Background. The events of 9/11 and the October 2002 National Intelligence Estimate on Iraq's Continuing Programs for Weapons of Mass Destruction precipitated fundamental changes within the US Intelligence Community. As part of the reform, analytic tradecraft standards were revised and codified into a policy document – Intelligence Community Directive (ICD) 203 – and an analytic ombudsman was appointed in the newly created Office for the Director of National Intelligence to ensure compliance across the intelligence community. In this paper we investigate (...) the untested assumption that the ICD203 criteria can facilitate reliable evaluations of analytic products. Method. Fifteen independent raters used a rubric based on the ICD203 criteria to assess the quality of reasoning of 64 analytical reports generated in response to hypothetical intelligence problems. We calculated the intra-class correlation coefficients for single and group-aggregated assessments. Results. Despite general training and rater calibration, the reliability of individual assessments was poor. However, aggregate ratings showed good to excellent reliability. Conclusions. Given that real problems will be more difficult and complex than our hypothetical case studies, we advise that groups of at least three raters are required to obtain reliable quality control procedures for intelligence products. Our study sets limits on assessment reliability and provides a basis for further evaluation of the predictive validity of intelligence reports generated in compliance with the tradecraft standards. The purpose of this paper is to re-examine the nature of “meaning” and “meaningfulness” in the context of instrumental music education. By doing so, I propose to expand the ways in which instrumental music educators conceive their mission and the ways in which we may instill meaning in people’s lives. Traditionally, pursuits of philosophical deliberation have claimed that meaningfulness comes from either personal happiness (e.g., Jeremy Bentham and John Stuart Mill) or an impersonal sense of duty (e.g., St. Augustine, St. (...) Thomas Aquinas, and Immanuel Kant). However, philosopher Susan Wolf (2010) criticizes these positions in favor of a broader perspective, one that arises from understanding that there is a third sort of value, namely “meaningfulness.” Rightly understanding meaningfulness may help us engage more fully with a greater sense and understanding of the full potentials of eudaimonia: a life of significance and value for oneself and one’s community. Therefore, this paper links meaningfulness to a 4-E (embodied, embedded, enacted, and extended) account of “sense-making” in/for instrumental music education. In doing so, I discuss the aims of public-school music education; aims that engage teachers and students in meaningfulness—a meaningfulness that is ethical, embodied, enacted, and extended—in, with, and through musics and, more directly, “instrumental” music making. While acknowledging the psychological experience of intimacy, evolutionary theory postulates proliferation as the underlying grounds for human relationships. Intimacy, according to evolutionary theory, is merely a psychological mechanism whereby sexual selection and parental investment are facilitated. Unfortunately, the assumption of an underlying evolutionary mechanism which governs human relationships including romantic love, jealousy, and parent–child bonds is fraught with problematic consequences. Unlike the evolutionary understanding of intimacy, the philosophy of E. Levinas offers an alternative conceptualization in which human relationships themselves constitute (...) the grounds of intimacy. This alternative conceptualization escapes the problematic consequences of evolutionary theory. Over the course of the last four decades, William Leon McBride has distinguished himself as one of the most esteemed and accomplished philosophers of his generation. This volume—which celebrates the occasion of his seventy-fifth birthday—includes contributions from colleagues, friends, and formers students and pays tribute to McBride’s considerable achievements as a teacher, mentor, and scholar.

