In step with rapid advancements in computer vision, vehicle classification demonstrates a considerable potential to reshape intelligent transportation systems. In the last couple of decades, image processing and pattern recognition-based vehicle classification systems have been used to improve the effectiveness of automated highway toll collection and traffic monitoring systems. However, these methods are trained on limited handcrafted features extracted from small datasets, which do not cater the real-time road traffic conditions. Deep learning-based classification systems have been proposed to incorporate the (...) above-mentioned issues in traditional methods. However, convolutional neural networks require piles of data including noise, weather, and illumination factors to ensure robustness in real-time applications. Moreover, there is no generalized dataset available to validate the efficacy of vehicle classification systems. To overcome these issues, we propose a convolutional neural network-based vehicle classification system to improve robustness of vehicle classification in real-time applications. We present a vehicle dataset comprising of 10,000 images categorized into six-common vehicle classes considering adverse illuminous conditions to achieve robustness in real-time vehicle classification systems. Initially, pretrained AlexNet, GoogleNet, Inception-v3, VGG, and ResNet are fine-tuned on self-constructed vehicle dataset to evaluate their performance in terms of accuracy and convergence. Based on better performance, ResNet architecture is further improved by adding a new classification block in the network. To ensure generalization, we fine-tuned the network on the public VeRi dataset containing 50,000 images, which have been categorized into six vehicle classes. Finally, a comparison study has been carried out between the proposed and existing vehicle classification methods to evaluate the effectiveness of the proposed vehicle classification system. Consequently, our proposed system achieved 99.68%, 99.65%, and 99.56% accuracy, precision, and F1-score on our self-constructed dataset. (shrink)

This book synthesizes the game-theoretic modeling of decision-making processes and an ancient moral requirement, called the Golden Rule of ethics (GR). This rule states, "Behave to others as you would like them to behave to you." The GR is one of the oldest, most widespread and specific moral requirements that appear in Christianity, Islam, Judaism, Buddhism, and Confucianism. The book constructs and justifies mathematical models of dynamic socio-economic processes and phenomena that reveal the mechanism of the GR and are based (...) on the concept of Berge equilibrium. The GR can be naturally used for resolving or balancing conflicts, and its "altruistic character" obviously excludes wars, blood-letting, and armed clashes. The previous book of the authors, The Berge Equilibrium: A Game-Theoretic Framework for the Golden Rule of Ethics, covers the static case of the GR. In this book, the dynamic case of the GR is investigated using the altruistic concept of Berge equilibrium and three factors as follows: a) a modification of N.N. Krasovskii's mathematical formalization of differential positional games (DPGs), in view of the counterexamples given by A.I. Subbotin and A.F. Kononenko; b) the method of guiding control, proposed by N.N. Krasovskii; c) the Germeier convolution of the payoff functions of different players. There are cases in which the literal interpretation of statutes may lead to counterintuitive consequences. When such cases go to high courts, judges may handle these counterintuitive consequences by identifying problematic rule conditions. Given that the law consists of a large number of rule conditions, it is demanding and exhaustive to figure out which condition is problematic. For solving this problem, our work aims to assist judges in civil law systems to resolve counterintuitive consequences using logic program representation of statutes (...) and Legal Debugging. The core principle of Legal Debugging is to cooperate with a user to find a culprit, a root cause of counterintuitive consequences. This article proposes an algorithm to resolve a culprit. Since the statutes are represented by logic rules but changes in law are initiated by cases, we adopt a prototypical case with judgement specified by a set of rules. Then, to resolve a culprit, we reconstruct a program so that it provides reasons as if we applied case-based reasoning to a new set of prototypical cases with judgement, which include a new set of facts relevant to a considering case. The most important issue is to differentiate between malignant skin tumours and benign lesions. The aim of this research is the classification of skin tumours by analysing medical skin tumour dermoscopy images. Recent advances in spatially resolved transcriptomics have greatly expanded the knowledge of complex multicellular biological systems. The field has quickly expanded in recent years, and several new technologies have been developed that all aim to combine gene expression data with spatial information. The vast array of methodologies displays fundamental differences in their approach to obtain this information, and thus, demonstrate method‐specific advantages and shortcomings. While the field is moving forward at a rapid pace, there are still multiple challenges presented (...) to be addressed, including sensitivity, labor extensiveness, tissue‐type dependence, and limited capacity to obtain detailed single‐cell information. No single method can currently address all these key parameters. In this review, available spatial transcriptomics methods are described and their applications as well as their strengths and weaknesses are discussed. The article maintains that chronic fatigue syndrome can be properly understood only by taking an integrated perspective in which evolutionary, developmental and ecological aspects are considered. The integrative approach, supplemented by a complexity theory and psychoneuroimmunological research, is capable of explaining why there are so few structural aberrations to be found in chronic fatigue syndrome and why specific treatment is so difficult to establish. A major outcome of the investigation, that all individuals with chronic fatigue syndrome are diseased in their (...) own way, emphasises the need to study the development of personalised life histories. It also highlights an ethical dimension; personalised disease defies essentialist thinking on patient management. Another major outcome, which follows from the developmental systems perspective, is the dissolution of ontological mind-body dualism. This in turn allows for a methodological complementation of the biological and phenomenological approaches to knowledge. New research strategies that may help to resolve chronic fatigue syndrome, grounded in the revised perspective on individual development, are suggested. (shrink)

