These documents, published here for the first time, present the Treasury's counter-arguments during the period when Keynes was developing the ideas that led to the Keynesian revolution in economic policy. Keynes spent much effort trying to persuade the Treasury to adopt policies designed to raise employment and stabilise prices, and to create an international monetary system that would favour these objectives. His arguments are set out fully in the Royal Economic Society's 30-volume set of The Collected Writings of John Maynard (...) Keynes. In contrast, the views of his Treasury critics have hitherto been much less accessible.Economists and historians have tended to assume that Keynes was right and the Treasury was wrong; this volume shows that the Treasury anticipated the political problems that would be encountered in putting Keynes's ideas into practice. Much of what Keynes published was deliberately polemical: he believed that words should be 'a little wild', for they were 'the assault of thought on the unthinking'. Treasury officials were by no means as unthinking as Keynes tended to portray them, and they had a coherent and intellectually respectable understanding of public finance. Ministers in the inter-war period and early in the Second World War were sensitive to the use that political opponents might make of Keynes's arguments; officials had to provide counter-arguments, and in doing so they revealed much about their views on economics and public finance. Once Keynes became an adviser to the Chancellor of the Exchequer in 1940, the debate became internal to the Treasury, but officials continued to subject Keynes's ideas to critical analysis.The documents in this volume show Treasury responses to Keynes on a range of issues crucial to understanding the period and the context of the Keynesian revolution in public policy. The topics covered include: the return to the gold standard; the use of public expenditure to cure unemployment in the inter-war period; how to avoid inflation in the war; planning for the post-war international economy; and the 1944 white paper on employment policy. Quantum mechanics, which describes the behavior of subatomic particles, seems to challenge common sense. Waves behave like particles; particles behave like waves. You can tell where a particle is, but not how fast it is moving--or vice versa. An electron faced with two tiny holes will travel through both at the same time, rather than one or the other. In this paper, we explore Fregean metatheory, what Frege called the New Science. The New Science arises in the context of Frege’s debate with Hilbert over independence proofs in geometry and we begin by considering their dispute. We propose that Frege’s critique rests on his view that language is a set of propositions, each immutably equipped with a truth value (as determined by the thought it expresses), so to Frege it was inconceivable that axioms could even be considered to be (...) other than true. Because of his adherence to this view, Frege was precluded from the sort of metatheoretical considerations that were available to Hilbert; but from this, we shall argue, it does not follow that Frege was blocked from metatheory in toto. Indeed, Frege suggests in Die Grundlagen der Geometrie a metatheoretical method for establishing independence proofs in the context of the New Science. Frege had reservations about the method, however, primarily because of the apparent need to stipulate the logical terms, those terms that must be held invariant to obtain such proofs. We argue that Frege’s skepticism on this score is not warranted, by showing that within the New Science a characterization of logical truth and logical constant can be obtained by a suitable adaptation of the permutation argument Frege employs in indicating how to prove independence. This establishes a foundation for Frege’s metatheoretical method of which he himself was unsure, and allows us to obtain a clearer understanding of Frege’s conception of logic, especially in relation to contemporary conceptions. In previous work I argued against (i) the likelihood of finding a theoretically sound foundation for the linked/convergent distinction and (ii) the utility of the distinction even if a sound theoretical basis could be found. Here I subject Douglas Walton’s comprehensive discussion of the linked/convergent distinction found in Argument Structure: A Pragmatic Theory to careful scrutiny and argue that at best Walton’s theory remains incomplete and that attempts to fill out the details will run afoul of at least one of (...) the problems adduced above—i.e., result in either a theoretically unsound distinction or a theoretically sound, but unnecessary distinction. A General treatment of Greek compounds seems much to be desired. It would have to be undertaken by one who had an up-to-date philological equipment, to which I cannot lay claim. But rather with the hope of eliciting discussion on the subject and learning from others I offer the following observations, and in further study of the subject should be grateful to anyone who would advise as to the exact statistics that may be desirable over and above what I give (...) below. I was led to the subject by a feeling that the treatment of many individual compounds by editors was far from satisfactory, and that possibly a collection of the material might help to bring out the exact meaning of some of the well-known difficulties in the Tragedians. One is dealing here with a highly developed and somewhat arbitrary poetic idiom, and it may perhaps be impossible, as one must admit from the outset, always to make precise the poet's meaning, but it is worth while to make the attempt. Some philosophers argue that any attempt to model changing the past will either be contradictory or really model avoiding the past. Using Nicholas Smith's (1997) argument as a basis, I formulate a generic version of this Avoidance Argument. I argue that the Avoidance Argument fails because (i) it involves an equivocation of what is meant by ‘bifurcation of the time of an event’ and (ii) resolving the equivocation results in the falsity of at least one of the premises. Decompressive craniectomy is a technically straightforward procedure whereby a large section of the cranium is temporarily removed in cases where the intracranial pressure is dangerously high. While its use has been described for a number of conditions, it is increasingly used in the context of severe head injury. As the use of the procedure increases, a significant number of patients may survive a severe head injury who otherwise would have died. Unfortunately some of these patients will be left severely disabled; (...) a condition likened to the RUB, an acronym for the Risk of Unacceptable Badness. Until recently it has been difficult to predict this outcome, however an accurate prediction model has been developed and this has been applied to a large cohort of patients in Western Australia. It is possible to compare the predicted outcome with the observed outcome at 18 months within this cohort. By using predicted and observed outcome data this paper considers the ethical implications in three cases of differing severity of head injury in view of the fact that it is possible to calculate the RUB for each case. One of Hume's most well-known works and a masterpiece of philosophy, A Treatise of Human Nature is indubitably worth taking the time to read.

