Esta contribución, enmarcada en las V y VI convocatorias de proyectos de innovación docente de la Universidad de Cantabria (España), demuestra los resultados obtenidos tras la incorporación de metodologías docentes de gamificación y de creación de video-píldoras informativas en el contexto de aprendizaje de Geo-tecnologías. El alumnado participante mostró un grado de satisfacción muy elevado con el proyecto de innovación, alcanzando una media de 4.45 sobre 5 y las competencias de la asignatura se lograron satisfactoriamente. The Anthropocene, as we encounter it now, is the age in which we can no longer avoid postnaturalism, that is, a view of the ‘environment’ as largely ‘built.’ This means that we exist in a highly technologically mediated relationship to the rest of the earth system. But because the Anthropocene has barely emerged this time is best thought of as a transition phase between two epochs, i.e., it is ‘the end-Holocene.’ The end-Holocene is essentially a period of ecological crisis, the (...) most salient manifestation of which is anthropogenic climate change. Given our political inertia, some have suggested that we should we respond to the climate crisis through technological manipulation of the global climate: geoengineering. The proposal raises many questions. The one I am interested in here is whether or not geoengineering represents an objectionable species-level narcissism. Will deployment of these technologies effectively cut us off from contact with anything non-human? This is what I’m calling ‘the question concerning geoengineering.’ I show how Heidegger’s philosophy of technology, especially his concept of ‘enframing,’ can help us think about the issue with the seriousness it demands. While climate change mitigation remains indispensable, together with adaptation to such climate change as cannot be prevented, current slowness of progress towards attaining an international agreement on these matters has fostered suggestions about climate engineering, originally proposed as supplementary to adaptation and mitigation. These suggestions take the forms of Solar Radiation Management and Carbon Dioxide Removal. This paper discusses the ethics of researching and of deploying them. Solar Radiation Management ranges from harmless but inadequate measures such as making roofs reflect (...) sunlight to ambitious ones such as projecting sulphate aerosols into the stratosphere to reduce incoming radiation. Some favor this measure as a quick and inexpensive replacement for mitigation; but its possible side-effects and lack of an exit-strategy mean that its deployment would be misguided, and that researching it might undermine determination to reach a mitigation agreement. Some forms of Carbon Dioxide Removal face similar objections, but others, like afforestation and Carbon Capture and Storage, comprise acceptable enhancements of current technology. Even if they do not buy time, these measures could beneficially supplement a global Climate Change agreement. (shrink)

Whether it is nuclear power, geo-engineering or genetically modified foods, the development of new technologies can be fraught with complex ethical challenges and political controversy which defy simple resolution. In the past two decades there has been a shift towards processes of Participatory Technology Assessment designed to build channels of two-way communication between technical specialists and non-expert citizens, and to incorporate multiple stakeholder perspectives in the governance of contentious technology programmes. This participatory turn has spurred a need for new (...) tools and techniques to encourage group deliberation and capture public values, moral and choices. This book specifically examines the ethical dimensions of controversial technologies, and discusses how these can be evaluated in a philosophically robust manner when the ones doing the deliberating are not ethicists, legal or technical experts. Grounded in philosophical pragmatism and drawing upon empirical work in partnership with citizen-stakeholders, this book presents a model called "Reflective Ethical Mapping" - a new meta-ethical framework and toolbox of techniques to facilitate citizen engagement with technology ethics. Societal evaluation of new technologies, specifically nanotechnology and genetically engineered organisms, challenges current practices of governance and science. When a governing body is confronted by a technology whose use has potential environmental risks, some form of risk analysis is typically conducted to help decision makers consider the range of possible benefits and harms posed by the technology. Environmental risk assessment is a critical component in the governance of nanotechnology and genetically engineered organisms because the uncertainties and complexities surrounding these (...) technologies pose such risk potential. However, GEOs are unique technologies, and there is widespread, international recognition that many traditional forms of ERA are not well-suited for evaluating them. Nanotechnology products are also likely to need different models of risk assessment, as there is very little information on their fate, transport, and impacts in the environment. (shrink)