A sector is a basic unit of airspace whose operation is managed by air traffic controllers. The operation complexity of a sector plays an important role in air traffic management system, such as airspace reconfiguration, air traffic flow management, and allocation of air traffic controller resources. Therefore, accurate evaluation of the sector operation complexity is crucial. Considering there are numerous factors that can influence SOC, researchers have proposed several machine learning methods recently to evaluate SOC by mining the relationship between (...) factors and complexity. However, existing studies rely on hand-crafted factors, which are computationally difficult, specialized background required, and may limit the evaluation performance of the model. To overcome these problems, this paper for the first time proposes an end-to-end SOC learning framework based on deep convolutional neural network specifically for free of hand-crafted factors environment. A new data representation, i.e., multichannel traffic scenario image, is proposed to represent the overall air traffic scenario. A MTSI is generated by splitting the airspace into a two-dimension grid map and filled with navigation information. Motivated by the applications of deep learning network, the specific CNN model is introduced to automatically extract high-level traffic features from MTSIs and learn the SOC pattern. Thus, the model input is determined by combining multiple image channels composed of air traffic information, which are used to describe the traffic scenario. The model output is SOC levels for the target sector. The experimental results using a real dataset from the Guangzhou airspace sector in China show that our model can effectively extract traffic complexity information from MTSIs and achieve promising performance than traditional machine learning methods. In practice, our work can be flexibly and conveniently applied to SOC evaluation without the additional calculation of hand-crafted factors. (shrink)

The free energy principle, an influential framework in computational neuroscience and theoretical neurobiology, starts from the assumption that living systems ensure adaptive exchanges with their environment by minimizing the objective function of variational free energy. Following this premise, it claims to deliver a promising integration of the life sciences. In recent work, Markov blankets, one of the central constructs of the free energy principle, have been applied to resolve debates central to philosophy (such as demarcating the boundaries of the mind). (...) The aim of this paper is twofold. First, we trace the development of Markov blankets starting from their standard application in Bayesian networks, via variational inference, to their use in the literature on active inference. We then identify a persistent confusion in the literature between the formal use of Markov blankets as an epistemic tool for Bayesian inference, and their novel metaphysical use in the free energy framework to demarcate the physical boundary between an agent and its environment. Consequently, we propose to distinguish between “Pearl blankets” to refer to the original epistemic use of Markov blankets and “Friston blankets” to refer to the new metaphysical construct. Second, we use this distinction to critically assess claims resting on the application of Markov blankets to philosophical problems. We suggest that this literature would do well in differentiating between two different research programmes: “inference with a model” and “inference within a model.” Only the latter is capable of doing metaphysical work with Markov blankets, but requires additional philosophical premises and cannot be justified by an appeal to the success of the mathematical framework alone. Autonomous artificial intelligence (AI) systems can lead to unpredictable behavior causing loss or damage to individuals. Intricate questions must be resolved to establish how courts determine liability. Until recently, understanding the inner workings of “black boxes” has been exceedingly difficult; however, the use of Explainable Artificial Intelligence (XAI) would help simplify the complex problems that can occur with autonomous AI systems. In this context, this article seeks to provide technical explanations that can be given by XAI, and to show (...) how suitable explanations for liability can be reached in court. It provides an analysis of whether existing liability frameworks, in both civil and common law tort systems, with the support of XAI, can address legal concerns related to AI. Lastly, it claims their further development and adoption should allow AI liability cases to be decided under current legal and regulatory rules until new liability regimes for AI are enacted. This study aims to integrate hadith, astronomy and sociology studies in examining the implementation of Hijri calendar unification through a multidisciplinary approach. The Hijri calendar is based on the astronomical phenomena of the earth-moon-sun system and should refer to the provisions of Islamic law or fiqh to be implemented in worship. For the preparation of a good Hijri calendar, agreement on criteria, date line, and authority is necessary. Furthermore, agreement on criteria requires a valid argument based on astronomical studies. An (...) agreement on the implementing region boundaries is necessary due to the round earth and the hilal [crescent moon] cannot be observed simultaneously anywhere. It is also needed to resolve unavoidable differences, specifically in the appearance of the hilal and in schools of Islamic law. The problems to be solved are as follows: What is the strategy for implementing Hijri calendar unification? This study is based on a review of hadith and fiqh literature, analysis of astronomical data related to criteria, and experiences of Indonesia and Islamic countries regarding the Hijri calendar unification. The results show that implementing the Hijri calendar unification through the three approaches above can be carried out and accelerated. Contribution: This study contributes to showing the results of a multidisciplinary approach in the problem of implementation of the new Ministers of Religious Affairs of Brunei Darussalam, Indonesia, Malaysia, and Singapore (MABIMS) criteria towards unification of the Hijri calendar. In this article we attempt to answer the question of how the ethical and conceptual