En tan solo cuatro años, la reforma educativa logró lo que las anteriores no pudieron: modificar drásticamente los mecanismos de ingreso, promoción y permanencia en el servicio docente. En este artículo se rastrean los efectos subjetivos que la reforma, y particularmente la evaluación docente obligatoria, permanente y cambiante, están teniendo en el perfil profesional y la composición de la planta docente en la escuela. El supuesto que guía nuestra pesquisa, es que en tanto dispositivo de reconfiguración del sistema educativo, la (...) reforma busca desaparecer todo vestigio del maestro misionero, apóstol, agente de cambio y burócrata sindicalizado, para configurar un maestro multifuncional, flexible, precario, responsable tanto de sus propios éxitos como de sus fracasos. IntroductionThe COVID-19 pandemic has forced changes in patient care in Mental Health Day Hospitals.ObjectivesTo study the interventions performed in MHDHs during the pandemic in comparison with those performed in other facilities and to analyze the new hospital admissions in both groups.MethodA retrospective multicenter cohort study comparing the interventions received by a group of 161 patients admitted in MHDHs during the lockdown period in Spain with the interventions of another group of 109 patients who were treated at other facilities during lockdown.ResultsMHDHs (...) reduced their face-to-face interventions during lockdown just as much as other facilities but implemented telematic intervention methods to a greater extent. Patients attached to MHDHs during lockdown were admitted significantly less and presented fewer urgent consultations in the following 6 months.ConclusionThe use of telepsychiatry made it feasible to adapt MHDHs to periods of lockdown, being useful to improve the continuity of care during the pandemic. In addition, it was possible to maintain a reduction in hospital admissions in patients treated at MHDHs. (shrink)

Peroxisomal matrix proteins are synthesized on cytosolic ribosomes and rapidly transported into the organelle by a complex machinery. The data gathered in recent years suggest that this machinery operates through a syringe-like mechanism, in which the shuttling receptor PEX5 − the “plunger” − pushes a newly synthesized protein all the way through a peroxisomal transmembrane protein complex − the “barrel” − into the matrix of the organelle. Notably, insertion of cargo-loaded receptor into the “barrel” is an ATP-independent process, whereas extraction (...) of the receptor back into the cytosol requires its monoubiquitination and the action of ATP-dependent mechanoenzymes. Here, we review the main data behind this model. The peroxin PEX5 is the peroxisomal matrix protein receptor. It shuttles between the cytosol and the organelle membrane, where it gets inserted into the docking/translocation module, thus pushing the cargo-protein into the peroxisome lumen. Resetting the system involves PEX5 monoubiquitination and its extraction from the membrane by the AAA-ATPases, PEX1/PEX6. (shrink)