The U.S. oversight system for genetically engineered organisms was evaluated to develop hypotheses and derive lessons for oversight of other emerging technologies, such as nanotechnology. Evaluation was based upon quantitative expert elicitation, semi-standardized interviews, and historical literature analysis. Through an interdisciplinary policy analysis approach, blending legal, ethical, risk analysis, and policy sciences viewpoints, criteria were used to identify strengths and weaknesses of GEOs oversight and explore correlations among its attributes and outcomes. From the three sources of data, hypotheses and (...) broader conclusions for oversight were developed. Our analysis suggests several lessons for oversight of emerging technologies: the importance of reducing complexity and uncertainty in oversight for minimizing financial burdens on small product developers; consolidating multi-agency jurisdictions to avoid gaps and redundancies in safety reviews; consumer benefits for advancing acceptance of GEO products; rigorous and independent pre- and post-market assessment for environmental safety; early public input and transparency for ensuring public confidence; and the positive role of public input in system development, informed consent, capacity, compliance, incentives, and data requirements and stringency in promoting health and environmental safety outcomes, as well as the equitable distribution of health impacts. Our integrated approach is instructive for more comprehensive analyses of oversight systems, developing hypotheses for how features of oversight systems affect outcomes, and formulating policy options for oversight of future technological products, especially nanotechnology products. This book takes as its point of departure a humble cell lying on the intersection of ideas as diverse and yet interlaced as life, knowledge, commerce, governance, and ethics. It seeks to deepen the understanding of stem cell entities and the concerns, hopes, and aspirations that shape and make them viable therapeutic entities in the context of rapid globalization. Several key intersections between individual, group, and institutional relationships have become central to locating and debating the production of stem cells today. (...) This edited collection addresses three overarching concerns: regenerating the notion of ethics, the emerging therapeutic horizons, and the position of the patient. As a whole this book seeks to explain how stem cells are accommodated, contested, and used in contemporary India and around the globe through an informed unpacking of issues underpinning contestation and promotion bestriding these technological developments. The authors offer a truly multi-disciplinary perspective, stimulating conversation between the social sciences, biological sciences and the patient. The concerns expressed and highlighted by these conversations are embedded in a vast geo-political expanse stretching from India to Euro-America and will be of great interest to academics and practitioners across fields including science technology studies, medicine and international development. This article examines two interrelated aspects of Mexican regional music response to the coronavirus crisis in the música huasteca community: the growth of interactive huapango livestreams as a preexisting but newly significant space for informal community gathering and cultural participation at the onset of the coronavirus pandemic, and the composition of original verses by son huasteco performers addressing the pandemic. Both the livestreams and the newly created coronavirus disease verses reflect critical improvisatory approaches to the pandemic in música huasteca. The (...) interactive livestreams signaled an ad hoc community infrastructure facilitated by social media and an emerging community space fostered by Do-It-Yourself activists. Improvised COVID-related verses presented resonant local and regional themes as a community response to a global crisis. Digital ethnography conducted since March 2020 revealed a regional burst of musical creativity coupled with DIY intentionality, a leveling of access to virtual community spaces, and enhanced digital intimacies established across a wide cultural diaspora in Mexico and the USA. These responses were musically, poetically, and organizationally improvisational, as was the overall outpouring of the son huasteco music inspired by the coronavirus outbreak. Son huasteco is a folk music tradition from the Huasteca, a geo-cultural region spanning the intersection of six states in central Mexico. This study examines a selection of musical responses by discussing improvisational examples in both Spanish and the indigenous language Nahuatl, and in the virtual musical communities of the Huasteca migrant diaspora in digital events such as “Encuentro Virtual de Tríos Huastecos,” the “Huapangos Sin Fronteras” festival and competition, and in the nightly gatherings on social media platforms developed during the pandemic to sustain the Huastecan cultural expression. These phenomena have served as vibrant points of transnational connection and identity in a time where physical gatherings were untenable. (shrink)

