Teaching ethics in public health programmes is not routine everywhere – at least not in most schools of public health in the European region. Yet empirical evidence shows that schools of public health are more and more interested in the integration of ethics in their curricula, since public health professionals often have to face difficult ethical decisions.

While developing his theory of world 3, Popper rejects two claims made by Plato: first, that the inhabitants of world 3, ideas, are a source of ultimate explanation, a divine revelation of truth, and second, that these ideas are unchanging. I will rehabilitate the second claim. Man does not construct world 3 by creating his theories, nor is it a source of ultimate truth. Instead, world 3 is discovered by man, and it destroys some of his theories: destructive Platonism. I (...) discuss the impact of the modified position on the Grundlagenstreit in mathematics, taking into account Gillies’s constructive Aristotelianism. I then turn to the philosophy of computers and discuss how destructive Platonism relates to computers and the Internet. In particular, I criticize Popper’s claim that computers are nothing but elaborate pens as too pessimistic and incautious, and the fashionable “singularity” theory as too optimistic and at the same time too fatalistic. In my closing remarks, as an antidote against both views, I provide a more modest and reasonable speculation about the ultimate goal and meaning of life. (shrink)

Bisher gibt es keine umfassenden systematischen Studien über ethische Aspekte grenzübergreifender Gesundheitsversorgung. In dieser Arbeit werden die rechtlichen Entwicklungen der grenzübergreifenden Gesundheitsversorgung dargestellt und die in der Literatur vereinzelt erwähnten ethisch relevanten Aspekte heuristisch und auf Patiententypologien aufbauend systematisch inventarisiert und diskutiert. Whilst this position is widely endorsed, developments in cell-free fetal DNA based Non-Invasive Prenatal Testing are now raising questions about its continued suitability for guiding screening policy and practice. This issue is most apparent within debates on the scope of the screening offer. Implied by the aim of enabling meaningful reproductive choices is the idea (...) that screening services should support women in accessing prenatal tests that best enable them to realize the types of reproductive choice that they find important. However, beyond whatever options meet the quality standards required for facilitating an informed decision, the remaining criteria of facilitating autonomous choice is strictly non-directive. As a result, policy makers receive little indication prior to consultation with each individual woman, about what conditions should be prioritized during the offer of screening. In this paper we try to address this issue by using the capabilities approach to further specify the non-directive aim of enabling meaningful reproductive choice. The resulting framework is then used to assess the relative importance of offering prenatal screening where concerning different types of genetic condition. We conclude that greater priority may be ascribed to offering prenatal screening for conditions that more significantly diminish a woman’s central capabilities. It follows that serious congenital and earlier-onset conditions are more likely to fulfill these criteria. (shrink)

