Following the publication of 7 letters from Baer to the Frorieps by H.E. Müller-Dietz inNTM N.S. 1 (1993), 2 further letters from Baer and 8 from the Frorieps are published. A curious technical problem in the presentation of the journalNotizen published by Froriep in his Landes-industriecomptoir in Weimar is discussed at length. Froriep recommends his son Robert, to whom Baer sends several enquiries and commissions, which Robert deals with carefully (1831 in Jena, 1849 in Paris). Robert explains in great detail (...) his intention to leave Jena for Berlin in 1831. After his father's death in 1847 he returns to take charge of the Landesindustriecomptoir and begins to cooperate with the newly founded Russian Geographic Society as publisher on behalf of the Society. But about 1850 the cooperation is discontinued by the Russians, and Froriep, who is in economic difficulties, asks Baer (who lives and works in St. Petersburg) urgently (but in vain) to help him with the Society. PurposeThe purpose of this paper is to investigate the emancipatory promises and realities of information and communication technology in Egypt.Design/methodology/approachThe combination of Habermasian and Foucauldian ideas implemented by a critical discourse analysis of the Egyptian Information Society Policy and interviews with employees of local decision support systems employees. Promises and rhetoric are contrasted with findings and questioned with regards to their validity.FindingsOn the policy level, analysis shows that the emancipating rhetoric of ICT is not followed through. ICT is mostly seen (...) as a means of attracting foreign direct investment. Neither political participation nor educational benefits are promoted seriously. On the local level, culture and organisational realities prevent individuals from exploiting the emancipatory potential of the technology.Originality/valueThe combination of the Habermasian and Foucauldian approach exposes the problems of ICT use in developing countries. It shows that emancipation is used to legitimise ICT policies but is not taken seriously on a policy level in Egypt. Local implementations also fail to deliver on their promise. In order to have emancipatory effects, ICT policy and use will need to be reconsidered. (shrink)

BackgroundResistance training can offer beneficial physiological and psychological effects. The regular continuation of this exercise can be accomplished by improving the recovery and mood after a workout. Frequency-specific microcurrent might offer a solution here as it has been shown to improve physical injuries, mood state, and sleep. However, knowledge is lacking about the impact of microstimulation after RT on said parameters. The present study aimed to test the effects of RT and muscle-microstimulation on mood and physical recovery in healthy men (...) after performing conventional deadlifts, which is a type of RT.MethodsThe study was conducted according to a single-blind, randomized, placebo-controlled, and two-way crossover study. Twenty participants naïve to microstimulation engaged in RT twice on separate days. They were randomized to receive MS on 1 day and no microstimulation on another day. Before and after the workout and after their treatment, participants self-rated their mood state and mental and physical exhaustion levels.ResultsFindings showed that MS increased the self-ratings of well-rested and sociable and, most importantly, reduced the feeling of exercise-induced exhaustion. There were no MS effects on ratings of feeling sad, happy, or exhausted, although the workout, independent of MS, negatively influenced the level of exhaustion.ConclusionThe combination of enhanced sociableness, reduced fatigue, and exercise-induced exhaustion after a workout, followed by microstimulation, has important implications for professional sporters and nonprofessionals who try to get the best result after a workout. Future studies using a double-blind approach including different types of exercises, different durations of programs, and both sexes can shed more light on the full potential of microstimulation after a workout on mood state and exercise-induced exhaustion. Behavioural phenotypes have been explained by genetic and environmental factors (E) and their interaction. Here we suggest a rethinking of the E factor. Passively incurred environmental influences (E pass) and actively copied information and behaviour (E act) may be distinguished at shared and non-shared level. We argue that E act underlies mutation and selection and is the base of gene-independent heritability.

