Are Scientists responsible for the usage of the results of their research? Scientists belong to the most favourite group of people who are declared to be responsible for many various things. On the other hand, there is severe disagreement with regard to the question what it is that scientists are responsible for. According to some people, scientific responsibility essentially covers the correct acquisition, processing and publication of information, whereas others make scientists responsible for almost all consequences of their research, even (...) if they cannot influence them. This disagreement is exemplified by the attitudes towards Otto Hahn’s research on nuclear fission which range from blaming him for the development of the nuclear bomb to acquitting him from any responsibility because of the lack of knowledge on the possible consequences of his research. In order to solve this problem it is necessary to formulate clearly the conditions for ascribing responsibility to someone. By doing so, it is shown in the present paper, that it is indeed possible to ascribe to scientists responsibility for certain consequences of their research, and that, as a matter of fact, it is implausible to make Hahn responsible for the nuclear bomb, but that it isn’t justified either to regard him as a kind of “naive country scientist”, because there is a lot of information he could and should have had as a scientist. There is considerable evidence that the hippocampal system contributes both to (1) the temporary maintenance of memories and to (2) the processing of a particular type of memory representation. The findings on amnesia suggest that these two distinguishing features of hippocampal memory processing are orthogonal. Together with anatomical and physiological data, the neuropsychological findings support a model of cortico-hippocampal interactions in which the temporal and representational properties of hippocampal memory processing are mediated separately. We propose that neocortical association areas maintain (...) shortterm memories for specific items and events prior to hippocampal processing as well as providing the final repositories of long-term memory. The parahippocampal region supports intermediate-term storage of individual items, and the hippocampal formation itself mediates an organization of memories according to relevant relationships among items. Hippocampal-cortical interactions produce (i) strong and persistent memories for events, including their constituent elements and the relationships among them, and (ii) a capacity to express memories flexibly across a wide range of circumstances. Human performance in natural environments is deeply impressive, and still much beyond current AI. Experimental techniques, such as eye tracking, may be useful to understand the cognitive basis of this performance, and “the human advantage.” Driving is domain where these techniques may deployed, in tasks ranging from rigorously controlled laboratory settings through high-fidelity simulations to naturalistic experiments in the wild. This research has revealed robust patterns that can be reliably identified and replicated in the field and reproduced in the lab. (...) The purpose of this review is to cover the basics of what is known about these gaze behaviors, and some of their implications for understanding visually guided steering. The phenomena reviewed will be of interest to those working on any domain where visual guidance and control with similar task demands is involved. The paper is intended to be accessible to the non-specialist, without oversimplifying the complexity of real-world visual behavior. The literature reviewed will provide an information base useful for researchers working on oculomotor behaviors and physiology in the lab who wish to extend their research into more naturalistic locomotor tasks, or researchers in more applied fields who wish to bring aspects of the real-world ecology under experimental scrutiny. Part of a Research Topic on Gaze Strategies in Closed Self-paced tasks, this aspect of the driving task is discussed. It is in particular emphasized why it is important to carefully separate the visual strategies driving from visual behaviors relevant to other forms of driver behavior. There is always a balance to strike between ecological complexity and experimental control. One way to reconcile these demands is to look for natural, real-world tasks and behavior that are rich enough to be interesting yet sufficiently constrained and well-understood to be replicated in simulators and the lab. This ecological approach to driving as a model behavior and the way the connection between “lab” and “real world” can be spanned in this research is of interest to anyone keen to develop more ecologically representative designs for studying human gaze behavior. First published in 1987. The legal and political writings of the German Social Democrats Kirchheimer and Neumann, from the period prior to the National Socialist seizure of power, are little known to English readers. This volume presents a selection of important essays from this period, which focus on the prospects for the constitutional realization of a social democratic order in the first German Republic - the Weimar Republic, created out of the collapse of the monarchy in 1918, and destroyed by (...) the National Socialists in 1933. Both Kirchheimer and Neumann were active as lawyers in the later 1920s and early 1930s, the latter especially having a close connection with trade union legislation and labour law. From their viewpoint as Social Democrats and lawyers they present incisive analyses of the problems confronted by the attempt to realize the ideal of a social Rechtsstaat in a political environment increasingly dominated by forces on left and right which saw constitutional order only as a means to seize power, and not as a legitimate form of order in itself. In these circumstances, political issues translated into constitutional issues, and thus could be analysed in terms of the aims and objectives of a given constitutional order. A substantial introduction by the volume's editor, Keith Tribe, presents the political and theoretical background to these essays, which range over questions of industrial democracy, political representation, parliamentary rule and the role of judicial review. These issues are once more on the political agenda of Western industrial democracies, and the analyses of Kirchheimer and Neumann have lost none of their force and relevance, despite the catastrophic 'failure' of Weimar democracy in 1933. This study concerns the sociotechnical bases of human autonomy. Drawing on recent literature on AI ethics, philosophical literature on dimensions of autonomy, and on independent philosophical scrutiny, we first propose a multi-dimensional model of human autonomy and then discuss how AI systems can support or hinder human autonomy. What emerges is a philosophically motivated picture of autonomy and of the normative requirements personal autonomy poses in the context of algorithmic systems. Ranging from consent to data collection and processing, to computational (...) tasks and interface design, to institutional and societal considerations, various aspects related to sociotechnical systems must be accounted for in order to get the full picture of potential effects of AI systems on human autonomy. It is clear how human agents can, for example, via coercion or manipulation, hinder each other’s autonomy, or how they can respect each other’s autonomy. AI systems can promote or hinder human autonomy, but can they literally respect or disrespect a person’s autonomy? We argue for a philosophical view according to which AI systems—while not moral agents or bearers of duties, and unable to literally respect or disrespect—are governed by so-called “ought-to-be norms.” This explains the normativity at stake with AI systems. The responsible people (designers, users, etc.) have duties and ought-to-do norms, which correspond to these ought-to-be norms. (shrink)

