Some recent views of action have claimed that a correct conceptual account of action must include second-order motivational states. This follows from the fact that first-order motivational states such as desires account for action or mere behavior in which the agent's participation is lacking; thus, first-order motivational states cannot by themselves account for action in which the agent participates, so-called full-blooded action. I argue that representing the agent's participation by means of second-order states is bound to fail because it misrepresents (...) what an agent is doing when acting in the full-blooded sense. I begin by characterizing full-blooded action and explaining the failure of first-order accounts to explain it. I next show that while second-order accounts have some success in explaining full-blooded action, they fail to distinguish it from action which exhibits motivational alienation. I then argue that even if this problem were resolved, the second-order accounts more fundamentally misrepresent full-blooded action by depicting such action in an introverted manner. I conclude by considering a sketch of agency and full-blooded action that does not rely on second-order states and by addressing a primary concern thought to favor the second-order accounts, the concern of agent causation. Can one consistently deny the permissibility of abortion while endorsing the killing of human embryos for the sake of stem cell research? The question is not trivial; for even if one accepts that abortion is prima facie wrong in all cases, there are significant differences with many of the embryos used for stem cell research from those involved in abortion—most prominently, many have been abandoned in vitro, and appear to have no reasonably likely meaningful future. On these grounds one might (...) think to maintain a strong position against abortion but endorse killing human embryos for the sake of stem cell research and its promising benefits. I will argue, however, that these differences are not decisive. Thus, one who accepts a strong view against abortion is committed to the moral impermissibility of killing human embryos for the sake of stem cell research. I do not argue for the moral standing of either abortion or the killing of embryos for stem cell research; I only argue for the relation between the two. Thus the conclusion is relevant to those with a strong view in favor of the permissibility of killing embryos for the sake of research as much as for those who may strongly oppose abortion; neither can consider their position in isolation from the other. Seemingly ever improving medical technology and techniques portend the possibility of prenatally enhancing otherwise healthy, normal children—seamlessly enhancing or adding to a child’s natural abilities and characteristics. Though parents normally engage in enhancing children, i.e., child rearing, these technologies present radically new possibilities. This sort of enhancement, I argue, is morally problematic for the parent: the expectations of the enhancing parent necessarily conflict with attitudes of acceptance that moral parenting requires. Attitudes of acceptance necessitate that parents are open to the (...) essentially-individual choices of the child that will determine the kind of person he or she becomes. However, the intentional act of enhancing contradicts this openness by setting expectations on who the child becomes. Because of this, there is strong moral weight against parents’ prenatally enhancing their children. (shrink)

BackgroundThe increased risk of developing attention-deficit hyperactivity disorder (ADHD) in extremely preterm infants is well-documented. Better understanding of perinatal risk factors, particularly those that are modifiable, can inform prevention efforts.MethodsWe examined data from the Extremely Low Gestational Age Newborns (ELGAN) Study. Participants were screened for ADHD at age 10 with the Child Symptom Inventory-4 (N = 734) and assessed at age 15 with a structured diagnostic interview (MINI-KID) to evaluate for the diagnosis of ADHD (N = 575). We studied associations (...) of pre-pregnancy maternal body mass index (BMI), pregestational and/or gestational diabetes, maternal smoking during pregnancy (MSDP), and hypertensive disorders of pregnancy (HDP) with 10-year and 15-year ADHD outcomes. Relative risks were calculated using Poisson regression models with robust error variance, adjusted for maternal age, maternal educational status, use of food stamps, public insurance status, marital status at birth, and family history of ADHD. We defined ADHD as a positive screen on the CSI-4 at age 10 and/or meeting DSM-5 criteria at age 15 on the MINI-KID. We evaluated the robustness of the associations to broadening or restricting the definition of ADHD. We limited the analysis to individuals with IQ ≥ 70 to decrease confounding by cognitive functioning. We evaluated interactions between maternal BMI and diabetes status. We assessed for mediation of risk increase by alterations in inflammatory or neurotrophic protein levels in the first week of life.ResultsElevated maternal BMI and maternal diabetes were each associated with a 55–65% increase in risk of ADHD, with evidence of both additive and multiplicative interactions between the two exposures. MSDP and HDP were not associated with the risk of ADHD outcomes. There was some evidence for association of ADHD