Novel neurotechnologies like deep brain stimulation and brain-computer interfaces promise clinical benefits for severely suffering patients. Nevertheless, such electroceuticals raise several ethical issues on different levels: while on the level of clinical neuroethics issues with direct relevance for diagnosis and treatment have to be discussed, on the level of research neuroethics questions regarding research and development of these technological devices like investigating new targets and different diseases as well as thorough inclusion criteria are dealt with. On the level of theoretical (...) neuroethics more general questions are examined including anthropological considerations on “normal” human functioning as well as implications on personality, personal identity and authenticity. This paper presents a brief review on ethical issues of deep brain stimulation and brain computer interfacing and simultaneously introduces to this themed issue with thirteen contributions dealing from different perspectives with ethical implications of electroceuticals for the human brain. One of the most controversial areas of animal research is the use of nonhuman primates for fundamental research. At the centre of the controversy is the question of whether the benefits of research outweigh the harms. We argue that the evaluation of harms and benefits is highly problematic. We describe some common procedures in neurological research using nonhuman primates and the difficulties in evaluating the harm involved. Even if the harm could be quantified, it is unlikely that it could be (...) meaningfully aggregated over different procedures, let alone different animals. A similar problem arises for evaluating benefits. It is not clear how benefits could be quantified, and even if they could be, values for different aspects of expected benefits cannot be simply added up. Sorting harms and benefits in three or four categories cannot avoid the charge of arbitrariness and runs the risk of imposing its structure on the moral decision. The metaphor of weighing or balancing harms and benefits is inappropriate for the moral decision about whether to use nonhuman primates for research. Arguing that the harms and benefits in this context are incommensurable, we suggest describing the moral consideration of harms and benefits as a coherent trade-off. Such a decision does not require commensurability. It must be well-informed about the suffering involved and the potential benefits, it must be consistent with the legal, regulatory and institutional framework within which it is made, and it must cohere with other judgments in relevant areas. Harvesting human embryonic stem (hES) cells is a highly controversial field of research because it rests on the destruction of human embryos. Altering the procedure of nuclear transfer (NT) is suggested to generate hES cell lines without ethical obstacles by claiming that no embryo would be involved. While discussing the nature of an embryo and related central questions concerning their moral status and the respect they deserve, this paper argues that the entity created by somatic cell nuclear transfer (SCNT) or (...) altered nuclear transfer (ANT) is an embryo and has the same moral status as a natural embryo. Respect for the embryo is expressed by the ethical principles of proportionality, probability and subsidiarity. This paper argues that the human embryo should only be taken for research with high ranking goals, which are proven in animal experimentation and for which there are no alternatives. This makes ANT obsolete and shows that SCNT to produce hES cells is premature at the present time. (shrink)

Nanomedicine promises unprecedented innovations for diagnosis and therapy as well as for predicting and preventing diseases. On the other hand it raises fears linked to new and unknown characteristics of nanoscale materials. Both, promises and fears, are closely linked to the realm of uncertainty. To a large extent it is currently not known which expectations could become reality and which suspected adverse events might come true. Medicine is quite familiar with decision-making under uncertainty. Rules and regulations for clinical research have (...) been developed to reduce possible harm for research participants without abandoning necessary investigations. Here we examine whether clinical research trials of nanomedicine need new regulations and conclude that the established rules should suffice. (shrink)

