Extant business ethics literature available for application to international business demonstrates some variety but no comprehensive principles. While the domains of both international business and business ethics are expanding, they are also becoming increasingly divergent. At the same time, the primacy accorded to the multinational enterprise in both fields ignores the socio-cultural and political embeddedness of economic activities, and multiple agencies in international business (individuals, firms, nations, etc.). Some international business theorists have offered the view that (...) international exchange should be the central building block for theories on international business. In this paper, it is argued that international exchange could be the fundamental unit of analysis for international business ethics as well. The potentially unifying features of exchange norms and ethical principles leads the author to develop some core exchange ethics principles that are tested on three recent international business practices. At The promotion of international exchange of ideas can immensely contribute to the enhancement of global peace and mutual understanding because it provides one community an opportunity to know and thereby respect to the thoughts and ideas, values and belief systems of others, as well pragmatically apply those ideas and values in different social and cultural locations. This is particularly important to the intellectuals of the non-western space because on the one hand, postcolonial theoretical orientation has taught us to (...) resist the strategic mindsets embedded in western systems of thought; on the other hand, we have a need to know and learn them not only to properly resist them but also to pay reverence to the humanistic contents and beauty of western humanities and toabsorb them in order to create and enrich our own humanities. Bioethics Common Market is an international bulletin board to post notices regarding such things as networking contacts among people interested in a specific area of concern, hospitality, research underway for which collaboration is desired or possible, sources of scarce or hard-to-find materials, reports or papers available in sufficient numbers to share, textbooks or study materials desired, and, for travelers to any state or country, names of local people with possible common interests.

At the 2019 and 2021 International Conference on Environmental Psychology, discussions were held on the future of conferences in light of the enormous greenhouse gas emissions and inequities associated with conference travel. In this manuscript, we provide an early career researcher perspective on this discussion. We argue that travel-intensive conference practices damage both the environment and our credibility as a discipline, conflict with the intrinsic values and motivations of our discipline, and are inequitable. As such, they must change. This (...) change can be achieved by moving toward virtual and hybrid conferences, which can reduce researchers’ carbon footprints and promote equity, if employed carefully and with informal exchange as a priority. By acting collectively and with the support of institutional change, we can adapt conference travel norms in our field. To investigate whether our arguments correspond to views in the wider community of ECRs within environmental psychology, we conducted a community case study. By leveraging our professional networks and directly contacting researchers in countries underrepresented in those networks, we recruited 117 ECRs in 32 countries for an online survey in February 2022. The surveyed ECRs supported a change in conference travel practices, including flying less, and perceived the number of researchers wanting to reduce their travel emissions to be growing. Thirteen percent of respondents had even considered leaving academia due to travel requirements. Concerning alternative conference formats, a mixed picture emerged. Overall, participants had slightly negative evaluations of virtual conferences, but expected them to improve within the next 5 years. However, ECRs with health issues, facing visa challenges, on low funding, living in remote areas, with caretaking obligations or facing travel restrictions due to COVID-19 expected a switch toward virtual or hybrid conferences to positively affect their groups. Participants were divided about their ability to build professional relationships in virtual settings, but believed that maintaining relationships virtually is possible. We conclude by arguing that the concerns of ECRs in environmental psychology about current and alternative conference practices must be taken seriously. We call on our community to work on collective solutions and less travel-intensive conference designs using participatory methods. (shrink)