This photo-essay highlights the ways in which medicine features in the Occupied Palestinian Territories (OPT) and uses it to reflect on the nature of ethical obligation set out by Judith Butler in her work on state-achieved precarity. Although medical infrastructure of even the most basic type is tragically lacking and in some areas shockingly absent in the OPT, it is the particular way in which medicine comes to be needed that we focus on. Leaving aside the rhetoric that has claimed (...) authority over what can or cannot be said of the Occupation, we focus on its geo-technological arrangements. By placing photos and case studies of medical obstruction within an analysis of the Occupation, we forge an encounter between reader and the Occupation to raise questions about the use of medicine in this context and the manner in which conventional ethics can give legitimacy to this use. On the basis of what we show through visual and textual documentary material, we propose ethics be understood as inherent to the geo-technological arrangements that make life possible or, as in this case, undermine, obstruct or deliberately take life. Hence the ethical obligation that Butler calls upon is reiterated in ways that encompass the everyday features of occupation including those active in the emergence of medicine as a tactic of war. Emerging technologies can have profound conceptual implications. Their emergence frequently calls for the articulation of new concepts, or for modifications and novel applications of concepts that are already entrenched in communication and thought. In this paper, we introduce the notion of “conceptual appropriation” to capture the dynamics between concepts and emerging technologies. By conceptual appropriation, we mean the novel application of a value-laden concept to lay a contestable claim on an underdetermined phenomenon. We illustrate the dynamics of conceptual (...) appropriation by analyzing the concept NATURE and its uptake in three discourses of emerging technology: cellular agriculture, solar geo-engineering, and biomimicry. We argue that NATURE and its cognate NATURALNESS are strongly valanced concepts upon which different stakeholders lay a claim. In doing so, stakeholders advance distinct conceptions of nature, typically to suit their own interests. Our case-studies illustrate how in discourses on emerging technology, the application of value-concepts is entangled with ideological stakes and power dynamics. (shrink)

Using advanced GIS technology and accepted scholarly methods, this multi-disciplinary project intends to create a layered history of Rome by updating Forma Urbis Romae, the cartographic masterpiece of ancient Roman topography published in 1901 by archeologist Rodolfo Lanciani. This extremely accurate map measures 25 by 17 ft and uses an innovative graphic system that represents Rome’s historic urban fabric as a series of transparent layers from ancient to modern. The map remains the standard archeological reference for Rome even though it (...) does not incorporate archeological discoveries uncovered since its original publication 100 years ago. We plan to critically examine, update and eventually republish the map as an interactive website that will also serve as a dynamic geo-database for scholars and others. Our project team will bring its considerable experience in web-based design in the study of the humanities to ensure a highly intuitive product that is accessible, interactive and expandable. Nous dresserons un état de l’art de la traduction automatisée, évaluerons ses enjeux et nous nous attacherons à décrire le déséquilibre géolinguistique qui règne dans ce domaine. Nous analyserons ensuite plus précisément le cas des langues romanes. Si les (...) pays latins se sont lancés relativement tôt dans la course technologique, leurs systèmes se concentraient surtout sur la traduction à partir de l’anglais et vers l’anglais. Ils commencent aujourd’hui à développer des outils de traduction entre langues romanes, tirant parti de leur proximité linguistique, mais les obstacles à franchir sont encore nombreux pour équiper convenablement toutes les langues.In the last 60 years, automated language technologies have very often been mocked and derided. Recently, however, they have begun to take off and are coming into widespread use, at least for the most common language pairs. This article reports on the state-of-the-art of automated translation, investigates the issues and describes the geo-linguistic imbalance characterising the field. We then analyse the case of the Romance languages in particular. Although the Latin countries joined the technological race at fairly early stage, their systems focused mainly on translating from and into English. They are now beginning to develop tools for translating between Romance languages, drawing on their linguistic proximity, but there are still a great many hurdles to overcome before each of these languages can be effectively processed. The article offers forecasts of the geopolitical and geo-economic development of the world in the forthcoming decades. One of the main accusations directed toward globalization is that it deepens the gap between the developed and developing countries dooming them to eternal backwardness. The article demonstrates that the actual situation is very different. It is shown that this is due to the globalization that the developing countries are generally growing much faster than the developed states, the World System core starts weakening (...) and its periphery begins to strengthen. At the same time there is a continuing divergence between the main bulk of developing countries and the group of the poorest developing states. The article also explains why the globalization was bound to lead to the explosive rise of many developing countries and the relative weakening of the developed economies. In the forthcoming decades this trend is likely to continue (though, of course, not without certain interruptions). It is also demonstrated that this convergence constitutes a necessary condition for the next technological breakthrough. (shrink)