Brain-Computer Interface (BCI) research and (future) applications raise important ethical issues that need to be addressed to promote societal acceptance and adequate policies. Here we report on a survey we conducted among 145 BCI researchers at the 4th International BCI conference, which took place in May–June 2010 in Asilomar, California. We assessed respondents’ opinions about a number of topics. First, we investigated preferences for terminology and definitions relating to BCIs. Second, we assessed respondents’ expectations on the marketability of different BCI (...) applications (BCIs for healthy people, BCIs for assistive technology, BCIs-controlled neuroprostheses and BCIs as therapy tools). Third, we investigated opinions about ethical issues related to BCI research for the development of assistive technology: informed consent process with locked-in patients, risk-benefit analyses, team responsibility, consequences of BCI on patients’ and families’ lives, liability and personal identity and interaction with the media. Abstract:Brain–computer interfaces (BCIs) can enable communication for persons in severe paralysis including locked-in syndrome (LIS); that is, being unable to move or speak while aware. In cases of complete loss of muscle control, termed “complete locked-in syndrome,” a BCI may be the only viable solution to restore communication. However, a widespread ignorance regarding quality of life in LIS, current BCIs, and their potential as an assistive technology for persons in LIS, needlessly causes a harmful situation for this cohort. In addition (...) to their medical condition, these persons also face social barriers often perceived as more impairing than their physical condition. Through social exclusion, stigmatization, and frequently being underestimated in their abilities, these persons are being locked out in addition to being locked-in. In this article, we (1) show how persons in LIS are being locked out, including how key issues addressed in the existing literature on ethics, LIS, and BCIs for communication, such as autonomy, quality of life, and advance directives, may reinforce these confinements; (2) show how these practices violate the United Nations Convention on the Rights of Persons with Disabilities, and suggest that we have a moral responsibility to prevent and stop this exclusion; and (3) discuss the role of BCIs for communication as one means to this end and suggest that a novel approach to BCI research is necessary to acknowledge the moral responsibility toward the end users and avoid violating the human rights of persons in LIS. The main questions in philosophical research on attention concern its nature and impact. Regarding its nature, one might ask what sort of thing attention is; regarding its impact, one might ask what sort of thing attention does. While these questions have been asked by philosophers for thousands of years, they have had a resurgence in recent years due to advancements in the cognitive and neural sciences. This chapter will cover some historical context as prelude to a discussion of the contemporary (...) debates, ending with issues that are as of yet still on the horizon. Topics covered include the divide between voluntary/involuntary, endogenous/exogenous, and top-down/bottom-up attention; the Posner cueing task; Treisman and the binding problem; Mack and Rock on inattentional blindness; Grassia, Campbell, and Dickie on attention, perception, and knowledge; the debate between Block, Dehaene, and others on consciousness and attention; Wu on attention and action; and future directions for attention research in predictive processing models, neuroethics, technology, and addiction. Advanced AI systems are rapidly making their way into medical research and practice, and, arguably, it is only a matter of time before they will surpass human practitioners in terms of accuracy, reliability, and knowledge. If this is true, practitioners will have a prima facie epistemic and professional obligation to align their medical verdicts with those of advanced AI systems. However, in light of their complexity, these AI systems will often function as black boxes: the details of their contents, calculations, (...) and procedures cannot be meaningfully understood by human practitioners. When AI systems reach this level of complexity, we can also speak of black-box medicine. In this paper, we want to argue that black-box medicine conflicts with core ideals of patient-centered medicine. In particular, we claim, black-box medicine is not conducive for supporting informed decision-making based on shared information, shared deliberation, and shared mind between practitioner and patient. To reconcile the standard possible worlds model of knowledge with the intuition that ordinary agents fall far short of logical omniscience, a Stalnakerian strategy appeals to two components. The first is the idea that mathematical and logical knowledge is at bottom metalinguistic knowledge. The second is the idea that non-ideal minds are often fragmented. In this paper, we investigate this Stalnakerian reconciliation strategy and argue, ultimately, that it fails. We are not the first to complain about the Stalnakerian strategy. But (...) in contrast to existing complaints, we want to cause trouble for the strategy directly on its home turf. That is, we will advance our objection while granting both the plausibility of the fragmentation component—save for an extreme version of it—and that of the metalinguistic component. Once our central objection to the Stalnakerian strategy is in place, we will show how it negatively affects Adam Elga and Augustín Rayo’s recent attempt to apply the Stalnakerian strategy in the context of Bayesian decision theory. An important topic in the ethics of technology is the extent to which recent digital technologies undermine user autonomy. Supporting evidence includes the fact that recent digital technologies are known to have an impact on attention, which balances "bottom-up" and "top-down" influences on cognition. As described in numerous papers, these technologies manipulate bottom-up influences through cognitive fluency, intermittent variable rewards, and other techniques, making them more attractive to the user. We further reason that recent digital technologies reduce the user’s ability (...) to exert top-down attention due to the scale of the content—they provide far more content at a much faster pace than other technologies, which over time reweights the balance of attention in favor of bottom-up influences. After reviewing evidence for these effects, including their temporal duration, we consider their downstream effects on both autonomy and creativity. We find that while the impact of recent digital technologies on top-down attention may allow for more idea generation, that creativity also depends on control, which is undermined by these technologies. We are more circumspect with autonomy, reasoning that in certain cases it might not make sense to see user autonomy as harmed through these effects. We conclude with other ways that recent digital technologies may improve creativity, which may act as an offset to the detrimental impacts of these technologies. (shrink)