As such, it is the first research that studies the association among readily available codes of ethics, client auditor and stock exchange listing on a longitudinal basis. In our data gathering, we went to the website of each corporation and searched for a readily available disclosure of its code of ethics at the beginning of April 2006 (...) through April 2009 – third-through-sixth anniversaries of the Sarbanes–Oxley Act. Our data indicate that the average readily available rate of codes of ethics for Ernst and Young 's clients was significantly lower than the average readily available rate for the clients of Deloitte and Touche in 2006 and 2007 and PricewaterhouseCoopers in 2007. However, our data indicate no differences among the Big Four firms in 2008 and 2009. Our data indicate that the average readily available rates for the clients listed on the New York Stock Exchange were significantly higher than for clients that were not listed on the NYSE for all four observation points. In recent decades there has been a great expansion in the number, size and influence of International Non-Governmental Organisations involved in international relief and development. These changes have led to increased scrutiny of such organisations, and this scrutiny, together with increasing reflection by INGOs themselves and their staff on their own practice, has helped to highlight a number of pressing ethical questions such organisations face, such as: should INGOs attempt to provide emergency assistance even when doing so risks (...) helping to fuel further conflict? How should INGOs manage any differences between their values and those of the people they seek to benefit? How open and honest should INGOs be about their own uncertainties and failures? This book consists of sustained reflections on such questions. It derives from a workshop held at Melbourne University in July 2007 that brought together a group of people – for the most part, reflective practitioners and moral and political philosophers – to discuss such questions. It explores honestly some of the current challenges and dilemmas that INGOs face, and also suggests some new ideas for meeting these challenges. Our hope is that the kind of explicit reflection on the ethical issues INGOs face exemplified in this publication will help to promote a wider debate about these issues, a debate that in turn will help INGO managers and others to make better, wiser, more ethically informed decisions. The progress of electronic health technologies and biobanks holds enormous promise for efficient research. Evidence shows that studies based on sharing and secondary use of data/samples have the potential to significantly advance medical knowledge. However, sharing of such resources for international collaboration is hampered by the lack of clarity about ethical and legal requirements for transfer of data and samples across international borders. Here, the International Clinical Trial Center Network reports the legal and ethical requirements governing data (...) and sample exchange across four continents. The most recurring requirement is ethical approval, whereas only in specific conditions approval of national health authorities is required. Informed consent is not required in all sharing situations. However, waiver of informed consent is only allowed in certain countries/regions and under certain circumstances. The current legal and ethical landscape appears to be very complex and under constant evolution. Regulations differ between countries/regions and are often incomplete, leading to uncertainty. With this work, ICN illuminates the unmet need for a single international collaborative framework to facilitate DSE. Harmonising requirements for global DSE will reduce inefficiency and waste in research. There are many challenges to realising this ambitious vision, including inconsistent terminology and definitions, and heterogeneous and dynamic legal constraints. Here, we identify areas of agreement and significant difference as a necessary first step towards facilitating international collaboration. We propose the establishment of a working group to continue the comparison across jurisdictions, create a standardised glossary and define a set of basic principles and fundamental requirements for DSE. As the international art market globalizes the indigenous image, it changes its identity, status, value, and purpose in local and larger contexts. Focusing on a school of Australian Aboriginal painting that has become popular in the contemporary art world, Robyn Ferrell traces the influence of cultural exchanges on art, the self, and attitudes toward the other. Aboriginal acrylic painting, produced by indigenous women artists of the Australian Desert, bears a superficial resemblance to abstract expressionism and is often read (...) as such by viewers. Yet to see this art only through a Western lens is to miss its unique ontology, logics of sensation, and rich politics and religion. Ferrell explores the culture that produces these paintings and connects its aesthetic to the brutal environmental and economic realities of its people. From here, she travels to urban locales, observing museums and department stores