En este trabajo analizamos una de las propuestas recientes que defienden modificaciones metodológicas en la evaluación de riesgos respecto a los estándares de prueba: el enfoque basado en el peso de las pruebas (weight of evidence). Este enfoque puede interpretarse como un caso de ciencia precautoria en la investigación sobre riesgos. Esto es, se trata de una metodología que pretende proporcionar resultados más protectores de la salud pública y del entorno que las metodologías usuales en la evaluación de riesgos. Sin (...) embargo, existe la posibilidad de que quienes se muestran en contra de la regulación de ciertas aplicaciones tecnológicas introduzcan artificialmente incertidumbre en el cuerpo de la evidencia. En consecuencia, la metodologia del peso de las pruebas no conduce de manera automática a una mayor protección de la salud pública y del ambiente. Por ello es necesario analizar cada innovación valorando los posibles riesgos y los posibles beneficios sociales, y decidir en cada caso cuál de las dos posibilidades, la subregulación o la sobrerregulación, es más aceptable. It is therefore necessary to analyze each innovation on a case-by-case basis in order to evaluateits risks and benefits, and decide if to accept lower or, on the contrary, higher standards for its regulation. The function and legitimacy of values in decision making is a critically important issue in the contemporary analysis of science. It is particularly relevant for some of the more application-oriented areas of science, specifically decision-oriented science in the field of regulation of technological risks. Our main objective in this paper is to assess the diversity of roles that non-cognitive values related to decision making can adopt in the kinds of scientific activity that underlie risk regulation. We start out, first, by (...) analyzing the issue of values with the help of a framework taken from the wider philosophical debate on science and values. Second, we study the principal conceptualizations used by scholars who have applied them to numerous case studies. Third, we appraise the links between those conceptualizations and learning processes in decision-oriented science. In this, we recur to the concept of methodological learning, i.e., learning about the best methodologies for generating knowledge that is useful for science-based regulatory decisions. The main result of our analysis is that non-cognitive values can contribute to methodological improvements in science in three principal ways: as basis for critical analysis, for contextualizing methodologies, and for establishing the burden of proof. ObjectiveIn this study we used functional magnetic resonance imaging to investigate whether motor imagery of handwriting and circle drawing activates a similar handwriting network as writing and drawing itself.MethodsEighteen healthy right-handed participants wrote the German word “Wellen” and drew continuously circles in a sitting and lying position to capture kinematic handwriting parameters such as velocity, pressure and regularity of hand movements. Afterward, they performed the same tasks during fMRI in a MI and an executed condition.ResultsThe kinematic analysis revealed a general (...) correlation of handwriting parameters during sitting and lying except of pen pressure during drawing. Writing compared to imagined writing was accompanied by an increased activity of the ipsilateral cerebellum and the contralateral sensorimotor cortex. Executed compared to imagined drawing revealed elevated activity of a fronto–parieto-temporal network. By contrasting writing and drawing directly, executed writing induced an enhanced activation of the left somatosensory and premotor area. The comparison of the MI of these tasks revealed a higher involvement of occipital activation during imagined writing.ConclusionThe kinematic results pointed to a high comparability of writing in a vertical and horizontal position. Overall, we observed highly overlapping cortical activity except of a higher involvement of motor control areas during motor execution. The sparse difference between writing and drawing can be explained by highly automatized writing in healthy individuals. (shrink)

This paper argues for the theoretical and practical validity of similarity as a useful epistemological tool in scientific knowledge generation, specifically in chemistry. Classical analyses of similarity in philosophy of science do not account for the concept’s practical significance in scientific activities. We recur to examples from chemistry to counter the claim of authors like Quine or Goodman to the effect that similarity must be excluded from scientific practices . In conclusion we argue that more recent conceptualizations of the notion (...) of similarity, particularly Giere’s one, are appropriate for a philosophical analysis that considers scientific practices on equal terms with scientific theory. In this paper we argue for a naturalistic solution to some of the methodological controversies in regulatory science, on the basis of two case studies: toxicology and health claim regulation. We analyze the debates related to the scientific evidence that is considered necessary for regulatory decision making in each of those two fields, with a particular attention to the interactions between scientific and regulatory aspects. This analysis allows us to identify two general stances in the debate: a) one that argues (...) for more permissive standards of evidence and for methodological pluralism, and b) an opposing one that not only defends strict evidence requirements but also stipulates the use of one particular scientific methodologies for data generation. We argue that the real-world outcomes produced by alternative regulatory options are a vital piece of information that allows for the empirical assessment of these two stances. In particular, this information on outcomes makes it possible to analyze which standards of evidence and scientific methods generate the most useful knowledge as input for regulatory decision making. Our conclusion is that instead of an a priori selection of methodologies and standards, such decisions ought to be based on empirical evidence related to real-world outcomes. (shrink)

