With the emergence of powerful non-state actors onto the international plane, it has been necessary for international law to adapt and recognise legal actors other than the sovereign state. This article contends that it is essential that international legal recognition now be extended to multinational corporations and nongovernmental organisations. This ensures that such actors cannot escape accountability for violations of international law but also that they granted legitimate rights as participants in the international system. Such (...) a development does not require that the primacy of the state under international law be diminished. Recent years have seen a revival of interest in Michael Walzer's doctrine of ‘supreme emergency’. Simply put, the doctrine holds that, when a state confronts an opponent who threatens annihilation, it can be morally legitimate to violate one of the cardinal rules of the war convention – the principle of non-combatant immunity. Walzer cites the case of Britain's decision to bomb German cities in 1940 as a case in point. Although the theory of supreme emergency has been scrutinised, the historical (...) case that Walzer refers to has not been looked at in depth. This article seeks to remedy this problem by asking whether the principle actors involved in the decision to bomb German cities understood themselves to be in a supreme emergency. It argues that the British leadership never openly admitted that they were in fact targeting German civilians, and that the principle reason for this was a widespread belief that the British and American publics would not support such a campaign. As a result, throughout the war, the British government publicly maintained the fiction that the devastation of German cities was a collateral product of attacks on its industrial infrastructure. This, in turn, suggests that liberal societies – even those facing imminent destruction – do not tend to support a relaxing of the rules of non-combatant immunity, suggesting that the prohibition on deliberately killing non-combatants may be more embedded than has hitherto been thought. It is possible to argue that the first world is presently living through a period of radical global reaction against the social democratic consensus of the twentieth century. In this context, the use of Slavoj Zizek's Lacnaian theory of ideology to critique the traditions of thought which inform this reaction becomes a vital task. In this paper, I use Zizek's Lacanian theory of ideology to critically analyse de Maistre's remarkable work: particularly his 'Considerations on France'. Zizek's emphasis on the role (...) of the Real in ideology, it is argued, allows us unique purchase on de Maistre's ideological position. It allows us to show, furthermore, how reactionary conservatism does not 'conserve' the symbolic Other of the discourse of the master, since it is animated by fear and trembling that the symbolic can no longer hold in conditions of secularisation. In this context, the proximity of de Maistre with de Sade emerges as something that goes beyond superficially similar celebrations of the role of violence in human affairs. What is minimally at stake in reactionary thought per se, this paper argues, is the attempt to reground lost authority in the unmediated Real, a procedure in which the laying down of the law verges into the need to divide and sacifice others for the Jouissance of the Other. In this way, Lacan's comment that right-wing intelectuals are knaves who, if pushed, are willing to do whatever it takes to preserve power is vindicated and also elaborated. In the past decade, ASEAN has been the primary driver of East Asian regionalism, and Korea has been an active supporter of ASEAN plus Three. Korea has explored the idea of an East Asian Community, and has been relatively open to notions of Asia–Pacific regionalism. The ROK has involved itself comparatively heavily in regional projects as both an initiator and a participant, but its notion of ‘region’ has oscillated between more and less inclusive forms of regionalism. This article examines how (...) competing conceptions of region have influenced Korea's pursuit of regional initiatives. By revisiting historical understandings of Korea's regional identity, we explore the normative bases and material interests which motivate Korean regional initiatives, and assess the impact of its proposals. China’s recent engagement with Africa has attracted a significant amount of attention among United States (US) policymakers, academics, journalists and think tanks. By exploring this commentary through an emerging dominant discourse on China’s engagement in Africa, this article argues that it is interwoven with a discourse on US engagement in Africa, performing a Manichean dynamics that reflects analysis of China’s engagement in Africa through a US lens. As a result, alternative discourses and insights are silenced as China’s engagement in Africa (...) is interpreted through issues counterpoised to those with which the US distinguishes itself. In establishing this dynamics in the dominant discourse, its rhetorical nature is further demonstrated through alternative discourses on the effects of US and Chinese engagement in Africa. Using alternative discourses to de-center the rhetoric in dominant discourses on the benefits of free markets and the disadvantages of state led development, the US and China become perceived as both engaging in Africa through existing economic and political structures in a shared pursuit of markets and resources. The effects of US and Chinese engagement are discussed in regards to these pursuits. Giving voice to alternative discourses reveals the rhetorical nature of the dominant discourses that reflect more about US values than the implications of China’s engagement in Africa. (shrink)

The aim of this paper is to articulate and analyse the complexity of the concept of work in Hannah Arendt’s philosophy. Work is usually interpreted as antithetical to political action. This claim merits specification: only the instrumental, utilitarian strand of homo faber poses real danger to authentic politics. By contrast, the artistic or cultural mode of homo faber is not only compatible with Arendt’s understanding of politics, but in fact indispensable for any form of political longevity. Enduring political existence is (...) impossible without the constant support of artists, poets, historiographers and monument-builders who reify and memorialize the key meanings of political communities. This claim is substantiated by applying the phenomenological concept of sedimentation and drawing the political implications of this application. However, similarly to Edmund Husserl, Arendt identified a dual, problematic nature of sedimentation that underscores the importance of natality and thinking in artistic practice. (shrink)

