As part of a multifactorial approach to address weak incentives for innovative antimicrobial drug development, market entry rewards are an emerging solution. Recently, the Duke-Margolis Center for Health Policy released the Priority Antimicrobial Value and Entry Award proposal, which combines a MER with payment reforms, transitioning from volume-based to “value-based” payments for antimicrobials. Here, the PAVE Award and similar MERs are reviewed, focusing on further refinement and avenues for implementation.

Argumentation mining is an application of natural language processing (NLP) that emerged a few years ago and has recently enjoyed considerable popularity, as demonstrated by a series of international workshops and by a rising number of publications at the major conferences and journals of the field. Its goals are to identify argumentation in text or dialogue; to construct representations of the constellation of claims, supporting and attacking moves (in different levels of detail); and to characterize the patterns of reasoning that (...) appear to license the argumentation. Furthermore, recent work also addresses the difficult tasks of evaluating the persuasiveness and quality of arguments. Some of the linguistic genres that are being studied include legal text, student essays, political discourse and debate, newspaper editorials, scientific writing, and others. The book starts with a discussion of the linguistic perspective, characteristics of argumentative language, and their relationship to certain other notions such as subjectivity. Besides the connection to linguistics, argumentation has for a long time been a topic in Artificial Intelligence, where the focus is on devising adequate representations and reasoning formalisms that capture the properties of argumentative exchange. It is generally very difficult to connect the two realms of reasoning and text analysis, but we are convinced that it should be attempted in the long term, and therefore we also touch upon some fundamentals of reasoning approaches. Then the book turns to its focus, the computational side of mining argumentation in text. We first introduce a number of annotated corpora that have been used in the research. From the NLP perspective, argumentation mining shares subtasks with research fields such as subjectivity and sentiment analysis, semantic relation extraction, and discourse parsing. Therefore, many technical approaches are being borrowed from those (and other) fields. We break argumentation mining into a series of subtasks, starting with the preparatory steps of classifying text as argumentative (or not) and segmenting it into elementary units. Then, central steps are the automatic identification of claims, and finding statements that support or oppose the claim. For certain applications, it is also of interest to compute a full structure of an argumentative constellation of statements. Next, we discuss a few steps that try to 'dig deeper': to infer the underlying reasoning pattern for a textual argument, to reconstruct unstated premises (so-called 'enthymemes'), and to evaluate the quality of the argumentation. We also take a brief look at 'the other side' of mining, i.e., the generation or synthesis of argumentative text. The book finishes with a summary of the argumentation mining tasks, a sketch of potential applications, and a—necessarily subjective—outlook for the field. Background Despite the bourgeoning of digital tools for bioethics research, education, and engagement, little research has empirically investigated the impact of interactive visualizations as a way to translate ethical frameworks and guidelines. To date, most frameworks take the format of text-only documents that outline and offer ethical guidance on specific contexts. This study’s goal was to determine whether an interactive-visual format supports frameworks in transferring ethical knowledge by improving learning, deliberation, and user experience.Methods An experimental comparative study was conducted with (...) a pre-, mid-, and post-test design using the online survey platform Qualtrics. Participants were university based early-stage health researchers who were randomly assigned to either the control condition (text-only document) or the experimental condition (interactive-visual). The primary outcome variables were learning, (measured using a questionnaire), deliberation (using cases studies) and user experience (measured using the SED/UD Scale). Analysis was conducted using descriptive statistics and mixed-effects linear regression.Results Of the 80 participants, 44 (55%) used the text-only document and 36 (45%) used the interactive-visual. Results of the knowledge-test scores showed a statistically significant difference between participants’ post-test scores, indicating that the interactive-visual format better supported understanding, acquisition, and application of the framework’s knowledge. Findings from the case studies showed both formats supported ethical deliberation. Results further indicated the interactive-visual provided an overall better episodic and remembered user experience compared with the text-only document.Conclusions Our findings show that ethical frameworks formatted with interactive and visual qualities provide a more pleasing user experience and are effective formats for ethics learning and deliberation. These findings have implications for practitioners developing and deploying ethical frameworks and guidelines (e.g., in educational or employee-onboarding settings), in that the knowledge generated can lead to more effective dissemination practices of normative guidelines and health data ethics concepts. Generative AI programs can produce high-quality written and visual content that may be used for good or ill. We argue that a credit–blame asymmetry arises for assigning responsibility for these outputs and discuss urgent ethical and policy implications focused on large-scale language models.

