Les relations de la machine et de la pensée sont aussi anciennes qu'énigmatiques, toujours en attente d'une solution. C'est un mythe dont s'abreuve la philosophie. Il est ici repris en fonction de notre conjoncture, la science-fiction avec Matrix, la logique et l'ordinateur avec Turing, enfin l'élaboration théorique avec le cognitivisme et la non-philosophie. Ces essais ont été élaborés dans un même esprit au sein d'une équipe dont les jeunes philosophes partagent le désir commun de renouveler le style philosophique par une (...) discipline de philo-fiction. -/- The relationship between the machine and thought is as old as it is enigmatic, always awaiting a solution. It's a myth that philosophy feeds on. Here it is revisited in the context of our current situation: science fiction with Matrix, logic and the computer with Turing, and theoretical development with cognitivism and non-philosophy. Languages show substantial variability between their speakers, but it is currently unclear how the structure of the communicative network contributes to the patterning of this variability. While previous studies have highlighted the role of network structure in language change, the specific aspects of network structure that shape language variability remain largely unknown. To address this gap, we developed a Bayesian agent‐based model of language evolution, contrasting between two distinct scenarios: language change and language emergence. By isolating the relative effects of (...) specific global network metrics across thousands of simulations, we show that global characteristics of network structure play a critical role in shaping interindividual variation in language, while intraindividual variation is relatively unaffected. We effectively challenge the long‐held belief that size and density are the main network structural factors influencing language variation, and show that path length and clustering coefficient are the main factors driving interindividual variation. In particular, we show that variation is more likely to occur in populations where individuals are not well‐connected to each other. Additionally, variation is more likely to emerge in populations that are structured in small communities. Our study provides potentially important insights into the theoretical mechanisms underlying language variation. (shrink)

If a potential person would have a good life if he were to come into existence, can we regard his coming into existence as better for him than his never coming into existence? And can we regard the situation in which he never comes into existence as worse for him? In this paper, we argue that both questions should be answered affirmatively.

Models of cognitive vulnerability claim that depressive symptoms arise as a result of an interaction between negative affect and cognitive reactions, in the form of dysfunctional attitudes and negative inferential style. We present a model that complements this approach by focusing on the appraisal processes that elicit and differentiate everyday episodes of emotional experience, arguing that individual differences in appraisal patterns can foster negative emotional experiences related to depression (e.g., sadness and despair). In particular, dispositional appraisal biases facilitating the elicitation (...) of these emotions more frequently and more intensely. This, in turn, is likely to have a negative influence on cognitive processing and emotion regulation in general. (shrink)

The definition and measurement of social welfare have been a vexed issue for the past century. This book makes a constructive, easily applicable proposal and suggests how to evaluate the economic situation of a society in a way that gives priority to the worse-off and that respects each individual's preferences over his or her own consumption, work, leisure and so on. This approach resonates with the current concern to go 'beyond the GDP' in the measurement of social progress. Compared to (...) technical studies in welfare economics, this book emphasizes constructive results rather than paradoxes and impossibilities, and shows how one can start from basic principles of efficiency and fairness and end up with concrete evaluations of policies. Compared to more philosophical treatments of social justice, this book is more precise about the definition of social welfare and reaches conclusions about concrete policies and institutions only after a rigorous derivation from clearly stated principles. We shall focus on moral theories that are solely concerned with promoting the benefits (e.g., wellbeing) of individuals and explore the possibility of such theories ascribing some priority to benefits to those who are worse off—without this priority being absolute. Utilitarianism (which evaluates alternatives on the basis of total or average benefits) ascribes no priority to the worse off, and leximin (which evaluates alternatives by giving lexical priority to the worst off, and then the second worst off, and so on) (...) ascribes absolute priority to the worse off (i.e., favors even a very small benefit to a worse off person over very large benefits to large numbers of better off people). This article argues that the misalignment of private profit-maximizing objectives with public health needs causes institutional corruption in the pharmaceutical sector and systematically leads firms to act contrary to public heath. The article analyzes how financial incentives generate a business model promoting harmful practices and explores several means of realigning financial incentives in order to foster therapeutic innovation and promote the rational use of medicines.

