Tolerance for blood transfusion risks is very low, as evidenced by the implementation of expensive blood tests and the rejection of gay men as blood donors. Is this low risk tolerance supported by the precautionary principle, as defenders of such policies claim? We discuss three constraints on applying the precautionary principle and show that respecting these implies tolerating certain risks. Consistency means that the precautionary principle cannot prescribe precautions that it must simultaneously forbid taking, considering the harms they might cause. (...) Avoiding counterproductivity requires rejecting precautions that cause more harm than they prevent. Proportionality forbids taking precautions that are more harmful than adequate alternatives. When applying these constraints, we argue, attention should not be restricted to harms that are human caused or that affect human health or the environment. Tolerating transfusion risks can be justified if available precautions have serious side effects, such as high social or economic costs. (shrink)

BACKGROUND: The availability of costly safety measures against transfusion-transmissible infections forces Western countries to confront difficult ethical questions. How to decide about implementing such measures? When are such decisions justified? As a preliminary to addressing these questions, we assessed which concerns shape actual donor blood safety policymaking in five Western countries. STUDY DESIGN AND METHODS: Our qualitative study involved determining which issues had been discussed in advisory committee meetings and capturing these issues in general categories. Appropriate documents were identified in (...) collaboration with local decision-making experts in Canada, Germany, the Netherlands, the United States, and the United Kingdom. The introduction of hepatitis B virus nucleic acid testing and selected measures against variant Creutzfeldt-Jakob disease, West Nile virus, and Q-fever were chosen as cases representing decision-making on safety measures with high costs and low or uncertain added safety. RESULTS: A broad inventory of concerns was established, including: 1) nine categories of advantages and disadvantages of candidate safety policies; 2) six kinds of difficulties in assessing risks and forecasting the effects of safety policies; 3) 13 decision-making principles; and 4) six kinds of practical barriers hampering the translation of candidate policies into decisions. CONCLUSION: Blood safety policymaking involves a wide variety of competing concerns, and approaches to reconcile these considerations are themselves contested. Developing a systematic decision-making approach requires ethical reflection on, among others, reasonable costs of safety and the value of transparency in public policy. (shrink)

Some screening tests for donor blood that are used by blood services to prevent transfusion-transmission of infectious diseases offer relatively few health benefits for the resources spent on them. Can good ethical arguments be provided for employing these tests nonetheless? This paper discusses—and ultimately rejects—three such arguments. According to the ‘rule of rescue’ argument, general standards for cost-effectiveness in healthcare may be ignored when rescuing identifiable individuals. The argument fails in this context, however, because we cannot identify beforehand who will (...) benefit from additional blood screening tests. On the ‘imposed risk’ argument, general cost-effectiveness standards do not apply when healthcare interventions impose risks on patients. This argument ignores the fact that imposing risks on patients is inevitable in healthcare and that these risks can be countered only within reasonable limits. Finally, the ‘manufacturing standard’ argument premises that general cost-effectiveness standards do not apply to procedures preventing the contamination of manufactured medical products. We contend that while this argument seems reasonable insofar as commercially manufactured medical products are concerned, publicly funded blood screening tests should respect the standards for general healthcare. We conclude that these particular arguments are unpersuasive, and we offer directions to advance the debate. (shrink)

The first “R” from animal research ethics prescribes the replacement of animal experiments with animal-free alternatives. However, the question of when an animal-free method qualifies as an alternative to animal experiments remains unresolved.Drawing lessons from another debate in which the word “alternative” is central, the ethical debate on alternatives to germline genome editing, this paper develops a general account of when something qualifies as an alternative to something. It proposes three ethically significant conditions that technique, method, or approach X must (...) meet to qualify as an alternative to Y: (1) X must address the same problem as Y, under an appropriate description of that problem; (2) X must have a reasonable chance of success, compared to Y, in solving the problem; and (3) X must not be ethically unacceptable as a solution. If X meets all these conditions, its relative advantages and disadvantages determine whether it is preferable, indifferent, or dispreferable as an alternative to Y.This account is then applied to the question of whether animal-free research methods qualify as alternatives to animal research. Doing so breaks down the debate around this question into more focused (ethical and other) issues and illustrates the potential of the account. (shrink)

