It is argued that two different types of concept are often intermingled in discussions of Aktionsart. The most common type of classification is one of situation types, relating to the potential actualisation of a situation, although some of the definitions have to do with the actual realization of the situation. This distinction, adequately captured by the notions (a)telicity and (un)boundedness (Declerck 1989), is explored and it is shown how NPs, PPs and tense influence a sentence''s classification as (un)bounded.

Perhaps no major figure has been subject to so many fluctuations in the history of ideas as Francis Bacon. In the 1980s three feminists (Sandra Harding, Evelyn Fox Keller, and Carolyn Merchant) set out to discredit Bacon, and the Scientific Revolution to which he contributed, by alleging that he had advocated "the rape and torture" of nature. Their indictment, which was well received in feminist circles, produced several effective rebuttals from historians of science. In September 2006 the journal Isis published (...) a "Focus" symposium entitled "Getting Back to The Death of Nature: Rereading Carolyn Merchant." Two of the contributions, by Katharine Park and Carolyn Merchant herself, reassert the feminist case against Bacon. In this essay I want to review their indictment and to strengthen Bacon's defense. Accountability and responsibility are key concepts in the academic and societal debate on Autonomous Weapon Systems, but these notions are often used as high-level overarching constructs and are not operationalised to be useful in practice. “Meaningful Human Control” is often mentioned as a requirement for the deployment of Autonomous Weapon Systems, but a common definition of what this notion means in practice, and a clear understanding of its relation with responsibility and accountability is also lacking. In this paper, we present (...) a definition of these concepts and describe the relations between accountability, responsibility, control and oversight in order to show how these notions are distinct but also connected. We focus on accountability as a particular form of responsibility—the obligation to explain one’s action to a forum—and we present three ways in which the introduction of Autonomous Weapon Systems may create “accountability gaps”. We propose a Framework for Comprehensive Human Oversight based on an engineering, socio-technical and governance perspective on control. Our main claim is that combining the control mechanisms at technical, socio-technical and governance levels will lead to comprehensive human oversight over Autonomous Weapon Systems which may ensure solid controllability and accountability for the behaviour of Autonomous Weapon Systems. Finally, we give an overview of the military control instruments that are currently used in the Netherlands and show the applicability of the comprehensive human oversight Framework to Autonomous Weapon Systems. Our analysis reveals two main gaps in the current control mechanisms as applied to Autonomous Weapon Systems. We have identified three first options as future work for the design of a control mechanism, one in the technological layer, one in the socio-technical layer and one the governance layer, in order to achieve comprehensive human oversight and ensure accountability over Autonomous Weapon Systems. The paper studies how the localic notion of sublocale transfers to formal topology. For any formal topology (not necessarily with positivity predicate) we define a sublocale to be a cover relation that includes that of the formal topology. The family of sublocales has set-indexed joins. For each set of base elements there are corresponding open and closed sublocales, boolean complements of each other. They generate a boolean algebra amongst the sublocales. In the case of an inductively generated formal topology, the (...) collection of inductively generated sublocales has coframe structure. Overt sublocales and weakly closed sublocales are described, and related via a new notion of "rest closed" sublocale to the binary positivity predicate. Overt, weakly closed sublocales of an inductively generated formal topology are in bijection with "lower powerpoints", arising from the impredicative theory of the lower powerlocale. Compact sublocales and fitted sublocales are described. Compact fitted sublocales of an inductively generated formal topology are in bijection with "upper powerpoints", arising from the impredicative theory of the upper powerlocale. (shrink)

