Is liberal democracy appropriate for East Asia? In this provocative book, Daniel Bell argues for morally legitimate alternatives to Western-style liberal democracy in the region. Beyond Liberal Democracy, which continues the author's influential earlier work, is divided into three parts that correspond to the three main hallmarks of liberal democracy--human rights, democracy, and capitalism. Less than one percent of U.S. philosophers are Asian American. This essay contends that the low percentage cannot be fully explained by considerations of demographics, immigration, and "Asian culture." Completeness of explanation requires reference to racial politics and Orientalism in their historic and national dynamics. It also requires reference to various kinds of identity derogation specific to the academy and to philosophy, in particular. We now have a fairly good understanding of the economic causes of the 1977 Asian financial crisis. There is as yet, however, little understanding of the politics behind the crisis. Not only did various political systems in Asia play a significant role in fomenting the crisis, they have also demonstrated remarkable capacities in dealing with its aftermath. Since the 1990s, there has been an extended debate among feminists and left-wing thinkers concerned with notions of justice and equality about the relationship between ‘redistribution’ and ‘recognition’ in contemporary politics. In this article, I examine the ways in which the issues of redistribution of resources and recognition are articulated in plays by contemporary Black and Asian women playwrights such as Rukhsana Ahmad, Tanika Gupta, Winsome Pinnock, and Zindika. I shall suggest that their theatre work, and experience of working (...) in the theatre, produce a dynamic and interdependent model of the relation between redistribution and recognition that ultimately suggests the need for recognition as the continuing primary concern of Black and Asian communities in Britain. This is evident in the plays’ contents, the theatrical forms employed by Black and Asian women playwrights (often naturalistic and issue-based), and the funding and theatre policies with which they engage. These, as I shall argue, produce tensions between the collective identities which they hail, for instance, through the appellation ‘Black playwright’, and the individual identities the playwrights seek to assert, requiring negotiations between the empowering as well as constraining demands of collective identities and the post-‘cultural diversity’ aspirations of long-term theatre politics. While the importance of social and political trust has been well documented, there is a lack of scholarly consensus over where trust originates. This article tests three theoretical arguments – social-psychological, social-cultural, and political institutional – on the origin of political trust against three East Asian democracies. The empirical analysis from the AsiaBarometer survey illustrates that political institutional theory best explains the origin of political trust in East Asian cases. Citizens of these East Asian democracies have a (...) high level of political trust when they believe that their governments perform well in management of the national economy and political representation of elected officials. Meanwhile, social-psychological and social-cultural theories explain the origins of social trust, but not political trust. To date, philosophical discussions of animal ethics and Critical Animal Studies have been dominated by Western perspectives and Western thinkers. According to the reports in the past decade, some Asian subcontractors, mainly Taiwan, Hong Kong and Korea transnational corporations, tend to be labor abusive in their overseas investment destinations like China or Southeast Asia. Taking Vietnam as an example, this paper raises questions as to why Taiwanese transnational companies can control workplace unions in a trade-union-supportive regime. Given the government s constraint of political rights, and the individualized workplace unions, the function of trade unions in Vietnam is destined to (...) be limited. The trade unions turn out be an arm of management, rather than representing workers interests in these transnational companies. This article also explores the influence of the newly developed codes of conducts from Western buyers. In the survey of three companies which are required to follow the codes of conduct by buyers, trade unions had no more freedom than those in companies without codes of conduct. The paper discusses the implications of this research, offering strategies for labor rights improvements. (shrink)