Improper dependencies slant policy over a drug's life span, biasing the development of new drugs, the testing and marketing approval for new drugs, and the monitoring of patient safety after drugs are marketed. This article examines five ways in which the public improperly depends on pharmaceutical firms that compromise the integrity of pharmaceutical policy. Today the public relies on pharmaceutical firms: (1) to set priorities on drug research and development; (2) to conduct clinical trials to test whether drugs are safe (...) and effective; (3) to decide what clinical trial data to disclose to the public; (4) to monitor post marketing drug safety; (5) to supply product information to physicians and to finance continuing medical education and other professional activities. This paper explains how the current architecture of the pharmaceutical markets has created a misalignment of financial incentives and public health that is a central cause of harmful practices. It explores three possible solutions to address that misalignment: taxes, increased financial penalties, and drug pricing based on value. Each proposal could help to partly realign financial incentives and public health. However, because of the limits of each proposal, there is no easy solution to fixing the problem of financial incentives.

Prescribing drugs for uses that the FDA has not approved — off-label drug use — can sometimes be justified but is typically not supported by substantial evidence of effectiveness. At the root of inappropriate off-label drug use lie perverse incentives for pharmaceutical firms and flawed oversight of prescribing physicians. Typical reform proposals such as increased sanctions for manufacturers might reduce the incidence of unjustified off-label use, but they do not remove the source of the problem. Public policy should address the (...) cause and control the practice. To manage inappropriate off-label drug use, off-label prescriptions must be tracked in order to monitor the risks and benefits and the manufacturers’ conduct. Even more important, reimbursement rules should be changed so that manufacturers cannot profit from off-label sales. When off-label sales pass a critical threshold, manufacturers should also be required to pay for independent testing of the safety and effectiveness of off-label drug uses and for the FDA to review the evidence. Manufacturers should also finance, under FDA supervision, programs designed to warn physicians and the public about the risks of off-label drug use. (shrink)

Through the 1960s, many people claimed that drug advertising was educational and physicians often relied on it. Continuing Medical Education (CME) was developed to provide an alternative. However, because CME relied on grants, industry funders chose the subjects offered. Now policymakers worry that drug firms support CME to promote sales and that commercial support biases prescribing and fosters inappropriate drug use. A historical review reveals parallel problems between advertising and industry-funded CME. To preclude industry influence and improve CME, we should (...) ensure independent funding by taxing medical industries, facilities and physicians. Independent public and professional authorities should create CME curricula. An independent agency should allocate all funds to educational institutions for approved curricula. (shrink)

When considering the social valuation of a life-year, there is a conflict between two basic intuitions: on the one hand, the intuition of universality, according to which the value of an additional life-year should be universal, and, as such, should be invariant to the context considered; on the other hand, the intuition of complementarity, according to which the value of a life-year should depend on what this extra-life-year allows for, and, hence, on the quality of that life-year, because the quantity (...) of life and the quality of life are complement to each other. This paper proposes three distinct accounts of the intuition of universality, and shows that those accounts either conflict with a basic monotonicity property, or lead to indifference with respect to how life-years are distributed within the population. Those results support the abandon of the intuition of universality. But abandoning the intuition of universality does not prevent a social evaluator from giving priority, when allocating life-years, to individuals with the lowest quality of life. (shrink)

A prominent version of mathematical structuralism holds that mathematical objects are at bottom nothing but "positions in structures," purely relational entities without any sort of nature independent of the structure to which they belong. Such an ontology is often presented as a response to Benacerraf's "multiple reductions" problem, or motivated on hermeneutic grounds, as a faithful representation of the discourse and practice of mathematics. In this paper I argue that there are serious difficulties with this kind of view: its proponents (...) rely on a distinction between "essential" and "nonessential" features of mathematical objects, and there's no good way to articulate this distinction which is compatible with basic structuralist commitments. But all is not lost. For I further argue that the insights motivating structuralism (or at least those worth preserving) can be preserved without formulating the view in ontologically committal terms. (shrink)