The Public Sphere from Outside the West brings together established and emerging new voices from philosophy, literature, anthropology, history, migration studies and information technology to address the present reality of the public sphere. In the age where everyone is in the public and everything is visible, this volume creates a delay in which the internet of things, mass surveillance and social media are asked "What is/not the Public?†? The essays bring to attention the formation of geo-politically and historically distinct public (...) spheres from South Africa, India, America and Europe. Such formations are found not only in the postcolonial histories of print, photography, cinema and caricature but also those underway in the digital era, such as the Arab Spring, Occupy movements and Anonymous. Through critical engagement with philosophers such as Kant, Heidegger, Benjamin, Habermas and Arendt, the determining concepts of the Public Sphere-privacy, secrecy, reason, the people-are shown to be undergoing epistemological and practical ruptures. Demonstrating the necessity of these considerations to understand the world public that is rapidly transforming this concept in radical ways through technologies today, this is the first collection on the subject to feature an impressive range of international thinkers. Problem Statement. The process of global evolution has entered the Anthropocene. This fact has almost simultaneously generated two cardinal, inseparable imperatives in the rapidly changing ideological and outlook basis of modern civilization. Firstly, the feeling that the new geological epoch also requires fundamentally new algorithms guiding practical activity and its theoretical comprehension, justification in all spheres of political reality, with inevitable exit to the level of international relations and geopolitics. Secondly, the content of the categories of ANTHROPOCEN and (GLOBAL) CRISIS (...) overlap so diversely and widely that they form an almost inseparable logically and mentally amalgam. The purpose of this publication is to reveal the political aspects of the integration of new biopolitical issues into the life of modern society. The content of the term biopolitics is currently not formalized in a definitive form. In our concept, biopolitics is defined as the processes of implementing biopower, that is, the ability (direct or indirect) of the power structures of society to control and manipulate the performance of the biological functions of certain individuals. Based on a combination of methods of conceptual, discursive and evolutionary-anthropological analysis (the concepts of evolutionary strategy and cultural-ecological niche), possible scenarios for the future development of the political process at the domestic and international levels are identified. The mechanism of transbipolitical transition – the inclusion of civilizational and biological evolution in the political process – is investigated. The conclusion formulates the content of the category “transbiolitics” as the main element of rationalization of the global-evolutionary process in the globalizing world. Transbiolitics in our understanding is an international political problematic related to the rationalization of the global evolutionary process. Technologization of the global evolutionary process, the choice of implemented technological projects and forms of their institutional support is determined primarily by geo- and biopolitical motivation of local elites and humanitarian and other convergent technologies available to them. Written in the early stages of the Cold War by one of the most controversial political and legal thinkers of the twentieth century, Carl Schmitts two short dialogues on power and space bring together several dimensions of his work in new ways. The dialogues renew Schmitts engagement with the questions of political power and geo-politics that had been a persistent concern throughout his intellectual life. As a basis on which to think through the historical role of human agency in relation (...) to power and its new geographies, the dialogues condense and rework key concepts in Schmitts political theory during a transitional period between his Weimar and fascist years to the post-war writings. In this book, Schmitt develops a new dialectics of modern power and an original understanding of the global spatial transformations of the Cold War period. Equally important, the dialogues anticipate the debates on the new geo-political possibilities and threats related to cosmic spaces, overpowering technological advances, and the existential predicament of the human in an increasingly multipolar world. ‘Terraforming’ is hypothetical climatic and geo-physical engineering of other planets on a grand scale, with the aim of turning the so-called ‘barren’ planets in our (or for that matter another) solar system into habitable earth-like eco-systems. Although terraforming sounds like an idea from science fiction (where it indeed has appeared), it has been seriously proposed as a future project for the human race. With such a technology we could colonise the solar system and perhaps eventually others, moulding them in an (...) image of our own making. In this chapter I consider the ethics of terraforming through the lens of an ‘agent-based’ virtue ethics. I argue that advocacy of - and any attempt at - terraforming is likely to demonstrate two significant character flaws in agents: an insensitivity to beauty; and, hubris, an excessive pride or faith in our own abilities