In mass democracies, voting—in elections or referendums—is the main way in which most citizens can publicly express their political preferences. And yet this means of expression is sometimes perceived by them as highly frustrating, partly because it does not allow for much expression. Dominant voting methods lead to a reduction of options, pressure citizens to vote tactically at the cost of expressing their genuine preferences, and fail to convey what they really think about different candidates, parties, or options. Yet citizens (...) do not merely have a right to vote; they have a more fundamental right to political expression from which one can derive a right to a voting method that offers the most opportunities for expression among those satisfying other important requirements. The aim of this article is therefore to add this consideration about the importance of political expression to debates about voting methods that have mainly been conducted from the perspective of social choice theory. To illustrate what is at stake, it introduces evaluative voting methods (allowing voters to grade all of the candidates, parties, or options) as a promising way of honoring the right to political expression without jeopardizing other important properties of voting methods. This paper builds on previous work that investigated anticancer drugs as ‘informed materials’, i.e., substances that undergo an informational enrichment that situates them in a dense relational web of qualifications and measurements generated by clinical experiments and clinical trials. The paper analyzes the recent transformation of anticancer drugs from ‘informed’ to ‘informing material’. Briefly put: in the post-genomic era, anti-cancer drugs have become instruments for the production of new biological, pathological, and therapeutic insights into the underlying etiology and evolution of (...) cancer. Genomic platforms characterize individual patients’ tumors based on their mutational landscapes. As part of this new approach, drugs targeting specific mutations transcend informational enrichment to become tools for informing their targets, while also problematizing the very notion of a ‘target’. In other words, they have become tools for the exploration of cancer pathways and mechanisms. While several studies in the philosophy and history of biomedicine have called attention to the heuristic relevance and experimental use of drugs, few have investigated concrete instances of this role of drugs in clinical research. Cet article commence par examiner trois justifications épistémiques de la démocratie, proposées par José Luis Martí, David Estlund et Hélène Landemore. Tous trois cherchent à montrer en quoi la démocratie possède une tendance à engendrer des décisions correctes, mais font face au risque de légitimer une organisation technocratique du politique, en contradiction avec le principe d’égalité politique. Ils estiment donc que l’argument épistémique ne peut pas suffire à justifier des institutions démocratiques. Cependant, si l’on comprend la valeur «épistémique» d’une décision (...) politique à la fois d’un point de vue factuel et normatif, c’est-à-dire qu’on considère à la fois sa rationalité et son impartialité, une justification épistémique de la démocratie beaucoup plus robuste émerge. ABSTRACTMany rich countries are witnessing the rise of xenophobic political parties. The opposition to immigration and global redistributive policies is high. How can we pursue global justice in such non-ideal circumstances? Whatever the way we want to pursue global justice, it seems that a change in the political ethos of citizens from rich countries will be necessary. They must come to internalize some genuine concern for foreigners and relativize national identities. Can education contribute to the promotion of such cosmopolitan ethos? (...) An overtly cosmopolitan educational agenda is not likely to be endorsed in these societies where national ties and national priority may be considered fully legitimate by the majority. Nevertheless, this paper argues, some more achievable educational aims may have desirable cosmopolitan spillover effects although it is not their primary purpose. Decentration, empathy, critical thinking, understanding of social reality and social mix can be defended as necessary for a better domestic society. Yet these aims also make the widespread development of a cosmopolitan ethos more likely. This paper thus considers the arguments that can be made for these educational aims and their potential effects on citizens’ attitudes towards foreigners. Then, it discusses a possible tension with another aspect of national civic education: national integration. (shrink)