Whilst Bayesian epistemology is widely regarded nowadays as our best theory of knowledge, there are still a relatively large number of incompatible and competing approaches falling under that umbrella. Very recently, Wallmann and Williamson wrote an interesting article that aims at showing that a subjective Bayesian who accepts the principal principle and uses a known physical chance as her degree of belief for an event A could end up having incoherent or very implausible beliefs if she subjectively chooses the probability (...) of an event F for which she has much poorer evidence. They also argued that their own version of objective Bayesianism is completely immune to that challenge. In this article, after having presented the strongest version of Wallmann’s and Williamson’s argument, I will show that if successful, it has far-reaching consequences and would not only invalidate moderate subjective Bayesianism and imprecise probalism but also a form of objective Bayesianism that relies on conditionalisation, the principal principle, reference classes, and the principle of indifference applied to the most basic partitions. I then argue that their argument can be defeated by adding the rule that it is always irrational to choose a probability that can be computed from the known probabilities associated to one’s other beliefs. I finally argue that the authors’ main intuition that probabilities have different degrees of reliability favours imprecise Bayesianism over precise Bayesianism. (shrink)

This article defends the principle of giving a fresh start to individuals who come to consider that they have mismanaged their share of resources at an earlier stage of their life. The first part challenges the ethical intuition that it would be unfair to tax the steadfast frugal in order to help the regretful spendthrift and argues that the possibility of changing one’s mind is an important freedom. The second part examines the disincentives induced by fresh-start policies. It shows that (...) even when individuals can strategically misrepresent their preferences, there remains a significant difference between unforgiving and forgiving policies. It shows that the optimal policy does not only redistribute funds, but also puts protective constraints on early individual decisions (for example, compulsory saving through social security taxes). The present essay on the being of the sensible investigates the individuation of intensity differentials. This is Deleuze's theme in the fifth chapter of Difference and Repetition, where he places individuation in the context of his ‘transcendental empiricism’. The mechanisms of subjectivation are conceived as spatially-temporally determined actualisations (of the virtual) whose implicit intensity relations are neither accessible empirically nor are they governed by transcendental conditions (in the conventional sense). From Plato’s Timaeus onwards, the world or cosmos has been conceived of as a living, rational organism. Most notably in German Idealism, philosophers still talked of a ‘Weltseele’ or ‘Weltgeist’. Bryan Norton proposes a "convergence hypothesis'* stating that anthropocentrists and nonanthropocentrists can arrive at common environmental policy goals if certain constraints are applied. Within his theory he does not, however, address the consideration ofnonconsequentualist issues, and, therefore, does not provide an argument for the convergence between consequentualist and nonconsequentualist ethical positions. In the case of biotechnology, nonconsequentualist issues can dominate the debate in both the fields of environmental ethics and bioethics. I argue that, the convergence hypothesis must be rejected when (...) tested against the case of biotechnology, and this limitation of convergence applies to any theory of reconciliation within the "health" concept because the achievement and preservation of "health "emphasizes a consequentualist outlook. I conclude that an inclusive ethics for ecosystem and human health should be explicit about this limitation. (shrink)

La contribution de la tradition luthérienne à l’élaboration d’un concept substantiel de personne est ici examinée au moyen d’une analyse d’une formule récurrente sous la plume de Luther : Fides facit personam. Après avoir mis en évidence le cadre conceptuel qui donne sens à cet énoncé (la doctrine de la justification par la foi), on étudiera la manière dont deux théologiens contemporains, G. Ebeling et E. Jüngel, ont investi cette structure de base et dont ils se sont approprié l’énoncé de (...) Luther. Il apparaîtra à partir de cette étude que l’un comme l’autre conçoivent l’être personnel de l’homme comme son mode d’être authentique, lequel consiste en un être relationnel. Dans un tel dispositif, c’est la relation que Dieu entretient avec chaque homme qui fait de lui une personne et c’est dans la foi, c’est-à-dire la conscience de son acceptation par Dieu, que chacun peut se vivre comme la personne qu’il est et entretenir des relations authentiques avec Dieu, soi-même et les autres.