in the course of transcending the proper limits of human activities. Nowadays, people, states and international organizations feel more threatened and insecure, more than in the past, and this has contributed to an increase in need for security and the establishment of a new order and rules through which the world’s problems will be successfully solved. One of the leading countries is the People’s Republic of China, which is taking an increasing share on the global stage and is striving to reduce the dominance and role of the United States and European (...) countries. The rise of China as an economic, security-military and information-technological power has contributed to the shift of the centre of gravity and power from the West to the East, and a lot of opportunities have been created for other Asian countries to find their place and role and be an important subject in the new international structure. With the inclusion of new actors on the international stage, the balance of power changes and new rules of the game are imposed, contrary to the Western countries. The “new managers” are expected to have greater responsibility and influence in reforming the existing international institutions, as well as reducing the factors that cause instability and lead to an anarchic world order. However, due to the different values, interests and goals promoted by the PRC, a number of security implications of an international nature, intensification of geopolitical and geo-economics rivalries, polarization, emergence of new risks and dangers, and increased tension between great powers are expected. This book consists of seven chapters containing multiple questions of the global socially epistemological situation in science and higher education. Despite the progress of techno-sciences, we are facing blind flaws in leading systems of knowledge and perception. The global era, in a paradox way, connects the new knowledge of economics, postpolitics, postdemocracy, and biopolitical regulation of live and unpresentable forms of the global geo-located violence. Techno-optimism and techno-dictatorship in the twenty-first century coincide with the ideology of market, biopolitics of mandatory (...) satisfaction, religious revivalism, and collapse of higher education. In order for sciences to recover, it is necessary to make a globally epistemological and moral turn toward the truth. The fecund growth of open source knowledge goods in the global communicative environment underlines their public good character. Once knowledge goods are disseminated, their cost and price tend towards zero. It is now obvious (as apparent in recent OECD policy documents) that commercial research and trade in intellectual property capture only a small fraction of open source knowledge, which is expanding even more rapidly than global markets. But for policy makers this poses the problem of how to assign stable and (...) defensible value to free floating knowledge goods. Across the world, research universities have been positioned in a networked competition of institutions with globally mobile personnel and converging goals and organizational cultures. In rapid time global university ranking and the associated technologies of publication and citation ordering and counting have proved potent in arranging status, assigning value and shaping behaviours in higher education. We find that public goods are readily annexed to the longer-standing projects of producing university status and sustaining an imperial global geo-politics of knowledge. Here the relation between status production and free open source cultural production is not so much a contradiction as an antinomy. These issues are discussed in the light of the flourishing and fall of the lowland city-states of the Maya in Mesoamerica, a notable example of a status economy and of the interplay between status reproduction and cultural goods, a dynamic only partly nested in economic production. The article reviews the rankings technologies, led by the Shanghai Jiao Tong University research metrics, the global strategies of university executives, changing national policies on universities and research, and the aggregation of these effects in the emerging `arms race' in investment in innovation. This book is a collection of three papers authored by Dr. Raman K Attri between 1999 to 2005. The book provides a theoretical and conceptual understanding of concepts and principles of detection and measurements of the seismic signal. The papers provide fundamental concepts in seismic instrumentation design. The first paper presents a simplified mathematical framework of the seismic events and backend computational software logic that will enable software engineers to develop a customized seismic analysis and computation software. The second paper (...) presents a simplified description of various earthquake parameters of interest to a seismologist and how these complex parameters are computed using equations. In the third paper, a visionary concept is presented to integrate geo-scientific instrumentation equipment such as seismic measurement systems to information technology network that would create a centralized web-enabled database that would allow to transmit the data acquired by geographically distributed but networked observatories to better predict or alert about the phenomena like earthquakes. Mit seinem Atommodell konnte erstmals die Stabilität von Materie erklärt werden, doch zugleich machten die darauf aufbauende Atomphysik und Nukleartechnik unsere Welt so unsicher wie nie zuvor. Ernst Peter Fischer beleuchtet Leben und Werk dieses faszinierenden Mannes, dessen Erkenntnisse uns bis heute beschäftigen. Ernst Peter Fischer, geboren 1947 in Wuppertal, studierte Mathematik, (...) Physik und Biologie und promovierte 1977 am California Institute of Technology. 