framework (ECF) for a learning health‐care system (LHS) affects some of the main controversies in research ethics by addressing five key problems of research ethics: (a) What is the difference between practice and research? (b) What is the relationship between research ethics and clinical ethics? (c) What is the ethical relevance of the principle of clinical equipoise? (d) Does participation in research require a higher standard (...) of informed consent than the practice of medicine? and (e) What ethical principle should take precedence in medicine? These questions allow us to construct two opposite idealized positions on the distinction between research and practice: the integration model and the segregation model of research and practice. We then compare the ECF for an LHS with these two idealized positions. We argue that the ECF for a LHS does not, in fact, solve these problems, but that it is a third, separate position in the relationship between research ethics and clinical ethics. Moreover, we suggest that the ECF for a LHS raises new ethical problems that require additional ethical analysis and justification. Our article contributes to the discussion on the relationship between research ethics and clinical ethics, revealing that although a learning health‐care system may significantly change the landscape of health care, some ethical dilemmas still require resolving on both theoretical and policy‐making levels. This paper briefly surveys several prominent modeling approaches to knowledge-based intelligent systems design and, especially, expert systems and the breakthroughs that have most broadened and improved their applications. We argue that the implementation of technology that aims to emulate rudimentary aspects of human intelligence has enhanced KBIS design, but that weaknesses remain that could be addressed with existing research in cognitive science. For example, we propose that systems based on representational plasticity, functional dynamism, domain specificity, creativity, and concept learning, with (...) their theoretical and experimental rigor, can best characterize the problem-solving capabilities of humans and can best overcome five key limitations currently exhibited by knowledge-based intelligent systems. We begin with a brief survey of the relevant work related to KBIS design and then discuss these five shortcomings with new suggestions for how to integrate results from cognitive science to resolve each of them. Because wicked problems are beyond the scope of normal, industrial-age engineering science, sustainability problems will require reform of current engineering science and technology practices. We assert that, while pluralism concerning use of the term sustainability is likely to persist, universities should continue to cultivate research and education programs specifically devoted to sustainable engineering science, an enterprise that is formally demarcated from business-as-usual and systems optimization approaches. Advancing sustainable engineering science requires a shift in orientation away from reductionism and intellectual specialization (...) towards integrative approaches to science, education, and technology that: draw upon an ethical awareness that extends beyond the usual bounds of professional ethics or responsible conduct of research to include macroethics, adopt anticipatory and adaptive approaches to unintended consequences resulting from technological innovation that result in more resilient systems, and cultivate interactional expertise to facilitate cross-disciplinary exchange. Unfortunately, existing education and research training programs are ill-equipped to prepare scientists and engineers to operate effectively in a wicked problems milieu. Therefore, it is essential to create new programs of graduate education that will train scientists and engineers to become sustainable engineering science experts equipped to recognize and grapple with the macro-ethical, adaptive, and cross-disciplinary challenges embedded in their technical research and development programs. This paper describes a new approach to natural language processing which results in a very robust and efficient system. The approach taken is to integrate the parser with the rest of the system. This enables the parser to benefit from predictions that the rest of the system makes in the course of its processing. These predictions can be invaluable as guides to the parser in such difficult problem areas as resolving referents and selecting meanings of ambiguous words. A program, called (...) FRUMP for Fast Reading Understanding and Memory Program, employs this approach to parsing. FRUMP skims articles rather than reading them for detail. The program works on the relatively unconstrained domain of news articles. It routinely understands stories it has never before seen. Modern types of social reality require updated ways of comprehending them. The research is devoted to a new analytical form of understanding modernity that has recently emerged - accelerationism, still rarely discussed in Russian philosophy. The representatives of accelerationism call for a radical and rapid acceleration of socio-economic and technological processes in capitalist societies. The article reflects some ideas of the Manifesto for an Accelerationist Politics by Alex Williams and Nick Srnicek, after which the accelerationist trend in philosophy and social (...) sciences intensified and gained clear theoretical guidelines. The Manifesto’s ideas about accelerating technological evolution as a means of resolving social conflicts, about unleashing all the latent forces of capitalist production to achieve a state of post-capitalism, denying a return to the Fordist type of production and calling for the restoration of the future as such, are highlighted. The Manifesto and the works of Nick Land, the founder and the most prominent representative of accelerationism, present the position of creating a new program and the very style of thinking with regard to changing the capitalist system along the vector of acceleration. The article pays attention to the interpretation of Gilles Deleuze’s and Félix Guattari’s concept of “deterritorialization” in Land’s works. It emphasizes the focus of accelerationism on the future as a kind of realization of the paradoxical thesis of “looking back from the future.” The content of Land’s accelerationist theory shows the fundamental concepts of K-space (cyberspace), K-war (cyberwar), time and reality, technocratic future of society as Techno-Capital Singularity, expansion of capital as opposed to its reterritorialization. The meaning of Land’s idea of an acceleration of capitalism and the transition