Nowadays, online product reviews have been at the heart of the product assessment process for a company and its customers. They give feedback to a company on improving product quality, planning, and monitoring its business schemes in order to increase sale and gain more profit. They are also helpful for customers to select the right products in less effort and time. Most companies make spam reviews of products in order to increase the products sales and gain more profit. Detecting spam (...) product reviews is a challenging issue in NLP. Numerous machine learning approaches have attempted to detect and classify the product reviews as spam or nonspam. However, in order to improve the classification accuracy, this study has introduced an ensemble machine learning model that combines predictions from multilayer perceptron, K-Nearest Neighbour, and Random Forest and predicts the outcome of the review as spam or real, based on the majority vote of the contributing models. In order to accomplish the task of spam review classification, the proposed ensemble and other benchmark boosting approaches are tested with 25 statistical features extracted from mobile application reviews of Yelp Dataset. Then, three different selection techniques are exploited to diminish the feature space and filter out the top 10 optimal features. The effectiveness of the proposed ensemble, the individual models, and other benchmark boosting approaches is again evaluated with 10 optimal features in terms of classification accuracy. Experimental outcomes illustrate that the proposed ensemble model outperformed the individual classifiers and state-of-the-art boosting approaches like Generalized Boost Regression Model, Extreme Gradient Boost, and AdaBoost Regression Model in terms of classification accuracy. In this paper a formal framework is proposed in which variousinformative actions are combined, corresponding to the different ways in whichrational agents can acquire information. In order to solve the variousconflicts that could possibly occur when acquiring information fromdifferent sources, we propose a classification of the informationthat an agent possesses according to credibility. Based on this classification, we formalize what itmeans for agents to have seen or heard something, or to believesomething by default. We present a formalization of observations,communication actions, (...) and the attempted jumps to conclusions thatconstitutes default reasoning. To implement these informative actionswe use a general belief revision action which satisfies theAGM postulates; dependent on the credibility of the incominginformation this revision action acts on one or more parts ofthe classified belief sets of the agents. The abilities of agents formalizeboth the limited capacities of agents to acquire information, and the preference of one kind of information acquisition to another. A very important feature of our approach is that it shows how to integratevarious aspects of agency, in particular the (informational) attitudesof dealing with information from observation, communication and defaultreasoning into one coherent framework, both model-theoretically andsyntactically. The Anthropology of Sport and Human Movement represents a collection of work that reveals and explores the often times dramatic relationship of our biology and culture that is inextricably woven into a tapestry of movement patterns. It explores the underpinning of human movement, reflected in play, sport, games and human culture from an evolutionary perspective and contemporary expression of sport and human movement.

Trustful interaction serves the interests of those involved. Thus, one could reason that trust itself may be analyzed as part of rational, goaloriented action. In contrast, common sense tells us that trust is an emotion and is, therefore, independent of rational deliberation to some extent. I will argue that we are right in trusting our common sense. My argument is conceptual in nature, referring to the common distinction between trust and pure reliance. An emotional attitude may be understood as some (...) general pattern in the way the world or some part of the world is perceived by an individual. Trust may be characterized by such a pattern. I shall focus on two central features of a trusting attitude. First, trust involves a participant attitude (Strawson) toward the person being trusted. Second, a situation of trust is perceived by a trusting person as one in which shared values or norms motivate both his own actions as well as those of the person being trusted. As an emotional attitude, trust is, to some extent, independent of objective information. It determines what a trusting person will believe and how various outcomes are evaluated. Hence, trust is quite different from rational belief and the problem with trust is not adequately met in minimizing risk by supplying extensive information or some mechanism of sanctioning. Trust is an attitude that enables us to cope with risk in a certain way. If we want to promote trustful interaction, we must form our institutions in ways that allow individuals to experience their interest and values as shared and, thus, to develop a trusting attitude. The ethics of artificial intelligence is a widely discussed topic. There are numerous initiatives that aim to develop the principles and guidance to ensure that the development, deployment and use of AI are ethically acceptable. What is generally unclear is how organisations that make use of AI understand and address these ethical issues in practice. While there is an abundance of conceptual work on AI ethics, empirical insights are rare and often anecdotal. This paper fills the gap in our current (...) understanding of how organisations deal with AI ethics by presenting empirical findings collected using a set of ten case studies and providing an account of the cross-case analysis. The paper reviews the discussion of ethical issues of AI as well as mitigation strategies that have been proposed in the literature. Using this background, the cross-case analysis categorises the organisational responses that were observed in practice. The discussion shows that organisations are highly aware of the AI ethics debate and keen to engage with ethical issues proactively. However, they make use of only a relatively small subsection of the mitigation strategies proposed in the literature. These insights are of importance to organisations deploying or using AI, to the academic AI ethics debate, but maybe most valuable to policymakers involved in the current debate about suitable policy developments to address the ethical issues raised by AI. Modern biology is ambivalent about the notion of evolutionary progress. Although most evolutionists imply in their writings that they still understand large-scale macroevolution as a somewhat progressive process, the use of the term “progress” is increasingly criticized and avoided. The paper shows that this ambivalence has a long history and results mainly from three problems: (1) The term “progress” carries historical, theoretical and social implications which are not congruent with modern knowledge of the course of evolution; (2) An incongruence exists (...) between the notion of progress and Darwin’s theory of selection; (3) It is still not possible to give more than a rudimentary definition of the general patterns that were generated during the macroevolution of organisms. The paper consists of two parts: the first is a historical overview of the roots of the term “progress” in evolutionary biology, the second discusses epistemological, ontological and empirical problems. It is stated that the term has so far served as a metaphor for general patterns generated amongst organisms during evolution. It is proposed that a reformulation is needed to eliminate historically imported implications and that it is necessary to develop a concept for an appropriate empirical description of macroevolutionary patterns. This is the third way between, on the one hand, using the term indiscriminately and, on the other hand, ignoring the general patterns that evolution has produced. (shrink)