In this paper, we develop a neo-Humean response to the problem of moral inclusion by bringing Humean moral philosophy into deep and serious dialogue with Latin American philosophy. Our argument for achieving this two-fold aim unfolds as follows. In section one, we elucidate Mia Sosa-Provencio’s conception of a mestiza ethics of care. We begin by highlighting its fundamental elements, especially its concern with what we refer to as the cultural embeddedness both of moral agents and of moral patients. We then (...) explain how this aspect of the mestiza ethic poses a distinctive challenge for Humean moral philosophy. In section two, we develop a neo-Humean response to this challenge. We begin by highlighting the strengths and limits of trying to develop a response by appealing to Hume’s conceptions of sympathy and humanity. We then present what we take to be the most plausible way for a neo-Humean conception of moral philosophy to offer a satisfactory reply to the challenge posed by the mestiza ethics of care, by appealing to two key concepts from outside the system of Hume’s moral philosophy: namely, sympathetic understanding and relational humility. Purpose– The purpose of this paper is to present a novel mnemonic, ACTIVE, inspired by Mason's 1985 PAPA mnemonic, which will help researchers and IT professionals develop an understanding of the major issues in information ethics.Design/methodology/approach– Theoretical foundations are developed for each element of the mnemonic by reference to philosophical definitions of the terms used and to virtue ethics, particularly MacIntyrean virtue ethics. The paper starts with a critique of the elements of the PAPA mnemonic and then proceeds to develop (...) an understanding of each of the elements of ACTIVE ethics, via a discussion of the underpinning virtue ethics.Findings– This paper identifies six issues, described by the mnemonic, ACTIVE. ACTIVE stands for: autonomy, the ability of the individual to manage their own information and make choice; community, the ethical effect of an information systems on the community which it supports; transparency, the extent to which the derivation of content and process in an information system is made clear; identity, the social and ethical effect of an information system on the definition and maintenance of the distinctive characteristics of a person; value, the value or moral worth placed on information associated with an individual and hence on the relationship with the individual; and empathy, the ability of the information systems professional to emotionally connect with the user and the extent to which the information system distances or connects.Originality/value– The paper applies virtue ethics to developing a tool to help information professionals reflect on their ethical practice in developing and supporting information systems. This paper discusses the issue of overriding the right of individual consent to participation in cluster randomised trials (CRTs). We focus on CRTs testing the efficacy of non-pharmaceutical interventions. As an example, we consider school closures during the COVID-19 pandemic. In Norway, a CRT was promoted as necessary for providing the best evidence to inform pandemic management policy. However, the proposal was rejected by the Norwegian Research Ethics Committee since it would violate the requirement for individual informed consent. This sparked (...) debate about whether ethics stand in the way of evidence-based health policy, since the Norwegian Research Ethics law’s strict requirements for individual consent make it practically impossible to carry out CRTs of public health interventions. We argue that, in the case of the school closure trial, the suggested CRT would not have eliminated an epistemic gap and thus would not have justified the violation of consent rights. First, we focus on the methodological challenges to estimating quantifiable effects of school closures in the specific case of an airborne infectious disease. Second, in line with Evidential Pluralism, we highlight the value of alternative lines of evidence for informing school closure policy in a pandemic. In general, we propose that a trial requiring the waiver of participants’ consent rights must be highly likely to eliminate an epistemic gap. We elaborate on the practical aspects of this criterion and discuss the potential advantages of adding it to the Ottawa Statement on the Ethical Design and Conduct of Cluster Randomized Trials. Efforts in Virginia highlight an emerging approach to improving health and well-being for the population — human-centered design intentionally focused on protecting health and improving well-being. This keynote emphasized a data-informed approach facilitated by multi-sectoral leadership that promotes alignment of community assets focused to result in system changes more likely to sustainably improve health and well-being.

