The paper provides a briefintroduction to the biotechnology revolutionand its impact upon biological researchrelevant to military uses. It describes thestatus of biological weapons today, and currentefforts to strengthen the Biological WeaponsConvention with a legally binding complianceprotocol. Specific modifications ofmicro-organisms that may be of military use arediscussed. Three examples of dual-use researchactivities are then used to highlight issuesand dilemmas in ethical decision making.

The “Model for Reaching Ethical Judgments in the context of Modern Technologies — the Case of Genetic Technology”, which is presented here, has arisen from the project “Ethical Criteria bearing upon Decisions taken in the field of Biotechnology”. This project has been pursued since 1991 in the Zentrum für interdisziplinäre Technikforschung (ZIT) of the Technical University of Darmstadt, with the purpose of examining decision-making in selected activities involving the production of transgenic plants that have a useful application. The model is (...) the basis of an outline for interviews to investigate how far decisions concerning the development of such plants with genetic techniques take ethical criteria into account. It was necessary to design this new model because other models for reaching judgments of this kind were not conceptually suited for concrete application. This model represents a problem related approach and combines methodological with substantive typology. In this it differs from comparable models for reaching ethical judgments. (shrink)

This paper reviews the uneven history of the relationship between Anthropology and Cognitive Science over the past 30 years, from its promising beginnings, followed by a period of disaffection, on up to the current context, which may lay the groundwork for reconsidering what Anthropology and (the rest of) Cognitive Science have to offer each other. We think that this history has important lessons to teach and has implications for contemporary efforts to restore Anthropology to its proper place within Cognitive Science. (...) The recent upsurge of interest in the ways that thought may shape and be shaped by action, gesture, cultural experience, and language sets the stage for, but so far has not fully accomplished, the inclusion of Anthropology as an equal partner. Rational agents are supposed to maximize expected utility. But what are the options from which they choose? I outline some constraints on an adequate representation of an agent’s options. The options should, for example, contain no information of which the agent is unsure. But they should be sufficiently rich to distinguish all available acts from one another. These demands often come into conflict, so that there seems to be no adequate representation of the options at all. After reviewing existing proposals (...) for how to construe decision-theoretic options and finding them all wanting, I suggest that our model of rational agents should include a special domain of ‘virtual’ option propositions to serve as formal objects of deliberation and choice. Abstract:Wei-Jin era Xuanxue is often discussed as an ontological or metaphysical discourse with political and ethical entailments. The present essay, however, argues that if "ontology" and "metaphysics" are taken in their usual senses—as concerning the nature of reality prior to and irrespective of human action—then this description does not make good sense of a significant number of passages in Guo Xiang's (252–312) commentary on the Zhuangzi. Though this commentary contains much that appears to present an "ontological" or "metaphysical" vision, Guo (...) frequently presents this vision not as the way things are, but rather as exemplifying the sort of rhetoric that is necessary for stabilizing the state. Rather than taking ontology as a basis for deriving and justifying his politics, therefore, Guo instead offers his ontological vision as premised upon the pragmatics of political life. (shrink)