to a more progressive future through the collapse of outmoded structures and phenomena of the existing system of capitalism and its technological basis is deduced. It notes that in these countries, the moral order is merely a paper tiger due to its weak implementation framework, whenceits inability to make any meaningful impact in developing countries. After a critical survey of the Nigerian business terrain, this paper concludes that the global business moral order barely impacts the Nigerian situation despite the promise of better, honest, fair, and sustainable business practices implied by corporate social responsibility. People are ingesting various information from different sense organs all the time to complete different cognitive tasks. The brain integrates and regulates this information. The two significant sensory channels for receiving external information are sight and hearing that have received extensive attention. This paper mainly studies the effect of music and visual-auditory stimulation on electroencephalogram of happy emotion recognition based on a complex system. In the experiment, the presentation was used to prepare the experimental stimulation program, and the cognitive neuroscience (...) experimental paradigm of EEG evoked by happy emotion pictures was established. Using 93 videos as natural stimuli, fMRI data were collected. Finally, the collected EEG signals were removed with the eye artifact and baseline drift, and the t-test was used to analyze the significant differences of different lead EEG data. Experimental data shows that, by adjusting the parameters of the convolutional neural network, the highest accuracy of the two-classification algorithm can reach 98.8%, and the average accuracy can reach 83.45%. The results show that the brain source under the combined visual and auditory stimulus is not a simple superposition of the brain source of the single visual and auditory stimulation, but a new interactive source is generated. From his earliest work forward, phenomenologist Maurice Merleau-Ponty attempted to develop a new ontology of nature that would avoid the antinomies of realism and idealism by showing that nature has its own intrinsic sense which is prior to reflection. The key to this new ontology was the concept of form, which he appropriated from Gestalt psychology. However, Merleau-Ponty struggled to give a positive characterization of the phenomenon of form which would clarify its ontological status. Evan Thompson has recently taken up (...) Merleau-Ponty’s ontology as the basis for a new, “enactive” approach to cognitive science, synthesizing it with concepts from dynamic systems theory and Francisco Varela’s theory of autopoiesis. However, Thompson does not quite succeed in resolving the ambiguities in Merleau-Ponty’s account of form. This article builds on an indication from Thompson in order to propose a new account of form as asymmetry, and of the genesis of form in nature as symmetry-breaking. These concepts help us to escape the antinomies of Modern thought by showing how nature is the autoproduction of a sense which can only be known by an embodied perceiver. (shrink)

The efficiency of distribution networks is hugely affected by active and reactive power flows in distribution electric power systems. Currently, distributed generators (DGs) of energy are extensively applied to minimize power loss and improve voltage deviancies on power distribution systems. The best position and volume of DGs produce better power outcomes. This work prepares a new hybrid SSA–GWO metaheuristic optimization algorithm that combines the salp swarm algorithm (SSA) and the gray wolf optimizer (GWO) algorithm. The SSA–GWO algorithm ensures generating the (...) best size and site of one and multi-DGs on the radial distribution network to decrease real power losses (RPL) (kW) on lines and resolve voltage deviancies. Our novel algorithm is executed on IEEE 123-bus radial distribution test systems. The results confirm the success of the suggested hybrid SSA–GWO algorithm compared with implementing the SSA and GWO individually. Through the proposed SSA–GWO algorithm, the study decreases the RPL and improves the voltage profile on distribution networks with multiple DGs units. (shrink)

Millers Living Systems Theory (LST) is known to be very comprehensive. It comprises eight nested hierarchical levels. It also includes twenty critical subsystems. While Millers approach has been analyzed and applied in great detail, some problematic features remain, requiring further explication. One of these is the relationship between reduction and emergence in LST. There are at least four relevant possibilities. One is that LST exhibits neither clear reductionism nor emergence, but is essentially neutral in this regard. Another is that the (...) apparent comprehensiveness of LST is illusory, as the approach remains vulnerable to reduction that could ultimately reduce it to a shadow of its present self. The charge of reductionism has been made by critics leading Miller to defend this theory vehemently as nonreductionist in nature. A third possibility is that LST is not reductionist, but is in fact an emergent theory. Miller makes this claim quite strongly. A fourth possibility, and in some ways the most analytically problematic, is that LST exhibits evidence of both reductionism and emergence simultaneously. Some critics might see this fourth situation as evidence of a troubling paradox or anomaly that must be resolved before further progress can be made in the explication and application of LST. The purpose of the paper is to remove this apparent anomaly. The paper removes this anomaly by differentiating between new-variable emergence and transformational emergence. No concrete evidence is found to contradict Milers claim of emergence in LST, and thus no true anomaly exists. (shrink)

