Ubuntu has been defined as a moral quality of human beings, as a philosophy or an ethic, as African humanism, and as a worldview. This paper explores these definitions as conceptual tools for understanding the cultural, educational, and philosophical landscape of post-apartheid South Africa. Key to this understanding is the Althusserian concept of state apparatus. Louis Althusser divides the state apparatus into two forces: the repressive state apparatus (RSA); and the ideological state apparatus (ISA). RSAs curtail the working (...) classes, predominately through direct violence or the threat of violence, whereas ISAs function primarily by ideology, including forms of organised religion, the education system, family units, legal systems, trade unions, political parties, and media. This paper discusses the link between increasing inequality in post-apartheid South Africa and education, with specific reference to Althusser’s ISAs and the abuse of Ubuntu as a subterfuge for socio-economic inequality. South Africa's transition to democracy coincided and interlinked with massive global shifts, including the fall of communism and the rise of western capitalist triumphalism. Late capitalism operates through paradoxical global-local dynamics, both universalising identities and expanding local particularities. The erstwhile hegemonic identity of apartheid, 'the Afrikaner', was a product of Afrikaner nationalism. Like other identities, it was spatially organised, with Afrikaner nationalism projecting its imagined community onto a national territory. The study traces the neo-nationalist spatial permutations of 'the (...) Afrikaner', following Massey's understanding of space as political, produced through interrelations ranging from the global to micro intimacies, potentially a sphere for heterogeneous co-existence, and continuously created. Research is presented that shows a neo-nationalist revival of ethnic privileges in a defensive version of Hall's 'return to the local'. Although Afrikaner nationalism's territorial claims to a nation state were defeated, neo-nationalist remnants reclaim a purchase on white Afrikaans identities, albeit in shrunken territories. This phenomenon is, here, called Afrikaner enclave nationalism. Drawing on a global revamping of race as a category of social subjugation, a strategy is deployed that is here called 'inward migration'. These dynamics produce a privatised micro-apartheid in sites ranging from homes, to commercial and religious enterprises, to suburbs. Virtual white spaces in the form of Afrikaans media products serve as extensions of these whitened locales. The lynchpin holding it all together is the heteronormative, middle-class family, with consumption the primary mode of the generation of its white comfort zones. (shrink)

In Apartheid South Africa, eugenic notions formed an underlying justification for the superiority of the white race over Africans, through the works of international eugenicists like Galton and Pearson, and locally through prominent South African eugenicist H. B. Fantham. These ideas are expressed and elaborated upon in Emevwo Biakalo's essay ‘Categories of Cross-Cultural Cognition and the African Condition’. His work serves particularly to highlight that the mind and cognitive processes of Africans were considered very different from their (...) white counterparts, and thus they would require different approaches to education. I demonstrate here how these views served as part of the underlying justification for Apartheid in South Africa, particularly in Hendrik Frensch Verwoerd's insistence on creating separate and distinct educational systems for different races. This eugenic legacy is still visible in South Africa's radically unequal education system to this day. (shrink)

This article examines the Radio Islam controversy of 1997, in which a South African Muslim radio station, affiliated with the conservative Deobandi organization Jamiatul Ulama, forbade women’s voices on its airwaves, citing the notion that women’s voices in this context were `awrah, and thus should not be heard on the radio. It locates this event and the legal, ethical and theological debates that ensued within the context of emergent post-apartheid constitutional discourses on gender and religious freedom, and post- (...) class='Hi'>apartheid religious media. The article then situates these debates against the nature of ‘public’ religion during and after apartheid. It concludes by suggesting the Radio Islam case is a particularly salient example of the porousness of the ‘secular’ and ‘post-secular’ in a specific constitutional and legal arrangement. (shrink)

