The World Health Organization has published a global priority list of antibiotic-resistant bacteria to guide research and development of new antibiotics. Every pathogen on this list requires R&D activity, but some are more attractive for private sector investments, as evidenced by the current antibacterial pipeline. A “pipeline coordinator” is a governmental/non-profit organization that closely tracks the antibacterial pipeline and actively supports R&D across all priority pathogens employing new financing tools.

We design an agent based Monte Carlo model of antibiotics research and development to explore the effects of the policy intervention known as Market Entry Reward on the likelihood that an antibiotic entering pre-clinical development reaches the market. By means of sensitivity analysis we explore the interaction between the MER and four key parameters: projected net revenues, R&D costs, venture capitalists discount rates, and large pharmaceutical organizations' financial thresholds. We show that improving revenues may be more efficient than reducing costs, (...) and thus confirm that this pull-based policy intervention effectively stimulates antibiotics R&D. (shrink)

This paper investigates the question of how we manage to single out the natural number structure as the intended interpretation of our arithmetical language. Horsten submits that the reference of our arithmetical vocabulary is determined by our knowledge of some principles of arithmetic on the one hand, and by our computational abilities on the other. Background Italy was the first European country to be involved with the COVID-19 pandemic. As a result, many healthcare professionals were deployed and suddenly faced end-of-life care management and its challenges. Aims To understand the experiences of palliative care professionals deployed in supporting emergency and critical care staff during the COVID-19 first and second pandemic waves. Research design A qualitative descriptive design was adopted, and in-depth interviews were used to investigate and analyse participants’ perceptions and points of view. Participants and (...) research context Twenty-four healthcare professionals (physicians, nurses, psychologists, physiotherapists, and spiritual support) from the most affected areas of Italy were recruited via the Italian society of palliative care and researchers’ network. Ethical considerations The University Institutional Board granted ethical approval. Participants gave written informed consent and agreed to be video-recorded. Findings The overarching theme highlighted participants’ experience supporting health professionals to negotiate ethical complexity in end-of-life care. Crucial topics that emerged within themes were: training emergency department professionals on ethical dimensions of palliative and end-of-life care, preserving dying patients’ dignity and developing ethical competence in managing end-of-life care. Conclusions Our study showed palliative care teams’ challenges in supporting health professionals’ ethical awareness in emergencies. However, while they highlighted their concerns in dealing with the emergency staff’s lack of ethical perspectives, they also reported the positive impact of an ethically-informed palliative care approach. Lastly, this study illuminates how palliative care professionals’ clinical and ethical competence might have assisted a cultural change in caring for dying patients during COVID-19 and future emergencies. The presence of Persian sources in Nietzsche’s Thus Spoke Zarathustra has been a topic of debate for decades. This paper summarizes the main results of a comparative study of Nietzsche and the ancient Persian scripture Avestā. In addition to several secondary sources Nietzsche repeatedly encountered, there is strong evidence that he read Johann Friedrich Kleuker’s German translation of the Avestā texts reconstructed by Abraham Hyacinthe Anquetil-Duperron. Analyzing Nietzsche’s diverse sources of Zoroastrianism as well as his knowledge of this religion, this (...) paper shows that many metaphors, references and claims in both Thus Spoke Zarathustra and in Nietzsche’s notebooks can be traced back to Zoroastrianism. Taking these sources into consideration contributes significantly to our understanding of one of Nietzsche’s major works. (shrink)

Analyzing navigational abilities and related aspects in individuals with Down syndrome is of considerable interest because of its relevance to everyday life. This study investigates path learning, the conditions favoring it, and the cognitive abilities involved. A group of 30 adults with DS and 32 typically-developing children matched on receptive vocabulary were shown a 4 × 4 Floor Matrix and asked to repeat increasingly long sequences of steps by walking on the grid. The sequences were presented under two learning conditions, (...) one called Oral instructions, the other Observation. Participants were also assessed on verbal and visuospatial cognitive measures. The results showed a similarly better performance in both groups when the Floor Matrix task was administered in the Observation as opposed to the Oral instructions condition. As for the relation with cognitive abilities, in the Floor Matrix task in the Oral instructions condition, individuals with DS showed an effect of both verbal and visuospatial abilities, which was only positive for verbal ability. The effect of verbal and visuospatial abilities was negligible in the TD group. In the Observation condition, performance was predicted by sequential working memory in both groups. Overall, these results shed light on path learning in individuals with DS, showing that they benefited from the Observation condition, and that the involvement of their cognitive abilities depended on the learning condition. We know that complexity is always on the way to become complication, i.e. a non-tractable topic. For this reason scholars engage themselves more and more in attempting to tame plurality and chaos. In this book distinguished scientists, philosophers and historians of science reflect on the topic from a multidisciplinary point of view. (...) Is it possible to dominate complexity through reductionism? Are there other conceptual instruments useful to take account of complexity? Enrico Müller legt hier die erste philosophische Gesamtdarstellung zur Bedeutung der Griechen für Nietzsches Denken vor. Er zeigt, wie sich in Auseinandersetzung mit dem Griechentum Nietzsches eigene Philosophie entwickelte, und problematisiert deren Abgrenzungen von der Logosphilosophie der griechischen Klassik. Müller kommt dabei zu dem Schluss, dass auch Nietzsches Philosophie letztlich auf die Vorgaben der sokratisch-platonischen Dialektik angewiesen bleibt.

