As predicted by Duverger’s Law, the UK has two-party competition in each electoral district. However, there can be different patterns of two-party competition in different districts (currently there are five), so that there have usually been more than two effective parties in the Commons. Since 1874 it has always contained parties fighting seats in only one of the non-English parts of the Union. These parties wish to change the Union by strengthening, weakening, or dissolving it. By calculating the Penrose (...) class='Hi'>power index for all parties in the House of Commons for all General Elections since 1874, we identify the occasions on which a party that wished to modify the Union was pivotal. We explain various acts (e.g, the Crofters Act 1886; the first three Irish Home Rule Bills; the Parliament Act 1911) and non-acts (e.g. the failure to enact female suffrage before 1914) by reference to the Penrose indices of the non-English parties. The indices also explain how and why policy towards Scotland, Wales and Northern Ireland changed, and did not change, in the 1970s. (shrink)

The first step in education's long road to respectability lay in the ability of its proponents to demonstrate that it was worthy of collaborating with traditional disciplines in the syllabus of higher learning. The universities where the infant discipline of education was promoted benefited from scholars who engaged in teaching and research with enthusiasm and preached the gospel of scientific education. These schools-Teachers College/Columbia University, the University of Chicago, and Stanford University-gained a reputation as oases of pedagogical knowledge. Soon, public (...) and private colleges alike introduced professional academic programs for the preparation of teachers. Foremost among the subjects for these programs was education philosophy, with its long history and the impeccable credentials of its ancient and modern expositors. Although the principal focus of this study is the history of educational philosophy in colleges and universities, it also recognizes educational philosophy's antecedents. Chapters cover ancient roots, Christian educational theory, educational theory and the modern world, philosophy and education in early America, development of philosophies of education, disciplinary maturity for educational philosophy, and prospects. We review the properties of Global Index Grammars (GIGs), a grammar formalism that uses a stack of indices associated with productions and has restricted context-sensitive power. We show how the control of the derivation is performed and how this impacts in the descriptive power of this formalism both in the string languages and the structural descriptions that GIGs can generate.

Axelord’s [(1970), Conflict of Interest, Markham Publishers, Chicago] index of conflict in 2 × 2 games with two pure strategy equilibria has the property that a reduction in the cost of holding out corresponds to an increase in conflict. This article takes the opposite view, arguing that if losing becomes less costly, a player is less likely to gamble to win, which means that conflict will be less frequent. This approach leads to a new power index and (...) a new measure of stubbornness, both anchored in strategic reasoning. The win probability defined as power constitutes an equilibrium refinement which differs from Harsanyi and Selten’s [(1988), A General Theory of Equilibrium Selection in Games, MIT Press, Cambridge] refinement. In contrast, Axelrod’s approach focuses on preferences regarding divergences from imaginary outmost rewards that cannot be obtained jointly. The player who is less powerful in an asymmetric one-shot game becomes more powerful in the repeated game, provided he or she values the future sufficiently more than the opponent. This contrasts with the view that repetition induces cooperation, but conforms with the expectation that a more patient player receives a larger share of the pie. (shrink)

This paper advances the thesis that sensory concepts have as a semantic component the first-person indexical. It is argued that the private nature of our access to our own sensations forces, in our talking about them, an indexical reference to the inner states of the speaker in lieu of publicly accessible properties by which reference is usually fixed. Indexicals, such as ‘here’, can be understood despite ignorance of their referent. Such is the case with sensory terms. Furthermore, the thesis that (...) sensory terms are indexical has considerable explanatory power. I give two examples: firstly, I argue that clashes of intuition over Block's ‘inverted spectrum’ thought experiment can be explained by appeal to semantic properties of indexicals. Secondly, I argue that multiple realisability intuitions can be shown to be consistent with the view that sensations are type-identical with brain states. (shrink)

Power differentials are a ubiquitous feature of social interactions and power has been conceptualised as an interpersonal construct. Here we show that priming power changes the sense of agency, indexed by intentional binding. Specifically, participants wrote about episodes in which they had power over others, or in which others had power over them. After priming, participants completed an interval estimation task in which they judged the interval between a voluntary action and a visual effect. After (...) low-power priming, participants judged intervals to be significantly longer than judgments after high-power or no priming. Thus, intentional binding was significantly changed by low-power, suggesting that power reduces the sense of agency for action outcomes. Our results demonstrate a clear intrapersonal effect of power. We suggest that intentional binding could be employed to assess agency in individuals suffering from anxiety and depression, both of which are characterised by reduced feelings of personal control. Beliefs are commonly analyzed as binary relations between subjects and propositions. Perry and Lewis have shown that the standard account has difficulties in handling self-locating beliefs. Robert Stalnaker has recently put forward a version of the standard account that is supposed to overcome this problem. Stalnaker's motivation for defending the propositional account of belief is that it comes with a simple and powerful propositional model of communication. In this paper I argue that Stalnaker's proposal fails. The only way of upholding (...) the propositional account of belief is by abandoning the simple account of communication. (shrink)