The present study tested the assumption that self-ratings, such as those used for measuring state anxiety, do not measure a one-dimensional transcendent entity but involve decisions based on a multi-dimensional judgment. Two groups of subjects were presented with a balanced nine-item state anxiety questionnaire. Each group received a different set of instructions (a standard set and an altered instruction set suggesting unidimensionality of the questions in the questionnaire). It was hypothesized that this change in instructions would impact the structure of (...) the data. The impact of the instructions was detectable at the level of the observed correlation between the negative and positive composites, Cohen's (1988) q=-0.27$. A multigroup confirmatory factor analysis showed that positive and negative wording factors correlated more strongly when unidimensionality was suggested than when standard instructions were used, q=-0.54. In the organelles of plants and mammals, recent evidence suggests that genomic instability stems in large part from template switching events taking place during DNA replication. Although more than one mechanism may be responsible for this, some similarities exist between the different proposed models. These can be separated into two main categories, depending on whether they involve a single‐strand‐switching or a reciprocal‐strand‐switching event. Single‐strand‐switching events lead to intermediates containing Y junctions, whereas reciprocal‐strand‐switching creates Holliday junctions. Common features in all the (...) described models include replication stress, fork stalling and the presence of inverted repeats, but no single element appears to be required in all cases. We review the field, and examine the ideas that several mechanisms may take place in any given genome, and that the presence of palindromes or inverted repeats in certain regions may favor specific rearrangements. Vous menez depuis plusieurs années des enquêtes sur le personnel politique en France, avec l’ambition de reconsidérer la notion de « professionnel » de la politique et par extension les ressorts d’une « professionnalisation » de la vie politique en France. Un point de départ, semble-t-il, de votre réflexion porte sur le fait que ces termes servent souvent (à l’instar du vocable péjoratif de « politicien » auquel ils se substituent souvent) à dévaloriser le personnel politique. Ils avaient pourtant été (...) conçus par les sciences sociales pour mettre à distance tout jugement de valeur à propos des élus. On pense bien sûr à Max Weber, mais aussi aux travaux fondateurs de Daniel Gaxie ou Jacques Lagroye, notamment. Comment vos propres travaux se situent-ils par rapport à la dimension normative inévitablement attachée à cet objet qu’est le « métier » de député? «Etienne Gilson laissait à sa mort, en septembre 1978, le manuscrit d'un ouvrage largement inédit dont il avait achevé la préparation dix ans plus tôt, à en croire l'indication marginale "janvier 1968" qui figure sur la table des matières, complète et paginée. Ce volume posthume qu'Etienne Gilson avait intitulé malicieusement Constantes philosophiques de l'être comporte huit chapitres, inédits pour moitié, tandis que les autres reprennent sous une forme parfois assez différente et généralement plus développée la matière d'essais publiés séparément de (...) 1952 à 1967. La composition des textes ainsi rassemblés s'échelonne donc sur une quinzaine d'années sans qu'on puisse toujours dater avec précision la rédaction des quatre chapitres jusqu'à présent inédits. Ce qui est sûr en tout cas, c'est que, comme l'auteur le souligne lui-même dans sa Préface, tous ont été conçus dans la perspective d'un recueil d'ensemble, qui s'est constitué progressivement et comme de lui-même. Le présent ouvrage, beaucoup plus doctrinal qu'historique, se situe par ailleurs dans le prolongement direct des réflexions que le grand historien avait d'abord développées dans l'Etre et l'Essence. L'auteur y poursuit en particulier, à la faveur d'une mise en perspective de l'ensemble de la tradition philosophique occidentale, un débat déjà engagé dans les appendices de la seconde édition de l'Etre et l'Essence, en 1962 ; débat qui porte sur ce que Gilson nomme ici "la nouvelle philosophie de l'être". S'interrogeant en philosophe "sur les données de l'histoire", l'historien demande à présent : "qu'y a-t-il de nouveau dans les aventures de l'être?", la nouveauté tenant pour l'essentiel au "cas Heidegger". Découvert par François Dolbeau, ce sermonnaire contient 63 sermons d’Augustin et un de Césaire d’Arles. L’intérêt pour ces oeuvres est d’autant plus grand que plusieurs des sermons sont partiellement ou complètement inédits. C’est le cas du sermon D. 26 en lequel s’élaborent (...) plusieurs réflexions qu’Augustin exprimera par la suite dans la Cité de Dieu. Dans le cadre de cet article, seront examinés les thèmes et les enjeux identitaires que l’on peut déceler en particulier dans les chapitres 1 à 9 de ce sermon. | : The sermon called Dolbeau 26 is part of a manuscript dating from the second half of the 15th century which came out of oblivion thanks to the publication, in 1990, of a catalogue of manuscripts in the Stadtbibliothek Mainz. This paper takes the recent French elections as an opportunity to reflect on the nature of the presidential function in parliamentary democracies. The discrepancy between the winning candidate's pre-election declarations and his actual approach to his new function reflects a fundamental divergence in the possible interpretations of political representation. This divergence was made fully explicit and came to a head in the debate that opposed the two great jurists of the Weimar Republic, Hans Kelsen and Carl Schmitt. This paper suggests (...) that revisiting this old polemic can yield interesting insights into the contemporary situation. (shrink)

The theoretical literature on vertical relationships usually assumes that beliefs about secret contracts take specific forms. In a recent paper, Eguia et al. (Games Econ Behav 109:465–483,2018) propose a new selection criterion that does not impose any restriction on beliefs. In this article, we extend their criterion by generalizing it to risk-averse retailers, and we show that risk aversion modifies the size of the belief subsets that support each equilibrium. We conduct an experiment which revisits that of Eguia et al. (...) (Games Econ Behav 109:465–483,2018). We design a new treatment effect on equilibrium selection depending on the retailers’ risk sensitivity. Experimental results confirm the treatment effect: the more sensitivity there is towards risk, the more the equilibrium played is consistent with passive beliefs. In addition, extending Eguia et al.’s (Games Econ Behav 109:465–483,2018) criterion to risk-averse retailers improves its predictive power on the equilibria played, especially for a population of retailers with moderate to extreme risk aversion. If citizens are to make enlightened collective decisions, they need to rely on true factual beliefs, but misinformation impairs their ability to do so. Although some cases of misinformation are deliberate and amount to propaganda, cases of inadvertent misinformation are just as problematic in affecting the beliefs and behavior of democratic citizens. A review of empirical evidence suggests that this is a serious problem that cannot entirely be corrected by means of deliberation.

étienne Balibar has been one of Europe's most important philosophical and political thinkers since the 1960s. His work has been vastly influential on both sides of the Atlantic throughout the humanities and the social sciences. In We, the People of Europe?, he expands on themes raised in his previous works to offer a trenchant and eloquently written analysis of "transnational citizenship" from the perspective of contemporary Europe. Balibar moves deftly from state theory, national sovereignty, and debates on multiculturalism and (...) European racism, toward imagining a more democratic and less state-centered European citizenship. Although European unification has progressively divorced the concepts of citizenship and nationhood, this process has met with formidable obstacles. While Balibar seeks a deep understanding of this critical conjuncture, he goes beyond theoretical issues. For example, he examines the emergence, alongside the formal aspects of European citizenship, of a "European apartheid," or the reduplication of external borders in the form of "internal borders" nurtured by dubious notions of national and racial identity. He argues for the democratization of how immigrants and minorities in general are treated by the modern democratic state, and the need to reinvent what it means to be a citizen in an increasingly multicultural, diversified world. A major new work by a renowned theorist, We, the People of Europe? offers a far-reaching alternative to the usual framing of multicultural debates in the United States while also engaging with these debates.
