When is it morally acceptable to expose others to risk? Most moral philosophers have had very little to say in answer to that question, but here is a moral philosopher who puts it at the centre of his investigations.

The introduction of self-driving vehicles gives rise to a large number of ethical issues that go beyond the common, extremely narrow, focus on improbable dilemma-like scenarios. This article provides a broad overview of realistic ethical issues related to self-driving vehicles. Some of the major topics covered are as follows: Strong opinions for and against driverless cars may give rise to severe social and political conflicts. A low tolerance for accidents caused by driverless vehicles may delay the introduction of driverless systems (...) that would substantially reduce the risks. Trade-offs will arise between safety and other requirement on the road traffic system. Over-reliance on the swift collision-avoiding reactions of self-driving vehicles can induce people to take dangerous actions, such as stepping out in front of a car, relying on its fast braking. Children travelling alone can violate safety instructions such as the use of seatbelts. Digital information about routes and destinations can be used to convey commercial and political messages to car users. If fast passage can be bought, then socio-economic segregation of road traffic may result. Terrorists and other criminals can hack into a vehicle and make it crash. They can also use self-driving vehicles for instance to carry bombs to their designed places of detonation or to wreak havoc on a country’s road system. (shrink)

We argue that sensitivity to the distinction between the tensed notion of being something and the tensed notion of being located at the present time serves as a good antidote to confusions in debates about time and existence, in particular in the debate about how to characterise presentism, and saves us the trouble of going through unnecessary epicycles. Both notions are frequently expressed using the tensed verb ‘to exist’, making it systematically ambiguous. It is a commendable strategy to avoid using (...) that verb altogether in these contexts and to use quantification and a location predicate instead. (shrink)

In order to explore public views on nanobiotechnology (NBT), convergence seminars were held in four places in Europe; namely in Visby (Sweden), Sheffield (UK), Lublin (Poland), and Porto (Portugal). A convergence seminar is a new form of public participatory activity that can be used to deal systematically with the uncertainty associated for instance with the development of an emerging technology like nanobiotechnology. In its first phase, the participants are divided into three “scenario groups” that discuss different future scenarios. In the (...) second phase, the participants are regrouped into three “convergence groups”, each of which contains representatives from each of the three groups from the first phase. In the final third phase, all participants meet for a summary discussion. This pilot project had two aims: (1) to develop and assess the new methodology and (2) to gather advice and recommendations from the public that may be useful for future decisions on nanobiotechnology (NBT). Participants emphasized that they wanted the technology to focus on solutions to environmental and medical problems and to meet the needs of developing countries. The need for further public participation and deliberation on NBT issues seemed to be acknowledged by all participants. Many of them also raised equality concerns. Views on the means by which NBT should be steered into socially useful directions were more divided. In particular, different views were expressed on how much regulation of company activities is needed to curb unwanted developments. The participants’ responses in a questionnaire indicate that the methodology of the convergence seminars was successful for decision-making under uncertainty. In particular, the participants stated that their advice was influenced both by access to different possible future developments and by the points of view of their co-participants, which is what the method is specifically intended to achieve. Realism about tense is the view that the contrast between what was, what is and what will be the case is real, and not merely a projection of our ways of thinking. Does this view entail realism about temporal passage, namely the view that time really passes, in the same sense of ‘real’? We argue that the answer is affirmative for many versions of tense realism, and indeed for all sensible versions. We thereby address an important conceptual issue regarding these (...) two forms of realism and rebut recent claims that tense realism is compatible with anti-realism about temporal passage. The purpose of this presentation is to introduce both the concept of risk and the precautionary principle, that is a major policy principle in present-day risk management. Since risk has been the subject of many misconceptions I will do this in large part by criticizing seven views on risk that I believe to have caused considerable confusion both among scientists and policy-makers. But before looking at the seven myths of risk, let us begin with the basic issue of defining “risk”. (...) The word “risk” often refers, rather vaguely, to situations in which it is possible but not certain that some undesirable event will occur. In addition, the word has several more specialized meanings. Let me illustrate this by making a few statements about the single most important preventable health hazard in non-starving countries. Close connections between probability theory and the theory of belief change emerge if the codomain of probability functions is extended from the real-valued interval [0, 1] to a hyperreal interval with the same limits. Full beliefs are identified as propositions with a probability at most infinitesimally smaller than 1. Full beliefs can then be given up, and changes in the set of full beliefs follow a pattern very close to that of AGM revision. In this contribution, iterated revision is investigated. (...) The iterated changes in the set of full beliefs generated by repeated revisions of a hyperreal probability function can, semantically, be modelled with the same basic structure as the sphere models of belief change theory. The changes on the set of full beliefs induced by probability revision satisfy the Darwiche–Pearl postulates for iterated belief change. (shrink)