Human practices in which animals are involved often include the application of technology: some farmed animals are for example milked robotically or monitored by smart technologies, laboratory animals are adapted to specific purposes through the application of biotechnologies, and pets have their own social media accounts. Animal ethicists have raised concerns about some of these practices, but tend to assume that technologies are just neutral intermediaries in human-animal relations. This paper questions that assumption and addresses how technologies might shape human-animal (...) relations in non-neutral ways. Building on the technological mediation approach, it proposes that technologies can influence human-animal relations by amplifying and reducing certain aspects of animals in human perception or by inviting and inhibiting certain actions towards animals. The paper next considers, in two concretizing steps, how this theoretical starting point can enrich ethical discussions on technology and human-animal relations. First, it shows how the technological mediation approach can help to conceptualize a main concern that has been raised regarding the impact of technologies on human-animal relations, namely the concern that animals might be ‘instrumentalized’ or ‘objectified’ in certain technological practices. Second, it considers how this approach can guide investigations of how particular technologies might affect human-animal relations, taking genetic selection technologies as used in livestock breeding as a case. The paper closes by briefly reviewing the prospects and challenges for the application of the technological mediation approach to human-animal relations, thus sketching directions for future research. Civil society organizations (CSOs) have significantly impacted on the politics of health research and the field of bioethics. In the globalHIVepidemic,CSOs have served a pivotal stakeholder role. The dire need for development of new prevention technologies has raised critical challenges for the ethical engagement of community stakeholders inHIVresearch. This study explored the perspectives ofCSOrepresentatives involved inHIVprevention trials (HPTs) on the impact of premature trial closures on stakeholder engagement. Fourteen respondents fromSouthAfrican and internationalCSOs representing activist and advocacy groups, community mobilisation initiatives, (...) and human and legal rights groups were purposively sampled based on involvement inHPTs. Interviews were conducted fromFebruary‐May 2010. Descriptive analysis was undertaken across interviews and key themes were developed inductively.CSOrepresentatives largely described positive outcomes of recent microbicide andHIVvaccine trial terminations, particularly inSouthAfrica, which they attributed to improvements in stakeholder engagement. Ongoing challenges to community engagement included the need for principled justifications for selective stakeholder engagement at strategic time‐points, as well as the need for legitimate alternatives toCABs as mechanisms for engagement. How are masculinity and nationalism intertwined? This question has received scant theoretical attention, and existing theories tend to focus on their shared ideals and are embedded in a heteronormative, homophobic, and patriarchal framework. Such views imply a static relationship between the two phenomena and are incompatible with the recent phenomenon of homonationalism and the incorporation of some homosexual bodies within the nation. Addressing this theoretical gap, this article develops a more holistic framework of the relationship between nationalism and masculinity. Drawing (...) on relational sociology, it conceptualises nationalism as competing masculinities. It argues that the link between masculinities and nationalism is not found in their overlapping substantive ideals, but rather that the two phenomena are co-constructed through their overlapping Othering processes. The proposed theoretical framework does not only provide a more dynamic understanding of the link between masculinity and nationalism, but it also helps to overcome the apparent duality between homonationalism and heteronationalism. It is shown that both phenomena are in fact two sides of the same coin, with the main difference between them being the location of homophobia as a technology of Othering within different types of Self/Other relations. Overall, the article provides an analytical tool that allows for the contextualisation and understanding of seemingly contradictory features of nationalism and its relationship to masculinity. What could a social-justice oriented, feminist data studies look like? The current datalogical turn foregrounds the digital datafication of everyday life, increasing algorithmic processing and data as an emergent regime of power/knowledge. Scholars celebrate the politics of big data knowledge production for its omnipotent objectivity or dismiss it outright as data fundamentalism that may lead to methodological genocide. In this feminist and postcolonial intervention into gender-, race- and geography-blind ‘big data’ ideologies, I call for ethical, anti-oppressive digital data-driven research in (...) the social sciences and humanities. I argue that a reflexive data scholarship can emerge from the reintegration of feminist and postcolonial science studies and ethics of care ideals. Although it is not a panacea for all ails of data mining, I offer a road map for an alternative data-analysis practice that is more power-sensitive and accountable. By incorporating a people-centric and context-aware