Le débat sur le rôle des valeurs en science survient également dans les sciences appliquées, en particulier dans les sciences régulatives. Nous proposons une analyse, sous l’angle des valeurs, des controverses récentes sur le rôle de la connaissance scientifique dans la régulation des risques technologiques. Nous distinguons trois perspectives sur les valeurs cognitives et non-cognitives, dans le contexte de l’évaluation et de la gestion du risque. Notre analyse montre que les deux types de valeurs interagissent au sein du processus de (...) génération de connaissances dans les sciences régulatives, et que des propositions de changements méthodologiques dépendent de la reconnaissance explicite du rôle opérant des valeurs. The relevance of scientific knowledge for science and technology policy and regulation has led to a growing debate about the role of values. This article contributes to the clarification of what specific functions cognitive and noncognitive values adopt in knowledge generation and decisions, and what consequences the operation of values has for policy making and regulation. For our analysis, we differentiate between three different types of decision approaches, each of which shows a particular constellation of cognitive and noncognitive values. Our (...) objectives are to present a structured analysis of the varying functions that different kinds of values can adopt, as well as the value-related tensions and trade-offs they give rise to. We argue that the operation of noncognitive values in scientific knowledge generation, policy, and regulatory decision making can be understood as an enabling factor, rather than a limiting one. Mechanistic information is used in the field of risk assessment in order to clarify two controversial methodological issues, the selection of inference guides and the definition of standards of evidence. In this paper we present an analysis of the concept of mechanistic information in risk assessment by recurring to previous philosophical analyses of mechanistic explanation. Our conclusion is that the conceptual analysis of mechanistic explanation facilitates a better characterization of the concept of mechanistic information. However, it also shows that the (...) use of this kind of information in risk assessment is heavily influenced by pragmatic factors, which have not been sufficiently taken into account in philosophical analysis. Mechanistic models are like hypothesis that have to be validated empirically. Due to their dependence on the standards of evidence, they are subject to the same pragmatic factors. Therefore, recurring to mechanistic information does not lead to closure of the methodological controversies in risk assessment. (shrink)

Is there such a thing as a “best scientific methodology” in regulatory science? By examining cases from varying regulatory processes, we argue that there is no best scientific method for generating decision-relevant data. In addition, in regulatory science, the most suitable methodologies often differ from what is considered best practice in knowledge-oriented science. In data generation for regulatory purposes, we are faced with a wide spectrum of preferred methodologies as well as controversy as to methodological choice. What goes by the (...) most adequate scientific method can and will—justifiably and rationally—vary significantly according to context and use. In order to make this argument, we analyze four case studies, two from risk assessment and two from benefit assessment. Our analysis shows that it is the noncognitive objectives of a particular regulatory process that determine what counts as the most appropriate scientific method. We use the concept of bounded rationality to indicate that those methodological choices, despite being context-dependent, can be interpreted as rational. (shrink)