What purpose can be served by empirically unsubstantiated speculation in ethics? In answering that question, we need to distinguish between the major branches of ethics. In foundational moral philosophy, the use of speculative examples is warranted to the extent that ethical principles and theories are assumed to be applicable even under the extreme circumstances referred to in these examples. Such an assumption is in need of justification, and it cannot just be taken for granted. In applied ethics, the use of (...) unrealistic scenarios is more difficult to justify. It can be positively harmful if it diverts our attention from more urgent issues. Neuroethics is one of the areas of applied ethics where speculative scenarios have taken up much of the attention that could instead have been devoted to problems that are relevant for the treatment and care of patients. Speculative ethics has often been defended with mere possibility arguments that may at first hand seem difficult to refute. It is shown with examples how such claims can be defeated with a combination of science and argumentation analysis. (shrink)

The maximin rule can be used as a formal version of the precautionary principle. This paper evaluates the feasibility and the intuitive plausibility of this decision rule. The major conclusions are: (1) Precaution has to be applied symmetrically. (2) Precaution is only possible when outcomes are comparable in terms of value, so that it can be determined which outcome is worst. (3) Precaution is sensitive to standards of possibility. Far-away scenarios have to be excluded, and it is difficult to find (...) a principled way to draw the line. (4) Precaution is sensitive to the framing of decision problems. Multiple contraction (simultaneous contraction by several sentences) and iterated contraction are investigated in the framework of specified meet contraction (s.m.c.) that is extended for this purpose. Multiple contraction is axiomatized, and so is finitely multiple contraction (contraction by a finite set of sentences). Two ways to reduce finitely multiple contraction to contraction by single sentences are introduced. The reduced operations are axiomatically characterized and their properties are investigated. Furthermore, it is shown how iterated contraction can be reduced to single-step, single-sentence (...) contraction. However, in this framework the outcome of iterated contraction depends unavoidably on the order in which the inputs are received. This order-dependence makes it impossible to treat two inputs on an equal footing. Therefore it is often preferable to perform changes involving several pieces of information as multiple rather than iterated change. (shrink)

In pure science, the standard approach to non-epistemic values is to exclude them as far as possible from scientific deliberations. When science is applied to practical decisions, non-epistemic values cannot be excluded. Instead, they have to be combined with scientific information in a way that leads to practically optimal decisions. A normative model is proposed for the processing of information in both pure and applied science. A general-purpose corpus of scientific knowledge, with high entry requirements, has a central role in (...) this model. Due to its high entry requirements, the information that it contains is sufficiently reliable for the vast majority of practical purposes. However, for some purposes, the corpus needs to be supplemented with additional information, such as scientific indications of danger that do not satisfy the entry requirements for the corpus. The role of non-epistemic values in the evaluation of scientific information should, as far as possible, be limited to determining the level of evidence required for various types of practical decisions. BackgroundWith the increased use of implanted medical devices follows a large number of explantations. Implants are removed for a wide range of reasons, including manufacturing defects, recovery making the device unnecessary, battery depletion, availability of new and better models, and patients asking for a removal. Explantation gives rise to a wide range of ethical issues, but the discussion of these problems is scattered over many clinical disciplines.MethodsInformation from multiple clinical disciplines was synthesized and analysed in order to provide a comprehensive (...) approach to the ethical issues involved in the explantation of medical implants.ResultsDiscussions and recommendations are offered on pre-implantation information about a possible future explantation, risk–benefit assessments of explantation, elective explantations demanded by the patient, explantation of implants inserted for a clinical trial, patient registers, quality assurance, routines for investigating explanted implants, and demands on manufacturers to prioritize increased service time in battery-driven implants and to market fewer but more thoroughly tested models of implants.ConclusionSpecial emphasis is given to the issue of control or ownership over implants, which underlies many of the ethical problems concerning explantation. It is proposed that just like transplants, implants that fulfil functions normally carried out by biological organs should be counted as supplemented body parts. This means that the patient has a strong and inalienable right to the implant, but upon explantation it loses that status. (shrink)