Recently, the pandemic caused by COVID-19 is severe in the entire world. The prevention and control of crimes associated with COVID-19 are critical for controlling the pandemic. Therefore, to provide efficient and convenient intelligent legal knowledge services during the pandemic, we develop an intelligent system for legal information retrieval on the WeChat platform in this paper. The data source we used for training our system is “The typical cases of national procuratorial authorities handling crimes against the prevention and control of (...) the new coronary pneumonia pandemic following the law”, which is published online by the Supreme People’s Procuratorate of the People’s Republic of China. We base our system on convolutional neural network and use the semantic matching mechanism to capture inter-sentence relationship information and make a prediction. Moreover, we introduce an auxiliary learning process to help the network better distinguish the relation between two sentences. Finally, the system uses the trained model to identify the information entered by a user and responds to the user with a reference case similar to the query case and gives the reference legal gist applicable to the query case. This paper presents a case study carried out at Sofia University in Bulgaria, describing the relationship between two developments, firstly an expanding involvement with online learning and e-assessment, and secondly the development of institutional approaches to academic integrity. The two developments interact, the widening use of e-learning and e-assessment raising new issues for academic integrity, and the technology providing new tools to support academic integrity, with the involvement in technological developments acting as a catalyst for changes in approaches to academic (...) integrity. The aim of this study is to describe in what ways the integration of technologies for student authentication and authorship checking in this university has begun to influence teachers’ approach to academic integrity, and has also helped to identify specific issues that need to be resolved for the future of academic integrity in the university. Data collected during the implementation of pilots for the project TeSLA - An adaptive trust-based e-assessment system - enabled an examination of the perspectives of administrators, teachers and students on approaches to cheating and plagiarism, and on possible future directions. The data suggests that the piloting of the TeSLA system has triggered a deepening consideration of approaches to academic integrity, and has also helped to identify important issues for future developments. One Health medicine aims to improve health by focusing on the relations between the health of humans, animals, and the environment. However, One Health does not provide a clear idea of these relations, which are still represented as conceptually separated and not as one health, as the name implies. Inspired by holobiont research, I suggest a new model and conceptual framework for One Health that expands the notion of the biological patient by providing a gradational and dynamic understanding of environments, (...) patients, and their relations. This new model conceptualizes humans and non-humans, individual organisms, and collectives, as belonging to one system that allows for more or less inclusive understandings of patients. As such, it resolves the conceptual tensions of different One Health approaches and supports the implementation of One Health as an interdisciplinary research field. (shrink)

A combination of policy changes and wider socio-economic trends led to a dramatic increase in child poverty in New Zealand during the late 1980s and early 1990s. Higher rates of child poverty have now become embedded in the system and show little sign of resolving themselves. For a country which once took pride in being comparatively egalitarian and, more particularly, a great place to bring up children, the tolerance of much greater child poverty is surprising. It is also concerning. Child (...) poverty imposes many costs. This is especially the case, according to the available evidence, when poverty occurs during early childhood and when it is severe and/or persistent. These costs afflict not only the children directly exposed to poverty, but also the whole society. This article briefly explores the available evidence concerning the nature, magnitude, causes and consequences of child poverty in New Zealand and considers why substantial rates of child poverty have been tolerated for an extended period. Drawing on the lessons of anti-poverty approaches in other OECD countries, it then outlines a strategy for securing substantial and durable reductions in child poverty rates in New Zealand. Finally, it considers the prospects of such a strategy being implemented and suggests ways of enhancing the focus of the political system on child-related social issues. (shrink)

In this paper I explore various grounds on which wilderness can be regarded as something which we should value, and I draw attention to the problems of resolving conftict which are generated by these diverse grounds. I conclude that our attitudes toward nature are partially determined by a background of metaphysical assumptions which derive in particular from the philosophy of Descartes. Thesemetaphysical preconceptions lead to the misconception that various alternative views about the natural environment are mystical or occult. Thus, an (...) alternative non-Cartesian mode ofconception involving holistic or systemic modes of-thought is required in order to develop a satisfactory basis for our attitude toward the natural world. Social robotics are autonomous robots or Artificial Moral Agents (AMA), that will interact respect and embody human ethical values. However, the conceptual and practical problems of building such systems have not yet been resolved, playing a role of significant challenge for computational modeling. It seems that the lack of success in constructing robots, ceteris paribus, is due to the conceptual and algorithmic limitations of the current design of ethical robots. This paper proposes a new approach for developing ethical capacities (...) in robotic systems, one based on the concept of Aristotelian phronesis. Phronesis in principle reflexes closer human ethics than the ethical paradigms we employ today in ethical robotics. This paper describes the essential features of phronesis and proposes a high-level architecture for implementing phronetic principles in autonomous robots. Phronetic robotics is in its early stages of conceptualization, so many of the presented ideas are speculative and require further research.2. (shrink)