This essay explores how the doctrine of the Resurrection informs theological reflection on reconciliation in post‐Apartheid South Africa. It begins by establishing the fragile and liminal state of reconciliation, despite the efforts of the Truth and Reconciliation Commission. It then argues that the Resurrection offers an ecstatic and relational understanding of the human, which in turn provides a basis for advancing claims regarding human dignity and well‐being. In conversation with the work of Oliver O'Donovan and James Alison on (...) the Resurrection, this view is further contextualized by incorporating insights from ubuntu and from the work of Judith Butler on grieving. The essay closes with proposals for how the church in post‐Apartheid South Africa can give witness to the Resurrection in its immediate life and work through advocacy and carrying on the politics of grieving. South Africa's 1996 Constitution promises a measure of ‘social citizenship’ alongside formal political and legal equality. South Africa's public welfare and social policies may be less effective in ensuring social citizenship, through reducing insecurity and inequality, than those of the more established democracies, but they are far more effective than those of other ‘developing’ countries. The origins of social citizenship in South Africa lie in the early and mid-1940s, when the state first assumed responsibility for the welfare, (...) broadly understood, of all South Africans. The most significant achievement was the introduction of a universal old-age pension system. The importance of these initiatives has been largely overlooked. This has been in part because later scholars largely ignored the heterogeneity of liberal thought in South Africa in the mid-twentieth century, as followers of the ‘New Liberalism’ broke with the classical liberalism of John Stuart Mill and argued for a range of state interventions in social and economic life. In South Africa, as elsewhere, the Second World War provided a context in which revised liberal thought gave rise to major policy reforms, some of which were to survive even the election of a National Party government in 1948. This article narrates the researcher's intention in using a mixed methodology for investigating the correlation between two key research concepts that form part of a larger research study. The larger study aims to reflect on how South African men understand their masculine role from and within their specific religion/spirituality by measuring the nature of the relationship between the constructs of masculine ideology and religious orientation in the development of a male gender identity. Subsequently, the first level of exploration includes (...) the distribution of two inventory scales to a wide selection of men in South Africa for determining the nature and degree of correlation between the two concepts of 'masculinity' and 'religiosity/spirituality' from this specific sample of men. The research question to be answered is as follows: is there a correlation between the results of the two inventory scales which measures male attitude norms, on the one hand, and religious orientation, on the other hand, of a selected sample of South African men? This question is answered through the administration of two widely validated and reliable inventory scales aimed at measuring male ideology and representations and religious orientation, respectively. Consequently, the researcher aims to motivate her choice of employing these scales before a post-foundational practical theological and narrative approach to research is used in 'thickening' the discourses resulting from these inventories, and narrates what she aims to achieve through the employment of these specific methodologies. Therefore, this article does not aim to narrate any research findings but forms part of Phase 1 of the larger research project delineated into different phases. The researcher concludes with a suggested research methodology, which aims at the decolonisation of the constructs of masculinity and religiosity and/or spirituality in the specific context of postcolonial and post-apartheid South Africa. South Africa has experienced an unprecedented influx of migrants in the 21st century. Immigration and race have contributed to the raising of important questions of identity and social inclusion. Immigration and race are two crucial phenomena for the church in South Africa because the overwhelming majority of immigrants to South Africa are affiliated to Christianity and active participants in worshipping communities.This article is an attempt to critically engage with the complex phenomena of immigration and race for the (...) role of Christianity in identity. I will attempt to show how mainstream Christianity as an open-ended narrative and can provide the space for creative tension between the ‘host’ and ‘stranger’ for identity formation. I will use the theoretical framework of Don Browning’s correlational approach to demonstrate how the experience of immigrants and minority race groups creates identity of self and the constructive other. The enforcement of racial segregation during apartheid was aimed not only at regulating public spaces, residential areas and the workforce, but also at shaping the subjectivities of individuals who were socialised to see themselves through the lens of a white racial hierarchy. The ideology of white supremacy and superiority that informed apartheid policy was largely justified using Christonormative epistemologies that sought to legitimate the racial hierarchy as having basis in Holy Scripture and as an extension of God’s will. (...) At the same time, apartheid policy fragmented religious communities, entrenching race as a central component of spiritual subjectivities. Twenty years after the end of apartheid, the legacy of apartheid continues to shape the lives and opportunities of all people living in South Africa, despite many gains made in working towards a non-racial, non-sexist democracy. While much scholarly attention has been paid to postapartheid contexts of work, residency and recreation, relatively little attention has been paid to spaces of worship. This is surprising, given that religious belief and practice are widespread in South Africa in the first instance, and that Christian belief, in particular, was so central to the social imaginary of apartheid, in the second. Thus, in efforts to transform society and advance social justice, it is imperative to consider diversity, difference and otherness from the perspective of, and in relation to, contemporary religious communities and contexts. This article will consider some of the factors shaping dynamics of diversity and difference within the context of religious communities in South Africa, over 20 years into democracy. (shrink)

