Waged in 2016, Philippine President Rodrigo Duterte’s war on drugs has claimed over 20,000 lives according to human rights groups. The Duterte administration’s own count is significantly lower: around 6,000. The huge discrepancy between the government’s official count and that of arguably more impartial organizations about something as concretely material as body count is symptomatic of how disinformation is central to the Duterte administration and how it can sustain the approval of the majority of the Philippine electorate. We suggest that (...) Duterte’s populist politics generates what Boler and Davis call “affective feedback loops,” which create emotional and informational ecosystems that facilitate smooth algorithmic governance. We turn to Patron Saints of Nothing, a recently published novel by Randy Ribay about a Filipino-American who goes back to the Philippines to uncover the truth behind the death of his cousin. Jay’s journey into the “heart of darkness” as a “hyphenated” individual allows him access to locally networked subjectivities but not its affective entanglements. Throughout the novel, he encounters numerous versions of the circumstances of Jun’s demise and the truth remains elusive at the end of the novel. We argue that despite the constant distortion of fact and fiction in the novel, what remains relatively stable or “sticky” throughout the novel are the letters from Jun Reguero that Jay carries with him back to the Philippines. We suggest that these letters can potentially serve as a form of “dissensus” that challenges the constant redistribution of the sensible in the novel. (shrink)

This book closely examines our commonly held beliefs about human suffering, and offers unique insights into God's role in why we suffer. Dr. Perri critically examines what it means to be human from a Judeo-Christian perspective, and extrapolates from the work of Carl Gustav Jung showing a deeply complex development of human transcendence in human suffering. On an interpersonal level, Dr. Perri elaborates on the work of Martin Buber and Emanuel Levinas and shows how our suffering can be shared and (...) lessened by our unconditionality and presence for the other. Scriptural passages are quoted from both the Hebrew and New Testament texts, and are used to depict the suffering of humankind as seen in the face of Job. It was this face, according to Perri, that Jesus saw in the faces of those He came to redeem, and that ultimately brought Him to the crucifix of redemption. Dr. Perri challenges Sartre's position that our existence precedes our essence, and draws on the work of Abraham Joshua Heschel and Christian theology in this regard. He further elaborates a neurodevelopmental paradigm that creates essence as the basis of our freedom to choose. This book can be read and studied by both professionals in the helping and healing professions, and lay persons seeking to better understand our suffering, and how to better help those who suffer. While children’s experiences of online risks and harm is a growing area of research in New Zealand, public discussion on the matter has largely been informed by mainstream media’s fixation on the dangers of technology. At best, debate on risks online has relied on overseas evidence. However, insights reflecting the New Zealand context and based on representative data are still needed to guide policy discussion, create awareness, and inform the implementation of prevention and support programmes for children. This research report (...) presents findings from a quantitative study regarding different aspects related to risks and online safety. It looks at the online experiences that children find bothersome and upsetting and explores the hurtful behaviours they encounter or engage in, both online and in person. Evidence regarding exposure to different types of potentially harmful online content is also presented. Another relevant contribution is the insights related to excessive internet use.The findings presented in this report are based on data from 2,061 New Zealand children aged 9-17. We hope the findings will contribute to the development of policies, practices and services designed to support New Zealand children to safely take advantage of the opportunities available to them online. Over the last ten years the sharing of nude images or videos (sometimes known as “sexting”) by young people has emerged as a concern. Despite this, no research had been conducted on the prevalence of the sharing of nudes among young New Zealanders. This study addresses this and raises important questions for all those with a role in supporting young people’s healthy development. We believe this report makes an important contribution to the overall understanding of young people’s experience of these (...) behaviours. However, it only provides a snapshot, and more work is required to understand how best to support young people as they navigate the challenges and potential risks. This report is being released as part of a larger project exploring young people’s experiences of digital risk and harm, carried out by a partnership between Netsafe and the Ministry for Women. In this paper it is argued that existing ‘self-representational’ theories of phenomenal consciousness do not adequately address the problem of higher-order misrepresentation. Drawing a page from the phenomenal concepts literature, a novel self-representational account is introduced that does. This is the quotational theory of phenomenal consciousness, according to which the higher-order component of a conscious state is constituted by the quotational component of a quotational phenomenal concept. According to the quotational theory of consciousness, phenomenal concepts help to account for the (...) very nature of phenomenally conscious states. Thus, the paper integrates two largely distinct explanatory projects in the field of consciousness studies: (i) the project of explaining how we think about our phenomenally conscious states, and (ii) the project of explaining what phenomenally conscious states are in the first place. Research and practice about self-determination in the context of disability has centred on teaching skills and providing support to help people with impairments to be independent. However, limited research exists about the impact of Information and Communication Technologies, in particular social media and mobile devices, on the development of self-determination skills among people with disabilities. This paper presents the findings of a qualitative study which collected data from observations, a researcher diary, focus groups, individual interviews and data from social media. (...) The focus of the study was on young people with vision impairments who were transitioning to university life. The study found that the participants developed self-determination skills by using and adapting collaborative and interactive online tools and mobile devices according to their transition needs. This finding expands the understanding of the implications of new technologies for young people with disabilities’ personal development and the enhancement of self-determination. (shrink)

