Before the passage of the US Immigration Act of 1924, governments of migrant-receiving countries decided whether to admit most prospective immigrants only after they arrived at the border; afterward, the United States and then later other migrant-receiving states required prospective migrants and visitors to apply for visas in their country of residence before coming—an institution that Zolberg has termed “remote control.” Previous scholars wrote about remote control in terms of how it increased the capacity of states to reduce immigration, protect (...) their societies from external threats, and maintain sovereignty, but did not analyze in detail how it did so. Here I analyze three ways through which remote control was a model for a more general revolution in migration control that simultaneously reduced interactions between inhabitants in migrant-receiving societies and those in migrant-sending societies, slowed down the historical reduction of inequality between migrant-sending and migrant-receiving societies, and reduced research and critical awareness within migrant-receiving societies about remote control’s structural impact on societies in general. First, this institution brought more order and precision to the process of individually evaluating prospective visitors. Second, it enabled states to select and define authorized migrants according to their migratory purpose and to force other migrants either to demonstrate enough stamina and strength to enter unauthorized or to die trying. Third, by moving the migrant selection process to migrant-sending societies remote control reduced contact between residents in migrant-receiving societies and prospective migrants in migrant-sending societies. In these three ways, remote control has more generally constrained migratory opportunities and global mobility of individuals between distinct societies. (shrink)

A prevalent assumption in metaethics is that people believe in moral objectivity. If this assumption were true then people should believe in the possibility of objective moral progress, objective moral knowledge, and objective moral error. We developed surveys to investigate whether these predictions hold. Our results suggest that, neither abstractly nor concretely, people dominantly believe in the possibility of objective moral progress, knowledge and error. They attribute less objectivity to these phenomena than in the case of science and no more, (...) or only slightly more, than in the cases of social conventions and personal preferences. This finding was obtained for a regular sample as well as for a sample of people who are particularly likely to be reflective and informed (philosophers and philosophy students). Our paper hence contributes to recent empirical challenges to the thesis that people believe in moral objectivity. (shrink)

Pictures in historical chapters of textbooks convey information about the values and assumptions of the authors’professions and the larger culture. We scrutinized 15 recent abnormal psychology textbooks for reproductions of art created before 1900. Thirteen works appeared in three or more textbooks. Overall, these pictures support a “Whiggish” account of history that celebrates the present and gives a distorted, incomplete rendering of the past. The 13 pictures tended to depict the mentally ill as an underclass who are released from their (...) literal and metaphorical shackles by men who are “ahead of their time” in their struggles against prevailing ignorance. The pictures also emphasized the difference of the mentally ill by presenting a catalogue of stereotypic visual elements attributed to insanity throughout Western history. We argue for the inclusion in textbooks of “history for the sake of the past” as a way of genuinely engaging different ideologies and thereby stimulating interest in our own implicit values and biases. Post-Structuralist Discourse Theory analyzes political ideas and action from a Marxist direction. However, while classic Marxian sociology is rooted in economic processes that “structure” society and ideas, Post-Structuralist Discourse Theory emphasizes the absence of any determinative principle. Thus, it radicalizes an ongoing shift in Marxism away from economic essentialism towards indeterminacy, contingency, and openness. The ideological superstructure becomes ever more important at the expense of the economic base; class struggle and relations of production lose analytical and strategic purchase in favor (...) of a complex and integral form of politics; there are no deeper, natural foundations determining how society is organized and structured. Post-Structuralist Discourse Theorists argue that this orientation leads to a more satisfactory analysis of political practice than is possible through positivist research. Assessing this claim requires a survey of the hermetic terminology in which Post-Structuralist Discourse Theorists express their ideas—the discourse, as it were, of Discourse Theorists—exploring their use of sociology, structuralist linguistics, psychoanalysis, and the political theory of populism. Poststructuralist discourse theory is enjoying increasing recognition for its potential to contribute to the study of institutional change and continuity. Yet the most fruitful approach to realizing this potential has hitherto not been found. The main proposition so far has been to operationalize DT’s insights and concepts by adopting them into the framework of discursive institutionalism. However, an ongoing debate about the compatibility of the ontologies underlying DT and DI has cast doubts over whether such a combination is theoretically feasible. (...) The critical literature review in the first part of this article indeed finds insurmountable ontological differences between the discourse-theoretical and the discursive-institutionalist traditions, as their clashing notions of what is understood as a ‘discourse’ result in diverging views on power, agency, and subjectivity. Instead of merging DT into DI, I suggest to empower the former as a self-sufficient paradigm for institutional analysis. To achieve this, the second part of this article re-articulates the ‘logics framework’ proposed by Jason Glynos and David Howarth into a middle-range theory for the study of institutionalization and politicization in a discourse-theoretical fashion. The purpose of this re-articulation is to dispel various arguments against the viability of an autonomous poststructuralist approach to institutions. (shrink)

