The Internet has been used as a place for and site of an array of research activities. From online ethnographies to public data sets and online surveys, researchers and research regulators have struggled with an array of ethical issues around the conduct of online research. This paper presents a discussion and findings from Buchanan and Ess's study on US-based institutional review boards and the state of internet research ethics.

ABSTRACT: So far in this book, we have examined algorithmic decision systems from three autonomy-based perspectives: in terms of what we owe autonomous agents (chapters 3 and 4), in terms of the conditions required for people to act autonomously (chapters 5 and 6), and in terms of the responsibilities of agents (chapter 7). -/- In this chapter we turn to the ways in which autonomy underwrites democratic governance. Political authority, which is to say the ability of a government to exercise (...) power, may be justifiable or not. Whether it is justified and how it can come to be justified is a question of political legitimacy. Political legitimacy is another way in which autonomy and responsibility are linked. This relationship is the basis of the current chapter, and it is important in understanding the moral salience of algorithmic systems. We will draw the connection as follows. We begin, in section 8.1, by describing two uses of technology: crime predicting technology used to drive policing practices and social media technology used to influence elections (including by Cambridge Analytica and by the Internet Research Agency). In section 8.2 we consider several views of legitimacy and argue for a hybrid version of normative legitimacy based on one recently offered by Fabienne Peter. In section 8.3 we will explain that the connection between political legitimacy and autonomy is that legitimacy is grounded in legitimating processes, which are in turn based on autonomy. Algorithmic systems—among them PredPol and the Cambridge Analytica-Facebook-Internet Research Agency amalgam—can hinder that legitimation process and conflict with democratic legitimacy, as we argue in section 8.4. This paper describes how the ethical problems raised by scientific data obtained through harmful and immoral conduct may also emerge in cases where data is collected from the Internet. It describes the major arguments for and against using ill-gotten information in research, and shows how they may be applied to research that either collects information about the Internet itself or which uses data from questionable or unknown sources on the Internet. Three examples demonstrate how researchers (...) address the ethical issues raised by the sources of data that they use and how the existing arguments concerning the use of ill-gotten information apply to Internet research. The problems faced by researchers who collect or use data from the Internet are shown to be the same problems faced by researchers in other fields who may obtain or use ill-gotten information. The Internet offers many new opportunities for behavioral researchers to conduct quantitative and qualitative research. Although the ethical guidelines of the American Psychological Association generalize, in part, to research conducted through the Internet, several matters related to Internet research require further analysis. This article reviews several fundamental ethical issues related to Internet research, namely the preservation of privacy, the issuance of informed consent, the use of deception and false feedback, and research (...) methods. In essence, the Internet offers unique challenges to behavioral researchers. Among these are the need to better define the distinction between private and public behavior performed through the Internet, ensure mechanisms for obtaining valid informed consent from participants and performing debriefing exercises, and verify the validity of data collected through the Internet. The current scientific and political discussion on the under‐representation of women within the Internet once again associates women with disinterest in technology in an essentialist manner. Gender‐specific attributions are unquestioningly transferred to the new media, and it is assumed that women behave in unfailing conformity with existing gender stereotypes. The intention of this paper is to show that gender research has to perform differentiated empirical studies of actual Internet use. Gender studies can then make a concrete contribution (...) to the task of overcoming the genderdifferentiated inequalities in the access to and the use of the Internet. I shall begin by briefly outlining the dilemma of gender studies in the technical area. In the second section I shall describe the reasons for the gender‐differentiated Internet access data, using quantitative Internet studies from the USA, calling for a de‐dramatisation of difference in this context. In the third section, I will overcome the dichotomous view of the digital divide and present a research framework for differentiated study of differing use habits and use requirements. This section illustrates that such an approach does not make the gender category superfluous, but challenges gender studies to present context‐related studies, in which individual behaviour may be interpreted in the context of gender symbols and structures. My fourth step will be to explain how the new possibilities of online research can and should be used to gain further understanding in the sense of differentiated study designs. Finally, I will finish with a short outlook where I am calling for an equal representation of all societal groups in the Internet and therefore for an empowerment particularly of women. (shrink)

