Ethical debates around genetic enhancement tend to include an argument that the technology will eventually be fairly accessible once available. That we can fairly distribute genetic enhancement has become a moral defence of genetic enhancement. Two distribution solutions are argued for, the first being equal distribution. Equality of access is generally believed to be the fairest and most just method of distribution. Second, equitable distribution: providing genetic enhancements to reduce social inequalities. In this paper, I make two claims. I first (...) argue that the very assumption that genetic enhancements can be distributed fairly is problematic when considering our understanding of gene–environment interactions, for example, epigenetics. I then argue that arguments that genetic enhancements are permissible because the intended benefits can be distributed fairly as intended are misinformed. My first claim rests on the assertion that genetic enhancements do not enhance traits in a vacuum; genes are dependent on conducive environments for expression. If society cannot guarantee fair environments, then any benefit conferred from being genetically enhanced will be undermined. Thus, any argument that the distribution of genetic enhancements will be fair and that the technology is therefore morally permissible, is mistaken. (shrink)

Parents influence the development of their offspring in many ways beyond the transmission of DNA. This includes transfer of epigenetic states, nutrients, antibodies and hormones, and behavioural interactions after birth. While the evolutionary consequences of such nongenetic inheritance are increasingly well understood, less is known about how inheritance mechanisms evolve. Here, we present a simple but versatile model to explore the adaptive evolution of non-genetic inheritance. Our model is based on a switch mechanism that produces alternative phenotypes in response to (...) different inputs, including genes and non-genetic factors transmitted from parents and the environment experienced during development. This framework shows how genetic and non-genetic inheritance mechanisms and environmental conditions can act as cues by carrying correlational information about future selective conditions. Differential use of these cues is manifested as different degrees of genetic, parental or environmental morph determination. We use this framework to evaluate the conditions favouring non-genetic inheritance, as opposed to genetic determination of phenotype or within-generation plasticity, by applying it to two putative examples of adaptive non-genetic inheritance: maternal effects on seed germination in plants and transgenerational phase shift in desert locusts. Our simulation models show how the adaptive value of non-genetic inheritance depends on its mechanism, the pace of environmental change, and life history characteristics. (shrink)

By analyzing the feminist debates on Hans-Georg Gadamer, the author shows that feminist critics point to the need either to supplement or to replace Gadamer's philosophy with a greater sensitivity to the historical implications of women's experience. Thus, they are of the view either that Gadamer's philosophy has yet to come to terms with specific historical situations or that Gadamer's philosophy cannot come to terms with historical situatedness per se. The author contends that Gadamer's femi-nist critics do not locate the (...) source of his residual transcendentalism where it should be located: in the account of aesthetic judgment as a "pure feeling" that underpins his entire philosophy. This has the effect, of appearing to preserve aesthetic judgment as "pure feeling" as an apparently innocent remedy, to which some of his feminist critics actually appeal in opposition to his transcendentalism. The author argues, to the contrary, that aesthetic judgment, as a "pure feeling," is at once too com-plicit in the tradition that feminists seek to engage with, traditionally too insubstantial to make a rich resource for a feminist critique of that tradition, and ultimately too traditionally male-centered to be easily coopted by a feminist philosopher. Historically, farmers have been amongst the most innovative people in the world. However, agriculture now lags behind other sectors in its uptake of new information technologies for the control and automation of farming systems. In spite of decades of research into innovation, we still do not have a good understanding as to why this is the case. With the globalisation of food markets, IT adoption in agricultural communities is perceived to be increasingly important by policy makers. As the most marginalised (...) of rural communities, it is self-evident that agricultural communities in less developed countries are most in need of these systems. This paper proposes a new integral systems framework of e-agricultural adoption and innovation in less developed countries. It opens up a new avenue of research for control and automation systems theory and practice, which informs policy in respect of e-readiness of rural communities. (shrink)

