All the utopian talk of information superhighways and the great media societies of the future helps to mask the fact that contemporary capitalist societies are in a situation of seemingly permanent crisis with increased human suffering due to deteriorating social conditions. In the United States, more than 34 million people live below the poverty level; over 3 million are homeless; over ten million are out of work; and millions lack basic health insurance and guaranteed medical care (Hoffman 1987).

Media and computer technologies are creating dramatic changes that are producing an explosion of rhetoric and hype touting the benefits of the new information superhighway where individuals will supposedly get data and entertainment on demand, hook up into new virtual communities, and even create new identities. Such ideological hyperbole has accompanied the introduction of all new technologies, but this time the structures of contemporary capitalist economies, politics, society, culture, and everyday life are dramatically changing, requiring radical social theory (...) to rethink its assumptions, models of society, and politics. In this article, I wish to argue that if Marxism is to have a future it must theorize the new media and computer technologies and revise its analyses of contemporary capitalist societies and socialist politics accordingly. I will also argue that the Marxian theory provides powerful perspectives to make sense of the momentous changes currently transforming every dimension of social reality, but that it needs to be reconstructed and updated as well. The extraordinary capacity of computers to hold text is familiar to anyone who uses a word processor: an average book will fit comfortably onto a 3.5" floppy disc. With the growth of easy means of communication between computers an immense quantity of information has become available on a world-wide basis. The links may not yet amount to a "superhighway", but they are fast, efficient and increasingly user-friendly. Moreover, like the roads, the system is free to users (though the (...) Clinton administration has made some ominous noises about introducing charges). It is open to anyone with access to a computer connected to JANET (the Joint Academic Network in Britain), INTERNET, or one of the other electronic communications networks that now span the globe. That means almost everyone teaching at an institution of Higher Education in this country, often including postgraduate students, and sometimes undergraduates as well. It argues that ethics has the key role in establishing a resilient, comprehensive and sensitive information infrastructure. In this paper, we explore some characteristics of the Information Superhighway and the World Wide Web metaphors in the light of the current developments in information technology. We propose that these characteristics constitute a form of conceptual slippage (often in the form of ‘lexical leakage’), which helps us detect and predict the tacit impact that the currently available information delivery systems are having on human cognition. We argue that the particular language associated with these systems evolves (...) as a direct result of human cognitive adaptation to the demands, resources, and constraints of highly technological environments. It reflects a growing alienation of the users of computerized systems from the physical aspects of the natural environment in which the disseminated information was originally grounded. We believe that a careful investigation of the pragmatic phenomena which are operative when the information media jargon is used is appropriate to the aims of Cognitive Technology. The role of metaphor as a vehicle for self-expression, as mediated by criteria of relevance, is discussed from this perspective. (shrink)