How does the Social Lab methodology support participatory research? This paper provides an evidence-based analysis of experiences of 19 implemented Social Labs applying experiential learning cycles on the question of how to induce Responsible Research and Innovation in the Horizon2020 research funding scheme of the European Commission and beyond. It looks at the potentials of Social Labs to allow participation in research and innovation addressing societal challenges and contrasts empirical results with the theoretical conceptualisation of a scientific Social Lab methodology. It discusses drivers and barriers of engagement, and provides evidence for the impacts of experimental engagement on participation in the context of the labs, substantiated by concrete examples from some of these labs. Community acceptance still remains a challenge for wind energy projects. The most popular explanation for local opposition, the Not in My Backyard effect, has received fierce criticism in the past decade. Critics argue that opposition is not merely a matter of selfishness or ignorance, but that moral, ecological and aesthetic values play an important role. In order to better take such values into account, a more bottom-up, participatory decision process is usually proposed. Research on this topic focusses on either stakeholder (...) motivations/attitudes, or their behavior during project implementation. This paper proposes a third research focus, namely the ‘objects’ which elicit certain behavioral responses and attitudes—the wind turbine and parks. More concretely, this paper explores Value Sensitive Design as way to arrive at wind turbines and parks that better embed or reflect key values. After a critical discussion of the notion of acceptance versus acceptability and support, the paper discusses existing literature on ecology and aesthetics in relation to wind turbine/park design, which could serve as ‘building blocks’ of a more integral VSD approach of the topic. It also discusses the challenge of demarcating wind park projects as VSD projects. A further challenge is that VSD has been applied mainly at the level of technical artifacts, whereas wind parks can best be conceptualized as socio-technical system. This new application would therefore expand the current practice of VSD, and may as a consequence also lead to interesting new insights for the VSD community. The paper concludes that such an outcome-oriented approach of wind turbines and park is worth exploring further, as a supplement to rather than a replacement of the process-oriented approach that is promoted by the current literature on community acceptance of wind parks. A specific mapping mechanism is defined as the basic unit of “Biological Memory”. This mechanism must account for the characteristic frequency patterns in the organic world, where future probability is a function of past experience. The conditions for the function of biological memory are analysed. It is found that asymmetry, and irreversibility as a consequence of complexity, are the basic principles of memory function. The essential asymmetries in genetic memory are pointed out, and the problem of bilateral symmetry in a (...) basically asymmetrical organization is briefly outlined.Complexity is defined in terms of symmetry. The thermodynamic arrow of time and the biological arrow of time are discussed in relation to elementarity and complexity with their specific types of repeatabilities: non-accumulative in the first case and accumulative as a result of “copy-reproduction” by memory in the second case. The application of terminology from Information Theory and Thermodynamics to Memory Mechanics is critically considered.The immediate and inevitable consequences of memory function are shown to be irreversible expansion and irreversible, unpredictable diversification, leading to growing complexity and size on all but the sub-molecular levels of biological structure. Pluralist and eliminativist positions have proliferated within both science and philosophy of science in recent decades. This paper asks the question why this shift of thinking has occurred, and where it is leading us. We provide an explanation which, if correct, entails that we should expect pluralism and eliminativism to transform other debates currently unaffected, and for good reasons. We then consider the question under what circumstances eliminativism will be appropriate, arguing that it depends not only on the term in (...) question, but also on the context of discussion and details of the debate at hand. The resultant selective eliminativism is an appealing compromise for various ‘pluralists’ and ‘eliminativists’ who are currently locking horns. (shrink)

Using poststructural criticism, we explore how the book of Job deconstructs the deed/consequence nexus that stands at the core of the Hebrew Bible’s theological framework – i.e. the doctrine of reward and punishment. Building on both Derridean deconstruction and Foucauldian resistance, we show that the book of Job refuses to comply with the opposite binary of reward and punishment. First, we demonstrate how the friends in their speeches enforce the binary and, thereby, exercise power over Job. Secondly, we consider Job’s (...) resistance and deconstruction of this binary through both his lived experience and desire to argue with God. Finally, we argue how Job’s desire to argue with God challenges God to defend themself in court. In God’s answer, however, one is introduced to a different God than as portrayed by Job’s friends. Moreover, God’s boastful reply, which lacks any justification for Job’s suffering, makes God appear fragile and weak. As such, this article argues that the book of Job may not merely deconstruct dominant ideology, but also God itself. (shrink)

