We say we can no longer trust our public services, institutions or the people who run them. The professionals we have to rely on - politicians, doctors, scientists, businessmen and many others - are treated with suspicion. Their word is doubted, their motives questioned. Whether real or perceived, this crisis of trust has a debilitating impact on society and democracy. Can trust be restored by making people and institutions more accountable? Or do complex systems of accountability and control themselves damage (...) trust? The book outlines his predictions about the future estate of man, with the 'process of foretelling, rather than with what is actually foretold'. He asks, can we predict the future size of populations? What is the evidence and theoretical background for the belief that human intelligence is declining? This article reviews several strategies of technology transfer in early modern Central Europe and will focus especially on transfers between individuals: the transfer of know-how in the context of apprenticeship that became an institutionalized kind of professional education; and the transfer of technology by migration. The essay deals with different evaluations of the effects of technology transfer in the crafts production and will reflect recent discussions of the advantages and disadvantages of the tramping system. The intensive debate over the utility (...) of tramping began in the eighteenth century, especially in the contemporary scientific journals and as a question in academic prize competitions. The discussion stressed all the strategies of transfer. In special workshops – as in porcelain manufacturing – the protection of know-how was widespread. While some European states like England in the later eighteenth century tended towards a policy of secrecy, the German territories depended on the acquisition of new technologies, and therefore preferred a policy of openness in technological knowledge. Critical Race Theory (C.R.T.) has developed out of a deep dissatisfaction that many black legal scholars in the U.S. felt with liberal civil rights discourse, a discourse premised upon the ideals of assimilation, ‘colour-blindness’ and integration. In addition, the emergence of the Critical Legal Studies movement provided Critical Race theorists with an innovative lexicon and practice which allowed them to develop a critique of traditional race analysis and U.S. law. Patricia Williams has played a key role in the formation of (...) the C.R.T. movement and is concerned with many of the C.R.T. themes: the understanding that traditional civil rights law has benefited whites more than blacks, the ‘call to context’, and the critique of liberalism by the assertion that racism is routine and not aberrational. Following the C.R.T. belief that form and substance are connected, Williams has also extended the boundaries of another C.R.T. theme by (largely) eschewing the conventional genre of legal writing in much of her work, including her two books, The Alchemy of Race and Rights and The Rooster's Egg. This was one of the issues Williams discussed in an interview that commenced when she visited Britain in 1997 to deliver the Reith Lectures. (shrink)

In her BBC Reith Lectures on Trust, Onora O’Neill offers a short, but biting, criticism of transparency. People think that trust and transparency go together but in reality, says O'Neill, they are deeply opposed. Transparency forces people to conceal their actual reasons for action and invent different ones for public consumption. Transparency forces deception. I work out the details of her argument and worsen her conclusion. I focus on public transparency – that is, transparency to the public over (...) expert domains. I offer two versions of the criticism. First, the epistemic intrusion argument: The drive to transparency forces experts to explain their reasoning to non-experts. But expert reasons are, by their nature, often inaccessible to non-experts. So the demand for transparency can pressure experts to act only in those ways for which they can offer public justification. Second, the intimate reasons argument: In many cases of practical deliberation, the relevant reasons are intimate to a community and not easily explicable to those who lack a particular shared background. The demand for transparency, then, pressures community members to abandon the special understanding and sensitivity that arises from their particular experiences. Transparency, it turns out, is a form of surveillance. By forcing reasoning into the explicit and public sphere, transparency roots out corruption — but it also inhibits the full application of expert skill, sensitivity, and subtle shared understandings. The difficulty here arises from the basic fact that human knowledge vastly outstrips any individual’s capacities. We all depend on experts, which makes us vulnerable to their biases and corruption. But if we try to wholly secure our trust — if we leash groups of experts to pursuing only the goals and taking only the actions that can be justified to the non-expert public — then we will undermine their expertise. We need both trust and transparency, but they are in essential tension. This is a deep practical dilemma; it admits of no neat resolution, but only painful compromise. (shrink)

