Des deux fonctions du médecin, soigner le corps et panser l'âme, la seconde est restée jusqu'au XVIIIe siècle prédominante : on pouvait seulement donner au malade le sentiment qu'il n'était pas abandonné, qu'on luttait avec lui pour obtenir sa guérison. Au début du XIXe siècle, la science, en apportant à la fois des connaissances et une méthode, a permis la naissance de la médecine moderne. Débarrassé des idées reçues et des creuses spéculations, le médecin s'est mis à confronter les signes (...) cliniques avec les lésions anatomiques puis avec les données biologiques, pour définir et classer les affections une à une. Démarche d'une prodigieuse efficacité : en deux siècles, l'espérance de vie est passée de vingt-sept à soixante-dix-sept ans. Mais ces progrès ont fait négliger l'aspect psychologique de la santé. Drogues licites et illicites, maladies sexuellement transmissibles, accidents, suicides : la mortalité des jeunes augmente aujourd'hui. Alors que la victoire semblait à portée de main, le médecin découvre qu'un corps ne petit être sain si l'esprit est malade. Devant le mal-être contemporain, en conservant la rigueur intellectuelle et méthodologique qui lui a valu ses succès, la médecine individuelle et curative doit aussi devenir collective et préventive, tenir compte d'une nouvelle donne économique et sociologique. The Alumni Office at Bradford University has been operating a PC based Alumni System using Dbase III Plus. This system is now breaking down due to the workload being placed upon it and a new system is required. The production of a new system has been undertaken by Martin Charlesworth, Timothy Hodgson and Ioanis Trikukis as an M.Sc. project. This report relates to that project. A system has been produced as a joint effort whereby each team member has produced (...) elements of the whole system. The result has been a system, which while not fuIIy complete, is in a state which can be used by the Alumni Office. The production of the system involved an analysis of the current system, the design of a new system and the implementation of the design. These stages are detailed in this report. The project has met its aims and its organisation has proved to be an effective method of working. (shrink)

Les représentations du juste varient d'une époque à l'autre, d'un continent à l'autre et même au sein d'une société pourtant assez homogène quant à sa composition, son histoire et son mode de vie. En atteste suffisamment le regard que l'on a porté sur l'esclavage, que l'on porte encore sur la domination masculine, l'avortement ou le mariage entre personnes (...) du même sexe...0Peut-on affirmer, comme une vérité absolue, ceci est juste? Les valeurs fournissent les critères d'appréciation d'une norme morale, sociale ou juridique mais, pour la seule Raison, quelle est la valeur d'une valeur? Vaut-elle absolument, pour tous, ou relativement, en un certain temps, en un certain Beu? Certains sont-ils dans le vrai, d'autres dans l'erreur? Si l'on ne parvient pas à établir une vérité de la valeur, faut- il admettre que tout se vaut? Faut-il renoncer à lutter et laisser à ceux qui croient le soin de définir ce qui doit être? How do people stretch their understanding of magnitude from the experiential range to the very large quantities and ranges important in science, geopolitics, and mathematics? This paper empirically evaluates how and whether people make use of numerical categories when estimating relative magnitudes of numbers across many orders of magnitude. We hypothesize that people use scale words—thousand, million, billion—to carve the large number line into categories, stretching linear responses across items within each category. If so, discontinuities in position and response time (...) are expected near the boundaries between categories. In contrast to previous work that suggested only that a minority of college undergraduates employed categorical boundaries, we find that discontinuities near category boundaries occur in most or all participants, but that accurate and inaccurate participants respond in opposite ways to category boundaries. Accurate participants highlight contrasts within a category, whereas inaccurate participants adjust their responses toward category centers. (shrink)

As we increasingly delegate decision-making to algorithms, whether directly or indirectly, important questions emerge in circumstances where those decisions have direct consequences for individual rights and personal opportunities, as well as for the collective good. A key problem for policymakers is that the social implications of these new methods can only be grasped if there is an adequate comprehension of their general technical underpinnings. The discussion here focuses primarily on the case of enforcement decisions in the criminal justice system, but (...) draws on similar situations emerging from other algorithms utilised in controlling access to opportunities, to explain how machine learning works and, as a result, how decisions are made by modern intelligent algorithms or 'classifiers'. It examines the key aspects of the performance of classifiers, including how classifiers learn, the fact that they operate on the basis of correlation rather than causation, and that the term 'bias' in machine learning has a different meaning to common usage. An example of a real world 'classifier', the Harm Assessment Risk Tool (HART), is examined, through identification of its technical features: the classification method, the training data and the test data, the features and the labels, validation and performance measures. Four normative benchmarks are then considered by reference to HART: (a) prediction accuracy (b) fairness and equality before the law (c) transparency and accountability (d) informational privacy and freedom of expression, in order to demonstrate how its technical features have important normative dimensions that bear directly on the extent to which the system can be regarded as a viable and legitimate support for, or even alternative to, existing human decision-makers. The loss or absence of vision is probably one of the most incapacitating events that can befall a human being. The importance of vision for humans is also reflected in brain anatomy as approximately one third of the human brain is devoted to vision. It is therefore unsurprising that throughout history many attempts have been undertaken to develop devices aiming at substituting for a missing visual capacity. In this review, we present two concepts that have been prevalent over the last (...) two decades. The first concept is sensory substitution, which refers to the use of another sensory modality to perform a task that is normally primarily sub-served by the lost sense. The second concept is cross-modal plasticity, which occurs when loss of input in one sensory modality leads to reorganization in brain representation of other sensory modalities. Both phenomena are training-dependent. We also briefly describe the history of blindness from ancient times to modernity, and then proceed to address themeansthat have been used to help blind individuals, with an emphasis on modern technologies, invasive (various type of surgical implants) and non-invasive devices. With the advent of brain imaging, it has become possible to peer into the neural substrates of sensory substitution and highlight the magnitude of the plastic processes that lead to a rewired brain. Finally, we will address the important question of the value and practicality of the available technologies and future directions. (shrink)

This chapter considers Nietzsche's and Spinoza's views on freedom – a theme of central interest to both thinkers. It draws from Yonover in order to provide an outline of their rejections of one conception of freedom: freedom of the will. The chapter also considers their positive visions of a very different kind of freedom, which rather consists in self‐determination. Nietzsche's naturalism surely plays a major role in his rejection of freedom of the will, too. Nietzsche and Spinoza praise a comparable (...) kind of freedom characterized especially by the primary elements. Spinoza writes in the first appendix of the Ethics that at least one portion of the foremost “prejudice” to undermine is the idea that God “directs all things to some certain end”. (shrink)