The problem of generalizing the power option-pricing model to incorporate more empirical features becomes an urgent and necessary event. A new power option pricing method is designed for the financial market uncertainty that simultaneously involves randomness and fuzziness. The randomness in market uncertainty is modeled by a time-fractional diffusion model, which describes trend memory in underlying asset prices. The fuzziness in market uncertainty is characterized by a triangular interval type-2 fuzzy numbers, which better captures the fuzziness of underlying (...) asset prices. Considering the decision-maker’s subjective judgment, we show the price mean value with the possibility-necessity weight and pessimistic-optimistic index under the type-2 fuzzy environment. We develop the power option pricing model with the time-fractional diffusion model and the triangular interval type-2 fuzzy numbers. Furthermore, the analytic solutions of pricing call power option and put power option are obtained and verified by the variational iterative reconstruction method. Our study shows that power option pricing, which adopts the time-fractional model and the triangular interval type-2 fuzzy numbers, can better capture the trend memory and double fuzziness of the real market. In addition, a numerical example is provided to illustrate that the power option means the value is decreasing with respect to the pessimistic-optimistic index and is fluctuating with respect to the possibility-necessity weight index. This study examines the effect of directors’ human and social capital on the level of corporate social responsibility disclosures by drawing on insights from a resource-based view. It also investigates the effect of chief executive officer power on this relationship. Data were obtained from annual reports of companies listed on the Dhaka Stock Exchange in Bangladesh from 2005 to 2013. We employ outside directors’ experiences and expertise as a proxy for board capital and measure CEO power using a (...) ‘power index’ that comprises CEO duality, ownership, tenure and family CEO status. Results show that board capital is positively associated with CSR disclosure levels; however, CEO power is negatively associated with CSR disclosures and reduces the effect of board capital on CSR disclosures. Thus, we conclude that although board capital can improve CSR practices, CEO power can also inhibit these practices. (shrink)

In his paper, “Descriptions, Indexicals, and Belief Reports: Some Dilemmas (But Not the Ones You Expect)” (Mind 104, (1995)), Stephen Schiffer presents a powerful argument against anyone who accepts a Russellian account of definite descriptions (including incomplete descriptions) and who also accepts a direct referential account of indexicals. On the one hand, the most plausible version of the Theory of Descriptions, namely, the Hidden-Indexical Theory of Descriptions, entails that a speaker who uses an incomplete description, “the F”, referentially means some (...) description-theoretic, object-independent proposition by an utterance of a sentence of the form, “The F is G”. On the other hand, since speaker meaning supervenes on one’s psychological states, what holds for referential uses of incomplete descriptions must also hold for referential uses of indexicals and demonstatives. In other words, speakers who produce literal, referential, indexical utterances of the form, “" is G” also mean some description-theoretic proposition by their utterances. Furthermore, the Russellian has no non-arbitrary reason for preferring a direct referential account of indexicals, which he should accept, to a rival, incompatible account which treats indexicals as disguised descriptions. In my paper, I argue that the Russellian does have such a reason: the rival account cannot explain all the relevant speaker meaning facts that the direct reference theory can. I conclude the paper by defending the Russellian view that, in producing a referential utterance of “the F is G”, a speaker can mean a description-theoretic proposition and, in addition, mean an object-dependent proposition involving the speaker’s referent. Brams’ paradox of new members and Shenoy’s paradox of smaller coalitions are, in a sense, equivalent. They are both implied by the monotonicity of a power index: while the first is exhibited on every simple game that is not strong, the latter can be observed on every simple game in which players are not almost symmetric. For the Shapley–Shubik index, this symmetry condition is not only necessary but also sufficient to avoid the paradox of smaller coalitions.

In this paper, we use Saaty's Eigenvector Method and the Power Method as well as Ω=1, 2, ⋯ , 9, 1/2, 1/3, ⋯ , 1/9} and Ω-={1,2, ⋯ ,9,1, 1/2, ⋯ ,1/9} as the sets from which the pairwise comparison judgments are assigned at random to examine the variation in the values determined for the mean random consistency index. By extensive simulation analysis, we found that both methods produce the same values for the mean random consistency random (...) class='Hi'>index. Also, we found that the reason for producing two different sets of values is the use of Ω vs. Ω- and not the selection of the Power Method vs. Saaty's Eigenvector Method. (shrink)