It is argued that current neuroimaging studies can provide useful constraints for the construction of models of cognition, and that these studies should be guided by cognitive models. A numberof challenges for a successful cross-fertilization between “mind mappers” and cognitive modelers are discussed in the light of current research on word recognition.

The purpose of this paper is to engage with the readers in a theoretical reflection on nursing practices in forensic psychiatric settings. In this paper, we argue that practices of exclusion in forensic psychiatric settings share some common ground with Agamben's description of sovereign power and, consequently, the possible creation of zones of exception in this environment. The concept of exception is, therefore, purposely used to shift our thinking, highlight the political forces surrounding exclusionary practices in forensic psychiatric nursing, and (...) explore the ethical tensions that arise for nurses who become entangled in the control of these zones of exception. We argue that ethical and political discussions regarding this phenomenon are necessary if we wish to further understand the complexities of this field of practice and promote constructive change. ABSTRACT Ever since an intense theoretical debate over a decade ago, the concept of heterogeneity has had a well-established place within poststructuralist Discourse Theory. It captures the interactions between the heart of the space of representation and its margins, between excluded excess and manifest presence; and conceptualizes particularities, differential remainders, and discursive exteriority. The analytical implications of heterogeneity remain underexploited, however. This contribution makes the case that one way to operationalize the notion of heterogeneity in empirical research is by tracing (...) its strategic effects. Since heterogeneity constitutes ‘the primary terrain within which homogeneizing logics operate’, heterogeneous dynamics like the ‘incorporation of new demands’ and ‘the exclusion of others who were previously present’ affect and shape the availability and feasibility of political strategies. This contribution first provides an extensive definition of heterogeneity drawing on the original debate that gave the concept prominence. An approach that captures and explains the strategic effects of heterogeneity is then developed through the integration of heterogeneity into the logics framework. In the Canadian forensic psychiatric context, the concepts of risk and dangerousness interact, intersect, and morph into the notion of significant threat to the safety of the public. Stemming from the results of a critical ethnography of the Ontario Review Board, this article unpacks the central role of forensic psychiatric nursing, as an example of a 'psych' discipline (e.g., psychiatry and psychology), in a system that is built to produce risky persons and to legitimize their detention and supervision. By using (...) excerpt of interviews conducted with nurses, ethnographic observations of Review Board hearings, and other documentary artifacts, the findings illustrate how rationalizations of risk and dangerousness are contingent on space, time, and observer. Depending on the time of the assessment or on the health‐care professional who performs it, different elements including, but not limited to, mental illness, interpersonal relationships, financial instability, and sexual vulnerability, are relied upon in very fluid, interchangeable, and discretionary ways to justify findings of dangerousness. Such a dynamic expands the reach of psychiatry's legitimacy at identifying risky conduct and controlling risky persons to domains very loosely associated with the notion of dangerousness. The work of Foucault and Castel provides the theoretical backdrop on which rests the discussion and the implications for nursing. (shrink)