In this paper, I discuss the development and use of images employed by the Dresden Royal Museum for Zoology, Anthropology and Ethnography to resolve debates about how to use visual representation as a means of making ethnographic knowledge. Through experimentation with techniques of visual representation, the founding director, A.B. Meyer, proposed a historical, non-essentialist approach to understanding racial and cultural difference. Director Meyer's approach was inspired by the new knowledge he had gained through field research in Asia-Pacific as well as (...) new forms of imaging that made highly detailed representations of objects possible. Through a combination of various techniques, he developed new visual methods that emphasized intimate familiarity with variations within any one ethnic group, from skull shape to material ornamentation, as integral to the new disciplines of physical and cultural anthropology. It is well known that photographs were a favoured form of visual documentation among the anthropological and ethnographic sciences at thefin de siècle. However, in the scholarly journals of the Dresden museum, photographs, drawings, tables and etchings were frequently displayed alongside one another. Meyer sought to train the reader's eye through organized arrangements that represented objects from multiple angles and at various levels of magnification. Focusing on chimpanzees, skulls and kettledrums from Asia-Pacific, I track the development of new modes of making and reading images, from zoology and physical anthropology to ethnography, to demonstrate how the museum visually historicized humankind. The representational theory of measurement provides a collection of results that specify the conditions under which an attribute admits of numerical representation. The original architects of the theory interpreted the formalism operationally and explicitly acknowledged that some aspects of their representations are conventional. There have been a number of recent efforts to reinterpret the formalism to arrive at a more metaphysically robust account of physical quantities. In this paper we argue that the conventional elements of the representations afforded by the (...) representational theory of measurement require careful scrutiny as one moves toward such an interpretation. To illustrate why, we show that there is a sense in which the very number system in which one represents a physical quantity such as mass or length is conventional. We argue that this result does not undermine the project of reinterpreting the representational theory of measurement for metaphysical purposes in general, but it does undermine a certain class of inferences about the nature of physical quantities that some have been tempted to draw. As well as serving as an introduction to Harris' philosophy, A Philosophy of Struggle provides new insights into how we ought conceptualize philosophy, race, tradition, and insurrection in the 21st century. Disability is often defined as deviation from putative norms of physical, cognitive, or affective function. This definition is normatively laden, causing people with disabilities to be thought of as “different” and treated with pity. We address the predominant theme of this issue on “Disability Identity”: defining and imposing the category of “disability” and attempting to overcome it through medical intervention. The issue culminates in a call for courageous humility as the proper response to encounters with disability, providing medical professionals with (...) the disposition to resist medicine’s inherent drive to fix what is perceived to be broken—that which strays from the norm. We hope that this issue might act as a clarion call to medical professionals to reevaluate how they see and interact with “disability” as a category, and ultimately with people with disabilities, especially with respect to what may be owed to persons with disabilities from society. McBride, Glen I was brought up a good Anglican boy by two non-religious parents. My mother was probably an incipient feminist. I knew my father better but never heard him discuss anything religious. At 19, I arrived in England, a bookworm in the RAAF and discovered George Bernard Shaw in perhaps the most exciting mind-opening time of my life. He introduced me to the word 'agnostic' and made it clear that no one had anything worth saying for or against (...) god and its existence. He convinced me - as I'm sure he had many others. I immediately pronounced myself agnostic and in the almost seventy years since, have never found a reason to change that decision. (shrink)