This article is based on a roundtable held at the Association of Internet Researchers annual conference in 2017, in Tartu, Estonia. The roundtable was organized by the Oxford Internet Institute’s Digital Ethics Lab. It was entitled “Artificial Intelligence and the Good Society”. It brought together four scholars—Michael Zimmer, Stine Lomborg, Ben Zevenbergen, and Corinne Cath—to discuss the promises and perils of artificial intelligence, in particular what ethical frameworks are needed to guide AI’s rapid development and increased use in (...) societies. The paper covers three case studies. They give a distinct overview of the ethical issues raised by the use of AI at different levels of analysis: top-down application of AI, bottom-up use of AI, and how academics and governments have reacted to these new challenges. From the case studies, four areas emerged. They represent some of the most topical ethical questions related to AI: its uses, its users, its designers, and the data that fuel it. Each of them provided a specific subset of ethical concerns that need further investigation. In conclusion, three recommendations are formulated for researchers and regulators to ensure the AI has a net-positive impact on society. (shrink)

The internet is widely used for health information and support, often by vulnerable people. Internet-based research raises both familiar and new ethical problems for researchers and ethics committees. While guidelines for internet-based research are available, it is unclear to what extent ethics committees use these. Experience of gaining research ethics approval for a UK study (SharpTalk), involving internet-based discussion groups with young people who self-harm and health professionals is described. During ethical review, unsurprisingly, (...) concerns were raised about the vulnerability of potential participants. These were dominated by the issue of anonymity, which also affected participant safety and consent. These ethical problems are discussed, and our solutions, which included: participant usernames specific to the study, a closed website, private messaging facilities, a direct contact email to researchers, information about forum rules displayed on the website, a ‘report’ button for participants, links to online support, and a discussion room for forum moderators. This experience with SharpTalk suggests that an approach to ethics, which recognises the relational aspects of research with vulnerable people, is particularly useful for internet-based health research. The solutions presented here can act as guidance for researchers developing proposals and for ethics committees reviewing them. (shrink)

The proliferation of social media and web 2.0 applications (Facebook, MySpace, Twitter, blogs, etc.) in the previous 5 years has created a new social research opportunity, with over an estimated 552 million active daily users on Facebook (Facebook Press 2012). As with all research, boundaries must be set out to create valid and accurate data, keeping ethical practices at the forefront of the data gathering process. The lack of standardized practices requires an in-depth look into the use of (...) such methods, with focus on four major areas: 1) security for the individual, 2) anonymity, 3) safety and 4) use of mined data and information gathered by either passive or active means. Purpose The purpose of this paper is to introduce a new collaboration between the Association of Internet Researchers and the Journal of Information, Communication and Ethics in Society. Design/methodology/approach The paper uses historical, comparative and ethics-based approaches. Findings The collaboration is catalyzed by central interests shared between AoIR and JICES, namely, in the ethical and social impacts of the internet. The collaboration accordingly aims to bring research and reflection developed for the AoIR conferences to the JICES’ readership. (...) Originality/value The value of this collaboration is considerable, as it promises extensive new cross-fertilization between the two communities. The viewpoint begins with a brief overview of the collaboration’s initiation by Prof Simon Rogerson and its logistics over the next two years. Following a general review of Information and Computing Ethics and Intercultural Information Ethics, an overview of ethical considerations fostered by AoIR is offered, focusing on the development of internet research ethics, especially its most recent expression in an IRE 3.0. Internet-based health research is increasing, and often offers financial incentives but fraudulent behavior by participants can result. Specifically, eligible or ineligible individuals may enter the study multiple times and receive undeserved financial compensation. We review past experiences and approaches to this problem and propose several new strategies. Researchers can detect and prevent Internet research fraud in four broad ways: through the questionnaire/instrument ; through participants' non-questionnaire data and seeking external validation through computer information,, and 4) through (...) study design. These approaches each have pros and cons, and raise ethical, legal, and logistical questions, given that ethical tensions can emerge between preserving the integrity of research vs. protecting the privacy and confidentiality of study respondents. While past discussions concerning the ethics of online research have tended to focus on the participants' ability to trust the researchers, needs now arise to examine researchers' abilities to trust the participants. This analysis has several critical implications for future practice, policy, and research. (shrink)

This paper first summarizes two central debates in the field of social scientific Internet research, namely the debate about the so-called ‘social impact of Internet use’ and the debate about the existence of community on the Internet. Early research discussed whether building up a community on the Internet was possible and what the effects of the use of the Internet were for its user. Recent research on the social consequences of Internet (...) use suggests that ‘the’ Internet should no longer be regarded as a constant that has uniform effects for its users. Rather, the consequences of its use depend on a number of contextual conditions. The paper presents some theories that explain which conditions and features of online groups facilitate the finding of solutions to bilateral or group-level problems of cooperation. (shrink)