Orthodox Bayesianism is a highly idealized theory of how we ought to live our epistemic lives. One of the most widely discussed idealizations is that of logical omniscience: the assumption that an agent’s degrees of belief must be probabilistically coherent to be rational. It is widely agreed that this assumption is problematic if we want to reason about bounded rationality, logical learning, or other aspects of non-ideal epistemic agency. Yet, we still lack a satisfying way to avoid logical omniscience within (...) a Bayesian framework. Some proposals merely replace logical omniscience with a different logical idealization; others sacrifice all traits of logical competence on the altar of logical non-omniscience. We think a better strategy is available: by enriching the Bayesian framework with tools that allow us to capture what agents can and cannot infer given their limited cognitive resources, we can avoid logical omniscience while retaining the idea that rational degrees of belief are in an important way constrained by the laws of probability. In this paper, we offer a formal implementation of this strategy, show how the resulting framework solves the problem of logical omniscience, and compare it to orthodox Bayesianism as we know it. The traditional Lewis–Stalnaker semantics treats all counterfactuals with an impossible antecedent as trivially or vacuously true. Many have regarded this as a serious defect of the semantics. For intuitively, it seems, counterfactuals with impossible antecedents—counterpossibles—can be non-trivially true and non-trivially false. Whereas the counterpossible "If Hobbes had squared the circle, then the mathematical community at the time would have been surprised" seems true, "If Hobbes had squared the circle, then sick children in the mountains of Afghanistan at the time would (...) have been thrilled" seems false. Many have proposed to extend the Lewis–Stalnaker semantics with impossible worlds to make room for a non-trivial or non-vacuous treatment of counterpossibles. Roughly, on the extended Lewis–Stalnaker semantics, we evaluate a counterfactual of the form "If A had been true, then C would have been true" by going to closest world—whether possible or impossible—in which A is true and check whether C is also true in that world. If the answer is "yes", the counterfactual is true; otherwise it is false. Since there are impossible worlds in which the mathematically impossible happens, there are impossible worlds in which Hobbes manages to square the circle. And intuitively, in the closest such impossible worlds, sick children in the mountains of Afghanistan are not thrilled—they remain sick and unmoved by the mathematical developments in Europe. If so, the counterpossible "If Hobbes had squared the circle, then sick children in the mountains of Afghanistan at the time would have been thrilled" comes out false, as desired. In this paper, I will critically investigate the extended Lewis–Stalnaker semantics for counterpossibles. I will argue that the standard version of the extended semantics, in which impossible worlds correspond to maximal, logically inconsistent entities, fails to give the correct semantic verdicts for many counterpossibles. In light of the negative arguments, I will then outline a new version of the extended Lewis–Stalnaker semantics that can avoid these problems. (shrink)

Possible-worlds accounts of mental or linguistic content are often criticized for being too coarse-grained. To make room for more fine-grained distinctions among contents, several authors have recently proposed extending the space of possible worlds by "impossible worlds". We argue that this strategy comes with serious costs: we would effectively have to abandon most of the features that make the possible-worlds framework attractive. More generally, we argue that while there are intuitive and theoretical considerations against overly coarse-grained notions of content, the (...) same kinds of considerations also prohibit an overly fine-grained individuation of content. An adequate notion of content, it seems, should have intermediate granularity. However, it is hard to construe a notion of content that meets these demands. Any notion of content, we suggest, must be either implausibly coarse-grained or implausibly fine-grained (or both). (shrink)