Scanlon defendeu sistematicamente que a noção de “razão” é primitiva e não definível noutros termos quando se trata de explicar um curso de acção moralmente relevante. Suportando o seu argumento num modelo muito intuitivo para pensar o que são razões em termos de racionalidade prática, Scanlon defende que qualquer explicação conduz sempre à mesma ideia: uma razão é uma consideração que conta em favor de algo. (...) E conta como tal na medida em que fornece uma razão para aquilo que justifica, explica ou legitima. Parece, portanto, que este é o limite da definição. O meu argumento neste trabalho confronta a posição hiper-racionalista de Scanlon com o exemplo da Acrasia ou fraqueza da vontade, por se tratar de um típico curso de acção que não apenas seria erradamente caracterizado com racional, mas onde o próprio agente falharia sistematicamente na provisão de razões para o seu comportamento. Dentro del amplio campo problemático que configuran las diversas indagaciones en torno a la biopolítica, se destacan aquéllas que estipulan la necesidad de ampliar, profundizar, completar e incluso enmendar las significaciones que Michel Foucault le imprimiera a este concepto durante la década de 1970. El presente artículo tomará en consideración la “biopolítica afirmativa” desarrollada por Roberto Esposito, la cual aparece caracterizada como el pasaje desde una política sobre la vida hacia una política de la vida. Overview The evolution of multicellularity raises questions regarding genomic and developmental commonalities and discordances, selective advantages and disadvantages, physical determinants of development, and the origins of morphological novelties. It also represents a change in the definition of individuality, because a new organism emerges from interactions among single cells. This volume considers these and other questions, with contributions that explore the origins and consequences of the evolution of multicellularity, addressing a range of topics, organisms, and experimental protocols. Studies of creative industries typically contend that creative work is profoundly precarious, taking place on a freelance basis in highly competitive, individualized and contingent labour markets. Such studies depict creative workers as correspondingly self-enterprising, self-reliant, self-interested and calculative agents who valorise care-free independence. In contrast, we adopt the ‘ethics of care’ approach to explore, recognize and appreciate the communitarian, relational and moral considerations as well as interpersonal connectedness and interdependencies that underpin creative work. Drawing on in-depth interviews with creative workers (...) in a range of marginal socio-cultural contexts, we argue that creative workers cultivate and sustain a diverse array of practices of care arising from an affective concern with the well-being of others. Far from being merely individualistic and crudely competitive actors, creative workers enact practical ethical responsibilities and affectivities towards a range of human and non-human others, including families, local communities and neighbourhoods, colleagues, artistic scenes and their adjacent genres, and surrounding national and linguistic cultures. In emphasizing the fundamental and structuring role of care in contingent labour markets our approach accords with recent trends in the social sciences that ‘affirmatively’—as opposed to ‘negatively’ and ‘suspiciously’—recognize that mutuality, solidarity and affectivity are powerful drivers of action on a par with or even exceeding market-driven self-centredness. Prominent tuberculosis (TB) actors are invoking solidarity to motivate and justify collective action to address TB, including through intensified development and implementation (D&I) of technologies such as drugs and diagnostics. We characterize the ethical challenges associated with D&I of new TB technologies by drawing on stakeholder perspectives from 23 key informant interviews and we articulate the ethical implications of solidarity for TB technology D&I. The fundamental ethical issue facing TB technological D&I is a failure within and beyond the TB community (...) to stand in solidarity with persons with TB in addressing the complex sociopolitical contexts of technological D&I. The failure in solidarity relates to two further ethical challenges raised by respondents: skewed power dynamics that hinder D&I and uncertainties around weighing risks and benefits associated with new technologies. Respondents identified advocacy and participatory research practices as necessary to address such challenges and to motivate sustained collective action to accelerate toward TB elimination. We present the first empirical examination of bioethical accounts of solidarity in public and global health. Our study suggests that solidarity allows us better to understand and address the ethical challenges that arrest the D&I of new TB technologies. Solidarity lends credence to policies and practices that address the relational nature of illness and health through collective action. (shrink)

For too long, criminal law scholars overlooked immigration-based offences. Claims that these offences are not ‘true crimes’ or are a ‘mere camouflage’ to pursue non-criminal law aims deflect attention from questions concerning the limits of criminalization and leave unchallenged contradictions at the heart of criminal law theory. My purpose in this paper is to examine these offences through some of the basic tenets of criminal law. I argue that the predominant forms of liability for the most often used immigration offences (...) are, at least in principle, controversial and depart from what is often presented as the paradigm in criminal law. Above all, immigration offences are objectionable because they fall short in fulfilling the harm principle and, given that criminal punishment as used against immigration offenders is often a secondary, ancillary sanction to deportation, they license excessive imposition of pain. Todo lo que leemos sobre él no hace sino reforzar nuestro punto de partida. Y nos damos por vencidos: no tenemos remedio, el mal de hoy se repetirá mañana. Llegamos incluso a insensibilizarnos ante el horror. Pero ¿y si el mal pudiera pensarse de otro modo? Bodies of afro descendant women carry not only the historical marks of suffering and dispossession. For they are also told stories of resistance, faith and ancestry, and as social constructions, such bodies are presented as drawings of the cultural diversity that permeates individual and collective identities. Thus, this paper has the approaches around the body beyond the biological and discusses further socio-cultural marks on afro descendant feminist bodies, making allusions and images appear in Brazilian literature and speeches on such bodies.