Otto Bauer has emerged once more in the thought of Western Marxists. The dominant theoretical voice of the Austrian Social Democrats in the late Austrian-Hungarian Empire and the First Austrian Republic, Bauer was re-examined in the 1970s and ’80s as ‘the third way’ was being explored in European politics by Eurocommunists. Bauer again is being discussed in the twenty-first century as not only a European ‘third way’, but as a model for nations across the globe. Bauer’s vision theoretically as (...) well as tactically between 1919 and 1934, when Austrian fascism ended the political efforts of Austrian Social Democracy, was of a pluralist parliamentary governance that sought through party coalitions and the influence of social experiment a developing societal praxis whose socialist principles would realise eventually Marx’s understanding of a classless society. A gradualism in long-range strategy and tactics would lead democratically to greater collective coexistence embracing differing cultures within and beyond separate nations. Reviewed here are five publications between 2005 and 2011 which are either thoughtfully supportive or critically dismissive of Bauer’s multi-cultural models for the socialist coexistence of communities and nations. Two conference collections and three books on Bauer’s thought and political life enable the contemporary mind to evaluate the seminal promise of Bauer’s Marxist understanding, where for him Marxism was a social-scientific instrument to guide societal development. In recent years, inverse spectra were investigated with imaging optics and a quantitative description with radiometric units was suggested. It could be shown that inverse spectra complement each other additively to a constant intensity level. Since optical intensity in radiometric units is a power area density, it can be expected that energy densities of inverse spectra also fulfill an inversion equation and complement each other. In this contribution we report findings on a measurement of the power area density of inverse (...) spectra for the near ultraviolet, visible and the infrared spectral range. They show the existence of corresponding spectral regions ultra-yellow and infra-cyan in the inverted spectrum and thereby present additional experimental evidence for equivalence of inverse spectra beyond the visible range. Newtons experimentum crucis hat ein komplementares Gegenstück, d.h. ein Experiment, in dem die Rollen von Licht und Schatten genau ausgetauscht sind. Statt wie Newton in der Dunkelkammer zu experimentieren, müssen wir das Komplement des experimentum crucis in einer Streulichtkammer aufbauen (deren Wände sog. Lambertstrahler sind). Wenn es dieses umgestülpte Experiment wirklich gibt, dann liefert es für jeden newtonischen Beweis einen umgestülpten Gegenbeweis, dessen Konklusion die Heterogenitat der Schatten wäre (also die Behauptung, dass nicht weißes Licht, sondern schwarze Schatten eine heterogene (...) Mischung verschiedenfarbiger Strahlen mit unterschiedlichen Brechungseigenschaften seien). Dass Newtons experimentum crucis in diesem Sinne umgestülpt werden kann, wird von Newtons eigener Theorie impliziert. Mehr noch, inzwischen ist der empirische Nachweis der Umstülpung gelungen. The ideas of psychoanalyst Otto Gross have had a seminal influence on the development of psychoanalytic theory and clinical practice and yet his work has been largely overlooked. For Freud, he was one of only two analysts ‘capable of making an original contribution', and Jung called Gross 'my twin brother' in the course of their mutual analysis. The movement for the Unity of Science has been making headway for a number of years, and each year more workers in the various scientific domains have expressed their interest in it by participating in the discussion of its aims and its specific problems. A characteristic feature of this movement which explains this growing interest is that it does not propose a “super-science” which is to legislate to the special sciences. Its proposal of a Unity of Science is of a (...) different kind, not based upon some grand metaphysical view of any sort. Those who are active within this movement are emphatic in their insistence that instead of aiming at a synthesis of the different sciences on the basis of a prior and independent philosophy, the special sciences will themselves supply their own synthesizing glue. For appreciating the significance of this movement it is therefore necessary to keep in mind that its tendency is toward a unified science, departmentalized into special sciences, and not toward an artificial and speculative juxtaposition of an autonomous philosophy and an autonomous group of sciences. In this article we (a) interlink the philosophical ideas of Ernst Schumacher and Karl Popper within the framework of planning and management, (b) describe project management cases implemented using the principles of project cycle management (PCM) and (c) study whether the success or failure can be attributed to following these concepts. We consider two basic concepts for perceiving the world surrounding us: the concept of organisation and that of self-organisation. The former emphasises the predictability of the future, where the results (...) of each activity are predetermined and can always be achieved through thorough analytical planning. The latter sees the world as a generic whole where numerous interactions take place simultaneously, leaving the future unknown. As it has been shown, for example, by Schumacher, Hayek and Popper, the real world is uncertain and orders of great complexity appear spontaneously in a self-organised manner. Mankind has thus to cope with the self-organising world and to plan and manage therein. PCM is one of the most widespread contemporary management techniques used for that purpose in both the private and public sectors. However, PCM lacks a proper theoretical basis as well as philosophical framework. We have proposed elsewhere that the concept of piecemeal social engineering elaborated by Popper in his The Poverty of Historicism could serve as a theoretical basis, which can combine the organisational nature of planning and the self-organising and fuzzy world. Thus the task is mentally to split the planning and implementation issue: to take the whole into pieces and rearrange them in a desired manner in the planning phase (concept of organisation; convergent problem solving). The actual implementation of the plan ought to be conducted following a stepwise approach, re-planning all through the process (concept of self-organisation; divergent problem solving). “The future cannot be forecast, but it can be explored.” Not all human actions are unpredictable, but we cannot be sure what the results would be or judge the value of an action based on its inclusion in some plan.