The artist's house is a prism through which to view not only the artistic practice of its inhabitant, but also to apprehend broader developments in sculpture and contemporary art in relation to domestic architecture and interior space. Based on a series of interviews and site visits with living artists about the role of their home in relation to their work, Kirsty Bell looks at the house as receptacle, vehicle, model, theater, or dream space. In-depth analyses of these contemporary examples—including Jorge (...) Pardo, Mirosław Bałka, Danh Vo, Gregor Schneider, Frances Stark, Marc Camille Chaimowicz, Dominique Gonzalez-Foerster, Paweł Althamer, Mark Leckey, Monika Sosnowska, Gabriel Orozco, Rirkrit Tiravanija, and Andrea Zittel—are contextualized by key artists of the twentieth century such as Kurt Schwitters, Alice Neel, Edward Krasiński, Carlo Mollino, and Louise Bourgeois. A two-way flow from the domestic arena to the exhibition space becomes apparent, in which the everyday has a significant role to play in the merging of such developments as installation art, relational aesthetics, expanded collage, and performance art. Degrowth is the literal translation of 'decroissance', a French word meaning reduction. Launched by activists in 2001 as a challenge to growth, it became a missile word that sparks a contentious debate on the diagnosis and prognosis of our society. 'Degrowth' became an interpretative frame for a new (and old) social movement where numerous streams of critical ideas and political actions converge. It is an attempt to re-politicise debates about desired socio-environmental futures and an example of an activist-led science now (...) consolidating into a concept in academic literature. This article discusses the definition, origins, evolution, practices and construction of degrowth. The main objective is to explain degrowth's multiple sources and strategies in order to improve its basic definition and avoid reductionist criticisms and misconceptions. To this end, the article presents degrowth's main intellectual sources as well as its diverse strategies (oppositional activism, building of alternatives and political proposals) and actors (practitioners, activists and scientists). Finally, the article argues that the movement's diversity does not detract from the existence of a common path. (shrink)

In The Mind Doesn’t Work that Way, Jerry Fodor argues that mental representations have context sensitive features relevant to cognition, and that, therefore, the Classical Computational Theory of Mind (CTM) is mistaken. We call this the Globality Argument. This is an in principle argument against CTM. We argue that it is self-defeating. We consider an alternative argument constructed from materials in the discussion, which avoids the pitfalls of the official argument. We argue that it is also unsound and that, while (...) it is an empirical issue whether context sensitive features of mental representations are relevant to cognition, it is empirically implausible. Whether for the republican president Sun Yat-sen or for the communist helmsman Mao Zedong, the legalist philosopher Hanfei (韓非), whose works marked the Qin Empire some 2200 years ago, still seems to be a source of inspiration. This paper traces the philosophy of Hanfei as a representative of political realism. In order to do so, these paper proceeds in three steps: First, realism is explained in terms of Hanfei, the “author” himself. Second, it is weighed how far his philosophy represents (...) a break with Confucianism and Daoism or whether it can adapt elements of these schools of thought despite all differences. Thirdly, the question will be addressed to what extent Hanfei’s political realism is also a resource to explain contemporary political thought in China. This paper claims that realism, in the Chinese context, began early as a response to Confucianism and Daoism. This response is marked by adaptation and change of themes but also as introduction of novel elements. Realism remains an important factor in Chinese political philosophy. (shrink)

In this article we argue that the mobilities turn and its studies of the performativity of everyday (im)mobilities enable new forms of sociological inquiry, explanation and engagement. New kinds of researchable entities arise, opening up a new or rediscovered realm of the empirical, and new avenues for critique. The mobilities paradigm not only remedies the academic neglect of various movements, of people, objects, information and ideas. It also gathers new empirical sensitivities, analytical orientations, methods and motivations to examine important social (...) and material phenomena and fold social science insight into responses. After an outline of the mobilities paradigm, this article provides a wide-ranging review of emergent `mobile methods' of studying (im)mobilities. We discuss some of the new researchable entities they engender and explore important implications for the relationship between the empirical, theory, critique, and engagement. (shrink)

One of the core themes of Stanisław Lem’s 1961 novel Solaris is the encounter with radical otherness. The ocean planet being studied by scientists form earth is usually interpreted as a representation of radical otherness, which eludes human efforts of understanding. In this paper we argue that in Solaris Lem attempts to show not merely that the ocean is unknowable, but that the unknowability is itself impossible to adequately conceptualise and represent. However, we further argue that this impossibility is the (...) subject of an experience in which the presence of otherness is made available. We focus on the images of chaos which Kelvin discovers on Solaris to show that Lem presents the epistemic situation of the main protagonist as radically unstable. Contrary to most interpretations, however, we argue that the discursive narration in the novel engages with the presence of otherness only superficially. Rather, we suggest that the encounter with otherness is shown as something that manifests itself in bodily emotions, and is, therefore, only possible to convey non-discursively. The fear and dread inspired by the vastness and strangeness of the ocean are always presented by appeal to sensuality and bodily experience. These emotive reactions to encounters with otherness subvert its conceptual representations. We suggest that in this way Lem attempts to convey what cannot be discursively described, or even depicted. He presents radical otherness as something impossible to represent conceptually but offers a vision of the possibility of an encounter with otherness through bodily emotions. On this interpretation Solaris is not only a novel about the encounter with otherness, but also about the very possibility of representing such an encounter. (shrink)