perspective that acknowledges relationships of dependency, reflects on temptations, and scrutinises benefits and harm, an ‘asymmetrically reciprocal’ (Young, 1997) research encounter may be achieved. I bring this perspective to bear on experiences of a two-year research project with eighty-four young Londoners on digital identities and living in a highly diverse city. I align awareness of uneven relations of power and knowledge with the messy relation of dependency between human and non-human actors in data analysis. This framework productively recognises that digital data cannot be expected to speak for itself, that data do not emerge from a vacuum, and that isolated data patterns cannot be the end-goal of a situated and reflexive research endeavor. Data-driven research, in turn, shows the urgency for renewed feminist ethical reflection on how digital mediation impacts upon responsibility, intersectional power relations, human subjectivity and the autonomy of research participants over their own data. In this article, we will focus on the public service provision sector where quality of service is to a large extent determined by the capability of a service provider and his or her “client” to understand one another. The article centres on a study involving public organisations providing asylum (...) services or healthcare services in the multilingual and multicultural city of Brussels. Several interviews were conducted to gain insight into the communication problems such organisations face, as well as their communication requirements and solutions when providing services to people of different linguistic and cultural backgrounds. The discussion about the impact of agricultural biotechnology on Africa is deeply divided and contains widely diverging claims about the impact of biotechnology on African farmers. Building upon literature on the ‘good farmer’ that highlights that farmers identities are an important factor in explaining the success or failure of agricultural change, we argue that the identity of the farmer is an undervalued yet crucial aspect for understanding the debate about the impact of agricultural biotechnology on African farmers. In this article (...) we therefore investigate what farmers’ identities are implicated in the arguments about the impact of biotechnology on African farmers. We aim to identify the main fault lines in different accounts of the African biotechnology farmer by analysing the identities ascribed to them in two prominent cases of controversy: the debates at the 2002 World Summit on Sustainable Development in Johannesburg and the discussion about the impact of biotechnology on smallholder farmers in the Makhathini flats in KwaZulu Natal, South Africa. Our findings demonstrate that arguments about biotechnology are informed by diverging conceptions of who the African farmer is, what is important for the African farmer, and what role the African farmer has in relation to agricultural biotechnology. These findings remain relevant for current discussions on gene editing technologies like CRISPR-Cas. Openly discussing these different views on the identity of smallholder farmers is crucial for moving forward in the biotechnology controversy and can inform future attempts to elicit the farmer’s voice. Synthetic biology, as an engineering approach to biological systems, has the potential to disruptively innovate the development of vaccines, therapeutics, and diagnostics. Data accessibility and differences in data-usage capabilities are important factors in shaping this innovation landscape. In this paper, the data that underpin synthetic biology responses to the COVID-19 pandemic are analyzed as positional information goods—goods whose value depends on exclusivity. The positionality of biological data impacts the ability to guide innovations toward societally preferred goals. From both an ethical (...) and economic point of view, positionality can lead to suboptimal as well as beneficial situations. When aiming for responsible innovation (i.e. embedding societal deliberation in the innovation process), it is important to consider hurdles and facilitators in data access and use. This book examines how legal systems and mechanisms give shape to the capitalist economic system. In this regard, it focuses on the most important of these systems, such as monetary and financial law, company law, fiscality, contract and labour law. We investigate empirically whether framing in general, and the use of Simplifying Models as a framing tool in particular, has an effect on the way topics are cognitively construed. Existing studies on framing in linguistics have either been theoretical or descriptive. Going beyond such methodologically simple approaches, we use a more rigid test design involving the use of a control group, the construction of test conditions in which different Simplifying Models constitute the major source of variation, the inclusion of independent (...) variables like age and prior knowledge of the subjects, and the use of linear and logistic regression analysis. Our results show that our more rigid methodological approach yields a more reliable image of the effect of Simplifying Models on the way in which people deal with information on a complex topic like sustainable food production. Fleshing out these effects further may in time lead to a better informed construction of communication on complex social topics. (shrink)

Accounts and analyses of the formation of scholarly and scientific communities in the early modern period by means of memory and collective identity.