Let us start by some general definitions of the concept of complexity. We take a complex system to be one composed by a large number of parts, and whose properties are not fully explained by an understanding of its components parts. Studies of complex systems recognized the importance of “wholeness”, defined as problems of organization (and of regulation), phenomena non resolvable into local events, dynamics interactions in the difference of behaviour of parts when isolated or in higher configuration, etc., in (...) short, systems of various orders (or levels) not understandable by investigation of their respective parts in isolation. In a complex system it is essential to distinguish between ‘global’ and ‘local’ properties. Theoretical physicists in the last two decades have discovered that the collective behaviour of a macro-system, i.e. a system composed of many objects, does not change qualitatively when the behaviour of single components are modified slightly. Conversely, it has been also found that the behaviour of single components does change when the overall behaviour of the system is modified. There are many universal classes which describe the collective behaviour of the system, and each class has its own characteristics; the universal classes do not change when we perturb the system. The most interesting and rewarding work consists in finding these universal classes and in spelling out their properties. This conception has been followed in studies done in the last twenty years on second order phase transitions. The objective, which has been mostly achieved, was to classify all possible types of phase transitions in different universality classes and to compute the parameters that control the behaviour of the system near the transition (or critical or bifurcation) point as a function of the universality class. This point of view is not very different from the one expressed by Thom in the introduction of Structural Stability and Morphogenesis (1975). It differs from Thom’s program because there is no a priori idea of the mathematical framework which should be used. Indeed Thom considers only a restricted class of models (ordinary differential equations in low dimensional spaces) while we do not have any prejudice regarding which models should be accepted. One of the most interesting and surprising results obtained by studying complex systems is the possibility of classifying the configurations of the system taxonomically. It is well-known that a well founded taxonomy is possible only if the objects we want to classify have some unique properties, i.e. species may be introduced in an objective way only if it is impossible to go continuously from one specie to another; in a more mathematical language, we say that objects must have the property of ultrametricity. More precisely, it was discovered that there are conditions under which a class of complex systems may only exist in configurations that have the ultrametricity property and consequently they can be classified in a hierarchical way. Indeed, it has been found that only this ultrametricity property is shared by the near-optimal solutions of many optimization problems of complex functions, i.e. corrugated landscapes in Kauffman’s language. These results are derived from the study of spin glass model, but they have wider implications. It is possible that the kind of structures that arise in these cases is present in many other apparently unrelated problems. Before to go on with our considerations, we have to pick in mind two main complementary ideas about complexity. (i) According to the prevalent and usual point of view, the essence of complex systems lies in the emergence of complex structures from the non-linear interaction of many simple elements that obey simple rules. Typically, these rules consist of 0–1 alternatives selected in response to the input received, as in many prototypes like cellular automata, Boolean networks, spin systems, etc. Quite intricate patterns and structures can occur in such systems. However, what can be also said is that these are toy systems, and the systems occurring in reality rather consist of elements that individually are quite complex themselves. (ii) So, this bring a new aspect that seems essential and indispensable to the emergence and functioning of complex systems, namely the coordination of individual agents or elements that themselves are complex at their own scale of operation. This coordination dramatically reduces the degree of freedom of those participating agents. Even the constituents of molecules, i.e. the atoms, are rather complicated conglomerations of subatomic particles, perhaps ultimately excitations of patterns of superstrings. Genes, the elementary biochemical coding units, are very complex macromolecular strings, as are the metabolic units, the proteins. Neurons, the basic elements of cognitive networks, themselves are cells. In those mentioned and in other complex systems, it is an important feature that the potential complexity of the behaviour of the individual agents gets dramatically simplified through the global interactions within the system. The individual degrees of freedom are drastically reduced, or, in a more formal terminology, the factual space of the system is much smaller than the product of the state space of the individual elements. That is one key aspect. The other one is that on this basis, that is utilizing the coordination between the activities of its members, the system then becomes able to develop and express a coherent structure at a higher level, that is, an emergent behaviour (and emergent properties) that transcends what each element is individually capable of. A general meta-logical theory is developed by considering ontological disputes in the systems of metaphysics. The usefulness of this general meta-logical theory is demonstrated by considering the case of the ontological dispute between the metaphysical systems of Lewis’ Modal Realism and Terence Parsons’ Meinongianism. Using Quine’s criterion of ontological commitments and his views on ontological disagreement, three principles of metalogic is formulated. Based on the three principles of metalogic, the notions of independent variable and dependent variable are introduced. Then, the (...) ontological dispute between Lewis’ Modal Realism and Terence Parsons’ Meinongianism are restated in the light of the principles of metalogic. After the restatement, Independent variable and dependent variables are fixed in both Lewis’ Modal Realism and Terence Parsons’ Meinongianism to resolve the dispute. Subsequently, a new variety of quantifiers are introduced which is known as functionally isomorphic quantifiers to provide a formal representation of the resolution of the dispute. The specific functionally isomorphic quantifier which is developed in this work is known as st-quantifier. It is indicated that how st-quantifier which is one of the functionally isomorphic quantifiers can function like existential quantifier. It is also shown that there is some kind of inconsistency which is unavoidable in stating the ontological disagreement and therefore, paraconsistent logic is a requirement in stating the ontological disputes. This text explores how we understand living and other complex systems. The conventional basis of understanding rests on abstract general theories, but this book proposes conceptual continuity as a new means of comparing systems of divergent complexity and resolving problems in complex systems.