This paper studies the influence of agency conflicts on the irreversibility effect. Using a dynamic variant of the static Baron and Myerson :911–930, 1982) adverse selection model, we characterize under which circumstances the irreversibility effect arises in the presence and absence of an agency conflict. In particular, we find that in the presence of an agency conflict the irreversibility effect arises in more circumstances than in the standard first-best analysis that abstracts from agency problems.

Introduction to special issue of Culture and Dialogue, on “Confucianism: Comparisons and Controversies,” co-edited with Henrique Schneider.

The target article fails to disentangle the functional description from the structural description of the two somatosensory streams. Additional evidence and thorough reconsideration of the evidence cited argue for a functional distinction between the how processing and the what processing of somatosensory information, while questioning the validity and usefulness of the equation of these two types of processing with structural streams. We propose going one step further: to investigate how the distinct functional streams are coordinated via attention.

In lieu of an abstract, here is a brief excerpt of the content:BOOK REVIEWS 389 From the perspective of this reviewer, the presently most obvious fault in this lecture lies in Putnam's criticisms of "the coherence theorists, Ludwig, et al." (p. 97). In this criticism, it is apparently assumed that the adequacy of their proposed solution to the problem considered must be judged solely on the basis of what is presently known. Since Putnam himself acknowledges that no satisfactory interpretation of (...) quantum mechanics exists, this seems unwarranted. The superficiality of the criticism of this position makes this particularly notable. He states, for example, "to say that a wave gives an incomplete description of the state of a system is to say that systems whose state can be described by that wave function may really be in several quite different physical conditions." He then adopts the doubtful strategy of appealing to the meaning of completeness and incompleteness (they are not a matter of degree) in justification of the position that it is improper to say that a wave gives an incomplete descriptionl Despite the fact that, taken as a whole, his brief criticism of the coherence theory is somewhat ungracious. Putnam has set forth the principle issues sur~ rounding the problem with discerning lucidity. Paul K. Feyerabend, in "Problems of Empiricism," places a revisionist's version of empiricism in a carefully developed historical perspective. Empiricism as it has been known is both incomplete and weakened by undesirable assumptions. The incompleteness is to be removed by regarding empiricism as a cosmological hypothesis concerning the relation between man and the universe. The version of empiricism thus admitted has the character of a scientific theory. The undesirable assumptions are views no longer tenable of the nature and content of what is given in sense. Feyerbend understands sensations and perceptions as indicators on a par with indications of physical instruments, and likewise in need of interpretation. A philosophical method is proposed which requires theoretical pluralism instead of the theoretical monism that is (inappropriately) the ideal of much of contemporary empiricism (p. 149). The function of theoretical alternatives is to provide the means of criticizing accepted theory, to which he accords careful historical treatment. "Low level theories" are to guide us to crucial experiments, while "high level theories" are to represent the basic element of the universe. Here again the reader will find a theme which emerges erpeatedly in these lectures. This theme might be stated as follows. Both macrocosmic and microcosmic systems must ultimately be involved in scientific explanation. The crucial problem that emerges is how these two are to be related or in some degree integrated. By the way in which he develops the role of alternative theories, Feyerabend has affirmed one of the principle theoretical components of what Hegel was minded to call metaphysics. An additional observation, for which what I have said should furnish some justification: Many points made throughout this exposition (115 pp. in length) might properly be regarded as together constituting a rapprochement of empiricism and rationalism. It may very well occur to the thoughtful reader that Feyerabend, in his reconstruction of empiricism, has come very near to conceding all that a critical rationalist could ask. Other lectures included in the book are, "The Thermodynamics of Purpose," by David Hawkins, "The Physics of the Large," by Philip Morrison, and "The Ethical Dimension of Scientific Research," by Nicholas Rescher. In the last-mentioned lecture, Professor Rescher points up some generally little understood ethical problems confronted by the scientist in the practice of his profession. DARREL E. Comparative genomicists seem to be convinced that the unit of measurement employed in their studies is a gene that drives the function of cells and ultimately organisms. As a result, they have come to some substantive conclusions about how similar humans are to other organisms based on the percentage of genetic makeup they share.
