Ethics guidance and ethical frameworks are becoming more explicit and prevalent in health policy proposals. However, little attention has been given to evaluating their roles and impacts in the policy arena. Before this can be investigated, fundamental questions must be asked about the nature of ethics in relation to policy, and about the nexus of the fields of applied ethical analysis and health policy analysis. This paper examines the interdisciplinary stretch between bioethics and health policy analysis. In particular, it highlights (...) areas of scholarship where a health policy ethicsspecialization—as distinctive from bioethics—might develop to address health policy concerns. If policy and ethics both ask the same question, that question is: “What is the good, and how do we achieve (create, protect, cultivate) it?” To answer this question, the new field of “health policy ethics” requires development. First, we should develop a full set of ethical principles and complementary ethical theories germane to public policy per se. Second, we must understand better how explicit attention to ethical concerns affects policy dynamics. Third, we require new policy and ethical analytic approaches that contribute to constructive (not obstructive) policy making. Finally, we need indicators of robust, high quality ethical analysis for the purpose public policy making. (shrink)

Health care systems throughout the developed world face ‘crises’ of quality, financing and sustainability. These pressures have led governments to look for more efficient and equitable ways to allocate public resources. Prioritisation of health care services for public funding has been one of the strategies used by decision makers to reconcile growing health care demands with limited resources. Priority setting at the macro level has yet to demonstrate real successes. This paper describes international approaches to explicit prioritisation at the macro-governmental (...) level in the six experiences most published in the English literature; analyzes the ways in which values, principles and other normative concepts were presented in these international priority setting experiences; and identifies key elements of a more robust framework for ethical analysis which could promote meaningful and effective health priority setting. Against the oft-repeated claim that Heideggerian authenticity calls for a resoluteness that is either indifferent or inimical to normative rationality, Steven Crowell has recently argued that the phenomenon of conscience in _Sein und Zeit_ is specifically intended to ground normative rationality in the existential ontological account of Dasein so that Heidegger puts forward not a rejection of the life of reason but a more fundamental account of its condition of possibility in terms of self-responsibility. In what follows, I wish to (...) take up the issue of an existential grounding of rational life and its implications for the phenomenological reduction in relation to the work of Husserl by showing that he too is concerned with a self-responsible contextualizing of the life of reason even at the level of individual human existence. In this way, Husserl, like Heidegger, can be read as framing the phenomenological reduction in terms of the subject's concern for self-justification. However, this 'framing' cannot be seen as a motivation to reduction but only as an 'after-the-fact' explanation of its import. But I will suggest, in conclusion, that the problem of the motivation to reduction is perhaps as much of a problem for Heidegger as it is for Husserl. (shrink)

This article brings together and compares my own artistic practice of drawing/painting and the eighteenth-century novel Tristram Shandy. In both cases, there is a free play of lines, textual or graphic, which sets ‘all things out of rule’. A whole typology of lines is woven throughout Sterne’s text and reappears, alter-inscribed, in the artworks. The article presents an account of these lines: rectilinear, hylomorphic, fractal and nomadic, as well as the line of incision (or the cut). Each is explored as (...) a specific mode of line with differing effects. To follow these lines is to enter a world of material expressivity, to be exposed to an ontology of becoming and change, of flows and transformations, that overturns the traditional ontology of being and stable identity. Sterne’s use of wild digression, doodles and graphisms, establishes certain proximity between writing and drawing. Both may be seen as types of ‘figured metaphysics’ and as ways of bringing something new into the world. The article concludes with some philosophical observations on the strange event of drawing a line, with reference to the work of Heidegger and Deleuze and Guattari. (shrink)