Objective: Symptom improvement is often examined as an indicator of a good outcome of accessing mental health services. However, there is little evidence of whether symptom improvement is associated with other indicators of a good outcome, such as a mutual agreement to end treatment. The aim of this study was to examine whether young people accessing mental health services who meaningfully improved were more likely to mutually agree to end treatment.Methods: Multilevel multinomial regression analysis controlling for age, gender, ethnicity, and (...) referral source was conducted on N = 8,995 episodes of care [Female = 5,469, 61%; meanAge = 13.66 years] using anonymised administrative data from young people's mental health services.Results: Compared to young people with no change in mental health difficulties, those showing positive meaningful changes in mental health difficulties were less likely to have case closure due to non-mutual agreement. Similarly, they were less likely to transfer or end treatment for other reasons than by case closure due to mutual agreement.Conclusion: The findings suggest that young people accessing mental health services whose symptoms meaningfully improve are more likely to mutually agree to end treatment, adding to the evidence that symptom improvement may be appropriate to examine as an indicator of a good outcome of accessing mental health services. Two experiments involving an international collaboration of experimenters sought to replicate and extend a previously published psi experiment on precognition by Daryl Bem that has been the focus of extensive research. The experiment reverses the usual cause–effect sequence of a standard psychology experiment using priming and reaction times. The preregistered confirmatory hypothesis is that response times to incongruent stimuli will be longer than response times to congruent stimuli even though the prime has not yet appeared when the participant records their (...) judgments. The confirmatory hypothesis for Experiment 1 was not supported. Exploratory analyses indicated that those participants who completed the English-language version rather than a translation showed a significant effect, as was the case in the original study; no significant departure from chance was found in data involving non-English translations. Experiment 2 sought to enhance the predicted effect by having each participant read either a pro-psi or an anti-psi statement at the beginning of the experiment to test the pre-recorded hypothesis that a pro-psi statement would produce a larger effect than an anti-psi statement. The results did not support the primary psi hypothesis and there was no effect in the English-language sample. However, there was mixed support for the effect of the psi statement on performance; those participants who received the pro-psi statement had a greater psi score than those who received the anti-psi statement. As in the original experiment, neither the experimenters’ nor participants’ beliefs were significantly associated with the dependent measure. In sum, the pre-registered confirmatory hypotheses were not supported. The importance of the personality variable Sensation Seeking, a component of extraversion, as a correlate of psi performance is discussed as are the challenges and implications for international collaborations and replication in controversial science. Men often make riskier decisions than women across a wide range of real-life behaviors. Whether this sex difference is accentuated, diminished, or stable under stressful conditions is, however, contested in the scientific literature. A critical blind spot lies amid this contestation: Most studies use standardized, laboratory-based, cognitive measures of decision making rather than complex real-life social simulation tasks to assess risk-related behavior. To address this blind spot, we investigated the effects of acute psychosocial stress on risk decision making in men (...) and women using a standardized cognitive measure and a novel task that simulated a real-life social situation. Participants were exposed to either an acute psychosocial stressor or an equivalent control condition. Stressor-exposed participants were further characterized as high- or low-cortisol responders. Results confirmed that the experimental manipulation was effective. On the IGT, participants characterized as low-cortisol responders made significantly riskier decisions than those characterized as high-cortisol responders. Similarly, in the online chatroom, participants characterized as low-cortisol responders were, relative to those in the Non-Stress group, significantly more likely to make risky decisions. Together, these results suggest that at lower levels of cortisol both men and women tend to make riskier decisions in both economic and social spheres. (shrink)

Both Maimonides and St. Thomas Aquinas occupy a unique position in their respective religious milieux. Each aimed to reconcile Aristotelian thought with the theology of his own faith. Their gigantic endeavors did not meet with immediate and unanimous approval among the conservative spokesmen of their coreligionists. Efforts had been made already within their lifetimes to have their views censored. Maimonides’s Guide to the Perplexed, completed in 1185 raised bitter controversies among Jews, and for a century at least almost every (...) Jewish scholar of note was either an ardent opponent or an equally ardent apologist for the Sage of Cordova. Enmity between both parties was heated to such a point that the dispute was referred by the anti-Maimonists in 1234 to a Christian authority, the papal legate at Montpellier, who ordered Maimonides’s works to be burned. When the controversy quieted down, Maimonides’s works became the centre of Jewish thought throughout the ages. (shrink)

As we build increasingly intelligent machines, we confront difficult questions about how to specify their objectives. One approach, which we call human-centered, tasks the machine with the objective of learning and satisfying human objectives by observing our behavior. This paper considers how human-centered AI should conceive the humans it is trying to help. We argue that an Aristotelian model of human agency has certain advantages over the currently dominant theory drawn from economics.