In India, God can be female. The goddesses of Hinduism and Buddhism represent the largest extant collection of living goddesses anywhere on the planet. Feminists in the West often draw upon South Asian goddesses as theological resources in the contemporary rediscovery of the Goddess. Yet, these goddesses are products of a male supremacist society. What is the impact of powerful female deities--their images, projections, textuality, and history--on the social standing and psychological health of women? Do they empower women, or (...) serve the interests of patriarchal culture? Is the Goddess a Feminist? looks at the goddesses of South Asia to address these questions directly. Not a book about a single goddess or even about a variety of South Asian goddesses, the volume raises questions about images of deities as symbols and the ways in which they function. I would like to thank Dr. Gabaccia for her intriguing essay on the origins of the term "nation of immigrants." It really has helped me think about immigration with more historical richness. In my own work, I examine what goes into transnational and diasporic identities. I understand transnational identities as those operating between the loyalties of two or more countries. Going against perhaps unidirectional ways of understanding the immigrant as a foreigner entering into a country, I understand the immigrant identity (...) within a transnational framework where the immigrant negotiates between more than one country. This study examined the relationships among moral foundations, political ideology, and controversial social issues in an Asian culture. The study sample included 835 participants who completed a moral foundations questionnaire and three questions regarding attitudes toward social issues, and a political ideology questionnaire. Results indicated that binding foundations were associated conservative tendencies, and individualizing foundations were associated liberal tendencies. Also, participants who scored higher on Authority showed higher approval of the death penalty, and those scored higher on Purity showed (...) lower approval of the euthanasia. These results may provide a better understanding of the underlying differences for variations in opinions on social issues. Results also have implications for cultural differences in the associations among political ideology, social issues, and moral foundations. (shrink)

Given its close ties with Confucianism, East Asian exceptionalism could be defined as the inversion of Max Weber's doctrine that Confucian values inhibit rationality and lead to economic stagnation. That revaluation, which has contributed to an inversion of `Orientalism' as it relates to East Asia, becomes a core premise of what may be called the Singapore model of East Asian development theory. Another premise of that model is the primacy given to economic over political development, i.e., over democracy. (...) In opposition to this reactionary turn, and in the light of current revisionism in Japanese studies, this article follows Kim Dae Jung in positing a `Korean model' which challenges prevailing assumptions of East Asian exceptionalism. It is argued that Korea's record of democratic development over the last 15 years deserves a more affirmative response than has been allowed by some of the most vocal American Koreanists. This model, moreover, affirms Kim's belief in an organic rather than exogenous explanation of Korea's political development. It is argued that Korea, rather than Japan, offers the best available prototype for Asian political development in its `post-exceptional' phase, and that Korea's emerging political culture - in striking contrast to Singapore's - bears witness to the fact that economic development can be consistent with liberal-democratic objectives. In Kim Dae Jung's opposition politics, and now in his presidency, one finds a rare balance of political and economic priorities. In the long run the `Korean Model' could prove far more important for East Asia than anything the IMF has to offer. (shrink)

South Asian regional integration is seemingly confronting many challenges. The aim of this paper is to identify those challenges and also look for prospects. Although regional integration in South Asia has adopted a kind of institutionalization, it is yet to deliver any concrete outcomes. High-politics and the not-so-conducive regional economic structures hinder any effectual culmination. The thesis that cultures oppose the emphasis on emancipative values and liberal democracy has mostly been criticized for its political instrumentality. By contrast, the empirical claim about most AsiansWestEast’, confirming a universal model of human development rather than Asian exceptionalism, or any other form of cultural exceptionalism.