She was yelling loudly about her pain medications, causing a terrific commotion. I stepped in to relieve the fellow and tried to calm her down and move the visit along without anyone getting hurt or further upset. And from then on, (...) Beatriz was moved to my schedule from the fellow's for her monthly visits for her knee pain and refills of fentanyl and oxycodone. She had terrible knees and walked with a cane, almost always accompanied by her son. At one point, she came to our clinic asking to be seen but couldn't, and then fell onto her knees and rolled onto her back in the wait-room, clutching and waiving her cane, expelling expletives and railing at anyone who wanted to help but denying them that privilege. It was as though she relished exposing her pain and a lifetime of hardship for all to confront. I came down from my office to talk with her and when I couldn't convince her to get up on her own, we called EMS to assist and they took her away in an ambulance.For the first few years, I recoiled seeing her name on my schedule each month. I knew I would have to endure a barrage of labile emotions and complaints not just about her constant pain and feelings of inadequacy of her pain medications, but also about her other doctors and how they don't respond to her, or about how the rest of her family shows no care for her. Initially, these visits were hard because they were unpredictable and Beatriz also had bipolar disorder and maybe borderline personality too. I never knew which type of Beatriz I would walk in to see: Angry, tearful, lamentful, and all of those faces were difficult for me. But we met every month for years. During those visits, which almost always were attended by her son, who quietly sat by to either gently rebuff or passively agree with her, I learned so much about her and her very hard life. She was left to raise two children alone, unskilled and ill with hepatitis C, which led to liver cancer, followed later by breast cancer. She chose not to pursue additional therapy for breast cancer, expressing a fatalistic view of her life and intimating she in some way deserved the ailments that she developed. She saw me for disabling knee and hip arthritis that took away her independence and ability to scale the outdoor steps to her second-floor apartment and required the assistance of her son to dress, bathe and care for her. Beatriz never knew this, and I didn't share [End Page 18] it with her, but on one of my early morning drives into North Philadelphia, I saw her on a sun-baked unfriendly street, struggling to move around with her walker. She had many reasons to be angry, and the 30 minutes I spent with her every month became a catharsis for her to unload all that she felt.During my medical training, I encountered hundreds of patients—mostly all in the hospital setting—who might be characterized as difficult and understandably; no one who is relegated to the hospital setting, acutely or chronically ill and requiring inpatient care, could possibly be in the best mood of their lives. Somehow, it was easier for me to care for patients in these snapshot encounters that I controlled. I dictated my time in the room and didn't necessarily have to encounter the same challenging patient longitudinally, which made certain encounters much easier to bear. I realize now I wasn't fully processing the burdens carried by these patients in a way that enabled me to be a compassionate and fully present physician to them. It was an adaptation to the fast-paced life of residency, where one just has to get the job done and move on to the next task without time to process or reflect on difficult patient interactions. Der Text beschäftigt sich in seinem ersten Teil mit dem offiziellen Verhältnis der USA zur internationalen Gesetzgebung, des Weiteren mit der Institution des Präsidentenamtes und seiner Macht sowie mit der Rolle des Obersten Gerichtshofes der USA. Les failles dans la théorie de la démocratie libérale ont été toujours localisées dans au moins deux sphères importantes : celle de la procédure et celle des résultatst. En ce qui concerne la première, le problème réside dans le fait que l’on tâche que «la volonté du peuple» – ou du moins celle du peuple pertinent, des électeurs éligibles – s’exprime à travers des mécanismes signifiants et pratiques. Suivant le consenus partagé jusqu’à récemment par la plupart des théoriciens orthodoxes de (...) la démocratie libérale, les élections à des cops représentatifs et les votes ultérieurs des gagnants de ces élections constituent de tels mécanismes. Or, on constate à tout bout de champ que différentes instances des pouvoirs élus agissent à l’encontre de l’opinion des groupements de personnes qui les ont élus. La théorie de la démocratie libérale dit que, tant que l’on respecte les procédures appropriées permettant l’expression majoritaire de la volonté du peuple quant à ceux qui le représenteront, les représentants sont légitimés à voter contre la volonté apparente du peuple. Or, c’est une pure condradiction pratique. En ce qui concerne la question des résultats, la théorie récente de la démocratie libérale s’est creusé là une fosse encore plus profonde en abandonnant le concept de bien commun, auquel souscrivaient du moins quelques-uns des théoriciens plus traditionnels. La théorie de la démocratie libérale a finalement renoncé à toute fonction critique à l’égard des résultats. Par contre, elle est obligée de ratifier tout résultat, quelque déplorable ou même tragique qu’il puisse être, tant qu’il soit le produit de l’ensemble habilité des procédures et des institutions admises. Or, la nouvelle orientation théorique devra s’attaquer à tous les éléments qui sont absents dans l’approche rawlsienne et dans les écrits de la plupart des disciples libéraux de Rawls : pouvoir, violence, domination, idéologie, décision, interprétation, expression politique, révolution, histoire, économie, biopolitique. On a désespérément besoin de nouveaux modèles opour la philosophie sociale et politique! (shrink)

The article is a critical examination of the crisis in the rule of law in the context of contemporary politics in the USA. It sorts out some examples of American national and foreign policy regarding the so called ‘cult of democracy’. The article is divided in two parts. The first part consists of the report, which concerns, respectively, official US government relationships to international law; the power of the Presidency; and the role of the Supreme Court. Medical interventions are usually categorized as “invasive” when they involve piercing the skin or inserting an object into the body. Beyond this standard definition, however, there is little discussion of the concept of invasiveness in the medical literature, despite evidence that the term is used in ways that do not reflect the standard definition of medical invasiveness. We interviewed psychiatrists, patients with depression, and members of the public without depression to better understand their views on the invasiveness of several psychiatric (...) electroceutical interventions (treatments that involve electrical or magnetic stimulation of the brain) for the treatment of depression. Our study shows that people recognize several kinds of invasiveness: physical, emotional, and lifestyle. In addition, several characteristics of therapies influence how invasive they are perceived to be; these include the perceived capacity of an intervention to result in harm; how localized the effects of the intervention are; the amount of control retained by the person receiving the intervention; how permanent its effects are perceived as being; and how familiar it seemed to participants. Our findings contribute to a small literature on the concept of invasiveness, which emphasizes that categorizing an intervention as invasive, or as noninvasive, evokes a variety of other normative considerations, including the potential harm it poses and how it compares to other potential therapies. It may also draw attention away from other salient features of the intervention. (shrink)

Grossmann proposes the “fearful ape hypothesis,” suggesting that heightened fearfulness in early life is evolutionarily adaptive. We question this claim with evidence that (1) perceived fearfulness in children is associated with negative, not positive long-term outcomes; (2) caregivers are responsive to all affective behaviors, not just those perceived as fearful; and (3) caregiver responsiveness serves to reduce perceived fearfulness.