outcomes with high levels of inflammatory proteins or moderate levels of neurotrophic proteins, but there was no evidence that these mediated the risk associated with maternal BMI or diabetes.ConclusionContrary to previous population-based studies, MSDP and HDP did not predict ADHD outcomes in this extremely preterm cohort, but elevated maternal pre-pregnancy BMI, maternal diabetes, and perinatal inflammatory markers were associated with increased risk of ADHD at age 10 and/or 15, with positive interaction between pre-pregnancy BMI and maternal diabetes. This unified decision-making system has multiple potential access points through which it can be driven to make maladaptive choices, particularly choices that entail seeking of certain drugs or behaviors. We identify 10 key vulnerabilities in the system: (1) moving away from homeostasis, (2) (...) changing allostatic set points, (3) euphorigenic signals, (4) overvaluation in the planning system, (5) incorrect search of situation-action-outcome relationships, (6) misclassification of situations, (7) overvaluation in the habit system, (8) a mismatch in the balance of the two decision systems, (9) over-fast discounting processes, and (10) changed learning rates. These vulnerabilities provide a taxonomy of potential problems with decision-making systems. Although each vulnerability can drive an agent to return to the addictive choice, each vulnerability also implies a characteristic symptomology. Different drugs, different behaviors, and different individuals are likely to access different vulnerabilities. In our target article, we proposed that addiction could be envisioned as misperformance of a decision-making machinery described by two systems (deliberative and habit systems). Several commentators have argued that Pavlovian learning also produces actions. We agree and note that Pavlovian action-selection will provide several additional vulnerabilities. Several commentators have suggested that addiction arises from sociological parameters. We note in our response how sociological effects can change decision-making variables to provide additional vulnerabilities. Commentators generally have agreed that our theory provides (...) a framework within which to site addiction and treatment, but additional work will be needed to determine whether our taxonomy will help identify and treat subpopulations within the addicted community. One potentially morally justified use of torture is found in philanthropic torture of a perpetrator (PTP): scenarios in which a perpetrator has instigated significant pending suffering against innocents and in which the suffering can be prevented by means of the perpetrator’s cooperation. These situations involve a clash of two intuitions: that torture is in some strong and obvious sense absolutely morally wrong, and that torture or harm of an immoral perpetrator may be permissible to prevent equally abhorrent, if not greater, (...) moral wrongs. My view is that a dually grounded view—permissible on theoretical grounds but wrong on practical grounds—can do justice to the conflicting intuitions we have about torture in cases of PTP. Further, I hold that practical “absolutism” will only be “mostly” or “likely” absolute, but that we should accept as adequate this “near absolutism”—it will give us the practical result we seek while also satisfying the intuition that we may act in otherwise untoward ways to prevent horrific moral harms. This paper proposes an analytical framework for the analysis of organizational cognition that borrows from distributed and ecological cognition. In so doing, we take a case study featuring a decision on the topic of agreeing on a set point in the agenda of a meeting. It is through the analysis of a few minutes of video-recording used in the case that enables us to demonstrate the power of applying distributed and ecological cognition to organizing processes. Cognitive mechanism, resources, and processes (...) are identified within this combined framework. Mechanisms are described as “socio-material” —where “people” and “artifacts” are the related cognitive resources—and as “conceptual” —with “group” identity, “topic” understanding, meaning of “procedures,” and perception of “time” as resources. Processes are defined as “coupling,” “de-coupling,” and “un-coupled” depending on the type of relation in place. Finally, the paper presents an agent-based computational simulation to demonstrate the potentials of operationalizing this approach. (shrink)

The misleading and propagandistic tendencies in American news reporting have been a part of public discussion from its earliest days as a republic (Innis, 2007;Sheppard, 2007). “Fake news” is hardly new (McKernon, 1925), and the term has been applied to a variety of distinct phenomenon ranging from satire to news, which one may find disagreeable (Jankowski, 2018;Tandoc et al., 2018). However, this problem has become increasingly acute in recent years with the Macquarie Dictionary declaring “fake news” the word of the (...) year in 2016 (Lavoipierre, 2017). The international recognition of fake news as a problem (Pomerantsev and Weiss, 2014;Applebaum and Lucas, 2016) has led to a number of initiatives to mitigate perceived causes, with varying levels of success (Flanagin and Metzger, 2014;Horne and Adali, 2017;Sample et al., 2018). The inability to create a holistic solution continues to stymie researchers and