Developments in Non-Invasive Prenatal Testing (NIPT) and cell-free fetal DNA analysis raise the possibility that antenatal services may soon be able to support couples in non-invasively testing for, and diagnosing, an unprecedented range of genetic disorders and traits coded within their unborn child’s genome. Inevitably, this has prompted debate within the bioethics literature about what screening options should be offered to couples for the purpose of reproductive choice. In relation to this problem, the European Society of Human Genetics (ESHG) and (...) American Society of Human Genetics (ASHG) tentatively recommend that any expansion of this type of screening, as facilitated by NIPT, should be limited to serious congenital and childhood disorders. In support of this recommendation, the ESHG and ASHG cite considerations of distribution justice. Notably, however, an account of justice in the organization and provision of this type of screening which might substantiate this recommendation has yet to be developed. This paper attempts to redress this oversight through an investigation of Norman Daniels’ theory of Just health: meeting health needs fairly. In line with this aim, the paper examines what special moral importance (for Just health) screening for the purpose of reproductive choice might have where concerning serious congenital and childhood disorders in particular. The paper concludes that screening for reproductive choice where concerning serious congenital and childhood disorders may be important for providing women with fair opportunity to protect their health (by either having or not having an affected child). Midcentury America was governed from the center, a bipartisan consensus of politicians and public opinion that supported government spending on education, the construction of a vast network of interstate highways, healthcare for senior citizens, and environmental protection. These projects were paid for by a steeply progressive tax code, with a top tax rate at one point during the Republican Eisenhower administration of 91 percent. Today, a similar agenda of government action would be portrayed as dangerously left wing. At the same (...) time, radically anti-government and anti-tax opinions are considered part of the mainstream. In _Take Back the Center_, Peter Wenz makes the case for a sane, reality-based politics that reclaims the center for progressive policies. The key, he argues, is taxing the wealthy at higher rates. The tax rate for the wealthiest Americans has declined from the mid-twentieth-century high of 91 percent to a twenty-first-century low of 36 percent--even as social programs are gutted and the gap betweeen rich and poor widens dramatically. Ever since Ronald Reagan famously declared that government was the problem and not the solution, conservatives have had an all-purpose answer to any question: smaller government and lower taxes. Wenz offers an impassioned counterargument. He explains the justice of raising the top tax rates significantly, making a case for less income inequality, and he offers suggestions for how to spend the increased tax revenues: K-12 education, tuition relief, transportation and energy infrastructure, and universal health care. Armed with Wenz's evidence-driven arguments, progressives can position themselves where they belong: in the mainstream of American politics and at the center of American political conversations, helping their country address a precipitous decline in equality and quality of life. In this article, the authors attempt to build a bridge between economic theory and medical ethics to offer a new perspective to tackle ethical challenges in the physician–patient encounter. They apply elements of new institutional economics to the ethically relevant dimensions of the physician–patient relationship in a descriptive heuristic sense. The principal–agent theory can be used to analytically grasp existing action problems in the physician–patient relationship and as a basis for shaping recommendations at the institutional level. Furthermore, the patients’ increased (...) self-determination and modern opportunities for the medical laity to inform themselves lead to a less asymmetrical distribution of information between physician and patient and therefore require new interaction models. Based on the analysis presented here, the authors recommend that, apart from the physician’s necessary individual ethics, greater consideration should be given to approaches of institutional ethics and hence to incentive systems within medical ethics. Information is clearly vital to public health, but the acquisition and use of public health data elicit serious privacy concerns. One strategy for navigating this dilemma is to build 'trust' in institutions responsible for health information, thereby reducing privacy concerns and increasing willingness to contribute personal data. This strategy, as currently presented in public health literature, has serious shortcomings. But it can be augmented by appealing to the philosophical analysis of the concept of trust. Philosophers distinguish trust and trustworthiness from (...) cognate attitudes, such as confident reliance. Central to this is value congruence: trust is grounded in the perception of shared values. So, the way to build trust in institutions responsible for health data is for those institutions to develop and display values shared by the public. We defend this approach from objections, such as that trust is an interpersonal attitude inappropriate to the way people relate to organisations. The paper then moves on to the practical application of our strategy. Trust and trustworthiness can reduce privacy concerns and increase willingness to share health data, notably, in the context of internal and external threats to data privacy. We end by appealing for the sort of empirical work our proposal requires. (shrink)

A ranch owner in San Diego County disposes of 30,000 nonproductive egg-laying hens by feeding them into a wood chipper. Live hens are dumped into the shredder, some likely to hit feet first, some breast first. Sound like a scene from a horror movie? It's a true story. One would surely expect the ranchers to be prosecuted, but California humane slaughter laws do not cover unproductive egg-laying hens.

In Thursday's New England Journal of Medicine, two doctors from the University Medical Center Groningen in the Netherlands outline the circumstances in which doctors in their hospital have, in 22 cases over seven years, carried out euthanasia on newborn infants. All of these cases were reported to a district attorney's office in the Netherlands. None of the doctors were prosecuted.

The finance industry is required to respond to public criticism of perceived immoral behaviour. To create legitimacy, financial firms not only undertake corporate social responsibility activities, but also support such activities with precise justifications. In this paper, we study CSR justifications appearing in annual and sustainability reports from the Swedish finance industry. Our objective is to investigate the ethical character of CSR justifications in the finance industry. This is an interesting topic, both because CSR carries ethical meaning and because CSR (...) justifications play a role in actual business activities. A secondary aim of this article is to test whether decoupled corporate claims about CSR can be recoupled, which would potentially help companies to act responsibly. The observed CSR justifications avoided the fundamental question of whether the finance industry does in fact have responsibilities, and they did not manifest awareness of stakeholders’ demands for CSR. Seemingly value-based CSR activities often lacked ethical justifications. These characteristics do not harmonize with the responsible image that the contemporary finance industry wants to portray. Our counterintuitive finding is that amorality prevails in the justifications that banks give for undertaking CSR activities. (shrink)