We have synthesized a 582,970-base pair Mycoplasma genitalium genome. This synthetic genome, named M. genitalium JCVI-1.0, contains all the genes of wild-type M. genitalium G37 except MG408, which was disrupted by an antibiotic marker to block pathogenicity and to allow for selection. To identify the genome as synthetic, we inserted "watermarks" at intergenic sites known to tolerate transposon insertions. Overlapping "cassettes" of 5 to 7 kilobases (kb), assembled from chemically synthesized oligonucleotides, were joined by in vitro recombination to produce intermediate (...) assemblies of approximately 24 kb, 72 kb ("1/8 genome"), and 144 kb ("1/4 genome"), which were all cloned as bacterial artificial chromosomes in Escherichia coli. Most of these intermediate clones were sequenced, and clones of all four 1/4 genomes with the correct sequence were identified. The complete synthetic genome was assembled by transformation-associated recombination cloning in the yeast Saccharomyces cerevisiae, then isolated and sequenced. A clone with the correct sequence was identified. The methods described here will be generally useful for constructing large DNA molecules from chemically synthesized pieces and also from combinations of natural and synthetic DNA segments. 10.1126/science.1151721. This book explores different accounts of powers and abilities in early modern philosophy. It analyzes powers and abilities as a package, hopefully enabling us to better understand them both and to see similarities as well as dissimilarities. While some prominent early modern accounts of power have been studied in detail, this volume covers lesser-known thinkers and several early modern women philosophers. The volume also investigates early modern accounts of powers and abilities in a more systematic fashion than has been previously (...) done. By broadening its scope in these ways, the volume uncovers trends and tendencies in early modern thinking about powers and abilities that are easy to miss. The chapters explore how twenty-two early modern thinkers approached the following questions: What kind of entities are powers and abilities? Are they reducible to something categorical or not? What is the relation between powers and abilities? Is there a fundamental metaphysical difference between them or not? How do we know what powers objects have and what abilities agents have? This book has grown out of eight years of close collaboration among its authors. From the very beginning we decided that its content should come out as the result of a truly common effort. That is, we did not "distribute" parts of the text planned to each one of us. On the contrary, we made a point that each single paragraph be the product of a common reflection. Genuine team-work is not as usual in philosophy as it is in other (...) academic disciplines. We think, however, that this is more due to the idiosyncrasy of philosophers than to the nature of their subject. Close collaboration with positive results is as rewarding as anything can be, but it may also prove to be quite difficult to implement. In our case, part of the difficulties came from purely geographic separation. This caused unsuspected delays in coordinating the work. But more than this, as time passed, the accumulation of particular results and ideas outran our ability to fit them into an organic unity. Different styles of exposition, different ways of formalization, different levels of complexity were simultaneously present in a voluminous manuscript that had become completely unmanageable. In particular, a portion of the text had been conceived in the language of category theory and employed ideas of a rather abstract nature, while another part was expounded in the more conventional set-theoretic style, stressing intui tivity and concreteness. Magnetism in meta-semantics is the view that the meaning of our words is determined in part by their use and in part by the objective naturalness of candidate meanings. This hypothesis is commonly attributed to David Lewis, and has been put to philosophical work by Brian Weatherson, Ted Sider and others. I argue that there is no evidence that Lewis ever endorsed the view, and that his actual account of language reveals good reasons against it.

Should refugees govern refugee camps? This paper argues that they should. It draws on normative political thought in consulting the all-subjected principle and an instrumental defense of democratic rule. The former holds that all those subjected to rule in a political unit should have a say in such rule. Through analyzing the conditions that pertain in refugee camps, the paper demonstrates that the all-subjected principle applies there, too. Refugee camps have developed as near distinct entities from their host states. They (...) have formed their own economic, legal and even political systems within which refugees are subjected to political rule. The paper then demonstrates that democratic rule should be preferred over any other decision-making procedure. No amount of experts can replace the institutions that would lead to the accountability of decision-makers and to the incorporation of refugees as situated and epistemically diverse knowers of the problems they face and the solutions that would work best. Our senses provide us with information about the world, but what exactly do they tell us? I argue that in order to optimally respond to sensory stimulations, an agent’s doxastic space may have an extra, “imaginary” dimension of possibility; perceptual experiences confer certainty on propositions in this dimension. To some extent, the resulting picture vindicates the old-fashioned empiricist idea that all empirical knowledge is based on a solid foundation of sense-datum propositions, but it avoids most of the problems traditionally associated (...) with that idea. The proposal might also explain why experiences appear to have a non-physical phenomenal character, even if the world is entirely physical. (shrink)

