Over the past few decades, Indigenous communities have successfully campaigned for greater inclusion in decision-making processes that directly affect their lands and livelihoods. As a result, two important participatory rights for Indigenous peoples have now been widely recognized: the right to consultation and the right to free, prior and informed consent (FPIC). Although these participatory rights are meant to empower the speech of these communities—to give them a proper say in the decisions that most affect them—we argue that the way (...) these rights have been implemented and interpreted sometimes has the opposite effect, of denying them a say or ‘silencing’ them. In support of this conclusion we draw on feminist speech act theory to identify practices of locutionary, illocutionary, and perlocutionary group silencing that arise in the context of consultation with Indigenous communities. The paper contributes to the current discussion on the role of participatory methods in the context of technology assessment (TA) and science and technology (S&T) governance. It is argued that TA has to be understood as a form of democratic policy consulting in the sense of the Habermasian model of a “pragmatist” relation of science and politics. This notion implies that public participation is an indispensable element of TA in the context of policy advice. Against this background, participatory TA (pTA) (...) is defended against recent criticism of procedures of lay participation which states that pTA is lacking impact on S&T decision making, that pTA instead of opening S&T policies to new perspectives is used as a means to support mainstream S&T policy and that in pTA procedure the authentic lay perspective is systematically contorted by dominant expert knowledge. Bears comprise a subculture of gay men who valorize the larger, hirsute body. This research interrogates Bear culture as a gendered strategy for repudiating effeminacy that simultaneously challenges and reproduces norms of hegemonic masculinity. In this research, the author situates his ethnographic study of a major metropolitan Bear community in its social and historical context to illuminate this paradox, with special emphasis on the embodiment of Bear masculinity and its effect on sexual practice. The author concludes that through a process (...) of embodied agency, Bear culture yields a number of sexually innovative practices that disperse pleasure across the body and disrupt genitally centered, phallusandreceptacle interpretations of sex. However, the subversive potential of these practices is significantly undermined by an attendant set of practices that reflect heteronormative and hegemonically masculine interpretations of sex. HTA and TA institutions at national parliaments (PTA) both share the same origin and of course have objectives and some of their methods in common. Nevertheless both TA branches developed in some distance during the 1970s and 1980s. Drawing on the case of biomedicine this paper outlines the differences between HTA and PTA, highlighting the “clinical perspective” of HTA and the “societal perspective” of PTA. It is shown that biomedicine which has developed rapidly during the last decade has hardly been (...) dealt with by HTA, whereas it ranked quite prominent on the agendas of PTA institutions. Biomedical technologies became a subject of policy making beyond the boundaries of health care politics since biomedicine is perceived as an ethical challenge to society and not only as a medical innovation that has to be assessed by clinical experts. It is argued that there may however be good reasons to integrate the HTA and the PTA perspective in future TA on biomedical technologies. (shrink)

In this paper, I explore what gives collective testimony its epistemic credentials, through a critical discussion of three competing accounts of the epistemology of collective testimony. According to the first view, collective testimony inherits its epistemic credentials from the beliefs the testimony expresses— where this can be seen either as the beliefs of all or some of the group’s members, or as the beliefs of group itself. The second view denies any necessary connection to belief, claiming instead that the epistemic (...) credentials of collective testimony derive from the reliability or truth-conduciveness of the statement that expresses the testimony. Finally, the third view claims that the epistemic credentials of collective testimony derive from the fact that it involves undertaking a collective commitment to trustworthiness, which makes the group susceptible to rebuke and blame if its testimony is not trustworthy. I argue that this last account holds the most promise for preserving what is distinctive about testimonial knowledge while still underwriting a robust epistemology of collective testimony. (shrink)