Eleven organic and two conventionalSwedish livestock farmers and two initiators(non-farmers who took part in shaping earlyorganic livestock production in Sweden) wereinterviewed, using a semi-structured method.Respondents were selected through purposive andheterogeneous sampling with regard toconversion year, type of production, and sizeof farm. Conversion of the animal husbandrytook place between 1974 and 2000. All but twohad positive attitudes towards organiclivestock production and saw it as a wayforward for Swedish livestock production,although especially the latecomers did notperceive it as the only alternative. There wasa (...) distinct difference in values between thepioneers, who converted their farms early, andthose converting later. Pioneer farmers sharedthe values of the initiators. They expressed amore ecocentric view emphasizing a systemicapproach, and displayed a more holisticapproach to questions, interpreting them inlarger frameworks. They also had a moreecocentric understanding of animal welfare. Thelater the conversion, the more important theeconomic reason for conversion appeared to be.Those converting later also tended to have amore superficial relationship to organicprinciples. ABSTRACT John Rawls proposed two criteria for the delimitation of acceptable inequalities. The universal gain principle requires inequalities to be beneficial for all, and the difference principle requires them to be beneficial for the least advantaged. These principles are commonly believed to have originated in Rawls’s work, but they were both clearly expressed in the writings of Nicolas de Condorcet. Contrary to Rawls, Condorcet did not imbed them in the framework of a social contract, but instead sought their foundations in (...) natural rights. Whereas Rawls recommends us to find out what social arrangements rational reasoners would choose in a hypothetical pre-social situation, Condorcet proposes that we ask the underprivileged in our society whether or not they consider themselves to benefit from the prevailing social and economic inequalities. Thus, Condorcet’s original version of the difference principle puts social inequalities to a different test than its latter-day, hypothetical version. (shrink)

A probabilistic explication is offered of equipoise and uncertainty in clinical trials. In order to be useful in the justification of clinical trials, equipoise has to be interpreted in terms of overlapping probability distributions of possible treatment outcomes, rather than point estimates representing expectation values. Uncertainty about treatment outcomes is shown to be a necessary but insufficient condition for the ethical defensibility of clinical trials. Additional requirements are proposed for the nature of that uncertainty. The indecisiveness of our criteria for (...) cautious decision-making under uncertainty creates the leeway that makes clinical trials defensible. (shrink)

A general format is introduced for deriving preferences over states of affairs from preferences over a set of contextually complete alternatives. Formal results are given both for this general format and for a specific instance of it that is a plausible explication of ceteris paribus preference.