Robert challenges the assumption that a "ladies' faction" played an important part in encouraging the playhouses to present a more moral, less bawdy or "satirical" style of comedy, thus changing the course of English drama. He shows that there is no evidence of this faction, and that "sentimental" comedies really did cater to the interest of their female (...) audience by incorporating the fashionable concern for women's rights. Drawing on many sources, including the life of Elizabeth Pepys, the book investigates just who these "ladies" were, what determined their theater-going, how often they went, what they liked and did in the theater, and the role of patronage at the court of three Restoration queens. The Russian philosopher and cultural theorist Mikhail Bakhtin has traditionally been seen as the leading figure in the group of intellectuals known as the Bakhtin Circle. The writings of other members of the Circle are considered much less important than his work, while Bakhtin's achievement has been exaggerated in proportion to the downgrading of the thinkers with whom he associated in the 1920s. This volume, which includes new translations and studies of the work of the most important members of the (...) Circle, sets out to correct the distortions in the established representations of its activity. Next SectionFollowing the influential Gifford and Reith lectures by Onora O’Neill, this paper explores further the paradigm of individual autonomy which has been so dominant in bioethics until recently and concurs that it is an aberrant application and that conceptions of individual autonomy cannot provide a sufficient and convincing starting point for ethics within medical practice. We suggest that revision of the operational definition of patient autonomy is required for the twenty first century. We follow O’Neill in recommending (...) a principled version of patient autonomy, which for us involves the provision of sufficient and understandable information and space for patients, who have the capacity to make a settled choice about medical interventions on themselves, to do so responsibly in a manner considerate to others. We test it against the patient–doctor relationship in which each fully respects the autonomy of the other based on an unspoken covenant and bilateral trust between the doctor and patient. Indeed we consider that the dominance of the individual autonomy paradigm harmed that relationship. Although it seems to eliminate any residue of medical paternalism we suggest that it has tended to replace it with an equally (or possibly even more) unacceptable bioethical paternalism. In addition it may, for example, lead some doctors to consider mistakenly that unthinking acquiescence to a requested intervention against their clinical judgement is honouring “patient autonomy” when it is, in fact, abrogation of their duty as doctors. They were soon published in book form as Authority and the Individual. However, Russell started late in the year to write them, and manuscripts for the lectures show (...) that he encountered difficulty. Surviving in his archives is a false start on the concluding lecture, “How to Promote Initiative” (filed at  .). Lecture  had been called “Control and Initiative: Their Respective Spheres”. Lecture  was finally titled “Individual and Social Ethics”, but an early outline had it as “Principles of Reform”. In the false start Russell described how devolution of authority and individual initiative could be embodied in practice. He provided recipes on how to accomplish this in specific spheres of society: local government, industry, newspapers, books, and education. In replacing the nine leaves of manuscript, he had not come to disagree with them. Instead, as readers of what follows and the final lecture of the book will allow, he now engaged the topic at a higher level. Russell at this time was a friendly critic of the British Labour Party, and his devolutionary reformism is to be seen in that light. Yet his final text transcended politics and engaged his audience at an ethical level, treating of the freedom and duty of conscience, the justifiability of revolution, and life lived as an end. The centralized framework is necessary, but has now, in the main, been created except as regards a world government. The danger now is lest this framework should be thought to be all that is needed. State Socialism exists in Russia, and the prestige of Russia has led many to think that State Socialism is synonymous with Utopia. I believe this to be a profound mistake. Before the Russian Revolution there were syndicalists and guild socialists, whose aims, in my opinion, should be revived. It is true that many of those who formerly, though socialists, feared the omnipotence of the State, forgot their fears in admiration of what seemed to them the successful efficiency of the Soviet régime. But for my part I think it important to remember aims that were prominent before , if nominal reforms are not to produce even worse evils than those that they are intended to cure. The first and most obvious region in which decentralization is desirable is local government. For reasons of which I do not dispute the validity, an increasing part of the finance of local government has come to be paid out of taxes, with the result that the central government, and especially the Treasury, is