According Philip Pettit, suitably organised groups not only possess ‘minds of their own’ but can also ‘make up their minds’ and 'speak for themselves'--where these two capacities enable them to perform as conversable subjects or 'persons'. In this paper I critically examine Pettit's case for group personhood. My first step is to reconstruct his account, explaining first how he understands the two capacities he considers central to personhood – the capacity to ‘make up one’s mind’, and the capacity to ‘speak (...) for oneself’ – before showing how he thinks these can be manifested in groups. With Pettit’s account duly reconstructed, I then turn to criticism, arguing that Pettit’s construal of making up one’s mind does not do proper justice to our first-personal self-understanding, nor to our characteristic interpersonal forms of engagement. This leads me, finally, to consider an alternative construal of ‘making up one’s mind’ and ‘speaking for oneself’ that is associated with the work of Richard Moran and whichargue, could usefully be exteextended to groups. Recent feminist philosophy of language has highlighted the ways that the speech of women can be unjustly impeded, because of the way their gender affects the uptake their speech receives. In this chapter, I explore how similar processes can undermine the speech of a different sort of speaker: Indigenous communities. This involves focusing on Indigeneity rather than gender as the salient social identity, and looking at the ways that group speech, rather than only individual speech, can be unjustly impeded. To (...) do this, I make use of the notion of ‘discursive injustice’ that has been developed by Quill Kukla, and, with reference to three case studies, show how discursive injustice can effectively derail the speech of Indigenous communities. The ArgumentThe belief in the existence of eternal mathematical truth has been part of this science throughout history. Bourbaki, however, introduced an interesting, and rather innovative twist to it, beginning in the mid-1930s. This group of mathematicians advanced the view that mathematics is a science dealing with structures, and that it attains its results through a systematic application of the modern axiomatic method. Like many other mathematicians, past and contemporary, Bourbaki understood the historical development of mathematics as a series of (...) necessary stages inexorably leading to its current state — meaning by this, the specific perspective that Bourbaki had adopted and were promoting. But unlike anyone else, Bourbaki actively put forward the view that their conception of mathematics was not only illuminating and useful for dealing with the current concerns of mathematics, but that this was in fact the ultimate stage in the evolution of mathematics, bound to remain unchanged by any future development of this science. In this way, they were extending in an unprecedented way the domain of validity of the belief in the eternal character of mathematical truths, from the body to the images of mathematical knowledge.Bourbaki were fond of presenting their insistence on the centrality of the modern axiomatic method as a way to ensure the eternal character of mathematical truth as an offshoot of Hilbert's mathematical heritage. In this paper I critically discuss Miranda Fricker’s ‘trust-based’ view of collective testimony—that is, testimony that comes from a group speaker. At the heart of Fricker’s account is the idea that testimony involves an ‘interpersonal deal of trust’, to which the speaker contributes a commitment to ‘second-personal epistemic trustworthiness’. Appropriating Margaret Gilbert’s concept of joint commitment, Fricker suggests that groups too can make such commitments, and hence that they, like individuals, can ‘enter into the second-personal relations of trust that characterise (...) testimony’ (Fricker 2012: 272). I argue that this choice to appropriate Gilbert’s concept of joint commitment betrays a deep problem in Fricker’s account—a misconstrual of both the object and the subject(s) of the commitment a speaker makes in testifying. After developing this criticism, I outline an alternative way of construing the speaker’s commitment, which can be applied to both collective and individual testimony. (shrink)

Leo Corry tells the story behind the idea of number, from the early days of the Pythagoreans, up until the turn of the twentieth century. He presents an overview of how numbers were handled and conceived in classical Greek mathematics, in the mathematics of Islam, in European mathematics of the middle ages and the Renaissance, during the scientific revolution, all the way through to the mathematics of the 18th to the early 20th century.