James Bohman’s Democracy across borders: from demos to demoi is a rich and deep text. It is also deceptively short in length in comparison to those authors he engages and compactly reconstructs. Bohman puts forward strong normative arguments for a ‘reconstructed’ ideal of transnational democracy and provides models for realizing these ideals that also aim to meet standards of practicability. Bohman articulates the minimum necessary conditions for any democratic ideal in terms of freedom from domination and freedom to initiate and (...) engage in efficacious democratic deliberation across the borders of currently existing political communities. The argument charts a novel democratic ideal in terms of the global deliberative situation that is fundamentally different from the authors he discusses in light of existing facts about globalization, institutions, and the pluralism of demoi. Food Deserts have recently beenidentified in the United Kingdom. They havebeen defined by Tessa Jowell, UK GovernmentHealth Minister, as an area ``where people donot have easy access to healthy, fresh foods,particularly if they are poor and have limitedmobility.'' The above definition is particularlyrelevant in Northern Ireland, where it isestimated that 32% of households do not haveeasy access to a car and it is recognized thatcertain groups in Northern Ireland are amongstthe poorest consumers in the United Kingdom.The phenomenon has been further (...) exacerbated bythe effect of large grocery retailers locatingon the periphery of towns and the subsequentdisplacement effect of independent retailers inthe town center. The resultant effect is suchthat disadvantaged consumers cannot accessfresh, quality, nutritious foods at anaffordable price. Preliminary researchindicates that certain consumer groups areexcluded from equitable shopping provision –possibly to the detriment of their healthstatus. Research methodology includes aconsumer questionnaire, consumer focus groups,interviews, and comparative shopping exercisesthat confirm an inability among vulnerableconsumer groups to achieve an affordable,healthy diet. This was further complicated bynon-car owners' and lower-income family unitsneeding to shop locally and more frequentlythan their higher-income, car-ownercounterparts. This was demonstrated with theuse of shopping diaries. Future research to beconducted includes a large-scale survey acrossNorthern Ireland to ascertain accessibility,availability, and affordability of qualityfresh foods and to distinguish the consumergroups who are most vulnerable. Adapting gross motor movement to match the tempo of auditory rhythmic stimulation is a complex skill with a long developmental trajectory. Drumming tasks have previously been employed with infants and young children to measure the emergence of rhythmic entrainment, and may provide a tool for identification of those with atypical rhythm perception and production. Here we describe a new protocol for measuring infant rhythmic movement that can be employed at scale. In the current study, 50 two-year-olds drummed along with the (...) audiovisual presentation of four steady rhythms, using videos of isochronous drumming at 400, 500, 600, and 700 ms IOI, and provided their spontaneous motor tempo by drumming in silence. Toddlers’ drumming is observed from video recordings made in participants’ own homes, obtained via the Lookit platform for online infant studies. We use OpenPose deep-learning model to generate wireframe estimates of hand and body location for each video. The vertical displacement of the hand was extracted, and the power and frequency of infants’ rhythmic entrainment quantified using Fast Fourier Transforms. We find evidence for age-appropriate tempo-flexibility in our sample. Our results demonstrate the feasibility of a fully digital approach to measuring rhythmic entrainment from within the participant’s home, from early in development. (shrink)

Eric Voegelin's _Israel and Revelation_ is the opening volume of his monumental _Order and History,_ which traces the history of order in human society. This volume examines the ancient near eastern civilizations as a backdrop to a discussion of the historical locus of order in Israel. The drama of Israel mirrors the problems associated with the tension of existence as Israel attempted to reconcile the claims of transcendent order with those of pragmatic existence and so becomes paradigmatic. According to Voegelin, (...) what happened in Israel was a decisive step, not only in the history of Israel, but also in the human attempt to achieve order in society. The uniqueness of Israel is the fact that it was the first to create history as a form of existence, that is, the recognition by human beings of their existence under a world-transcendent God, and the evaluation of their actions as conforming to or defecting from the divine will. In the course of its history, Israel learned that redemption comes from a source beyond itself. Voegelin develops rich insights into the Old Testament by reading the text as part of the universal drama of being. His philosophy of symbolic forms has immense implications for the treatment of the biblical narrative as a symbolism that articulates the experiences of a people's order. The author initiates us into attunement with _all_ the partners in the community of being: God and humans, world and society. This may well be his most significant contribution to political thought: "the experience of divine being as world transcendent is inseparable from an understanding of man as human.". (shrink)