Gottlob Frege has exerted an enormous influence on the evolution of twentieth-century philosophy, yet the real significance of that influence is still very much a matter of debate. This book provides a completely new and systematic account of Frege's philosophy by focusing on its cornerstone: the theory of sense and reference. Two features distinguish this study from other books on Frege. First, sense and reference are placed absolutely at the core of Frege's work; the author shows that no adequate account (...) of the theory can avoid analysing the notion of thought that underpins it, or explaining how it has clarified our concept of judgement. Second, the theory is situated within the development of Frege's thought; the author reveals how the theory caused Frege to alter many of his fundamental views. Seinen Grund hat dies im Glauben an die unbezwingbare Starke der Vernunft und der damit einhergehenden Uberzeugung, dass die Menschheitsgeschichte eine Geschichte des Fortschritts, nicht bloss auf wissenschaftlicher und kultureller, sondern auch auf moralischer Ebene sei. Dass solch ein einseitiges Beharren auf der Vernunft selbst ins Bose umschlagen kann, wurde in der Gestalt des Terrors der Franzosischen Revolution auf schmerzliche Weise anschaulich. Die Klassische Deutsche Philosophie erkennt, dass die Vernunft ihre wahrhafte (...) Kraft und Gute nur entfalten kann, wenn sie - anstatt das Böse zu verdrangen - sich mit dem Bösen konfrontiert. Das Vertrauen in die Vernunft ist also keineswegs gebrochen. Das Böse wird nicht als das vollkommen Fremde und Andere verstanden. Vielmehr entsteht der neue Anspruch an die Vernunft, das Böse mit dem Denken zu durchdringen. We have argued that Lehrer's definitions of coherence and justification have serious technical defects. As a result, the definition of justification is both too weak and too strong. We have suggested solutions for some of the problems, but others seem irremediable. We would also argue more generally that if coherence is anything like what Lehrer's theory says it is, then coherence is neither necessary nor sufficient for justification. While our current objections are directed at the ‘letter’ of Lehrer's theory, other (...) criticisms can be aimed at its very ‘spirit’. We would argue that coherence is unnecessary for justification because of the existence of ‘basic beliefs’, those about self-presenting states (‘I have a tingling sensation in my leg’) or self-evident truths (‘All men are men’). Such beliefs may be justified even though there are no other propositions in the subject's acceptance system that makes them more probable than competitors. Coherence is, moreover, insufficient for justification, because it ignores the inferential structure of the subject's acceptance system, and requires no justification of any kind for the subject's acceptance system itself. But we must develop these more fundamental objections on another occasion. (shrink)

Traditional logic as a part of philosophy is one of the oldest scientific disciplines. Mathematical logic, however, is a relatively young discipline and arose from the endeavors of Peano, Frege, Russell and others to create a logistic foundation for mathematics. It steadily developed during the 20th century into a broad discipline with several sub-areas and numerous applications in mathematics, informatics, linguistics and philosophy. While there are already several well-known textbooks on mathematical logic, this book is unique in that it is (...) much more concise than most others, and the material is treated in a streamlined fashion which allows the professor to cover many important topics in a one semester course. Although the book is intended for use as a graduate text, the first three chapters could be understood by undergraduates interested in mathematical logic. These initial chapters cover just the material for an introductory course on mathematical logic combined with the necessary material from set theory. This material is of a descriptive nature, providing a view towards decision problems, automated theorem proving, non-standard models and other subjects. The remaining chapters contain material on logic programming for computer scientists, model theory, recursion theory, Godel’s Incompleteness Theorems, and applications of mathematical logic. Philosophical and foundational problems of mathematics are discussed throughout the text. The author has provided exercises for each chapter, as well as hints to selected exercises. About the German edition: …The book can be useful to the student and lecturer who prepares a mathematical logic course at the university. The paper argues that Gareth Evans’ argument for transparent self-knowledge is based on a conflation of doxastic transparency with ascriptive transparency. Doxastic transparency means that belief about one’s own doxastic state, e.g., the belief that one thinks that it will rain, can be warranted by ordinary empirical observation, e.g., of the weather. In contrast, ascriptive transparency says that self-ascriptions of belief, e.g., “I believe it will rain”, can be warranted by such observation. We first show that the thesis of doxastic (...) transparency is ill-motivated and then offer a non-epistemic interpretation of ascriptive transparency by reference to the theory of explicit expressive acts: “I think it will rain” requires attendance to the weather because the utterance expresses a belief about the weather, not about ourselves. This will allow us to avoid what is often called “the puzzle of transparent self-knowledge” while remaining faithful to Evans’ linguistic observations. (shrink)