as they traffic interchangeably in art and commodities. Ferrell ties the history of these desert works to global acts of genocide and dispossession. Rethinking the value of the artistic image in the global market and different interpretations of the sacred, she considers photojournalism, ecotourism, and other sacred sites of the western subject, investigating the intersection of modern art and postmodern culture. She ultimately challenges the primacy of the "European gaze" and its fascination with sacred cultures, constructing a more balanced intercultural dialogue that deemphasizes the aesthetic of the real championed by western philosophy. From the seventeenth century onwards, English Reformed ministers engaged in lively correspondence and publishing exchanges with men from different countries and Protestant traditions. In the eighteenth century, appreciation of their shared intellectual and cultural heritage and a desire to sustain the patterns for religious living it encouraged inflected the content and style of textual interactions among Halle Pietists, English dissenters and New England Congregationalists. Interest in the present state of religious life was also important, and therefore news about awakenings (...) and materials for pastoral care circulated around Europe and North America through existing channels and by new means. Their encounters and the texts that they produced were mutually generative, and the language and manner of the participants' personal interactions were important features of published works. These personal associations, publishing activities and discursive styles can be understood as aspects of the literary sociology of a religious culture that valued intellectual and emotional engagements and sought to inculcate religion through education and friendship. International transfers of human biological material (biospecimens) and data are increasing, and commentators are starting to raise concerns about how donor wishes are protected in such circumstances. These exchanges are generally made under contractual material transfer agreements (MTAs). This paper asks what role, if any, should research ethics committees (RECs) play in ensuring legal and ethical conduct in such exchanges. Cross-national traffic of feminist ideas have contributed to a growth of the international women’s movement and has shaped national movements. These processes have only recently become the subject of study and theoretical discussion. The theoretical models that have been developed so far fail to take into account the complex nature of intercultural communication. No attention is paid to problems of interpretation and translation that may occur and how ‘adopters’ use the example of others. Instead, this article proposes an empirically (...) grounded, alternative model of the process, based on the cases of women’s organizations against sexual violence in the Netherlands and Spain. The author’s approach focuses on the processes of communication – the relationship between source and followers and the conditions that facilitate or impede communication – and the conditions that lead to adaptation. Economic exchanges are central phenomena in these areas. For this reason, they occupy a prominent position in modelling frameworks such as the REA (Resource-EventAction) ISO Standard as well as the FIBO (Financial Industry BusinessOntology). In this paper, we begin a well-founded ontological analysisof economic exchanges inspired by a (...) recent ontological view on the nature of economic transactions. According to this view, what counts asan economic transaction is based on an agreement on the actions thatthe agents are committed to perform. The agreement is in turn based on convergent preferences about the course of action to bring about. This view enables a unified treatment of economic exchanges, regardless the object of the transaction, and complies with the view that all economictransactions are about services. Recent interest in the “continental” dimensions of Whitehead’s philosophy in Europe has prompted a number of international conferences there devoted to his thought. At the first of these, in Bonn in 1981, the participants agreed that some form of “scholarly exchange” between Hegelkenners and Whiteheadians would be extremely timely and beneficial. However, such an exchange, they argued, ought not to occur in Europe, owing to the present somewhat anomalous status of Hegel scholarship in Europe, as well as to the (...) dominant role that Hegel’s thought already plays in contemporary European philosophy generally. Venice and Padua are neighboring cities with a topographical and geopolitical distinction. Venice as a port city opened up towards Byzantium whereas Padua as a university city was a place of Humanism and research. The contributions analyze works of art as aesthetic formulations of their places of origin, which also have an effect on their surroundings. International experts investigate these two concepts and how the exchange worked.