South Africa is a highly distributively unequal country, and its inequality continues to be largely along racial lines. Such circumstances call for assessment from the perspective of contemporary theories of distributive justice. Three such theories—Rawlsian justice, utilitarianism, and luck egalitarianism—are described and applied. Rawls' difference principle recommends that the worst off be made as well as they can be, a standard which South Africa clearly falls short of. Utilitarianism recommends the maximization of overall societal well-being, a goal which (...) South Africa again fails to achieve given its severe inequality and the fact of the diminishing marginal value of money—that a given amount of money tends to produce more utility for a poor person than it does for a rich person. The final theory, luck egalitarianism, aims to make distributions sensitive to individual exercises of responsibility. This view also objects to South Africa's inequality, this time on the basis that the poor are overwhelmingly worse off through no fault or choice of their own. These major theories of distributive justice therefore all propose large-scale redistribution to the benefit of the (predominantly black) poor. Perhaps more surprisingly, all three views also provide support for socio-economic affirmative action, as opposed to South Africa's race-based Black Economic Empowerment. (shrink)

Despite its title and stated objectives this edited volume does not provide a broad and inclusive survey of post-apartheid South African historiographical developments. Its main topic is the unexpected demise in the post-apartheid context of the radical or revisionist approach that had invigorated and transformed the humanities and social studies during the 1970s and 1980s. In the context of the anti-apartheid struggle the radical historians had developed a plausible model of praxis for progressive scholarship, yet in (...) the new post-apartheid democratic South Africa radical historical scholarship itself encountered a crisis of survival. This should not be confused with a general “crisis” of historical scholarship in South Africa, as some of the uneven contributions to this volume contend, as that remains an active and diversely productive field due also to substantial contributions by historians not based in South Africa. If the dramatic and ironic fate of radical historical scholarship in the context of the transition to a post-apartheid democracy is the volume's primary topic, then it unfortunately fails to provide serious and sustained critical reflection on the origins and possible explanations for that crisis. A marked feature of the accounts of “history making” provided in this volume is the radical historians' lack of self-reflexivity and the scant interest shown in the underlying history of their own intellectual trajectories. The economic and socio-political impact of multinational corporations (MNCs) on third world countries has been the subject of intense debate and controversy leading to charges of exploitation and colonization on the one hand, and demands for codes of conduct on the other. This article examines the working of one of the most comprehensive of such codes under the most reprehensible political conditions, i.e., the operations of U.S.—based multinational corporations in South Africa under the acgis of the Sullivan Principles. It (...) is argued that despite the best intentions, and considerable social goodwill, the Sullivan Principles were seriously flawed both as to goals and as to means of achieving them. Finally, it suggests a new approach to developing standards of MNC behavior in third world countries which emphasizes those areas of activities that are directly under the control of MNCs, and offers targets of achievement to which MNCs can and should be held accountable.The paper is a revised and expanded version of a keynote speech delivered by the author at the First Biannual Conference on Advances in Management, Orlando, Florida March 25–28, 1992. This article explores the relation between the government and the media in post-apartheid South Africa. An overview is given of key developments and tensions between the government and the media in the first 10 years of democracy and the ethical frameworks underlying the respective positions. An overview of the debate between the so-called "national interest" and the "public interest" is given, and linked to normative ethical frameworks of libertarianism vis-a-vis communitarianism. A mean between the 2 is suggested in (...) the form of mutualism, whereas the necessity for conceptual clarification in debating the relation between the government and the media is emphasized. This paper explores the meaning of social justice and development in post-apartheid South Africa. It begins with social justice as a process of equalisation, presenting some evidence of the challenge and explaining the difficulty of achieving racial equality. Recognition of changes in national development strategy in the post-apartheid era, and their implications for inequality, leads to discussion of alternative development ethics, which involves reconsideration of what stands for the good life. The possibility of a combination of traditional (...) African communitarianism and the ethic of care is explored, as a basis for an alternative conception of the good. The apartheid ideology in South Africa had a pervasive influence on all levels of education including medical undergraduate training. The role of the health sector in human rights abuses during the apartheid era was highlighted in 1997 during the Truth and Reconciliation Commission hearings. The Health Professions Council of South Africa subsequently realised the importance of medical ethics education and encouraged the introduction of such teaching in all medical schools in the country. Curricular reform at the (...) University of Stellenbosch in 1999 presented an unparalleled opportunity to formally introduce ethics teaching to undergraduate students. This paper outlines the introduction of a medical ethics programme at the Faculty of Health Sciences from 2003 to 2006, with special emphasis on the challenges encountered. It remains one of the most comprehensive undergraduate medical ethics programmes in South Africa. However, there is scope for expanding the curricular time allocated to medical ethics. Integrating the curriculum both horizontally and vertically is imperative. Implementing a core curriculum for all medical schools in South Africa would significantly enhance the goals of medical education in the country. (shrink)