vested parties. A significant contributor to the problem is the interdisciplinary nature of digital deception. While technology enables the rapid and wide dissemination of digitally deceptive data, the design and consumption of data rely on a mixture of psychology, sociology, political science, economics, linguistics, marketing, and fine arts. The authors for this effort discuss deception’s history, both old and new, from an interdisciplinary viewpoint and then proceed to discuss how various disciplines contribute to aiding in the detection and countering of fake news narratives. A discussion of various fake news types (printed, staged events, altered photographs, and deep fakes) ensues with the various technologies being used to identify these; the shortcomings of those technologies and finally the insights offered by the other disciplines can be incorporated to improve outcomes. A three-point evaluation model that focuses on contextual data evaluation, pattern spread, and archival analysis of both the author and publication archives is introduced. While the model put forth cannot determine fact from fiction, the ability to measure distance from fact across various domains provides a starting point for evaluating the veracity of a new story. The contact hypothesis has dominated work on prejudice reduction and is often described as one of the most successful theories within social psychology. The hypothesis has nevertheless been criticized for not being applicable in real life situations due to unobtainable conditions for direct contact. Several indirect contact suggestions have been developed to solve this “application challenge.” Here, we suggest a hybrid strategy of both direct and indirect contact. Based on the second-person method developed in social psychology and cognition, we suggest (...) working with an engagement strategy as a hybrid hypothesis. We expand on this suggestion through an engagement-based intervention, where we implement the strategy in a theater performance and investigate the effects on prejudicial attitudes toward people with physical disabilities. Based on the results we reformulate our initial engagement strategy into the Enact hypothesis. To deal with the application challenge, this hybrid hypothesis posits two necessary conditions for prejudice reduction. Interventions should: work with engagement to reduce prejudice, and focus on the second-order level of attitudes formation. Here the aim of the prejudice reduction is not attitude correction, but instead the nuancing of attitudes. (shrink)

The central theoretical assumption of English land law (and land law in related legal systems) that all rights in land are derivative of the Crown’s rights does not provide a full account of the origins of rights in land. ‘Liberal’ theories of the origin of property rights, which see property rights as something that emerged independently of state action, retain considerable explanatory value. The paper begins with a discussion of the principal features of David Hume’s account of the origins (...) of property. The paper then engages with historical scholarship that shows that (1) it is a mistake to see the medieval English hierarchy of administration as implying a hierarchy of property rights ultimately derived from the Crown’s ‘title,’ and (2) the idea that communal medieval agricultural practices were super-imposed upon a pre-existing system of individual property rights is plausible. How can the development of ideas in a scientific field be studied over time? We apply unsupervised topic modeling to the ACL Anthology to analyze historical trends in the field of Computational Linguistics from 1978 to 2006. We induce topic clusters using Latent Dirichlet Allocation, and examine the strength of each topic over time. Our methods find trends in the field including the rise of probabilistic methods starting in 1988, a steady increase in applications, and a sharp decline of research (...) in semantics and understanding between 1978 and 2001, possibly rising again after 2001. We also introduce a model of the diversity of ideas, topic entropy, using it to show that COLING is a more diverse conference than ACL, but that both conferences as well as EMNLP are becoming broader over time. Finally, we apply Jensen-Shannon divergence of topic distributions to show that all three conferences are converging in the topics they cover. (shrink)

We show that bounded forcing axioms are consistent with the existence of -gaps and thus do not imply the Open Coloring Axiom. They are also consistent with Jensen's combinatorial principles for L at the level ω2, and therefore with the existence of an ω2-Suslin tree. We also show that the axiom we call BMM3 implies 21=2, as well as a stationary reflection principle which has many of the consequences of Martin's Maximum for objects of size 2. How do we know when we are investing wisely in security? Answering this question requires investigating what things are worth securing (and why); what threatens them; how best to protect them; and how to think about it. Is it possible to protect them? How best go about protecting them? What trade-offs are involved in allocating resources to security problems? This book responds to these questions by stripping down our preconceptions and rebuilding an understanding of security from the ground up on (...) the basis of a common-sense ontology and an explicit theory of value.