Regulatory science, which generates knowledge relevant for regulatory decision?making, is different from standard academic science in that it is oriented mainly towards the attainment of non?epistemic (practical) aims. The role of uncertainty and the limits to the relevance of academic science are being recognized more and more explicitly in regulatory decision?making. This has led to the introduction of regulation?specific scientific methodologies in order to generate decision?relevant data. However, recent practical experience with such non?standard methodologies indicates that they, too, may be (...) subject to important limitations. We argue that the attainment of non?epistemic values and aims (like the protection of human health and the environment) requires not only control of the quality of the data and the methodologies, but also the selection of the level of regulation deemed adequate in each specific case (including a decision about which of the two, under?regulation or over?regulation, would be more acceptable). Philosophy in the English-speaking world is dominated by analytic approaches to its problems and projects; but theology has been dominated by alternative approaches. Many would say that the current state in theology is not mere historical accident, but is, rather, how things ought to be. On the other hand, many others would say precisely the opposite: that theology as a discipline has been beguiled and taken captive by 'continental' approaches, and that the effects on the discipline have been largely deleterious. (...) The methodological divide between systematic theologians and analytic philosophers of religion is ripe for exploration. The present volume represents an attempt to begin a much-needed interdisciplinary conversation about the value of analytic philosophical approaches to theological topics. Most of the essays herein are sympathetic toward the enterprise the editors are calling analytic theology; but, with an eye toward balance, the volume also includes essays and an introduction that try to offer more critical perspectives on analytic theology. Ontologies, as the term is used in informatics, are structured vocabularies comprised of human- and computer-interpretable terms and relations that represent entities and relationships. Within informatics fields, ontologies play an important role in knowledge and data standardization, representation, integra- tion, sharing and analysis. They have also become a foundation of artificial intelligence (AI) research. In what follows, we outline the Coronavirus Infectious Disease Ontology (CIDO), which covers multiple areas in the domain of coronavirus diseases, including etiology, transmission, epidemiology, pathogenesis, diagnosis, (...) prevention, and treatment. The history of the idea of predicate is the history of its emancipation. The lesson of this paper is that there are two more steps to take. The first is to recognize that predicates need not have a fixed degree, the second that they can combine with plural terms. We begin by articulating the notion of a multigrade predicate: one that takes variably many arguments. We counter objections to the very idea posed by Peirce, Dummett's Frege, and Strawson. We show (...) that the arguments of a multigrade predicate must be grouped into places, with perhaps several arguments occupying positions at a place. Variability may relate to places or positions. Russell's multiple judgement predicate turns out to be just one example of a family-'is necessarily true of', 'is said of', 'is instantiated by' and so on-of predicates with variably many places. Our main concern, however, is lists. Any adequate account of lists must include plural as well as singular terms. On one account, lists are mere strings of separate arguments, which occupy variably many positions within a place of a multigrade predicate. A quite different account takes the list itself to be a compound plural term. We compare these rival conceptions, and reach some surprising conclusions. As a coda, we deploy the conceptual apparatus developed in the paper to assess Morton's pioneer system of multigrade logic. (shrink)

On virtue ethical grounds, Barbro Fröding and Martin Peterson recently recommended that near-future AIs should be developed as ‘Friendly AI’. AI in social interaction with humans should be programmed such that they mimic aspects of human friendship. While it is a reasonable goal to implement AI systems interacting with humans as Friendly AI, I identify four issues that need to be addressed concerning Friendly AI with Fröding’s and Peterson’s understanding of Friendly AI as a starting point. In a first step, (...) I briefly recapitulate Fröding’s and Peterson’s arguments for Friendly AI. I then highlight some issues with Fröding’s and Peterson’s approach and line of reasoning and identify four problems related to the notion of Friendly AI, which all pertain to the role and need for humans’ moral development. These are that one should consider the moral tendencies and preferences of the humans interacting with a friendly AI, it needs to be considered whether the humans interacting with a Friendly AI are still developing their virtues and character traits, the indirect effects of replacing humans with Friendly AI should be considered with respect to the possibilities for humans to develop their moral virtues and that the question whether the AI is perceived as some form of Artificial General Intelligence cannot be neglected. In conclusion, I argue that all of these four problems are related to humans moral development and that this observation strongly emphasizes the role and need for humans moral development in correlation to the accelerating development of AI-systems. Why and under what conditions are individuals altruistic to family and friends in their social networks? Evolutionary psychology suggests that such behaviour is primarily the product of adaptations for kin- and reciprocal altruism, dependent on the degree of genetic relatedness and exchange of benefits, respectively. For this reason, individuals are expected to be more altruistic to family members than to friends: whereas family members can be the recipients of kin and reciprocal altruism, friends can be the recipients of reciprocal altruism (...) only. However, there is a question about how the effect of kinship is implemented at the proximate psychological level. One possibility is that kinship contributes to some general measure of relationship quality (such as ‘emotional closeness’), which in turn explains altruism. Another possibility is that the effect of kinship is independent of relationship quality. The present study tests between these two possibilities. Participants (N= 111) completed a self-report questionnaire about their willingness to be altruistic, and their emotional closeness, to 12 family members and friends at different positions in their extended social networks. As expected, altruism was greater for family than friends, and greater for more central layers of the network. Crucially, the results showed that kinship made a significant unique contribution to altruism, even when controlling for the effects of emotional closeness. Thus, participants were more altruistic towards kin than would be expected if altruism was dependent on emotional closeness alone – a phenomenon we label a ‘kinship premium’. These results have implications for the ongoing debate about the extent to which kin relations and friendships are distinct kinds of social relationships, and how to measure the ‘strength of ties’ in social networks. This paper uses a schema for infinite regress arguments to provide a solution to the problem of the infinite regress of justification. The solution turns on the falsity of two claims: that a belief is justified only if some belief is a reason for it, and that the reason relation is transitive.