Less than thirty years ago, South Africa still had laws strictly prohibiting “interracial” intimacy. In this study, participants shared stories of living in Cape Town with a partner of a different “race” and invoked spatial metaphors, of boundaries and border crossing, describing their experiences in cartographical, “landscaped” language. This article reflects on how these metaphors relate to deeper social dynamics that shape the lives of those in “race”—trangressing relationships, and their own sense of agency in managing the correlative inner (...) landscape. Facing marginalization in the political context of the “new South Africa” and lost social and economic privileges under a Black government, South African Indians articulate the need to keep up culture. In so doing, they simultaneously extend the isolation fostered through apartheid and utilize newly available political language to assert a partially disadvantaged minority voice in a distinctly gendered and racialized way. Echoing the spirit of nationalism in colonial India that figured the bourgeois Indian woman as the (...) essence of the national culture, South African Indians reinvent a feminine icon of Indian culture for distinctly political ends. At the individual level, gendered participants in this project of cultural nationalism enact, resist, and reshape its meanings, exposing both the limitations and the possibilities for South African national identities. Umuntu ngumuntu ngabantu is the Zulu version of a traditional African aphorism . Although with considerable loss of culture-specific meaning, it can be translated as: “A human being is a human being through other human beings.” Still, its meaning can be interpreted in various ways of which I would like to highlight only two, in accordance with the grammar of the central concept ‘Ubuntu’ which denotes both a state of being and one of becoming.Firstly, it can be interpreted as a (...) statement of fact about the human condition, i.e. as a descriptive claim about the social nature of human being and personal identity; even the constitutive relation between alterity and identity. Secondly, it can also be interpreted as a value-judgement, i.e. as a normative appreciation of social difference and human diversity; even as an imperative to expose ourselves to others, to encounter the difference of their humanness, in order to fully become our own. The meaning would then be — to paraphrase a translation of Ramose : To be human is to affirm one’s humanity by recognising the humanity of others in its infinite variety of content and form.CONCLUSION :The challenge of a philosophical understanding of the multi-cultural context of apartheid South Africa has still to be met. To meet this challenge is to try and trace the consequences of what it would mean if — to paraphrase Walzer — our crucial commonality is our particularity. Perhaps it will mean accepting that what we are and are becoming, our identity, escapes any reduction to the categories of the ‘self’ and the ‘other’ and eludes a dialectical ‘aufhebung’ of their difference. This may be the case if what we are and are becoming involves the paradox of being and becoming ever more different in the realisation of our self-sameness. Our African aphorism speaks of this paradox and, in so doing, it draws a limit to our philosophical understanding and provides us with a rule of conduct: Umuntu ngumuntu ngabantu! (shrink)

