ABSTRACTIf war is an inevitable condition of human nature, as David Hume suggests, then what type of societies can best protect us from defeat and conquest? For David Hume, commerce decreases the relative cost of war and promotes technological military advances as well as martial spirit. Commerce therefore makes a country militarily stronger and better equipped to protect itself against attacks than any other kind of society. Hume does not assume commerce would yield a peaceful world nor that commercial societies (...) would be militarily weak, as many contemporary scholars have argued. ArgumentThe paper is based on a hitherto unexplored document (audiotape of an interview accompanied by a German transcript) from 1953, located in the Freud Papers at the Library of Congress. It contributes to a better understanding of the impact of Freud and of Psychoanalysis on personalities from the exact sciences, here represented by the noted applied mathematicians Richard von Mises and Hilda Geiringer from Vienna. The detailed discussion of the interview sheds some new light on the different roles of Kraus (...) and Freud in the Vienna culture, on the Vienna Jugendkulturbewegung (youth culture movement) during WWI in which Geiringer was involved, on Freud’s and Siegfried Bernfeld’s standing around 1930 among German philosophers and psychologists, and on Wilhelm Fließ’ theory of periodicity, which von Mises—based on his attitude as an applied mathematician—defended against superficial accusations. Finally, new biographical material is provided for von Mises and the remotely related Freud family, and for Geiringer’s and von Mises’ early lives. The interview, which was taken during the Cold War, also allows conclusions as to how politics influenced the memories and views of the participants. Part of the aim of the paper is historical documentation of unknown material (letters by Karl Kraus and Wolfgang Köhler, one book review by Wilhelm Ostwald, a file on Richard Pfennig), including some correction of erroneous information in the literature. What follows shall provide an introduction to a predominantly philosophical and polemical, but historically revealing, paper on the foundations of the theory of probability. The leading Russian probabilist Aleksandr Yakovlevich Khinchin wrote the paper in the late 1930s, commenting on a slightly older, but still competing approach to probability theory by Richard von Mises. Together with the even more influential Andrey Nikolayevich Kolmogorov, who was nine years his junior, Khinchin had revolutionized probability theory around 1930 by introducing the modern measure-theoretic (...) approach, which is still standard today and which allowed for a sufficiently general treatment of important new notions such as “stochastic processes.” This development had its first culmination in Kolmogorov's booklet, Grundbegriffe der Wahrscheinlichkeitsrechnung, written in German in 1933, which has exerted an enormous influence world wide. This book is a protest against some geopolitical agendas that are pushing the world toward a major global war and possibly toward a nuclear apocalypse. Namely, it relates \(\textsf {\#P} \) with the implicit characterizations of \(\textsf {FPTIME} \) (Bellantoni and Cook, Comput Complex 2:97–110, 1992) and \(\textsf {FPSPACE} \) (Oitavem, Math Log Q 54(3):317–323, 2008), by exploiting the features of the tree-recursion scheme of \(\textsf {FPSPACE} \). We define the term \a set T of sentential-logical formulae grounds a sentential-logical formula A from a syntactic point of view\ in such a way that A is a syntactic sentential-logical consequence of T, and specific additional syntactic requirements regarding T and A are fulfilled. These additional requirements are developed strictly within the syntactics of sentential-logical languages, the three most important being new, namely: to be atomically minimal, to be minimal in degree, and not to be conjunction-like. The market seems to have substituted politics as a coordination model in modern societies. While philosophy's complementarity to politics is well-acknowledged, its importance for economic markets can be questioned. Economics deals with optimization, but as markets are constituted by real persons with individual beliefs and normative values the economic tool box is not sufficient to describe market behavior. This is especially true whenever technologicalinnovations challenge established market rules. Philosophy supplies analytical instruments for a better, more complete description of markets including (...) theirnormative aspects. For this complementary function philosophy should be placed at the core of any theory of markets. (shrink)

This paper is divided into a surveying and argumentative part and a slightly longer documentary part, which is meant to verify or at least make more plausible claims made in the first part. The first part deals in broad outline with the relationship of Frank and von Mises to the Vienna Circle of Logical Empiricism on the one hand and to the physicists and mathematicians in the German-speaking world on the other. The varying special positions, partly the non-conformity of the (...) two Austrian scientists are emphasized, in particular, their adherence to Ernst Mach’s epistemology and their shared interest in probability theory and applied mathematics. The impact of emigration and the after-effects in the U.S. are discussed. This leads to new insights into the fine structure of the Vienna Circle and the latter’s relationship to German academia within ‘Weimar Culture’. P. Forman’s interpretation (1971) of von Mises’ position is critically discussed. The second, documentary part, uses recently discovered correspondence between Frank and von Mises, and, to a lesser extent, von Mises’ personal diary. It aims at further substantiating some of the introductory theses and will at the same time provide material for a thorough biographical appreciation of the two scholars and friends. (shrink)