This essay addresses the relationship between home, belonging and the maternal in feminist theory and fiction. Feminist discourse isoften typified by its critique of home: analysing the gendered assumptions underlying the depiction of home as nurturing, or exposing the regressive and essentialist connotations of the search for safe homes. A number of recent feminist theorists (Probyn, Bammer, Young) have, however, pointed to thepersistence of ‘retrograde’ desires for safety and belonging, particularly in an era of widespread dislocations. At the same time, (...) feminist critics such as Roberta Rubenstein have re-invoked the contested relationship between home and the maternal by arguing that the desire for home speaks to our earliest needs for security: a desire that ultimately maps on to a longing for the (idealized) mother as the ‘original safe home’ (Rubenstein, 2001). This essay draws upon the work of Rubenstein, Bammer and Young in order to examine the relationship between home and the maternal in a recent Irish novel, Mary Morrissy’s Mother of Pearl. The plot of this novel, dealing with the events surrounding an incident of baby snatching, suggests both the persistence of (the maternal) home as a desire and the impossibility of identifying an original or authentic maternal/home. By exploring how the protagonists of this novel negotiate the demands and appeals of home and motherhood, this essay will ask to what extent it may be possible for feminism to recuperate, or re-envision, the maternal/home as utopian ideal. That Claudian imitates Virgil's Georgics in the De raptu Proserpinae is well known. Most of his allusions are restricted to Golden Age or Underworld imagery, largely from Books 1, 2, and 4. However, one imitation of the third Georgic that appears not to have been noted previously occurs at De raptu Proserpinae 1.82. The context is Claudian's famous description of Pluto enthroned: ipse rudi fultus solio nigraque uerendusmaiestate sedet: squalent inmania foedosceptra situ; sublime caput maestissima nubesasperat et dirae riget inclementia (...) formae;terrorem dolor augebat. I argue that this recalls the following passage in Virgil: optima quaeque dies miseris mortalibus aeuiprima fugit; subeunt morbi tristisque senectuset labor, et durae rapit inclementia mortis. Inclementia occurs some twenty times in extant classical and late antique Latin verse. Claudian himself uses it three other times. None the less, the construction of Claudian's line makes it clear that the line from the Georgics is being imitated here: the lines are metrically equivalent, and the sound-pattern and identical grammatical structure make the imitation unmistakable. Self‐care, or self‐management, is presented in healthcare policy as a precursor to patient empowerment and improved patient outcomes. Alternatively, critiques of the self‐care agenda suggest that it represents an over‐reliance on individual autonomy and responsibility, without adequate support, whereby ‘self‐care’ is potentially unachievable and becomes ‘care left undone’. In this sense, self‐care contributes to a blame culture where ill‐health is attributed to personal behaviours or lack thereof. Furthermore, self‐care may represent a covert form of rationing, as the fiscal means to (...) enable effective self‐care and supplement, or replace, self‐care capacities, is not provided. This paper explores these arguments through a contemporary ethical analysis of the self‐care agenda. The terms self‐care and self‐management are used interchangeably throughout whereby self‐management is understood as a point in the wider self‐care continuum. (shrink)