This paper investigates the prospects of Rodney Brooks’ proposal for AI without representation. It turns out that the supposedly characteristic features of “new AI” (embodiment, situatedness, absence of reasoning, and absence of representation) are all present in conventional systems: “New AI” is just like old AI. Brooks proposal boils down to the architectural rejection of central control in intelligent agents—Which, however, turns out to be crucial. Some of more recent cognitive science suggests that we might do well to dispose of (...) the image of intelligent agents as central representation processors. If this paradigm shift is achieved, Brooks’ proposal for cognition without representation appears promising for full-blown intelligent agents—Though not for conscious agents. (shrink)

In this volume, philosopher José Antonio Antón-Pacheco explores Swedenborg's views on heaven, angels, primordial language, and the spiritual history of humanity, in the process linking Swedenborg's thought to that of Jorge Luis Borges, Soren Kirkegaard, Henry Corbin, and Ibn 'Arabi, among others.

While children’s interaction with digital technologies is a matter of interest around the world, evidence based on nationally representative data about how integrated these tools are in children’s everyday life is still limited in New Zealand. This research report presents findings from a study that explores children’s internet access, online skills, practices, and opportunities. This report is part of Netsafe’s research project Ngā taiohi matihiko o Aotearoa - New Zealand Kids Online, and our first publication as a member of Global (...) Kids Online. Generating insightful, reliable evidence about New Zealand children’s online experiences is vital to develop adequate support that reflects children’s experiences and needs. This, in turn, will help them to manage online risks and potential harm from behaviours such as cyberbullying, harassment, and other forms of abuse and intimidation. (shrink)

Will future lethal autonomous weapon systems (LAWS), or ‘killer robots’, be a threat to humanity? The European Parliament has called for a moratorium or ban of LAWS; the ‘Contracting Parties to the Geneva Convention at the United Nations’ are presently discussing such a ban, which is supported by the great majority of writers and campaigners on the issue. However, the main arguments in favour of a ban are unsound. LAWS do not support extrajudicial killings, they do not take responsibility away (...) from humans; in fact they increase the abil-ity to hold humans accountable for war crimes. Using LAWS in war would probably reduce human suffering overall. Finally, the availability of LAWS would probably not increase the probability of war or other lethal conflict—especially as compared to extant remote-controlled weapons. The widespread fear of killer robots is unfounded: They are probably good news. (shrink)