The quest for liberation of all South Africans from past racial divides since the inception of democratic government has been prioritised for more than 24 years now. Although this is an ongoing process and some achievements have been made to this end, it is yet evident that the impact of racism and apartheid still influence many lives both in and outside the churches. The Gereformeerde Kerke in South Africa is amongst the churches that officially removed the barriers (...) of apartheid to have one united church. The relevant question would be to ask if relatively good progress had been made towards uniting these churches. This article intends to unveil evidence in the form of case studies that reconciliation and unity are still a journey which the members of the mentioned church should embark on. There are members of some congregations under this church who are still held within the culture of separation and hence they make it difficult to unify the church. The foundation for reconciliation had been laid down, but the challenge is now to build unity upon it. Despite some racial signs still visible in some churches, this article concerns itself in looking a place where unity, peace and reconciliation are expected to be at the top of the agenda. The article attempts to propose some strategies towards unity within the GKSA. Practical case studies will be consulted to indicate the existence of the challenge of racism in the GKSA, despite efforts to eradicate it from government and other stakeholders concerned. (shrink)

In this paper, I investigate whether the pursuit of group-based social equality should constitute a political goal or not. I explain that social equality refers to the mechanism for horizontal presentation of opportunities to individuals in a given society to express their abilities. It could also mean the right to vie, contest, compete or take advantage of certain opportunities or even to the freedom to pursue or obtain certain opportunities among free citizens in any society. I argue that the position (...) of the mainstream European South African population seems to be that this should be an individual-based exercise since the sectional policy of apartheid has been disestablished. However, the majority of native South Africans appear to hold that since the post-apartheid South African society is heavily lopsided that the pursuit of social equality, especially by the natives who experience great economic disadvantage as a political goal, should be group-based in order to address comprehensively the social and economic ills of apartheid. This groupbased approach is challenged by European South Africans who argue that it introduces another form of inequality that places them at a disadvantage. I will analyze the arguments on both sides and attempt to justify the group-based approach in the light of the post-apartheid peculiar circumstances of native South Africans. In April 1998, the post-apartheid South African government introduced a monthly cash transfer for children in poor households. A requirement for getting the grant was that the birth of the child had to be registered, and the adult primary caregiver had to have the citizen identity document. The success of the system of support was contingent on the new democratic government's ability to integrate into one national welfare system what had been fragmented under apartheid into many racially (...) separated systems; it also, ironically, built on the apartheid-era state pension delivery system. Within a decade the grant reached more than ten million children, and was associated with a rapid increase in birth registrations, marking the poorest children's first step into citizenship, and opening up the possibility of later access to other programmes and entitlements. Siopis has always engaged in a critical and controversial way with the concepts of ‘race’ and ‘ethnicity’ in South Africa. For politically sensitive artists whose work has involved confronting the injustices of apartheid, the current post-apartheid situation has forced a reassessment of their practice and the terms on which they might engage with the fundamental changes which are now affecting all of South African society. Where mythologies of race and ethnicity have been strategically foregrounded in the (...) art of any engaged artist, to the exclusion of many other concerns, the demise of apartheid offers the possibility of exploring other dimensions of lived experience in South Africa. For feminists, this is potentially a very positive moment when questions of gender – so long subordinated to the structural issue of ‘race’ under apartheid – can now be explored. Penny Siopis’ work has long been concerned with the lived and historical relations between black and white women in South Africa. The discussion focuses on the ambivalent and dependent relationships formed between white middle-class women and black domestic labour during apartheid. Siopis’ work engages with how the appropriation of black women's time, lives, labour and bodies has shaped her ‘own’ history. (shrink)

How does a self-respecting Christian from Galilee who now finds himself based near the seat of empire relate to power in light of his faith? How are his admonishments, especially those which relate to the public arena, to be appropriated by those living on the periphery of the empire? I reflect on these questions from the vantage point of a South Africa in which on the one hand erstwhile prophets are being haunted by the vagaries of power and on (...) the other the Church is apparently as powerless as never before. Racism is an issue which the activism of the Black Methodist Consultation was set to address during the South African apartheid rule, a view which black theologians and church historians generally accept. This observation brought to mind, in turn, the influence that the Black Consciousness philosophy and the black theology of liberation had on the establishment of the BMC. Recounting such an influence, this article provides a reflection on the formation of the BMC in 1975. In such a (...) reflection, the hypothesis is that the prophetic voice of the BMC is crucial in post-apartheid South Africa. Firstly, the interconnectedness of the Black Consciousness philosophy, the black theology of liberation and the BMC is highlighted. Secondly, the article proceeds to navigate the possible prophetic voice of the BMC in post- apartheid South Africa. In the end, this article sees the BMC as a crucial interlocutor of liberation in present South Africa. (shrink)