This article contributes to the debate about how regulatory science for agricultural technologies can be ‘opened up’ for a more diverse set of concerns and knowledges. The article focuses on the regulation of ‘socio-economic considerations’ for genetically modified organisms. While numerous countries have declared their intent to include these considerations in biotechnology decision-making, it is currently unclear both what counts as a socio-economic consideration and how such considerations should be assessed. This article provides greater clarity about how socio-economic considerations can (...) be included in regulations by drawing upon the experience of two countries whose efforts in this field are particularly advanced: Kenya and South Africa. Based on extensive fieldwork, this article identifies the contours of an emerging regulatory regime by presenting two practice-based models for including socio-economic considerations in biotechnology decision-making. Whereas Kenya has taken a bottom-up process prior to assessing the first technologies and strongly emphasises scientific expertise, South Africa has instead established regulatory standards in an ad hoc fashion on a case-to-case basis, with a less prominent role for scientific evidence. The discussion of the distinct characteristics and tensions of both models provides insight into two potential pathways for including socio-economic considerations in the regulation of agricultural technologies. The aim of this exploratory cross-sectional study was to examine the associations among relationship status, identity processes, and self-construals among Polish young adults. The theoretical framework of the study consisted of Erikson’s psychosocial theory of human development, the dual-cycle model of identity formation, and the concept of independent and interdependent self-construals. A total of 291 university students aged 20-25 completed the Dimensions of Identity Development Scale and Self-Construal Scale. Results showed that single individuals scored higher on exploration in breadth, exploration (...) in depth, and ruminative exploration, and lower on commitment making and identification with commitment than did partnered individuals. Further, single and partnered individuals did not differ in the area of independent and interdependent self-construals. Discriminant function analysis revealed that especially ruminative exploration and exploration in breadth were important variables for discriminating single from partnered status. (shrink)

There is a tendency in the literature on local digital media use and neighborhood outcomes to conceptualize Social Network Sites as mere transmission channels, thereby ignoring SNSs’ dynamics and limiting the understanding of their role in neighborhood life. Informed by Communication Infrastructure Theory and social media literature, we propose and test a model to investigate the association between the use of SNSs, appropriated as online neighborhood networks, and neighborhood sense of community. We administered a survey to Flemish online neighborhood network (...) users and found that active localized SNS use brings about an online sense of community and community awareness, which both independently lead to a neighborhood sense of community. Based on these findings, we argue that SNSs, appropriated as online neighborhood networks, function simultaneously as neighborhood hotspots in a neighborhood’s communication action context as well as community awareness media in a neighborhood’s storytelling network. For simplicity, most of the literature introduces the concept of definitional equivalence only for disjoint languages. In a recent paper, Barrett and Halvorson introduce a straightforward generalization to non-disjoint languages and they show that their generalization is not equivalent to intertranslatability in general. In this paper, we show that their generalization is not transitive and hence it is not an equivalence relation. Then we introduce another formalization of definitional equivalence due to Andréka and Németi which is equivalent to the Barrett–Halvorson (...) generalization in the case of disjoint languages. We show that the Andréka–Németi generalization is the smallest equivalence relation containing the Barrett–Halvorson generalization and it is equivalent to intertranslatability, which is another definition for definitional equivalence, even for non-disjoint languages. Finally, we investigate which definitions for definitional equivalences remain equivalent when we generalize them for theories in non-disjoint languages. (shrink)