Media use can empower people, provided that this is accompanied by a deeper understanding of the actors, processes and structures in the media sector – including media policy. It is, however, to be expected that media users’ literacy of media policy is rather limited. This is problematic as the absence of such understanding makes it impossible for citizens to hold the politicians they elected accountable for the media policy they develop. This article explores what media users know about media policy, (...) what they expect to know, and whether they care. We adopted a case-study approach, researching this question for the region of Flanders based on a combination of quantitative (representative survey) and qualitative (49 in-depth interviews) data. However, little interest has been paid to this strain of rhetoric in relation to theGorgias. In this article I focus on one notion, βοήθεια, as it was discussed in Plato'sGorgias. This notion had a wide currency in forensic rhetoric in classical Athens.

Thomas Taylor’s interpretation of Plato’s works in 1804 was condemned as guilty by association immediately after its publication. Taylor’s 1804 and 1809 reviewer thus made a hasty generalisation in which the qualities of Neoplatonism, assumed to be negative, were transferred to Taylor’s own interpretation, which made use of Neoplatonist thinkers. For this reason, Taylor has typically been marginalised as an interpreter of Plato. This article does not deny the association between Taylor and Neoplatonism. Instead, it examines the historical and historiographical (...) reasons for the reviewer’s assumption that Neoplatonic readings of Plato are erroneous by definition. In particular, it argues that the reviewer relied on, and tacitly accepted, ethical and theological premises going back to the historiography of philosophy developed by Jacob Brucker in his Historia critica philosophiae . These premises were an integral part of Brucker’s Lutheran religiosity and thus theologically and ethically biased. If these premises are identified, articulated and discussed critically—which they have not been so far in connection with Taylor’s reception—it becomes less obvious that the reviewer was justified in his assumption that the Neoplatonic reading was erroneous by definition. This, in turn, leaves Taylor’s Plato interpretation in a more respectable position. (shrink)

In the present article two possible meanings of the term mathematical structure are discussed: a formal and a nonformal one. It is claimed that contemporary mathematics is structural only in the nonformal sense of the term. Bourbaki's definition of structure is presented as one among several attempts to elucidate the meaning of that nonformal idea by developing a formal theory which allegedly accounts for it. It is shown that Bourbaki's concept of structure was, from a mathematical point of view, a (...) superfluous undertaking. This is done by analyzing the role played by the concept, in the first place, within Bourbaki's own mathematical output. Likewise, the interaction between Bourbaki's work and the first stages of category theory is analyzed, on the basis of both published texts and personal documents. (shrink)

מאז יצא לאור 'הזכות הטבעית וההיסטוריה' לפני כחצי מאה, נעשתה הגותו של ליאו שטראוס אחד הנושאים המסעירים ביותר בפילוסופיה המדינית, והשפעתו ניכרת גם מחוץ לכותלי האקדמיה. בספר זה שטראוס קורא תיגר על הדרך המקובלת להבנת הפילוסופיה המדינית ותולדותיה. הוא מבקר בחריפות את הגישה ההיסטוריציסטית השואפת להבין את הפילוסופיה כביטוי של רוח זמנה. לדעתו, גישה זו הביאה לאבדן המעמד הרם שהיה שמור לפילוסופיה המדינית עד למאה השמונה-עשרה, מעמד של "מלכת" מדעי האדם או "הלימוד המקיף של העניינים האנושיים". לדידו של שטראוס, ירידת (...) מעמדה של הפילוסופיה המדינית היא אחד מתסמיני המשבר הפוליטי והמוסרי של הליברליזם המודרני ושל תרבות המערב בכללותה. שטראוס מציע לחזור לשאלות שנשכחו מאז הובס, לוק ורוסו: האם יש לבני אדם זכויות טבעיות? האם יש אמות מידה בלתי משתנות של הצודק והנכון? ומהו הקשר בין הטוב לנעים, בין הנאצל לצודק? התשובות לשאלות הללו מוליכות לחיפוש אחר הנכון הטבעי, ואילו דחיקתן מביאה לאבדן ההבנה של האדם כיצור המסוגל לחרוג מעצמו למען תכלית נעלה ממנו - חריגה המאצילה עליו גדוּלה ואצילות.