This article takes a look back at the historical and philosophical context of the International Map of the World, humans’ first attempt at mapping the entire surface of the earth in detail on a uniform scale. Albrect Penck’s initial idea for a thoroughly detailed topographic map of the world, proposed at Fifth International Geographical Conference in 1891 and securing the support, both symbolic and financial, of many of the world’s governments by the first decades of the twentiethcentury, consisted of a (...) uniform series of hypsometrically-colored topographical maps overlaid with human data and dividing the world into consistently-scaled quadrangles. Envisioned by some geographers and cartographers as a component of the peace, both following both the First and then the Second World War, the project would come to be administered by international and non-governmental organizations by midcentury, as primary governmental support for cartography at that time increasingly reflected territorial interests and claims over and above those in favor of employing concepts of geographical knowledge that were not explicitly political or territorial. The slow demise of the project can be understood to signify the ultimate difficulty of a project that disacknowledged the fundamentality of politically constructed boundaries by employing another scale, in this case, a geometric scale with systematically geographical content, in order to frame its maps. Contrary to this view, it is argued in the article that beyond these standardized models of “invited” participation, there exist various forms of “uninvited” and independent civil society engagement, which frequently not only have more significant impact but are profoundly democratically legitimate as well. Using the two (...) examples of patient associations and environmental and consumer organizations in the field of nanotechnology, it is illustrated that interest-based civil society interventions do play an important role in the polycentric governance of science and technology. In conclusion, some implications for the activities of TA institutions and the design of novel TA procedures are outlined. (shrink)

In contemporary literature, the fact that there is negative causation is the primary motivation for rejecting the physical connection view, and arguing for alternative accounts of causation. In this paper we insist that such a conclusion is too fast. We present two frameworks, which help the proponent of the physical connection view to resist the anti-connectionist conclusion. According to the first framework, there are positive causal claims, which co-refer with at least some negative causal claims. According to the second framework, (...) negative causal claims are generated from mapping and comparing different scenarios, which can fully be accounted for in purely positive terms. Since the positive causal claims evoked by both frameworks pose no obvious difficulties for the physical connection view, these frameworks make it possible for the connectionists to accommodate negative causal claims into their theory. Once these strategies are available, the connectionists become able to render all the arguments starting from the observation that there are negative causal claims in our causal discourse inconclusive with regard to the viability of the physical connection view. No two images of socialism or utopia were more influential a century ago than those of Marx and Bellamy. Marx and Engels famously denied the utopian dimension of their own project; Bellamy celebrated it. In this essay I sketch out some clues for revisiting images of utopia in Marx and in Bellamy. My claim is that Marx failed to develop a systematic utopia or image of socialism. We are left with a series of hints towards five different images of utopia (...) across the path of his life and work. Bellamy's image of utopia is more consistent, but contrary to common understanding, it reflects the unresolved tensions of nineteenth century American modernity expressed through the prism of New England small town radicalism. Bellamy's utopia is connected to the later image of the machine in the garden; contrary to William Morris's assertion, he was not an unmixed modern, and this is one quality at least that he shared with Marx, where the impress of romanticism remains profound. Corballis argues that language underwent two modality switches – from vocal to manual, then back to vocal. Speech has evolved a frame/content mode of organization whereby consonants and vowels (content) are placed into a syllable structure of frames (MacNeilage 1998). No homologue to this mode is present in sign language, raising doubt as to whether the proposed modality switches could have occurred.

