Important aspects of its philosophical basis, and its significance for the foundations of mathematics, appeared in The Foundations of Mathematics (FA, 1884). Six years later, at the beginning of the 1890s, Frege published three articles that mark significant changes in his conception: "Function and Concept" (FC, 1891), "On Sense and Reference" (SR, 1892) and "Concept and Object" (1892). Notable among these changes are: (a) The systematic distinction between the sense and the reference of expressions as two separate ingredients of their (...) meaning. (b) The extension and generalization of the notion of function to include the conception of concepts and relations as functions to truth-values, and the corresponding conception of the two truth-values as objects. These changes were immediately incorporated in the mature, authoritative exposition of his logic in his magnum opus: Basic Laws of Arithmetic (BL), whose first volume appeared in 1893. (shrink)

There are three outstanding issues raised by my critics in this volume. The first concerns the nature and status of universals (John Heil). The second is ‘the essential problem’, which is the issue of how to distinguish the essential properties of natural kinds from their accidental ones, and the related question of whether we really need to believe in the essences of natural kinds (Stephen Mumford). The third is that of strong versus weak dispositional essentialism (Alexander Bird), or equivalently, whether (...) there is any place for categorical properties in an essentialist metaphysic (John Heil). Usage-based approaches to language hold that we learn multiword expressions as patterns of language from language usage, and that knowledge of these patterns underlies fluent language processing. This paper explores these claims by focusing upon verb–argument constructions such as “V about n.” These are productive constructions that bind syntax, lexis, and semantics. It presents analyses of usage patterns of English VACs in terms of their grammatical form, semantics, lexical constituency, and distribution patterns in large corpora; patterns of VAC usage in (...) child-directed speech and child language acquisition; and investigations of VAC free-association and psycholinguistic studies of online processing. We conclude that VACs are highly patterned in usage, that this patterning drives language acquisition, and that language processing is sensitive to the forms of the syntagmatic construction and their distributional statistics, the contingency of their association with meaning, and spreading activation and prototypicality effects in semantic reference. Language users have rich implicit knowledge of the statistics of multiword sequences. (shrink)

The aim of this paper is to argue that there are categorical properties as well as causal powers, and that the world would not exist as we know it without them. For categorical properties are needed to define the powers—to locate them, and to specify their laws of action. These categorical properties, I shall argue, are not dispositional. For their identities do not depend on what they dispose their bearers to do. They are, as Alexander Bird would say, ’quiddities’. But (...) there is nothing wrong with quiddities. And, in the second half of this paper, I shall defend the thesis that all categorical properties are quiddities. (shrink)

The causal closure of physics is usually discussed in a context free way. Here I discuss it in the context of engineering systems and biology, where strong emergence takes place due to a combination of upwards emergence and downwards causation. Firstly, I show that causal closure is strictly limited in terms of spatial interactions because these are cases that are of necessity strongly interacting with the environment. Effective Spatial Closure holds ceteris parabus, and can be violated by Black Swan Events. (...) Secondly, I show that causal closure in the hierarchy of emergence is a strictly interlevel affair, and in the cases of engineering and biology encompasses all levels from the social level to the particle physics level. However Effective Causal Closure can usefully be defined for a restricted set of levels, and one can experimentally determine Effective Theories that hold at each level. This does not however imply those effective theories are causally complete by themselves. In particular, the particle physics level is not causally complete by itself in the contexts of solid state physics, digital computers, or biology. Furthermore Inextricably Intertwined Levels occur in all these contexts. (shrink)

The article tries to show that what is often called 'Moderate Deontology' is incoherent.

This paper argues that there is a default presumption that punishment has some deterrent effect, and that the burden of proof is upon those who allege that the costs of any particular penal system are insufficient to offset its deterrent benefits. This burden of proof transmits to the discussion of international law, with the conclusion that it is those who oppose international jurisdiction, rather than their opponents, who must prove their position. This they have so far failed to do.

This paper has two goals: first, to show that the footnote and structure of App. 20, to which too little careful attention has been given, ultimately undermine a great many interpretations of Hume’s dissatisfaction with his theory of personal identity; and second, to offer an interpretation that both heeds these textual features and (unlike other interpretations consistent with these features) renders Hume worried about something that would have truly bothered him. Hume’s problem, I contend, concerns the relation, in his genetic (...) explanation of ideas such as that of the self, between (i) the objects of the perceptions along which there is a smooth and uninterrupted progress of thought, and (ii) the contents of the ideas that the mind in such cases sometimes subsequently invents. Initial responses to questionnaires used to assess participants' understanding of informed consent for malaria vaccine trials conducted in the United States and Mali were tallied. Total scores were analyzed by age, sex, literacy (if known), and location. Ninety-two percent (92%) of answers by United States participants and 85% of answers by Malian participants were correct. Questions more likely to be answered incorrectly in Mali related to risk, and to the type of vaccine. For adult participants, independent predictors of higher scores (...) were younger age and female sex in the United States, and male sex in Mali. Scores in the United States were higher than in Mali (P = 0.005). Despite this difference participants at both sites were well informed overall. Although interpretation must be qualified because questionnaires were not intended as research tools and were not standardized among sites, these results do not support concerns about systematic low understanding among research participants in developing versus developed countries. When the United Kingdom has figured in the modern history of study abroad, it has featured almost exclusively in the role of host country with little attention paid to the study abroad patterns of UK students. In order to gain a rounded picture of the UK’s role in post-war study abroad, this article explores the position of the UK within the context of the rich data gathered by UNESCO. It argues that there is strong evidence that the UK was actually (...) one of the most active countries in sending its students overseas and that this activity increased (both in absolute terms and relative to other countries) significantly in the 1960s and 70s. Following a brief analysis of the UK’s role as both a host and exporter of study abroad students on a global scale, its relationship as a sender country with two particular geographical areas is considered: firstly, the Commonwealth that has been the focus of much of the existing secondary literature, and secondly, continental Europe and the USA which have featured much less frequently in the work of historians. Various reasons for the significant rise in the number of UK students studying abroad are explored – in particular, the role of government attitudes towards overseas study including the possibility of developing student exchange as an instrument of cultural diplomacy. The article pays particular attention to the period between the publication of the Robbins Report in 1963 and the beginnings of the institutionalisation of study abroad (in Europe) in the late 1970s.