This article examines how parents should make health decisions for one child when they may have a negative impact on the health interests or other interests of their siblings. The authors discuss three health decisions made by the parents of Alex Jones, a child with developmental disabilities with two older neurotypical siblings over the course of eight years. First, Alex’s parents must decide whether to conduct sequencing on his siblings to help determine if there is a genetic cause for Alex’s (...) developmental disabilities. Second, Alex’s parents must decide whether to move to another town to maximize the therapy options for Alex. Third, Alex’s parents must decide whether to authorize the collection of stem cells from Alex for a bone marrow transplant for his sibling who developed leukemia. In this article, we illustrate experimentally an important consequence of the stochastic component in choice behaviour which has not been acknowledged so far. Namely, its potential to produce ‘regression to the mean’ (RTM) effects. We employ a novel approach to individual choice under risk, based on repeated multiple-lottery choices (i.e. choices among many lotteries), to show how the high degree of stochastic variability present in individual decisions can distort crucially certain results through RTM effects. This article aims to show that the practice of attention can create an openness to the truth, from where ethics arises. It does so by exploring the role attention plays, according to Ricoeur, in Freud’s thought. Ricoeur shows how in the first stage of Freud’s thinking – that of the Project of a Scientific Psychology – attention is one of the instances in which a purely mechanical quantitative explanation can be questioned. Further on, with the introduction of narcissism, Ricœur shows (...) that attention, insofar as it opens a space for the “wounding truth,” opposes narcissism. Finally, the article explains how in the therapeutic setting an attentional epochē allows the therapist to be “the reality principle in flesh and in act,” so that the ego can gain control. According to Ricœur, this non-judgmental gaze opens a space of truthfulness for the patient’s self-knowledge which, although not being the totality of ethics, constitutes its threshold. (shrink)

In this co-authored article, one contributor presents a case story from an interview with a social worker in Slovenia, while five others offer commentaries on ethical aspects of the case. The story comes from a practitioner working with a pregnant young woman, arranging for adoption following birth. The social worker respected the woman’s request to keep her identity secret, hence not registering her in the institutional records. However, whilst the social worker was on holiday, the baby was born and anonymity (...) was not maintained. Commentaries 1 and 2 evaluate the story through its form: as a narrative with a tempo and plot; and as a performance that creates its narrator as an agent with an ethical identity. Commentary 3 uses a normative moral philosophical framework (virtue ethics), while the final two commentaries take a more grounded approach. Commentary 4 views the social worker as using discretion to act in a space void of rules (there is no provision for anonymous birth), whereas Commentary 5 foregrounds the Slovenian code of ethics as a source of ethical standards unremarked upon by the social worker. The article ends with reflections on the value of exploring multiple perspectives and engaging in dialogue in developing ethical understandings and actions. (shrink)

A growing number of countries in sub-Saharan Africa are considering legalizing the growth of genetically modified organisms. Furthermore, several projects are underway to develop transgenic crops tailored to the region. Given the contentious nature of GMOs and prevalent anti-GMO sentiments in Africa, a robust ethical analysis examining the concerns arising from the development, adoption, and regulation of GMOs in sub-Saharan Africa is warranted. To date, ethical analyses of GMOs in the global context have drawn predominantly on Western philosophy, dealing with (...) Africa primarily on a material level. Yet, a growing number of scholars are articulating and engaging with ethical theories that draw upon sub-Saharan African value systems. One such theory, Ubuntu, is a well-studied sub-Saharan African communitarian morality. I propose that a robust ethical analysis of Africa's agricultural future necessitates engaging with African moral theory. I articulate how Ubuntu may lead to a novel and constructive understanding of the ethical considerations for introducing GMOs into sub-Saharan Africa. However, rather than reaching a definitive prescription, which would require significant engagement with local communities, I consider some of Ubuntu's broader implications for conceptualizing risk and engaging with local communities when evaluating GMOs. I conclude by reflecting on the implications of using local moral theory in bioethics by considering how one might negotiate between universalism and particularism in the global context. Rather than advocating for a form of ethical relativism, I suggest that local moral theories shed light on salient ethical considerations that are otherwise overlooked. (shrink)

The North American environmental movement has historically sought to redress the depletion and degradation of natural resources that has been the legacy of the industrial revolution. Predominant in this approach has been the preservation of wilderness, conservation of species biodiversity and the restoration of natural ecosystems. While the results of such activity have often been commendable, several scholars have pointed out that the environmental movement has inherited an unfortunate bias against urban environments, and consequently, a blind spot to ways in (...) which densely populated built spaces can serve to enhance rather than degrade efforts to achieve sustainability. After exploring this concern we argue that environmental architecture can serve as a counter-balance to this bias, focused, as it is, on the ways in which the construction and organisation of built spaces for humans can help or hinder the pursuit of environmental priorities. But if environmental architecture is to take this role then it must be understood in a broader context, one which does not exclude other moral, political and aesthetic values in the production of human environments. We will highlight several examples of how environmental architecture has combined success and failure at taking a broader view of environmental questions, with a specific focus on one green skyscraper that may be good for the natural environment but not necessarily for the human environment of the city. Oslanjajući se na Martin Heideggera tekst analizira nastajanje slika svijeta od ranoga novog vijeka do sadašnjice. Centralno značenje se pri tome pridonosi parametrima znanstvenog oblikovanja slike svijeta i njihovim transformacijama u odnosu prema promjeni medija . Pri tome autorica razmatra tezu po kojoj se znanstvene slike istovremeno shvaćaju kao dokaz i proročanstvo. Uvid u prakse (...) kompjutorskih simulacija na polju modernih znanosti na kraju teksta pomaže poslužiti kao potpora tezi. (shrink)