Is science getting at the truth? The sceptics – those who spread doubt about science – often employ a simple argument: scientists were sure in the past, and then they ended up being wrong. Such sceptics draw on dramatic quotes from eminent scientists such as Lord Kelvin, who reportedly stated at the turn of the 20th century “There is nothing new to be discovered in physics now,” shortly before physics was dramatically transformed. They ask: given the history of science, wouldn’t (...) it be naïve to think that current scientific theories reveal ‘the truth’, and will never be discarded in favour of other theories? Through a combination of historical investigation and philosophical-sociological analysis, Identifying Future-Proof Science defends science against such potentially dangerous scepticism. It is argued that we can confidently identify many scientific claims that are future-proof: they will last forever, so long as science continues. How do we identify future-proof claims? This appears to be a new question for science scholars, and not an unimportant one. It is argued that the best way to identify future-proof science is to avoid any attempt to analyse the relevant first-order scientific evidence, instead focusing purely on second-order evidence. Specifically, a scientific claim is future-proof when the relevant scientific community is large, international, and diverse, and at least 95% of that community would describe the claim as a ‘scientific fact’. In the entire history of science, no claim meeting these criteria has ever been overturned, despite enormous opportunity. (shrink)

This article provides a critical view on the development and deployment phase of the e-ID in Belgium since 1999. It is based on extensive desk research and fifteen in depth-interviews with experts and stakeholders from government, administration, academia and industry who have been key in the development of the e-ID. The article identifies different elements that influenced, both in a positive and negative way, the societal, technical and political aspects of the Belgian e-ID. It shows that no severe problems occurred (...) during the initial deployment phase, which came to an end in 2009 providing over eight million Belgian citizens with an e-ID. The pre-existence of a National Register and the preliminary experiences with the exchange of digital information between administrative entities in the field of Social Security enabled and facilitated the development and the distribution of the e-ID. However, the research also reveals that usage of the e-ID by citizens and uptake of e-ID based services by administration and business remains limited due to multiple factors. The complex system of state structures in Belgium and as a consequence the dispersion of competences across different governmental entities makes that no unified approach to e-government and e-ID based services has been developed. From the industries’ point of view the privacy framework and the strictly regulated use of the National Registration Number provides no clear view on the allowed use of data accessible through the e-ID hampering take up in this area. Thomas Pogge answers the question if the capability approach can be justified with a firm ‘no’. Amongst others, he ridicules capability theorists for demanding compensation for each and every possible natural difference between people, including hair types. Not only does Pogge, so this paper argues, misconstrue the difference between the capability approach and Rawlsian resourcism. Even worse: he is actually implicitly relying on the idea of capabilities in his defence of the latter. According to him the resourcist holds that the (...) institutional order should not be biased towards the average person or the needs of some. Yet, as his own case of blind people and traffic lights can illustrate, whether or not this is the case is impossible to assess without resorting to some concept like people’s capabilities. Secondly, it is argued that the real issue at stake is not at all the best metric of justice—primary goods or capabilities—but rather the scope of theories of justice. On the surface the difference of opinion seems to be how to deal with so-called “personal heterogeneities”, yet the discussed case of interpersonal differences in metabolism and communal land-use choices hints at something else; Whereas Pogge insists that questions of justice only concern the institutional structure of society, many capability theorists support the inclusion of culture and social practices as possible sources of injustice. Unfortunately Pogge does not properly acknowledge this, as right from the start of his paper he frames the debate between both approaches in terms of institutions only. (shrink)

Kirchhoff’s diffraction theory is introduced as a new case study in the realism debate. The theory is extremely successful despite being both inconsistent and not even approximately true. Some habitual realist proclamations simply cannot be maintained in the face of Kirchhoff’s theory, as the realist is forced to acknowledge that theoretical success can in some circumstances be explained in terms other than truth. The idiosyncrasy (or otherwise) of Kirchhoff’s case is considered.