1987 habilitierte er sich im Fach Wissenschaftsgeschichte und lehrt seither an der Universität Konstanz. Als Wissenschaftspublizist schreibt er für GEO, Bild der Wissenschaft, Die Weltwoche und die Frankfurter Allgemeine Zeitung. Fischer ist Autor zahlreicher Bücher, darunter der Bestseller?Die andere Bildung?(2001) und die Max-Planck-Biographie?Der Physiker?(2007). In times of modern information technology, the world of science is becoming smaller. Does this mean that there will be no more provinces? We do not think so. Setting out from Leszek Nowak's thought “province is where one thinks not on one's own account but on account of another,” we indicate a number of processes that perpetuate provinces. These processes are driven by specific access to scientific knowledge, by education, by new forms of communication, by shortage of financial support and (...) the concentration of resources. We look at the interplay between criteria of theory choice and location on the scientific map. Next, we explore the connection between geo-social and scientific provinces, taking into consideration political and cultural parameters. The conceptual framework of metropolises and provinces in science turns out to be, though not all-embracing, an extremely fruitful one. (shrink)

Since the "Book of Changes" began, the ancient philosopher has been pursuing the mastery of mind and the world changes, trying to grasp the mind and the world of the intersection of the germinal "few." Therefore, the pursuit of traditional Chinese metaphysics of mind and matter can be regarded as homologous to the heart through heterogeneous material theory. Revealed through the things on the mind from the "copulative" metaphysical implication began to study the real mind and matter blend of process (...) and ideas with the world as a blend of man and the world of geo-environmental health point of integration. Thrust through the heart of the matter is one on the transport world, of which the world of transportation and not for the world of technology being transported. People's ideas are always materialized in the face of difficulties, it must be "real meaning" to make your mind strong, but not from his own from the material. Operation of the heart through the world of matter theory, have to reveal the nature of the territorial boundaries of intent, which is associated with mood as a blend of environmental significance. Ever since the Book of Changes , ancient Chinese philosophers have tried to pursue the prevalence of intentionality throughout the many changes of the world, hoping to grasp the complex relation between one s original intention and the world itself. In this regard, Chinese metaphysics may be seen as pursuing "the concretization of intentionality", that is, exploring the connection between mind and the things or events which are causally connected. Hence, the Confucian theory of concretizing intentionality was meant to stress the metaphysical significance of the Great Zhouyi commentaries. The theory researches the way in which human intentionality relates to the world. It takes the original mind-world relation as the origin of mind-world continuity. One main purpose of this theory is to stimulate change in the world, to single out our own intention as a primary mover, rather than allow ourselves to be slaves to our own devices. In short, this Confucian theory of concretizing intentionality highlights the significance of the mind-world relation. (shrink)

Geographical and geospatial ontologies are receiving a considerable attention in information technology, due to three different factors: the growing diffusion of Geographic Information Systems (GIS), their use in different applications and the impulse given by Semantic Web to this research area. The aim of these pages is to describe what a geo-information ontology is, in order to systematize the contemporary debate. In the first part, we delineate the domain of ontology of geography within the contemporary philosophical context. We are living in a time of meta-organics and post-biology, where we perceive everything in our world as customizable and changeable. Modelling biology within a technological context allows us to investigate GEO-volutionary alternatives/alterations to our original natural systems, where augmentation and transmutation become standards in search of overall betterment (Genetically Engineered Organics). Our expectations for technology exceeds ubiquitous access and functional perfection and enters the world of technoetics, where our present hyper-functional, immersively multi-apped, borderline-prosthetic, global village devices fail to satiate (...) our desires to be synaptically surpassed. Most real-time interactive behavioural systems in art utilize two and three dimensions. Artificial neural networks and prediction (Latin: from pr- before plus dicere to say) systems give rise to experimentation within the third-plus-one (3+1) dimension of the spacetime continuum. Spacetime in accordance with string theory requires the where and when to describe something in existence, rather than mere points in space. It explains the workings of the universe from both super-galactic and subatomic levels. Physical