I argue that comparisons of Stoic virtue to stochastic skills — now standard in the secondary literature on Stoicism — are based on a misreading of the sources and distort the Stoic position in two respects. In paradigmatic stochastic skills such as archery, medicine, or navigation the value of the skill’s external end justifies the existence and practice of the skill and constitutes an appropriate focus of rational motivation. Neither claim applies to virtue as the Stoics understand it. The stochastic (...) model of virtue almost certainly originated with Carneades and should be distinguished clearly from the Stoic account. Doing so clarifies the Stoic position and shows that it anticipates what Thomas Hurka calls a modern view of value. (shrink)

This paper analyses the logistics of knowledge in eighteenth-century Anglo-Swedish scholarly collaborative relationships. More specifically, it analyses the making of Thomas Mangey’s Philonis Judaei Opera as a long-distance collaborative project between Mangey and the Swedish scholars Jacob Serenius and Erik Benzelius. The early modern Republic of Letters has commonly been characterised as a collaborative communication system upheld by communitarian norms. This description has however been challenged by several recent studies, which have underlined the commercial aspects of early modern (...) scholarly exchange. Building on such studies, this article highlights how negotiations about the logistics of knowledge circulation – of, e.g. shipping and long-distance financing – were an integral part of early modern transnational scholarly relationships. In the correspondence between the three scholars of 1728–42, we find ample practical details of how they struggled with slow and unreliable regional mercantile infrastructures. The strains of these logistical challenges thoroughly shaped the relationships between the three scholars, and would eventually lead to the collapse of their collaboration. (shrink)

Hobbes believed that the state of nature would be a war of all against all. Locke denied this, but acknowledged that in the absence of government, peace is insecure. In this paper, I analyse both accounts of the state of nature through the lens of classical and experimental game theory, drawing especially on evidence concerning the effects of punishment in public goods games. My analysis suggests that we need government not to keep wicked or relentlessly self-interested individuals in line, but (...) rather to maintain peace among those who disagree about morality. Cet article s’interroge sur le statut épistémologique des fictions employées en théorie politique, dont l’état de nature constitue l’un des cas exemplaires. Contre les critiques relativistes et celles d’inspiration marxiste , on montre que l’utilisation des fictions obéit à des règles précises du point de vue de leur finalité et de leur justification, ce qui interdit de considérer toutes les fictions comme équivalentes. Cette problématique est illustrée à partir de la théorie des fictions développée par le philosophe néokantien Hans Vaihinger (...) et en la comparant avec l’usage des fictions tel qu’on le trouve illustré dans les écrits scientifiques et politiques de Thomas Hobbes .This article addresses the question of the epistemological status of fictional discourse in political theory, the « state of nature » being one of its paradigmatic examples. Against both relativism and Marxist critiques , it is argued that the use of fiction obeys to well-defined rules from the point of view of their finality and justification, which forbids us to consider all fictions as equivalent. This problem is illustrated by means of a presentation of the theory of fictions developed by the Neo-Kantian philosopher Hans Vaihinger and by comparing it to the use of fictions as found in the scientific and political writings of Thomas Hobbes. The thesis that republicanism was only suited for small states was given its decisive eighteenth-century formulation by Montesquieu, who emphasized not only republics' need for homogeneity and virtue but also the difficulty of constraining military and executive power in large republics. Hume and Publius famously replaced small republics' virtue and homogeneity with large republics' plurality of contending factions. Even those who shared this turn to modern liberty, commerce and the accompanying heterogeneity of interests, however, did not all agree with or (...) know about Publius' institutional responses to the problems of executive and military power. Throughout the late eighteenth and early nineteenth centuries, and on both sides of the Atlantic, it remained a live question whether large states could be stable moderate republics, with responses ranging from embraces of Montesquieuian limited monarchy, to denials that there was any real large-republic problem at all, with a variety of institutional solutions in between for those who thought there was a real but soluble large-republic problem. This essay adds a theological voice to the current debate over the legacy of Gilles Deleuze. It discusses Peter Hallward's charge that Deleuze is best read as a mystical, theophanic philosopher who values creativity to the detriment of real creatures. It argues that while Hallward is right to discern a flight from bodies, relations, and politics in Deleuze, this is due not to Deleuze's contemplative mysticism, but rather to his strident rejection of any transcendence. Drawing upon Bernard Stiegler’s and Jacques Rancière’s conceptions of medium as a milieu this article seeks to address the question of the political aspects of the aesthetic in relation to the notion of medium. Based on the analysis of this theoretical question the article interprets and discusses artistic endeavors to re-appropriate and reconfigure conservative symbolic orders and media milieus that have become dissociated in relation to works of art by Alfredo Jaar and Thomas Hirschhorn.