This paper combines the use of gift theory and the metatheory of the Morphogenetic Approach as a framework for the proposal that the relationship between unpaid interns and ‘employers’ may be conceptualized as a form of transactional, but asymmetrical, gift-exchange. The article begins by applying insights from gift theory to the findings of a range of studies into unpaid internships. It is argued that, while interns are the initial gift-givers in delivering unpaid labour, ‘employers’ often demonstrate weak reciprocation in terms (...) of offering paid work. Following that, the article combines gift analysis with the Morphogenetic Approach. This framework offers ontological depth to the substantive propositions of gift theory, and provides conceptual tools to study the interplay between structure/culture and agency that form the intern-‘employer’ relationship. The contribution of this article lies in the combined use of two key theoretical perspectives to a problematic not previously examined through such concepts. (shrink)

The global corporate scandals such as Enron, Worldcom and Global Crossing have raised fundamental issues of business ethics as well as economic, social and anthropological questions concerning the nature of business competition and global capitalism. The purpose of this conceptual paper is to introduce the concept of "welfare exchange" to the existing notions of economic, social and anthropological notions of business and exchange in markets and society in the 21st century. Global competition and business success in the 21st century continue (...) to raise the nature of economic value and the interaction among diverse actors in international markets, institutions and society. We believe that the nature of such exchange between consumers and organizations, which can also be termed social marketing, need to increasingly take into account a welfare and ethical component. In this paper, we introduce our concept of welfare exchange to emphasize the importance of such welfare and ethical issues in the global business environment of the 21st century. (shrink)

The publication presents research results on a multitude of knowledge exchange processes in post-enlightenment Europe. These focus on the question in how far deeply rooted processes of knowledge exchange by transnational intellectual discourses and international expert communities have contributed to a variety of networks of European intellectual identities and research practices. These practices again constitute a fertile framework for de-territorialised and de-nationalised exchange of knowledge that might contribute to contagious processes of emancipation, cooperation as well as problem solving.

Since the breakdown of the Bretton Woods system in the early 1970s, the foreign exchange market has become an important focus of both academic and practical research. There are many reasons why FX is important, but one of most important aspects is the determination of foreign investment values. Therefore, FX serves as the backbone of international investments and global trading. Additionally, because fluctuations in FX affect the value of imported and exported goods and services, such fluctuations have an important (...) impact on the economic competitiveness of multinational corporations and countries. Therefore, the volatility of FX rates is a major concern for scholars and practitioners. Forecasting FX volatility is a crucial financial problem that is attracting significant attention based on its diverse implications. Recently, various deep learning models based on artificial neural networks have been widely employed in finance and economics, particularly for forecasting volatility. The main goal of this study was to predict FX volatility effectively using ANN models. To this end, we propose a hybrid model that combines the long short-term memory and autoencoder models. These deep learning models are known to perform well in time-series prediction for forecasting FX volatility. Therefore, we expect that our approach will be suitable for FX volatility prediction because it combines the merits of these two models. Methodologically, we employ the Foreign Exchange Volatility Index as a measure of FX volatility. In particular, the three major FXVIX indices from 2010 to 2019 are considered, and we predict future prices using the proposed hybrid model. Our hybrid model utilizes an LSTM model as an encoder and decoder inside an autoencoder network. Additionally, we investigate FXVIX indices through subperiod analysis to examine how the proposed model’s forecasting performance is influenced by data distributions and outliers. Based on the empirical results, we can conclude that the proposed hybrid method, which we call the autoencoder-LSTM model, outperforms the traditional LSTM method. Additionally, the ability to learn the magnitude of data spread and singularities determines the accuracy of predictions made using deep learning models. In summary, this study established that FX volatility can be accurately predicted using a combination of deep learning models. Our findings have important implications for practitioners. Because forecasting volatility is an essential task for financial decision-making, this study will enable traders and policymakers to hedge or invest efficiently and make policy decisions based on volatility forecasting. [FIRST PARAGRAPH] During the last decade of the nineteenth century, the Engineer was only one of many British and American publications that took an avid interest in the rapid rise of Japan to the status of a fully