Russell had two theories of definite descriptions: one for singular descriptions, another for plural descriptions. We chart its development, in which ‘On Denoting’ plays a part but not the part one might expect, before explaining why it eventually fails. We go on to consider many-valued functions, since they too bring in plural terms—terms such as ‘4’ or the descriptive ‘the inhabitants of London’ which, like plain plural descriptions, stand for more than one thing. Logicians need to take plural reference seriously (...) if only because mathematicians take many-valued functions seriously. We assess the objection (by Russell, Frege and others) that many-valued functions are illegitimate because the corresponding terms are ambiguous. We also assess the various methods proposed for getting rid of them. Finding the objection ill-founded and the methods ineffective, we introduce a logical framework that admits plural reference, and use it to answer some earlier questions and to raise some more. Bekannt ist diese Theatertechnik als ›Deus ex machina‹.

This paper pursues a thorough-going instrumentalist, or means-ends, approach to the theory of inductive inference. I consider three epistemic aims: convergence to a correct theory, fast convergence to a correct theory and steady convergence to a correct theory (avoiding retractions). For each of these, two questions arise: (1) What is the structure of inductive problems in which these aims are feasible? (2) When feasible, what are the inference methods that attain them? Formal learning theory provides the tools for a complete (...) set of answers to these questions. As an illustration of the results, I apply means-ends analysis to various versions of Goodman's Riddle of Induction. (shrink)

PurposeThe purpose of this paper is to add one further value to the previously articulated “universal values” and to describe the constituent components of three universal values.Design/methodology/approachThis interpretive/constructivist study of Australia's largest online community of seniors involved a 30‐month ethnographic investigation. After an initial period of 11 months of observing social interaction on the entire site, in‐depth, semi‐structured interviews were conducted with 30 participants, selected according to criterion sampling, a form of purposive sampling.FindingsFour key moral values were identified: equality, freedom, (...) respect and trust. All of them had been found in other studies, with equality and respect (as human dignity) identified as universal values. The findings from this study suggest that freedom is another universal value.Originality/valueThis study extends the understanding of universal values to include freedom. Further, it demonstrates the constituent components for freedom, and those of two other universal values previously identified in the literature, equality and human dignity, as well as revealing linkages between these three values. Nudges have become a popular tool for behaviour change; but, some interventions fail to replicate, even when the identical, previously successful intervention is used. One cause of this problem is that people default to using some of or all of the previously-successful existing nudges for any problem—the “kitchen sink” approach. We argue that the success of an intervention depends on understanding people’s current behaviour and beliefs to ensure that any nudge will actually “budge” them from their current beliefs. We introduce (...) the Beliefs–Barriers–Context model, with three components: understanding beliefs, barriers, and context to change behaviour through a budge. Designing a budge has the goal of identifying the psychological mechanism that drives a target behaviour, focusing on the psychology of the target population before attempting to change that behaviour. In contrast to the “kitchen sink” approach, budges are best complemented with mechanism experiments to identify what undergirds behaviour change. Moving away from simply nudging behaviour to budging minds—by understanding beliefs, barriers and context—has the potential to inform both the successes and failures of behavioural interventions. The atonement is one of the central and defining doctrines of Christian theology. Yet the nature of the atonement – how it is that Christ's life and death on the cross actually atone for human sin – remains a theological conundrum. This article offers a new argument for an old theory of the atonement, namely, penal substitution. First, it sets out the theological context for the argument. This involves giving some account of alternative theories of the atonement in the tradition, (...) and why penal substitution might be thought a particularly appealing way of thinking about the atonement. The article then presents an argument for a version of penal substitution that involves the application of an idea found in some Augustinian accounts of the transmission of sin from Adam to his progeny. At the end of this exposition, it offers some brief comments on the metaphysics undergirding the theology of this argument. The final section discusses several theological and philosophical objections to this reasoning. (shrink)

What is the nature of the decision-related personal values of corporate management? Managers' attitudes and behaviors are built upon their personal value systems (PVS). Knowledge about the structure of management's PVS assists in understanding the attributes of corporate decision making. Utilizing a survey instrument developed and used by England (1967, 1975), this article updates this research into corporate managers' personal value systems. England's PVS consists of sixty-six pre-tested values clustered into five groups. As one could expect with personal values, statistical (...) tests reveal that even with dramatic changes in the business environment the overall personal values structure has not changed over the intervening three decades. The results also reveal that corporate managers retain their pragmatic value orientation as discussed by England. (shrink)