As Internet resources are usedmore frequently for research on social andpsychological behavior, concerns grow aboutwhether characteristics of such research affecthuman subjects protections. Early efforts toaddress such concerns have done more toidentify potential problems than to evaluatethem or to seek solutions, leaving bodiescharged with human subjects oversight in aquagmire. The recent success of Foldit in determining the structure of the Mason-Pfizer monkey virus (M-PMV) retroviral protease is suggestive of the power-solving potential of internet-facilitated game-like crowdsourcing. This research model is highly novel, however, and thus, deserves careful consideration of potential ethical issues. In this paper, we will demonstrate that the crowdsourcing model of research has the potential to cause harm to participants, manipulates the participant into continued participation, and uses participants as experimental subjects. The internet, either as a tool or as an area of research, adds moral worries to an already complicated research ethical backdrop. Agencies, professional associations and philosophers have formulated research ethical norms designed to help scientists to arrive at responsible solutions to the problems. Yet, many criticize this reliance on norms. Somewhat more precisely, many claim that research ethical norms do not offer guidance. In the literature at least three arguments to that effect can be (...) found. First, the research ethical norms fail to guide since they are inconsistent. Second, they fail to guide since they are too opaque. Third, they fail to guide since they cannot handle the moral complexity of issues scientists doing e-research face. In this paper I argue that these arguments are weak. The arguments are, in their original formulations, rather unclear. I try to improve the situation by spelling out the arguments with reference to a certain set of research ethical norms, to a certain account of action-guidance and with reference to certain important distinctions. It then turns out that the arguments’ premises are either untenable or suffers from lack of relevance. The arguments do not force us to conclude that research ethical norms fail to guide. (shrink)

A recent advent has been seen in the usage of Internet of things (IoT) for autonomous devices for exchange of data. A large number of transformers are required to distribute the power over a wide area. To ensure the normal operation of transformer, live detection and fault diagnosis methods of power transformers are studied. This article presents an IoT-based approach for condition monitoring and controlling a large number of distribution transformers utilized in a power distribution network. In this article, (...) the vibration analysis method is used to carry out the research. The results show that the accuracy of the improved diagnosis algorithm is 99.01, 100, and 100% for normal, aging, and fault transformers. The system designed in this article can effectively monitor the healthy operation of power transformers in remote and real-time. Practitioners working in the area of qualitative research gauged the breadth and depth of this need. Those practitioners identified several key ethical issues associated with qualitative on-line research, and felt that there should be a common ethics code to cover issues related to Internet research. This article considers the government, opinion leaders, and Internet users to be a system for correcting false information, and it considers the problem of correcting false information that arises in the aftermath of major emergencies. We use optimal control theory and differential game theory to construct differential game models of decentralized decision-making, centralized decision-making, and subsidized decision-making. The solutions to these models and their numerical simulations show that the government, opinion leaders, and Internet users exercise cost-subsidized decision-making instead (...) of decentralized decision-making. The equilibrium strategies, local optimal benefits, and overall optimal benefits of the system achieve Pareto improvement. Given the goal of maximizing the benefits to the system under centralized decision-making, the equilibrium results are Pareto-optimal. The research here provides a theoretical basis for dealing with the mechanism of correcting false information arising from major emergencies, and our conclusions provide methodological support for the government to effectively deal with such scenarios. With the rapid development of the Internet and smart phone technology, a large number of short videos are shared through social platforms. Therefore, video content analysis is a very important and popular work in machine learning and artificial intelligence currently. However, it is very difficult to analyze all aspects of video content originally produced by large-scale users. How to screen out bad and illegal content from short videos published by a large number of users, select high-quality videos to share (...) with other users, and improve the quality of video on the distribution platform of the entire user is a top priority. Based on this background, this paper focuses on optimizing video auditing to provide basic features for algorithm judgment, supporting original content and increasing the distribution of new content, and strengthening manual intervention combining algorithm recommendation with manual recommendation. Four major aspects of the artificial training algorithm model discuss the optimization effect of artificial intelligence on the algorithm in order to provide some guidance for the sustainable and healthy development of mobile short video. The literature has widely studied the market response to the financial news or events but mainly focused on the stock market. This article associates the concept of internet news with the bond market response and attempts to examine how credit rating agencies and bond investors, two important bond participants, react to financial news on the internet with a range of multiply regressions. Our empirical study leads to several findings. First, CRAs tend to ignore the warnings of financial news (...) on the internet, whereas bond investors strongly react to such news. Second, there is an asymmetry in bond investors’ reactions to good news compared to bad news, with investors being more sensitive to bad news. Third, there is heterogeneity in the psychological reaction where bond investors do not react to the news about central state-owned enterprises but to the news about other enterprises. Finally, there is an asymmetric response driven by news timeliness that bond investors are more sensitive to the latest news articles than old ones. Overall, our study confirms the existence of psychological reactions to the financial news on the internet in China’s bond market, which has significance for keeping bond market participants from overreacting or underreacting to market news. This research was conducted to reveal the views of the parents and prospective parents in our country on the oncept of childhood, the methods of education they applied and their opinions about the effects of the internet. In this context; under the 40; 26 male 32 female, between 40-60; 7 male, 9 female, over the 60; 2 male, 2 female total78 people were interviewed. The findings were assessed regarding gender-generation and gender-repeat/expression. The results of this research show (...) that the participants are aware of the fact that every single child has a unique personality. According to the study, while the younger participants use more diverse and modern education techniques, the older ones still use traditional educational methods. The purpose of this article is to illuminate the conceptualisations and applications of the Belmont Report’s key ethical principles of respect for persons, beneficence, and justice based on a document analysis of five of the most relevant disciplinary guidelines on internet research in the social sciences. These seminal documents are meant to provide discipline-specific guidance for research design and implementation and are regarded as key references when conducting research online. Our analysis revealed that the principles of (...) respect and beneficence were explicitly conveyed in the documents analysed, offering nuanced interpretations on issues of informed consent, privacy, and benefits and risks as well as providing recommendations for modifying traditional practices to fit the online setting. However, the invocations of the principle of justice were rather implicit and reflect an important shift from the Belmont Report’s protectionist ethical position towards more situational and dialogic approaches. With the rapidly evolving nature of internet technologies, this analysis is projected to contribute to the ongoing developments in research ethics in the social sciences by outlining the tensions and implications of the use of the internet as a methodological tool. We also seek to provide recommendations on how disciplinary associations can proceed to facilitate ethically sensitive internet research. (shrink)