The lining of the suit in fact contains cabling that makes the suit a communication system and there are pressure pads where the suit touches skin that give a sense of touch. Next, she sits astride something that is a bit like a motorbike, except that it has no wheels and is attached firmly to the floor. Her feet fit on to something similar (...) to a brake and accelerator and her gloved hands hold onto handlebars. She shouts, "I'm off to school, Dad". Her father, who is taking time out from his teleworking, begins to remind her that the family are going teleshopping in the virtual city later in the day, but it is too late, his daughter has already donned her school helmet. She is no longer in the real world of her real home, she is in the virtual world of her virtual school.'_ Is this the shape of the future of education? This book presents a vision of what will happen to education and training as information technology develops. The argument is simple. To prepare people for life in an information society they need to be taught with the technology of an information society. But what shape will that take? Can the classroom as we know it - a communications system which has been in place for four thousand years - be replaced? In this new collection of essays, Andrew Feenberg argues that conflicts over the design and organization of the technical systems that structure our society shape deep choices for the future. A pioneer in the philosophy of technology, Feenberg demonstrates the continuing vitality of the critical theory of the Frankfurt School. He calls into question the anti-technological stance commonly associated with its theoretical legacy and argues that technology contains potentialities that could be developed as the basis for an alternative form of (...) modern society. Virtues are habits of character that advance excellence in all of ones endeavors. In the Aristotelian formulation, training in the virtuesis driven by a sense of the “good,” that is, by a widely shared agreement on the components of a good society and on the roles (and appropriate virtues or excellencies) of the “social animals” that energize that society. In the modern era, however, a strong sense of community has been much diminished. Freedom from the restraints of the Church and (...) other social institutions and an emphasis on individual autonomy has fostered a different ethical perspective, a perspective in which the market enters importantly into one’s conception of the good. Does the market generate virtues which in turn sustain it? What guides the development of virtue in market economies that are entering the “information superhighway,” and a new millennium as well? There was language long before there was writing, a fact that we literate investigators tend to underestimate. Today we are building the information superhighway, and for several millennia the written word has been the primary medium of cultural transmission, but for at least a thousand millennia before that, the main medium of information transfer from generation to generation--standing alongside the genome itself and the information embodied directly in artifacts--was the well-beaten path of word of mouth. The advent of the Internet has had a significant impact on the formation of an information-driven, rapid-paced society. The number of Internet users reached 50 million in only five years compared to 13 years for television and 38 years for radio. Consumer expectation for access, convenience, and speed has made the cyberspace superhighway a medium for knowledge exchange and for e-commerce. The Internet offers a wide variety of health services and products to healthcare professionals as well as to (...) the public. Online pharmaceutical sales are predicted to reach $20–25 billion over the next four years. This is a dramatic increase when compared to the $1.9 billion in 1999. At the click of the mouse, medications can be ordered and delivered conveniently to your door. Yet, consumer discomfort with the security of information provided via the Internet is growing, and recent incidents involving disclosure of healthcare information serve to heighten this concern. The papers collected in this volume exemplify some of the trends in current approaches to logic, language and computation. Written by authors with varied academic backgrounds, the contributions are intended for an interdisciplinary audience. The first part of this volume addresses issues relevant for multi-agent systems: reasoning with incomplete information, reasoning about knowledge and beliefs, and reasoning about games. Proofs as formal objects form the subject of Part II. Topics covered include: contributions on logical frameworks, linear logic, and different (...) approaches to formalized reasoning. An experiment was conducted to test the effectiveness of brief instruction in information structuring (i.e., representing and integrating information) for improving the coherence of probability judgments and binary choices among intelligence analysts. Forty-three analysts were presented with comparable sets of Bayesian judgment problems before and immediately after instruction. After instruction, analysts’ probability judgments were more coherent (i.e., more additive and compliant with Bayes theorem). Instruction also improved the coherence of binary choices regarding category membership: after instruction, subjects were (...) more likely to invariably choose the category to which they assigned the higher probability of a target’s membership. The research provides a rare example of evidence-based validation of effectiveness in instruction to improve the statistical assessment skills of intelligence analysts. Such instruction could also be used to improve the assessment quality of other types of experts who are required to integrate statistical information or make probabilistic assessments. (shrink)

Information theory and statistical mechanics II.

OBJECTIVES: To study whether linguistic analysis and changes in information leaflets can improve readability and understanding. DESIGN: Randomised, controlled study. Two information leaflets concerned with trials of drugs for conditions/diseases which are commonly known were modified, and the original was tested against the revised version. SETTING: Denmark. PARTICIPANTS: 235 persons in the relevant age groups. MAIN MEASURES: Readability and understanding of contents. RESULTS: Both readability and understanding of contents was improved: readability with regard to both information leaflets (...) and understanding with regard to one of the leaflets. CONCLUSION: The results show that both readability and understanding can be improved by increased attention to the linguistic features of the information. (shrink)