El objeto de este libro es mostrar quién fue, qué pensó y cual es el sentido, para nosotros, del pensamiento de Abu al-Ualíd Muhammad ibn Ahmad ibn Muhammad ibn Ahmad ibn Ahmad Ibn Ruxd, en adelante Averroes, nombre que deriva de la latinización del apelativo Ibn Ruxd, nacido en Córdoba en 1126 y muerto en Marrakex en 1181. Su impronta en la cultura de su tiempo le hizo figurar nada menos que entre el auténtico canon onomástico de la teología y (...) la filosofía medievales que supuso La Divina Comedia de Dante, o en el parnaso de la filosofía de Rafael en "La escuela de Atenas". Y eso no resulta incompatible con su peso central en el pensamiento racionalista que marcó el rumbo de la modernidad de donde surge nuestro mundo presente. Averroes supone una cima del pensamiento universal en cualquier tiempo y lugar. Entre los límites cronológicos que encierran una vida como la de Averroes no podemos lograr totalidades, más allá de un conjunto de fragmentos, indicios, referencias indirectas procedentes de datos que nos ofrecen autores contemporáneos o sucesores. El conjunto de todas esas informaciones, que forman la biografía del filósofo, resulta ser muy escaso y poco ilustrativo si lo comparamos con la trayectoria de su pensamiento, un proceso intelectual cuyo prodigioso esfuerzo racional deja en la sombra al Averroes persona en beneficio del Averroes pensador. Frente a los momentos destacados de una vida, cuyos límites espaciales o geográficos vienen determinados por continuos desplazamientos de ida y vuelta entre Córdoba, Sevilla y Marrakex, lugares donde desempeñó cargos oficiales, sobresale un constante y sostenido esfuerzo intelectual plasmado en sus 92 obras escritas en 72 años de vida del filósofo. In the 2nd half of the XVIlth century the Pósito of Murcia was a resource of credit used by the Town Council to help finance their own chronic detlcit or sorne other property more endangered. However, it was not only the main institution of the town who profit from the resources which were available to buy wheat: Sorne of the Councillors (Regidores), the Administrator or several people related to the Pósito got somehow a treatmenl of advanlage under lhe form of (...) credit. Traditionally, discussions of moral participation – and in particular moral agency – have focused on fully formed human actors. There has been some interest in the development of morality in humans, as well as interest in cultural differences when it comes to moral practices, commitments, and actions. However, until relatively recently, there has been little focus on the possibility that nonhuman animals have any role to play in morality, save being the objects of moral concern. Moreover, when nonhuman cases are (...) considered as evidence of moral agency or subjecthood, there has been an anthropocentric tendency to focus on those behaviors that inform our attributions of moral agency to humans. For example, some argue that the ability to evaluate the principles upon which a moral norm is grounded is required for full moral agency. Certainly, if a moral agent must understand what makes an action right or wrong, then most nonhuman animals would not qualify (and perhaps some humans too). However, if we are to understand the evolution of moral psychology and moral practice, we need to turn our attention to the foundations of full moral agency. We must first pay attention to the more broadly normative practices of other animals. Here, we begin that project by considering evidence that great apes and cetaceans participate in normative practices. (shrink)

Research on transition to higher education and young people with disabilities has increased in recent years. However, there is still limited understanding of transition issues and how digital technologies, such as social media and mobile devices, are used by this group of students to manage these issues. This article presents the findings of an empirical study that addressed this matter based on young people’s views and experiences. The qualitative study was conducted in the context of a group of students with (...) vision impairments transitioning to a New Zealand university. The findings draw from observations, a researcher diary, focus groups, individual interviews, and data from social media. The study shows that, like their non-disabled peers, the students actively engaged with interactive and collaborative digital technologies to make sense, individually and collectively, of different transition issues before, during and after the first academic trimester of their university journey. The nature and extent of adults’ engagement in diverse manifestations of technology-facilitated aggression is not yet well understood. Most research has focused on victimization. When explored, engagement in online aggression and abuse has centered on children and young people, particularly in school and higher education settings. Drawing on nationally representative data from New Zealand adults aged 18 and over, this chapter explores the overall prevalence of online aggression with a focus on gender and age. Our findings support the need to (...) also understand adult aggressors’ behaviors to better address the distress and harm caused to targets through digital communications. The chapter discusses the implications of the results for policy and practice and proposes some directions for future research. (shrink)