This essay seeks to show that teaching and learning are to be properly understood, not as an undertaking carried out on the will of a higher power or party, but as a way of life with an integrity of its own, arising from its own integral purposes. The essay thus seeks to provide an understanding of educational practice and of educational thought that contrasts in key respects with Alasdair MacIntyre’s understanding, though also with a some notable parallels. A largely forgotten (...) ‘Socrates of Athens’ is identified as furnishing the original inspiration for the understanding of education explored in the essay. Some influential modern (and postmodern) negations of this understanding are then reviewed. Arising from its investigation of teaching and learning as a singular kind of relationship, the essay concludes with a brief sketch of some virtues that might constitute the way of life in question, in its more active and its more reflective moments. By any metric, the twentieth century university was a successful institution. However, in the twenty-first century, ongoing neoliberal educational reform has been accompanied by a growing epistemological crisis in the meaning and value of the humanities and social sciences (HaSS). Concerns have been expressed in two main forms. The governors of tertiary education systems—governments, private investors, university managers and consultancy firms—have focused on how HaSS can adapt to the perceived research needs of the 21st century. At the same time, a (...) competing set of discourses has been generated by scholars and researchers employed within the critical HaSS themselves. This article considers what these differing perspectives mean for reconceptualising HaSS for the twenty-first century. After surveying the contemporary climate, this article examines the findings of key reports on the future of the humanities from the United States, the United Kingdom and Australia. Alongside those of Western Europe, these university systems are arguably the key drivers for the global university system. It is argued that these reports provide an opportunity for emerging universities to reflect on their research priorities and developmental strategies. The article concludes with some reflections on the wider consequences of the globalising of the university system, the increase of China's influence in Asia, and ponders the prospect of post-human/ist futures of the humanities. IN THIS ESSAY WE ASK WHETHER CHRISTIANS HAVE THE RESOURCES AND the commitment to make the theological-ethical case for ending war as an instrument of international and national policy in an authentically Christian, intellectually coherent, and practically feasible way. Historical precedent for such shifts in mindsets and practices, as occurred with the abolition of slavery, give grounds for hope, as do witness pacifists. Across the world, artificial intelligence (AI) technologies are being more widely employed in public sector decision-making and processes as a supposedly neutral and an efficient method for optimizing delivery of services. However, the deployment of these technologies has also prompted investigation into the potentially unanticipated consequences of their introduction, to both positive and negative ends. This paper chooses to focus specifically on the relationship between gender bias and AI, exploring claims of the neutrality of such technologies and how its understanding (...) of bias could influence policy and outcomes. Building on a rich seam of literature from both technological and sociological fields, this article constructs an original framework through which to analyse both the perpetuation and mitigation of gender biases, choosing to categorize AI technologies based on whether their input is text or images. Through the close analysis and pairing of four case studies, the paper thus unites two often disparate approaches to the investigation of bias in technology, revealing the large and varied potential for AI to echo and even amplify existing human bias, while acknowledging the important role AI itself can play in reducing or reversing these effects. The conclusion calls for further collaboration between scholars from the worlds of technology, gender studies and public policy in fully exploring algorithmic accountability as well as in accurately and transparently exploring the potential consequences of the introduction of AI technologies. Research on meditation and mindfulness practice has flourished in recent years. While much of this research has focused on well-being outcomes associated with mindfulness practice, less research has focused on how perception of self may change as a result of mindfulness practice, or whether these changes in self-perception may be mechanisms of mindfulness in action. This is somewhat surprising given that mindfulness derives from traditions often described as guiding people to realise and experience the non-separation of self from the world (...) or its ‘oneness’ with the whole of reality. The current study used a collective intelligence methodology, Interactive Management (IM), to explore the nature of oneness experiences. Five IM sessions were conducted with five separate groups of experienced meditators. Participants generated, clarified, and selected oneness self-perceptions they believed most characterised their experience both during meditation and in their everyday experience in the world. Each group also developed structural models describing how highly ranked aspects of oneness self-perceptions are interrelated in a system. Consistent themes and categories of oneness experience appeared across the five IM sessions, with changes in the sense of space (unboundedness), time, identity, wholeness and flow highlighted as most influential. Results are discussed in light of emerging theory and research on oneness self-perception and non-dual awareness. (shrink)

Traditionally,‘education’ in Western civilisation has involved those controlling the enterprise securing a privileged status for certain beliefs and outlooks. This proprietorial assumption of rights over the sensibilities of pupils, as it is described here, has, it is argued, survived the Enlightenment spirit of critique of power and enjoyed a renaissance in the recent ‘practical’ educational reforms in some Western countries. A case is made for saying that understanding educational practice must attend not to disembedded ‘concepts’ but to what actually befalls (...) our human experience when teaching and learning take place. This experience, it is argued, is inescapably a courtship, but courtships can be honourable or dubious, imprisoning or emancipating. Taking its cue from the historical Socrates, the paper suggests that the articulation and defence of emancipatory cultural courtships are among the most overlooked, promising and practical of tasks for the philosophy of education. This paper documents the types and amounts of aid exchanged between adults and their non-coresidential parents. Data for the study are drawn from a representative national sample survey of Americans age 19 and older conducted in 1987–1988. Exchanges of monetary and material resources, childcare, household assistance, and companionship and advice are considered.Patterns of intergenerational exchange are found to differ by gender, family structure, age, ethnicity, and socioeconomic situation. Differences in exchange between males and females and between whites and Mexican-Americans are (...) related to other life-course characteristics, and to the availability and proximity of kin. Blacks and persons living in poverty are shown to be less involved than other groups in intergenerational exchanges. Finally, patterns of prior assistance and the available needs and resources of the respondents and their parents are found to influence current patterns of exchange. (shrink)