This paper criticizes the tendency to view the extension of the class of social actors, which stems from the process of democratization of data, as also implying the extension of the class of the political actors involved in the process of governance of the Information Society. The paper argues that social actors can upgrade to political actors once they become real interlocutors, namely political actors that can participate in the formation of the political discourse and that this can happen (...) only once they are able to combine, to a greater or lesser degree, the reduction of information asymmetries with the reduction of power differentials. As a graduate student in Linguistics at UMass/Amherst in the 1980s, I was fortunate to be exposed to a number of new developments bearing on the relationship between formal semantics and pragmatics. In the 1970s under the influence of Cresswell, Lewis, Montague, and Partee, enormous progress in semantics was made possible by narrowing the focus of the field mainly to the consideration of the conventional, truth conditional content of an indicative utterance, calculated compositionally as a function of the semantic contributions (...) of its parts and its syntactic structure. Context was typically relegated to the background, in the form of indices of evaluation, though occasionally popping out for more serious consideration, as in the work of Kaplan, Karttunen, and Stalnaker. But eventually the nature of the rigorous formal enterprise itself, confronted with phenomena like Geach’s donkey sentences, presupposition projection, and the context-dependence of tense and aspect, forced the field into a more careful, thorough reconsideration of the relationship between context and content. Hence were born the dynamic theories of interpretation, beginning with Hans Kamp (1981) and Irene Heim (1982), who were both at UMass during my stay there, Heim completing her dissertation and Kamp on the faculty in Philosophy. Such frameworks posit a dynamic interchange between content and context, each dependent on the other, even in the course of interpreting a single utterance. Mats Rooth was also a graduate student at UMass at that time, and wrote his influential dissertation (1985) proposing an alternative semantics for the interpretation of prosodic focus, inter alia shedding light on how focus contributes to the contextual domain restriction of various operators. Information technology is an integral part of the practices and institutions of post-industrial society. It is also a source of hard moral questions and thus is both a probing and relevant area for moral theory. In this volume, an international team of philosophers sheds light on many of the ethical issues arising from information technology, including informational privacy, digital divide and equal access, e-trust and tele-democracy. Collectively, these essays demonstrate how accounts of equality and justice, property and privacy (...) benefit from taking into account how information technology has shaped our social and epistemic practices and our moral experiences. Information technology changes the way that we look at the world and deal with one another. It calls, therefore, for a re-examination of notions such as friendship, care, commitment and trust. The emerging concern about software piracy and illegal or unauthorized use of information technology and software has been evident in the media and open literature for the last few years. In the course of conducting their academic assignments, the authors began to compare observations from classroom experiences related to ethics in the use of software and information technology and systems. Qualitatively and anecdotally, it appeared that many if not most, students had misconceptions about what represented ethical and unethical (...) behaviors in these realms. Clearly, one can argue that if college students are uncertain about what constitutes appropriate and inappropriate behavior then this uncertainty will be carried forward into their workplaces upon graduation. Furthermore, if their workplaces don't provide ethics training as a component of a new employee orientation program, one can project a potential for unintentional violations and infringements of copyrights and law in the field. This study was conducted among graduate and undergraduate students to gain insight into their attitudes, perceptions and understanding of some of the relevant ethics issues. A questionnaire of 11 statements was employed that described ubiquitous but most likely unethical (or surely dubious) behaviors in the prevailing business and academic environments. Each respondent was asked to evaluate each statement twice (once for “self” and once for “colleague”) on a five-option highly ethical (5) to neutral (3) to highly unethical (1) scale. The statements were worded such that lower instrument score was associated with higher ethical responses. The questionnaire's two-part structure was designed to solicit honest answers. The encouraging learning from this study was that the overall sample and its various sub-samples did not consider any of the eleven behaviors to be “ethical” or “highly ethical.” It was also encouraging to note that the overall sample and all sub-samples considered “highly unethical” those behaviors associated with personal privacy or property or outright theft. This indicated that moral judgment and probity prevail. The discouraging learning was that behaviors associated with the use of enterprise property were viewed as “neutral” i.e., neither “ethical” nor “unethical.” These findings suggested confusion and lack of clarity and definition around workplace deportment as it regards ethics in software and information technology use. The current study suggests that additional research needs to be conducted to define and clarify the issues, which in turn can form the basis for programs to rectify or at least ameliorate the situation. Abstract: In the past, major scientific and technological revolutions, like the Copernican Revolution and the Industrial Revolution, have had profound effects, not only upon society in general, but also upon Philosophy. Today's Information Revolution is no exception. Already it has had significant impacts upon our understanding of human nature, the nature of society, even the nature of the universe. Given these developments, this essay considers some of the philosophical contributions of two "philosophers of the Information Age"—Norbert Wiener and (...) Luciano Floridi—with regard to the nature of the universe, human nature, the nature of society, and the nature of "artificial agents" such as robots, softbots, and cyborgs. (shrink)

In 2002, Luciano Floridi published a paper called What is the Philosophy of Information?, where he argues for a new paradigm in philosophical research. To what extent should his proposal be accepted? Is the Philosophy of Information actually a new paradigm, in the Kuhninan sense, in Philosophy? Or is it only a new branch of Epistemology? In our discussion we will argue in defense of Floridi’s proposal. We believe that Philosophy of Information has the types of features (...) had by other areas already acknowledge as authentic in Philosophy. By way of an analogical argument we will argue that since Philosophy of Information has its own topics, method and problems it would be counter-intuitive not to accept it as a new philosophical area.