Dieser Beitrag thematisiert und problematisiert den Einsatz von Augmented-Reality-Technologie in pädagogischen Kontexten. Ausgehend von Husserls Überlegungen zur passiven Synthesis und Merleau-Ponty’s Anmerkungen zur allgemeinen Synästhesie leiblicher Erfahrungen fragen die Autoren nach den Implikationen des Einsatzes von AR. Es werden drei Einwände vorgebracht, die diesen problematisch werden lassen: 1) das Problem der künstlichen Transformation von Umwelt, 2) das Problem der leiblichen Wahrnehmung durch Bevorzugung visueller Eindrücke und 3) die Unterdrückung emergenter Zugänge zu Welt zugunsten einer präformierten Aufmerksamkeitsstrukturierung. Vorbehalte für pädagogische Anwendungen (...) ergeben sich dann aus der limierten Responsivität, der Fixiertheit des Lerngegenstands und dem Vorrang der Medialisierung vor der Auseinandersetzung mit dem Gegenstand, wie unter Bezug auf die phänomenologische Theorie des Lernens und der Negativität deutlich wird. The present article addresses the question of whether, and to what extent, critical thinking should make attunement to current social and political landscapes central to its practice. I begin by outlining what I consider to be the basic positions in the debate about the political contextualisation of critical thinking, which are referred to as the crypto-Enlightenment and the critical pedagogical models. I argue, on the basis of various strands of research, that there is a prima facie case to be made (...) in favour of the critical pedagogical position that favours forefronting the social and political context of critical thinking and thinking in general. I then draw attention, however, to problems of coherence and justification in the critical pedagogical position, before turning, finally, to an alternative grounding of critical thinking that takes seriously the historical and social contextualisation of thinking without the coherence problems of critical pedagogy. My conclusion is that while the critical pedagogical model is right to point to the fatal incompleteness of Enlightenment-style critical thinking due to its failure to properly acknowledge the norm-saturated nature of historical consciousness, critical pedagogy itself fails to offer a coherent alternative to the problem of integrating value and rationality in a more full-blown grounding of critical thinking. I suggest that a hermeneutical model that integrates the rational, axiological and historical moments in consciousness provides a more satisfying foundation for understanding the trajectory and purpose of critical thinking. In the present article I wish to discuss the positive aspect of Nietzsche’s thought. This includes the attempt to avoid the nihilism of a simple inversion of Platonism and the fact that for Nietzsche, critical/genealogical philosophy is always subordinate to the will to affirm existence “as it is.” In this regard, I will be drawing especially on the work of Gilles Deleuze, whose Nietzsche and Philosophy remains the canonical defense of the positive in Nietzsche’s thought. In the secondpart of the (...) paper, however, I will argue that the “higher morality” generated by this position is essentially “otherless.” While this critique is not in itself devastating,I will go on to argue that this ethic ultimately generates a paradox in Nietzsche’s thought against which the will to affirmation is finally destroyed. In a recent article, Director makes the case that many individuals with bipolar disorder have the capacity to consent to many decisions while acutely manic, even when those decisions are out of character and cause harm. Referring to recent qualitative evidence, I argue that Director overlooks a key mechanism of manic incapacity, an inflexible experience of the future that impairs one’s ability to value. Without attention to the illness-specific experience of decision-making, capacity assessments risk false negatives in people with mania.

Much of this interest has been tied to efforts to draw up national and international plans to deal with a global pandemic. It is common for these plans to state the importance of drawing upon a well-developed (...) ethics framework and we argue that this framework should reflect the values and insights of feminist relational theory. More specifically, we argue that pandemic planning must be squarely situated in the larger realm of public health and that an ethics framework for public health will be one that recognizes the need to pay particular attention to the vulnerability of subpopulations lacking in social and economic power. We propose an ethics framework for public health that builds on the notions of relational personhood (including relational autonomy and social justice) and relational solidarity. This paper analyzes and discusses related passages of Euripides’ „Electra“ and Aristophanes’ „Wasps“ in order to suggest a date for the performance of the „Electra“. Particularly interesting are: Ar. „Wasps“ 615 and Eur. „Electra“ 985; „Wasps“ 1490, 1492, 1530 and „Electra“ 860-861, which seem to reveal more complex dynamics of dependence in the Aristophanic attempt to mock the language excessively hyperbolic of Euripides. In my opinion these puns and innuendos may endorse the dating of Euripides’ „Electra“ at the Great Dionysia (...) of 423 b. C. one year before the performance of Aristophanes’ „Wasps“. (shrink)