cosmology studies the motions of the celestial bodies in relation to the first cause (ie. primum movens) or the source of all-being. In book 12 of Metaphysics, Aristotle spoke of something which moves without (itself) being moved (by anything), and referred to being as motion. In quantum mechanics, a particle is described by a wave. Physiognomy is an evolving area of psychological research that describes a direct correlation between human gesture (or movement) and thought. Early twentieth-century Persian philosopher Abdul-Baha mentioned that the reality of man is his thought, not his material body. Prediction systems apply models of the mind, or artificial neural networks and machine learning strategies, to use the recorded past with the present to anticipate the future. This article investigates existing human and artificial psychic systems in hopes of identifying tools necessary in building a gesture prediction system. As the post-digital organic landscape evolves through the rapid hybridization of ­practices, from genetic engineering to the creative use of nano technologies and syncretic approaches that are made easier by an always growing number of ­planetary connected telematic networks, and as we face, as a species, increasing environmental problems that more and more people and organizations plan to fix through geoengineering and terraforming solutions, the divide between the engineered and the organic tends to blur… At the same time various (...) contemporary intellectual trends and path of research in philosophy, anthropology, or even archeology and geology lead to reconsider the place of human in the Universe, the anthropocentred perspective or even the concept of Nature itself. Be it through concepts as diverse as Next nature, Anthropocene, Spaceship Earth, the Laboratory Planet or symmetrical archeology. Through the democratization of access to various tools like 3D printers, bio experiment kits or free software communities, the number of transdisciplinary experiments and research projects is growing, which by feedback is accelerating the processes of merging between disciplines. Those different factors are accelerating the hybridization of disciplines and intellectual trends the same way the re-engineering of nature from the nano to the geno level are blending the border between natural and artificial. How are those technoetic approaches and their interconnection a game changer of the geo-eco-nano-politico-philosophico-spiritual landscape on Earth in the twenty-first century? I will discuss these questions in this article while showing the differences and similarities between some of the main philosophical concepts that are currently applied to those questions. By recontextualizing those various philosophical approaches maybe we can draw a map of the future evolutions and mutations that will influence learning, research and creativity in the coming years and decades. The Durban Platform for Enhanced Action was adopted at the 2011 United Nations Framework Convention on Climate Change Conference (UNFCCC) in South Africa and one of the key achievements of the 2011 UN Conference was the agreement on and the launch of the Green Climate Fund. As the international community prepares for the 2012 UNFCC talks to start in Qatar in November-December 2012, the past history of global environmental and climate change financing issues as well as the role of finance (...) and investment in addressing global climate change will be examined in this article using the Green Climate Fund as a case study. While it is hard to be optimistic about the current international geo-political context and the policy success of the Durban Platform for Enhanced Action, the Green Climate Fund does represent a real opportunity to move forward on global climate governance and bring real economic and technological dividends to the developing world. The article discusses the problems of constructing a scientific picture of the world in a technogenic civilization at the stage of its globalization. The interdependence of science, technology and society generates a number of issues of a socio-humanitarian and, in particular, ideological nature. Interdisciplinary forms of organization of sciences contribute to the development of borderline methodologies. These methodologies integrate the achievements and problems of specific disciplines into a certain overall picture. The ambitions of this worldview include space, planetary nature with (...) all geo – shells, as well as the biosphere, technosphere, sociosphere, anthroposphere. In the course of communicative interactions, scientists have developed methodological principles for constructing a picture of the world. These principles claim to be universal: integrity, consistency, coherence, structurality, evolution/involution, complexity, self-organization, human dimension. However, epistemic and communicative difficulties accompany the construction of a general scientific picture of the world. There are methodological, experimental, linguistic, cognitive barriers between disciplines. Also, the unevenness of their development is strong. Competition between disciplines and reductionist programs are often caused by social reasons – politicization, ideologization and commercialization of big science. Philosophy seeks to connect the idea of a scientific picture of the world with a change in self-consciousness and a person’s place in the world. The prospect of intellectual synthesis fluctuates between the transdisciplinary form of