The technological sciences have at least six defining characteristics that distinguish them from the other sciences. They have human-made rather than natural objects as their study objects, include the practice of engineering design, define their study objects in functional terms, evaluate these study objects with category-specified value statements, employ less far-reaching idealizations than the natural sciences, and do not need an exact mathematical solution when a sufficiently close approximation is available. Full meet contraction, that was devised by Carlos Alchourrón and David Makinson in the early 1980' s, has often been overlooked since it is not in itself a plausible contraction operator. However, it is a highly useful building-block in the construction of composite contraction operators. In particular, all plausible contraction operators can be reconstructed so that the outcome of contracting a belief set K by a sentence p is defined as K ∼ f, where ∼ is full meet contraction and (...) f a sentential selector, i.e. a function to and from sentences. This paper investigates the logic of full meet contraction. Seven properties of this operation are presented that contribute to making it useful as a building-block: Full meet contraction is a purely logical operation. It retains finitebasedness of the belief set. It is the inclusion-maximal contraction that removes all sentences that can contribute to implying the input sentence. It is the inclusion-maximal contraction that removes all non-tautologous consequences of the input sentence. Almost all contractions can be reconstructed as full meet contraction. Full meet contraction allows for recovery of the input sentence. Full meet contraction provides a unified account of multiple and singleton contraction. In economic analysis, it is usually assumed that each individuals well-being (mental welfare) depends on her or his own resources (material welfare). A typology is provided of the ways in which one persons well-being may depend on the material resources of other persons. When such dependencies are taken into account, standard Paretian analysis of welfare needs to be modified. Pareto efficiency on the level of material resources need not coincide with Pareto efficiency on the level of well-being. A change in (...) economic conditions that is Pareto efficient in the standard sense, i.e., with respect to material resources, may nevertheless sacrifice one persons well-being to that of another. It is shown that under plausible assumptions, Pareto efficiency on the level of well-being may require the reduction of inequality on the level of material resources. (shrink)

In order to avoid the paradoxes of standard deontic logic, we have to give up the semantic construction that identifies obligatory status with presence in all elements of a subset of the set of possible worlds. It is proposed that deontic logic should instead be based on a preference relation, according to the principle that whatever is better than something permitted is itself permitted. Close connections hold between the logical properties of a preference relation and those of the deontic logics (...) that are derived from it in this way. The paradoxes of SDL can be avoided with this construction, but it is still an open question what type of preference relation is best suited to be used as a basis for deontic logic. (shrink)

This chapter responds to criticismsmade in Volume 8 of this series, in reply to another chapter of that volume. The initial chapter resurrected the Growing Block Theory from its grave, devising a coherent formulation of it and arguing that its burial was premature. It aimed to show that GBT has the wherewithal to explain how we might easily come to know that we are living on the edge of reality posited by GBT. Braddon-Mitchell, in the reply, remained unconvinced. His objections (...) are addressed here. (shrink)

John Stuart Mill commented on the relationship between equality and liberty in general terms, and he also discussed the relationships between equality and four more concrete social goals: equality vs. diversity and individual spontaneity, equality vs. freedom of trade and entrepreneurial activity, equality vs. economic incentives for workpeople, and equality vs. welfare. In his more general statements he wrote off potential conflicts between equality and liberty, claiming that only those liberties that can be enjoyed by all are real liberties—or at (...) least they are the only ones worth defending. However, in several of his more concrete discussions he gave higher priority to various liberty-related goals than to equality. This seeming contradiction can be resolved if we assume that he distinguished between valuing a liberty per se and valuing it as a means to achieve something else. (shrink)

The prescriptive has both an objective and a subjective interpretation. In the objective sense, what one ought to do depends on what is actually true. In the subjective sense it depends on what one believes to be true. Ordinary usage seems to vacillate between these two interpretations. An example (the indecisive terrorist) is used to show that a subjective ought statement can have a determinate truth-value in situations where the corresponding objective ought statement has no truth-value, not even an unknowable (...) one. Therefore the subjective ought is not definable in terms of the objective ought. However, definability in the other direction is not excluded by this argument. (shrink)

A money-pump is a thought experiment involving a person whose preferences form a circle. Repeatedly, she pays some money to go from one alternative to another that she likes better. When she has paid her way around the full circle she is back at the starting-point, but with less money. Money-pumps have been used to show that certain preference patterns are irrational since they make a person exploitable. Formal tools can be used to analyze money-pumps in a precise manner, distinguish (...) between different types of money-pumps, and investigate decision strategies to avoid their pernicious effects. Although money-pumps are rather contrived constructions, these investigations have practical relevance since there seem to be decision situations in the real world with the same structure. (shrink)