In order to account for the mode of existence of social rules and norms, the author develops a theory of the emergence of institutional facts. Just as other kinds of institutional fact, rules and norms are meanings. Therefore, insight into the emergence of social rules and norms can be achieved by studying the recognition and the communication of meanings. Following accounts of meaning and factuality, institutional facts are characterized as unquestionable shared typifications. It is argued that, in becoming an institutional (...) fact, a typification goes through two phases. First, it becomes a social habit. Second, this habit turns into an obligation by being objectified. Despite attending Husserl’s classes, participating in the discussions of the Göttingen phenomenological circle, and writing prolifically on phenomenology, Eugen Enyvvari seems to have been virtually ignored by phenomenological scholarship. I use an array of unpublished sources and a survey of his juvenilia to reconstruct Enyvvari’s biography and intellectual formation, including his confrontation with Melchior Palagyi’s critique of Husserl and Bolzano. Based on both his reports and records from the Göttingen University Archives, I attempt to establish the influences to which he (...) could have been exposed in Göttingen. I rely on a careful micro-analysis of the development of Husserl’s notion of noematical meaning at the time of Enyvvari’s stay in Göttingen in order to asses Enyvvari’s specific contribution to phenomenology and his significance from the point of view of the general historiography of phenomenology. This article identifies civilizational analysis as one response to a recent crisis in the sociology of large-scale social configurations and explores how far the concept of civilization can go in analyzing the contemporary global social constellation. The reasoning proceeds in four steps. First, a brief review of the recent conceptual debate in social theory and historical sociology leads to the conclusion that concepts such as ‘civilization’ and ‘modernity’ still work with too strong presuppositions about continuity and commonality of patterns of (...) world interpretation. Second, a proposal is made to distinguish several basic problématiques that all human collectivities need to address and to suggest that such a distinction lends itself to research-oriented disentangling of various aspects of social phenomena. In an explorative manner, third, this approach will be applied to South Africa and Brazil, two social configurations that can fruitfully be studied as collectivities but lend themselves much less to civilizational analysis. By way of conclusion, finally, the trajectories of these non-European modernities will briefly be compared to the European one to illustrate the potential of this approach for a global sociology of plural trajectories of modernity. The paper covers the last phase of Jan Mukařovský’s career between 1945 and 1964 during which his scholarly outlook underwent several steep flections. It treats his conversion from structuralism to Marxism as a story with a distinctive composition, generic characteristics, and buildup. It articulates it into three stages and argues that each accommodates the relationship between these two scholarly paradigms in a different manner. If the initial one strove toward a harmonious merge of structuralism with Marxism, the second one triggered (...) a sharp renunciation of the former and the total acceptance of the latter, while the last one brought about a rather diffident return to some initial premises of structuralism. This article focuses on the theory of solidarity presented by Émile Durkheim in The Division of Labour in Society ([1893] 1969). Despite its popularity, the distinction between mechanical and organic solidarity has received a lot of criticism. Durkheim allegedly was unable to demonstrate the superior integrating force of modern organic solidarity, while this was his central thesis at the time. A second critique challenges his macrostructural point of view. However, by confronting Durkheim’s classical theory with contemporary work, notably Honneth’s theory (...) of recognition, we can deduce a reformulated framework that is less vulnerable to the afore-mentioned critiques. On the one hand, we specify mechanical and organic solidarity as a dialectical synthesis of both internalized universalistic principles and particularistic emotional orientations. On the other, we incorporate the foregoing typology in a cyclical model that implies interacting processes of inclusion and individualization. (shrink)

In this short book Peter Sloterdijk offers a genealogy of the concept of freedom from Ancient Greece to the present day. This genealogy is part of a broader theory of the large political body, according to which Sloterdijk argues that political communities arise in response to a form of anxiety or stress. Through a highly original reading of Rousseaus late Reveries of a Solitary Walker, Sloterdijk shows that, for Rousseau, the modern subject emerges as a subject free of all (...) stress, unburdened by the cares of the world. Most of modern philosophy, and above all German Idealism, is an attempt to reign back Rousseaus useless and anarchical subject and anchor it in the cares of the world, in the task of having to produce both the world and itself. In the light of this highly original account, Sloterdijk develops his own distinctive account of freedom, where freedom is conceptualized as the availability for the improbable. This important text, in which Sloterdijk develops his account of freedom and the modern subject, will be of great interest to students and scholars in philosophy and the humanities and to anyone interested in contemporary philosophy and critical theory. Apart from remaining arguments concerning the status of materials unpublished in their own lifetimes, the major tension that emerges here is that between the task of immanent, contextual philology and the challenge of reading ‘Marx for today’ or ‘Gramsci for today’.
