There is increasing criticism on the use of big data and algorithms in public governance. Studies revealed that algorithms may reinforce existing biases and defy scrutiny by public officials using them and citizens subject to algorithmic decisions and services. In response, scholars have called for more algorithmic transparency and regulation. These are useful, but ex post solutions in which the development of algorithms remains a rather autonomous process. This paper argues that co-design of algorithms with relevant stakeholders from government and (...) society is another means to achieve responsible and accountable algorithms that is largely overlooked in the literature. We present a case study of the development of an algorithmic tool to estimate the populations of refugee camps to manage the delivery of emergency supplies. This case study demonstrates how in different stages of development of the tool—data selection and pre-processing, training of the algorithm and post-processing and adoption—inclusion of knowledge from the field led to changes to the algorithm. Co-design supported responsibility of the algorithm in the selection of big data sources and in preventing reinforcement of biases. It contributed to accountability of the algorithm by making the estimations transparent and explicable to its users. They were able to use the tool for fitting purposes and used their discretion in the interpretation of the results. It is yet unclear whether this eventually led to better servicing of refugee camps. PurposeAlthough an increasing body of literature suggests a relationship between brain irradiation and deterioration of neurocognitive function, it remains as the standard therapeutic and prophylactic modality in patients with brain tumors. This review was aimed to abstract and evaluate the prediction models for radiation-induced neurocognitive decline in patients with primary or secondary brain tumors.MethodsMEDLINE was searched on October 31, 2021 for publications containing relevant truncation and MeSH terms related to “radiotherapy,” “brain,” “prediction model,” and “neurocognitive impairments.” Risk of bias was (...) assessed using the Prediction model Risk Of Bias ASsessment Tool.ResultsOf 3,580 studies reviewed, 23 prediction models were identified. Age, tumor location, education level, baseline neurocognitive score, and radiation dose to the hippocampus were the most common predictors in the models. The Hopkins verbal learning and the trail making tests were the most frequent outcome assessment tools. All studies used regression as machine learning method. All models were judged to have a high risk of bias mainly due to issues in the analysis.ConclusionExisting models have limited quality and are at high risk of bias. Following recommendations are outlined in this review to improve future models: developing cognitive assessment instruments taking into account the peculiar traits of the different brain tumors and radiation modalities; adherence to model development and validation guidelines; careful choice of candidate predictors according to the literature and domain expert consensus; and considering radiation dose to brain substructures as they can provide important information on specific neurocognitive impairments. We report on some recent work centered on attempts to understand when one set is more random than another. We look at various methods of calibration by initial segment complexity, such as those introduced by Solovay [125], Downey, Hirschfeldt, and Nies [39], Downey, Hirschfeldt, and LaForte [36], and Downey [31]; as well as other methods such as lowness notions of Kučera and Terwijn [71], Terwijn and Zambella [133], Nies [101, 100], and Downey, Griffiths, and Reid [34]; higher level randomness notions (...) going back to the work of Kurtz [73], Kautz [61], and Solovay [125]; and other calibrations of randomness based on definitions along the lines of Schnorr [117].These notions have complex interrelationships, and connections to classical notions from computability theory such as relative computability and enumerability. Computability figures in obvious ways in definitions of effective randomness, but there are also applications of notions related to randomness in computability theory. For instance, an exciting by-product of the program we describe is a more-or-less naturalrequirement-freesolution to Post's Problem, much along the lines of the Dekker deficiency set. (shrink)

We then turn to the cognitive level and the characterization and workings of fairness. In a final section, we discuss the degree to which our fairness-based approach to morality extends to norms that are commonly considered moral even though they are distinct from fairness.

The interplay between computability and randomness has been an active area of research in recent years, reflected by ample funding in the USA, numerous workshops, and publications on the subject. The complexity and the randomness aspect of a set of natural numbers are closely related. Traditionally, computability theory is concerned with the complexity aspect. However, computability theoretic tools can also be used to introduce mathematical counterparts for the intuitive notion of randomness of a set. Recent research shows that, conversely, concepts (...) and methods originating from randomness enrich computability theory.The book covers topics such as lowness and highness properties, Kolmogorov complexity, betting strategies and higher computability. Despite the expansion of coverage, strong inequalities persist in access to health and family spending on drugs in the region. Out-of-pocket spending in medicines is regressive in greater need for affordable medicines.