Heute sind Weltbilder mehr als anschauliche Elemente einer Kosmologie. Sie determinieren medial die Art und Weise, wie wir die Welt wahrnehmen und welches Wissen wir über sie haben. In Anlehnung an Martin Heidegger untersucht der Beitrag das Werden der Welt zum Bild von der Frühneuzeit bis in die Gegenwart. Eine zentrale Bedeutung wird dabei den Parametern eines wissenschaftlichen Entwurfs der Welt und seinen Transformationen in Bezug auf Medienwechsel beigemessen. Ofak verfolgt die These, dass wissenschaftliche Bilder einem Beweis und einer Prophetie (...) zugleich entsprechen. Ein Einblick in die Praxis der Computersimulation in den modernen Wissenschaften hilft diese These zu erhärten. (shrink)

Este artículo refiere a una investigación etnográfica, iniciada en 2009, con el objetivo de estudiar las experiencias formativas de las jóvenes generaciones rurales en el sudoeste de Misiones, Argentina. Recuperando algunas discusiones conceptuales acerca del sentido común que se desarrollaron en las ciencias sociales, describiré cómo los niños y jóvenes articulan conocimientos que provienen de su participación en actividades prediales con su experiencia escolar, donde la explicitación verbal ocupa un lugar central –aunque diferenciado– en ambos contextos. Propondré el término de (...) traducciones fundadas en habilidades para referirme a estos procesos de articulación verbal de disposiciones y redescubrimiento guiado, considerando las características que asumen en la conformación de comunidades de práctica concretas en contextos de desigualdad social. As its title is meant to suggest, this paper is a reply to Sir Tim Lankester’s article “International Aid: Experience, Prospects and the Moral Case”, published in the World Economics last year 1 . Therefore, I would like to begin by expressing my gratitude for the author’s responsiveness to my interest and queries in the area of development economics. The main point of Sir Lankester’s article was, I believe, to strengthen the case for international aid by showing first, that it (...) was not just a theoretical matter 2 and second, that its efficiency was not a self-evident fait accompli, but a still-to-achieve objective, entirely contingent upon human and institutional factors such as the will, interests, and past experience of donors, as well as the system of governance and existing policies from the recipient countries. Moreover, the human factor is actually two-fold, in the sense that one can focus either on the external part engaged in the aid mission – the donor –, or on the internal one – the recipient. Sir Tim Lankester looks into what motivates the former, whereas I intend to unpack the life-experience of the latter, for I strongly believe that what ultimately decides the success or failure of development projects has more to do with understanding their life situation, than with the actual quantum of aid. Although the two cases grounded on the above-mentioned claims may seem completely separated in Tim Lankester’s article for he allocates distinct sections to them, I have reasons to believe that they are not only inter-connected, but also deeply inter-dependent, which is crucial for the kind of existentialist scenario that I intend to outline here. In order to prove this, I am going to combine two sets of argumentative tools: one will be logical, the other – empirical. The former will help us address the issues at stake in Tim Lankester’s moral case, and find ways of strengthening it; the latter will help reminding the real goal of this attempt – which is to improve the prospects of aid missions in real-life scenarios, rather than in theory. The first, rather theoretical section will consist of an extended analysis of the moral case that Sir Lankester started to build. The focus will be not only on the supposedly fruitful aspects of social justice theories, but also on their potential risks; both heroes and villains will emerge from the analysis, and new leads will be discovered. The main criterion for testing whatever findings will remain the pragmatic one: questioning their implications on the life-experiences of the poor. The other approach that I have mentioned will consist of providing a description of life in a particular community, which I have known and learnt from. In this case, the ‘empirical’ obviously means more than just the use of examples – which can be invented, or refined: it actually involves relying on a set of personal experiences and convictions, thereby testifying in – rather than just advocating – the case for aid and development projects, under discussion here. Again, the purpose will be not so much to prove that my claim has the sort of objective validity that a theoretician would normally seek to achieve, as to enforce it by whatever relevant testimonies – be them contextual, perhaps even biased; in this case, the ‘biased’ aspect consists of using an example derived from lifeexperiences in a particular developing country: my own. And it is exactly what I regard as the strength of it; indeed, I would not be writing this, had I not learnt that lesson. (shrink)