In common with a number of other authors I believe that there has been a paradigm shift in the psychology of reasoning, specifically the area traditionally labelled as the study of deduction. The deduction paradigm was founded in a philosophical tradition that assumed logicality as the basis for rational thought, and provided binary propositional logic as the agreed normative framework. By contrast, many contemporary authors assume that people have degrees of uncertainty in both premises and conclusions, and reject binary logic (...) as a workable normative system. I discuss a number of questions and challenges for this new psychology of reasoning, including the following: (a) Do we need an alternative normative system, such as Bayesianism, for the new paradigm? (b) Is there any longer a clear distinction between the study of deductive and inductive reasoning, the latter having its own tradition and literature? (c) Precisely how is the integrated study of reasoning and decision making facilitated by the new paradigm? (d) What difficulties with dual-processing approaches need to be resolved, if they are to take us forward? (shrink)

The objective of this study is to propose a new operation method based on the universal grey number to overcome the shortcomings of typical interval operation in solving system fault trees. First, the failure probability ranges of the bottom events are described according to the conversion rules between the interval number and universal grey number. A more accurate system reliability calculation is then obtained based on the logical relationship between the AND gates and OR gates of a fault tree and (...) universal grey number arithmetic. Then, considering an aircraft landing gear retraction system as an example, the failure probability range of the top event is obtained through universal grey operation. Next, the reliability of the aircraft landing gear retraction system is evaluated despite insufficient statistical information describing failures. The example demonstrates that the proposed method provides many advantages in resolving the system reliability problem despite poor information, yielding benefits for the function of the interval operation, and overcoming the drawback of solution interval enlargement under different orders of interval operation. The west-centrism in approaching the knowledge systems of east has been sufficiently highlighted and problematized. This paper argues that the attempts have often been restricted to a framework of colonial gaze that prevents the Indian classical philosophy from gaining a vantage of its own. The approach to the classical traditions have been largely fragmented, catering to the pressure of proving its “relevance” either as a knowledge system or as texts with useful resources and answers to contemporary problems. This “problem solving” (...) framework at the very outset de-recognizes the capacity of an entire philosophical tradition of problem identification and formulation, unsettling terrains of knowledge by asking new questions. The article presents a case for theorizing relevance as a prerequisite to resolving some of these issues. (shrink)

The main characteristic of the French local tax system undoubtedly resides in a convoluted structure which impedes any progress in the development of tax competition between local authorities. On the contrary, recent legislative evolutions make obvious a trend of recentralization of the French local finance system illustrated by the fact the State is presently the first tax contributor to the local authorities’ budgets. As a result, it becomes blatant that any new competence transfer to the local authorities without setting up (...) an explicit financing scheme for these transfers will put an end to the local authorities’ autonomy.L’ensemble du système fiscal local français est caractérisé par une structure complexe peu propice au développement de la concurrence fiscale entre collectivités locales. Bien au contraire, les évolutions récentes témoignent d’un phénomène de recentralisation des finances locales françaises par lequel l’Etat devient le premier contributeur à la fiscalité des collectivités locales. Au total, il semble évident que tout accroissement de transfert de compétences non accompagné d’une remise à plat du système fiscal local français ne peut conduire à terme qu’à la fin de l’autonomie des collectivités locales. RESUMEN: Los cambios en la nueva concepción del Estado Democrático de Derecho que surgen a partir de la toma de conciencia de la existencia de determinados derechos que se consideran como fundamentales por la comunidad internacional, influyen de modo directo en el diseño de políticas públicas, de creación de normas jurídicas y en el modo de resolver los casos judiciales. Es así que se presenta a la Teoría Neoconstitucional como una nueva teoría del derecho que permite integrar los derechos con (...) sus respectivas garantías, y que se ocupa tanto de las normas como de los principios y los valores de Derechos Humanos y de su internalización en los ordenamientos de los Estados, es decir, se ocupa del fenómeno de mundialización de estos derechos. Dentro de los derechos fundamentales encontramos los que poseen las mujeres en lo que concierne a vivir una vida libre de toda violencia en la que se respete su dignidad y autonomía de la voluntad, amén de que los índices de violencia contra ellas aumentan día a día en todos los países del mundo. De este modo los Estados deberán cumplimentar con las medidas de acciones positivas tendientes a garantizar el efectivo goce de los derechos reconocidos por los Pactos internacionales de Derechos Humanos.ABSTRACT: The changes in the new conception of the Democratic State of Law that arise from the awareness of the existence of certain rights that are considered fundamental by the international community, have a direct influence on the design of public policies, the creation of legal norms and how to solve judicial cases. This is how the Neoconstitutional Theory is presented as a new theory of law that allows integrating rights with their respective guarantees, and that deals with both the norms and the principles and values of Human Rights and their internalization in the legal systems. of the States, that is, deals with the phenomenon of globalization of these rights. Within the fundamental rights we find those that women possess in what concerns to live a life free of all violence in which their dignity and autonomy of the will is respected, in addition to that the indices of violence against them increase every day in all the countries of the world. As the world struggles through the COVID‐19 pandemic, we should also be asking what systems‐level measures will be needed to prevent this or even worse disasters from happening in the future. We argue that the pandemic is merely one of potentially myriad and pleiomorphic future global disasters generated by the same underlying dynamical system. We explain that there are four broad but easily identifiable systemic, pathologically networked conditions that are hurtling civilization toward potential self‐destruction. As long as these conditions are (...) not resolved, we should consider catastrophe as an inevitable emergent endpoint from the dynamics. All four conditions can be reversed with collective action