industrialized imperial power on a par with major European nations. In December 1897 this journal published a photographic montage of "Pioneers of Modem Engineering Education in Japan" (Figure I), showing a selection of the Japanese and Western teachers who had worked to bring (...) about this singular transformation.' The predominance of Japanese figures in this representation is highly significant: it is an acknowledgment by British observers that the industrialization of Japan-the "Britain of the East"-was not a feat accomplished solely by Western experts who transferred their science and technology to passive Japanese recipients. Yet in focusing primarily on native teachers active in Japan after 1880, this image excludes several of the very foreigners who had trained this indigenous workforce in the preceding decade. Rather than attempting to assess the careers of each of the many international experts involved in Western encounters with Japan before and after the Meiji restoration in 1868, we will focus on disaggregating the highly individualized responses of just some of the Englishspeaking characters. In documenting their diverse encounters with Japanese people and technologies, we will look at the complex phenomena of cultural exchange in which they participated, not always without chauvinism or resistance. SummaryDuring the 1920s and 1930s, Italian physicists established strong relationships with scientists from other European countries and the United States. The career of Bruno Rossi, a leading personality in the study of cosmic rays and an Italian pioneer of this field of research, provides a prominent example of this kind of international cooperation. Physics underwent major changes during these turbulent years, and the traditional internationalism of physics assumed a more institutionalized character. Against this backdrop, Rossi's early work was crucial (...) in transforming the study of cosmic rays into a branch of modern physics. His friendly relationships with eminent scientists — notably Enrico Fermi, Walther Bothe, Werner Heisenberg, Hans Bethe, and Homi Bhabha — were instrumental both for the exchange of knowledge about experimental practices and theoretical discussions, and for attracting the attention of physicists such as Arthur Compton, Louis Leprince-Ringuet, Pierre Auger and Patrick Blackett to the problem of cosmic rays. Relying on material from different archives in Europe and the United States, this case study aims to provide a glimpse of the intersection between national and international dimensions during the 1930s, at a time when the study of cosmic rays was still very much in its infancy, strongly interlaced with nuclear physics, and full of uncertain, contradictory, and puzzling results. Nevertheless, as a source of high-energy particles it became a proving ground for testing the validity of the laws of quantum electrodynamics, and made a fundamental contribution to the origins of particle physics. The US Securities and Exchange Commission recently proposed rules relating to shareholder (independent) director nominations to publicly-traded companies. While shareholder groups, such as institutional investors, consumer groups, and shareholder activists, generally support the proxy reform, the business community, including The Business Roundtable and the US Chamber of Commerce, are critical of the proposal, arguing that it will 'open the door' to special interest directors, e.g., labour unions or other groups having a social or political agenda contrary to the economic interests (...) of the shareholder owners of the corporation. An analysis of the proposed rules, however, show that the mechanisms offered to nominate and elect independent directors offer little or no threat of any shareholder group placing special interest directors on the board of a publicly-traded company in the USA. The article concludes with a recommended managerial course of action for executives and boards to follow in the unlikely event that shareholders are seriously threatening to place a special interest director(s) on the proxy ballot. An axiomatic analysis of the concept of unequal exchange (UE) between countries is developed in a dynamic general equilibrium model that generalises John Roemer’s (Central Planning and the Soviet Economy, MIT Press, Cambridge, 1983) economy with a global capital market. The class of UE definitions that satisfy three fundamental properties—including a correspondence between wealth, class and UE exploitation status—is completely characterised. It is shown that this class is nonempty and a definition of UE exploitation between countries is proposed, which is (...) theoretically robust and firmly anchored to empirically observable data. Extant accounts of exploitation typically focus on either an exchange or interaction between persons, or on exploitative systems (i.e., global capitalism). We propose a new account of exploitation that focuses instead on the benefits an exploiter enjoys which are had at the expense of another, the exploited party. This account is developed by considering the benefits enjoyed by consumers (e.g., inexpensive sweatshop-made goods) and the manner in which those benefits are produced (e.g., the loss of dignity suffered by sweatshop workers). (...) On our account, an exploitative relationship need not involve any interaction or exchange between exploiter and exploited. Neither is exploitation a property of systems or institutions. Instead, we argue that a consumer who buys a shirt produced under near slave-like conditions engages in a moral wrong by exploiting