This paper responds to Patricia Hayes’s insightful readings of Santu Mofokeng’s photographic work in South Africa. The paper operates from the premise that photography is a technology of visualization that both draws on and establishes a visual economy through which events and issues are materialized in particular ways. This allows the paper to pose questions and develop understandings about Mofokeng’s work in terms of the way certain factors coalesced to enable a particular representation of black South Africans in (...) the global image economy. Central to this is the role of assumptions about exposure and visibility in relation to violence, assumptions that Mofokeng’s work, as a critique of conventional documentary work, explicitly contests. In exploring the invisibility of everyday life, Mofokeng expands notions of documentary photography and photojournalism. This paper demonstrates this point by connecting Mofokeng’s work to a contemporary controversy in European photojournalism to highlight how a more complex understanding of documentary photography is necessary. This article attempts to add to the existing approaches of practical theology and specifically to the missionary approaches of mainline churches towards immigrants. This is an attempt to enhance the mission amongst immigrants by critically engaging with the two approaches, namely: mainstream and margins and pillarization. Notwithstanding the important contributions that these two approaches make to tolerance, integration and cohesion of differences I seek to point out some serious limitations of the two approaches. These limitations include social coercion, co-option, relativism (...) and loss of identity. Considering these limitations a third approach, the narrative approach, takes serious community, tradition and symbol for more effective mission amongst immigrants by mainline churches. Social cohesion, a more realistic reality and integrated communities are some of the consequences of this approach when doing missionary activities amongst immigrants. (shrink)

The political and legal perspectives on and understanding of the process of land reform in South Africa differ from the church's vision and understanding on what land reform entails. Currently, land reform through the restitution of church land to indigenous people is still not solved to all party's satisfaction, although this issue is on the table since 1994. The research focuses on the actions by the Roman Catholic Church that argued that 'society ensures justice when it provides the conditions (...) that allow associations or individuals to obtain what is their due, according to their nature'. The church also suggests that land is an arable resource that gives people access to certain basic needs necessary for them to lead a dignified life. This article discusses and evaluates the outcomes of the restitution of Catholic Church land since 1994-2014. It also addresses the contribution by the Catholic Church to land restitution during the period of 1994 -2014 to advocate and encourage further participation in the land reform programme. In light of this reality, one can ask whether the Catholic Church can bring about positive influence to the present challenges facing the land reform programme. Positive examples of the trainings and workshops conducted by the church within different communities are showcased to note possible future structures for dealing with land restitution from the church's perspective. This article explores the distinction between anti-colonial longing and postcolonial becoming through a commentary on Antjie Krog’s Begging to Be Black. The epistemology and ontology of postcolonial becoming is the central concern. Begging to Be Black is a mytho-poetic narrative in which a world is imagined where King Moshoeshoe, missionaries from the 19th century, Antjie Krog and her friends and colleagues, ANC cadres, the Deleuzian philosopher Paul Patton, Nelson Mandela, Archbishop Desmond Tutu and the ANC Youth League are placed in (...) the same narrative space where they can intermingle. And this is done to respond to a crisis of the present — the difficulties South Africans face in grappling with the legacies of colonialism and Apartheid, and the fact that there is a process of un-homing and re-homing that Krog feels white South Africans in particular need to think about more deeply. The article compares Krog’s approach to decolonization with that of the leading South African philosopher of ubuntu, Mogobe Ramose. Both Krog and Ramose offer the epistemological and ontological resources for grappling with the relationship between past, present and future in a decolonizing setting. The article examines how postcolonial critique may take place through liminal figures. Liminality is characterized as central to postcolonial becoming. (shrink)