Since transition to higher education emerged as a research topic in the early 1970s, scholarly inquiry has focused on students without impairments and, what is more, little attention has been paid to the role of digital technologies. This article seeks to address this knowledge gap by looking at the university experiences of a group of first-year students with vision impairments from New Zealand, and the way they use digital tools, such as social media and mobile devices, to manage their transition-related (...) challenges. The article summarises the findings from a longitudinal qualitative project which was methodologically informed by action research (AR). The article explores and discusses scholarly inquiry of transition to university and introduces a conceptual framework which includes five overlapping stages, the transition issues faced by the students and the roles played by digital technologies. The article updates and expands the theoretical understanding of transition to higher education and provides empirical evidence for practitioners to support the needs, inclusion, and participation of young people with disabilities in the tertiary setting. Abstract:In this work, we consider the essence of human freedom as a living link among the forces of the individuation process thought aesthetically; that is, because human understanding is synthetic, imagination can elaborate a whole world that is not linked to conceptual knowledge. Precisely because of that, we can find a way of relationship between ourselves and the environment that is not binary, such as when we ask ourselves whether the emission of carbon gas resulting from our human intervention is (...) harmful to the environment or not. To do so, we will initially outline the meaning of the symbolic (Sinnbild) in Schelling. Then, we will see how Schelling reaches the material conditions of objectification for an extra-theoretical synthesis by which, in a single move, the universe is immediately given. Finally, we turn to the specificity of human freedom and the dual nature of the I, which allows us to understand that the possibility of our human freedom does not consist in being able to choose between good and evil; rather, its possibility consists in a capacity (Vermögen) for good and evil. Artificial intelligence (AI) and robotics are digital technologies that will have significant impact on the development of humanity in the near future. They have raised fundamental questions about what we should do with these systems, what the systems themselves should do, what risks they involve, and how we can control these. - After the Introduction to the field (§1), the main themes (§2) of this article are: Ethical issues that arise with AI systems as objects, i.e., tools made and used (...) by humans. This includes issues of privacy (§2.1) and manipulation (§2.2), opacity (§2.3) and bias (§2.4), human-robot interaction (§2.5), employment (§2.6), and the effects of autonomy (§2.7). Then AI systems as subjects, i.e., ethics for the AI systems themselves in machine ethics (§2.8) and artificial moral agency (§2.9). Finally, the problem of a possible future AI superintelligence leading to a “singularity” (§2.10). We close with a remark on the vision of AI (§3). - For each section within these themes, we provide a general explanation of the ethical issues, outline existing positions and arguments, then analyse how these play out with current technologies and finally, what policy consequences may be drawn. This article introduces Transition 2.0, a paradigm shift designed to study and support students with disabilities' transition to higher education. Transition 2.0 is the result of a qualitative study about how a group of young people with vision impairments used digital technologies for their transition to university. The findings draw from observations, a researcher diary, focus groups, individual interviews, and data from social media. The article discusses a conventional view of transition, referred to here as Transition 1.0, which has dominated (...) disability-related research and service provision in higher education. It counters this view by further developing the conceptual framework for Transition 2.0. The findings expand current conceptual approaches to transition by incorporating in the analysis the role played by digital tools such as social media and mobile devices. They also provide a new lens through which to study and understand student engagement in higher education. (shrink)