Throughout history Christians have responded to the need for direct care for the sick in imitation of the healing ministry of Jesus and in the creation of hospitals as signs of God’s love. The COVID-19 pandemic has created a global, unprecedented modern experience of vulnerability. It has resulted in moral distress for doctors and health care workers in overwhelmed facilities. It has also revealed profound inequity in access to health care, the tragic consequences of the neglect of public health and (...) its focus on communities, and the effects of poverty and marginalization on the risk of illness and death. This paper proposes insights from Catholic social teaching that can guide a renewal of public health by rebalancing duties to individuals and communities, and renewing medicine as a public trust. These insights can assist in reducing moral distress in scarcity. (shrink)

The point of the present article is to investigate whether the key conceptions of epochē and reduction as found in Husserl's phenomenology can be brought to bear in a fruitful rereading of the speech of Socrates in Plato's Symposium.1 In pursuit of this goal, I will begin by revisiting the traditional reading of this speech in terms of a scala amoris in which the erotic subject is guided from attachment to a series of inferior objects to the Beautiful and Good (...) itself such that the value of all preceding attachments is suspended. The critique that this approach to love instrumentalizes all but the transcendent Good is one that is found both within and without the text. In opposition to this reading, however, I will suggest that Husserl's notions of epochē and reduction enable us to read the speech not as an instrumentalizing scala but in terms of a reflective distance in which our immersion in and with the erotic object is suspended so that we might reappropriate the real meaning of erotic engagement. According to this reading, Plato does not negate the particular or lower forms of eros but reinscribes them with a value derived from their position in relation to the ultimate. The suspension of the lower forms, then, is not final but is merely employed in order to let what occurs in erotic engagement show itself. (shrink)

The present commentary addresses two issues arising from Memmert’s paper. First, can the ‘misdirection’ and ‘inattentional blindness’ paradigms provide important insights into the relationship between ‘overt’ and ‘covert’ attentional processes? Second, what are the most fruitful directions for research that seeks to combine these attentional paradigms in ecologically valid settings? We argue that although Memmert’s paper postulates several important differences between the misdirection and inattentional blindness paradigms, it may not emphasise sufficiently strongly the significant insights into attention that have been (...) yielded by the former approach. To illustrate, we discuss the utility of the misdirection paradigm in providing an ecologically valid method to investigate the relationship between overt and covert attentional processes. Such naturalistic methods are required to ensure optimal integration of the misdirection and inattentional blindness paradigms within a general theory of attention. (shrink)

This article examines the relationship between reflecting and making in the context of the new institutional connection between research and art/design. The article argues that while this new dispensation offers exciting possibilities for fruitful cross- and interdisciplinary development, caution is necessary to ensure that the artistic domain retains a level of autonomy within the broader university. For elucidation, the article initially looks to the early history of education in our fields and to Pierre Bourdieu's account of the "early moments of (...) the autonomization of the artistic field," in his critique of the "scholastic disposition." Bourdieu recognises "a repression of the material determinations of symbolic practices" within those early developments: in effect, a repression of those embodied, situated, and practical aspects of art and design production. He regards such repression as a trait of the broader academy, both then and in subsequent and recent periods. The article argues that this attitude still provides the impetus for what James Elkins refers to as "the incommensurability of studio art production and university life." The article further argues that a parity of esteem between reflecting and making is vital not only for the sake of the stability of the fields of art and design but for the ongoing development of the broader university. In this argument the article looks to the work of John Dewey, Martin Heidegger, and Hans-Georg Gadamer. (shrink)

Special moral, regulatory, and scientific questions surround the inclusion of children in health-related research. These questions arise from a fundamental moral tension between the obligation to expose children to research participation to ensure that they share in the benefits that arise from it and the obligation to protect them from the harms associated with their inappropriate involvement in research. This tension is felt in the development of moral and regulatory frameworks for the protection of child research subjects and in the (...) implementation and interpretation of these frameworks by institutional review boards. Physicians and nurses need to sustain their unique strengths and work in true collaboration, recognizing their interdependence and the complementarity of their knowledge, skills and perspectives, as well as their common moral commitments. In this article, challenges often faced by both nurses and physicians in working collaboratively are explored with a focus on the ways in which each profession's preparation for practice has differed over time, including shifts in knowledge development and codes of ethics guiding their practice. A call for (...) envisioning their practice as shared moral work as well as practical strategies to begin that work are offered as a basis for reflection towards enhanced nurse-physician relationships.