Medical discoveries have led to an unprecedented level of competence in the field, but it is as if the patient is finding it increasingly difficult to get the right holistic care. Medicine must be put on a path towards being humanised.

This paper reflects my address as IAAIL president at ICAIL 2021. It is aimed to give my vision of the status of the AI and Law discipline, and possible future perspectives. In this respect, I go through different seasons of AI research : from the Winter of AI, namely a period of mistrust in AI, to the Summer of AI, namely the current period of great interest in the discipline with lots of expectations. One of the results of the first (...) decades of AI research is that “intelligence requires knowledge”. Since its inception the Web proved to be an extraordinary vehicle for knowledge creation and sharing, therefore it’s not a surprise if the evolution of AI has followed the evolution of the Web. I argue that a bottom-up approach, in terms of machine/deep learning and NLP to extract knowledge from raw data, combined with a top-down approach, in terms of legal knowledge representation and models for legal reasoning and argumentation, may represent a promotion for the development of the Semantic Web, as well as of AI systems. Finally, I provide my insight in the potential of AI development, which takes into account technological opportunities and theoretical limits. (shrink)

In this paper, I argue that the theory of mental files can provide a unitary cognitive account of how names and singular terms work in fiction. I will suggest that the crucial notion we need is not the one of regular file, i.e., a file whose function is to accumulate information that we take to be about a single object of the outside world, but the notion of indexed file, i.e., a file that stands, in the subject’s mind, for another (...) subject’s file about an object. When we read a novel containing the name of an individual, we acquire (fictional) information about that individual and we store those pieces of information into an indexed file. If the name also refers to a real individual outside the context of fiction, the indexed file is linked with the pre-existing regular file that we have about such individual. Otherwise, the indexed file is linked to a regular file referring to an abstract object, namely the fictional entity itself. (shrink)

Regardless of whether one agrees or disagrees with Stacie Friend’s claim that fiction is a genre, her notion of genre can be fruitfully applied to a paradigmatic genre such as science fiction. This article deploys Friend’s notion of genre in order to improve the influential characterization of science fiction proposed by Darko Suvin and to defend it from a criticism recently raised by Simon Evnine. According to Suvin, a work of science fiction must concern “a fictional ‘novum’ validated by cognitive (...) logic.” While Suvin conceives of his characterization as a necessary and sufficient condition for membership in the genre, I propose to cast the notions of “fictional novum” and “cognitive validation” as standard features of the genre, which works of science fiction should have but might lack. I argue that this amended version of Suvin’s characterization can better account for two basic properties of science fiction as a genre, namely its historicity and its relevance to appreciation. Lastly, I show that the amended version can shed some light on the affinity between works of science fiction and philosophical thought experiments. (shrink)

This paper develops Richard Wollheim’s claim that the proper appreciation of a picture involves not only enjoying a seeing-in experience but also abiding by a standard of correctness. While scholars have so far focused on what fixes the standard, thereby discussing the alternative between intentions and causal mechanisms, the paper focuses on what the standard does, that is, establishing which kinds, individuals, features and standpoints are relevant to the understanding of pictures. It is argued that, while standards concerning kinds, individuals (...) and features can be relevant also to ordinary perception, standards concerning standpoints are specific to pictorial experience. Drawing on all this, the paper proposes an ontology of depiction according to which a picture is constituted by both its visual appearance and its standard of correctness. (shrink)

This paper considers two issues raised by the claim that fictional characters are abstract artifacts. First, given that artifacts normally have functions, what is the function of a fictional character? Second, given that, in experiencing works of fictions, we usually treat fictional characters as concrete individuals, how can such a phenomenology fit with an ontology according to which fictional characters are abstract artifacts? I will indirectly address the second issue by directly addressing the first one. For this purpose, I will (...) rely on the notion of a mental file. I will argue that the function of fictional characters is the generation of mental files of a special kind. I will show that our experience of fictional characters as concrete individuals depends on the kind of mental files that are generated by fictional characters as abstract artifacts. I will conclude that an appreciator of a work of fiction can open two files about a certain fictional character; one about the character as an individual in the fictional world, and the other about the character as an abstract artifact in the actual world. In this sense, our relation to a fictional character is characterized by a duality of files or ‘twofileness’. (shrink)