organization of collective scientific thinking and the ideological imperialism of individual philosophical and scientific programs. Practical quantum computing devices and their applications to AI in particular are presently mostly speculative. Nevertheless, questions about whether this future technology, if achieved, presents any special ethical issues are beginning to take shape. As with any novel technology, one can be reasonably confident that the challenges presented by "quantum AI" will be a mixture of something new and something old. Other commentators (Sevilla & Moreno 2019), have emphasized continuity, arguing that quantum computing does not substantially affect approaches to value (...) alignment methods for AI, although they allow that further questions arise concerning governance and verification of quantum AI applications. In this brief paper, we turn our attention to the problem of identifying as-yet-unknown discontinuities that might result from quantum AI applications. Wise development, introduction, and use of any new technology depends on successfully anticipating new modes of failure for that technology. This requires rigorous efforts to break systems in protected sandboxes, and it must be conducted at all stages of technology design, development, and deployment. Such testing must also be informed by technical expertise but cannot be left solely to experts in the technology because of the history of failures to predict how non-experts will use or adapt to new technologies. This interplay between experts and non-experts may be particularly acute for quantum AI because quantum mechanics is notoriously difficult to understand. (As Richard Feynman quipped, "Anyone who claims to understand quantum mechanics is either lying or crazy.") We will discuss the extent to which the difficulties in understanding the physics underlying quantum computing challenges attempts to anticipate new failure modes that might be introduced in AI applications intended for unsupervised operation in the public sphere. Anticolonial theorists and revolutionaries have long turned to dialectical thought as a central weapon in their fight against oppressive structures and conditions. This relationship was never easy, however, as anticolonial thinkers have resisted the historical determinism, teleology, Eurocentrism, and singular emphasis that some Marxisms place on class identity at the expense of race, nation, and popular identity. In recent decades, the conflict between dialectics and postcolonial theory has only deepened. In _Decolonizing Dialectics _Geo Maher breaks this impasse by bringing the (...) work of Georges Sorel, Frantz Fanon, and Enrique Dussel together with contemporary Venezuelan politics to formulate a dialectics suited to the struggle against the legacies of colonialism and slavery. This is a decolonized dialectics premised on constant struggle in which progress must be fought for and where the struggles of the wretched of the earth themselves provide the only guarantee of historical motion. This paper highlights the dark side of power imbalance regarding its consequences in agri-food supplier–buyer relationships. We report on findings from two studies. The first study is based on a sample of 105 key informants, while study 2 is based on a sample of 444 key informants, all from the cocoa agri-food supply market of Ghana. While the first study focuses on the antecedents of power imbalance and its consequences, the second study explores the role of cooperatives/collective action in minimizing (...) supplier exploitation. Data from these studies were analysed using the partial least squares technique. Analysis of these findings shows switching costs’ impact on power imbalance to be curvilinear, while power imbalance has a curvilinear relationship with opportunism. The negative consequences of power imbalance are further exacerbated by dependency and the lack of joint action. Furthermore, we found the negative impact of power imbalance on financial performance to be stronger for non-cooperative members than for cooperative members, while, counterintuitively, we found the positive impact of economic satisfaction on financial performance to be stronger for non-cooperative members than for cooperative members. Deterrence in cyberspace is possible. But it requires an effort to develop a new domain-specific, conceptual, normative, and strategic framework. To be successful, cyber deterrence needs to shift from threatening to prevailing. I argue that by itself, deterrence is insufficient to ensure stability of cyberspace. An international regime of norms regulating state behaviour in cyberspace is necessary to complement cyber deterrence strategies and foster stability. Enforcing this regime requires an authority able to ensure States compliance with the norms at an (...) international level, run investigations into suspected State-run cyber operations to define attribution, expose breaches of the norms, and impose adequate sanctions and punishments. These requirements define a political mandate for an authority that will have a deep impact on international relations and geo-political equilibriums. The UN Security Council has the necessary resources and the political and coercive power to meet these requirements. The time has come to embrace this power to consolidate and enforce an international regime of norms to regulate state behaviour in cyberspace. Problems, mistakes, and even failures are to be expected, but they must not hinder the process. (shrink)