While a growing number of researchers are embracing Internet-based data collection methods, the adoption of Internet-based recruitment methods has been relatively slow. This may be because little is known regarding the relative strengths and weaknesses of different methods of Internet-based participant recruitment, nor how these different recruitment strategies impact on the data collected. These issues are addressed in this article with reference to a study comparing the effectiveness of three Internet-based strategies in recruiting cannabis users for (...) an online study. Consideration of the recruitment data leads us to recommend that researchers use multipronged Internet-based recruitment campaigns with appropriately detailed recruitment messages tailored to the population of interest and located carefully to ensure they reach the intended audience. Further, we suggest that building rapport directly with potential participants, or utilising derived rapport and implicit endorsements, is an important aspect of successful Internet-based participant recruitment strategies. Social networking sites such as MySpace and virtual communities such as on-line support groups can be a rich source of data for researchers. These sites can be an effective way of reaching and researching young people in order to address their particular health needs. Internet-based research is also potentially risky and exploitative. There is some guidance for conducting research online, but there are no detailed or universally accepted ethics guidelines for research of webspaces such as MySpace (...) or virtual communities in which young people participate. One question that arises is — If MySpace is a public webspace, can research be done without consent? In this paper I investigate ethical issues surrounding young people’s consent in cyber research. I identify issues that help determine whether consent is needed, offer suggestions for dealing with consent in cyberspace and add my voice to the call for a resource of case studies — indispensible in the development of guidelines and the education of researchers and research ethics committees. Background People who are at elevated risk of suicide stand to benefit from internet-based interventions; however, research in this area is likely impacted by a range of ethical and practical challenges. The aim of this study was to examine the ethical issues and practical barriers associated with clinical studies of internet-based interventions for suicide prevention. Method This was a mixed-methods study involving two phases. First, a systematic search was conducted to identify studies evaluating internet-based interventions for (...) people at risk of suicide, and information pertaining to safety protocols and exclusion criteria was extracted. Second, investigators on the included studies were invited to complete an online survey comprising open-ended and forced-choice responses. Quantitative and qualitative methods were used to analyse the data. Results The literature search identified 18 eligible studies, of which three excluded participants based on severity of suicide risk. Half of the 15 suicide researchers who participated in the survey had experienced problems obtaining ethics approval, and none had encountered adverse events attributed to their intervention. Survey respondents noted the difficulty of managing risk in online environments and the limitations associated with implementing safety protocols, although some also reported increased confidence resulting from the ethical review process. Respondents recommended researchers pursue a collaborative relationship with their research ethics committees. Conclusion There is a balance to be achieved between the need to minimise the risk of adverse events whilst also ensuring interventions are being validated on populations who may be most likely to use and benefit from them. Further research is required to obtain the views of research ethics committees and research participants on these issues. Dialogue between researchers and ethics committees is necessary to address the need to ensure safety while also advancing the timely development of effective interventions in this critical area. As therapeutic interventions using the Internet are becoming more prevalent, it is becoming increasingly important to conduct research on psychotherapeutic Internet interventions to assist in the development of an appropriate standard of practice regarding interventions using this new medium. In the mid-1990s, the Internet rapidly changedfrom a venue used by a small number ofscientists to a popular phenomena affecting allaspects of life in industrialized nations. Scholars from diverse disciplines have taken aninterest in trying to understand the Internetand Internet users. However, as a variety ofresearchers have noted, guidelines for ethicalresearch on human subjects written before theInternet's growth can be difficult to extend toresearch on Internet users.In this paper, I focus on one ethicalissue: whether and to what (...) extent to disguisematerial collected online in publishedaccounts. While some people argue thatvulnerable human subjects must always