In “Race, Multiculturalism, and Democracy,” Robert Gooding-Williams offers an insight. He writes: “Our sense of ourselves and of the possibilities existing for us is, to a significant degree, a function of the descriptions we have available to us to conceptualize our intended actions and prospective lives. . . . ‘Hence if new modes of description come into being, new possibilities of action come into being in consequence.’” In this article, I discuss the philosopher’s role in the articulation of new descriptions (...) and thus new possibilities. I argue that potential modes of bold and assertive comportment are conjured when new insurrectionist descriptions are articulated within oppressed populations. To bring this to a higher resolution, I discuss the pervasiveness of dialectical conflict, the need to creatively reorient the descriptions of oppressed groups toward liberation, and the need for more than one prescriptive mode of social amelioration. We systematically reviewed contemporary literature to create an evidence-informed framework for research studies involving children and adolescents who can assent to participate. We searched seven citation indices to locate peer-reviewed research published in English language journals between 2000 and 2012. After screening 1,231 titles and abstracts for relevance, we assessed levels of evidence, extracted information, and analysed content from 87 articles. Most articles narrowly focused on paediatric assent barriers and facilitators for decision-making about research participation. No articles provided a single, (...) comprehensive ethical framework to guide the development and review of research assent protocols. We developed a 6-step framework that provides guidance to: prepare the child for the assent process; assess the child’s readiness to engage in decision making; discuss the elements of informed consent to the greatest extent possible; seek an initial assent decision; monitor and affirm assent; and respect the child’s role as a research participant. The PAeDS-MoRe framework also supports the creation of process models that address the unique, developmental needs of paediatric sub-groups, and guides the operationalization of jurisdictional requirements for ethical research involving children who are unable to provide free, informed and ongoing consent. Memory researchers have discussed the relationship between consciousness and memory frequently in the last few decades. Beginning with research by Warrington and Weiskrantz (1968; 1970), memory has been shown to influence task performance even without awareness of retrieval. Data from amnesic patients show that a study episode influences task performance despite their lack of conscious memory for the study session. More recently, issues of intentionality, awareness, and the relationship between conscious and unconscious forms of memory have come to the forefront. (...) Conscious memory has sometimes been defined by intention to retrieve and sometimes by awareness of retrieval. This distinction has been debated as measurement methodologies have developed. In addition, the functional relationship between conscious and automatic forms of memory has implications for measurement of memory processes and the development of models of memory task performance. Several measurement techniques for conscious and automatic memory are reviewed. The current state of these issues is also discussed. (shrink)

From the very beginning of his explicitly political thinking until the end of his life, Jean-Paul Sartre was always cognizant of the fact that the typical electoral system, whether dominated by two or by several "parties," that is to be found in Western countries and that is vaunted as the pinnacle of real democracy amounted to a profound mystification. That is why, at the time of the centenary of his birth, he is owed a renewed respect for his ideas in (...) this area. I do not intend to examine here the evolution of Sartre?s political thought, or even his views with respect to the Eastern European countries, the "socialism" of which, as he eventually discovered, was scarcely more real than their "democracy." Rather, I shall confine myself to recalling certain elements, especially certain iconoclastic elements, of that thought. I shall do so with a view to taking a clear-headed look at a possible future in which those icons will have disappeared. (shrink)

This paper takes aim at contemporary conceptions of liberal democracy and the accompanying loss of faith with liberal democratic theory which may be observed. There exist problems with procedure, outcomes, and the decline of universality in the face of liberal nationalism which only serve to reinforce boundaries. The clearest cases of these problems have arisen in the United States over the past few years, and especially since the events of September 11, 2001.

This chapter aims to articulate the motivation behind an insurrectionist philosophy. On this account, insurrectionist philosophy is about rejecting a world (and its norms and intervening background assumptions) and creating the possibility for transvaluation or a radical revolution of values. To shed light on this, McBride offers an account of Leonard Harris’s idiosyncratic philosophy born of strife and struggle, clarifying the role of Alain Locke’s critical pragmatism and the insurrectionist spirit needed to disavow the conventional norms and the intervening (...) background assumptions that lurk tacitly behind the dominant order of things.