The familiar problems of democratic capitalism have given way to a deep crisis challenging the basic forms of governance introduced around the late 18th century and then gradually expanded and developed until the late 20th century. Associative Democracy and the Crises of Representative Democracies argues that we are in urgent need of normative guidelines and a strong understanding of a broad range of institutional options and innovative experiments in associative democracy in order to address the structural problems that existing institutional (...) arrangements are confronted with whilst maintaining and strengthening democratic forms of government and governance. The argument is developed against the background of a thorough survey of empirical social scientific studies on the crises of capitalisms and representative democracies. This book focuses primarily on democratic alternatives, though it also works out principles and institutions of democratic socialism as alternatives to capitalism. After introducing the theoretical approach, the book illustrates the ways this framework of analysis can be of use, with particular focus on three issues that are highly topical when it comes to the challenges our institutions are confronted with: democratic governance in relation to ecological crises and uncertainty; the threats to democracy raised by the crisis of political parties and representative party-democracy, and the challenges related to privatization and marketization of public services, particularly in healthcare. The book concludes by exploring opportunities to democratize the economy, locating viable alternatives to capitalism in the tradition of democratic socialism. This urgent and thought-provoking book will be of great interest to academics and students in various disciplines in the humanities and social sciences, including political science, sociology, and economics. Bd. 1. Genese und Systematik der Methodenreflexion.

The two main challenges of the theory of conceptual content presented by Robert Brandom in Making It Explicit are to account for a referential dimension of conceptual content and to account for the objectivity of conceptual norms. Brandom tries to meet both these challenges in chapter 8 of his book. I argue that the accounts presented there can only be understood if seen against the background of Brandom's theory of communication developed in chapter 7. This theory is motivated by the (...) well-known problem that semantic holism threatens the possibility of communication because it has the consequence that words mean different things in different mouths. Brandom offers a solution to this problem in terms of what he calls recurrence commitments. I show that chapter 8 of Making It Explicit should be understood as arguing that a practice that includes acknowledging interpersonal recurrence commitments institutes both conceptual contents with a referential dimension and objective conceptual norms. I close by raising the objection that Brandom's argument can only show that conceptual norms are communally shared and not that they are objective. I propose an emendation of this argument, having recourse to a practice Brandom refers to as rational rectification in his new book Between Saying and Doing. (shrink)

This volume describes features of biological autonomy and integrates them into the recent discussion of factors in evolution. In recent years ideas about major transitions in evolution are undergoing a revolutionary change. They include questions about the origin of evolutionary innovation, their genetic and epigenetic background, the role of the phenotype, and of changes in ontogenetic pathways. In the present book, it is argued that it is likewise necessary to question the properties of these innovations and what was qualitatively generated (...) during the macroevolutionary transitions. The author states that a recurring central aspect of macroevolutionary innovations is an increase in individual organismal autonomy whereby it is emancipated from the environment with changes in its capacity for flexibility, self-regulation and self-control of behavior. The first chapters define the concept of autonomy and examine its history and its epistemological context. Later chapters demonstrate how changes in autonomy took place during the major evolutionary transitions and investigate the generation of organs and physiological systems. They synthesize material from various disciplines including zoology, comparative physiology, morphology, molecular biology, neurobiology and ethology. It is argued that the concept is also relevant for understanding the relation of the biological evolution of man to his cultural abilities. Finally the relation of autonomy to adaptation, niche construction, phenotypic plasticity and other factors and patterns in evolution is discussed. The text has a clear perspective from the context of systems biology, arguing that the generation of biological autonomy must be interpreted within an integrative systems approach. (shrink)

The term “synthetic biology” is a popular label of an emerging biotechnological field with strong claims to robustness, modularity, and controlled construction, finally enabling the creation of new organisms. Although the research community is heterogeneous, it advocates a common denominator that seems to define this field: the principles of rational engineering. However, it still remains unclear to what extent rational engineering—rather than “tinkering” or the usage of random based or non-rational processes—actually constitutes the basis for the techniques of synthetic biology. (...) In this article, we present the results of a quantitative bibliometric analysis of the realized extent of rational engineering in synthetic biology. In our analysis, we examine three issues: (1) We evaluate whether work at three levels of synthetic biology (parts, devices, and systems) is consistent with the principles of rational engineering. (2) We estimate the extent of rational engineering in synthetic biology laboratory practice by an evaluation of publications in synthetic biology. (3) We examine the methodological specialization in rational engineering of authors in synthetic biology. Our analysis demonstrates that rational engineering is prevalent in about half of the articles related to synthetic biology. Interestingly, in recent years the relative number of respective publications has decreased. Despite its prominent role among the claims of synthetic biology, rational engineering has not yet entirely replaced biotechnological methods based on “tinkering” and non-rational principles. (shrink)