This factsheet presents findings from a quantitative study looking at adults’ experiences of sending and sharing potentially harmful digital communications in New Zealand. Typically research into harmful digital communications focuses on the experiences of those on the receiving end – the victims. However, to better address the distress and harm caused, information is needed about the people sending and sharing potentially harmful messages and posts. In this study we asked adult New Zealanders whether they had sent potentially harmful digital communications (...) in the previous year and if so, how often they had done this, who they were sent to, the channel(s) they used, and the reason for doing this. This paper presents the evaluation of the alpha version of a gamified tool called Call for Papers: The Game (CfP:TG), specially designed for teaching scientific writing in the training of future engineers. A non-probabilistic convenience sampling was carried out with the participation of engineering students from a Peruvian public university. The short version of the user experience questionnaire (UEQ) was applied, and usability was qualitatively evaluated. The main results indicate that the Pragmatic Quality of CfP:TG is in the neutral range (...) with a value of 0.729, and the Hedonic Quality receives a positive evaluation with a value of 1.089. This paper presents the design, simulation, and experimental verification of the fractional-order multiscroll Lü chaotic system. We base them on op-amp-based approximations of fractional-order integrators and saturated series of nonlinear functions. The integrators are first-order active realizations tuned to reduce the inaccuracy of the frequency response. By an exponential curve fitting, we got a convenient design equation for realizing fractional-order integrators of orders from 0.1 to 0.95. The results include simulations in SPICE of the mathematical description and the electronic implementation (...) and experimental measurements that confirm them. Monte Carlo and sensitivity tests revealed a robust realization. Contrary to its passive counterparts, the suggested realizations significantly reduce design and implementation efforts by favoring resistors and capacitors with commercial values and reducing hardware requirements. In recent years, Charles Sanders Peirce has emerged, in the eyes of philosophers both in America and abroad, as one of America’s major philosophical thinkers. His work has forced us back to philosophical reflection about those basic issues that inevitably confront us as human beings, especially in an age of science. Peirce’s concern for experience, for what is actually encountered, means that his philosophy, even in its most technical aspects, forms a reflective commentary on actual life and on the world (...) in which it is lived. In Charles S. Peirce: On Norms and Ideals, Potter argues that Peirce’s doctrine of the normative sciences is essential to his pragmatism. No part of Peirce’s philosophy is bolder than his attempt to establish esthetics, ethics, and logic as the three normative sciences and to argue for the priority of esthetics among the trio. Logic, Potter cites, is normative because it governs thought and aims at truth; ethics is normative because it analyzes the ends to which thought should be directed; esthetics is normative and fundamental because it considers what it means to be an end of something good in itself. This study shows that pierce took seriously the trinity of normative sciences and demonstrates that these categories apply both to the conduct of man and to the workings of the cosmos. Professor Potter combines sympathetic and informed exposition with straightforward criticism and he deals in a sensible manner with the gaps and inconsistencies in Peirce’s thought. His study shows that Peirce was above all a cosmological and ontological thinker, one who combined science both as a method and as result with a conception of reasonable actions to form a comprehensive theory of reality. Peirce’s pragmatism, although it has to do with "action and the achievement of results, is not a glorification of action but rather a theory of the dynamic nature of things in which the "ideal" dimension of reality – laws, nature of things, tendencies, and ends – has genuine power for directing the cosmic order, including man, toward reasonable goals. " Façonner le monde atome par atome " : tel est l'objectif incroyablement ambitieux affiché par les promoteurs américains de la " National Nanoinitiative ", lancée en 1999. Un projet global de " convergence des sciences ", visant à " initier une nouvelle Renaissance, incorporant une conception holiste de la technologie fondée sur [..] une analyse causale du monde physique, unifiée depuis l'échelle nano jusqu'à l'échelle planétaire. " Ce projet démiurgique est aujourd'hui au coeur de ce qu'on appelle la " (...) technoscience ", étendard pour certains, repoussoir pour d'autres. En précisant dans ce livre la signification de ce concept, pour sortir enfin du sempiternel conflit entre technophiles et technophobes, son auteur propose d'abord une sorte d'archéologie du terme " technoscience ". Loin d'être un simple renversement de hiérarchie entre science et technique, il s'agit d'un changement de régime de la connaissance scientifique, ayant désormais intégré la logique entrepreneuriale du monde des affaires et mobilisant des moyens considérables. Surtout, Bernadette Bensaude-Vincent montre que le brouillage de la frontière entre science et technique n'est que la manifestation d'un tremblement plus général, marqué par l'effacement progressif des distinctions traditionnelles : nature/artifice, inerte/vivant, matière/esprit, homme/machine, etc. Alors que nos sociétés sont silencieusement reconfigurées par les nanotechnologies, Internet, le génie génétique ou les OGM, ce livre montre l'importance de faire enfin pleinement entrer les questions de choix technologiques et scientifiques dans la sphère du politique et dans l'arène publique. Recent studies have shown that self‐explanation is an effective metacognitive strategy, but how can it be leveraged to improve students' learning in actual classrooms? How do instructional treatments that emphasizes self‐explanation affect students' learning, as compared to other instructional treatments? We investigated whether self‐explanation can be scaffolded effectively in a classroom environment using a Cognitive Tutor, which is intelligent instructional software that supports guided learning by doing. In two classroom experiments, we found that students who explained their steps during problem‐solving (...) practice with a Cognitive Tutor learned with greater understanding compared to students who did not explain steps. The explainers better explained their solutions steps and were more successful on transfer problems. We interpret these results as follows: By engaging in explanation, students acquired better‐integrated visual and verbal declarative knowledge and acquired less shallow procedural knowledge. The research demonstrates that the benefits of self‐explanation can be achieved in a relatively simple computer‐based approach that scales well for classroom use. (shrink)