able more and more to control local authorities, and to forbid any bold scheme which may possibly involve expenditure for which there is not adequate precedent. Owing 〈to〉 the method of assessment, rates are more unpopular than taxes. County Councillors and Town Councillors are still unpaid, as Members of Parliament were formerly. These are among the reasons for the very general apathy on questions of local government. There are of course other reasons, quite as important. Whenever there is war or the fear of war, it is natural that political interest should be concentrated on the central government, which has to decide this supremely important issue. Readers of newspapers, for the most part, no longer read truly local newspapers, but journals addressed equally to all parts of the country, and therefore concerned almost wholly with national... This paper describes the medical ethics scene in Britain. After giving a brief account of the structure of British medical ethics and of the roles of the different groups involved it mentions some of the important medico-moral events and issues of the fairly recent past, and describes in greater detail four important examples of professional, legal, governmental and media concerns with medical ethics, themselves illustrating the wide variety of interests wishing to influence the British medical profession's ethics. The examples offered (...) are the development of research ethics committees, the Sidaway case concerning informed consent, the Warnock Committee's Report on in vitro fertilisation and associated issues, and the 1980 Reith Lectures on Unmasking Medicine. In the final section a fairly new methodological development in British medical ethics is described in which the medical profession is increasingly recognising the need to add to traditional medical ethics education, with its longstanding history of the inculation and enforcement of ethical norms, an element of philosophical or critical medical ethics, at the heart of which is justification of substantive medico-moral claims in the light of counterarguments. Ralph Dahrendorf survived incarceration in a German concentration camp in 1944. He later took degrees in sociology at Hamburg University and the London School of Economics and spent some time as one of Germany's European Commissioners, although he was critical of aspects of the bureaucracy. Dahrendorf was Director of the London School of Economics for ten years and gave the Reith Lectures in 1974. He was elected a Fellow of the British Academy in 1977, knighted in 1982 and (...) became Member of the House of Lords in 1993. Dahrendorf retired to Germany. Obituary by Colin Crouch FBA. (shrink)

Anthony Kwame Appiah is an internationally renowned philosopher who has worked on the philosophy of language, political and moral theory, African intellectual history and cosmopolitanism, with a particular interest in the theme of identity. He has held prominent positions and received numerous important awards; he has also dedicated himself to an intense activity of dissemination, giving countless lectures and collaborating with a number of newspapers, such as the BBC at which in 2016 he gave the Reith Lectures (...) on the theme of identity and the New York Times Magazine where, as a columnist, he reasons about the ethical dilemmas that can arise in everyday life. In Italy he has published Cosmopolitismo. L’etica in un mondo di estranei (2007), Il codice d’onore. Come cambia la morale (2011), La menzogna dell’identità (2019). In this interview, given in July 2021, he explains his conception of cosmopolitanism, which he named “rooted or patriotic”, and from this perspective addresses the topics of migration, cosmopolitan education and practice, ‘cancel culture’ and freedom of expression. Some argue that genetic engineering and other scientific practices are morally wrong because they are ‘unnatural’. Prince Charles took this line in his 2000 Reith Lecture. But as Mary Warnock here points out, attempts to justify the moral condemnation of a practice on the grounds that it is ‘contrary to nature’ are notoriously difficult to sustain.

Simone Weil's Leçons de Philosophie are derived from a course she taught at the lyce;e for girls at Roanne in 1933-4. Anne Reynaud-Gue;rithault was a pupil in the class; her notes are not a verbatim record but are a very full and, as far as one can judge, faithful rendering, often catching the unmistakable tone of Simone Weil's voice as well as the force and the directness of her thought. The lectures form a good general introduction to philosophy, ranging (...) widely over problems about perception, mind, language, reasoning and problems in moral and political philosophy too. Her method of presentation is a characteristic combination of abstract argument, personal experience and literary or historical reference. Peter Winch points out in his introduction to the book some of the more systematic connections in her philosophical work (and between this philosophical work and her other concerns), and makes a number of suggestive comparisons between Simone Weil and Wittgenstein. The translation is by Hugh Price from the Plon edition of 1959. Dr Price has added some notes to explain references in the text that might be unfamiliar to English speaking students beginning philosophy. (shrink)
