for knowledge production that other methodologies cannot or do not provide? Using Mary Morgan’s and Thad Dunning’s recent work on natural experiments, I offer answers to the first two questions and use the analysis to (...) argue that natural experiments highlight features of knowledge production that support methodological pluralism and the multiple aims of research. Baez and Boyle provide evidence that educational research is inherently political and shapes how we look at the world, what research questions we ask, and what counts as a valid answer. They show how those who hold powerful governmental and academic positions advocate for and limit funding to research that is positivistic and elevates the natural sciences above all other forms of science. Such an approach not only marginalizes other forms of science but also slights ethical questions (...) of good and right action. Moreover, this narrow view of science guides what research the government, foundations, and corporations fund, what academic journals are held up as most prestigious, which research is published, and what .. This book is the first comprehensive study to respond to the ongoing debates on political sciences’ fragmentation, doubtful relevance, and disconnect with the larger public. It explores the implications of the argument that political science ought to become more topic-driven, more relevant and more comprehensible for "lay" audiences. Consequences would include evolving a culture of public engagement, challenging tendencies toward liars’ rule, and emphasizing the role of “large” themes in academic education and research, the latter being identified (...) as those areas where severe democratic erosion is occurring – such as escalating income and wealth disparities pushing democracy towards plutocracy, ubiquitous change triggering insecurity and aggression, racist prejudice polarizing societies, and counter-terrorism strategies subverting civil liberties. Political science needs to address these pressing problems ahead of other issues by in-depth research and broadly accessible public narratives, including solution-orientated normative notions. This paper uses the controversy surrounding abstinence-only education to depict the current struggle between US government policy and science. The paper demonstrates the way in which this fight over science has become a communications battle and how the internet has become the vehicle through which ideology is able to masquerade as science. In addition, this paper identifies the damage to public health programs, and the ethical problems of providing selected information and misinformation to teenagers. Part of the (...) resolution may be for scientists to become better communicators to the public about scientific principles and findings. If scientists are interested in improving sexuality education, we need to rely on science but may find it more advantageous to reframe our arguments around themes that perhaps have greater cultural salience.