In honour of Detlef Dürr, we report on a mathematical rigorous computation of the electric vacuum polarisation current and extract the well-known expression for the second order perturbation. Intermediate steps in the presented calculation demonstrate, to the knowledge of the authors for the first time, mathematical rigorous versions of the combined dimensional and Pauli-Villars regularisation schemes. These are employed as computational tools to infer convenient integral representations during the computation. Moral reasoning typically informs environmental decision-making by measuring the possible outcomes of policies or actions in light of a preferred ethical theory. This method is subject to many problems. Environmental pragmatism tries to overcome them, but it suffers also from some pitfalls. This paper proposes a new method of environmental pragmatism that avoids the problems of both the traditional method of environmental moral reasoning and of the general versions of environmental pragmatism. We call it 'justificatory moral pluralism' - it develops (...) the intuition that normative ethical theories need not be mutually exclusive. This leaves room for important forms of pluralist environmental ethics that do not require a once-and-for-all prior commitment to an ethical theory when deciding about policies or courses of action related to the protection of the environment. Justificatory moral pluralism offers a viable solution to the recurrent conflicts between efficient environmental decisions and the need for moral reasoning. (shrink)

The Antecedent-Behavior-Consequence (ABC)-analysis is a tool for analyzing behavior and stems from the field of psychology where it is used as a tool for the understanding of behavior in general and organizational behavior in particular. In this paper the ABC-analysis is implemented as a tool to understand why people behave ethically in organizations, through the identification of key environmental factors that cause such behavior. This analysis can be the first step to recognizing the complexity of circumstances determining ethical behavior, as (...) well as trigger for changing that behavior. This will be elaborated in the implementation process of an ethical code. We explore the notion that culture influences people’s values, and their subsequent ideologies and ethical behaviors. We present the idea that culture itself changes with time, and explore the influence of culture and generational markers on consumer ethics by examining differences in these ethical dimensions between Australians, Indonesians, and Indonesian Migrants in Australia, as well as differences between Generation X versus Generations Y and Z. The present study addresses the need to investigate the role that culture plays in consumer ethics, (...) and the interaction between culture and generational attitudes in determining consumer ethics. Results established a distinct multiculturality in our three cultural samples, including a generational cohort differences. This suggests that culture and generational markers influence ethical beliefs, ideologies, and consumer ethics. It further indicates that Indonesian Migrants have acculturated to Australian society both in terms of their values and consumer behaviors, illustrating a crossvergence effect; scores indicate that these Migrants have the highest cultural intelligence among our samples. Implications of the findings for consumer ethics theory and practice are considered and future directions identified. (shrink)

We solve a weaker version: for each k ≥ 7, the [Formula: see text] relations bounded from below by a nonzero degree are uniformly definable. As applications, we show that Low 1 is parameter definable, and we provide methods that lead to a new example of a ∅-definable ideal. Moreover, we prove that (...) automorphisms restricted to intervals [d, 1], d ≠ 0, are [Formula: see text]. We also show that, for each c ≠ 0, can be interpreted in [0, c] without parameters. We investigate the upper semilattice Eq* of recursively enumerable equivalence relations modulo finite differences. Several natural subclasses are shown to be first-order definable in Eq*. Building on this we define a copy of the structure of recursively enumerable many-one degrees in Eq*, thereby showing that Th has the same computational complexity as the true first-order arithmetic.

Most professionals have the arduous task of managing their own dual loyalty: in one contextual relationship, they are members of a profession while simultaneously they are employed as members of a locally established organisation. This sense of a dual loyalty has to be taken into account when professional bureaucracies develop ethics programmes. This article focuses on universities. Accounting for the dual loyalty of academic professionals, it is the objective of the study to contribute to the most appropriate ethics programmes in (...) such an academic context. Based on a review of the literature, we identify which ethical issues commonly emerge in educational and research activities. Then we offer a conceptual analysis of the conditions required for each different strategy of ethics management. We argue that none of the four theoretically derived strategies is applicable solely on its own. For universities it is most promising to design ethics programmes based on the guiding values of the academic community, including integrity measures for universities and corrective measures for students. The argument developed in this article is assumed to be widely applicable in assessing the appropriateness of ethics management strategies in other professional settings. (shrink)

European Journal of Political Theory, Volume 21, Issue 2, Page 368-389, April 2022. Epistemic impairment has been the decisive yardstick when excluding infants from political agency. One of the suggestions to bypass the epistemic requirement of political agency and to encourage the inclusion of infants in representative democracies is to resort to proxies or surrogates who share or advocate interests which may be coincidental with their interests. However, this solution is far from desirable, given that it privileges the political agency (...) of parents, guardians and trustees over other adult citizens. This article offers an alternative to this conceptual frame of reference by making a case for the political agency of infants. Firstly, it maintains that political agency can be understood in terms of the several facets involved in political representation. Secondly, it claims that the all-affected principle can be reformulated as an ‘infant-affected-interests principle’ in light of which infants are members of the class of the represented. Thirdly, it explores the ways through which this political agency can occur without having to resort to alternative conceptions of representation. The conclusion ascertains that infant enfranchisement is highly undesirable and that there are more viable forms to promote infant political agency, such as virtual representation, infant-beneficial principles of political action and ombudspersons for infants. Em Parmênides 132b-c é afirmado que se as Ideias fossem pensamentos, então as coisas que participam nelas também seriam pensamentos. A afirmação soa estranha dentro da dinâmica,apresentada no corpus platonicum, da “participação” dos entes sensíveis nas Ideias; todavia, não parece simples determinar o motivo desta estranheza. A chave do problema pode ser uma identificação dos tipos de qualidades das Ideias ou Formas nteligíveis que estão implicados na “participação”. Vários especialistas trataram da matéria na segunda metade do século XX (OWEN, 1968; (...) KEYT, 1969 e 1971; VLASTOS, 1972), tendo sempre como ponto de partida a distinção de qualidades das Ideias traçada no texto dos Tópicos de Aristóteles (137b3-13). Nesse sentido, o presente artigo: i) apresenta os conceitos utilizados no tratamento desta matéria pelos exegetas: “atributos ideais”, “atributos próprios”, “Distinção-P”, “Predicação Paulina”, “Predicação Ordinária” e “Autopredicação”; ii) explica a incompatibilidade da distinção aristotélica de qualidades das Ideias (“Distinção-P”) com a ontologia apresentada nos próprios diálogos platônicos (VLASTOS, 1972 e 1973; CHERNISS, 1944); iii) sugere uma nova “Distinção-P”, mostrando sua compatibilidade com essa ontologia; iv) aplica-a ao caso daquela afirmação sobre as Ideias de Parmênides 132b-c, demonstrando a utilidade dessa distinção pela elucidação que ela promove da dinâmica da “participação” nessa passagem. We show that the elementary theory of the recursively enumerable tt-degrees has the same computational complexity as true first-order arithmetic. As auxiliary results, we prove theorems about exact pairs and initial segments in the tt-degrees.