The study of international relations owes a great deal to political philosophy. Many of the central analogies and concepts in international relations derive from prominent philosophical traditions. Here, I focus on three areas in which political philosophy has made an important impact on international relations theory: anarchy and political order, democracy, and justice. The agent-structure problem is a much discussed issue in the field of international relations. In his comprehensive analysis of this problem, Colin Wight deconstructs the accounts of structure and agency embedded within differing IR theories and, on the basis of this analysis, explores the implications of ontology - the metaphysical study of existence and reality. In this article, we present a new conception of internal relations between quantity tropes falling under determinates and determinables. We begin by providing a novel characterization of the necessary relations between these tropes as basic internal relations. The core ideas here are that the existence of the relata is sufficient for their being internally related, and that their being related does not require the existence of any specific entities distinct from the relata. We argue that quantity tropes (...) are, as determinate particular natures, internally related by certain relations of proportion and order. By being determined by the nature of tropes, the relations of proportion and order remain invariant in conventional choice of unit for any quantity and give rise to natural divisions among tropes. As a consequence, tropes fall under distinct determinables and determinates. Our conception provides an accurate account of quantitative distances between tropes but avoids commitment to determinable universals. In this important respect, it compares favorably with the standard conception taking exact similarity and quantitative distances as primitive internal relations. Moreover, we argue for the superiority of our approach in comparison with two additional recent accounts of the similarity of quantity tropes. (shrink)

In this article, I examine Cavell’s understanding and deployment of the categories of ‘evil’ and the ‘monstrous’ in The Claim of Reason. Arguing that these notions cannot be understood apart from Cavell’s reliance on the notion of an ‘internal relation,’ I trace this notion to its Wittgensteinian roots. Ultimately, I show that Cavell’s view of evil allows us to navigate between two horns of a classic dilemma in thinking about evil: it allows us to see evil as neither a privation (...) nor as a positive force with supra-human potency. Thucydides is regarded as a political realist who asserts that the pursuit of moral principles does not enter the world of international affairs. The article shows that, on the contrary, we find in Thucydides' work a complex theory. Charles Beitz rejects two highly influential conceptions of international theory as empirically inaccurate and theoretically misleading. In one, international relations is a Hobbesian state of nature in which moral judgments are entirely inappropriate, and in the other, states are analogous to persons in domestic society in having rights of autonomy that insulate them from external moral assessment and political interference. The purpose of this volume is to explore the medieval inheritance of modern international relations. Recent years have seen a flourishing of work on the history of international political thought, but the bulk of this has focused on the early modern and modern periods, leaving continuities with the medieval world largely ignored. The medieval is often used as a synonym for the barbaric and obsolete, yet this picture does not match that found in relevant work in the (...) history of political thought. In this revised edition of his 1979 classic Political Theory and International Relations, Charles Beitz rejects two highly influential conceptions of international theory as empirically inaccurate and theoretically misleading. In one, international relations is a Hobbesian state of nature in which moral judgments are entirely inappropriate, and in the other, states are analogous to persons in domestic society in having rights of autonomy that insulate them from external moral assessment and political interference. In this paper I consider whether a powers ontology facilitates a reduction of causal relations to intrinsic powers of the causal relata. I first argue that there is a tension in the view that powerful causation is an internal relation in this sense. Powers are ontologically dependent on other powers for their individuation, but in that case—given an Aristotelian conception of properties as immanent universals—powers will not be intrinsic on several extant analyses of ‘intrinsic’, since to possess a given (...) power P requires the existence of other concrete particulars as bearers of the powers that individuate P. I suggest several ways for Aristotelians to resolve this tension, but all tenable options involve individuative type-level causal relations between powers. While these individuative relations between powers are internal in the sense that the powers are essentially related, this is a different sense of ‘ internal ’ to the one that entails reducibility. The proposed reduction of token-causal relations to powers succeeds only at the cost of irreducible type-level causal relations between the powers themselves. (shrink)

Like others who work in philosophy, I asked myself from time to time what I was trying to do in my philosophizing. The natural answer seemed to be that I was trying to understand the world, and to do so by taking any thing or event that puzzled me and pressing the question Why? till I arrived at the understanding I sought. And what does understanding anything mean? It means to explain it or to render it intelligible. And when does (...) it become intelligible? Only when it is seen in context, and seen as required by that context. This requirement is of various kinds. Sometimes it is causal, as when an attack of malaria is explained by the bite of the anopheles mosquito. Sometimes it is a means-end relation, as when the presence of a rudder is explained as a means of guiding a ship. Sometimes it is logical, as when the Pythagorean theorem is explained by showing that it follows necessarily from other accepted propositions of geometry. (shrink)

Recently there has been an upsurge in interest concerning the relationship between religion and international relations. Much of this has been expressed as if the relationship between these was entirely new. In contrast, this paper involves the argument that it is not so much a question of religion returning but rather why it is that students of international relations have neglected the connection since the Peace of Westphalia. This neglect has largely occurred because of the primacy (...) given to changes and events in the West, particularly since the formal separation of church and state and its imposition on or emulation by Eastern societies. The recent concern with globalization has provided the opportunity to undertake historical dis­cussion in new perspectives which overcome the Western “normality” of the absence of religion in the Realpolitik perspective. Moreover, it is argued that much of the neglect of religion in work on world affairs has largely been the product of the inaccurate and ideologically motivated perception of ongoing secularization. The overall discussion is framed by some objections to the limiting consequences of disciplinarity, particularly the way in which both IR and sociology were rhetorically constituted. (shrink)