Contemporary continental philosophy approaches metaphysics with great reservation. A point of criticism concerns traditional philosophical speaking about God. Whereas Nietzsche, with his question "God is dead; who killed Him?" was, in his time, highly 'unzeitgemäß' and shocking, the twentieth century by contrast, saw Heidegger's concept of 'onto-theology' and its implied problematization of the God of the metaphysicians quickly become a famous term. In Heidegger's words, to a philosophical concept or 'being' we can neither pray, nor kneel. Heidegger did not, however, (...) return to the God of Christian faith. He tried to initiate a new way of speaking about God--a way that reveals the limits of philosophical discourse. Derrida, Marion, Bataille, Adorno, Taubes and Bakhtin, each in their own way, continue this exploration begun by Nietzsche and Heidegger. This book takes a fresh look at these developments. The 'death of God' as the editors say in an introductory study, announces not so much the death of the 'old God'--the God of philosophers, theologians and believers--but rather the death of the god who put himself on His throne: autonomous human reason. In listening to the reactions to this dethronement of autonomous reason, the editors believe they hear the echoes of an experience of an embarrassment rooted partly in an old medieval tradition: negative theology. With the death of this 'new god', might a sensitivity reappear for transcendence? Here the editors want to offer a platform where contemporary philosophers of culture can again pose the question of speaking about God. (shrink)

The foundation and administration of European Zoological gardens in the 19th century is analized. It is significant of such new institutions, that they are founded in the large cities, and that most of the founders looked at the great models in Paris and London, which are described first. Further it is shown that the change from princely menageries to public Zoological Gardens is caused both by common interests in people's education and pleasure and by scientific aims which leaded to choose (...) the name Zoological “garden” in analogy to botanical gardens. It seems to be characteristic of such public institutions created by citizens in the 19th century that they are mostly supported by commercial or scientific local societies. This is exemplified by describing the administration of the Zoological gardens of Berlin (1841), Frankfurt (1856) and Hamburg (1863), which initiated also research for acclimatization of wild animals. Augustinus ist der Grlinder der Geschichtstheologie. Das mittelalterliche Denken ist ganz von Augustinus' Weltkon zeption beherrscht. Der Glaubige weiss, dass das anscheinend will klirliche Geschehen auf Erden von Gott gelenkt wird. Flir ein naheres Verstandnis der verwirrenden Welt wendet man sich im Mittelalter also der Offenbarung zu, dem Schllissel flir jedes Verstehen der Welt. Die Interpretation der Geschichte auf Grund der Bibel gibt mit Hilfe von biblischen Vorbildern, Priifigurationen, Allegorien und Typolo gien, den konkreten Ereignissen einen religi6sen Sinn. As artificial intelligence becomes ubiquitous, it will be increasingly involved in novel, morally significant situations. Thus, understanding what it means for a machine to be morally responsible is important for machine ethics. Any method for ascribing moral responsibility to AI must be intelligible and intuitive to the humans who interact with it. We argue that the appropriate approach is to determine how AIs might fare on a standard account of human moral responsibility: a Strawsonian account. We make no claim that (...) our Strawsonian approach is either the only one worthy of consideration or the obviously correct approach, but we think it is preferable to trying to marry fundamentally different ideas of moral responsibility into a single cohesive account. Under a Strawsonian framework, people are morally responsible when they are appropriately subject to a particular set of attitudes—reactive attitudes—and determine under what conditions it might be appropriate to subject machines to this same set of attitudes. Although the Strawsonian account traditionally applies to individual humans, it is plausible that entities that are not individual humans but possess these attitudes are candidates for moral responsibility under a Strawsonian framework. We conclude that weak AI is never morally responsible, while a strong AI with the right emotional capacities may be morally responsible. (shrink)