National Artificial Intelligence (AI) strategies articulate imaginaries of the integration of AI into society and envision the governing of AI research, development and applications accordingly. To integrate these central aspects of national AI strategies under one coherent perspective, this paper presented an analysis of Germany’s strategy ‘AI made in Germany’ through the conceptual lens of ordoliberal political rationality. The first part of the paper analyses how the guiding vision of a human-centric AI not only adheres to ethical and legal principles (...) consistent with Germany’s liberal democratic constitutional system but also addresses the risks and promises inherent to the ordoliberal problematization of freedom. Second, it is scrutinized how the strategy cultivates the fear of not achieving technological sovereignty in the AI sector. Thereby, it frames the global AI race as a race of competing (national) approaches to governing AI and articulates an ordoliberal approach to governing AI (the ‘third way’), according to which government has to operate between the twin dangers of governing too much and not governing enough. Third, the paper analyses how this ordoliberal proportionality of governing structures Germany’s Science Technology & Innovation Policy. It is shown that the corresponding risk-based approach of regulating AI constitutes a security apparatus as it produces an assessment of fears: weighting the fear of the failure to innovate with the fear of the ramifications of innovation. Finally, two lines of critical engagement based on this analysis are conducted. (shrink)

In this paper, I investigate whether we can use a world-involving framework to model the epistemic states of non-ideal agents. The standard possible-world framework falters in this respect because of a commitment to logical omniscience. A familiar attempt to overcome this problem centers around the use of impossible worlds where the truths of logic can be false. As we shall see, if we admit impossible worlds where “anything goes” in modal space, it is easy to model extremely non-ideal agents that (...) are incapable of performing even the most elementary logical deductions. A much harder, and considerably less investigated challenge is to ensure that the resulting modal space can also be used to model moderately ideal agents that are not logically omniscient but nevertheless logically competent. Intuitively, while such agents may fail to rule out subtly impossible worlds that verify complex logical falsehoods, they are nevertheless able to rule out blatantly impossible worlds that verify obvious logical falsehoods. To model moderately ideal agents, I argue, the job is to construct a modal space that contains only possible and non-trivially impossible worlds where it is not the case that “anything goes”. But I prove that it is impossible to develop an impossible-world framework that can do this job and that satisfies certain standard conditions. Effectively, I show that attempts to model moderately ideal agents in a world-involving framework collapse to modeling either logical omniscient agents, or extremely non-ideal agents. (shrink)

What kind of political order would there be in the absence of the state? Jens Bartelson argues that we are currently unable to imagine what might lurk 'beyond', because our basic concepts of political order are conditioned by our experience of statehood. Section I of Kant's Groundwork of the Metaphysics of Morals is meant to lead us from our everyday conception of morality to the supreme principle of all moral action, officially christened the ‘categorical imperative’ some twenty Academy pages further into the treatise. It is quite striking that in this first section Kant dispenses with the notorious technical language that pervades not just other parts of the Groundwork but also most of the remaining philosophical writings of the critical period. The mere (...) fact that Groundwork I is comparatively accessible does not, of course, make it straightforward or uncontroversial. Kant's readers are faced with, amongst other things, four unconvincing paragraphs on the natural purpose of practical reason (G IV 394–6), a crucial change of topic from good volition to acting from duty (G IV 397), an unstated ‘first proposition’ about moral value that has baffled generations of interpreters (presumably G IV 397–9), and a contentious shift from an allegedly unproblematic principle of practical universalizability to a substantive moral command (G IV 402). According to quality theories of love, love is fitting by virtue of properties of the loved person. Despite their immediate plausibility, quality theories have met with many objections. Here I focus on two that strike at the heart of what makes the quality theory an appealing account of love, specifically, the theory’s ability to accommodate the fact that loving someone is a way of valuing them for who they are. The fungibility objection and the problem of love’s object maintain that (...) if a person is loved on the basis of their qualities, they are not valued in the right kind of way. I propose a new kind of quality theory which both answers these objections and is independently well-motivated. Specifically, I argue that to love a person as a whole, one must value them as an organic unity. (shrink)