We analyse a recent paper in which an alleged devastating criticism of the so called GRW proposal to account for the objectification of the properties of macroscopic systems has been presented and we show that the author has not taken into account the precise implications of the GRW theory. This fact makes his conclusions basically wrong. We also perform a survey of measurement theory aimed to focus better on the physical and the conceptual aspects of the so-called macro-objectification problem.

Psychiatric diagnostic covariation suggests that the underlying structure of psychopathology is not one of circumscribed disorders. Quantitative modeling of individual differences in diagnostic patterns has uncovered several broad domains of mental disorder liability, of which the Internalizing and Externalizing spectra have garnered the greatest support. These dimensions have generally been estimated from lifetime or past-year comorbidity patters, which are distal from the covariation of symptoms and maladaptive behavior that ebb and flow in daily life. In this study, structural models are (...) applied to daily diary data ( Median = 94 days) of maladaptive behaviors collected from a sample ( N = 101) of individuals diagnosed with personality disorders (PDs). Using multilevel and unified structural equation modeling, between-person, within-person, and person-specific structures were estimated from 16 behaviors that are encompassed by the Internalizing and Externalizing spectra. At the between-person level (i.e., individual differences in average endorsement across days) we found support for a two-factor Internalizing–Externalizing model, which exhibits significant associations with corresponding diagnostic spectra. At the within-person level (i.e., dynamic covariation among daily behavior pooled across individuals) we found support for a more differentiated, four-factor, Negative Affect-Detachment-Hostility-Disinhibition structure. Finally, we demonstrate that the person-specific structures of associations between these four domains are highly idiosyncratic. (shrink)

To an increasing extent ethical controversies affect and sometimes obstruct public health work and epidemiological research. In order to improve communication between the concerned parties a model for identification and analysis of ethical conflicts in individual-based research has been worked out in co-operation between epidemiologists and moral philosophers. The model has two dimensions. One dimension specifies relevant ethical principles (as beneficence, non-maleficence, autonomy and justice). The other dimension specifies the groups of persons involved in the conflict under consideration (for example: (...) the study-population, individuals who may benefit from the results, the researchers and their personnel, the community at large). The model has been applied to the problem of legitimacy of case-register research and to problems in psychiatric health services research as well as epidemiological research. (shrink)

There is a strong need to connect agricultural research to social movements and community-based food system reform efforts. Participatory research methods are a powerful tool, increasingly used to give voice to communities overlooked by academia or marginalized in the broader food system. Plant breeding, as a field of research and practice, is uniquely well-suited to participatory project designs, since the basic process of observing and selecting plants for desirable traits is accessible to participants without formal plant breeding training. The challenge (...) for plant breeders engaged in participatory research is to consider not only how their work incorporates farmer input in developing new varieties, but also how it interacts with broader questions of food sovereignty, food justice, diversity and democratization in the food system. This article examines these issues in the context of the Seed to Kitchen Collaborative, a participatory variety evaluation and breeding project at the University of Wisconsin-Madison. (shrink)

We apply the distinction between parameter independence and outcome independence to the linear and nonlinear models of a recent nonrelativistic theory of continuous state vector reduction. We show that in the nonlinear model there is a set of realizations of the stochastic process that drives the state vector reduction for which parameter independence is violated for parallel spin components in the EPR-Bohm setup. Such a set has an appreciable probability of occurrence (≈ 1/2). On the other hand, the linear model (...) exhibits only extremely small parameter dependence effects. We investigate some specific features of the models and we recall that, as has been pointed out recently, if one wants to be able to speak of definite outcomes (or equivalently of possessed objective elements of reality) at finite times, one has to slightly change the criteria for their attribution to physical systems. The concluding section is devoted to a detailed discussion of the difficulties which one meets when one tries to take, as a starting point for the formulation of a relativistic theory, a nonrelativistic scheme which exhibits parameter dependence. Here we derive a theorem which identifies the precise sense in which the occurrence of parameter dependence forbids a genuinely relativistic generalization. Finally we show how the appreciable parameter dependence of the nonlinear model gives rise to problems with relativity, while the extremely weak parameter dependence of the linear model does not give rise to any difficulty, provided one takes into account the appropriate criteria for the attribution of definite outcomes.