We use Demuth randomness to study strong lowness properties of computably enumerable sets, and sometimes of Δ20 sets. A set A⊆N is called a base for Demuth randomness if some set Y Turing above A is Demuth random relative to A. We show that there is an incomputable, computably enumerable base for Demuth randomness, and that each base for Demuth randomness is strongly jump-traceable. We obtain new proofs that each computably enumerable set below all superlow Martin-Löf random sets is strongly (...) jump traceable, using Demuth tests. The sets Turing below each ω2-computably approximable Martin-Löf random set form a proper subclass of the bases for Demuth randomness, and hence of the strongly jump traceable sets. The c.e. sets Turing below each ω2-computably approximable Martin-Löf random set satisfy a new, very strong combinatorial lowness property called ω-traceability. (shrink)

We study ideals in the computably enumerable Turing degrees, and their upper bounds. Every proper ideal in the c.e. Turing degrees has an incomplete upper bound. It follows that there is no prime ideal in the c.e. Turing degrees. This answers a question of Calhoun [2]. Every proper ideal in the c.e. Turing degrees has a low2 upper bound. Furthermore, the partial order of ideals under inclusion is dense.

A theory of intergenerational justice consists in the study of the moral and political status of the relations between present and past or future people, more specifically, of the obligations and entitlements they can potentially generate. The challenges that justify talking about responsibilities between generations are myriad. And the disputes they prompt can focus on the past just as much as on the present, even though the fact that the human species has reached a state of technological progress that enables (...) it to have an irredeemable impact on the planet and perhaps even endanger future human existence tends to make concerns about the future more pressing. Debates on intergenerational justice are twofold. The first revolves around the issue of whether claims of justice across generations whose members' lifetimes do not necessarily overlap could be justified. And the second revolves around the specific conception of justice in play, that is, around the nature of the standard that must be applied as well as around the identification of the contents of the duties that present generations supposedly have vis-à-vis past or future generations. This survey article depicts the conceptual and argumentative framework in which these debates are set. It aims to outline certain of the main features shared by the most influential contemporary theories of intergenerational justice, and the problems inherent in them. It concludes by suggesting that, even though the idea of succeeding generations is merely an abstraction, there are specific empirical states of affairs that require different theoretical responses to intergenerational justice. This excellent work uncovers and analyzes the amazing influence of Hume's historical and political views on the world of late 18th-century France. First Professor Bongie admirably recounts the immense impact of Hume's History o] England in France when it originally appeared. The work was wildly praised by French royalty, by the philosophes, by Catholic intellectuals, by almost everyone except the Huguenot exiles. Hume's alleged impartiality and philosophical approach made him for France of the time, the finest historian of the age, the new Tacitus. Everyone found great profundity in the History, and each group managed to overlook those aspects of Hume's views that conflicted with their own outlook, and stressed those aspects that fitted in with their own predilections. it was Turgot who apparently first realized that Hume was not the zeal hero of those who were to transform France, and that Hume's political philosophy and his picture of human nature "glean'd" through the study of history were hardly in accord with the theories of the reformers and the future revolutionists. In their correspondence, Hume and Turgot revealed the enormous gulf that separated them, the latter believing in the endless perfectibility of mankind, the former, much more sceptical and much readier to accept man in his historical condition. For Hume, there was always a struggle between order and liberty, and dangers on both sides with no ideal solution in sight, while for the optimistic Turgot a new and better world was just around the corner. What Turgot saw as their differences became clearer a few years later to moderates like Mirabeau, Mably and Brissot. Hume, for them, did not really see the importance of liberty, the fundamental rights of man, the real lessons of History. The moderates began boosting, translating and commenting on an antidote to Hume's History, the liberal Whig version of English history by Catherine Macaulay-Graham, a work finally published in French under Mirabeau...