In a possible world framework, an agent can be said to know a proposition just in case the proposition is true at all worlds that are epistemically possible for the agent. Roughly, a world is epistemically possible for an agent just in case the world is not ruled out by anything the agent knows. If a proposition is true at some epistemically possible world for an agent, the proposition is epistemically possible for the agent. If a proposition is true at (...) all epistemically possible worlds for an agent, the proposition is epistemically necessary for the agent, and as such, the agent knows the proposition. -/- This framework presupposes an underlying space of worlds that we can call epistemic space. Traditionally, worlds in epistemic space are identified with possible worlds, where possible worlds are the kinds of entities that at least verify all logical truths. If so, given that epistemic space consists solely of possible worlds, it follows that any world that may remain epistemically possible for an agent verifies all logical truths. As a result, all logical truths are epistemically necessary for any agent, and the corresponding framework only allows us to model logically omniscient agents. This is a well-known consequence of the standard possible world framework, and it is generally taken to imply that the framework cannot be used to model non-ideal agents that fall short of logical omniscience. -/- A familiar attempt to model non-ideal agents within a broadly world involving framework centers around the use of impossible worlds where the truths of logic can be false. As we shall see, if we admit impossible worlds where “anything goes” in epistemic space, it is easy to avoid logical omniscience. If any logical falsehood is true at some impossible world, then any logical falsehood may remain epistemically possible for some agent. As a result, we can use an impossible world involving framework to model extremely non-ideal agents that do not know any logical truths. -/- A much harder, and considerably less investigated challenge is to ensure that the resulting epistemic space can also be used to model moderately ideal agents that are not logically omniscient but nevertheless logically competent. Intuitively, while such agents may fail to rule out impossible worlds that verify complex logical falsehoods, they are nevertheless able to rule out impossible worlds that verify obvious logical falsehoods. To model such agents, we need a construction of a non-trivial epistemic space that partly consists of impossible worlds where not "anything goes". This involves imposing substantive constraints on impossible worlds to eliminate from epistemic space, say, trivially impossible worlds that verify obvious logical falsehoods. -/- The central aim of this dissertation is to investigate the nature of such non-trivially impossible worlds and the corresponding epistemic spaces. To flag my conclusions, I argue that successful constructions of epistemic spaces that can safely navigate between the Charybdis of logical omniscience and the Scylla of of “anything goes” are hard, if not impossible to find. In earlier work, the author has studied the economic role of planning horizons in making a case for complementarity as the predominant feature of social interdependence. This paper compares the different choice strategies implied by substitution, opposition and conflicts of interest in an economics of fear with those arising from horizon effects, economic complementarity and concerts of interest in an economics based on love. The contrasting implications of a psychological literature on negative vs. positive emotions and their health effects, along (...) with the findings in neurophysiological research about how humans are hard-wired for empathy and compassion leads to some fundamental changes in how we might address and revise social problems through economic analysis. The aim of this paper is to extend a horizonal case for complementarity in the author's previous work into its psychological links to research findings on healthy cognitive function and its emotional basis. An economics of substitution yields quite different conclusions about optimal institutional forms and how we address and frame social relations than are implied by an explicitly horizonal economics of complementary social relations. Recent psychological and neurophysiological studies support a horizonal case for complementarity in social relations, showing that our orthodox substitution assumptions and models of competitive equilibrium should be rejected for a renewed economic analysis based on horizonal models of complementarity and cooperation as a means to achieve greater social well-being in a healthier and more integrative form of social organization. The issues to be explored are not entertained within the currently existing frame of orthodox economics, so we must step beyond our standard habitual assumptions. (shrink)

It has recently been argued that a sensitivity theory of knowledge cannot account for intuitively appealing instances of higher-order knowledge. In this paper, we argue that it can once careful attention is paid to the methods or processes by which we typically form higher-order beliefs. We base our argument on what we take to be a well-motivated and commonsensical view on how higher-order knowledge is typically acquired, and we show how higher-order knowledge is possible in a sensitivity theory once this (...) view is adopted.