In his Wittgenstein on Rules and Private Language , Saul Kripke presents his influential reading of Wittgenstein’s later writings on language. One of the largely unexplored features of that reading is that Kripke makes a small number of suggestive remarks concerning the possible threat that Wittgenstein’s arguments pose for Chomsky’s linguistic project. In this paper, we attempt to characterise the relevance of Wittgenstein’s later work on meaning and rule-following for transformational linguistics, and in particular to identify the potentially negative impact (...) it has on that project. Although we use Kripke’s remarks to articulate some of the pertinent issues, we return to Wittgenstein’s later writings to address them. We argue that Wittgenstein’s main target in the relevant sections of the Philosophical Investigations is the notion of ‘logical compulsion’, which involves assuming that there is more to applying a word or rule than how we are naturally or “psychologically” compelled to apply. We characterise two of the main lines of argument in the Investigations in terms of the rejection of logical compulsion. We thus propose to address the relevance of Wittgenstein’s writings for Chomsky by considering whether Chomsky’s linguistics presupposes the targeted notion of logical compulsion. We argue that Chomsky’s conception of linguistic competence in terms of successive states of the “language faculty” (containing the principles of universal grammar) does presuppose this problematic notion. Chomsky responded to Kripke by devoting a chapter of his Knowledge of Language to defending this conception of linguistic competence against the Wittgensteinian arguments. We evaluate his response and argue that he has misidentified the threat to his linguistic project as consisting in the attack on its ‘individual psychology’ standpoint, rather than its commitment to logical compulsion. We conclude by arguing that Chomsky’s attempts at defending his individualist or non-communitarian standpoint are undermined by his inability to give a decisive response to Wittgenstein’s attack on logical compulsion. The autonomous right of competent adults to decide what happens to their own body and the corresponding right to consent to or refuse medical treatment are cornerstones of modern health care. For minors the situation is not so clear cut. Since the well-known case of Gillick, mature children under the age of 16 can agree to proposed medical treatment. However, those under the age of 18 do not enjoy any corresponding right to refuse medical treatment. Can this separation of the (...) right to agree to treatment and the right to refuse treatment for those under 18, regardless of capacity, be justified? This paper evaluates the key cases in this area of the law. Changes to the current law are then proposed which aim to make the law more consistent and reasonable. (shrink)

This paper is one of the four interrelated action agenda papers resulting from the National Summit on Public Health Legal Preparedness convened in June 2007 by the Centers for Disease Control and Prevention and multi-disciplinary partners. Each of the action agenda papers deals with one of the four core elements of public health legal preparedness: laws and legal authorities; competency in using those laws; coordination of law-based public health actions; and information. Options presented in this paper are for consideration by (...) policy makers and practitioners — in all jurisdictions and all relevant sectors and disciplines — with responsibilities for all-hazards emergency preparedness.Advancing and protecting the public's health depends upon the coordination of actions by many, diverse partners. For effective public health preparedness, there must be effective coordination of legal tools and law-based strategies across local, state, tribal, and federal jurisdictions, and also across sectors such as public health, health care, emergency management, education, law enforcement, community design, and academia. Supported decision-making has been promoted at a policy level and within international human rights treaties as a way of ensuring that people with disabilities enjoy the right to legal capacity on an equal basis with others. However, little is known about the practical issues associated with implementing supported decision-making, particularly in the context of dementia. This study aimed to understand the experiences of people with dementia and their family members with respect to decision-making and their views on supported decision-making. Thirty-six (...) interviews were undertaken with fifty-seven participants across three states in Australia. Interpretative Phenomenological Analysis was used as the methodological approach, with relational autonomy as a theoretical perspective. We identified two overarching themes relating to participants’ experiences with decision-making: “the person in relationship over time” and “maintaining involvement.” Participant views on the practical issues associated with supported decision-making are addressed under the themes of “facilitating decision-making,” “supported decision-making arrangements,” “constraints on decision-making,” and “safeguarding decision-making.” While participants endorsed the principles of supported decision-making as part of their overarching strategy of “maintaining involvement” in decision-making, they recognized that progressive cognitive impairment meant that there was an inevitable transition toward greater involvement of, and reliance upon, others in decision-making. Social and contextual “constraints on decision-making” also impacted on the ability of people with dementia to maintain involvement. These themes inform our proposal for a “spectrum approach” to decision-making involvement among people living with dementia, along with recommendations for policy and practice to assist in the implementation of supported decision-making within this population.