El presente trabajo interroga los vínculos entre soberanía y hospitalidad y la importancia deconstructiva de la segunda sobre la primera. Si bien, a primera vista, pareciera que lo que hace posible la hospitalidad como derecho efectivo es la soberanía, siguiendo los trazos de la filosofía de Jacques Derrida, se hace manifiesto que la hospitalidad, al depender de la soberanía, del derecho que se arrogan los Estados de hacer efectivo el derecho, se ve constantemente aplazada y pervertida. Existe un lazo productivo (...) entre hostilidad y soberanía, exaltado por la teoría política clásica, que debe ser «desnaturalizado» en nombre de la hospitalidad, es decir, en nombre de una justicia infinita hacia el otro como radicalmente otro. Derrida muestra con agudeza el conjunto de paradojas que es preciso experimentar para exponer la política a su límite, es decir, a su posibilidad. Pero, ¿alberga el concepto de hospitalidad-don algún tipo de esperanza para pensar y concebir una política diferente? ¿Abre la teoría derrideana algún espacio para la libertad, a partir de la denuncia de la estructura sacrificial comprometida en toda identidad? Como se mostrará a lo largo de este trabajo, una respuesta que haga justicia al pensamiento derrideano sólo (...) puede decir «sí y no» al mismo tiempo, moviéndose alternadamente en el terreno de lo posible y de lo imposible. Si bien es cierto que la aparición de la representación política se ha ligado con un cauce histórico particularmente fértil para el sobrevenir del liberalismo, no lo es menos que los efectos políticos e históricos que se desprenden de aquella pueden ser calibrados con otras piezas que las liberales. Aunque parezca contradictorio y paradójico apelar a la teoría rousseauniana para reflexionar sobre los dilemas de la representación, consideramos altamente sugestivo que, pese a Rousseau mismo, bajo la forma naturalmente particular del (...) gobierno, en sus páginas también se cuela el fantasma de la representación.  . Este trabalho vinculou-se numa abordagem hermenêutica, analisou os discursos sobre a Ciência da Motricidade Humana, com atenção ao seu método de pesquisa. A Motricidade tem seus pressupostos assentes na fenomenologia, no pensamento complexo e no materialismo histórico dialético. Efetua diálogos com diversas correntes do pensamento científico sugerindo para as pesquisas que decorrem da sua teoria o método integrativo. O método integrativo converge com a idéia de transgressão metodológica, sendo um espaço de aproveitamento de todas as vertentes metodológicas, mas pode revelarincoerência (...) de um dado pressuposto teórico.Palavras-chave: Motricidade Humana; Método Integrativo; Transgressão This work was engaged to a hermeneutic approach, analyzed the speeches contained in the texts on the Human Motricity Science, with attention to their research method. The Motricity has its assumptions based on phenomenology, in complex thinking and the historical and dialectical materialism. Perform dialogues with various currents of scientific thought to research suggesting that stem from its integrative theory method. The integrative method converges with the idea of methodological transgression, with an area of exploitation of all methodological approaches, but can prove inconsistency of a given theoretical assumption. U tekstu se razmatra diskurs o muzici u teorijama evolucije Herberta Spensera i Carlsa Darvina. Iako su i Spenser i Darvin tumacili muziku kao nosioca ekspresije afekata i kao znacajni element u sveukupnoj evoluciji kao procesu napretka ka sve?razvijenijim? kulturama, diskursi ovih autora razisli su se u tumacenjima porekla i funkcije muzike. Dok je muzika za Darvina predstavljala jedno od sredstava u procesima selekcije tokom evolucije coveka kao bioloske vrste, Spenserova razmatranja navedenog problema u vecoj meri su se odnosila na (...) muziku kao komponentu u sociokulturnoj evoluciji. Ovo tumacenje koncepta evolucije muzike podrazumevalo je pristup muzici kao istorijskom i kulturnom fenomenu. U radu problematizujem mesto diskursa o muzici u teorijama Spensera i Darvina, isticem relevantne aspekte tumacenja koncepta evolucije muzike, te pominjem i uticaj koje su teorije ovih autora imale na zvanicne diskurse o muzici 19. veka.