In philosophical reflections on geoethics, it is primarily the question of what it means to be ‘part’ of the Earth system that is critically reflected upon. As the current geological era of the Anthropocene disrupts the dichotomy between Human agency and the Earth system, philosophers criticise a humanist account of geoethics and call for a post-humanist account. In this chapter, we critically engage with one specific proponent of the post-humanist position, Timothy Morton. We introduce his version of the post-humanist position (...) by focussing on his call for the ‘end-of-the-world’ in the Anthropocene. We subsequently criticise Morton’s rejection of the World for three reasons. We show that the emergence of the Anthropocene is primarily an ontological phenomenon, namely a shift in our ‘being-in-the-world’ and that the concept of World is needed to understand the meaning of our ‘being-in-the-Anthropocene’ in contrast with our ‘being-in-the-Holocene’. We introduce a twofold between our ‘being-in-the-world’ as a symmetric relation and our ‘being-on-Earth’ as an asymmetric relation that constitutes our ‘being-in-the-Anthropocene’. This asymmetry disrupts the post-humanist position and calls for a conceptualisation of the human ethos beyond the post-humanist position. This conceptualisation of the human ethos also has consequences for our understanding of geoethics as geo-ethos. (shrink)

The starting point of this article is the observation that the emergence of the Anthropocene rehabilitates the need for philosophical reflections on the ontology of technology. In particular, if technological innovations on an ontic level of beings in the world are created, but these innovations at the same time _create_ the Anthropocene World at an ontological level, this raises the question how World creation has to be understood. We first identify four problems with the traditional concept of creation: the anthropocentric, (...) ontic and outcome orientation of traditional concepts of creation, as well as its orientation of material fabrication. We subsequently develop a progressive concept of World creation with four characteristics that move beyond the traditional conceptuality: (1) a materialistic concept of creation that accounts for (2) the ontogenetic process and (3) the ontic and ontological nature of creation, and (4) is conceptualized as semantic creation of the World in which we live and act. Sufficientarian theories of distributive justice are often considered to be vulnerable to the ‘blindness to inequality and other values objection’. This objection targets their commitment to holding the moral irrelevance of requirements of justice above absolute thresholds of advantage, making them insufficiently sensitive to egalitarian moral concerns that do have relevance for justice. This paper explores how sufficientarians could reply to this objection. Particularly, I claim that, if we accept that the force of the aforementioned objection comes from relational, and (...) not distributive, inequalities, different strategies are open for sufficientarians in order to be sensitive to these concerns. Drawing on recent literature about the relation between distributive and relational egalitarianism, and the possibility of reducing one to the other, strategies of ‘internalizing’ and ‘externalizing’ relational egalitarian concerns to a distributive sufficientarian framework are explored. In turn, I suggest that both strategies fail in their standard versions, but argue that a particular ‘hybrid view’ about justice is an attractive candidate for the sufficientarian theorist. (shrink)

Although the presence of life marks planet Earth as special among other planets, Earth shares a basic commonality with them – namely, its material existence. We take this commonality as a point of departure for our reflections on the ontology of both planet Earth and other planets. In this chapter, we ask for the ontology of this materiality of planets. We consult the ontology (...) of planet Earth as I developed it in an earlier contribution (Blok, 2019), explore the ontology of planets as absolute boundary of the natural habitats on Earth, and reflect on the opportunities and limitations such ontology provides for future human colonies on other planets. En el presente artículo se estudia la crítica que ha formulado al liberalismo el filósofo canadiense Charles Taylor. Se plantea en el trabajo la hipótesis de que dicha crítica se sustenta en una filosofía de carácter comunitarista, la que puede servir de base a un proyecto de convivencia social distinto al liberal. Como parte de ese planteamiento, se expone la posición de Taylor frente al debate que durante los últimos veinte años, aproximadamente, se ha venido desarrollando entre filósofos liberales y (...) comunitarios, especialmente en el mundo anglosajón. A partir de una visión general sobre esa discusión, se analizan aspectos centrales del pensamiento tayloriano. (shrink)