the worker who made it even though the two may be far-removed in space and time. This study of internal auditors and auditees, who engage in both financial and operational internal audits in Israel, extends theory and research on internal audits in organizational units. It develops and tests a model that examines the role of top management and internal auditors in facilitating learning from internal audits and driving perceived performance improvement. We argue that support from the top management for the internal audit as well as the auditor’s capacity facilitate learning from audits and help audited units (...) to improve ethicality, efficiency, and effectiveness in organizations. The results of time-lagged survey data provide general support for the hypothesized indirect relationships between auditor capacity, auditor–auditee relational exchanges, learning from audits, and three different perceived performance measures: ethical behavior, efficiency, and effectiveness. We discuss the implications for research on internal audits, proactive learning, ethics, and performance improvement of organizational units in the public sector. (shrink)

Institutionalized practices of collective justification are central for theorizing international fairness. Institutions matter because they play a significant part in the construal of fairness claims through the provision of internal standards for moral assessment. Conceptions of international fairness must spell out how collective justification works by addressing the jurisprudential and institutional issues at stake in the specification of the moral grounds for compliance with international institutions on the one hand and international civil disobedience on the other. (...) Theoretical models of institutions that do not pay attention to collective justification are inadequate on fairness grounds. More specifically, mainstream neoliberal institutionalist accounts of international regimes are deeply problematic when used in the normative evaluation of international institutions, as they offer the wrong benchmark for moral assessment, given their roots in a brand of exchange theory that is blind to the distribution of burdens and benefits from cooperation. We ground our core ontology on the Unified Foundational Ontology (UFO), discussing its formal and conceptual aspects, instantiating it as a reusable OntoUML model, and confronting it with the REA standard and the UFO-S service ontology. The paper presents the findings of ethnographic research and a survey of a Local Exchange Trading Scheme in North-East London and asks the question of whether the scheme delivers on the aims and objectives of its members. The research found that whilst its members express a strong politically motivated desire for an alternative to the prevailing economic system, the LETS scheme falls short of delivering on those ambitions. The findings raise the question of whether there is anything intrinsic to this (...) form of local community currency that leads it to be more inclusive, egalitarian and fair. (shrink)

Breastmilk is bought, sold, and donated in a global marketplace, which risks exploiting the women who produce it. In Detroit, black mothers are targeted as paid milk donors; milk from Cambodian and Indian mothers is sold to parents in the United States and Australia; and the International Breast Milk Project sends donated milk from the United States to Africa. Drawing on transnational care work and affect theory, I argue that merely refraining from paying women does not eliminate potentially harmful (...) effects. Addressing the ethical implications of these exchanges requires reconsidering the relationship between gift and commodity and between love and work. (shrink)

In the past two decades, especially after the financial crisis of 2007–09, the literature for examining the availability of integration between the stock exchanges in developed and developing markets has grown. The importance of this topic stems from the significant implications of the linkage between exchange markets on various decisions taken by interested parties, such as policymakers and investors, in the decisions for portfolio diversification. This study examines the relationship between a developing stock exchange index, Amman Stock Exchange Index, (...) and the number of international indices, including S&P 500, NASDAQ, Nikkei, DAX, CAC, and HSI for 2008-2019. To validate the availability of the linkage between the indices, the author includes various tests of a correlation coefficient, stepwise regression analysis, and artificial neural network. Despite the results indicating that the ANN is more efficient than linear regression in investigating the availability of the relationship between ASEI and international indices, stepwise regression and neural network support this relationship. Furthermore, ANN results revealed that the S&P 500 index and year have the most substantial relationship with ASEI. Our research is theoretically and practically important; policymakers and investors can benefit from our findings. Future studies may explore the effect of different international stock market indices on ASEI or other developing markets. The notion of the sublime, used to describe a particular kind of overwhelming or exhilarating aesthetic experience, has garnered a great deal of attention by philosophers, critical theorists and literary scholars. In the midst of this growing body of literature, Professor Jane Forsey published an article asking whether an aesthetic theory of the sublime is even possible, and argued provocatively in the negative. Claiming that efforts to explain the sublime inevitably result in theories that are either contradictory or incoherent, Forsey (...) posed a challenge to anyone who takes the sublime seriously as an aesthetic category. This volume brings together an international slate of philosophers and scholars of the sublime, who have been invited to respond to, and critically engage with, Forseys article. Unlike other monographs and anthologies that deal broadly with the sublime in aesthetics, this collection examines specific conceptual problems with the very foundations of sublime theory in a manner that is tightly focused and rigorous. It represents a variety of approaches that defend the sublime, and concludes with an original response by Professor Forsey to her critics. (shrink)