This article explores the relation between innovation and resources that are governed as commons by looking at the governance of potato genetic resources, especially in the context of the emergence ofhybrid diploid potato breedingthat will enable potato propagation through true seeds. As a new breeding tool, hybrid diploid potato breeding may not only revolutionize traditional potato breeding practices, it may also strongly affect current governance modes of potato genetic resources as a commons. Contrary to conventional accounts of the commons that (...) treat technological innovation mainly as an exogenous factor, we argue that technological innovation can better be understood as an endogenous factor. In particular, we develop aco-production frameworkof innovation and the commons that draws attention to the different ways in which innovation, commons and its governance interact. Using this framework, we demonstrate that the constitution of potato genetic resources as a commons cannot be understood without considering the various ways in which technological innovation affects resources and mediate how these are governed. While reversely, technological innovations themselves are also enabled and constrained by users who govern potato genetic resources as a shared resource. We argue that changes in the governance of genetic resources can be understood as a change from one socio-technical constellation to another, whereby innovations, resources, and institutions are continuously co-produced. Social workers must often decide about priority at a case level, in a context of scarce resources. These decisions are disputable and controversial, which raises the question on what grounds are they made in practice. This article addresses that question through an empirical study of real-life case discussions in youth care in Flanders, the Dutch-speaking part of Belgium. Toulmin’s argumentation model is used to analyse the data. The study finds that most case discussions are processed in a rather technical manner. (...) But where there is active deliberation, key incidents show that the decision-makers undertake active and personal interpretation of the situation at hand, and that they also take a personal stance on the criteria for assigning priority. In other words, their practice can be understood as a hermeneutical activity. The article’s main conclusion is that the prioritisation process illustrates the moral-political core that is present in any social work decision-making practice. As this moral-political core seems to be hidden most of the time behind a technical-rational approach, questions remain whether the professionals involved are aware that it characterises their own judgements and whether insights into its nature are stimulated. The aim of this paper is to present a new logic-based understanding of the connection between classical kinematics and relativistic kinematics. We show that the axioms of special relativity can be interpreted in the language of classical kinematics. This means that there is a logical translation function from the language of special relativity to the language of classical kinematics which translates the axioms of special relativity into consequences of classical kinematics. We will also show that if we distinguish a class (...) of observers in special relativity and exclude the non-slower-than light observers from classical kinematics by an extra axiom, then the two theories become definitionally equivalent. Furthermore, we show that classical kinematics is definitionally equivalent to classical kinematics with only slower-than-light inertial observers, and hence by transitivity of definitional equivalence that special relativity theory extended with “Ether” is definitionally equivalent to classical kinematics. So within an axiomatic framework of mathematical logic, wee xplicitly show that the transition from classical kinematics to relativistic kinematics is the knowledge acquisition that there is no “Ether”, accompanied by a redefinition of the concepts of time and space. Welch :263–279, 2017) has recently proposed two possible explanations for why the field of evolutionary biology is plagued by a steady stream of claims that it needs urgent reform. It is either seriously deficient and incapable of incorporating ideas that are new, relevant and plausible or it is not seriously deficient at all but is prone to attracting discontent and to the championing of ideas that are not very relevant, plausible and/or not really new. He argues for the second explanation. (...) This paper presents a twofold critique of his analysis: firstly, the main calls for reform do not concern the field of evolutionary biology in general but rather, or more specifically, the modern evolutionary synthesis. Secondly, and most importantly, these calls are not only inspired by the factors, enumerated by Welch, but are also, and even primarily, motivated by four problematic characteristics of the modern synthesis. This point is illustrated through a short analysis of the latest reform challenge to the modern synthesis, the so-called extended evolutionary synthesis. We conclude with the suggestion that the modern synthesis should be amended, rather than replaced. (shrink)