This paper presents a philosophical analysis of the structure of black holes, focusing on the event horizon and its fundamental status. While black holes have been at the centre of countless paradoxes arising from the attempt to merge quantum mechanics and general relativity, recent experimental discoveries have emphasised their importance as objects for the development of Quantum Gravity. In particular, the statistical mechanical underpinning of black hole thermodynamics has been a central research topic. The Quantum Membrane Paradigm, proposed by Wallace (...) (Stud Hist Philos Sci Part B 66:103-117, 2019), posits a real membrane made of black hole microstates at the black hole horizon to provide a statistical mechanical understanding of black hole thermodynamics from an exterior observer’s point of view. However, we argue that the Quantum Membrane Paradigm is limited to low-energy Quantum Gravity and needs to be modified to avoid reference to geometric notions, such as the event horizon, which presumably do not make sense in the non-spatiotemporal context of full Quantum Gravity. Our proposal relies on the central dogma of black hole physics. It considers recent developments, such as replica wormholes and entanglement wedge reconstruction, to provide a new framework for understanding the nature of black hole horizons in full Quantum Gravity. What is the theoretical and applied responsibility of practical legal policies against environmental degradation? Which political-philosophical attitude is implicit in the International and European environmental legislation for reducing and preventing the environmental degradation? The concepts and means, developed to compare us with the environmental issue, are adequate to capture the reality of these emergencies? The basic thesis, I intend to discuss and defend, argues that there is a “question incompatibility” between political liberalism and environmental protection.

Exploring the metaphysics of deep disagreements, Ranalli identifies several essential features shared by all such disputes. These very features constitute a set of adequacy conditions that any satisfactory theory of deep disagreements must meet. The paper explains how Coliva’s Wittgensteinian hinge theory can satisfy Ranalli’s persistence desideratum. According to this condition, any appropriate theory must explain why deep disagreements tend to be persistent and thus unresolved without presupposing that they are rationally irresolvable. First, the work critically discusses how Coliva utilizes (...) her proposed view to account for this desideratum. Second, the paper points out that Coliva’s response is partly problematic because of Ranalli’s definition of deep disagreements for Wittgensteinian hinge theories, which over-generates instances of genuine deep disagreements. Third, the work argues that Coliva’s theory can satisfy Ranalli’s persistence desideratum by resolving a deep disagreement between an anti-vaccination advocate and a proponent of vaccination using an expanded version of Pritchard’s side-on approach. Finally, the paper critically engages with Coliva on the solvability of deep disagreements. (shrink)

This book examines the role of acts of choice in classical and intuitionistic mathematics. Featuring fifteen papers - both new and previously published - it offers a fresh analysis of concepts developed by the mathematician and philosopher L.E.J. Brouwer, the founder of intuitionism. The author explores Brouwer's idealization of the creative subject as the basis for intuitionistic truth, and in the process he also discusses an important, related question: to what extent does the intuitionistic perspective succeed in avoiding the classical (...) realistic notion of truth? The papers detail realistic aspects in the idealization of the creative subject and investigate the hidden role of choice even in classical logic and mathematics, covering such topics as bar theorem, type theory, inductive evidence, Beth models, fallible models, and more. These figures include Michael Dummett, Saul Kripke, Per Martin-Löf, and Arend Heyting. The present paper concludes that P. Oxy. 2463 contains remnants of a commentary on the Aitia of Callimachus. Identifying the commentary makes it possible to reconstruct the missing part of Heracles' conversation with Molorchus, confirming its place in the Victoria Berenices and settling the latter's relationship to the Aitia. The argument takes its departure from a vexed passage in Lycophron.

Despite numerous publications on the philosophy of technology, little attention has been paid to the relationship between being and value in technology, two aspects which are usually treated separately. This article addresses the definition of cinema by focusing on the related ontological question of which basic category circumscribes cinematic works. According to Noël Carroll, the definition of cinema consists both of ontological conditions that treat the moving image as a type and of other conditions that treat it as a display. But following Carroll’s ontological conditions, the digital encoding of a moving image enigmatically ends up being both a type and a token. Solving such a puzzle by clarifying the (...) relation between the cinematic type and the digital type leads us to define the moving image in general as a type that specifies a spatiotemporal distribution of pixels. Callimachus,ep. 1 Pfeiffer (= LIV Gow-Page =AP7.89) relates an anecdote about Pittacus: when consulted by a stranger from Atarneus who was wondering whether to marry a woman of his own social class or one of a higher status, he suggests the question is answered by the cries of the children playing with tops, τν κατ ｃαντν ἔλα. The chequered history of the transmission and interpretation of the poem is beset by a number of unfavourable or patronizing judgements which, I hope (...) to show, have their origin in a series of misunderstandings. The poem seems to lack the sharp point characteristic of epigrams, and indeed Gow-Page go so far as to pronounce that it ‘has no claim to be called an epigram at all’. We now have a number of valuable parallels for the unusual length of the piece, but grave doubts continue to be expressed about the Callimachean authorship of the poem. While Diogenes Laertius (henceforth referred to as ‘D.L.’), who quotes the poem in his life of Pittacus (1.79ff.), explicitly attributes it to καλλμαχοఁ ν τοῖఁ ’Epsilon;πιγρμμαఁιν, in P and PI there is no ascription at all: there our epigram has been mistakenly consigned to the ’ɛπιτμβια simply becauseAP7.81 (= Antipater XXXIV Gow-Page), on the Seven Sages, is followed by some fifty epigrams on them and other philosophers, all (save three) derived from D.L. In the Palatine ms. there survive traces of the questions raised by this poem, though—surprisingly—both Pfeiffer and Gow-Page fail to report them. (shrink)