be madeanonymous in publications for their ownprotection, others argue that Internet usersdeserve credit for their creative andintellectual work. Still others argue thatmuch material available online should betreated as ``published.'' To attempt to resolvethese issues, I first review my own experiencesof disguising material in research accountsfrom 1992 to 2002. Some of the thorniestissues emerge at the boundaries betweenresearch disciplines. Furthermore, manyhumanities disciplines have not historicallyviewed what they do as human subjects research. Next, I explore what it means to do humansubjects research in the humanities. Inspiredby issues raised by colleagues in thehumanities, I argue that the traditional notionof a ``human subject'' does not adequatelycharacterize Internet users. A useful alternatemental model is proposed: Internet users areamateur artists. The Internet can be seen as aplayground for amateur artists creatingsemi-published work. I argue that thisapproach helps make some ethical dilemmaseasier to reason about, because it highlightskey novel aspects of the situation,particularly with regard to disguisingmaterial. Finally, I conclude by proposing aset of practical guidelines regardingdisguising material gathered on the Internet inpublished accounts, on a continuum from nodisguise, light disguise, moderate disguise, toheavy disguise. In this article we explore ethical issues arising in a study of home Internet use by low-income families. We consider questions of our responsibility as educational researchers and discuss the ethical implications of some unanticipated consequences of our study. We illustrate ways in which the principles of research ethics for use of human subjects can be ambiguous and possibly inadequate for anticipating potential harm in educational research. In this exploratory research of personal communication technologies, participants experienced (...) changes that were personal and relational. These unanticipated changes in their way of being complicated our research relationships, testing the boundaries of our commitment to the principle of trustworthiness and forcing us to reevaluate our responsibilities. However, the ethical issues surrounding the use of data and data collection methods are challenging research review boards at many institutions. This article illuminates some of the obstacles facing researchers who wish to take advantage of the Internet's flexibility. The article is an overview of the VI Scientific and Practical Conference «Internet beyond 2020» (April 22-24, 2021) organized by the online school of Internet research with the support of the Higher School of Economics. The conference program included workshop reports and round tables on the role of the global network, the evolution of art and education during the COVID-19 pandemic. The conference brought together representatives of social sciences and humanities (sociologists, cultural scientists, linguists), artists, designers, and (...) specialists in the field of Internet studies. The organizers and participants of the conference tried to answer various questions, including the following. Is a modern person witnessing the emergence of fundamentally new anthropological practices? Is it possible to obtain a comprehensive picture of digital realities from single events of Internet studies, as well as predict the emergence and development of yet unknown social and anthropological transformations? Is it possible for a post-pandemic narrative conceptualizing the heterogeneous eventuality of our time to emerge? (shrink)

The Internet furore over Intel’s flawed Pentium chip provides an important case study of the ethical ambiguity of internet communications and the legitimacy of certain forms of “electronic activism”. Joseph Badaracco, Jr., is John Shad Professor of Business Ethics at the Harvard Business School and his co‐author is a former Research Associate at Harvard and currently on the editorial staff of Inc. magazine.

The Internet appears to offer psychologists doing research unrestricted access to infinite amounts and types of data. However, the ethical issues surrounding the use of data and data collection methods are challenging research review boards at many institutions. This article illuminates some of the obstacles facing researchers who wish to take advantage of the Internet's flexibility. The applications of the APA ethical codes for conducting research on human participants on the Internet are reviewed. A key challenge in conducting paid internet-based studies is that individuals may feign eligibility to participate. This case series describes three examples where people attempted to fake being locals with health vulnerabilities to participate in paid internet-mediated studies. In two cases, individuals pretended to have serious cancer diagnoses to participate in a randomized controlled trial. In the third case, an individual pretended to be nine restaurant workers at high risk of occupational COVID-19 exposure to participate in an online (...) survey. Key red flags among individuals feigning eligibility are noted. Ethical and practical methodologic implications are discussed. (shrink)