In my dissertation, I derive a set of systematic principles and a conception of the political subject from Spinoza’s metaphysics and political writings and then bring these tools to bear on contemporary questions in democratic theory. I argue that Spinoza’s conception of the political subject answers feminist critiques of the liberal subject, while retaining an understanding of the need for empowered citizens in strong democracies. Spinoza’s normative political theory shows how political communities become stronger through the empowerment and participation of (...) their citizens. I argue that Spinoza’s naturalistic method provides a promising path for both ethics and political theory. In the first chapter of my dissertation, I sketch the history of the development and critiques of the ‘liberal’ conception of human nature. I argue that rather than a substantial conception of human nature, the liberal subject is a skeptical compromise developed for a very specific purpose following the post-Reformation Wars of Religion in Europe in the 16th century. I then take on a variety of critiques of the notion of human nature in general and of the liberal conception of human nature in particular. I argue that political theory requires a positive conception of human beings. Spinoza’s conception of the human individual, created in order to replace what Spinoza thought were problematic aspects of the theories of individuals proposed by Hobbes and Descartes, does not suffer from the problems of the liberal subject and is a good candidate for a positive conception of human nature. In Chapter Two, I set out the main components of Spinoza’s naturalistic conception of the human individual. Spinoza understands human beings as primarily affective, or emotional creatures, whose feelings mediate their conceptions of the world. For Spinoza, each individual can be understood to have an index of power, which can increase or decrease depending on the degree to which individuals understand and are able to control the forces that affect them. In Chapter Three, I show that Spinoza’s theory of the political state is parallel to his theory of the individual. For Spinoza, just as individual humans have an index of power that can increase or decrease depending on how their emotions are organized, so too states have different degrees of power depending on how the emotions and power of the human beings within them are organized. The challenge for a Spinozan state is to understand how to create social and political institutions to organize the emotions of the ‘multitude’ of individuals in the state in the best way to yield the strongest state. For Spinoza, the strongest, or most absolute state, is a democracy, which is also the freest kind of state. I set out Spinoza’s theory of democracy and show how it builds upon his notion of individual and collective power. In Chapter Four, I take up the potential objections of Iris Marion Young to Spinoza’s conception of democratic agreement. I say these objections are ‘potential’ because, although Young critiques Rousseau’s conception of the general will, she does not directly object to Spinoza’s view of ‘agreement’ as a necessary element in democratic deliberation. However, many of Young’s writings touch on this worry, particularly in her critiques of Rousseau, civic republicanism and contemporary deliberative democracy theory. I argue that Spinoza’s notion of agreement employs a different conception of reason than that found in Rousseau, or in the tradition of deliberative democratic theory. Reason, for Spinoza, is a collective achievement rather than a precondition for deliberation. Spinoza argues that agreements reached through large-scale discussion in a democracy are likely to be more ‘reasonable’ than those reached by few or by one. Spinoza and Young share, I argue, a similar conception of the role of affect in deliberation, and both recognize the importance of affects and imagination in social and political life. In Chapter Five, I contrast a Spinozan theory of empowerment to Martha Nussbaum’s capabilities approach. Nussbaum’s approach and that of Spinoza are consonant in many of their major aspects; however, I argue that in practice, Spinoza’s theory is better able to account for the contextual nature of empowerment and of the necessity to reform harmful social, moral and cultural norms through affective mechanisms. In the conclusion, I consider the larger implications for a Spinozan naturalist approach to political philosophy, and for the role that theories of human nature and metaphysics can play in political theory. I argue that by avoiding metaphysics and by avoiding conceptions of human nature, those interested in projects of emancipation can have no criteria for determining whether or not individuals have become emancipated or whether their power has in fact increased. The model I derive from Spinoza’s conception of individual power and his view of the power of political states as a function of the power of the coordination of individuals provides a promising alternative to liberal theories of the subject and to extant feminist theories of the human individual, which ignore the psychological and metaphysical aspects of human individual and collective power. This paper explores how organizational members use documents to share their knowledge within and across work settings. I suggest that organizational studies of distributed knowledge sharing and information systems would greatly benefit from the linguistic analysis of communicative practices. Specifically, the paper highlights the notion of indexical centering as formulated by the linguistic anthropologist William Hanks and demonstrates its analytical power in studying documenting as a communicative practice. Drawing on a 15-month, multi-sited ethnographic study in several pediatric healthcare settings, (...) the paper focuses on how two doctors compose and use two medical histories found in two distinct medical information systems. The analysis suggests that the doctors use documents to index the temporal, spatial, and participatory dimensions of their knowledge sharing. They do so by indexing, on the one hand, the participants, times and places for their communicative practices and, on the other hand, the participants, times and places of their general care practices. The indexical analysis allows us to perceive documents, as more than mere vessels for knowledge transfer among organizational members, but as an integrated part of how people structure their work practices and situate their knowledge sharing in complex distributed organizational settings. A proposed measure of voting power should satisfy two conditions to be plausible: first, it must be conceptually justified, capturing the intuitive meaning of what voting power is; second, it must satisfy reasonable postulates. This paper studies a set of postulates, appropriate for a priori voting power, concerning blockers (or vetoers) in a binary voting game. We specify and motivate five such postulates, namely, two subadditivity blocker postulates, two minimum-power blocker postulates, each in weak and strong (...) versions, and the added-blocker postulate. We then test whether three measures of voting power, namely the classic Penrose-Banzhaf measure, the classic Shapley-Shubik index, and the newly proposed Recursive Measure, satisfy these postulates. We find that the first measure fails four of the postulates, the second fails two, while the third alone satisfies all five postulates. This work consequently adds to the plausibility of the Recursive Measure as a reasonable measure of voting power. (shrink)