In 1978, 16 months after Mao Zedong’s death, China’s new leader, Deng Xiaoping, introduced market reforms and an “opening” to the West that allowed the US company Hewlett-Packard to enter China in 1981. Shortly thereafter, HP began a partnership with the Chinese company Legend Computer, through which HP transferred its technology in four main areas: product technology, business model, management practices, and strategic planning processes. This technology transfer seems to be a “just exchange” in that HP received access to China’s (...) market while China received key managerial, marketing, and product technologies. Although multinationals are often criticized for their dealings with developing nations, the HP–Legend case provides an illustration of how a company from an industrialized nation can deal justly with a developing nation and assist in advancing its development. The transfer of technology from HP to Legend was facilitated by several factors, including HP’s historical willingness to help startups, its strategic posture, a favorable local environment, Legend’s recognition of its own needs, its willingness to learn from a foreign company, and the incentives to share technology that the Chinese government provided. Sanctions such as those applied by the United Nations against Yugoslavia, or rather the actions of implementing and maintaining them, at the very least implicitly purport to have moral justification. While the rhetoric used to justify sanctions is clearly moralistic, even sanctions themselves, as worded, often include phrases indicating moral implication. On May 30, 1992, United Nation Security Council Resolution 757 imposed a universal, binding blockage on all trade and all scientific, cultural and sports exchanges with Serbia and Montenegro. (...) In addition to expressing the usual "concern' and "dismay" regarding various events, the language of this Resolution also includes, on three occasions, unmistakably moral language "deploring" failures in meeting the demands of earlier resolutions.' There is no question that sanctions have political, economic, military and trategic consequences for the sanctioned state, perhaps exactly as desired by the sanctioning party. However, the question raised in this essay is whether in addition to these consequences, sanctions also produce morally reprehensible consequences that undermine their often-cited moral justification. If so, international economic sanctions are an immoral means of achieving primarily political goals. Six morally significant consequences are: 1) The unethical, elevated susceptibility of the sanctioned to olitical (and other forms of) manipulation, 2) the inherent and unjust paternalism in the process of sanctioning, 3) the abandonment of strict moral criteria on virtually all levels of evaluation, primarily inside the sanctioned country, but also in sanctioning states best exhibited in the attitudes toward the sanctioned, 4) the general decline in moral consciousness, 5) the subsequent rise of many forms of violence within the sanctioned state in connection with the increase in lawlessness, and a general decline of expectations in all areas of life, and 6) the continual, arbitrary redefining of conditions for a final lifting of sanctions. In light of this moral phenomenology we shall argue that sanctions, lacking in moral justification, are simply a means for achieving the mentioned immoral goals. Furthermore, the argument will be that sanctions are a form of siege and, as such, an act of war, requiring the sort of justification that would be needed to justify a war. (shrink)

An Area Studies Division was created at the 6th Section of the École Pratique des Hautes Études in the mid-1950s. It was devoted to several world regions, including the USSR and eastern Europe. This article investigates the links between its institutionalization and the international scientific and financial transfers underpinning it: the transatlantic support granted to the nascent division by the Rockefeller and Ford foundations and the academic cooperation programme that it launched with eastern Europe. The Russian, Soviet and East (...) European programme served, thus, as an East/West interface and a platform for broader intellectual exchanges. Local French scientific, academic and political rationales favoured the specific pathways it took. The article also shows that the EPHE 6th Section was discreetly linked with American players in Cold War intellectual warfare whose forms of action gradually changed in the context of the thaw. In particular, it had connections with the Congress for Cultural Freedom. These collusions attest to the entanglement of scientific and political issues, their intricacies increasing when external factors compounded domestic ones. (shrink)