Despite its long history of refugee crises, Asia lacks effective refugee protection mechanisms. Most Asian states resist ratification of the international refugee laws, and many international organizations are ineffective and lack concrete legal and political approaches to protecting refugees. Asian civil society, particularly Asia Pacific Refugee Rights Network, collaborates to protect refugees by employing alternative frameworks. This paper argues that Asian civil society aims to challenge the nature of refugee protection in Asia. Instead of encouraging states to (...) ratify the 1951 Convention Relating to the Status of Refugees and 1967 Protocol Relating to the Status of Refugees, APRRN stimulates national-level implementation of refugee protection principles and practices from below. It engages its members in global decision-making by mobilizing and sharing resources with them. The transition economy of Vietnam enjoyed remarkable achievements in the first 20 years of economic renovation (Doi Moi) from 1986 to 2006. Notably, the economy grew at an average annual rate of 7.5% in 1991-2000 period. Vietnam’s Amended Constitution 1992 recognized the role of private sector in the economy. U.S.-Vietnam Trade Bilateral Agreement (US-BTA) was signed in 2001. The country's stock market made debut trading in 2000. Vietnam became a member of Association of Southeast Asian Nations (ASEAN) in 1995, (...) then proceeded to full membership of the World Trade Organization in 2007, following which registered foreign direct investment (FDI) reached an all-time high of US$71.7 billion in 2008. Together with the impressive economic achievements, Vietnam also saw its diplomatic and political status constantly improved in the international arena. The country has established diplomatic relations with more than 170 countries in the world, strategic partnerships with 12 important economies, both developed and emerging, namely China, Japan, Russia, India, England, France, North Korea, Italy, Germany, Indonesia, Malaysia and Thailand. After noting some conditions of historical and contemporary context that favor a dialogue between pragmatism and East‐Asian thought, which could help generate a new international philosophical perspective, this essay focuses on several themes that pragmatism shares with classical Chinese philosophy. Among the interrelated themes explored are the primacy of practice, the emphasis on pluralism, context, and flux, a recognition of fallibilism, an appreciation of the powers of art for individual, social, and political reconstruction, the pursuit of perfectionist self‐cultivation in (...) the art of living, and the crucial role of embodiment in this melioristic pursuit. The last section defends this somaesthetic emphasis against some likely criticisms and closes with an example of how occidental and East‐Asian somatic thinking can be productively integrated. This article examines the trajectory of Asian politics in terms of modernization and democratization. Going beyond broad generalizations about democracy's Third Wave, empirical evidence is adduced to show an affective orientation and lively appetite for democracy among Asian citizens and even states. However, in many instances, while the citizens are willing to democratize, the state is institutionally weak. Conversely, strong, high performance states ofen block the path of democratization. Historically speaking, modernity and its social and economic concomitants have (...) been coterminous with the emergence and arrival of democracy, but, owing to socio-economic and historical disjunctures in Asian social fromations, such an emergence or arrival of democracy has remained tortuous and problematic. The institutionalization of middle-class driven democracy is clearly evident in many cases. However, civil society and political culture in some instances remain mired by a lack of political maturity and sophistication and a superficial attachment to economic performance. Many Asian politics have remained starkly authoritarian or simply undemocratic, even as modernization has advanced rapidly. Ultimately, the agency for democratization rests with a vibrant civil society. Again no necessary automatic correspondence obtains between modernization and the development of a vibrant civil society. The agency for such a social transformation has to be contestualized for different social formations. Finally, an important distinction has to be made between procedural and substantive democracy. For the latter to be sustained, it necessitates the engagement of citizens and civil forces on a multiplicity of social and political terrains outside of electoral politics. (shrink)

These six articles place conflicts in Asia within the context of peace psychology, catalogues the diversity of conflicts in Asia, describes the inspiring success Philippine citizens have had in effecting drastic change in political leadership through nonviolent protest, and examines stereotypes in Sino-Japanese relations. Research on two extremist groups in Pakistan-one endorsing and one not endorsing violent confrontation is then examined. The concluding article contributes to the argument that Asia can provide novel examples of conflict that broaden our perspective.