to begin creating an enduring and thriving post‐ COVID‐19 world. This will require maximal application of the precautionary principle. This phenomenological research investigates how it is possible to determine the extent to which a chromatic colour appears white and black in order to use it to build a new Colour Rendering Index. We tested two methods of subjective evaluation; in the first, the perceptual presence of white (and black) in a colour alone was assessed on a unipolar intensity scale, independently for the two attributes. In the second method, evaluations of whiteness (and blackness) were conducted for colours presented in (...) a sequence ordered from the least to the greatest presence of the respective attribute. In both tests evaluations were made either by moving an arrow on a slider from left (minimum) to right (maximum) or by choosing a grey cylinder that matched the same degree of similarity to white (and black) as the test colour. In four experiments, 16 colours of 4 hues and 4 different shades were studied; in a fifth experiment, 48 colours, 12 for each quadrant of the colour wheel, were studied; finally, in another test, 10 greys were studied. In the first three experiments, the results were unexpected, as the evaluations of whiteness and blackness were complementary, adding up to 100%, while in the current NCS, 100% includes not only the evaluation of white and black but also that of chromaticness, therefore white and black are not complementary. In the fourth and fifth experiments, the sum of the evaluations of white and black was always less than 100%, in accordance with the present NCS. In the last experiment, the evaluations of white and black given independently to the 10 greys samples were complementary, confirming the bipolar nature of white-black continuum. Suggestions have been provided to resolve the discrepancy between the results of this research and the structure of the current NCS. (shrink)

Public deliberation, highly valued by many African societies, becomes the cornerstone of a new system of African political philosophy in this brilliant, highly original study. In Deliberative Agency, philosopher Uchenna Okeja offers a way to construct a new political center by building it around the ubiquitous African practice of public deliberation, a widely accepted means to resolve legal matters, reconcile feuding groups, and reestablish harmony. In cities, hometown associations and voluntary organizations carry out the task of fostering deliberation among African (...) groups for different reasons. In some instances, the deliberation aims to settle disputes. In others, the aim is to decide the best action to take to address unfortunate incidents such as death. Through a measured, comparative analysis, Deliberative Agency argues that the best way to reimagine and harness the idea of public deliberation, based on current experiences in Africa, is to see it as performance of agency. The plane of the present is a concept that is useful for discussing the various paradigms of time. Here by ‘plane of the present’ we mean the temporal interface that represents the present instant and that forms the boundary between the past and the future. We use the geometrical term ‘plane’ to indicate an extended surface in the space-time continuum, as opposed to a ‘point’ on some time axis. This point/plane dichotomy is intended to raise issues of extension and simultaneity (...) and to examine the degree to which these are meaningful concepts from various physical viewpoints. We will show by example in the present work that the plane of the present is a pivotal concept that offers considerable power in differentiating between various views of the nature of time. The concept of time within the main stream of physics thinking has followed a rather convoluted path over the past three millennia. Anticipating the modern motion picture, Zeno of Elea (c.490-c.430 B.C) questioned whether time should appropriately be viewed as a continuously flowing river, or should more properly be considered as a rapid sequence of stop-motion ‘freeze-frames’, in effect rendering geometrical each instant as a separate infinitesimal point on the line of time. Adopting this view, he asked how physical motion could occur. He argued paradoxically that motion is not possible, since it appears to happen only between the frozen frames of time instants.1 From the viewpoint of Zeno, the plane of the present would be simply the last and most recent in this sequence of freeze-frames. It would be that frozen instant, spanning the universe, which changes progressively as the instant we call ‘now’ becomes the frozen past and future possibility freezes into the ‘now’ of present reality. We note that the plane of the present as a concept does not resolve the arrow paradox that Zeno raised. It only provides a way of thinking about it. (shrink)

The tenth proposition of Spinoza’s Ethics reads: ‘Each attribute of substance must be conceived through itself.’ Developing and defending the argument for this single proposition, it turns out, is vital to Spinoza’s philosophical project. Indeed, it’s virtually impossible to overstate its importance. Spinoza and his interpreters have used EIp10 to prove central claims in his metaphysics and philosophy of mind (i.e., substance monism, mind-body parallelism, mind-body identity, and finite subject individuation). It’s crucial for making sense of his epistemology (i.e., Spinoza’s (...) account of knowledge and response to skepticism) and in resolving puzzles within the Ethics (i.e., explaining human ignorance of all but two attributes). Even those who do not attribute some of the above claims to Spinoza need EIp10 to defend much of what they believe about Spinoza’s system. This paper locates a previously unnoticed argument for this proposition in Spinoza’s Short Treatise on God, Man, and His Well Being. There, Spinoza shows himself concerned with a powerful and underappreciated form of philosophical skepticism, one with surprising echoes in the work of his contemporary Leibniz as well as in the later Wittgenstein. Spinoza’s introduction of E1p10 in the Ethics circumvents this form of skepticism, solving the problem the Short Treatise envisions while also explaining that text’s argument’s absence from the explicit justificatory structure of the Ethics. ABSTRACTThe crisis of European sciences in Husserl’s late work diagnoses Galilean science as specifically and necessarily losing touch with the intuitive evidence that would legitimate it due to its reliance on a formal-mathematical conceptual apparatus. While the vast majority of Husserl’s late work was focussed on a critique of the formal-mathematical paradigm of the physical science of nature, at several points the possibility of biology as the exemplary science is raised to suggest that the lack of a reliance on formal-mathematical (...) conceptual language would mean that a systemic crisis would not occur in such a case. This investigation considers the grounds for the expectation that biology would not engender a crisis, suggests that a paradigmatic role for ecology would more adequately address this expectation, and finally claims that the question of the relation between a specific exemplary science and transcendental phenomenology is not fully resolved even in this case.