This paper outlines the development of Asian studies in Turkey from their early years to 2022. A particular focus is put on the development of academic programs at Bogazici University and on the international academic partnerships it entailed. Levinas and Asian Thought seeks to discover common ground between Levinas’s ethical project and various religious and philosophical traditions of Asia such as Mahāyāna Buddhism, Theravādic Buddhism, Vedism, Confucianism, (...) This paper makes three related points. First, Japan has played an instrumental role in helping to define the shape and substance of multilateralism in Asia in ways deeper than scholarly literature on Asia's regional architecture has allowed. A key driving force behind Japan's contributions is the perceived utility of multilateralism in facilitating Japan's engagement of and/or balancing against China. Second, Japan has been able to achieve this because of the United States' support for Asian multilateralism and Japanese security interests. (...) In the immediate post-Cold War period, Japan facilitated US participation in regional arrangements such as the Asia-Pacific Economic Cooperation and the ASEAN Regional Forum. But Japanese ambivalence over its dependence on the United States was also apparent in Tokyo's attempts to exclude Washington from the newly formed East Asia Summit in late 2005, despite Japan's felt need to balance China. Japan's reliance on quiet diplomacy and an implicit regional leadership has equally been instrumental to its achievements in regional integration. Third, in the light of Japan's longstanding aim to become a normal military power and adopt a more assertive policy toward China, Japan‒US security ties are likely to deepen with negative consequences for Asian multilateralism. However, if its ties with China and South Korea worsen over their islands disputes in the East China Sea, Japan risks undermining its relations with the United States. How Japan balances its normalization with a continued engagement with multilateralism could be key to a stable and secure Asia. (shrink)

In sum, this book shows us why understanding East Asian pasts are essential to making sense of ideological trends in contemporary China and Japan. For example, without understanding Confucianism and how modern intellectuals in China grappled with this body of thought, we would be unable to make sense of the Chinese government's current promotion of the Chinese classics. When assessing North American students' oral participation in classes, should all students be subject to the same evaluation criteria or should teachers make reasonable allowances for Asian students practicing humility? How do we weigh the promotion of 'courage' through character education initiatives with traditional Asian dispositions? Viewing Asian humility in Western classrooms and as it rubs up against liberal principles of equality or justice, and a virtue ethic raises a number of philosophical questions around authenticity, polyvalence, and (...) relativity. I approach first through the lens of liberal philosophy as the 'dilemma of diversity' meets a boundary with communitarianism, and then through the contextualist lenses of Wittgenstein, Heidegger, and Foucault. Drawing on Tully's political philosophy, I inspect humility as embedded in language-games and then open it to revision through comparative history, inviting participants in the teacher's game of assessment to renegotiate the rules: a process complicated by their reticence to speak up. I also use Medina and Scheman's political reading of Wittgenstein to discuss how teachers can discern humility as performative silence within the classroom, distinguishing between genealogical accounts that show how comportments could be otherwise from perspicuous inspection of interconnected language-games in current educational settings. White supremacy dominates the academy and political discussions. It first consists of conflating the geography of the West (where Black, Indigenous, and People of Color—BIPOC—are to be found) with a specific colonizing tradition originating in ancient Greek thought—call this tradition the West. Secondly, and more profoundly, it consists in treating this tradition as the frame for the study of every other intellectual tradition, which since the Romans it brands as religion. The political function of this marginalization of BIPOC philosophy is (...) to shield Western colonialism from moral philosophical criticism. The mechanism of colonialism is interpretation— explanation in terms of propositional attitudes, like belief. Not only is this a basic commitment of the Western tradition owing to its foundational linguistic account of thought (LAT), the South Asian moral philosophy of Yoga shows interpretation to be the essence of irresponsibility: it undermines the possibilities of choice as it is antilogical and is the mechanism of oppression. In contrast, Yoga, a fourth basic ethical theory (in addition to virtue ethics, consequentialism, and deontology) identifies an alternate metaethical choice as the essence of moral responsibility: explication—understanding in terms of inferential relationships. Yoga is not only the locus classicus for a nondiscriminatory, antioppressive approach to moral standing: it constitutes reason-based, (both ideal and nonideal) normative practices of solidarity with people (including nonhumans and celestial bodies like the Earth). This paper explores the mutually exclusive disjunction between interpretation and explication, the historical impact of these methodologies, and the colonization by the West of philosophy in the game of Publish or Perish. Shaking this off is as easy as returning to the philosophically indigenous practice of explication. (shrink)
